Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

Abstract
The Internet is now approaching near-ubiquity as a method for gathering, distributing and obtaining the news. Over the last decade, social tools and websites built in Silicon Valley have come to dominate that conversation. The use of those tools, the Net and the nature of online journalism varies wildly from country to country. Danny O'Brien of the Committee to Protect Journalists discusses how those tools are used by journalists and their sources in dangerous conditions, and what technologists can learn about the future from these edge cases.

Danny O'Brien is CPJ's Internet Advocacy Coordinator. He has spent over twenty years documenting and explaining the growth of the Internet and new media and its effect on free expression and society. He has written articles for Wired, New Scientist, the Guardian, and TV shows for the BBC. Prior to joining CPJ last year, O'Brien was International activist for the original Internet freedom organization, the Electronic Frontier Foundation, and was a founder of the British pressure group, the Open Rights Group. Abstract 
There will be a discussion of two different examples of liberation technology, one used to collect and protect human rights data, and the other used to analyze it. Martus is a software program that encrypts and remotely backs up data, designed for and used widely by human rights monitors and advocates to protect witness reports and other sensitive human rights data. the focus will be on the security design of Martus and how we addressed the inevitable tradeoffs with usability, as well as the reasons for and consequences of our choice to make Martus free and open source. The legitimacy of human rights advocates is based on their claim to speak truth about a human rights situation, but our ability to know the truth of what is happening on the ground is often severely limited. Founding conclusions on anecdotes or observable events alone can misinterpret both trends over time and the relative distribution of violence with respect to regions, ethnicity or perpetrators. Through the careful application of rigorous statistical methods, the limitations of incomplete data can sometimes be overcome, enabling scientifically-based claims about the total extent and patterns of human rights violations. Also discussed will be how this kind of analysis is enabled by technology, including computational statistical methods, and tools like R and version control to make the analysis auditable and replicable.

Jeff Klingner is a computer scientist with the Human Rights Data Analysis Group at Benetech, where he codes and runs data analysis addressing a variety of human rights questions, including command responsibility of high-level officials in Chad and Guatemala, and mortality estimation in several countries, including India, Sierra Leone, and Guatemala. His technical focus is on data deduplication, machine learning, data visualization, and analysis auditability and replicability. He earned a Ph.D. in Computer Science from Stanford University.

C. Jason Wang, M.D., Ph.D. is a Professor of Pediatrics and Health Policy and director of the Center for Policy, Outcomes, and Prevention at Stanford University.  He received his B.S. from MIT, M.D. from Harvard, and Ph.D. in policy analysis from RAND.  After completing his pediatric residency training at UCSF, he worked in Greater China with McKinsey and Company, during which time he performed multiple studies in the Asian healthcare market. In 2000, he was recruited to serve as the project manager for the Taskforce on Reforming Taiwan's National Health Insurance System. His fellowship training in health services research included the Robert Wood Johnson Clinical Scholars Program and the National Research Service Award Fellowship at UCLA. Prior to coming to Stanford in 2011, he was an Assistant Professor of Pediatrics and Public Health (2006-2010) and Associate Professor (2010-2011) at Boston University and Boston Medical Center. 

Among his accomplishments, he was selected as the student speaker for Harvard Medical School Commencement (1996).  He received the Overseas Chinese Outstanding Achievement Medal (1996), the Robert Wood Johnson Physician Faculty Scholars Career Development Award (2007), the CIMIT Young Clinician Research Award for Transformative Innovation in Healthcare Research (2010), and the NIH Director’s New Innovator Award (2011). He was recently named a “Viewpoints” editor and a regular contributor for the Journal of the American Medical Association (JAMA).  He served as an external reviewer for the 2011 IOM Report “Child and Adolescent Health and Health Care Quality: Measuring What Matters” and as a reviewer for AHRQ study sections.

Dr. Wang has written two bestselling Chinese books published in Taiwan and co-authored an English book “Analysis of Healthcare Interventions that Change Patient Trajectories”.  His essay, "Time is Ripe for Increased U.S.-China Cooperation in Health," was selected as the first-place American essay in the 2003 A. Doak Barnett Memorial Essay Contest sponsored by the National Committee on United States-China Relations.

