Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

Abstract:

Democracies are in danger. Around the world, a rising wave of populist leaders threatens to erode the core structures of democratic self rule. In the United States, the election of Donald Trump marked a decisive turning point for many. What kind of president calls the news media the “enemy of the American people,” or sees a moral equivalence between violent neo-Nazi protesters in paramilitary formation and residents of a college town defending the racial and ethnic diversity of their homes? Yet, whatever our concerns about the current president, we can be assured that the Constitution offers safeguards to protect against lasting damage—or can we?  How to Save a Constitutional Democracy mounts an urgent argument that we can no longer afford to be complacent. Constitutional rules can either hinder or hasten the decline of democratic institutions. The checks and balances of the federal government, a robust civil society and media, and individual rights—such as those enshrined in the First Amendment—do not necessarily succeed as bulwarks against democratic decline. Rather, the sobering reality for the United States is that, to a much greater extent than is commonly realized, the Constitution’s design makes democratic erosion more, not less, likely. But we—and the rest of the world—can do better. The authors conclude by laying out practical steps for how laws and constitutional design can play a more positive role in managing the risk of democratic decline.

Tom Ginsburg is Leo Spitz Professor of Law, University of Chicago, and a professor of political science.  He is also director of the Comparative Constitutions Project   He focuses on comparative and international law from an interdisciplinary perspective. He holds BA, JD, and PhD degrees from the University of California at Berkeley. His books include Judicial Review in New Democracies (2003), which won the C. Herman Pritchett Award from the American Political Science Association; The Endurance of National Constitutions (2009), which also won a best book prize from APSA; Constitutions in Authoritarian Regimes (2014); and Law and Development in Middle-Income Countries (2014)..

Abstract:

The recent surge in nationalism and tribalism brings renewed salience to questions of identity within and across borders. Notably, it exposes the tension between bounded social identities, on the one hand, and universalist yearnings and commitments, on the other. Liberal democracy—and the ostensible universalism on which it is based—is struggling to resolve this tension. I turn instead to the cosmopolitan tradition. I argue that cosmopolitanism—and a genuinely cosmopolitan (i.e., unbounded) social identity, in particular—represents not just an extension of scope from the national to the global, but a qualitative shift that permeates all identities, and serves to fundamentally protect and liberate particularist attachments from their otherwise inherent instabilities and contradictions. On this view, the promise of cosmopolitanism does not rest exclusively in what it can deliver beyond our borders, but also in its potential to fundamentally recast social identities within boundaries, resolving crises of identity at all levels of society.

Abstract:

Venezuela finds itself mired in an unprecedented economic and political crisis. The economy has contracted nearly 50% since President Maduro took office in 2013, oil production has declined to levels below those last seen in 1950, and inflation has reached an estimated annual rate of over 1.3 million percent. Millions have fled abroad in search of a better life, making Venezuela’s migration crisis the second worst in the world after Syria’s. In 2019, the ruling Maduro regime faces new challenges at home from an opposition that has declared it illegitimate, and from abroad due to diplomatic non-recognition by over 50 governments and the imposition of U.S. sanctions on the Venezuelan oil industry. This talk will examine the apparently intractable political and economic crisis facing Venezuela, the role of the military in keeping the present government in power, and the impact of the latest domestic and international pressures on the Maduro regime

Harold Trinkunas is the Deputy Director of and a Senior Research Scholar at the Center for International Security and Cooperation at the Freeman Spogli Institute for International Studies at Stanford University. Prior to arriving at Stanford, Dr. Trinkunas served as the Charles W. Robinson Chair and senior fellow and director of the Latin America Initiative in the Foreign Policy program at the Brookings Institution. His research focuses on issues related to foreign policy, governance, and security, particularly in Latin America. Trinkunas has written on emerging powers and the international order, ungoverned spaces, terrorism financing, borders, democratic civil-military relations, drug policy and Internet governance. He received his doctorate in political science from Stanford University in 1999. He was born in Maracaibo, Venezuela.

