Although the impact of foreign aid on governance and development has been widely debated, its effect on bureaucracies remains underexplored. This is significant as bureaucracies play a vital role in key functions of the state and can affect development and growth. CDDRL postdoctoral scholar Maria Nagawa addressed this gap in a recent research seminar examining how project aid impacts the incentives and efforts of bureaucrats in aid-receiving countries.

Aid projects have predetermined objectives, activities, timelines, and budgets that rely heavily on bureaucrats for implementation. Consequently, they can lead to a reallocation of bureaucrats’ time and effort away from core government duties. To explore these dynamics, it is important to consider bureaucrats’ preferences for work and how they allocate effort. In the context of aid, these preferences can relate to specific projects and organizational characteristics. Project preferences may include financial incentives, ownership over priorities, and discretion in implementation, while organizational preferences include exposure to donor funding, pay inequities, and coordination with peers. With these factors in mind, Nagawa conducted her study in Uganda, one of the top foreign aid recipients in Sub-Saharan Africa.

The study takes a mixed-methods approach, utilizing interviews, surveys, and survey experiments. Because data on bureaucrats who work on aid projects is virtually non-existent, primary data collection was vital to generating evidence on how aid reshapes bureaucracies. Nagawa conducted 64 semi-structured interviews across 14 central government ministries and agencies, finding that although bureaucrats are pro-socially motivated when they join government, donor-funded projects amplify the importance of financial incentives. These projects provide attractive allowances and other benefits, and while such rewards can drive bureaucrats’ effort on projects, they also create tensions among colleagues to the point of eroding collaboration within departments. This is in part because projects are selectively allocated under unclear criteria. Bureaucrats also highlighted how donor priorities often took precedence, making it harder for them to advance contextually appropriate policies.

Results from the survey of 559 mid-level bureaucrats across six ministries reinforced these findings. Nearly 70 percent of bureaucrats had worked on aid projects, and many observed that such projects increased inequalities in pay and opportunity within ministries. To further explore these dynamics, Nagawa conducted conjoint survey experiments, which confirmed that monetary gain was the strongest driver of effort on projects. Although bureaucrats had strong preferences for ownership and discretion, these factors did not influence their willingness to increase effort on projects.

Nagawa’s findings highlight how aid projects reshape bureaucrats’ incentives in ways that can negatively impact state capacity. Many civil servants value government service and prefer the autonomy of government funding, but the structure of project aid often pushes them to prioritize donor-funded projects over their governmental duties. This weakens the internal cohesion and collaboration necessary to maintain a robust government.

Nagawa underscored the need for increased donor coordination to reduce bureaucratic burden, alignment of aid with the budget cycle to ensure synergy between aid projects and government work, and focusing funding on scaling local priorities. The findings from this research provide an important roadmap for how to reform aid delivery and ensure aid supports rather than undermines government effectiveness as international development assistance undergoes unprecedented changes.

Oliver Kaplan is an Associate Professor at the Josef Korbel School of International Studies at the University of Denver. He is the author of the book, Resisting War: How Communities Protect Themselves (Cambridge University Press, 2017), which examines how civilian communities organize to protect themselves from wartime violence. He is a co-editor and contributor to the book, Speaking Science to Power: Responsible Researchers and Policymaking (Oxford University Press, 2024). Kaplan has also published articles on the conflict-related effects of land reforms and ex-combatant reintegration and recidivism. As part of his research, Kaplan has conducted fieldwork in Colombia and the Philippines.

Kaplan was a Jennings Randolph Senior Fellow at the U.S. Institute of Peace and previously a postdoctoral Research Associate at Princeton University and at Stanford University. His research has been funded by the Carnegie Corporation of New York, the International Committee of the Red Cross, the Smith Richardson Foundation, and other grants. His work has been published in The Journal of Conflict Resolution, Journal of Peace Research, Conflict Management and Peace Science, Stability, The New York Times, Foreign Affairs, Foreign Policy, CNN, and National Interest.

At the University of Denver, Kaplan is Director of the Korbel Asylum Project (KAP). He has taught M.A.-level courses on Human Rights and Foreign Policy, Peacebuilding in Civil Wars, Civilian Protection, and Human Rights Research Methods, and PhD-level courses on Social Science Research Methods. Kaplan received his Ph.D. in political science from Stanford University and completed his B.A. at UC San Diego.