Currently he is the principal investigator on a number of quality improvement and quality assessment projects funded by the Robert Wood Johnson Foundation, the National Institutes of Health (USA), Health Resources and Services Administration (HRSA), and the Andrew T. Huang Medical Education Promotion Fund (Taiwan).

Dr. Wang’s research interests include: 1) developing tools for assessing and improving the quality of healthcare; 2) facilitating the use of innovative consumer technology in improving quality of care and health outcomes; 3) studying competency-based medical education curriculum, and 4) improving health systems performance.

Dr. Lee Sanders is a general pediatrician and Professor of Pediatrics at the Stanford University School of Medicine, where he is Chief of the Division of General Pediatrics. He holds a joint appointment in the Center for Health Policy in the Freeman Spogli Institute for International Studies, where he is a co-director of the Center for Policy, Outcomes and Prevention (CPOP).

An author of numerous peer-reviewed articles addressing child health disparities, Dr. Sanders is a nationally recognized scholar in the fields of health literacy and child chronic-illness care.  Dr. Sanders was named a Robert Wood Johnson Foundation Generalist Physician Faculty Scholar for his leadership on the role of maternal health literacy and English-language proficiency in addressing child health disparities.  Aiming to make the US health system more navigable for the one in 4 families with limited health literacy, he has served as an advisor to the Institute of Medicine, the Centers for Disease Control and Prevention, the Food and Drug Administration, the American Academy of Pediatrics, the Academic Pediatric Association, and the American Cancer Society.  Dr. Sanders leads a multi-disciplinary CPOP research team that provides analytic guidance to national and state policies affecting children with complex chronic illness – with a focus on the special health-system requirements that arise from the unique epidemiology, care-use patterns, and health-care costs for this population.  He leads another CPOP/PCOR-based research team that applies family-centered approaches to new technologies that aim to improve care coordination for children with medical complexity.    Dr. Sanders is also principal investigator on two NIH-funded studies that address health literacy in the pediatric context: one aims to assess the efficacy of a low-literacy, early-childhood intervention designed to prevent early childhood obesity; the other aims to provide the FDA with guidance on improved labeling of pediatric liquid medication.  Research settings for this work include state and regional health departments, primary-care and subspecialty-care clinics, community-health centers, WIC offices, federally subsidized child-care centers, and family advocacy centers.

Dr. Sanders received a BA in History and Science from Harvard University, an MD from Stanford University, and a MPH from the University of California, Berkeley.  Between 2006 and 2011, Dr. Sanders served as Medical Director of Children’s Medical Services South Florida, a Florida state agency that coordinates care for more than 10,000 low-income children with special health care needs.  He was also Medical Director for Reach Out and Read Florida, a pediatric-clinic-based program that provides books and early-literacy promotion to more than 200,000 underserved children.  At the University of Miami, Dr. Sanders directed the Jay Weiss Center for Social Medicine and Health Equity, which fosters a scholarly community committed to addressing global health inequities through community-based participatory research.  At Stanford University, Dr. Sanders served as co-medical director of the Family Advocacy Program, which provides free legal assistance to help address social determinants of child health.

Fluent in Spanish, Dr. Sanders is co-director of the Complex Primary Care Clinic at Stanford Children’s Health, which provides multi-disciplinary team care for children with complex chronic conditions.  Dr. Sanders is also the father of two daughters, aged 11 and 14 years, who make sure he practices talking less and listening more.

