FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.
Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.
FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.
Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

Thirty-five years after its nationwide implementation, China finally announced the end of the one-child policy in late 2015. How did this change come about? What are the demographic, economic, and social imperatives that have led to this much-delayed policy reversal? What are the historical legacies of this unprecedented birth control policy in human history, and what are the implications of this policy and China’s new demographics for China’s economy in the years to come? This presentation will address these questions and discuss in particular the roles of China’s changed demographics in its economic growth and political governance in the coming decades.
FengWANG is a professor of sociology at the University of California, Irvine and at Fudan University, China, and a non-resident senior fellow of the Brookings Institution. Wang Feng is the author of several books and many articles on contemporary social and demographic changes in China, on comparative historical demography and social organization in Eurasia, and on income and social inequalities in post-socialist China.
China’s leaders now acknowledge the reality of much slower growth, and refer to it as the “new normal”. But what does this mean, and what will be the consequences? Exports have slowed, but can domestic consumption pick up the slack? Will this slowdown lead to a rebalancing that will yield a more sustainable and robust growth? Two leading economists on China will launch this year’s China Program Winter Colloquia Series, China's New Normal, by examining the slower growth and its implications. Barry Naughton proactively asks “why be normal”. Is slower growth what the economy needs to be stabilized?. Scott Rozelle asks whether there is a hidden demographic disaster that accentuate existing human capital inequality that derail a soft landing.
Barry Naughton is an economist and Professor at the School of Global Policy and Strategy, at the University of California, San Diego. Naughton has published extensively on the Chinese economy, with a focus on four interrelated areas: market transition; industry and technology; foreign trade; and Chinese political economy. His pioneering study of Chinese economic reform, Growing Out of the Plan: Chinese Economic Reform, 1978-1993 (Cambridge University Press, 1995) won the Masayoshi Ohira Memorial Prize. Dr. Naughton’s comprehensive survey, The Chinese Economy: Transitions and Growth, was published by MIT Press in 2007, and his most recent book (co-edited with Kellee Tsai), State Capitalism, Institutional Adaptation and the Chinese Miracle, has just appeared from Cambridge University Press (2015). Naughton also publishes regular quarterly analyses of China’s economic policy-making online at China Leadership Monitor. Dr. Naughton received his Ph.D. in Economics from Yale University in 1986, and is a non-resident fellow of the Brookings Institution in Washington, D.C.
Scott Rozelle is the Helen F. Farnsworth Senior Fellow and the co-director of the Rural Education Action Program in the Freeman Spogli Institute for International Studies at Stanford University. He received his BS from the University of California, Berkeley, and his MS and PhD from Cornell University. His research focuses almost exclusively on China and is concerned with: agriculture; the emergence and evolution of markets and other economic institutions and their implications for equity and efficiency; and the economics of poverty and inequality, with an emphasis on rural education, health and nutrition. In recognition of his outstanding achievements, Rozelle has received numerous honors and awards, including the Friendship Award in 2008, the highest award given to a non-Chinese by the Premier; and the National Science and Technology Collaboration Award in 2009 for scientific achievement in collaborative research.
Abstract: The large U.S. and Russian stockpiles of weapons plutonium present a sustained risk to global nuclear security. Under a reciprocal disarmament agreement, both nations are obliged to irreversibly dispose of 34 metric tonnes of this material. The current terms of the agreement call for the conversion of plutonium into commercial nuclear fuel and irradiation in civilian reactors, rendering it unattractive for weapons use. Rapid and consistent increase in the projected cost of this approach has rendered it infeasible for the U.S. Proposed alternatives involve underground immobilization of the plutonium in a stable geological formation, yet there exist substantial obstacles to this strategy. There is uncertainty in the ability of a geological repository to safely contain such material for the tens of thousands of years during which it remains a threat to public health. Russia has argued that geological disposal does not represent irreversible disarmament, as the material might be retrieved at a later time. This talk will present an analysis of the political and technical constraints on the geological disposal of weapons plutonium, along with potential paths forward.
About the Speaker: Cameron Tracy is a MacArthur Nuclear Security Postdoctoral Fellow at CISAC for 2015-2016. He also holds a postdoctoral appointment in the Department of Geological Sciences in the Stanford School of Earth, Energy & Environmental Sciences.
Cameron’s research at CISAC involves the assessment of strategies for the disposal of fissile materials recovered from dismantled nuclear weapons and analysis of their implications for international arms reduction treaty compliance. He also investigates the structural and chemical behavior of materials, including nuclear fuels and wasteforms, in extreme environments.
Cameron received his Ph.D in Materials Science and Engineering from the University of Michigan in 2015. He holds a M.S. from the University of Michigan and a B.S. from the University of California, Davis. In 2009-2010 he worked as a research assistant at Los Alamos National Laboratory.