Oren Samet is the Einstein Moos Postdoctoral Fellow at Stanford’s Center on Democracy, Development and the Rule of Law (2025-26) and will be an Assistant Professor of Political Science at Rice University beginning in 2026.

His research centers on the international dimensions of authoritarian politics and democratization, with a particular emphasis on opposition politics and a regional focus on Southeast Asia. His book project examines the success and strategies of opposition parties, focusing on the international activities of these actors in authoritarian contexts. Other work focuses on opposition competition in authoritarian elections, processes of autocratization, and contemporary challenges of international democracy promotion and governance aid. His academic work has been published in the American Journal of Political Science, Comparative Political Studies, and Political Communication, and his other writing has been published in outlets including Foreign Policy, Slate, and World Politics Review.

Before entering academia, Oren was based in Bangkok, Thailand, where he served as the Research and Advocacy Director of ASEAN Parliamentarians for Human Rights, working with politicians and civil society leaders across Southeast Asia. He previously worked as a Junior Fellow in the Democracy and Rule of Law Program at the Carnegie Endowment for International Peace. He holds a Ph.D. in Political Science from the University of California, Berkeley, and a B.A. from Princeton University’s School of Public and International Affairs.

Ukrainian leaders told a Stanford audience on February 23 that the Russian war against their country is not only about Ukrainian sovereignty but about the future of Europe and freedom and democracy in the world as autocratic regimes increasingly align against Western allies.

The Center on Democracy, Development and the Rule of Law hosted the two-hour panel discussion, “Two Years of War: Updates from Ukraine,” which featured CDDRL alums currently based in Ukraine. 

They included Oleksiy Honcharuk, a former prime minister of Ukraine and 2021 Bernard and Susan Liautaud Visiting Fellow at the Freeman Spogli Institute for International Studies (FSI); Serhiy Leshchenko, advisor to President Volodymyr Zelenskyy's Chief of Staff and an alumnus of the Draper Hills Summer Fellows program (now the Fisher Family Summer Fellows Program); Oleksandra Matviichuk, founder of the Center for Civil Liberties (co-recipient of the 2022 Nobel Peace Prize) and an alumna of the 2017-18 Ukrainian Emerging Leaders Program; and Oleksandra Ustinova, People’s Deputy of Ukraine and an alumna of the 2018-19 Ukrainian Emerging Leaders Program.

Reforms in Ukraine


Kathryn Stoner, Mosbacher Director of CDDRL, and Michael McFaul, director of the Freeman Spogli Institute for International Studies, served as moderators for the discussion. One year ago, with the same guests, CDDRL and FSI co-hosted a similar roundtable, the conversation of which had a different tone with more optimism.

In his opening remarks, McFaul asked the panelists for their responses to critics of U.S. military aid to Ukraine who claim Ukraine is corrupt, the money would be wasted, and that continued aid would only prolong an unwinnable war.

Matviichuk said that Ukraine has made many reforms over the last decade since the Revolution of Dignity in 2014. “Government is accountable. The judiciary is independent, and police do not kill students who are peacefully demonstrating. We have paid the highest price for this chance,” despite it being very difficult to implement far-reaching reforms during wartime.

Leshchenko said that the perception by some in the West that the war is “unwinnable” is inaccurate when viewed through a historical lens. “We are in 1941. We don't know what the result will be in the end. But we have to fight because if you don’t fight, the result will be horrible.”

Ustinova added, "Poland, or another country, will be next, and it may be a NATO country. And then the Americans would need to put boots on the ground and fight a European war again and lose thousands of your people.”

Russia has created a false narrative about Ukrainian corruption, she said. “What Ukraine was ten years ago and what Ukraine is now are two different countries. We have created very efficient new anti-corruption institutions, like our National Anti-Corruption Bureau, that are supported and highly admired by our international partners, including the United States. We have more than 600 cases in court against former state officials or existent state officials.”

We have to wake up. If the world doesn’t wake up, if the world does not understand that this is a war of autocracies and democracies, it’s going to be a very different war in a few years.

‘Our fight for freedom’


Matviichuk said delays in U.S. military aid are a major concern in Ukraine. “In this difficult situation, we have no other choice. Our people in Ukraine will continue our fight for freedom and democracy because if we stop fighting, there will be no more Ukrainians.”

Leshchenko said he had recently been in the Donetsk region, where he visited two Ukrainian brigades. He urged the continuation of American military assistance as the lack of support was affecting their troops.

