Security

FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.

Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.

The stories of North Korea and Myanmar (Burma) are two of Asia’s most difficult. For decades they were infamous as the region’s most militarized and repressed, self-isolated and under sanctions by the international community while, from Singapore to Japan, the rest of Asia saw historic wealth creation. Andray Abrahamian, author of the recent book North Korea and Myanmar: Divergent Paths (McFarland, 2018), examines and compares the recent histories of North Korea and Myanmar, asking how both became pariahs and why Myanmar has been able to find a path out of isolation while North Korea has not. 

Abrahamian finds that both countries were faced with severe security threats following decolonization. Myanmar was able to largely take care of its main threats in the 1990s and 2000s, allowing it the space to address the reasons for its pariah status. North Korea's response to its security threat has been to develop nuclear weapons, which in turn perpetuates and exacerbates its isolation and pariah status. In addition, Pyongyang has developed a state ideology and a coercive apparatus unmatched by Myanmar, insulating its decision makers from political pressures and issues of legitimacy to a greater degree.

Dr. Andray Abrahamian is currently the 2018-19 Koret Fellow in Korea Program at Stanford. He is a member of the US National Committee on North Korea and an Adjunct Fellow at Pacific Forum and at Griffith University. Working for a non-profit, Choson Exchange, has taken him to the DPRK nearly 30 times; he has also lived in Myanmar.

Andray Abrahamian was the 2018-19 Koret Fellow at Stanford University. He is also an Honorary Fellow at Macquarie University, Sydney and an Adjunct Fellow at the Griffith Asia Institute. He is an advisor to Choson Exchange, a non-profit that trains North Koreans in economic policy and entrepreneurship. He was previously Executive Director and Research Director for Choson Exchange. That work, along with supporting sporting exchanges and a TB project, has taken him to the DPRK nearly 30 times. He has also lived in Myanmar, where he taught at Yangon University and consulted for a risk management company. He has conducted research comparing the two countries, resulting in the publication of "North Korea and Myanmar: Divergent Paths" (McFarland, 2018). Andray has published extensively and offers expert commentary on Korea and Myanmar, including for US News, Reuters, the New York Times, Washington Post, Lowy Interpreter and 38 North.  He has a PhD in International Relations from the University of Ulsan, South Korea and an M.A. from the University of Sussex where he studied media discourse on North Korea and the U.S.-ROK alliance, respectively. Andray speaks Korean, sometimes with a Pyongyang accent.

Stephen Stedman is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) and the Center on Democracy, Development and the Rule of Law (CDDRL), an affiliated faculty member at CISAC, and professor of political science (by courtesy) at Stanford University. He is director of CDDRL's Fisher Family Honors Program in Democracy, Development and Rule of Law, and will be faculty director of the Program on International Relations in the School of Humanities and Sciences effective Fall 2025.

In 2011-12 Professor Stedman served as the Director for the Global Commission on Elections, Democracy, and Security, a body of eminent persons tasked with developing recommendations on promoting and protecting the integrity of elections and international electoral assistance. The Commission is a joint project of the Kofi Annan Foundation and International IDEA, an intergovernmental organization that works on international democracy and electoral assistance.

In 2003-04 Professor Stedman was Research Director of the United Nations High-level Panel on Threats, Challenges and Change and was a principal drafter of the Panel’s report, A More Secure World: Our Shared Responsibility.

In 2005 he served as Assistant Secretary-General and Special Advisor to the Secretary- General of the United Nations, with responsibility for working with governments to adopt the Panel’s recommendations for strengthening collective security and for implementing changes within the United Nations Secretariat, including the creation of a Peacebuilding Support Office, a Counter Terrorism Task Force, and a Policy Committee to act as a cabinet to the Secretary-General.

His most recent book, with Bruce Jones and Carlos Pascual, is Power and Responsibility: Creating International Order in an Era of Transnational Threats (Washington DC: Brookings Institution, 2009).

Didi Kuo is a Center Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University. She is a scholar of comparative politics with a focus on democratization, corruption and clientelism, political parties and institutions, and political reform. She is the author of The Great Retreat: How Political Parties Should Behave and Why They Don’t (Oxford University Press) and Clientelism, Capitalism, and Democracy: the rise of programmatic politics in the United States and Britain (Cambridge University Press, 2018).

She has been at Stanford since 2013 as the manager of the Program on American Democracy in Comparative Perspective and is co-director of the Fisher Family Honors Program at CDDRL. She was an Eric and Wendy Schmidt Fellow at New America and is a non-resident fellow with the Carnegie Endowment for International Peace. She received a PhD in political science from Harvard University, an MSc in Economic and Social History from Oxford University, where she studied as a Marshall Scholar, and a BA from Emory University.