Abstract:

This talk develops a framework to analyze how strategic politicians make tradeoffs and prioritize among six objectives (winning and staying in office, “good policy”, institutional power, career advancement, personal gain, and historical legacy) in particular situations. It focuses on the nature of the political vehicles (notably parties) within which politicians operate and broader political opportunity structures as determinants of how objectives are prioritized and strategic choices are made. While drawing evidence from a variety of political systems, the empirical focus will be on social policy choices in advanced industrial countries.

The most violent places in the world today are not at war. Brazil has had more violent death than Syria for the last three years. More people have died in Mexico in the last decade than in Iraq and Afghanistan combined. The world's worst violence is rooted in highly unequal, highly polarized democracies that are buckling under a maelstrom of gangs, organized crime, political conflict, and state brutality. Such devastating violence can feel hopeless, yet some places--from Colombia to the Republic of Georgia--have been able to recover. 

A Savage Order uncovers what makes these locales so bloody - including the U.S., which includes four of the world's fifty most violent cities. It then charts how they can get better. Based on years of research and field work around the world, A Savage Order overturns much conventional wisdom about the causes of bloodshed, and how the most violent places in the world can recover.

Dr. Rachel Kleinfeld advises governments, philanthropists, and activists on how democracies make major social change. As a senior fellow at the Carnegie Endowment for International Peace, she particularly focuses on countries facing violence, corruption, and other problems of poor governance.

In 2010, Time magazine named her one of the top 40 political leaders under 40 in America for her decade of work as the founding CEO of the Truman National Security Project, which assisted scores of national, state, and local political campaigns, advocated for legislation, and fostered a new generation of military veterans and national security leaders to advance policies that would enhance global security, democracy, and human dignity. In 2011, former secretary of state Hillary Clinton appointed Kleinfeld to the Foreign Affairs Policy Board, which advises the secretary of state quarterly, a role she served through 2014. In 2015, she was named a Young Global Leader of the World Economic Forum.

Kleinfeld is the author of three books, including A Savage Order: How the World’s Deadliest Countries Can Forge a Path to Security (Knopf, 2018). Her previous book, Advancing the Rule of Law Abroad: Next Generation Reform (Carnegie, 2012), was chosen by Foreign Affairs magazine as one of the best foreign policy books of 2012. She appears frequently in the media, from the Wall Street Journal and the New York Times, to the BBC, Fox & Friends, and radio and television in the U.S. and overseas.

Kleinfeld received her B.A. from Yale University and her M.Phil. and D.Phil. from Oxford University, where she was a Rhodes scholar. She lives with her husband and two daughters in New Mexico and works in Washington, D,C., but hearkens often to the log house on a dirt road where she was raised in her beloved Fairbanks, Alaska

An estimated 210,000 girls may have “gone missing” due to China’s “Later, Longer, Fewer” campaign, a birth planning policy predating the One Child Policy, according to a new study led by Stanford Health Policy researchers published by the Center for Global Development.

The study looked at hundreds of thousands of births occurring before and during the “Later, Longer, Fewer” policy to measure its effect on marriage, fertility, and sex selection behavior. The policy, which began in the 1970s and preceded China's One-Child Policy, promoted later marriage, longer gaps between successive children, and having fewer children to cut the country's population. The study emphasizes that because this policy existed before ultrasound technology was widely available — and therefore before selective abortion was an option — these missing girls must have been due to postnatal neglect of infant girls, or in the extreme, infanticide.

The authors of the new study are Grant Miller, director of the Stanford Center on Global Poverty and Development, a core faculty member at Stanford Health Policy and senior fellow at the Freeman Spogli Institute for International Studies; Kimberly Babiarz, a research scholar at Stanford Health Policy; Paul Ma and Shige Song.

The researchers found that China’s “Longer, Later, Fewer” population control policy reduced total fertility rates by 0.9 births per woman and was directly responsible for an estimated 210,000 missing girls countrywide. The phenomenon of “missing girls” widely recognized in later years under the One Child Policy is largely thought due to sex-selective abortion after ultrasound technology spread across China.

“Prior research has shown that sex ratios rose dramatically under China's One-Child Policy, leading to stark imbalances in the numbers of men and women. But we’re finding that girls went missing earlier than previously thought, which can in part be directly attributed to birth planning policy that predates the One-Child Policy,” said Grant Miller, a senior fellow at the Stanford Institute for Economic Policy Research and a non-resident fellow at the Center for Global Development.