“The general mood is quite uncertain,” he said. “The soldiers are really disappointed with the lack of ammunition for vehicles and artillery, which they need to attack Russian positions. Unfortunately, they cannot do so now — this lack of ammunition is crucial.” But he added, “We will keep fighting.”

Ustinova said the world has grown too comfortable in believing that Ukraine would prevail without ongoing support. 

“A year ago, when I was speaking on this same panel, I was very enthusiastic because we were planning the counteroffensive. We had been successful in getting some territories back, and I think the world was really clapping and standing behind Ukrainians for winning the war within the last year. It is very sad for me to say now from Kyiv that everything has changed,” she said.

Russia was the only country that ramped up its ammunition and weapons production over the past couple of years, she added. “Last year, they tripled the production of their ballistic and ultrasonic missiles.” 

Noting that Russia has kidnapped more than 20,000 Ukrainian children, Ustinova said, “This is not just a Ukrainian conflict. This is a much bigger deal we are looking at right now. We have Iran. We have North Korea. We have Russia standing on one side, and we have the Western world and democracy standing on the other side. I’m so sorry to say, but the first group is so far more efficient than the second one.”

She explained, “It’s much easier for autocracies and those regimes to be united and take the decisions to ramp up their production lines than for the Western democracies who have to debate and negotiate.”

Technology race, Ukrainian efficiencies


Honcharuk said the war has crystalized Ukraine’s focus on military efficiency. Last year, his teams completed about 2,000 combat missions and destroyed over 700 units of enemy military equipment. This year, they are planning for 20,000 combat missions.

“I believe Ukraine is already a trendsetter,” he said. “The technology race is very fast when you have a war. Day by day, you are trying to compete with the enemy, and Ukraine is forced to maintain this very high pace to survive. There is only one country that currently has the same high pace, and it may be even higher — that is Russia.”

He said that Russia already understands that Ukraine will not give up “I believe now Russia is trying to find other weak spots on democratic camp … It’s very sad if they are right. The whole free world is in a very dangerous situation because Russia learned their lessons very fast, and they are much more dangerous than they were a year or two ago.”

Yet Honcharuk described the Ukrainian army as the best army in the world to fight against Russia. “We understand both systems, NATO systems and post-Soviet systems, at the same time, and we can destroy and damage Russian forces with very few resources.”

Ustinova noted the grim irony of Russia chairing the United Nations Security Council. “The United Nations was invented to prevent the wars in the world. Russia is the number one terrorist in the world, and they are the chair of the Security Council of the United Nations?! Everybody pretends this to be okay?!”

The whole free world is in a very dangerous situation because Russia learned their lessons very fast, and they are much more dangerous than they were a year or two ago.

‘A hard war’


Stoner said that the Russian invasion has wrought significant damage on Ukraine as a country. “The World Bank estimated last year that it would cost over $411 billion for Ukrainian reconstruction, and I’m sure that number has increased rather dramatically in the last six or so months.”

In closing, McFaul told the panelists, “A lot of your friends are here in the audience. We miss you. We want you to come back. We want to celebrate victory. But we’re also worried about you. This is a hard war, and you are all very involved in everything in your own ways. I cannot believe you’re being so generous with your time with us as late as it is there.”

Stoner added, “This is not just a Ukrainian fight, it is. It is a fight for everyone, and thank you all for everything that you’re doing.”

A failure by the United States to continue military aid to Ukraine would put that country in the gravest peril and embolden Russia to launch more aggression against other European countries, Ukrainian leaders said last week during a discussion hosted by the Center on Democracy, Development and the Rule of Law.

Public Opinion in Palestine Before the Conflict

On the eve of Hamas’s October 7 attacks on Israel, Arab Barometer completed its 8th wave survey in Palestine. The findings offer unique insight into the views of ordinary Palestinians living in both the West Bank and Gaza.

In this event, guest speakers Amaney A. Jamal and Michael Robbins will provide an overview of the views of government, living conditions, views of the Israeli-Palestinian conflict, and international actors. This includes low levels of support for most existing political actors and increasingly difficult economic situations for Palestinians. Jamal and Robbins find that Palestinians want a peaceful solution and are wary of normalization that does not provide a solution to this broader problem. They find limited support for most international actors, but do find indications of which countries may be better placed to help bring an end to the conflict and work to rebuild Gaza once the conflict comes to an end.

