International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

During multiple periods of economic crises, the U.S. economy has depended on Mexican labor. From World War II to the present, agricultural workers have been deemed essential to harvest our fruits and vegetables across the United States.

The Bracero Program began during World War II during a massive labor shortage due to the war and internment of Japanese Americans. It was the largest guest worker program agreement in United States history. Over 4.5 million contracts were awarded to young male Mexican immigrants from 1942 to 1964 to work in the railroad and agriculture industries.

Moreover, during the current health pandemic, agricultural workers have been categorized as “essential workers” by the federal government. Yet, many workers lack legal status to work in the United States.

Dr. Ignacio Ornelas Rodriguez has conducted extensive research and oral histories with former Braceros. In this seminar, he will discuss significant topics in Mexican American history, including the history of the Bracero Program, agricultural history in California, and the current H2-A Guest Worker Program. The webinar will broaden educators’ understanding of Mexican and Mexican American history and help to prepare them to provide instruction that is culturally inclusive.

Ignacio Ornelas Rodriguez, Ph.D.

Ornelas is a historian, and currently a visiting scholar at the University of California, Berkeley. His work and research focuses on California history, and in particular, Chicano history and Chicano/Latino studies and Latino politics. Much of his work has focused on archival research that documents Mexican and Mexican American history. The history of Mexican labor in the United States necessarily includes the study of civil and voting rights and the generations of Mexicans who advocated for those rights. Ornelas is currently rewriting for publication his dissertation, titled The Struggle for Social Justice in the Monterey Bay Area 1930-2000: The Transformation of Mexican and Mexican American Political Activism. Dr. Ornelas Rodriguez currently serves on the board of directors of the California Institute for Rural Studies. His areas of expertise include U.S. and California History, Political Science, and Latino Politics.

The Department of Defense has begun to ratchet up spending to recapitalize the U.S. strategic nuclear triad and its supporting infrastructure, as several programs move from research and development into the procurement phase.  The projected Pentagon expenditures are at least $167 billion from 2021-2025. This amount does not include the large nuclear warhead sustainment and modernization costs funded by the Department of Energy, projected to cost $81 billion over the next five years.

Nuclear forces require modernization, but that will entail opportunity costs. In a budget environment that offers little prospect of greater defense spending, especially in the COVID19 era, more money for nuclear forces will mean less funding for conventional capabilities.

That has potentially negative consequences for the security of the United States and its allies. While nuclear forces provide day-to-day deterrence, the Pentagon leadership spends most of its time thinking about how to employ conventional forces to manage security challenges around the world. The renewed focus on great power competition further elevates the importance of conventional forces. It is important to get the balance between nuclear and conventional forces right, particularly as the most likely path to use of nuclear arms would be an escalation of a conventional conflict. Having robust conventional forces to prevail in or deter a conventional conflict in the first place could avert a nuclear crisis or worse.

Nuclear Weapons and Budgets

For the foreseeable future, the United States will continue to rely on nuclear deterrence for its security and that of its allies (whether we should be comfortable with that prospect is another question). Many U.S. nuclear weapons systems are aging, and replacing them will cost money, lots of money. The Pentagon’s five-year plan for its nuclear weapons programs proposes $29 billion in fiscal year 2021, rising to $38 billion in fiscal year 2025, as programs move from research and development to procurement. The plan envisages a total of $167 billion over five years. And that total may be understated; weapons costs increase not just as they move to the procurement phase, but as cost overruns and other issues drive the costs up compared to earlier projections.

The Pentagon knew that the procurement “bow wave” of nuclear weapons spending would hit in the 2020s and that funding it would pose a challenge. In October 2015, the principal deputy undersecretary of defense said “We’re looking at that big bow wave and wondering how the heck we’re going to pay for it…  and probably thanking our stars that we won’t be here to have to answer the question.”

