Governance

FSI's research on the origins, character and consequences of government institutions spans continents and academic disciplines. The institute’s senior fellows and their colleagues across Stanford examine the principles of public administration and implementation. Their work focuses on how maternal health care is delivered in rural China, how public action can create wealth and eliminate poverty, and why U.S. immigration reform keeps stalling. 

FSI’s work includes comparative studies of how institutions help resolve policy and societal issues. Scholars aim to clearly define and make sense of the rule of law, examining how it is invoked and applied around the world. 

FSI researchers also investigate government services – trying to understand and measure how they work, whom they serve and how good they are. They assess energy services aimed at helping the poorest people around the world and explore public opinion on torture policies. The Children in Crisis project addresses how child health interventions interact with political reform. Specific research on governance, organizations and security capitalizes on FSI's longstanding interests and looks at how governance and organizational issues affect a nation’s ability to address security and international cooperation.

From the botched attempt to rescue the U.S. diplomats held hostage by Iran in 1980 under President Jimmy Carter and the missed intelligence on Al Qaeda before 9-11 under George W. Bush to, most recently, the computer meltdown that marked the arrival of health care reform under Barack Obama, the American presidency has been a profile in failure. In Why Presidents Fail and How They Can Succeed Again, Elaine Kamarck surveys these and other recent presidential failures to understand why Americans have lost faith in their leaders—and how they can get it back. Kamarck argues that presidents today spend too much time talking and not enough time governing, and that they have allowed themselves to become more and more distant from the federal bureaucracy that is supposed to implement policy. After decades of “imperial” and “rhetorical” presidencies, we are in need of a “managerial” president. This White House insider and former Harvard academic explains the difficulties of governing in our modern political landscape, and offers examples and recommendations of how our next president can not only recreate faith in leadership but also run a competent, successful administration.

Elaine C. Kamarck is a Senior Fellow in the Governance Studies program as well as the Director of the Center for Effective Public Management at the Brookings Institution. She is an expert on American electoral politics and government innovation and reform in the United States, OECD nations, and developing countries. Kamarck is also a Lecturer in Public Policy at the Harvard Kennedy School of Government. She has been a member of the Democratic National Committee and the DNC’s Rules Committee since 1997. She has participated actively in four presidential campaigns and in ten nominating conventions—including two Republican conventions. In the 1980s, she was one of the founders of the New Democrat movement that helped elect Bill Clinton president. She served in the White House from 1993 to 1997, where she created and managed the Clinton Administration's National Performance Review, also known as the “reinventing government initiative.” At the Kennedy School, she served as Director of Visions of Governance for the Twenty-First Century and as Faculty Advisor to the Innovations in American Government Awards Program. In 2000, she took a leave of absence to work as Senior Policy Advisor to the Gore campaign. Kamarck received her Ph.D. in political science from the University of California, Berkeley.

Abstract:

China's government alternately appears in western scholarship as an idealized meritocracy or a corrupt cohort of venal officials. Yet empirical attempts to place China's government in comparative perspective are limited. We develop and exploit a new empirical source--survey testimony from political insiders--to measure three Weberian qualities of Chinese bureaucracy: meritocracy, autonomy, and morale. By translating questions from a major survey of U.S. officials, we place the responses of Chinese officials in comparative perspective. In contrast to claims that political connections dominate official promotions in China, Chinese bureaucrats are markedly more likely than U.S. bureaucrats to report that their agencies recruit people with the right skills and promote people based on performance. Responses from municipal governments in China resemble those of high-performing federal bureaucracies in the United States, such as NASA and the Nuclear Regulatory Commission. However, the Chinese advantage shrinks in autonomy and nearly disappears in workplace morale.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) and the Mosbacher Director of FSI's Center on Democracy, Development, and the Rule of Law (CDDRL).  He is also a professor by courtesy in the Department of Political Science. He was previously at the Paul H. Nitze School of Advanced International Studies (SAIS) of Johns Hopkins University, where he was the Bernard L. Schwartz Professor of International Political Economy and director of SAIS' International Development program.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