A police “encounter killing,” or simply “encounter,” is a term with no legal validity but which has seeped via the media into Indian English so surely that it has acquired a life of its own. It refers to a face-to-face interaction between the police and suspects leading to the killing of the suspects. While intended to convey serendipity, encounter killings in reality are often pre-planned executions by police or security agencies. First used against Maoists in the 1970s, and counterinsurgents in the Northeast and Kashmir, executions as unstated state policy were perfected in dealing with Sikh militant groups in the 80s and 90s. The ‘Punjab solution’, as it came to be known, became the model for the internal security establishment. Mumbai’s underworld was reined in through a series of high profile encounter killings—much celebrated in the popular media for imposing order into the urban anarchy that the gang-wars were breeding. Indeed, this became the preferred quick-fix method of dealing with a range of ‘undesirables’, from petty criminals to gangsters, to alleged terrorists and separatists. But more often than not, those lumped together as ‘encounterables’ were simultaneously marked out through their caste, ethnic and religious affiliations. The talk will discuss the history of fake encounters in India and the role of the media and judiciary in dealing with them.

Manisha Sethi is Assistant Professor at the Centre for the Study of Comparative Religions and Civilizations, Jamia Millia Islamia, New Delhi. Her research interests are in the area of gender and religion, communalism, and law and terrorism. She has published extensively on these themes in academic as well as popular publications. She is currently Associate Editor, Biblio: A Review of Books, India’s premier book review journal, with which she has been associated for over a decade. Sethi is the President of the Jamia Teachers' Solidarity Association, which has been closely involved in a campaign against extra judicial killings. Her book, Escaping the World: Chastity, Power and Women’s Renunciation among Jains, Routledge India, is due later this year.

Russia has had a long history of opposing US missile defense activities. Most recently, Russian concern focused on the alleged capability of the "third site" to intercept Russian ICBMs. The "third site" was a plan to place 10 ground-based interceptors in Poland and a large X-band radar in the Czech Republic proposed by the Bush Administration prior to its cancellation in 2009 by the Obama Administration. Now this same Russian concern has arisen regarding phases III and IV of the Phased Adaptive Approach to European missile defense proposed by the Obama Administration. This talk will assess the extent to which Russian concerns are valid in military/technical terms.


Speaker Biography:

Dean Wilkening is a Senior Research Scientist at the Center for International Security and Cooperation at Stanford University. He holds a Ph.D. in physics from Harvard University and worked at the RAND Corporation prior to coming to Stanford. His major research interests include nuclear strategy and policy, arms control, the proliferation of nuclear and biological weapons, bioterrorism, ballistic missile defense, and energy and security. His most recent research focuses on the broad strategic and political implications of ballistic missile defense deployments in Northeast Asia, South Asia and Europe. Prior work focused on the technical feasibility of boost-phase ballistic missile defense interceptors. His recent work on bioterrorism focuses on understanding the scientific and technical uncertainties associated with predicting the outcome of hypothetical airborne biological attacks and the human effects of inhalation anthrax, with the aim of devising more effective civil defenses. He has participated in, and briefed, several US National Academy of Science committees on biological terrorism and consults for several US national laboratories and government agencies.

Jae-Seung Lee is a visiting scholar with the Korean Studies Program (KSP) for the 2011–12 academic year, and he is also currently a professor of international studies at Korea University. Before joining the faculty of Korea University, he served as a professor at the Institute of Foreign Affairs and National Security (IFANS) and at the Ministry of Foreign Affairs and Trade.

As a scholar in international political economy, Lee has authored a number of books and articles on Korea, East Asia, and Europe. His current research also includes the energy security and energy diplomacy of Korea, among others. During his time with KSP, he will conduct a research project on the geopolitics of East Asian energy relations.

Lee is currently an editor-in-chief of the Korea Review of International Studies and he also serves as a member of the Policy Advisory Board of the Presidential Secretariat (Foreign and Security Affairs) and as vice director of Ilmin International Relations Institute (IIRI). He was selected as an Asia Society Young Leader in 2006 and as a Young Leader by the InterAction Council, a group of former heads-of-state, in 2008. He has contributed op-ed articles to major Korean newspapers and has commented on international affairs for BBC, CNN, and Korean broadcast stations.

Lee holds a BA in political science from Seoul National University (1991), and an MA (1993) and PhD (1998) in political science from Yale University. He also earned a certificate from the Institut D’Etudes Politiques de Paris (1995). He has taught at Yale University and Seoul National University.