The Pentagon’s funding request for fiscal year 2021 includes $4.4 billion for the new Columbia-class ballistic missile submarine that will replace Ohio-class submarines, which will begin to be retired at the end of the decade; $1.2 billion for the life extension program for the Trident II submarine-launched ballistic missile (SLBM); $1.5 billion for the Ground Based Strategic Deterrent, an intercontinental ballistic missile (ICBM) to replace the Minuteman III ICBM; $2.8 billion for the B-21 stealth bomber that will replace the B-1 and B-2 bombers; $500 million for the Long-Range Standoff Missile that will arm B-52 and B-21 bombers; and $7 billion for nuclear command, control and communications systems.

The Pentagon funds primarily go to delivery and command and control systems for nuclear weapons. The National Nuclear Security Administration at the Department of Energy bears the costs of the warheads themselves.  It seeks $15.6 billion for five nuclear warhead life-extension and other infrastructure programs in fiscal year 2021, the first year of a five-year plan totaling $81 billion. The fiscal year 2021 request is nearly $3 billion more than the agency had earlier planned to ask, which suggests these programs are encountering significant cost growth.

Some look at these figures and the overall defense budget (the Pentagon wants a total of $740 billion for fiscal year 2021) and calculate that the cost of building and operating U.S. nuclear forces will amount to “only” 6-7 percent of the defense budget. That may be true, but how relevant is that figure?

By one estimate, the cost of building and operating the F-35 fighter program for the U.S. Air Force, U.S. Navy and U.S. Marines over the program’s lifetime will be $1 trillion. Amortized over 50 years, that amounts to $20 billion per year or “only” 2.7 percent of the Defense Department’s fiscal year 2021 budget request. The problem is that these percentages and lots of other “small” percentages add up. When one includes all of the programs, plus personnel and readiness costs as well as everything else that the Pentagon wants, the percentages will total to more than 100 percent of the figure that Congress is prepared to appropriate for defense.

Opportunity Costs

The defense budget is unlikely to grow. Opportunity costs represent the things the Pentagon has to give up or forgo in order to fund its nuclear weapons programs. The military services gave an indication of these costs with their “unfunded priorities lists,” which this year total $18 billion. These show what the services would like to buy if they had additional funds, and that includes a lot of conventional weapons.

The Air Force, for example, would like to procure an additional twelve F-35 fighters as well as fund advance procurement for an additional twelve F-35s in fiscal year 2022. It would also like to buy three more tanker aircraft than budgeted.

The Army is reorienting from counter-insurgency operations in places such as Afghanistan and Iraq to facing off against major peer competitors, that is, Russia and China. Its wish list includes more long-range precision fires (artillery and short-range surface-to-surface missiles), a new combat vehicle, helicopters and more air and missile defense systems.

The Navy would like to add five F-35s to its aircraft buy, but its bigger desire is more attack submarines and warships, given its target of building up to a fleet of 355 ships. The Navy termed a second Virginia-class attack submarine its top unfunded priority in fiscal year 2021. It has set a requirement for 66 attack submarines and currently has about 50. However, as older Los Angeles-class submarines retire, that number could fall to 42.  Forgoing construction of a Virginia-class submarine does not help to close that gap.

Moreover, the total number of Navy ships, now 293, will decline in the near term, widening the gap to get to 355. The Navy’s five-year shipbuilding program cut five of twelve planned Arleigh Burke-class destroyers, and cost considerations have led the Navy to decide to retire ten older Burke-class destroyers rather than extend their service life for an additional ten years. This comes when China is rapidly expanding its navy, and Russian attack submarines are returning on a more regular cycle to the Atlantic Ocean.

The Navy has said that funding the first Columbia-class ballistic missile submarine forced a cut-back in the number of other ships in its fiscal 2021 shipbuilding request. The decision not to fund a second Virginia-class attack submarine appears to stem directly from the unexpected $3 billion plus-up in funding for the National Nuclear Security Administration’s fiscal year 2021 programs.

These are the opportunity costs of more nuclear weapons: fewer dollars for aircraft, ships, attack submarines and ground combat equipment for conventional deterrence and defense.

