Michael McFaul is the Ken Olivier and Angela Nomellini Professor of International Studies in Political Science, Senior Fellow at the Freeman Spogli Institute for International Studies, and the Peter and Helen Bing Senior Fellow at the Hoover Institution, all at Stanford University. He joined the Stanford faculty in 1995 and served as FSI Director from 2015 to 2025. He is also an international affairs analyst for MSNOW.

McFaul served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council at the White House (2009-2012), and then as U.S. Ambassador to the Russian Federation (2012-2014).

McFaul has authored ten books and edited several others, including, most recently, Autocrats vs. Democrats: China, Russia, America, and the New Global Disorder, as well as From Cold War to Hot Peace: An American Ambassador in Putin’s Russia, (a New York Times bestseller) Advancing Democracy Abroad: Why We Should, How We Can; and Russia’s Unfinished Revolution: Political Change from Gorbachev to Putin.

He is a recipient of numerous awards, including an honorary PhD from Montana State University; the Order for Merits to Lithuania from President Gitanas Nausea of Lithuania; Order of Merit of Third Degree from President Volodymyr Zelenskyy of Ukraine, and the Dean’s Award for Distinguished Teaching at Stanford University. In 2015, he was the Distinguished Mingde Faculty Fellow at the Stanford Center at Peking University.

McFaul was born and raised in Montana. He received his B.A. in International Relations and Slavic Languages and his M.A. in Soviet and East European Studies from Stanford University in 1986. As a Rhodes Scholar, he completed his D. Phil. in International Relations at Oxford University in 1991.

The United States has a growing inventory of spent nuclear fuel from commercial power plants that continues to accumulate at reactor sites around the country.

In addition, the legacy waste from U.S. defense programs remains at Department of Energy sites around the country, mainly at Hanford, WA, Savannah River, SC, and at Idaho National Laboratory.

But now the U.S. nuclear waste storage program is “frozen in place”, according to Rod Ewing, Frank Stanton professor in nuclear security at Stanford’s Center for International Security and Cooperation.

“The processing and handling of waste is slow to stopped and in this environment the pressure has become very great to do something.”

Currently, more than seventy thousand metric tons of spent nuclear fuel from civilian reactors is sitting in temporary aboveground storage facilities spread across 35 states, with many of the reactors that produced it shut down.  And U.S. taxpayers are paying the utilities billions of dollars to keep it there.

Meanwhile, the deep geologic repository where all that waste was supposed to go, in Yucca Mountain Nevada, is now permanently on hold, after strong resistance from Nevada residents and politicians led by U.S. Senator Harry Reid.

The Waste Isolation Pilot Plant in Carlsbad New Mexico, the world’s first geologic repository for transuranic waste, has been closed for over a year due to a release of radioactivity.

And other parts of the system, such as the vitrification plant at Hanford and the mixed oxide fuel plant at Savannah River , SC, are way behind schedule and over budget.

It’s a growing problem that’s unlikely to change this political season.

“The chances of dealing with it in the current Congress are pretty much nil, in my view,” said former U.S. Senator Jeff Bingaman (D-NM).

“We’re not going to see a solution to this problem this year or next year.”

The issue in Congress is generally divided along political lines, with Republicans wanting to move forward with the original plan to build a repository at Yucca Mountain, while Democrats support the recommendations of the Blue Ribbon Commission on America’s Nuclear Future to create a new organization to manage nuclear waste in the U.S. and start looking for a new repository location using an inclusive, consent-based process.

“One of the big worries that I have with momentum loss is loss of nuclear competency,” said David Clark, a Fellow at the Los Alamos National Laboratory.

“So we have a whole set of workers who have been trained, and have been working on these programs for a number of years. When you put a program on hold, people go find something else to do.”

Meanwhile, other countries are moving ahead with plans for their own repositories, with Finland and Sweden leading the pack, leaving the U.S. lagging behind.

So Ewing decided to convene a series of high-level conferences, where leading academics and nuclear experts from around the world can discuss the issues in a respectful environment with a diverse range of stakeholders – including former politicians and policy makers, scientists and representatives of Indian tribes and other effected communities.

“For many of these people and many of these constituencies, I’ve seen them argue at length, and it’s usually in a situation where a lot seems to be at stake and it’s very adversarial,” said Ewing.

