Voluntary physical distancing is essential for preventing the spread of COVID-19. We assessed the role of political partisanship in individuals’ compliance with physical distancing recommendations of political leaders using data on mobility from a sample of mobile phones in 3,100 counties in the United States during March 2020, county-level partisan preferences, information about the political affiliation of state governors, and the timing of their communications about COVID-19 prevention.

Applications opened last week for the China Scholars Program (CSP), Sejong Korea Scholars Program (SKSP), and Reischauer Scholars Program (RSP) on Japan—three intensive online courses offered by SPICE, Stanford University, to high school students across the United States. All three applications can now be viewed at https://spicestanford.smapply.io/. Interested students must submit their completed application (including an essay and letter of recommendation) by the deadlines listed below.

All three online courses are currently accepting applications for the Spring 2021 term, which will begin in February and run through June. Designed as college-level introductions to East Asia, these academically rigorous courses present high school students the unique opportunity to engage in a guided study of China, Korea, or Japan directly with leading scholars, former diplomats, and other experts from Stanford and beyond. High school students with a strong interest in East Asia and/or international relations are especially encouraged to apply.

“U.S. relations with East Asia is prominently featured in the news daily,” says Naomi Funahashi, instructor of the Reischauer Scholars Program. “SPICE is incredibly fortunate to have Stanford faculty conducting cutting-edge research on Korea, Japan, and China who are willing to help our students interpret key historical events and understand contemporary topics related to security, trade, and politics.”

Rising high school sophomores, juniors, and seniors in the United States are eligible to apply to any of the three programs. Students who are interested in more than one program can apply to two or three and rank their preferences on their applications; those who are accepted into multiple programs will be invited to enroll in their highest-preference course.

Amidst the hectic year known as 2020, I started and finished SPICE’s Sejong Korea Scholars Program (SKSP), an online program offered through Stanford for high school students interested in Korea. The program was challenging but also rewarding; I honestly loved every moment of it.

My interest in Korea began when I was in elementary school. Growing up in Queens, New York, a New York City borough with a diverse population, Korean culture was introduced to me in the form of food. Although some may think all Asian food is the same, as a Chinese American, I know how vastly different Korean food can be from Chinese food. My Korean American classmates would bring in Korean foods for lunch—kimchi, gimbap, galbi—and because I had never seen it before, I’d always want to know how it tasted. Luckily for me, Queens had a sizable ethnic Korean population and with that came great Korean restaurants. I was a frequent visitor to these tasty restaurants. Through this, I became interested in learning more about Korea, but outside of food, a few videos I had watched, and some information from my classmates, I didn’t know much, if anything at all, about Korea.

Heading into the SKSP, I was worried I didn’t know as much as my classmates. When I started the SKSP, all of my worries subsided. You didn’t need a strong background on Korea or in Korean. I was told that the most important thing to have is a genuine interest or curiosity about the topic, which was something I did have. I also have to say that my classmates were some of the most motivated students I’ve ever met.

One of my favorite parts about the program was the fact that I was able to connect with students from all over the U.S. and learn firsthand how they interpreted what we learned from our readings and lectures through discussion boards.

And during our biweekly meetings, we would attend lectures with experts on Korea and professionals who worked with Korea. Something interesting I learned from a lecture was that the “BBC Dad” Professor Robert Kelly is a political analyst on Korean affairs, which I don’t find to be a coincidence; instead, learning the fact that Professor Kelly is an expert on Korea shows how widespread and important the study of Korea today is.

We explored a bit of pre-nineteenth century Korean history and then explored more on religions in Korea, colonial Korea, the division of Korea and the Korean War, post-war Korea, the divergence of North and South Korea, and trends in South Korean culture including bits about chaebols and the Hallyu wave. I found a particular interest in the Korean diaspora in Japan, which I learned about when learning about Korea in its colonial period. And because the SKSP has a research component, I wrote my paper on that and enjoyed my time so much because it was a topic I genuinely wanted to learn more about. After completing my paper, I was led to Min Jin Lee’s novel Pachinko, a historical fiction about a Korean family in Japan, and found myself so invested because I had some background knowledge.