Antibiotics have represented the primary line of defense for treating bacterial infections since 1935 when the first sulfur-containing compounds were introduced. Many antibiotic compounds are produced naturally by microorganisms while some more recently developed antibiotics are chemically designed based on a knowledge of susceptible biochemical pathways or physiological processes in pathogenic bacteria. Ciprofloxacin (“cipro”), a synthetic broad-spectrum antibiotic, functions by interfering with DNA replication.

Increased use and mis-use of antibiotics has led to increased numbers of pathogenic bacteria that are resistant to one or more antibiotics. Some resistant microbes possess mechanisms that allow continued growth in the presence of multiple antibiotics. These multiply drug-resistant pathogenic bacteria may also possess pathogenic properties that result in significantly more severe disease than their drug-sensitive cousins. Medical misuse of antibiotics – prescribing antibiotics for viral infections, failure of patients to complete treatment with the full regiment of antibiotics, or application of antibiotics based on inaccurate or incomplete tests can lead to selection of antibiotic resistant bacteria that can then cause infections that cannot be treated with the antibiotic(s) to which they are resistant. Multiple drug resistance can quickly reduce or eliminate all antibiotic-based treatment options. Infections caused by antibiotic resistant bacteria are very difficult to treat and can sometimes lead to death of the patient.

Antibiotic resistance can also result from selection based on exposure to antibiotics present in the environment. More than 70% of the antibiotics sold in the U.S. are used as supplements to animal feed. The intestinal bacteria in the animals provided with such feed often show resistance to the antibiotics in the feed and, in some documented cases, have transferred this resistance to pathogenic microbes with which they share the environment.

A brief of history of antibiotic use and the medical and public policy factors that are, in part, responsible for increased antibiotic resistance in pathogenic microbes and for a decrease in the development of new antibiotics will be presented. An introduction to new directions that are being taken to develop a next generation of antibiotic compounds will also be provided.


Speaker Biography:

Paul Jackson received his Bachelor's of Science degree from the University of Washington in Cellular Biology and his Ph.D. from the University of Utah in Molecular Biology. He became a CISAC Visiting Scholar in September 2011. He was previously a CISAC affiliate.

For the past 18 years he has been studying bacterial pathogens, first working to develop DNA-based methods of detecting these microbes and their remnants in environmental and laboratory samples, then developing methods to differentiate among different strains of the same pathogenic species. Research interests include the study of different methods of interrogating biological samples for detection and characterization of content, and development of bioforensic tools that provide detailed information about biothreat isolates including full interrogation of samples for strain content and other genetic traits.

Methods he developed have been applied to forensic analysis of samples and aid in identifying the source of disease outbreaks. He contributed to analysis of the Bacillus anthracis present in the 2001 Amerithrax letters and conducted detailed analyses of human tissue samples preserved from the 1979 Sverdlovsk anthrax outbreak, providing evidence that was inconsistent with Soviet government claims of a natural anthrax outbreak.

His current work continues to focus on development of assays that rapidly detect specific signatures including antibiotic resistance in threat agents and other pathogens. More recent activities include identification and characterization of new antimicrobial compounds that are based on the pathogens' own genes and the products they encode. These include development of such materials as therapeutic antimicrobials, their application to remediate high value contaminated sites and materials, and their use to destroy large cultures and preparations of different bacterial threat agents. Efforts to address issues of antibiotic resistance and treatment of resistant organisms have recently been expanded to look at non-threat agent pathogens that cause problematic nosocomial or community-acquired infections of particular interest to the military.

Paul spent 24 years as a Technical Staff Member at Los Alamos National Laboratory where he was heavily involved in development of the biological threat reduction efforts there. He was appointed a Laboratory Fellow at Los Alamos in recognition of his efforts. He moved to Lawrence Livermore National Laboratory in 2005 where he is presently Senior Scientist in the Global Security and Physical and Life Sciences Directorates. In addition to his work at the National Laboratories, he has served on the FBI's Scientific Working Group for Microbial Forensics, on NIH study sections and review panels, and continues to serve on steering and oversight committees for other federal agencies.

