Fast Forward: Uncertainties, Risks and Opportunities of Rapid Aging in China, Japan, and Korea will be an innovative, invitation-only scenario planning exercise. Our goal is to develop a broader understanding of how population aging could affect the social, cultural, economic, and security futures of Asia over the next ten to twenty years. We’ve invited a select group of leaders from business, government, and academia with an interest in various aspects of Asia’s growth to identify key uncertainties and assess possible outcomes. This highly interactive session will be moderated by the Global Business Network, the world’s leading scenario consultancy.

This scenario planning workshop is part of a two-day conference at Stanford, Aging Asia: Economic and Social Implications of Rapid Demographic Change in China, Japan, and Korea. The first day, Aging in Asia Today: What the Experts Know, will feature keynote presentations and academic panels on the impacts of rapid aging in these countries, focused on four topics: economic growth, social insurance programs, long-term care, and health care.

"How grievous are the wounds the rule of law has sustained over the past seven and one-half years?" FSI Director Coit D. Blacker asked at the beginning of FSI's fourth annual conference, Transitions 2009. This year's conference, coming on the heels of the U.S. presidential election, focused on opportunities for change offered by historic transitions at home and abroad. The Nov. 13 invitation-only event was attended by 370 Stanford scholars, outside experts, policymakers, diplomats, and leaders from business, medicine, and law, bringing together some of the sharpest minds in the country to formulate and discuss recommendations for U.S. President-elect Barack Obama and other world leaders.

The day-long conference was structured around a morning and an afternoon plenary, with a luncheon address by Oxford professor and Hoover Institution senior fellow Timothy Garton Ash. In his address, "Beyond the West? New Administrations in the U.S. and Europe Face the Challenge of a Multipolar World," Garton Ash urged concerted action on four projects of visionary realism: global economic order; development, democracy, and the rule of law; energy and the environment; and banishing nuclear weapons. Garton Ash also called for relaunching a strategic partnership among the United States and the 27-member European Union, not as a partnership against other nations, but as an alliance that would reach beyond the West to develop new and effective communities of shared purpose.

The morning plenary, "U.S. Transition 2009: Where Have We Been? Where Are We Going?" brought FSI Director Blacker together with Stanford President Emeritus and constitutional law scholar Gerhard Casper, Center on Health Policy/Center for Primary Care and Outcomes Research Director Alan M. Garber and FSI senior fellow and former State Department policy planning director Stephen D. Krasner. Their varying but esteemed backgrounds allowed for a truly interdisciplinary discussion of the policy challenges, priorities, and prospects facing the new American president. "We have just lived through the most extraordinary claims to unbound power since the days of Richard Nixon," said Casper. "This rejection of the rule of law, just like the images of Abu Graib, will be present in the minds of many with whom we have to deal the world over."

The afternoon plenary, "Power and Responsibility: Building International Order in an Era of Transnational Threat," featured Stephen J. Stedman, FSI senior fellow and director of the Ford Dorsey Program in International Studies; Bruce Jones, director of the Center on International Cooperation at New York University; and Carlos Pascual, director of Foreign Policy Studies at the Brookings Institution. The three discussed their ambitious new project, Managing Global Insecurity Project (MGI) (MGI), which aims to provide recommendations and generate momentum for the next American president, the United Nations, and key international partners to launch a strategic effort to build the global partnerships and international institutions needed to meet 21st century trans-border challenges and threats. One key recommendation is to expand the current G-8 to a G-16 of established and rising powers by including China, India, Brazil, Mexico, South Africa, and major Muslim nations such as Indonesia, Turkey, and Egypt.

Interactive breakout sessions in the morning and afternoon allowed participants to engage in debate with Stanford faculty and outside experts. Breakouts covered such diverse topics as combating HIV in low-resource countries, rethinking the war on terror, leveraging the EU to promote democracy and human rights, whether the U.S. should promote democracy, transitions in African society, working in a global economy, and overcoming barriers to nuclear disarmament.

Carbon capture and storage (CCS) is among the technologies with greatest potential leverage to combat climate change. According to the PRISM analysis, a technology assessment performed by the Electric Power Research Institute (EPRI), wide deployment of CCS after 2020 in the US power sector alone could reduce emissions by approximately 350 million tonnes of CO2 per year (Mt CO2/yr) by 2030, a conclusion echoed by the McKinsey U.S. Mid-range Greenhouse Gas Abatement Curve 2030. But building CCS into such a formidable climate change mitigation “wedge” will require more than technological feasibility; it will also require the development of policies and business models that can enable wide adoption. Such business models, and the regulatory environments to support them, have as yet been largely undemonstrated. This, among other factors, has caused the gap between the technological potential and the actual pace of CCS development to remain large.