Starting the course before the pandemic and completing it during the pandemic was interesting, to say the least. When the coronavirus situation took a turn for the worse, my high school courses scrambled to finish the year, but the SKSP went on normally, and I was able to invest more time into learning about Korea. I have to give props to the course instructor, Dr. HyoJung Jang, and the program coordinator Jonas Edman for keeping the course running smoothly through a worldwide crisis and helping us students with any questions and issues we had.

I participated in the SKSP as a senior in high school, and having taken it right before college has been incredible. This course has helped develop my self-driven learning skills, which I believe will be unimaginably beneficial for me as I head off to begin my first year of college. The SKSP is a college-level course that teaches in the same way college courses are taught, and right now, I find that my experience with the SKSP has prepared me for my college classes that I have only recently started.

The SKSP has furthered my interest in international relations, which I hope to major in at the University of Pennsylvania where I am a freshman this fall. I am definitely looking forward to furthering my knowledge of Korea and hope I am able to visit one day after traveling is safe once again. For me, as someone who came into the SKSP with a curiosity and left with even more, I can’t wait to continue on my path of learning. For those interested in the SKSP, I say go for it. It has changed not only how much I know about the world, but also how I perceive it. I hope SPICE continues to offer this terrific opportunity and students take this opportunity, so they can make a difference in the world.

Michael Bennon is a Research Scholar at CDDRL for the Global Infrastructure Policy Research Initiative. Michael's research interests include infrastructure policy, project finance, public-private partnerships and institutional design in the infrastructure sector. Michael also teaches Global Project Finance to graduate students at Stanford. Prior to Stanford, Michael served as a Captain in the US Army and US Army Corps of Engineers for five years, leading Engineer units, managing projects, and planning for infrastructure development in the United States, Iraq, Afghanistan and Thailand.

About the Event: While most civil wars today are fought within Muslim-majority states and, frequently, by armed groups that self-identify as Islamic, we know little about the relationships between and amongst Islamic humanitarian law, Western (treaty-based) humanitarian law, and the rhetoric and behavior of Islamic armed groups. Our legal analysis suggests that, while there is a great deal of overlap between Western and Islamic humanitarian law, this overlap is not perfect. Our empirical analysis, which focuses on both the words and behaviors of Islamic armed groups, suggests similarly mixed results. Specifically, we find that, on average, Islamic armed groups do not appear to be more or less compliant with Western or Islamic humanitarian law than non-Islamic armed groups when it comes to civilian targeting and child soldiering. While they often appeal to Islamic humanitarian law, Islamic armed groups appear to be bound by similar political and military – rather than religious or legal – constraints to non-Islamic armed groups.

 

About the Speaker: Tanisha Fazal is Professor of Political Science at the University of Minnesota. Her scholarship focuses on sovereignty, international law, and armed conflict.  Fazal’s current book project analyzes the effect of improvements in medical care in conflict zones on the long-term costs of war.  She is the author of State Death: The Politics and Geography of Conquest, Occupation, and Annexation (Princeton University Press, 2007), and Wars of Law: Unintended Consequences in the Regulation of Armed Conflict (Cornell University Press, 2018.

Speakers will be exploring how the U.S. can address security and values challenges in U.S.-China technological cooperation, while avoiding excesses that impede innovation and harm innocent people.

Andrew Grotto

Andrew J. Grotto is a research scholar at the Center for International Security and Cooperation at Stanford University.

Grotto’s research interests center on the national security and international economic dimensions of America’s global leadership in information technology innovation, and its growing reliance on this innovation for its economic and social life. He is particularly interested in the allocation of responsibility between the government and the private sector for defending against cyber threats, especially as it pertains to critical infrastructure; cyber-enabled information operations as both a threat to, and a tool of statecraft for, liberal democracies; opportunities and constraints facing offensive cyber operations as a tool of statecraft, especially those relating to norms of sovereignty in a digitally connected world; and governance of global trade in information technologies.

Before coming to Stanford, Grotto was the Senior Director for Cybersecurity Policy at the White House in both the Obama and Trump Administrations. His portfolio spanned a range of cyber policy issues, including defense of the financial services, energy, communications, transportation, health care, electoral infrastructure, and other vital critical infrastructure sectors; cybersecurity risk management policies for federal networks; consumer cybersecurity; and cyber incident response policy and incident management. He also coordinated development and execution of technology policy topics with a nexus to cyber policy, such as encryption, surveillance, privacy, and the national security dimensions of artificial intelligence and machine learning. 