Nuclear War and Deterring Conventional Conflict

The principal driving factor behind the size of U.S. nuclear forces comes from Russian nuclear forces and doctrine. Diverse and effective U.S. nuclear forces that can deter a Russian nuclear attack should suffice to deter a nuclear attack by any third country. In contrast to the Cold War, the U.S. military no longer seems to worry much about a “bolt from the blue”—a sudden Soviet or Russian first strike involving a massive number of nuclear weapons designed to destroy the bulk of U.S. strategic forces before they could launch. That is because, under any conceivable scenario, sufficient U.S. strategic forces—principally on ballistic missile submarines at sea—would survive to inflict a devastating retaliatory response.

The most likely scenario for nuclear use between the United States and Russia is a regional conflict fought at the conventional level in which one side begins to lose and decides to escalate by employing a small number of low-yield nuclear weapons, seeking to reverse battlefield losses and signal the strength of its resolve. Questions thus have arisen about whether Russia has an “escalate-to-deescalate” doctrine and whether the 2018 U.S. nuclear posture review lowers the threshold for use of nuclear weapons.

If the United States and its allies have sufficiently robust conventional forces, they can prevail in a regional conflict at the conventional level and push any decision about first use of nuclear weapons onto the other side (Russia, or perhaps China or North Korea depending on the scenario). The other side would have to weigh carefully the likelihood that its first use of nuclear weapons would trigger a nuclear response, opening the decidedly grim prospect of further nuclear escalation and of things spinning out of control. The other side’s leader might calculate that he/she could control the escalation, but that gamble would come with no guarantee.  It would appear a poor bet given the enormous consequences if things go wrong. Happily, the test has never been run.

This is why the opportunity costs of nuclear weapons programs matter. If those programs strip too much funding from conventional forces, they weaken the ability of the United States and its allies to prevail in a conventional conflict—or to deter that conflict in the first place—and increase the possibility that the United States might have to employ nuclear weapons to avert defeat.

For the United States and NATO members, that could mean reemphasis on an aspect of NATO’s Cold War defense policy.  In the 1960s, 1970s and early 1980s, NATO allies faced Soviet and Warsaw Pact conventional forces that had large numerical advantages, and NATO leaders had doubts about their ability to defeat a Soviet/Warsaw Pact attack at the conventional level. NATO policy thus explicitly envisaged that, if direct defense with conventional means failed, the Alliance could deliberately escalate to nuclear weapons. That left many senior NATO political and military officials uneasy. Among other things, it raised uncomfortable questions about the willingness of an American president to risk Chicago for Bonn.

Russia found itself in a similar situation at the end of the 1990s. With a collapsing economy following the break-up of the Soviet Union, the Russian government had to cut defense spending dramatically. As its conventional capabilities atrophied, Moscow adopted a doctrine envisaging first use of nuclear weapons to compensate. (In the past fifteen years, as Russia’s defense spending has increased, a significant amount has gone to modernizing conventional forces.)

The United States and NATO still retain the option of first use of nuclear weapons. If the U.S. president and NATO leaders were to consider resorting to that option, they then would be the ones to have to consider the dicey bet that the other side would not respond with nuclear arms or that, if it did, nuclear escalation somehow could be controlled.

Assuring NATO allies that the United States was prepared to risk Chicago for Bonn consumed a huge amount of time and fair amount of resources during the Cold War. At one point, the U.S. military deployed more than 7000 nuclear weapons in Europe to back up that assurance. Had NATO had sufficiently strong conventional forces, the Alliance would have been able to push that risky decision regarding nuclear first use onto Moscow—or even have been able to take comfort that the allies’ conventional power would suffice to deter a Soviet/Warsaw Pact attack.

In modernizing, maintaining and operating a safe, secure and effective nuclear deterrent, the United States should avoid underfunding conventional forces in ways that increase the prospect of conventional defeat and/or that might tempt an adversary to launch a conventional attack. If Washington gets the balance wildly out of sync, it increases the possibility that the president might face the decision of whether to use nuclear weapons first—knowing that first use would open a Pandora’s box of incalculable and potentially catastrophic consequences.