Greg Distelhorst is a Ph.D. candidate in the MIT Department of Political Science and a predoctoral fellow at Stanford University's Center on Democracy, Development, and the Rule of Law. His dissertation addresses public accountability under authoritarian rule, focusing on official responsiveness and citizen activism in contemporary China. This work shows how citizens can marshal negative media coverage to discipline unelected officials, or "publicity-driven accountability." These findings result from two years of fieldwork in mainland China, including a survey experiment on tax and regulatory officials. A forthcoming second study measures the effects of citizen ethnic identity on government responsiveness in a national field experiment. His dissertation research has been funded by the U.S. Fulbright Program, the Boren Fellowship, and the National Science Foundation. A second area of research is labor governance under globalization, where he has examined private initiatives to improve working conditions in the global garment, toy, and electronics supply chains.

Korea’s economic development trajectory is well known. From an impoverished war-torn nation, the country has progressed on all fronts. In the 1950s the country’s per capita income was estimated to be lower than India’s. Today the income difference is fifteen-fold in favor of Korea. It stands out internationally when it comes to education. Politically it has moved away from authoritarian to more spirited, people-driven democratic system. This presentation will shift the debate to the question what does a country do after it has achieved prosperity. Using the concept of capitalist maturity, do we look for answers in the OECD experience or should we treat Korea on its own terms? What are the development challenges for Korea in the post-development era? Given that there are both external and internal issues that merit appropriate responses, the presentation focuses on Korea’s regional (Asian) economy, business and institutional responses to expanding Asia, and the societal adjustment issues to increasing flows of Asian students, professionals, and unskilled workers. The presentation concludes by briefly indicating the many unfinished domestic reforms at multiple levels, which could reinforce Korea’s external engagement and potentially resolve the development conundrum arising from capitalist maturity.

Anthony P. D’Costa is Chair and Professor of Contemporary Indian Studies, Development Studies at the University of Melbourne. He was the A.P. Møller Mærsk Foundation Professor of Indian Studies, Copenhagen Business School and Professor of Comparative International Development for 18 years at the University of Washington. He also taught at National University of Singapore, Indian Institute of Management, Calcutta, and Bordeaux École de Management. He has published widely on the political economy of development, global capitalism, labor, and industrial restructuring using the steel, auto, and IT sectors. His most recent book is International Mobility, Global Capitalism, and Changing Structures of Accumulation: Transforming the Japan-India IT Relationship (2016). His edited books include Transformation and Development: The Political Economy of Transition in India and China (2012), Globalization and Economic Nationalism in Asia (2012), After-Development Dynamics: South Korea's Contemporary Engagements with Asia (2015), and The Land Question in India: State, Dispossession, and Capitalist Transition (2017), all by Oxford University Press. This workshop course is designed to develop skills that faculty in policy-focused universities and training institutions can use both to develop interactive and participant-centered teaching styles and to help faculty develop skills in case writing.

The first two days mostly involve "how to" lessons on both teaching and writing, interspersed with activities where the participants work in teams to prepare case teaching plans and class openings that they present to all of the participants. The initial emphasis is on case teaching, since before participants can write a successful case, they must understand how learning in a case-oriented classroom takes place.  The workshop includes case discussions on several existing cases, combined with a “post-mortem” of what worked and what did not in both the written case and the case discussion. We discuss core teaching strategies including development of time management plans, whiteboard management plans, how to pose opening questions, “cold-calling” versus “warm calling,” and how to close a case-discussion class with “Take-Aways.”

This five day intensive program for a select group of mid- and high-level Indian government officials and business leaders is designed to address how government can encourage and enable the private sector to play a larger, more constructive role as a force for economic growth and development. A driving principle of this LAD-LBSNAA program is that policy reform is not like engineering or other technical fields that have discrete skills and clear, optimal solutions. Instead, successful reformers must be politically aware and weigh a broad range of factors that influence policy outcomes. This program is designed to provide participants with an analytical framework to build these leadership abilities and operate effectively under adverse conditions.