“So by having the meeting at Stanford, we’ve all taken a deep breath, the program is frozen in place, nothing’s going to go anywhere tomorrow, we have the opportunity to sit and discuss things. And I think that may help.”

Former Senator Bingaman said he hoped the multidisciplinary meetings, known at the “Reset of Nuclear Waste Management Strategy and Policy Series”, would help spur progress on this pressing problem.

“There is a high level of frustration by people who are trying to find a solution to this problem of nuclear waste, and there’s no question that the actions that we’ve taken thus far have not gotten us very far,” Bingaman said.

“I think that’s why this conference that is occurring is a good thing, trying to think through what are the problems that got us into the mess we’re in, and how do we avoid them in the future.”

The latest conference, held earlier this month, considered the question of how to structure a new nuclear waste management organization in the U.S.

Speakers from Sweden, Canada and France brought an international perspective and provided lessons learned from their countries nuclear waste storage programs.

“The other…major programs, France, Switzerland, United Kingdom, Canada, they all reached a crisis point, not too different from our own,” said Ewing.

“And at this crisis point they had to reevaluate how they would go forward. They each chose a slightly different path, but having thought about it, and having selected a new path, one can also observe that their programs are moving forward.”

France has chosen to adopt a closed nuclear cycle to recycle spent fuel and reuse it to generate more electricity.

“It means that the amount of waste that we have to dispose of is only four percent of the total volume of spent nuclear fuel which comes out of the reactor,” said Christophe Poinssot of the French Atomic and Alternative Energy Commission.

“We also reduce the toxicity because…we are removing the plutonium. And finally, we are conditioning the final waste under the form of nuclear glass, the lifetime of which is very long, in the range of a million years in repository conditions.”

Clark said that Stanford was the perfect place to convene a multidisciplinary group of thought leaders in the field who could have a real impact on the future of nuclear waste storage policy.

“The beauty of a conference like this, and holding it at a place like Stanford University and CISAC, is that all the right people are here,” he said.

“All the people who are here have the ability to influence, through some level of authority and scholarship, and they’ll be able to take the ideas that they’ve heard back to their different offices and different organizations.  I think it will make a difference, and I’m really happy to be part of it.”

Ewing said it was also important to include students in the conversation.

“There’s a next generation of researchers coming online, and I want to save them the time that it took me to realize what the problems are,” Ewing said.

“By mixing students into this meeting, letting them interact with all the parties, including the distinguished scientists and engineers, I’m hoping it speeds up the process.”

Professor Ewing is already planning his next conference, next March, which will focus on the consent-based process that will be used to identify a new location within the U.S. for a repository.

Three CISAC scientists have joined 26 of the nation’s top nuclear experts to send an open letter to President Obama in support of the Iran deal struck in July.

“The Joint Comprehensive Plan of Action (JCPOA) the United States and its partners negotiated with Iran will advance the cause of peace and security in the Middle East and can serve as a guidepost for future non-proliferation agreements,” the group of renowned scientists, academics and former government officials wrote in the letter dated August 8, 2015.

“This is an innovative agreement, with much more stringent constraints than any previously negotiated non-proliferation framework.”

CISAC senior fellow and former Los Alamos National Laboratory director Sig Hecker is a signatory to the letter, along with CISAC co-founder Sid Drell, and cybersecurity expert and CISAC affiliate Martin Hellman.

Six Nobel laureates also signed, including FSI senior fellow by courtesy and former Stanford Linear Accelerator director Burton Richter.

The letter arrives at a crucial time for the Obama administration as it rallies public opinion and lobbies Congress to support the Iran agreement.

As questions about democratic governance, institutional resilience, and authoritarian power become increasingly central to public life around the world, the need for rigorous, accessible scholarship has grown more urgent. Effective May 15, 2026, a new partnership between Stanford’s Center on Democracy, Development and the Rule of Law (CDDRL) and the Journal of Democracy will expand Stanford’s role in those conversations. Through the partnership, CDDRL will support the production of the Journal’s quarterly print issues and expanding digital content, while creating new opportunities for faculty, researchers, and students to contribute to its work. 