Getting the Balance Right in the COVID19 Era

This means that the Department of Defense and Congress should take a hard look at the balance. The Pentagon presumably has weighed the trade-offs, though it is not a unitary actor.  “Nuclear weapons are our top priority” has been the view of the leadership. The trade-offs have been easier to manage in the past several years, when nuclear programs were in the research and development phase, and defense budgets in the first three years of the Trump administration grew. As nuclear programs move into the more expensive procurement phase and the fiscal year 2021 budget shows little increase, the challenge of getting the balance right between nuclear and conventional spending has become more acute. It is not apparent that the Pentagon has weighed the opportunity costs over the next ten-fifteen years under less optimistic budget scenarios.

As for Congress, which ultimately sets and approves the budget, no evidence suggests that the legislative branch has closely considered the nuclear vs. conventional trade-offs.

All that was before COVID19. The response to the virus and dealing with the economic disruption it has caused have generated a multi-trillion-dollar budget deficit in 2020 and likely will push up deficits in at least 2021. It would be wise now to consider the impact of COVID19.

Having added trillions of dollars to the federal deficit, and facing an array of pressing health and social needs, will Congress be prepared to continue to devote some 50 percent of discretionary funding to the Department of Defense’s requirements? Quite possibly not. If defense budgets get cut, the Pentagon will face a choice:  shift funds from nuclear to conventional force programs, or accept shrinkage of U.S. conventional force capabilities and—as the United States did in the 1950s and early 1960s—rely on nuclear deterrence to address a broader range of contingencies. In the latter case, that would mean accepting, at least implicitly, a greater prospect that the president would have to face the question of first use of nuclear weapons, i.e., a conventional conflict in which the United States was losing.

This is not to suggest that the U.S. military should forgo the strategic triad. Trident II SLBMs onboard ballistic missile submarines at sea remain the most survivable leg of the strategic deterrent. The bomber/air-breathing leg offers flexibility and can carry out conventional missions. The ICBM leg provides a hedge against a breakthrough in anti-submarine warfare. Moreover, if in a crisis or a conventional conflict, the Russian military were to develop the capability to attack U.S. ballistic missile submarines at sea, the Kremlin leadership might well calculate that it could do so without risking a nuclear response. Attacking U.S. ICBMs, on the other hand, would necessitate pouring hundreds of nuclear warheads into the center of America. A Russian leader presumably would not be so foolish as to think there would be no nuclear retaliation.

While sustaining the ICBM leg, one can question whether maintaining 400 deployed ICBMs, as the current plan envisages, is necessary. Reducing that number for the Ground-Based Strategic Deterrent (GBSD) would achieve budget savings, albeit later in the production run.  Another question is whether some way might be found to extend the service life of some portion of the current Minuteman III force that would allow delaying the GBSD program, which is projected to cost $100 billion, by ten-fifteen years and postponing those costs—freeing up funds in the near term for conventional force requirements.

Another issue concerns the Long-Range Standoff Missile (LRSO) and its cost, estimated at some $20 billion when including the nuclear warheads. The B-21 bomber will incorporate stealth and advanced electronic warfare capabilities allowing it to operate against and penetrate sophisticated air defenses. The LRSO, to be deployed beginning in 2030, is intended to replace older air-launched cruise missiles carried by the B-52 bomber and could later equip the B-21 if it loses its ability to penetrate.

An alternative plan would convert B-52s in 2030 to conventional-only missions and delay the LRSO to a future point if/when it appeared that the B-21’s ability to penetrate could come into question. By 2030, the Air Force should have a significant number of B-21s (the B-21 is scheduled to make its first flight in 2021 and enter service in 2025). With at least 100 planned, the Air Force should have a sufficient number of B-21s for the 300 nuclear weapons it appears to maintain at airfields where nuclear-capable bombers are currently based.