The purpose of the present work is to quantify actual progress in developing carbon storage projects (here defined as any projects that store carbon underground at any stage of their operation or development, for example through injection into oil fields for enhanced recovery or in saline aquifers or other geological formations). In this way, the real development ramp may be compared in scale and timing against the perceived need for and potential of the technology. Some very useful lists of carbon storage projects already exist – see, for example, the IPCC CCS database, the JP Morgan CCS project list, the MIT CCS database, and the IEA list. We seek to maintain an up-to-date database of all publicly-announced current and planned projects from which we can project a trajectory of carbon stored underground as a function of time. To do this, we estimate for each project the probability of completion as well as the potential volume of CO2 that can be stored as of a given year.

At Stanford University, Dr. Dasher has directed the US-Asia Technology Management Center since 1994, and he has been Executive Director of the Center for Integrated Systems since 1998. He holds Consulting Professor appointments at Stanford in the Departments of Electrical Engineering (technology management), Asian Languages and Cultures (Japanese business), and at the Asia-Pacific Research Center for his work with the Stanford Program on Regions of Innovation and Entrepreneurship. He is also faculty adviser to student-run organizations such as the Asia-Pacific Student Entrepreneurship Society and the Forum for American/Chinese Exchange at Stanford.

From 2004, Dr. Dasher became the first non-Japanese person ever asked to join the governance of a Japanese national university, serving a term as a Board Director (理事) of Tohoku University . He continued as a member of the Management Council (経営協議会) until March 2010, and he now serves as Senior Advisor to the President (総長顧問) of Tohoku University. Dr. Dasher has been a member of the high-profile Program Committee of the World Premier International Research Center Initiative (WPI) of the Japanese Ministry of Education (MEXT) since 2007. He has served on the Multidisciplinary Assessment Committee of the C$500 million Canada Foundation for Innovation Leading Edge Fund in 2007 and again in 2010, and as a member of the Phase I and Phase II Review Panels of the C$200 million Canada Excellence Research Chairs Program in 2008 and again in 2010. He was a distinguished reviewer of the Hong Kong S.A.R. study on innovation in 2008–09, and since 2007 he has been a member of the Foresight Panel of the German Ministry of Education and Research. From 2001–03, Dr. Dasher was on the International Planning Committee advising the Japanese Minister of State for Science and Technology Policy in regard to the formation of the Okinawa Institute of Science and Technology.

As allowed by Stanford policy, Dr. Dasher maintains an active management consulting practice, through which he is an advisor to start-up companies and large firms in the U.S., Japan, and China. He has been a board director of Tokyo-based ZyCube Inc. since 2006, and he is founder and chairman of Pearl Executive Shuttle in Valdosta, Georgia, U.S.A. In the non-profit sector, he is a Board Director of the Japan Society of Northern California and the Keizai Society U.S. – Japan Business Forum, and he is an advisor to organizations such as the Chinese Information and Networking Association, the Silicon Valley – China Wireless Technology Association, and the International Foundation for Entrepreneurship in Science and Technology (iFEST). In 2010 he served as a consultant to The Indus Entrepreneurs (TiE) in regard to their establishment of a worldwide remote mentoring program for entrepreneurs. Dr. Dasher frequently gives speeches and seminars throughout Japan and Asia, as well as in the U.S. Recent appearances include the Nikkei Shimbun Business Innovation Forum, the Foreign Correspondents Club of Japan, speaking tours of Japan co-sponsored by METI and the U.S. Embassy in Tokyo, and guest lectures at Chubu University, Kochi University of Technology, Ritsumeikan Asia Pacific University, and the University of Tokyo.

From 1990–93, Dr. Dasher was a board director of two privately-held Japanese companies in Tokyo, at which he developed new business in international licensing of media rights packages and other intellectual properties. From 1986–90, he was Director of the U.S. State Department’s Foreign Service Institute advanced field schools in Japan and Korea, which provide full-time language and area training to U.S. and select Commonwealth country diplomats assigned to those countries. He received M.A. and Ph.D. degrees in Linguistics from Stanford University and, along with Prof. Elizabeth Closs Traugott, he is co-author of the often-cited book Regularity in Semantic Change (Cambridge University Press, 2002). He received the Bachelor of Music degree in clarinet and orchestra conducting from the San Francisco Conservatory of Music, where he served on the faculty from 1978-85.