The Korea Program at Stanford’s Walter H. Shorenstein Asia-Pacific Research Center is soliciting papers for the Koret Workshop entitled “Korea’s Migrants: From Homogeneity to Diversity” held at Stanford University on April 21, 2017.

This ninth annual conference seeks to examine major issues related to recent migrants in Korea. Korea has long promoted a sense of ethnic unity but in recent years has seen an influx of ethnic and non-ethnic Koreans, making the country more diverse. The government has promoted multiculturalism to deal with such diversity; however, migrants, either permanent or temporary, continue to face discrimination. New approaches are needed to create better social cohesion.

We are looking for empirical papers that address the following questions for one of the following groups of migrants: North Korean refugees, Chosonjok, foreign brides, migrant labor (skilled or unskilled), and Korean returnees.

  • What are the real and perceived contributions of this group to Korean society?
  • What are the remaining challenges and concerns associated with this group as a migrant living in Korea? Have these challenges worsened or improved over time?
  • How have Korean perceptions of your migrant group changed over time, if at all? Why or why not?
  • Do you think this particular group has been more or less discriminated against compared to other migrant groups? Is there any change over time?
  • Based on your study, do you think that boundaries between various migrant groups are blurring, remaining distinct, or becoming more salient?
  • Based on your study, what is the most important barrier to social integration in Korean society? Is it ethnicity, citizenship, class, or something else?
  • Has multiculturalism as a policy and social discourse adequately addressed the concerns of your migrant group?  If not, then do we need a new framework? What would you suggest?
  • Do you think the influx of your migrant group can lessen the looming demographic crisis that will reduce the working-age population?
  • In recent years, there has been growing anti-immigrant sentiment in the United States and Europe. Do you think this will be an issue in Korea as well?
  • Based on your study of your migrant group, do you think Korea is ready for large-scale mass migration? Why or why not? If not, what would be an alternative to migration?

Abstract: All nations that have selected a strategy for the long-term management of high-level radioactive waste and spent nuclear fuel have opted for disposal in a deep-mined, geologic repository.  Choosing a site for such a facility has been problematic.  Of the two dozen efforts that have been undertaken in the United States and abroad over the last half decade, only six remain on track, and only three have reached what appears to be a stable outcome.  Typically, a country organizes its waste management program to compare at least two sites before making a final choice.  All those sites must be shown to be technically suitable based on predetermined criteria.  For countries like the United States, which can site a repository in a variety of host geologic formations, these criteria are generic in nature.  Basing a siting decision on generic criteria especially requires the exercise of discretion.  This circumstance produces tough dilemmas that may be quite difficult to overcome credibly.

About the Speaker: Dr. Metlay is a member of the Senior Professional Staff of the U.S. Nuclear Waste Technical Review Board (NWTRB).  He received his Bachelor of Science degrees from Caltech in molecular biology and medieval history and his Masters and Doctoral degrees in public policy from the University of California, Berkeley.  He taught political science at Indiana University and MIT.  Dr. Metlay has authored numerous publications dealing with technology policy, regulation, organization behavior, and radioactive waste.  He has worked in the Carter White House and with the Secretary of Energy on radioactive waste issues.  Dr. Metlay has testified before Congress and several state legislative committees.

Three-time U.S. Ambassador (Korea, Philippines, Tunisia), former North Korea Special Envoy, and Fletcher School Dean Emeritus, Stephen Bosworth, was the 2014 Payne Distinguished Lecturer at the Freeman Spogli Institute for International Studies, Stanford University.  During his Stanford appointment, he gave three lectures, drawing lessons from his own diplomatic career, examining efforts to deal with North Korea’s nuclear ambitions, and discussing the role of U.S. alliances in Asia. Ambassador Bosworth also actively engaged with students and colleagues throughout the Stanford community, sharing his wisdom, wit, and experience.  We mourn his passing earlier this year.