These kinds of ideas would free up billions of dollars in the 2020s that could be reallocated to conventional weapons systems. Delaying the GBSD and LRSO and their associated warhead programs by just one year (fiscal year 2021) would make available some $3 billion—enough money for a Virginia-class attack submarine.  Delaying those programs for ten-fifteen years would make tens of billions of dollars available for the military’s conventional force needs.

All things being equal, it is smarter and more efficient to choose to make decisions to curtail or delay major programs rather than to continue them until the money runs out and forces program termination. As it examines the administration’s proposed fiscal year 2021 defense budget, Congress should carefully consider the trade-offs and press the Pentagon to articulate how it weighed the trade-offs between nuclear and conventional forces. In the end, Congress should understand whether it is funding the force that is most likely to deter not just a nuclear attack, but to deter a conventional conflict that could entail the most likely path to nuclear war.

Ten years ago, the United States and Russia signed the New START treaty—a nuclear arms control agreement that we, as the heads of our governments’ respective delegations, helped negotiate. Since then, New START has played a central role in keeping the peace and preventing a dangerous arms race between the two countries that together possess 90 percent of the world’s nuclear weapons.

Now, however, New START is in trouble: without action to extend it, the treaty will expire in February 2021. Its demise would have worrying implications for the security of the United States, of Russia, and of the world. It could bring a return to nuclear competition and spark mutual suspicion that would push the world to a level of nuclear risk unseen for decades.

This panel discussion will feature the four co-authors of the recent white paper “Global Populisms and Their Challenges,” which finds that established mainstream political parties are the key enablers of populist challenges—and the key solution.

As the complex and multi-layered US-China relationship has become increasingly strained with the global pandemic led by the US political leadership, Japan-China relations appears to have taken a different path. Despite continued security tensions in the East China Sea, Japan and China seem to have moved closer in crucial ways, according to some important popular opinion surveys and diplomatic cooperation. At the same time, the relationship is complex with Japanese manufacturers rushing to diversify production networks and supply chains to other parts of Asia and with security issues in the oceans surrounding China continuing.

Yves Tiberghien (Ph.D. Stanford University, 2002 and Harvard Academy Scholar 2006) is a Professor of Political Science, Faculty Associate in the School of Public Policy and Global Affairs, Director Emeritus of the Institute of Asian Research, Co-Director of the Center for Japanese Research, and Executive Director of the China Council at the University of British Columbia (UBC). Yves is currently a visiting professor at Tokyo University and at Sciences Po Paris.

Yves is also a Distinguished Fellow at the Asia-Pacific Foundation of Canada. He serves as the International Steering Committee Member representing Canada at Pacific Trade and Development Conference (PAFTAD). In November 2017, he was made a Chevalier de l’ordre national du mérite by the French President.

Yves' research specializes in East Asian comparative political economy, international political economy, and global economic and environmental governance, with an empirical focus on Japan, as well as China and Korea. His published books include Entrepreneurial States: Reforming Corporate Governance in France, Japan, and Korea. 2007. Cornell University Press in the Political Economy Series directed by Peter Katzenstein and Leadership in Global Institution-Building: Minerva’s Rule, edited volume, Palgrave McMillan, 2013. He is currently working on articles related to Japan’s role in the Liberal and International Order and a book, titled Up for Grabs: Disruption, Competition and the Remaking of the Global Economic Order."

Kiyoyuki Seguchi is the Research Director at the Canon Institute for Global Studies. His research focuses on the Chinese economy and the U.S.-China-Japan trilateral relationship. Mr. Seguchi worked for the Bank of Japan from 1982 to 2009. During this time, he was Chief Representative of the Representative Office at BOJ in Beijing from 2006 to 2008. Mr. Seguchi was also the international visiting Fellow at RAND Corporation (Los Angeles, CA) from 2004 to 2005. Mr. Seguchi received his bachelor’s degree in economics from the University of Tokyo.