Since 1990, the Journal of Democracy has served as a major forum for scholars, policymakers, democratic reformers, and public intellectuals examining how democracy emerges, endures, and comes under strain. Widely regarded as the leading global publication on democratic theory and practice, the Journal has played a central role in shaping debates on democracy worldwide. Previously, the Journal was housed within the National Endowment for Democracy — a private, nonprofit foundation dedicated to the growth and strengthening of democratic institutions around the world. The Journal was co-founded by Larry Diamond, the Mosbacher Senior Fellow in Global Democracy at CDDRL within the Freeman Spogli Institute for International Studies (FSI), who served as founding co-editor for the Journal's first 32 years. 

A natural alignment with CDDRL’s work


The partnership is a natural fit for CDDRL, which brings scholarship and practice together to examine the forces that advance or impede representative governance, human development, and the rule of law. It also builds on long-standing connections between the center and the Journal of Democracy: many CDDRL-affiliated faculty have contributed to the Journal over the years, and its focus closely aligns with the center’s research, teaching, and practitioner training programs. Moreover, CDDRL is already deeply engaged in the kinds of questions the Journal has long brought to wide audiences — whether through the Fisher Family Summer Fellows Program, which brings civil society leaders from developing and transitioning countries to Stanford for intensive training in democratic practice and reform, the Democracy Action Lab’s work on democratic resilience, or the Leadership Academy for Development’s training for leaders advancing good governance and economic development.  

More broadly, the partnership reflects CDDRL’s research and teaching agenda, which focuses on the institutions, ideas, and political forces shaping democratic resilience, authoritarianism, and governance around the world. Across its faculty, fellows, students, and training programs, the center takes an interdisciplinary approach to some of the most pressing questions in global politics — from democratic backsliding and state capacity to political reform and accountability. The Journal of Democracy offers a complementary platform where that work can reach both academic and public audiences.

Connecting research to practice


For Kathryn Stoner, Mosbacher Director of CDDRL and the Satre Family Senior Fellow at FSI, the partnership highlights how CDDRL’s work connects research to the practical challenges facing democracy.

“One of CDDRL’s core strengths is the ability to take high-quality research theories and methods and apply them to on-the-ground policy challenges,” Stoner said. “The Journal of Democracy serves a similar function in the field of political development. Our new partnership to produce the Journal enhances our global reach in both the international development policy and academic communities.”

At the institute level, the partnership also reinforces Stanford’s broader role in advancing research and engagement on democracy.

“As the threats to democratic governance around the world multiply, so too must our commitment to the rigorous, interdisciplinary scholarship that seeks to understand and address them,” said Colin Kahl, director of the Freeman Spogli Institute for International Studies. “Bringing the esteemed Journal of Democracy to CDDRL creates a powerful nexus for this vital work, strengthening FSI's role as a global leader in the study of democracy."

At the same time, the partnership comes at a moment of heightened global pressure on democratic institutions, underscoring the importance of the Journal’s role in the field.

“We are now in the twentieth consecutive year of global democratic decline — no longer just a ‘democratic recession,’ but a broader wave of authoritarian reversals,” said Larry Diamond. “Yet the struggle for democracy continues. Now more than ever, we need to understand both the causes of democratic decay and the conditions for recovery and renewal. The Journal of Democracy is unique in combining rigorous scholarship with timely, accessible analysis of developments around the world.”

For Stanford students, the partnership creates a more direct pathway into the world of ideas, publishing, and public scholarship. Through new editorial internships, undergraduates and recent graduate alumni can gain hands-on experience working with a leading journal that bridges scholarship and practice.

It also strengthens Stanford’s intellectual presence in democracy studies by giving CDDRL-affiliated faculty a more formal role in supporting the Journal’s work through serving on its editorial board. Stanford faculty will contribute to the Journal’s editorial mission, inspire new lines of inquiry, and help to identify emerging areas of research to be explored in its pages.

In a CDDRL research seminar held on April 30, 2026, Anna Grzymala-Busse, the Michelle and Kevin Douglas Professor of International Studies in the Department of Political Science, senior fellow at the Freeman Spogli Institute for International Studies, and the director of The Europe Center, explored historic state development and fragmentation in Europe, focusing on how conceptualizations shape conclusions about state formation. She examined how scholars define both “Europe” and “the state,” comparing how different coding and measurement choices lead to different patterns of fragmentation over time. 