The panel, all of whom knew and worked closely with Ambassador Bosworth – and in who succeeded him in several of his postings – will carry forward a discussion of the themes from Bosworth’s Payne lectures, including the challenges facing U.S. diplomacy, particularly in East Asia, and how to address them.

Minor, MD, is a scientist, surgeon and academic leader. He is the Carl and Elizabeth Naumann Dean of the Stanford University School of Medicine, a position he has held since December 2012. Minor leads more than 1,500 faculty and 1,000 students at the oldest medical school in the West and has made precision health — the prevention of disease before it strikes — a hallmark of research, education and patient care at Stanford Medicine.

Kocher, MD, is a partner at Venrock who focuses on healthcare IT and services investments and is a consulting professor at Stanford University School of Medicine. Entwistle joined Stanford Health Care as its President and CEO in July, bringing extensive executive experience at leading academic medical centers. Most recently he served as CEO of the University of Utah Hospitals & Clinics, the only academic medical center in the Intermountain West region. While serving at UUHC, Entwistle received the Modern Healthcare “Up and Comers Award,” for significant contributions in health-care administration, management or policy.

Christopher G. Dawes became President and Chief Executive Officer of Lucile Packard Children’s Hospital Stanford in 1997 after five years of service as Chief Operating Officer. Under his guidance, the hospital, research center and regional medical network has been ranked as one of the best in the nation, as an industry leader in patient safety and innovation in providing a full complement of services for children and expectant mothers.

Marcella Alsan, Assistant Professor of Medicine, Stanford University

Marcella Alsan’s research focuses on the relationship between health and socioeconomic disparities with a focus on infectious disease. Another vein of research focuses on the microfoundations of antibiotic overuse and resistance. She received a BA degree in cognitive neuroscience from Harvard University, a master’s degree in international public health from Harvard School of Public Health, a medical degree from Loyola University, and a PhD in economics from Harvard University. She is board-certified in both internal medicine and infectious disease. She trained at Brigham and Women’s Hospital,  completing the Hiatt Global Health Equity Residency Fellowship in internal medicine. She combined her PhD with an Infectious Disease Fellowship at Massachusetts General Hospital. She currently is an infectious disease specialist at the Department of Veterans Affairs, Palo Alto.

Laurence Baker, Chair of Health Research and Policy, Stanford University

Laurence Baker is an economist interested in the organization and economic performance of the U.S. health-care system, and his research has investigated a range of topics including financial incentives in health care, competition in health-care markets, health insurance and managed care and health-care technology adoption. Baker is a past recipient of the ASHE medal from ASHEcon and the Alice Hersch Award from AcademyHealth. He received his BA from Calvin College, and his MA and PhD in economics from Princeton University.

Eran Bendavid, Assistant Professor of Medicine, Stanford University

Eran Bendavid is an infectious diseases physician.  His research interests involve understanding the relationship between policies and health outcomes in developing countries. He explores how decisions about foreign assistance for health are made, and how those decisions affect the health of those whom assistance aims to serve.  Dr. Bendavid is also a disease modeler, and uses that skill to explore issues of resource allocation in low and middle-income countries with cost-effectiveness analyses. His recent research projects include an impact evaluation of the US assistance program for HIV in Africa, and an exploration of the association between drug prices, aid and health outcomes in countries heavily affected by HIV.

Jay Bhattacharya, Professor of Medicine, Stanford University

Jay Bhattacharya’s research focuses on the constraints that vulnerable populations face in making decisions that affect their health status, as well as the effects of government policies and programs designed to benefit vulnerable populations. He has published empirical economics and health services research on the elderly, adolescents, HIV/AIDS and managed care. Most recently, he has researched the regulation of the viatical-settlements market (a secondary life-insurance market that often targets HIV patients) and summer/winter differences in nutritional outcomes for low-income American families. He is also working on a project examining the labor-market conditions that help determine why some U.S. employers do not provide health insurance.