Kenji E. Kushida is a Japan Program Research Scholar at the Walter H. Shorenstein Asia-Pacific Research Center and an affiliated researcher at the Berkeley Roundtable on the International Economy. Kushida’s research interests are in the fields of comparative politics, political economy, and information technology. He has four streams of academic research and publication: political economy issues surrounding information technology such as Cloud Computing; institutional and governance structures of Japan’s Fukushima nuclear disaster; political strategies of foreign multinational corporations in Japan; and Japan’s political economic transformation since the 1990s. Kushida has written two general audience books in Japanese, entitled Biculturalism and the Japanese: Beyond English Linguistic Capabilities (Chuko Shinsho, 2006) and International Schools, an Introduction (Fusosha, 2008). Kushida holds a PhD in political science from the University of California, Berkeley. He received his MA in East Asian studies and BAs in economics and East Asian studies, all from Stanford University.

The following is Part 2 of a two-article series on facilitating cross-cultural online learning. For Part 1, please go here.


Last month, I shared my reflections on a March 20, 2020 virtual class (VC) session that SPICE facilitated for high school students in Japan and the United States to engage in a cross-cultural online exchange. This online discussion engaged my U.S.-based students of the 2020 Reischauer Scholars Program and Waka Brown’s Japan-based students of the Spring 2020 Stanford e-Japan Program in a Zoom session, during which they talked and learned with and from one another on a range of topics, including the impact of COVID-19 within their respective communities.

During the main portion of the session, the 45 students were divided into six small breakout rooms to engage in 40 minutes of discussion. Each group had a designated volunteer student moderator and a notetaker/reporter; the latter was asked to share the key points of discussion from his or her small group when we reconvened towards the end of the 90-minute VC. All discussions were conducted in English, with the exception of one group, which was designated as a bilingual space for students who felt comfortable conversing in both English and Japanese.

Since this was the 2020 students’ first opportunity to meet (another joint VC on comparative education took place on April 10), we felt it important to preface the session by setting a few ground rules for discussion. Communication styles and norms—particularly in group settings—tend to be quite different in Japan and the United States. We have found it helpful, for example, to address these differences up-front to alleviate potential cross-cultural misunderstandings.

For assessment purposes, we also asked students to send feedback on their experiences in the session. Some of their comments are included below as we turn to the student perspectives on what they experienced in this joint online discussion. More specific points from our observations and students’ feedback fall into five areas.

First, the session provided a platform for students to talk openly about the COVID-19 pandemic and also to learn about perspectives from another country. Risako of Stanford e-Japan reflected, “I could … learn about the way American students perceive political issues and coronavirus through an absorbing discussion and was surprised to discover that their perspectives were much more similar to Japanese students than I had expected.” Alika of the RSP noted, “It was really interesting to me to see how different countries are coping with the virus. I was pretty surprised to hear that many Japanese people still use public transport/eat out at restaurants and go on with their daily lives in the face of the global pandemic.” She continued, “I think some of the e-Japan students were also surprised to hear that California has a ‘6 feet apart’ rule and that many restaurants have closed as a precaution.” Yasuyuki from Japan added, “It’s not difficult to look up the news to find out about what’s going on in America, but living in Japan, you hardly ever get the chance to talk with people in America and hear from the horse’s mouth.”

Second, the session underscored the importance of empathy at times like this. Kristie from the RSP commented, “I always enjoy finding commonalities between me and others, and I think our shared experiences with the coronavirus really allowed us to connect and understand one another. I think the most important thing I will take away from this experience is that youth in Japan and America are really no different—despite our varied experiences and interests we were able to communicate about issues facing our countries and relate to one another on a deeper level.” Similarly, Yuna of Stanford e-Japan noted, “Since I have had only [a] few opportunities to interact with American high schoolers, it was a precious time for me. It was wonderful especially because we both were interested in each other. Talking ... with them made me realize how [thin] the border between our minds actually are. We were, after all, just friends.”