The top findings of the study include:

  • The birth planning policy reduced fertility by 0.9 births per woman, explaining 28 percent of the overall decline during this period.

  • The Later, Longer, Fewer policy is responsible for a roughly twofold increase in the use of “fertility stopping rules,” the practice of continuing to have children until the desired number of sons is achieved.

  • The Later, Longer, Fewer policy is also responsible for an increase in postnatal neglect, from none to 0.3 percent of all female births in China during this period.

  • Sex selection behavior was concentrated among couples with the highest demand for sons (couples that have more children but no sons), with sex ratios reaching 117 males per 100 female births among these couples.

“Population control strategies can have unforeseen consequences and human costs,” Miller said. “At the same time, as China debates the future of birth planning policies, it’s also important to note that family planning policy does not appear to be the largest driver of fertility.”

This seminar features two scholars discussing their research on health, retirement, and long-term care in China and Singapore. First Dr. Zhou discusses her co-authored study “Health Care Utilization at Retirement: Evidence from Urban China,” which explores the causal effect of retirement on health care utilization among urban workers using medical claims data and employing a regression discontinuity design based on mandatory retirement ages. The results show that retirement significantly increases outpatient care utilization, in part because of lower patient cost sharing and reduced opportunity cost of time after retirement.

Professor Chia will then discuss innovative policy responses in Singapore to finance the retirement and healthcare needs of its aging population. One component of her research uses actuarial modelling and simulations to explore the adequacy of the long-term care (LTC) insurance program in Singapore, also known as ElderShield, for reducing LTC cost. Dr. Chia will also discuss retirement adequacy, taking into consideration the unique housing finance mechanisms in Singapore and other social measures. Singapore also introduced healthcare policies targeted at specific cohorts and trust funds to enhance social protection.  The Pioneer Generation Fund of S$8 billion was earmarked to subsidize healthcare costs for the pioneer generation (cohorts aged 65 and above in 2014).  Simulation studies show that the adequacy of the pioneer generation fund depends on healthcare cost inflation and market performance of funds.  Most recently, a trust fund of S$6.1bn will be set up to prefund healthcare subsidies for the Merdeka Generation (those born in the 1950s).  Besides, a total of S$5.1 billion will go to a new LTC Support Fund that will help fund subsidies for long term care support measures.  This measure will improve the adequacy of the LTC Insurance.   Financing healthcare needs by setting aside funds, while innovative, is sustainable.  However, pre-funding social protection for subsequent cohorts can be challenging amidst an ageing populace and economic challenges.

Dr Ngee-Choon Chia is an Associate Professor in the Department of Economics at the National University of Singapore (NUS).  She is concurrently Director of the Singapore Centre of Applied and Policy Research (SCAPE) and Co-director of the Next Age Institute at NUS.  She is the Co-editor of the Singapore Economic Review. Her research interests include pension economics, health economics and the fiscal impacts of ageing.  She has consulted for major international agencies such ADB, ADBI, IDRC and the World Bank.  She has also conducted collaborative research on social security with government agencies in Singapore.

She serves as an Associate Professor in the University of International Business and Economics in Peking, China. Her research interests include Health Economics, Public Health, and Applied Econometrics. She is mainly focused on the study of Chinese health insurance and policy evaluation. She was awarded the "Australia-APEC Women in Research" fellowship and conducted a project entitled "Social Security Systems in Relation to Healthcare Utilization and Health Behaviors in Australia" in 2017. Her work at Stanford is to collaborate with Prof. Karen Eggleston to study the integration of urban-rural health insurance systems in China and other relative topics.

In September 2018, Shinzo Abe won a party election, thereby securing his third consecutive term as president of Japan’s Liberal Democratic Party and getting closer to becoming the longest-serving prime minister in the country’s postwar history. With his current administration now in its seventh year, Abe looks likely to continue implementing the economic policies he started in 2012, dubbed "Abenomics” and based upon “three arrows” of bold monetary policy, flexible fiscal policy, and structural reform to promote private investment.