M. Kate Bundorf, Associate Professor of Medicine, Stanford University

M. Kate Bundorf is a Faculty Research Fellow at the National Bureau of Economic Research.  She received her M.B.A. and M.P.H. degrees from The University of California at Berkeley and her Ph.D. from The Wharton School. She was a Fulbright Lecturer and Visiting Professor at Fudan School of Public Health in Shanghai, China in 2009 and 2010.  Her research, which focuses on health insurance markets, has been published in leading economics and health policy journals and has received funding from the U.S. National Institutes of Health, the Agency for Health Care Research and Quality and the Robert Wood Johnson Foundation.  She received the 13th Annual Health Care Research Award from The National Institute for Health Care Management in 2007.

David Chan, Assistant Professor of Medicine, Stanford University

David Chan is a physician and economist whose research focuses on productivity in US health care. His research draws on insights from labor and organizational economics. He is particularly interested in studying what drives physician behavior, how this explains differences in productivity in health care delivery, and what the implications are for the design of health care. He is the recipient of the 2014 NIH Director’s High-Risk, High-Reward Early Independence Award to study the optimal balance of information in health information technology for patient care. David Chan is also an investigator at the Department of Veterans Affairs and a Faculty Research Fellow at the National Bureau of Economic Research.

Kathryn McDonald, MM, is the Executive Director of the Center for Health Policy (CHP) and Center for Primary Care and Outcomes Research (PCOR) and a senior scholar at the Centers. She is also Associate Director of the Stanford-UCSF Evidence-based Practice Center (under RAND). Her work focuses on measures and interventions to achieve evidence-based patient-centered healthcare quality and patient safety. Mrs. McDonald has served as a project director and principal investigator on a number of research projects at the Stanford School of Medicine, including the development and ongoing enhancement of the Quality and Patient Safety Indicators for the Agency for Healthcare Research and Quality. She has authored numerous peer reviewed articles and government reports, including several with wide enough followership to merit recent updates: Care Coordination Measures Atlas, Closing the Quality Gap, and Patient Safety Practices.

Michelle Mello, Professor of Law and of Health Research and Policy, Stanford University

Michelle Mello is Professor of Law at Stanford Law School and Professor of Health Research and Policy at Stanford University School of Medicine.  She conducts empirical research into issues at the intersection of law, ethics, and health policy.  She is the author of more than 150 articles and book chapters on the medical malpractice system, medical errors and patient safety, public health law, research ethics, the obesity epidemic, pharmaceuticals, and other topics. From 2000 to 2014, Dr. Mello was a professor at the Harvard School of Public Health, where she directed the School’s Program in Law and Public Health. In 2013-14 she completed a Lab Fellowship at Harvard University’s Edmond J. Safra Center for Ethics. Dr. Mello teaches courses in torts and public health law. She holds a J.D. from the Yale Law School, a Ph.D. in Health Policy and Administration from the University of North Carolina at Chapel Hill, an M.Phil. from Oxford University, where she was a Marshall Scholar, and a B.A. from Stanford University.  In 2013, she was elected to the National Academy of Medicine (formerly known as the Institute of Medicine).

Grant Miller, Associate Professor of Medicine, Stanford University

Grant Miller is Director of the Stanford Center for International Development, an Associate Professor of Medicine at the Stanford University School of Medicine, a Core Faculty Member at the Center for Health Policy/Primary Care and Outcomes Research, a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) and the Stanford Institute for Economic Policy Research (SIEPR), and a Research Associate at the National Bureau of Economic Research (NBER). His primary interests are health economics, development economics, and economic demography. As a health and development economist based at the Stanford Medical School, Dr. Miller’s overarching focus is research and teaching aimed at developing more effective health improvement strategies for developing countries. His agenda addresses three major interrelated themes. (1) First, what are the major causes of population health improvement around the world and over time? (2) Second, what are the behavioral underpinnings of the major determinants of population health improvement? (3) Third, how can programs and policies use these behavioral insights to improve population health more effectively?