Amaney Jamal

Amaney A. Jamal is Dean of the Princeton School of Public and International Affairs, the Edwards S. Sanford Professor of Politics, and Professor of Politics and International Affairs at Princeton University. Jamal also directs the Workshop on Arab Political Development and the Bobst-AUB Collaborative Initiative. She is the former President of the Association of Middle East Women’s Studies (AMEWS). The focus of her current research is on the drivers of political behavior in the Arab world, Muslim immigration to the US and Europe, and the effect of inequality and poverty on political outcomes. Jamal’s books include Barriers to Democracy (2007), which explores the role of civic associations in promoting democratic effects in the Arab world (winner of the 2008 APSA Best Book Award in comparative democratization). She is co-editor of Race and Arab Americans Before and After 9/11: From Invisible Citizens to Visible Subjects (2007) and Citizenship and Crisis: Arab Detroit after 9/11 (2009). Her most recent book, Of Empires and Citizens, was published by Princeton University Press (2012). Jamal is co-principal investigator of the Arab Barometer Project, winner of the Best Dataset in the Field of Comparative Politics (Lijphart/Przeworski/Verba Dataset Award 2010); co-PI of the Detroit Arab American Study, a sister survey to the Detroit Area Study; and senior advisor on the Pew Research Center projects focusing on Islam in America (2006) Global Islam (2010) and Islam in America (2017). Ph.D. University of Michigan. In 2005, Jamal was named a Carnegie Scholar.
 

Michael Robbins

Michael Robbins is the director and co-principal investigator of Arab Barometer. He has been a part of the research network since its inception and serving as director since 2014. He has led or overseen more than 100 surveys in international contexts and is a leading expert in survey methods on ensuring data quality. His work on Arab public opinion, political Islam, and political parties has been published in Comparative Political Studies, the Journal of Conflict Resolution, the Journal of Democracy and Foreign Affairs. He received the American Political Science Association Aaron Wildavsky Award for the Best Dissertation in the field of Religion and Politics.

Hicham Alaoui

Hicham Alaoui is the founder and director of the Hicham Alaoui Foundation, which undertakes innovative social scientific research in the Middle East and North Africa. He is a scholar on the comparative politics of democratization and religion, with a focus on the MENA region. In the past, he served as a visiting scholar and Consulting Professor at the Center for Democracy, Development and the Rule of Law at Stanford University. He more recently served as postdoctoral fellow and research associate at Harvard University. He was also Regents Lecturer at several campuses of the University of California system. Outside of academia, he has worked with the United Nations in various capacities, such as the peacekeeping mission in Kosovo. He has also worked with the Carter Center in its overseas missions on conflict resolution and democracy advancement. He has served on the MENA Advisory Committee for Human Rights Watch and the Advisory Board of the Carnegie Middle East Center. He served on the board of the Freeman Spogli Institute at Stanford University and has recently joined the Advisory Board of the Weatherhead Center for International Affairs at Harvard. He holds an A.B. from Princeton University, M.A. from Stanford University, and D.Phil. from the University of Oxford. His latest book is Pacted Democracy in the Middle East: Tunisia and Egypt in Comparative Perspective (Palgrave, 2022). His memoirs, Journal d'un Prince Banni, were published in 2014 by Éditions Grasset, and have since been translated into several languages. Her research on women and politics, public opinion, and survey methodology has appeared in Perspectives on Politics, International Journal of Public Opinion Research, Governance, and Foreign Affairs. Glenn E. Robinson is Professor of Defense Analysis at the Naval Postgraduate School (NPS) in Monterey, California, and is also affiliated with the Center for Middle Eastern Studies at the University of California at Berkeley.  He retired from NPS after 30 years in December 2021. He has authored or co-authored four books on Middle East politics as well as over 150 journal articles, book chapters, government reports and conference papers.  His most recent book, Global Jihad: A Brief History, was named by both Foreign Affairs and Foreign Policy as a "Best Book of 2021."  He has won awards for his teaching at both Berkeley and NPS.  Robinson has been active in policy work, especially for USAID and DOD, and in his professional work for the Middle East Studies Association (MESA) and (as a Founding Board Member and Treasurer) for the Association for Gulf and Arabian Peninsula Studies (AGAPS).