Former head of the CIA’s Korea Mission Center Andrew Kim will bring rich perspectives and experiences on North Korea. Kim joins the Walter H. Shorenstein Asia-Pacific Research Center at the Freeman Spogli Institute for International Studies.

STANFORD, CA — Stanford University’s Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) announced today the appointment of Sung Hyun “Andrew” Kim as a William J. Perry visiting scholar through the winter quarter of 2019.

Kim, who recently retired as a senior intelligence officer from the Central Intelligence Agency after 28 years of service, is the outgoing assistant director of the CIA’s Korea Mission Center, where he helped secure the foundation for the Trump-Kim summit of June 2018. At Stanford, he will contribute to studies of current North Korea diplomacy in comparison to previous negotiations with the DPRK, a research scope that he refers to as “U.S.-DPRK summit of the century and the tide of history.” Kim will also participate in policy engagement regarding North Korea issues through Shorenstein APARC and its Korea Program, which are part of the Freeman Spogli Institute for International Studies (FSI).

“I am delighted to welcome Andrew to Stanford,” said Gi-Wook Shin, director of Shorenstein APARC and of the Korea Program. “I have known him for many years, and his extraordinary expertise and rich experiences in Korean affairs are an invaluable addition to FSI’s and APARC’s community of scholars and practitioners. Kim established the CIA’s Korea Mission Center in April 2017 in response to a presidential initiative to address North Korea’s longstanding threat to global security. As part of his role as head of the Mission Center, he managed and guided CIA Korea analysts in providing strategic and tactical analytic products for a range of policymakers. He accompanied CIA Director and then Secretary of State Mike Pompeo to Pyongyang in meeting with the North Korean leader Kim Jong Un several times. Formerly he served as the Agency’s associate deputy director for operations and technology, leading all efforts to update operational technology and incorporate a state-of-the-art doctrine into CIA training curricula.

Earlier in his career, Kim served as the CIA’s chief of station in three major East Asian cities, while also managing the intelligence relationship with politically and militarily complicated foreign countries and advancing U.S. interests. In recognition of his many contributions, Kim was honored by the Agency with the Director’s Award (2018), Presidential Rank Award (2012), and the Donovan Award (1990). He speaks fluent Korean, Japanese, and Mandarin Chinese.

The Freeman Spogli Institute for International Studies at Stanford University is pleased to announce that Brett McGurk has been appointed the next Frank E. and Arthur W. Payne Distinguished Lecturer. He will spend the next two years at Stanford working with FSI’s Center for International Security and Cooperation.

McGurk served as a Special Assistant to the President and Senior Director for Iraq and Afghanistan under President George W. Bush, Deputy Assistant Secretary of State and Special Presidential Envoy under President Obama, and for the last two years as President Trump’s Special Envoy helping to oversee the Global Campaign to defeat ISIS and leading a Coalition of 75 countries and 4 international organizations, the largest of its kind in history. McGurk resigned from this most recent post in light of policy disagreements related to Syria.

He is the recipient of multiple awards, including the Distinguished Honor award, bestowed by Secretary of State Condoleezza Rice, and the Distinguished Service Award, bestowed by Secretary of State John Kerry, both the highest Department awards for exceptional service in Washington and overseas assignments.

“Brett McGurk brings nearly two decades of distinguished service and expeditionary diplomacy across Republican and Democratic administrations,” said FSI Director Michael McFaul. “His unique real-world and bipartisan experience, particularly in the Middle East, will be a tremendous asset to our global policy community.”

Condoleezza Rice, Denning Professor in Global Business and the Economy at the Stanford Graduate School of Business, and Senior Fellow by courtesy at FSI, added: “Brett McGurk is the consummate professional diplomat. He has served on the front lines across three administrations, and handled some of the most difficult assignments for me and President Bush in Iraq during the surge. We are thrilled to welcome Brett to Stanford.”

Before joining the Bush administration’s national security team, McGurk served as a law clerk to Chief Justice William H. Rehnquist on the Supreme Court of the United States. He was at the Supreme Court during the attacks of September 11, 2001, an experience that led to his practice of foreign affairs at the highest levels in Washington and on the front lines overseas.

“I am excited to join the Stanford community and work alongside the distinguished faculty at FSI,” McGurk said earlier today. “I hope to translate my experience in Washington and overseas into challenging courses to prepare a new generation of public servants, as well as enhance public understanding of the serious issues our nation confronts, and how we might better address them.”