Grzymala-Busse first defines what counts as Europe, noting that while some scholars define Europe through Western Christianity, others rely on geographic cutoffs like west of the Don River or west of the Ural Mountains. This is significant, as including large cases like Russia or the Ottoman Empire creates the impression of growing state size over time, while excluding them makes Europe appear more fragmented. She also points out the risk of circularity, in which Europe is defined by certain institutions, and then that same group is used to explain why those institutions developed. In that sense, excluding places like Russia or the Ottoman Empire based on cultural or institutional reasons can lead to conclusions about European distinctiveness that are already built into how Europe was defined in the first place.

The second big question is how a state is defined, since historical Europe included a wide range of political units like empires, kingdoms, duchies, city-states, and trading leagues, making it hard to rely on a single clear definition based on sovereignty or centralization. This ties directly to how fragmentation is measured, since it depends on methodological choices such as which units are included and how they are counted. One of the most important choices is whether to include city-states. When excluded, the data show fewer and larger states over time, which supports the bellicist idea of consolidation. When included, Europe appears more fragmented, aligning more with revisionist arguments. Overall, this illustrates how a few key classification choices can shape broader conclusions about state development.

This issue becomes even more apparent when looking at fragmentation itself, which both bellicists and revisionists treat as central to their arguments. For bellicists, fragmentation is a starting point that declines over time, while for revisionists, it is more durable and persists across periods. The Holy Roman Empire serves as a key example: it was one of the largest political entities in Europe, yet remained highly fragmented, with overlapping authorities and no clear centralization. This highlights the importance of measurement and coding decisions, as choices such as which polities to include, whether to count borders or use concentration measures, and even the size of geographic grid cells all shape the results. 

Ultimately, Grzymala-Busse concludes that rules and definitions fundamentally shape how fragmentation appears in the data. Once these methodological choices are made clear, there is less clear evidence for the bellicist claim that states were consistently consolidated, but this does not fully confirm the revisionist argument either. Consequently, if the debate is a matter of coding rather than evidence, transparency in concepts and measures becomes even more important.

In a Rethinking European Development and Security (REDS) seminar held on April 9, 2026,  and co-hosted by CDDRL and The Europe Center, Konstantin Sonin, a John Dewey Distinguished Service Professor at the University of Chicago Harris School of Public Policy, presented his research on “The Reverse Cargo Cult: Why Authoritarian Governments Lie to Their People,” offering a theoretical explanation for why regimes such as the Soviet Union would knowingly tell citizens visibly false statements. According to Sonin’s research, authoritarian propaganda is much more complex than simple misinformation or manipulation, as it is often designed not to convince people of a single claim, but to shape how they evaluate information more broadly. 

Sonin begins with a personal anecdote, reflecting on his own experience participating in Soviet elections where there was only one candidate on the ballot, despite the process being presented as a meaningful choice. Using this example, he questions why regimes like the Soviet Union invest so heavily in clearly staged elections or exaggerated portrayals of Western life, even when citizens recognize these distortions. From this, he introduces the idea that such actions are not meant to persuade citizens of a specific falsehood, but instead to influence how they interpret all incoming information. Drawing on the metaphor of a “reverse cargo cult,” he suggests that just as some communities misinterpret the source of Western goods, citizens in authoritarian systems may come to believe that institutions in other countries are equally performative or deceptive. In this sense, narratives about foreign countries become an integral tool for reinforcing domestic political stability. 

He further explores how citizens evaluate elections and the decision to replace an incumbent under uncertainty about both competence and trustworthiness. He recognizes that in these regimes, citizens are not entirely naïve and may often recognize when a leader is lying. However, Sonin shows that even obvious lies can be effective. When a domestic leader lies about conditions that citizens already know to be bad, it signals not only that the leader is untrustworthy but also raises the perceived likelihood that foreign leaders are similarly dishonest. As a result, citizens downgrade their expectations of potential replacements, concluding that alternatives may not be any better. This dynamic ultimately reduces the incentive to replace the incumbent. 

As his theory suggests, negative information about conditions abroad, or even skepticism toward foreign success, can benefit authoritarian leaders. For example, Sonin points to Soviet reactions to the American National Exhibition in Moscow, where displays of a typical American home were dismissed by officials as unrealistic or misleading. This kind of framing encouraged citizens to question whether life in the United States was truly better, reinforcing the idea that shortcomings at home were not unique. As a result, domestic failures appear less exceptional, helping explain why authoritarian propaganda frequently emphasizes criticism of other countries and why such narratives often reinforce one another. 