Sean Yom

Sean Yom is Associate Professor of Political Science at Temple University, Senior Fellow in the Middle East Program at the Foreign Policy Research Institute, and Non-Resident Senior Fellow at the Project on Middle East Democracy in Washington, DC.  He is a specialist on regimes and governance in the Middle East, especially in Arab monarchies like Jordan, Kuwait, and Morocco. His research engages topics of authoritarian politics, democratic reforms, institutional stability, and economic development in these countries, as well as their implications for US foreign policy. His publications include the books From Resilience to Revolution: How Foreign Interventions Destabilize the Middle East (Columbia University Press, 2016); the co-edited volume The Political Science of the Middle East: Theory and Research since the Arab Uprisings (Oxford University Press, 2022); and articles in print journals like Comparative Political Studies, European Journal of International Relations, Studies in Comparative International Development, and Journal of Democracy.

In February 1986, Scot Marciel was driving home after midnight and went past what he assumed was just another protest near military facilities in downtown Manila. The gathering, less than a year into his first overseas assignment with the Foreign Service, turned out to be the early days of the Philippine People Power revolution, leading to the end of the Ferdinand Marcos regime. This was just one of several times during his 35-year career in the State Department that Marciel would find himself witnessing historic moments in Southeast Asia and in the U.S. relationship with the countries of the region.

That illustrious career includes being the first U.S. diplomat to work in Hanoi since the end of the Vietnam War and serving as the first U.S. ambassador for ASEAN Affairs and as U.S. ambassador to Indonesia and Myanmar.

Marciel, Oksenberg-Rohlen Fellow at FSI and affiliated with APARC, has distilled his experiences and observations into his new book, Imperfect Partners: The United States and Southeast Asia (Shorenstein APARC/ Rowman & Littlefield, 2023). In it, he offers his on-the-ground account of the ups and downs of critical U.S. relationships in the region — focusing on the Philippines, Thailand, Vietnam, Cambodia, and Indonesia — and examines the role of ASEAN and China’s influence in Southeast Asia.

To mark the book’s release, we talked with Marciel about recent events in the region and his views on how the United States should approach Southeast Asian countries in the context of China’s efforts to sow closer ties with them. Watch the conversation:

A Return to the Philippines

The Philippines under President Ferdinand “Bong Bong” Marcos, Jr. is now allowing U.S. forces expanded access to four of its bases. Marciel, who first met Marcos, Jr. as the provincial governor of Ilocos Norte in 1985, expressed some surprise at the Philippine president’s rapid shift to strengthen the country’s alliance with the United States. He noted, however, that even in the last year of the Duterte presidency, which frequently was at odds with the United States, there was some recognition in the Philippines that the relationship with China wasn’t bearing the fruit that had been anticipated. Marciel also pointed out that the deal with the United States does not mean Marcos has abandoned China: he is still working on keeping the relationship with Beijing healthy and visiting Japan, another important partner.

Although there is some Philippine civil opposition to the renewed presence of U.S. forces, Marciel believes that the Enhanced Defense Cooperation Agreement (EDCA) will provide an opportunity for a “more modern and equal partnership,” and hopefully one that can supplant memories of the U.S. colonial history in the Philippines.

Southeast Asian Charm Competition?

As concern continues to rise about a possible invasion of Taiwan by the People’s Republic of China, some have questioned the effectiveness of the U.S. capability to compete with China, particularly in terms of a diplomatic offensive. Marciel responded to a recent New York Times article on U.S. and Chinese efforts to “woo” Indonesia. As China continues to seal trade deals in Southeast Asia, some of which are part of its Belt and Road Initiative, we asked whether the United States can compete with China’s free-flowing cash.

Marciel, taking a step back, cautions that “Indonesia is not a prize to be won,” and that we should not be “scoring diplomatic relations like a sporting event” when we look at improving ties with the countries of Southeast Asia. Indonesia, for example, has a long history with the Non-Aligned Movement, so while it attempts to attract foreign investment, it will resist aligning with any one major power. China tends to offer attractive investment packages with minimal conditions, but “you can’t always count on those investments to happen,” notes Marciel, and even when they do, there can be issues with corruption, as well as social and environmental consequences. The United States tries to put together investments that consider issues like labor and the environment, but Marciel believes that “sometimes we aim a little high” and the conditions make U.S. offerings less attractive.

[American diplomats] go to Southeast Asia, Indonesia or elsewhere and talk about China. These governments, these countries are fully aware of the pros and cons of working with China and the pros and cons of working with us. We don't need to teach them this.