Abstract: Many see China as a rival superpower to the U.S. and imagine the country’s rise to be a threat to U.S. leadership in Asia and beyond. Arguing against this zero-sum vision, The China Challenge describes a new paradigm in which the real challenge lies in dissuading China from regional aggression while encouraging the country to contribute to the global order. Christensen shows how nationalism and the threat of domestic instability influence the party’s decisions on issues like maritime sovereignty disputes, global financial management, control of the Internet, cliate change, and policies toward Taiwan and Hong Kong. China’s active cooperation is essential to global governance. If China obstructs international efforts to confront nuclear proliferation, civil conflicts, financial instability, and climate change, those efforts will falter, but even if China merely declines to support such efforts, the problems will grow vastly more complicated. Given U.S.-China policy since the end of the Cold War, a balanced strategic approach that does not block China’s rise, but rather shapes its choices so as to deter regional aggression and encourage China’s active participation in international initiatives would be a benefit to both nations.
About the Speaker: Thomas J. Christensen is William P. Boswell Professor of World Politics of Peace and War and Director of the China and the World Program at Princeton University. From 2006-2008 he served as Deputy Assistant Secretary of State for East Asian and Pacific Affairs with responsibility for relations with China, Taiwan, and Mongolia. His research and teaching focus on China’s foreign relations, the international relations of East Asia, and international security. Before arriving at Princeton in 2003, he taught at Cornell University and MIT. He received his Ph.D. in Political Science from Columbia University. Professor Christensen has served on the Board of Directors and the Executive Committee of the National Committee on U.S.-China Relations and as co-editor of the International History and Politics series at Princeton University Press. He is a life member of the Council on Foreign Relations and a Non-Resident Senior Scholar at the Brookings Institution. In 2002 he was presented with a Distinguished Public Service Award by the United States Department of State.

Abstract: Iran under Shah Mohammad-Reza Pahlavi undertook one of the most ambitious nuclear programs of any non-nuclear weapon state in the Non-proliferation Treaty (NPT) in the 1970s. Despite the Shah’s Cold War alliance with the United States, the emerging global nonproliferation order became a zone of contestation in U.S.-Iran relations. This paper is a condensed version of chapter two of this dissertation, covering U.S.-Iran nuclear cooperation agreements under the Nixon and Ford administrations, which explores the Shah's struggle to obtain Western nuclear technology, the ultimately unsuccessful U.S.-Iran nuclear negotiations, and the United States' efforts to use these negotiations to redefine the Nonproliferation Treaty.
About the Speaker: Farzan Sabet is Nuclear Security Predoctoral Fellow at the Center for International Security and Cooperation (CISAC) and holds a Swiss National Science Foundation Doctoral Mobility Fellowship for the 2015-2016 academic year. He is a doctoral candidate in international history at the Graduate Institute of International and Development Studies in Geneva, researching the Iranian nuclear program under Mohammad-Reza Shah Pahlavi and its evolving relationship with the global nonproliferation regime during the 1970s. His dissertation is based on multi-archival research in the United States, United Kingdom, France, and Canada and combines diplomatic history with nonproliferation studies. Abstract: Numerous polls show that U.S. public approval of Truman’s decision to drop atomic bombs on Hiroshima and Nagasaki has declined significantly since 1945. Scholars and pundits have suggested that this is a sign of the emergence of a “nuclear taboo.” Such polls, however, do not force respondents to contemplate the tradeoff the U.S. government believed it faced in 1945: choosing between the use of nuclear weapons and a ground invasion of Japan to end the Pacific War. This paper reports on survey experiments recreating that kind of a tradeoff in a hypothetical war with Iran. In order to avoid a ground assault on Tehran that was predicted to kill 20,000 American soldiers, 60% of the U.S. public approved of an atomic attack on an Iranian city that would kill 100,000 civilians and 60% approved of an atomic attack that would kill 2,000,000 civilians. Sixty-seven percent preferred a conventional bombing attack that was estimated to kill 100,000 Iranian civilians. Moreover, the prospect of killing more noncombatants appeared to trigger beliefs in retribution and complicity, as a way of justifying the decisions. Our findings suggest that U.S. public support for the principle of noncombatant immunity is shallow.