Seven years in, with growth visible in many measures of the Japanese economy, has Abenomics truly succeeded? Are there, in fact, shortcomings that the administration needs to address before taking the proverbial victory lap, as Abe is considering the legacy he will leave behind? What are the most important challenges facing the Japanese economy in the near future?

These questions were the focus of an expert panel that APARC’s Japan Program recently hosted at Stanford. The event gathered five experts to go beyond the readily apparent successes of Abenomics in order to examine some of its potential shortfalls.

Takeo Hoshi, director of the Japan Program and moderator for the panel, opened the session by recounting many of the acheivements made by Abenomics: the country’s economy was experiencing its longest expansion in the postwar period—73 months and counting; real GDP was increasing; and the unmployment rate had fallen below 2.5%, with significant growth in female workforce participation.

And yet by other measures, Abenomics could be viewed as having missed several of its major goals. Inflation remains around 0.5%, and even after extending the target date from 2020 to 2025, it appears unlikely that the Japanese government can achieve primary balance. Additionally, and even though the government changed the way it calculated nominal GDP (leading to a possibly-inflated bump), the economy was still unlikely to reach the target goals of 600 trillion yen GDP along with 3% nominal growth and 2% real growth as set by Abenomics.

Joshua Hausman, assistant professor of public policy and of economics at the University of Michigan, discussed Abenomics targets for inflation. Hausman explained to the audience that Abenomics expressed goal of raising inflation was meant to achieve three benefits. First, GDP would see growth due to increased domestic spending ahead of inflation. Second, by raising nominal interest rates above 0%, the Bank of Japan would have more leeway to lower rates during a recession. And third, raising the rate of inflation would help erode Japan’s substantial government debt.

However, argued Hausman, while the Bank of Japan was hopeful that their actions would encourage businesses to raise prices, there has yet to be a significant change in the inflation figure. And while there has been growth in the GDP, the amount of change mirrors that of the period between 1993 and 2007, well before Abenomics. The Bank of Japan, concluded Hausman, desserves credit for what it has achieved, but should consider alternative courses of action.

Takatoshi Ito, professor of international and public affairs at Columbia University, noted that the Abe administration was also unlikely to achieve its goal of a primary balance in the next six years. Even after raising the consumption tax in 2014 (and with indications that another tax hike would occur in October of this year), the mark was unlikely to be achieved, because even as tax revenue were increasing, so too were expenditures made by the Abe government.

Another impact area of Abenomics, and focus of previous events by the Japan Program, is “womenomics,” or the economic policies’s influence on women’s presence and roles in the workforce. Nobuko Nagase, professor of labor economics and social policy at Ochanomizu University, Japan, shared several of the ways in which the administration appeared to be successfully addressing gender inequality in the economy. One big achievement has been the increase in the number of female university graduates who have children and are able to obtain better-paying jobs. Previously, as little as 30% of the female workforce in Japan remained employed following either marrage or a first child; the present figure has risen to 48%. And while across all management levels the growth of women has been relatively flat, among the middle and lowest tier management positions, there have been modest improvements in female representation.

Nagase noted, however, that there was still much to be done. Abenomics has not been successful in increasing the participation of fathers in childcare. Additionally, while both men and women had seen reductions in the long work hours for which Japan is notorious, improvement in narrowing the gender pay gap has been slow, especially in large-size firms. The most important challenges, said Nagase, are reforming the japanese labor practice of long-term employment and the seniority-based pay system, changing household models from full-time working husband and dependent housewives to double income households with children, and re-regulating labor rules to protect non-standard employees.

Panelist Steven Vogel, professor of Asian studies and of political science at the University of California, Berkeley, considered the extent to which the third arrow of Abenomics has hit the mark. He suggested that the Japanese government had succumbed to the ideological trap that regulations were a hindrance to the markets. Before Abe, explained Vogel, deregulation models had led to increases in non-regular work, expansion in inequality, and lower overall consumption. And while under Abe there was a continuation of appetite for deregulation—for example, the establishment of 10 dereguation zones over several cities—there is some evidence, albeit mixed, of it having a positive impact: profits are up, but capital investment and labor’s share of income are both down.

“Don’t expect huge economic impact from deregulation per se,” noted Vogel. Japan needs to improve its model of corporate governance, and it needs labor market reform, he concluded.