Patterns of technology development are changing. While once it was mainly large firms and multinational corporations that thrived globally, now many start-up firms here are engaged in technology development outside the United States. Some of these changing globalization patterns include offshore outsourcing of R&D, cross-border collaborations between researchers or technology providers, as well as contextual pressures like new government policies.

This panel, comprised both of American entrepreneurs operating in Japan and China and scholars of entrepreneurship here and in Japan, will discuss this growth of globalization in patterns of technology development and how entrepreneurs have figured in the process.

This event is presented in conjunction with the US-Asia Technology Management Center (US-ATMC) and features Shigeo Kagami, Professor, University of Tokyo; Michael Alfant, CEO, Fusion Systems KK; Robert Eberhart, SPRIE Researcher, Stanford University, and moderated by Richard Dasher, Director, US-ATMC & Consulting Professor, Shorenstein Asia-Pacific Research Center.

Despite early talk of being able to “decouple” itself from the U.S. financial crisis and accompanying credit crunch, the damage has spread to Asia. Collapsing export markets, currency instability and stock market collapses are plaguing all of Asia, not least China, Japan and South Korea. At the same time, China and Japan are major financiers of the United States federal government and newly nationalized financial firms Fannie Mae and Freddie Mac.

Two leading economic experts on Japan and China will discuss the impact of the U.S. financial crisis on Asia. Does Japan’s experience with banking collapse bear any lessons for the United States today? Will China continue to finance the United States government? How will a U.S. recession affect the prospects for economic growth in Asia?

Richard Katz has taught about Japan’s economy as an Adjunct Associate Professor at the New York University Stern School of Business. Previously, and as a Visiting Lecturer in Economics at the State University of New York (SUNY) at Stony Brook.  Mr. Katz is the author of two books on Japan's economic trvails; The System That Soured--The Rise and Fall of the Japanese Economic Miracle (M.E. Sharpe 1998) and Japanese Phoenix: The Long Road to Economic Revival (M.E. Sharpe 2002).  He has twice testified about Japan and Asia before Congress, in 1998 and 2005. Both times the hearings were held by the Asia-Pacific Subcommittee of the House International Relations Committee. In the year 2000, he served on the Council of Foreign Relations' Task Force on the Japanese economy.  Having received his B.A. degree in History from Columbia University in 1973, Mr. Katz went on to obtain his M.A. in Economics at New York University (NYU) in 1996.
 
Mark Spiegel served as an assistant professor in the Department of Economics at New York University.  He has served as a visiting professor in the Economics Department of U.C. Berkeley, as well as a lecturer at the Haas School of Business at U.C. Berkeley.  He has also served as a consultant at the World Bank, as a visiting scholar at the Bank of Japan, and as Chairman of the Federal Reserve System Committee on International Economic Analysis.  Dr. Spiegel received his Ph.D. in economics from the University of California at Los Angeles and his B.A. in economics from the University of California at Berkeley.  Dr. Spiegel has published numerous articles in both academic and policy-oriented journals on international financial issues and on economic issues associated

Lawrence M. Wein, CISAC faculty member, has been awarded the 2008 Frederick W. Lanchester Prize by the Institute for Operations Research and the Management Sciences (INFORMS). The prize is given for the best written contribution to operations research and the management sciences published in English in the last three years.

Wein, a professor at the Graduate School of Business, was awarded the prize for a series of papers, including, "The Last Line of Defense: Designing Radiation Detection-Interdiction Systems to Protect Cities from a Nuclear Attack."

Wein's work opened up an important new area, homeland security, for the application of Operations Research. The work analyzes risks associated with four main national threats: border security, nuclear weapons at ports and large cities, anthrax- and smallpox-based attacks and food supply attacks, and it offers important policy recommendations for dealing with these risks. According to the award citation, Wein's research developed creative, original and detailed models for evaluating alternative methods of protection in these four areas. "The analysis used a range of methods including optimization, game theory, stochastic models, statistics and differential equations. Wein's research sets a high standard for future work on not only problems of security but public problems in general, and in communicating results of operations research to the general public," the citation stated."