Much study has been put into the concept of a multinational or international “nuclear fuel bank,” and in 2010 two such banks became a reality according to the Nuclear Threat Initiative. However, all of the conceptual studies along with the two IAEA-approved banks are not really “fuel” banks; rather they are low-enriched uranium (LEU) reserves. While uranium is a commodity, fuel for a nuclear reactor is a highly-engineered product of which uranium is a component.

It has been argued that because there are more fuel fabricators than enrichers, the enrichment step is the crux of a supply assurance mechanism. This is a gross oversimplification. If one cannot get from LEU to a fabricated fuel assembly, then the fuel supply assurance is not available. There are issues of fuel design, core physics, regulation, intellectual property, and liabilities that could preclude fuel fabrication and delivery in a timely manner. These issues and obstacles will be discussed along with some suggestions about how they might be overcome to provide real fuel assurances.

Dr. Alan Hanson was appointed as Executive Vice President, Technologies and Used Fuel Management of AREVA NC Inc. in 2005. In this position he was responsible for all of AREVA’s activities in the backend of the nuclear fuel cycle in the U.S. Prior to that he served as President and CEO of Transnuclear, Inc., also an AREVA company, which he joined in 1985. Transnuclear designs, licenses and supplies dry storage casks; more than half of the casks in the U.S. have been supplied by Transnuclear.

In January of 2011, Dr. Hanson started a year-long assignment as a Visiting Scholar at the Center for International Security and Cooperation (CISAC) at Stanford University on loan from AREVA. At CISAC he conducts research on the worldwide nuclear supply chain and international fuel assurance mechanisms. 

Dr. Hanson began his career in 1975 with the Nuclear Services Division of Yankee Atomic Electric Company. In 1979, he joined the International Atomic Energy Agency (IAEA) in Vienna, Austria. At the IAEA, he served first as Coordinator of the International Spent Fuel Management Program and later as Policy Analyst with responsibilities in the areas of safeguards and non-proliferation policies.

Alan Hanson received a B.S. degree in mechanical engineering from Stanford University in 1969 and earned his Ph.D. in nuclear engineering from Massachusetts Institute of Technology (MIT) in 1977. He also is a recipient of a Master of Arts in Liberal Studies (MALS) degree from Georgetown University in 2009.  He is a member of the American Nuclear Society and the American Society of Mechanical Engineers.

The production and distribution of counterfeit medications has become a significant global public health issue. Though not as rampant in the United States, the Food and Drug Administration (FDA) has seen a 10 fold increase in the number of cases investigated, particularly a rise in illegally imported and diverted medications entering our legitimate drug supply. In order to curb these illegal activities, California and the federal government have introduced various pieces of legislation to address this. In addition, international entities, State Boards of Pharmacy and the FDA have begun promoting utilization of radio frequency identification technology and other technology to effectively track the medication supply. In a recent California survey, pharmacists felt strongly that the presence of counterfeit medications poses a problem in their pharmacy practice, but they still face several challenges in identifying counterfeit medications, counseling their patients, and forging their role in implementing legislative requirements.

This presentation will aim to provide an introduction to the international and domestic counterfeit drugs situation, discuss possible factors facilitating patient exposure to counterfeit medications, examine potential sources for counterfeit medications in the United States, identifiy federal legislation issues, discuss various forms of technology being used to combat counterfeit medications, and recognize the role of pharmacists and the challenges they face in dealing with counterfeit medications.

Dr. Elaine Law is currently a Clinical Pharmacist specializing in Adult General Surgery at UCSF Medical Center and an Assistant Clinical Professor in the UCSF School of Pharmacy. She received a B.S. in Molecular, Cell and Developmental Biology from UCLA, earned a Doctor in Pharmacy from UCSF School of Pharmacy and completed a General Practice Pharmacy Residency at UCSF Medical Center. She holds a Board Certification in Pharmacotherapy and her research interests include roles pharmacists can play in public health issues including counterfeit medications and pharmacist-based immunization programs. She is an advocate of patient care in underserved areas and reaches out regularly to the Tenderloin communities and elderly populations of San Francisco through pharmacy health outreach programs.