At the White House, he played a key role in shaping President Obama’s Cybersecurity National Action Plan and driving its implementation. He was also the principal architect of President Trump’s cybersecurity executive order, “Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure.”

Grotto joined the White House after serving as Senior Advisor for Technology Policy to Commerce Secretary Penny Pritzker, advising Pritzker on all aspects of technology policy, including Internet of Things, net neutrality, privacy, national security reviews of foreign investment in the U.S. technology sector, and international developments affecting the competitiveness of the U.S. technology sector.

Grotto worked on Capitol Hill prior to the Executive Branch, as a member of the professional staff of the Senate Select Committee on Intelligence. He served as then-Chairman Dianne Feinstein’s lead staff overseeing cyber-related activities of the intelligence community and all aspects of NSA’s mission. He led the negotiation and drafting of the information sharing title of the Cybersecurity Act of 2012, which later served as the foundation for the Cybersecurity Information Sharing Act that President Obama signed in 2015. He also served as committee designee first for Senator Sheldon Whitehouse and later for Senator Kent Conrad, advising the senators on oversight of the intelligence community, including of covert action programs, and was a contributing author of the “Committee Study of the Central Intelligence Agency’s Detention and Interrogation Program.”

Before his time on Capitol Hill, Grotto was a Senior National Security Analyst at the Center for American Progress, where his research and writing focused on U.S. policy towards nuclear weapons - how to prevent their spread, and their role in U.S. national security strategy.

Grotto received his JD from the University of California at Berkeley, his MPA from Harvard University, and his BA from the University of Kentucky.

Jennifer Pan is a Professor of Communication and a Senior Fellow at the Freeman Spogli Institute at Stanford University. Her research focuses on political communication and authoritarian politics. Pan uses experimental and computational methods with large-scale datasets on political activity in China and other authoritarian regimes to answer questions about how autocrats perpetuate their rule. How political censorship, propaganda, and information manipulation work in the digital age. How preferences and behaviors are shaped as a result.

Her book, Welfare for Autocrats: How Social Assistance in China Cares for its Rulers (Oxford, 2020) shows how China's pursuit of political order transformed the country’s main social assistance program, Dibao, for repressive purposes. Her work has appeared in peer reviewed publications such as the American Political Science Review, American Journal of Political Science, Comparative Political Studies, Journal of Politics, and Science.

She graduated from Princeton University, summa cum laude, and received her Ph.D. from Harvard University’s Department of Government.

Graham Webster

Graham Webster is a research scholar in the Program on Geopolitics, Technology, and Governance and editor-in-chief of the DigiChina Project at the Center for International Security and Cooperation at Stanford University. He researches, writes, and teaches on technology policy in China and US-China relations.

Before bringing DigiChina to Stanford in 2019, he was its cofounder and coordinating editor at New America, where he was a China digital economy fellow. From 2012 to 2017, Webster worked for Yale Law School as a senior fellow and lecturer responsible for the Paul Tsai China Center’s Track II dialogues between the United States and China and co-taught seminars on contemporary China and Chinese law and policy. While there, he was an affiliated fellow with the Yale Information Society Project, a visiting scholar at China Foreign Affairs University, and a Transatlantic Digital Debates fellow with New America and the Global Public Policy Institute in Berlin. He was previously an adjunct instructor teaching East Asian politics at New York University and a Beijing-based journalist writing on the Internet in China for CNET News. 

In recent years, Webster's writing has been published in MIT Technology Review, Foreign Affairs, Slate, The Wire China, The Information, Tech Policy Press, and Foreign Policy. He has been quoted by The Wall Street Journal, The New York Times, The Washington Post, and Bloomberg and spoken to NPR and BBC World Service. Webster has testified before the US-China Economic and Security Review Commission and speaks regularly at universities and conferences in North America, East Asia, and Europe. His chapter, "What Is at Stake in the US–China Technological Relationship?" appears in The China Questions II (Harvard University Press, 2022).

Webster holds a bachelor's in journalism and international studies from Northwestern University and a master's in East Asian studies from Harvard University. He took doctoral coursework in political science at the University of Washington and language training at Tsinghua University, Peking University, Stanford University, and Kanda University of International Studies.