Third, the session prompted students to reexamine their own culture. For example, Hiromu of Stanford e-Japan noted, “I feel very pleased to have such a wonderful opportunity to teach them [the RSP students about Japanese language] and, simultaneously, however, recognized how I lack information about Japanese culture. I think this integrated meeting is vital in that it provides us opportunities for looking back on our culture and broaden[ing] our narrow-minded thoughts.” Jin of the RSP added, “What’s more, they [the Stanford e-Japan students] all spoke fluent English. This made me reflect on the world languages education in the U.S. I think the U.S. should incorporate more global studies (both language and culture) in the education system. America-centric curriculum will cause the younger generation to lose a global vision, and become unaware of Japan as a major political and economic ally in East Asia.”

Fourth, the session shed light upon how diverse both countries are. Jin of the RSP noted, “I’ve always thought that Japan has a rather homogeneous population, but talking to e-Japan students has given me a new perspective on Japanese society. I encountered a student from Myanmar who is living in Japan currently, a Japanese student who used to live in NYC for four years, and a student from Singapore who has been studying abroad in Europe for a couple years.” Rinako of Stanford e-Japan reflected, “Up until now, even when I had the chance to communicate with people outside of Japan, it was usually done in English. However, this time, all three of the Reischauer Scholar students [in her small group] spoke fluent Japanese which made me very happy as we were able to use both English and Japanese.”

Fifth, we came to realize how invaluable international and cross-cultural dialog—especially during times of crisis—can be for students. Having a session during such an unprecedented time seemed to add special significance to the experience. Brandon of the RSP noted, “Overall, it was an extremely memorable discussion, and I hope that we can continue this kind of online cross-cultural connection throughout the rest of the program.” Many Stanford e-Japan students like Fuka also reflected upon the opportunity to discuss critical topics like the coronavirus at this time. She noted, “It gave me a chance to think about familiar issues not just with people of my own country but with people from all kinds of backgrounds.”

Students are among those most acutely experiencing the direct impact of this global pandemic. As they look into the future with confusion and uncertainty about their educational prospects and options, our students seemed to find comfort in this opportunity to connect with their like-minded peers across the Pacific. As they reflected upon their differences, they deepened their understanding of one another and forged what I hope become lasting friendships.

To celebrate its May release, contributors Karen Eggleston, Barry Naughton, and Andrew Walder will join editors Thomas Fingar and Jean Oi for a panel discussion of their volume Fateful Decisions: Choices That Will Shape China’s Future (Stanford University Press).  China has enjoyed an extraordinary run of rapid growth and development over the last 40 years.  Yet, as Fingar and Oi point out, China’s future is hardly set in stone.  Sustained economic growth, social welfare and stability will depend upon tough policy decisions confronting Beijing’s leaders today in what is a watershed moment.  Casting doubt on Beijing’s aversion to major reforms and its return to certain Mao-era policy tools, Oi and Fingar argue that China’s challenges are not only complex, but high-stakes – challenges that have become even more daunting in the aftermath of COVID-19.  As China battles the difficulties caused by an aging population, the loss of comparative economic advantage, a politically entrenched elite, and a population with rising expectations, today’s policy decisions will weigh heavily on its future. Topics explored in the volume include China's healthcare challenges in a slowing economy, its global ambitions and track record, economic aims and realities, the country’s mounting governance pressures, and more.

Portrait of Karen EgglestonKaren Eggleston is a senior fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University, director of the Stanford Asia Health Policy Program, and deputy director of the Walter H. Shorenstein Asia-Pacific Research Center at FSI. She is also a fellow with the Stanford Center for Innovation in Global Health and a faculty research fellow of the National Bureau of Economic Research (NBER). Eggleston earned her PhD in public policy from Harvard University, studied in China for two years, and was a Fulbright scholar in South Korea. Her research focuses on comparative health systems and health reform in Asia, especially China; government and market roles in the health sector; supply-side incentives; healthcare productivity; and economic aspects of demographic change.