Abstract: From the Trent Affair of 1861, to Yasser Arafat’s speech at the United Nations in 1974, to Syrian opposition lobbying today, acts of insurgent diplomacy have defined some of the most memorable and important events in international politics. International diplomacy is a ubiquitous feature of insurgent politics because it is intrinsically linked to how groups pursue third-party political and military support. However, although war-time diplomacy is central to insurgent politics, scholars still cannot explain the substantial and puzzling variation in insurgent diplomatic strategies over time. The fact is that rebel groups can choose to engage with different types of actors, solicit different types of assistance, and have a diverse set of political-military objectives motivating their diplomatic strategies abroad. This article examines the varying grand strategies of insurgent diplomacy, and more specifically, when and why rebel groups focus their diplomatic attention on certain international actors over others. This framework is then applied to the international diplomacy of the Iraqi Kurdish liberation movement from 1958 to 1990.
About the Speaker: Morgan L. Kaplan is a CISAC Predoctoral Fellow for 2015-2016. He is a Ph.D. candidate in the Department of Political Science at the University of Chicago.
Kaplan’s dissertation examines the strategic use of international diplomacy by insurgent groups to solicit help from third-party actors. The primary empirical focus of his research is on the Iraqi Kurdish and Palestinian national movements from the 1960s to 1990s. In addition to his work on insurgent diplomacy, he also studies the politics of intra-insurgent competition and cooperation in multi-party civil wars.
His research has been supported by the Smith Richardson Foundation, the Project on Middle East Political Science, and the Nicholson Center for British Studies, among others. He has conducted field work in Iraqi Kurdistan, Israel/Palestine, Jordan, and the United Kingdom. He holds a B.A. in International Affairs from the George Washington University, and an M.A. in Political Science from the University of Chicago.

A conference that honored the life and scholarly contributions of Stanford economist Masahiko Aoki was held at Stanford. Dozens of friends, family and community members paid tribute to Aoki, the Henri and Tomoye Takahashi Professor of Japanese Studies and Professor of Economics, emeritus, who died in July at the age of 77.
Eleven renowned economists and social scientists gave talks on Aoki’s extensive fields of research in economic theory, institutional analysis, corporate governance, and the Japanese and Chinese economies at the Dec. 4 conference, which was followed by a memorial ceremony the next day.
“When we contacted people to speak at this conference, few people turned us down,” said Stanford professor Takeo Hoshi. “The reason for this is Masa. It shows how much Masa was respected and how much his work is valued.”
The events were hosted by the Japan Program at the Walter H. Shorenstein Asia-Pacific Research Center, the Freeman Spogli Institute for International Studies (FSI), Graduate School of Business, Department of Economics and the Stanford Institute for Economic Policy Research (SIEPR).

Aoki came to Stanford in 1967 as an assistant professor, held faculty appointments at Kyoto University and Harvard, and returned to Stanford in 1984. He retired to emeritus status at Stanford in 2005.
Throughout the conference, Aoki was described as an astute professor and colleague, valuable mentor and loyal friend by the many speakers and participants who shared works, stories and multimedia featuring their interactions with Aoki.
Aoki pioneered the field of comparative institutional analysis (CIA) with a team of scholars at Stanford: Avner Greif, John Litwack, Paul Milgrom and Yingyi Qian, among others. CIA analyzes and compares different institutions that evolve to regulate different societies.

Aoki applied a systematic lens to everything he studied, a “take society as a total entity” approach, Hamada said.
Aoki grew up in Japan, and developed a deep interest in Japanese politics at an early age. He was actively involved in student movements in the early 1960s, at the heart of which was a campaign against a controversial U.S.-Japan security treaty. China became another great interest of his as the country began to undergo economic transformation and modernization.
Throughout his career, Aoki traveled to Japan and China often, and sought to better inform policy debates by engaging scholars, government leaders and journalists there.
He believed in sharing lessons learned from his own scholarly analyses on what constitute institutions, particularly the “people” aspects – the employees, their cognitive abilities and levels of participation.

Aoki was not only a scholar of institutions but also a builder of them.
“Amid a time of diplomatic tensions between China and Japan…Masa was able to bring Japanese, Chinese and American economists together to study and do research,” said Yingyi Qian, dean and professor at the school of economics and management at Tsinghua.
At Stanford, Aoki played a leading role in the creation of the Stanford Japan Center and a multi-day conference that convened annually in Kyoto on issues of mutual concern between Asia-Pacific countries and the United States.

Earlier this year, Aoki was hospitalized for lung disease. Even at that stage, he worked tirelessly to revise a paper that examines the institutional development of China and Japan in the late 19th to early 20th centuries.
Aoki was also fondly remembered for his mentorship of students at Stanford and other universities he taught at.
“He was an original and unique professor – quite different from others that I’ve met in many respects. He was generous with his time, not hierarchical,” said Miguel Angel Garcia Cestona, who studied for a doctorate at Stanford and now teaches at the Universitat Autonoma de Barcelona.
Garcia Cestona, among other former students, spoke of Aoki as a friend and shared memories of their former professor hosting them at his home.
