In recent years the largest Muslim-majority country, Indonesia, has seen the growth of contrary trends: a peaceful movement for democracy led and supported mostly by Muslims but also incidents of terrorism and signs of paramilitarism linked mainly to radical Islamists. Prof. Hefner will examine the role of Indonesia's Islamic madrasas in both cases, assess the likely future of Indonesian Muslim politics, and explore the implications of Indonesia's experience for the wider Muslim world.

Robert W. Hefner has directed the program on Islam and civil society at Boston University since 1991. He has conducted research on religion and politics in Southeast Asia for over three decades, and has authored or edited a dozen books and several major policy reports. His most recent books include, Schooling Islam: The Culture and Politics of Modern Muslim Education (edited with Muhammad Qasim Zaman, Princeton University Press, 2007); ed., Remaking Muslim Politics: Pluralism, Contestation, Democratization (Princeton, 2005); and Civil Islam: Muslims and Democratization in Indonesia (Princeton, 2000). He is the invited editor of the sixth volume of the forthcoming New Cambridge History of Islam, Muslims and Modernity: Society and Culture since 1800, and is now writing a book for the Carnegie Corporation on Islamic education and democratization in Indonesia.

Robert William Hefner, professor of anthropology and associate director of the Institute on Culture, Religion, and World Affairs at Boston University, is the inaugural Lee Kong Chian NUS-Stanford Distinguished Fellow on Southeast Asia.

Professor Hefner has been associate director of the Institute on Culture, Religion, and World Affairs at Boston University, where he has directed the program on Islam and civil society since 1991. Hefner has carried out research on religion and politics in Southeast Asia for the past thirty years, and has authored or edited a fourteen books, as well as several major policy reports for private and public foundations. His most recent books include, Schooling Islam: The Culture and Politics of Modern Muslim Education (edited with Muhammad Qasim Zaman, Princeton 2007); ed., Remaking Muslim Politics: Pluralism, Contestation, Democratization (Princeton 2005), ed., and Civil Islam: Muslims and Democratization in Indonesia (Princeton 2000). Hefner is also the invited editor for the sixth volume of the forthcoming New Cambridge History of Islam, Muslims and Modernity: Society and Culture since 1800.

Hefner is currently writing a book on Islamic education, democratization, and political violence in Indonesia. The research and writing locate the Indonesian example in the culture and politics of the broader Muslim world. His book also revisits the the question of the role of religious and secular knowledge in modernity.

Hefner will divide his time between Boston University, the National University of Singapore, and Stanford, where he will teach a seminar during the spring quarter.

TAMARA COFMAN WITTES directs the Middle East Democracy and Development (MEDD) Project at the Saban Center for Middle East Policy, a regional policy center at The Brookings Institution. The MEDD Project conducts research into political and economic reform in the region and US efforts to promote democracy there. It also hosts visiting fellows from the Middle East.

Before joining the Saban Center in December 2003, Dr. Wittes served as Middle East specialist at the US Institute of Peace and previously as director of programs at the Middle East Institute in Washington. She has also taught courses in International Relations and Security Studies at Georgetown University. Dr. Wittes was one of the first recipients of the Rabin-Peres Peace Award, established by President Bill Clinton in 1997.

Dr. Wittes's forthcoming book is Freedom's Unsteady March: America's Role in Building Arab Democracy (Brookings Press). She is also editor of How Israelis and Palestinians Negotiate: A Cross-Cultural Analysis of the Oslo Peace Process (USIP, 2005). Her recent work includes "What Price Freedom? Assessing the Bush Administration's Freedom Agenda," and "Back to Balancing in the Middle East," co-authored with Martin Indyk. Her analyses of US democracy promotion, Arab politics, the Middle East peace process, and other policy topics have been published in the Washington Post, Policy Review, Political Science Quarterly, the American Interest, the Weekly Standard, and the Chronicle of Higher Education, among others. Dr. Wittes holds a B.A. in Judaic and Near Eastern Studies from Oberlin College; her M.A. and Ph.D. in Government are from Georgetown University. She is a member of the Council on Foreign Relations.

Less than 5% of the world's smokers live in the USA; nevertheless America plays a vital role in reducing the global tobacco epidemic. This is particularly important because the US, along with the United Kingdom, Japan and now China, is home to the global tobacco industry. Also, as markets have declined in the west, these transnational companies have looked towards developing countries for their future expansion and profits, with tactics including denial of the health evidence, pervasive promotion, and political and commercial pressures on governments in developing countries.