Douglas K. Owens, Director of the Center for Health Policy and the Center for Primary Care and Outcomes Research, Stanford University

Douglas K. Owens, MD, MS, is the Henry J. Kaiser, Jr., Professor at Stanford University, where he is a professor of medicine. He is director of the Center for Health Policy in the Freeman Spogli Institute for International Studies and director of the Center for Primary Care and Outcomes Research (PCOR) in the Department of Medicine. He is a general internist and associate director of the Center for Innovation to Implementation at the Veterans Affairs Palo Alto Health Care System. A past member of the U.S. Preventive Services Task Force, he has helped lead the development of national U.S. guidelines on screening for HIV, hepatitis C, hepatitis B, lung cancer, colorectal cancer, breast cancer, and use of aspirin and statins to prevent cardiovascular disease.

Maria Polyakova, Assistant Professor of Health Research and Policy, Stanford University

Maria Polyakova, PhD, is an Assistant Professor of Health Research and Policy at the Stanford University School of Medicine. Her research investigates questions surrounding the role of government in the design and financing of health insurance systems. She is especially interested in the relationships between public policies and individuals’ decision-making in health care and health insurance, as well as in the risk protection and re-distributive aspects of health insurance systems. She received a BA degree in Economics and Mathematics from Yale University and a PhD in Economics from MIT.

David M. Studdert, Professor of Medicine and of Law, Stanford University

David M. Studdert is a leading expert in the fields of health law and empirical legal research. His scholarship explores how the legal system influences the health and well-being of populations. A prolific scholar, he has authored more than 150 articles and book chapters, and his work appears frequently in leading international medical, law and health policy publications. Professor Studdert has received the Alice S. Hersh New Investigator Award from AcademyHealth, the leading organization for health services and health policy research in the United States. He was awarded a Federation Fellowship (2006) and a Laureate Fellowship (2011) by the Australian Research Council. He holds a law degree from University of Melbourne and a doctoral degree in health policy and public health from the Harvard School of Public Health.

Abstract:

“Corruption in the post-Tiananmen era exhibits distinct characteristics not found in the 1980s, such as astronomical sums of money looted by officials, their family members, and their cronies in the private sector, large networks of co-conspirators, and the sale of public office. By examining the evolution of Chinese economic and political institutions since the early 1990s, we can trace the emergence of crony capitalism to two critical changes in the control of property rights of the assets owned by the state and the personnel management of the officials the ruling Communist Party. The cumulative effects of these changes have dramatically decentralized the control of public property without clarifying its ownership and granted local party chiefs unprecedented personnel power. Consequently, local political and business elites gain greater incentives and opportunities to collude with each other in looting the assets nominally owned by the state. The insights from a sample of 260 cases of corruption involving multiple officials and businessmen suggest that crony capitalism in China has given birth to a decentralized kleptocracy with its own market rules and dynamics.”

Minxin Pei is the Tom and Margot Pritzker '72 Professor of Government and directs the Keck Center for International and Strategic Studies at Claremont McKenna College. He is also a non-resident senior fellow at the German Marshall Fund of the United States. He is the author of China’s Crony Capitalism: The Dynamics of Regime Decay (Harvard, 2016); China's Trapped Transition: The Limits of Developmental Autocracy (Harvard, 2006) and From Reform to Revolution: The Demise of Communism in China and the Soviet Union (Harvard, 1994). Pei has published in Foreign Affairs, Foreign Policy, The New York Times, The Financial Times, the Wall Street Journal, Project Syndicate, Fortune.com, Nikkei Asian Review, and many scholarly journals and edited volumes. He was a senior associate at the Carnegie Endowment for International Peace (1999-2009) and an assistant professor of politics at Princeton University (1992-1998). He received his Ph.D. in government from Harvard University in 1991.