The Continuing Crisis in Myanmar

We spoke with Marciel just after the second anniversary of the 2021 coup in Myanmar. He began his term as U.S. ambassador to that country in 2016, just before Aung Sang Suu Kyi’s new government was about to take office. As he puts it, it was a time of “euphoria,” not only in Myanmar but also in terms of U.S. hopes for democracy there. It turned out to be a difficult four years for Myanmar and Marciel, as the Rohingya crisis repeatedly erupted and the Myanmar military reacted with violent operations that drove hundreds of thousands of Rohingya out of Myanmar. As Marciel relates in his book, he soon found that even using the word “Rohingya” in U.S. embassy statements could create a diplomatic crisis.

Even with the horrific Rohingya genocide, Marciel cautiously notes that by 2020, when he left the country, most people in Myanmar had more opportunity and freedom under four years of a democratically elected government—the Rohingya themselves being the obvious exception. But in 2021, the “military coup basically eliminated that hope and opportunity.”

More and more Myanmar people are explicitly recognizing the legitimate grievances and the suffering of many of the ethnic minority populations, including the Rohingya, over the past years, and [there is] some recognition that they were fed a lot of propaganda for a long time…

Marciel doesn’t hold much hope for an end to the coup anytime soon, but he does see at least one “positive development” over the last two years. During the worst of the Rohingya crisis, many in the majority Bamar community did not believe the reports of massacres, or even worse, did not care. But now, after two years of military rule, “more and more Myanmar people are explicitly recognizing the legitimate grievances and the suffering of many of the ethnic minority populations, including the Rohingya, over the past years, and [there is] some recognition that they were fed a lot of propaganda for a long time about what was really happening.”

Establishing Relations with Vietnam

One of Marciel’s great success stories is the normalization of U.S. ties with Vietnam. It was an improbable success with any number of obstacles likely to prevent it from happening, not the least being the debate about the fate of U.S. prisoners of war and servicemen reported as missing in action. Saigon fell in 1975, and yet in 1995, just 20 years later, diplomatic relations were restored and the U.S. embassy opened in Hanoi.

According to Marciel, it took patience, pragmatism, but also the collapse of the Soviet Union and the end of the Cold War. No longer able to rely on Soviet help for their economy, the Vietnamese became more open to work with the United States, particularly on POW-MIA issues, allowing Vietnamese imprisoned in re-education camps to flee the country, and withdrawing Vietnamese forces from Cambodia.

Marciel sees the U.S.-Vietnam relationship today as a “good-news story” that shows the degree of progress that can be attained when two countries are willing to be rational and work together. The United States still has significant concerns about human rights in Vietnam yet “both sides have agreed to talk about that issue, but not let it define or limit the relationship excessively.”

How the United States Can Improve Relations in Southeast Asia

When pressed for a prescription on what the United States can do to further improve its relationships with the countries in the region, Marciel said, “In brief, show up and engage consistently, with humility, and with a focus on the countries that we’re talking to, not on China, because what they’re looking for, for the most part is, ‘Can we count on the United States being a long-term partner?’”

By ensuring the reliability of the partnership, countries in Southeast Asia have more freedom of maneuver, and they can, if necessary, be more capable to “make decisions China might not like.” The flip side of that—the failure to show up at presidential and high governmental levels, like what happened during the Trump administration—means “you’ve undone all the good that you had done in previous years by investing in those relationships.” The price of isolationism, of neglecting U.S. diplomatic relations in Southeast Asia, is that those countries lose confidence in the United States as a reliable partner.

About the book

Scot Marciel is widely considered the State Department’s top Southeast Asia hand, the result of decades of experience working in and on the region and the key role he has played in shaping and implementing U.S. policy. He was on the ground in the Philippines during the historic People Power revolt in the 1980s, became the first U.S. diplomat to serve in Hanoi in the early 1990s, was appointed the first U.S. ambassador to ASEAN in the 2000s, and spent the last 15 years twice serving as the State Department’s point person on Southeast Asia policy, and as U.S. ambassador to Indonesia and then to Myanmar during that country’s democratic experiment and its horrific ethnic cleansing of the Rohingya.

In a talk hosted by the Program on Arab Reform and Democracy on April 19, 2022, Erin A. Snider, Assistant Professor at Texas A&M University’s Bush School of Government and Public Service, discussed his latest book Marketing Democracy: The Political Economy of Democracy Aid in the Middle East (Cambridge University Press 2022).

During the event, co-sponsored by Stanford’s Abbasi Program in Islamic Studies and the Center for African Studies, Snider examined the construction and practice of democracy aid in Washington, D.C., and in Egypt and Morocco — two of the highest recipients of US democracy aid in the region. Her research shows how democracy aid can work to strengthen rather than challenge authoritarian regimes.