 

Portrait of Thomas FingarThomas Fingar is a Shorenstein Distinguished Fellow in the Shorenstein Asia-Pacific Research Center at Stanford University. From May 2005 through December 2008, he served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. Previous positions include assistant secretary of state for Intelligence and Research (2000-2001, 2004–2005), principal deputy assistant secretary (2001–2003), deputy assistant secretary for analysis (1994–2000), director of the Office of Analysis for East Asia and the Pacific, and chief of the China Division. Fingar is a graduate of Cornell University (AB in government and history) and Stanford University (MA and PhD, both in political science). His most recent books are Uneasy Partnerships: China’s Engagement with Japan, the Koreas, and Russia in the Era of Reform (editor) (Stanford University Press, 2017); The New Great Game: China’s Relations with South and Central Asia in the Era of Reform (editor) (Stanford University Press, 2016); and Reducing Uncertainty: Intelligence Analysis and National Security (Stanford University Press, 2011).

Barry Naughton is the So Kwanlok Professor at the School of Global Policy and Strategy, University of California–San Diego. Naughton’s work on the Chinese economy focuses on market transition; industry and technology; foreign trade; and political economy. His first book, Growing Out of the Plan, won the Ohira Prize in 1996, and a new edition of his popular survey and textbook, The Chinese Economy: Adaptation and Growth, appeared in 2018. Naughton did his dissertation research in China in 1982 and received his PhD in economics from Yale University.

 

Jean C. OiJean C. Oi is the William Haas Professor of Chinese Politics in the Department of Political Science and a senior fellow in the Freeman Spogli Institute for International Studies at Stanford University. She directs the China Program at the Walter H. Shorenstein Asia-Pacific Research Center and is the Lee Shau Kee Director of the Stanford Center at Peking University. Oi has published extensively on China’s reforms. Recent books include Zouping Revisited: Adaptive Governance in a Chinese County, coedited with Steven Goldstein (Stanford University Press, 2018), and Challenges in the Process of China’s Urbanization, coedited with Karen Eggleston and Yiming Wang (2017). Current research is on fiscal reform and local government debt, continuing SOE reforms, and the Belt and Road Initiative.

 

Portrait of Andrew WalderAndrew G. Walder is the Denise O’Leary and Kent Thiry Professor of Sociology in the School of Humanities and Sciences, and a senior fellow in the Freeman Spogli Institute for International Studies at Stanford University. A political sociologist, Walder has long specialized in the study of contemporary Chinese society and political economy. After receiving his PhD at the University of Michigan, he taught at Columbia, Harvard, and the Hong Kong University of Science and Technology. At Stanford he has served as chair of the Department of Sociology, director of the Asia-Pacific Research Center, and director of the Division of International, Comparative, and Area Studies in the School of Humanities and Sciences. His most recent books are Fractured Rebellion: The Beijing Red Guard Movement (2009), China under Mao: A Revolution Derailed (2015), and Agents of Disorder: Inside China’s Cultural Revolution (2019).

COVID-19 is having a profound impact on our online systems - exposing both the essential role they can and do play in our modern society, and the risks and vulnerabilities they represent. Substantial research is emerging on this topic, and the implications of that research  will have important consequences for both medium (e.g., 2020 elections) and long-term cyber policies.

  • Nate Persily at PDI will discuss the challenges of running the elections in the current environment, including implications for state necessary changes to state policies and practices.

APARC's China Program recently hosted Center Fellow Thomas Fingar for the webinar "Was America’s China Policy a Foolish Failure? The Logic and Achievements of Engagement." In this talk, Fingar examines the longtime U.S. strategy of engagement with China as well as the potential shift toward a strategy of decoupling. "Much recent commentary on U.S. relations with China claims that the policy of 'Engagement' was a foolish and failed attempt to transform the People’s Republic into an American style democracy that instead created an authoritarian rival," he says. "This narrative mocks the policies of eight U.S. administrations to justify calls for 'Decoupling' and 'Containment 2.0.'” Fingar argues that the policy of Engagement has been fruitful and that Decoupling is not only inadvisable but also unattainable.