As an experienced commentator on major news programs, such as Meet the Press, Face the Nation, PBS Newshour, and CBS This Morning, McGurk is well-suited to fulfill the Payne Lecturer’s goal of raising public understanding of global policy issues.

He and his wife, Gina, have an 1-year old daughter, Leia. We look forward to welcoming them to the Stanford community in March.

Abstract: My research focuses on the 2011 Fukushima nuclear disaster and on the release of radioactive contamination throughout Japan. Based on 14 months of fieldwork in Japan, the research examines the crisis of expertise that ensued when many citizens became wary of state institutional experts, especially in their capacities to explain and manage the problems engendered by residual radioactivity.In this context of public skepticism, I ask the following: how does the Japanese state attempt to govern the hazards of radioactive contamination, and ultimately, the reconstruction of normality in the aftermath of a nuclear disaster? I argue that the management of radiation hazard after Fukushima includes an important reorganization of state expertise, which now moves beyond traditional forms of risk communication and institutional experts.My research advances policyand public-relevant understandings of repliesto radioactive contamination by highlighting the needs of appropriate educational infrastructure around radiation risk, while emphasizing democratic opportunity for citizen-government collaboration. Within post-Fukushima Japan, anthropological investigations of the governance of radiation hazards are essential for understanding the configurations of cultural schemas, social relationships, and technological interplays that led individuals to “accept” life amidst toxicity and other to refuse it.

 

Speaker's Biography: Maxime Polleri is a Ph.D. candidate in the Department of Anthropology at York University. His current research focuses on the 2011 Fukushima Dai’ichi nuclear disaster and on the crisis of expertise that ensued, in which many citizens have become wary of state institutional experts, especially in their capacities to manage the problems engendered by residual radioactivity. In such a context, his dissertation is concerned with how the Fukushima crisis has participated in the formations of new forms of expertise and consequently, new means of governing toxicity. It asks: How is radioactive hazard being governed in the wake of a crisis of legitimacy against state institutional expert? Based on 14 months of ethnographic fieldwork throughout Japan, the dissertation argues that averting the crisis of expertise and managing the reconstruction of what “normality” involves in a post-Fukushima Japan include a fundamental reorganization of state governance, where the dissemination of radiation hazards cannot simply rest on dry, clinical manner in which government-packaged expertise about radiation was initially promulgated to a former lay public. In particular, these shift in the governance of radioactive risk are increasingly being enacted by promoting a state-sponsored affective embodiment toward nuclear matter, as well as by encouraging the endeavor of citizen science, where former lay citizens now track and monitor residual radioactivity in their environment. His fieldwork was funded by the Japan Foundation and the Canada Social Sciences and Humanities Research Council. His work has been published in Anthropology Now, Anthropology Today, and Medical Anthropology Quarterly Second Spear.

Abstract: The American Lab, published by Johns Hopkins University Press in 2018, tells the story of the Lawrence Livermore National Laboratory (the Lab) from the events leading to its founding in 1952 through its transfer to private status in 2008 (after 66 years of sole University of California management). It highlights the important episodes in that journey beginning with the invention of Polaris, the first submarine launched ballistic missile, continuing through the Lab’s controversial role in the Star Wars program, and helping lead the development of the stockpile stewardship program after the cessation of nuclear testing. It describes the intense focus on-laboratory-scale thermonuclear fusion with early work in magnetic fusion to the world’s largest effort on laser fusion that ultimately resulted in the construction of the National Ignition Facility. It includes a number of smaller projects ranging from its participation in founding the Human Genome Project (and its subsequent effort in biodefense) to its array of activities on global climate and basic research. Throughout, the book emphasizes the national security environment in which the Lab existed and the increasing role of politics in “big science”.

 

Bio: C. Bruce Tarter is a theoretical physicist with a BS from MIT and a PhD from Cornell. He began as a researcher at the Lawrence Livermore National Laboratory in 1967 and eventually served as its Director from 1994-2002. Since that time as Director Emeritus he has served on a number of Boards and Task Forces including the National Academy study of the Comprehensive Test Ban Treaty and the Congressional Commission on the Strategic Posture of the United States. He is a Fellow of the American Physical Society and the American Association for the Advancement of Science.

Speaker Bio: Sarah Kreps is an Associate Professor of Government and Adjunct Professor of Law at Cornell University. In 2017-2018, she is an Adjunct Scholar at the Modern War Institute (West Point). She is also a Faculty Fellow in the Milstein Program in Technology and Humanity at the Cornell Tech Campus in New York City.