Sonin concludes by emphasizing that lying in this context is not primarily about persuading citizens of a particular false claim, but about shaping their broader beliefs about the reliability of information. By weakening trust in information overall, leaders can make bad conditions at home seem like the safer or more reliable option compared to the uncertainty of change.

In Advanced Democracies, Politics May Be Moving Beyond Policy

The Global Islamic Revival represents one of the most significant sociopolitical transformations of the past half-century – marked by exceptional religiosity, support for sharia, and gender segregation. Yet existing theories cannot explain its particular timing or global spread across diverse economies, geographies, and political systems. Why did this movement gain traction from the 1970s onward, transforming societies from Egypt to Indonesia to Britain? This review synthesizes cross-regional evidence to assess competing explanations: deep historical roots, contingent shocks, and economic modernization. I then offer a novel theory. First, I argue that there was a crucial transformation in Muslim identity: from locally-based syncretism to state-attempted secular modernization to a reinvigoration of a transnational Muslim identity. Second, I propose the Prestige-Piety Feedback Loop:  modernization paradoxically amplified strengthened adherence to jurisprudential Islam and deference to credentialed religious authorities. As Muslims gained unprecedented access to jurisprudential knowledge, piety and gender segregation became primary markers of status, with profound consequences for women’s status. 

ABOUT THE SPEAKER

Dr. Alice Evans is a Senior Lecturer in the Social Science of Development at King's College London. She has also been a Faculty Associate at Harvard Center for International Development and has held previous appointments at Cambridge University and the London School of Economics. Her research focuses on social norms and why they change; the drivers of support for gender equality; and workers' rights in global supply chains.

Dr. Evans is writing a book, The Great Gender Divergence (forthcoming with Princeton University Press). It will explain why the world has become more gender equal, and why some countries are more gender equal than others.

European state development is often used as a model for the emergence of modern nation-states and the international state system. Yet despite many accounts seeking to explain how the European state developed, there is disagreement about fundamental concepts, including what counts as “Europe” and which polities qualify as “states.” This paper examines the implications of different definitions of the European state for our understanding of political development. We give special consideration to political fragmentation, long viewed as a critical prerequisite for Europe’s development of pro-democratic and growth-promoting political institutions. We find that the distinct measures lead to very different conclusions, undermining the idea of European state formation as a uniform process.

Anna Grzymała-Busse is a professor in the Department of Political Science, the Michelle and Kevin Douglas Professor of International Studies, senior fellow at the Freeman Spogli Institute for International Studies, and the director of The Europe Center. Her research interests include political parties, state development and transformation, informal political institutions, religion and politics, and post-communist politics.

In her first book, Redeeming the Communist Past, she examined the paradox of the communist successor parties in East Central Europe: incompetent as authoritarian rulers of the communist party-state, several then succeeded as democratic competitors after the collapse of these communist regimes in 1989.

Rebuilding Leviathan, her second book project, investigated the role of political parties and party competition in the reconstruction of the post-communist state. Unless checked by a robust competition, democratic governing parties simultaneously rebuilt the state and ensured their own survival by building in enormous discretion into new state institutions.

Anna's third book, Nations Under God, examines why some churches have been able to wield enormous policy influence. Others have failed to do so, even in very religious countries. Where religious and national identities have historically fused, churches gained great moral authority, and subsequently covert and direct access to state institutions. It was this institutional access, rather than either partisan coalitions or electoral mobilization, that allowed some churches to become so powerful.

One of the hallmarks of successful democratization is programmatic party competition, whereby parties compete for office by offering distinct sets of policies to voters. However, there are signs across the advanced democracies of challenges, or alternatives, to policy competition. Elected officials rely on emotion, anti-system rhetoric, or identity to mobilize voters and make representative claims; further, affectively polarizated voters may care little about policy. This project develops a theory of programmatic decline, conceptualizing it as distinct from the typical programmatic-clientelistic dichotomy in comparative politics. It considers the limitations to programmatic competition, and bridges a gap between the study of party systems (focusing on what parties offer) and political behavior (focusing on how voters make choices). It develop potential indicators and measures of programmatic decline in the United States, with implications for the broader study of policy-based competition and democratic erosion.

She was an Eric and Wendy Schmidt Fellow at New America and is a non-resident fellow with the Carnegie Endowment for International Peace. She received a PhD in political science from Harvard University, an MSc in Economic and Social History from Oxford University, where she studied as a Marshall Scholar, and a BA from Emory University.