 

Along with other western countries, American governmental and non-governmental organisations, academic institutions and foundations, have offered assistance and expertise on a global scale, for example, the establishment of a science base, training, serving on international committees, funding world and regional conferences, and grants. The US-based international media have played an important role. The US has offered leadership in areas such as tobacco economics; some aspects of legislation like smoke-free areas in restaurants and bars; litigation; smoke-free movies; and publicising tobacco industry documents exposing information on industry tactics around the globe.

However, and importantly, the USA has not yet ratified the WHO Framework Convention on Tobacco Control (FCTC), now ratified by 149 countries.

Worldwide, systems are slowly being put into place that will eventually reduce the tobacco epidemic -- data are being collected, legislation and price policies implemented, and health education and cessation programmes introduced. Examples will be given of countries which have now implemented stronger tobacco control policies and programmes than those found in the USA.

He was born in a small and remote village in the Peruvian Andes, 12,000 feet above sea level. He is one of sixteen brothers and sisters from a family of extreme poverty. At the age of six, he worked as a street shoe shiner and simultaneously sold newspapers and lotteries to supplement the family income.

Thanks to an accidental access to education, Dr. Toledo was able to go from extreme poverty to the most prestigious academic centers of the world, later becoming one of the most prominent democratic leaders of Latin America. He is the first Peruvian president of indigenous descent to be democratically elected in five hundred years.

He received a BA from San Francisco University in Economics and Business Administration. From Stanford University, he received a MA in Economics of Human Resources, a MA in Economics, and a PhD in Economics of Human Resources.

Dr. Gary Mukai is Director of the Stanford Program on International and Cross-Cultural Education (SPICE). Prior to joining SPICE in 1988, he was a teacher in Gunma Prefecture, Japan, and in California public schools for ten years.

Gary’s academic interests include curriculum and instruction, educational equity, and teacher professional development. He received a bachelor of arts degree in psychology from U.C. Berkeley; a multiple subjects teaching credential from the Black, Asian, Chicano Urban Program, U.C. Berkeley’s Graduate School of Education; a master of arts in international comparative education from Stanford University’s Graduate School of Education; and a doctorate of education from the Leadership in Educational Equity Program, U.C. Berkeley’s Graduate School of Education.

In 1997, Gary was the first regular recipient of the Franklin Buchanan Prize from the Association for Asian Studies, awarded annually to honor an outstanding curriculum publication on Asia at any educational level, elementary through university. In 2004, SPICE received the Foreign Minister’s Commendation from the Japanese government for its promotion of Japanese studies in schools; and Gary received recognition from the Fresno County Office of Education, California, for his work with students of Fresno County. In 2007, he was the recipient of the Foreign Minister’s Commendation from the Japanese government for the promotion of mutual understanding between Japan and the United States, especially in the field of education. At the invitation of the Consulate General of the Republic of Korea, San Francisco, Gary participated in the Republic of Korea-sponsored 2010 Revisit Korea Program, which commemorated the 60th anniversary of the beginning of the Korean War. At the invitation of the Nanjing Foreign Languages School, China, he participated in an international educational forum in 2013 that commemorated the 50th anniversary of NFLS’s founding. In 2015 he received the Stanford Alumni Award from the Asian American Activities Center Advisory Board, and in 2017 he was awarded the Alumni Excellence in Education Award by the Stanford Graduate School of Education. Most recently, the government of Japan named him a recipient of the Order of the Rising Sun, Gold and Silver Rays.

He is an editorial board member of the journal, Education About Asia; advisory board member for Asian Educational Media Services, University of Illinois at Urbana-Champaign; board member of the Japan Exchange and Teaching Alumni Association of Northern California; and selection committee member of the Elgin Heinz Outstanding Teacher Award, U.S.–Japan Foundation.

Edward Miguel received his PhD at Harvard in 2000, the same year he joined UC Berkeley as an assistant professor. He was promoted to associate professor in 2005. He recently received the Kenneth J. Arrow Award for Best Paper in Health Economics for "Worms: Identifying Impacts on Education and Health in the Presence of Treatment Externalities" (with Michael Kremer), which appeared in Econometrica. He also was the recipient of the 2005 Sloan Fellowship. At Berkeley he has received the Best Graduate Adviser Award and the Distinguished Teaching Award.

Professor Miguel is co-editor of the Journal of Human Resources, associate editor of the Journal of Development Economics and Review of Economics and Statistics, director of the U.C. Berkeley Scientific Evaluation for Global Action program, co-organizer for Working Group in African Political Economy, associate director at CIDER, an NBER faculty research associate, a CEPR research fellow, a senior fellow at the Bureau for Research and Economic Analysis of Development, and a research affiliate at the MIT Poverty Action Lab. He also has worked as a consultant for non-governmental organizations on projects in Delhi, Kenya, Tanzania, and Sierra Leone.