Dr. Kreps is the author of four books, including, most recently, Taxing Wars: The American Way of War Finance and the Decline of Democracy (Oxford University Press, 2018), which deals with the causes and consequences of how advanced industrialized democracies such as the US, UK, and France pay for its wars.  She has also written two books on drones, including Drones: What Everyone Needs to Know (Oxford University Press, 2016) and Drone Warfare (Polity Press, 2014; with John Kaag).  Her first book was called Coalitions of Convenience: United States Military Interventions after the Cold War (Oxford University Press, 2011) and analyzed military interventions carried out over the last decade.

Beyond these books, her work has appeared or is forthcoming in the American Political Science Review, World Politics, Journal of Politics, International Security, Journal of Conflict Resolution, Security Studies, Journal of Strategic Studies, Political Science Quarterly, International Studies Perspectives, Foreign Policy Analysis, Polity, African Security Review, the Duke Journal of Comparative and International Law, the International Journal of Sustainable Development and World Ecology, Intelligence and National Security, Foreign Affairs, Foreign Policy, and Polity. Her opinions have been featured in a series of media outlets including The Washington Post, International Herald Tribune, New York Times, Christian Science Monitor, USA Today, CNBC,and Reuters.

Dr. Kreps has held fellowships at the Council on Foreign Relations (and is a life member), Harvard’s Kennedy School of Government, and the University of Virginia’s Miller Center for Public Affairs. She has a BA from Harvard, MSc from Oxford, and PhD from Georgetown. Between 1999-2003, she served on active duty in the United States Air Force.

Abtstract: Although the 2016 election highlighted the potential for foreign governments to employ social media for strategic advantages, the particular mechanisms through which social media affect international politics remain underdeveloped.  Building on insights from American politics, in particular the “democratic dilemma,” I observe that many issues of foreign policy are complex and the public is insufficiently informed to offer well-reasoned opinions. To resolve the knowledge deficits and ambivalence, they seek information from their media environment, which is where social media—as platforms that are open access and amplify content that is extreme either in their positive or negative valence—can cue individuals and tilt the balance of support.  In this context, the open media environment of a democracy is a particularly susceptible environment for foreign influence whereas the comparatively closed media environment of a non-democracy provides efficient ways for these governments to censor, cut, or counter social media in ways that promote regime survival.  The research has important implications for the role of media, technology, and persuasion in international politics.

Abstract: Europe and the United States have sharply divergent regulatory regimes and public perceptions on the benefits and risks of genetically modified foods. I draw on the history and factors behind this divergence, including the concept of regulatory precaution, to highlight how institutional design choices, contingent events and policy entrepreneurs can shape how societies absorb new technologies, with particular application to artificial intelligence, machine learning, and automation. The story of GMO governance is a precautionary tale for technologists and policy makers about possible governance futures for AI. 

 


Bio: Andrew J. Grotto is a William J. Perry International Security Fellow at the Center for International Security and Cooperation and a Research Fellow at the Hoover Institution, both at Stanford University.

Grotto’s research interests center on the national security and international economic dimensions of America’s global leadership in information technology innovation, and its growing reliance on this innovation for its economic and social life. He is particularly interested in the allocation of responsibility between the government and the privater sector for defending against cyber threats, especially as it pertains to critical infrastructure; cyber-enabled information operations as both a threat to, and a tool of statecraft for, liberal democracies; opportunities and constraints facing offensive cyber operations as a tool of statecraft, especially those relating to norms of sovereignty in a digitally connected world; and governance of global trade in information technologies.

Before coming to Stanford, Grotto was the Senior Director for Cybersecurity Policy at the White House in both the Obama and Trump Administrations. His portfolio spanned a range of cyber policy issues, including defense of the financial services, energy, communications, transportation, health care, electoral infrastructure, and other vital critical infrastructure sectors; cybersecurity risk management policies for federal networks; consumer cybersecurity; and cyber incident response policy and incident management. He also coordinated development and execution of technology policy topics with a nexus to cyber policy, such as encryption, surveillance, privacy, and the national security dimensions of artificial intelligence and machine learning. 

At the White House, he played a key role in shaping President Obama’s Cybersecurity National Action Plan and driving its implementation. He was also the principal architect of President Trump’s cybersecurity executive order, “Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure.”

Grotto joined the White House after serving as Senior Advisor for Technology Policy to Commerce Secretary Penny Pritzker, advising Pritzker on all aspects of technology policy, including Internet of Things, net neutrality, privacy, national security reviews of foreign investment in the U.S. technology sector, and international developments affecting the competitiveness of the U.S. technology sector.

Grotto worked on Capitol Hill prior to the Executive Branch, as a member of the professional staff of the Senate Select Committee on Intelligence. He served as then-Chairman Dianne Feinstein’s lead staff overseeing cyber-related activities of the intelligence community and all aspects of NSA’s mission. He led the negotiation and drafting of the information sharing title of the Cybersecurity Act of 2012, which later served as the foundation for the Cybersecurity Information Sharing Act that President Obama signed in 2015. He also served as committee designee first for Senator Sheldon Whitehouse and later for Senator Kent Conrad, advising the senators on oversight of the intelligence community, including of covert action programs, and was a contributing author of the “Committee Study of the Central Intelligence Agency’s Detention and Interrogation Program.”

Before his time on Capitol Hill, Grotto was a Senior National Security Analyst at the Center for American Progress, where his research and writing focused on U.S. policy towards nuclear weapons - how to prevent their spread, and their role in U.S. national security strategy.

Grotto received his JD from the University of California at Berkeley, his MPA from Harvard University, and his BA from the University of Kentucky.

Abstract: Sagan and Valentino's path-breaking survey of public opinion American attitudes towards the laws of war found Americans are relatively insensitive to international norms and taboos against the use of nuclear weapons and the targeting of civilian populations. We replicated a key question on this study – where respondents were asked if they would support saturation bombing an Iranian city to end a war. We also introduced some variations into the experiment to disaggregate any potential influence of international norms and laws from the effect of historical analogies and interest-based frames embedded in the original experiment. Overall, our quantitative and qualitative findings are more optimistic about Americans' sensitivity to the civilian immunity norm. Nonetheless, our findings suggest much depends on whether legal/ethical considerations, rather than tactical ones alone, are part of any national conversation about war policy.    

Charli's Bio: Charli Carpenter is a Professor in the Department of Political Science at University of Massachusetts-Amherst. Her teaching and research interests include the laws of war, protection of civilians, humanitarian disarmament, global advocacy networks, and the role of popular culture in global affairs. She has a particular interest in the gap between intentions and outcomes among advocates of human security. She has published three books and numerous journal articles, has served as a consultant for the United Nations, and contributed to Foreign Policy and Foreign Affairs. In addition to teaching and research, Dr. Carpenter spends her time raising future members of the American electorate, snowboarding, and rambling about international politics and popular culture at Duck of Minerva.  

 

Alexander's Bio: Alexander H. Montgomery is associate professor of Political Science at Reed College. He has a B.A. in Physics from the University of Chicago, an M.A. in Energy and Resources from UC-Berkeley, and an M.A. in Sociology and a Ph.D. in Political Science from Stanford University. He has been a fellow at the Belfer Center, CISAC, the Council on Foreign Relations, and the Woodrow Wilson Center. He has published articles on nuclear proliferation and on the effects of social networks of international organizations on interstate conflict, and is the co-editor of the Oxford Handbook of Political Networks (2017).

Abstract: Climate change is an existential problem with far-reaching implications for the biosphere and human life.  Political science should be studying human responses to carbonization and potential measures to mitigate its effects.  Such investigations can focus on individuals, firms, or states as the units of analysis. Political science should also take note of emerging technologies for rapid decarbonization, which are likely to generate different political challenges.  It is our responsibility as political scientists to study the potential political barriers to technically feasible decarbonization, and to help devise strategies to overcome them.


Bio: Robert O. Keohane (PhD Harvard 1966) is Professor of Public and International Affairs (Emeritus) in the Woodrow Wilson School at Princeton University. He has served as Editor of International Organization and as President of the International Studies Association and the American Political Science Association.  He is a member of the American Academy of Arts and Sciences, the American Academy of Political and Social Science, the American Philosophical Society, and the National Academy of Sciences; and he is a Corresponding Fellow of the British Academy. He has been a recipient of the Balzan Prize: International Relations: History Theory, 2016; the James Madison Award, American Political Science Association, 2014, for  lifetime achievement; the Centennial Medal, Harvard Graduate School of Arts and Sciences, 2012; the Skytte Prize from the Johan Skytte Foundation, Uppsala Sweden, 2005; the Grawemeyer Award for Ideas Improving World Order, 1989, and two honorary doctorates.  His publications include Power and Interdependence (with Joseph S. Nye, Jr., originally published in 1977), After Hegemony: Cooperation and Discord in the World Political Economy (1984), Designing Social Inquiry (with Gary King and Sidney Verba, 1994), and Power and Governance in a Partially Globalized World (2002). His current work focuses on the international and comparative politics of climate change policy. Professor Keohane is married to Nannerl O. Keohane.  They have four children and ten grandchildren.
