Society

FSI researchers work to understand continuity and change in societies as they confront their problems and opportunities. This includes the implications of migration and human trafficking. What happens to a society when young girls exit the sex trade? How do groups moving between locations impact societies, economies, self-identity and citizenship? What are the ethnic challenges faced by an increasingly diverse European Union? From a policy perspective, scholars also work to investigate the consequences of security-related measures for society and its values.

The Europe Center reflects much of FSI’s agenda of investigating societies, serving as a forum for experts to research the cultures, religions and people of Europe. The Center sponsors several seminars and lectures, as well as visiting scholars.

Societal research also addresses issues of demography and aging, such as the social and economic challenges of providing health care for an aging population. How do older adults make decisions, and what societal tools need to be in place to ensure the resulting decisions are well-informed? FSI regularly brings in international scholars to look at these issues. They discuss how adults care for their older parents in rural China as well as the economic aspects of aging populations in China and India.

Madeline Rees,
Secretary General of the Women’s International League for Peace and Freedom, began working for the Office of the High Commissioner for Human Rights as the gender expert and Head of Office in Bosnia and Herzegovina in 1998. In that capacity she worked extensively on the rule of law, gender and post conflict, transitional justice and the protection of social and economic rights. The OHCHR office dealt extensively with the issue of trafficking and Madeleine was a member of the expert coordination group of the trafficking task force of the Stability Pact, thence the Alliance against Trafficking. From September 2006 to April 2010 she was the head of the Women`s rights and gender unit.

Rosemary J. Coombe has a Tier One Canada Research Chair in Law, Communication and Cultural Studies at York University in Toronto, where she teaches in the Communications and Culture Joint PhD/MA  Programme, and is cross-appointed to the Osgoode Hall Faculty of Law Graduate Programme and the Graduate Programme in Social and Political Thought. Prior  to being awarded one of Canada's first Research Chairs, she was Full Professor at the University of Toronto Faculty of Law. She holds a JSD from Stanford University with a PhD Minor in anthropology and publishes in the fields of anthropology, cultural studies and interdisciplinary legal studies. Her work addresses the cultural, political and social implications of intellectual property laws, the politics of cultural property, neoliberalism and human rights.

Maxine Burkett is an Associate Professor of Law at the William S. Richardson School of Law, University of Hawai‘i and serves as the inaugural Director of the Center for Island Climate Adaptation and Policy (ICAP), at the University of Hawai‘i Sea Grant College Program.

Professor Burkett’s courses include Climate Change Law and Policy, Torts, Environmental Law, Race and American Law, and International Development. She has written in the area of Race, Reparations, and Environmental Justice. Currently, her work focuses on "Climate Justice," writing on the disparate impact of climate change on vulnerable communities, in the United States and globally. Her March 2007 conference "The Climate of Environmental Justice," at the University of Colorado, brought together leading academics, activists, and legal practitioners in the Environmental Justice field to consider the emerging interplay between race, poverty, and global warming.

Professor Burkett has presented her research on Climate Justice throughout the United States and in West Africa, Asia, Europe and the Caribbean. She most recently served as the Wayne Morse Chair of Law and Politics at the Wayne Morse Center, University of Oregon, as the Fall 2010 scholar for the Center’s “Climate Ethics and Climate Equity” theme of inquiry. She is the youngest scholar to hold the Wayne Morse Chair.

As the Director of ICAP, she leads projects to address climate change law, policy, and planning for island communities in Hawai‘i, the Pacific region, and beyond. In its first eighteen months, ICAP has completed several climate change adaptation related policy documents for Hawai‘i and other Pacific Island nations, specifically the Federated States of Micronesia. It has also hosted numerous outreach and education programs on island resiliency and climate change and engaged planning agencies in all four counties in Hawai‘i and seven state agencies and offices, as well as several federal entities and many state legislators. Most notably, ICAP has partnered with the Hawai‘i State Office of Planning to conduct early planning and assessment for a statewide Climate Change Adaptation Plan.

Professor Burkett attended Williams College and Exeter College, Oxford University, and received her law degree from Boalt Hall School of Law at the University of California, Berkeley. She has worked in private practice in Honolulu with Davis, Levin, Livingston and Paul, Johnson, Park & Niles, and served as a law clerk with The Honorable Susan Illston of the United States District Court, Northern District of California. Prior to her appointment at the University of Hawai‘i, Professor Burkett taught at the University of Colorado Law School. Professor Burkett is from the island of Jamaica, and now she and her husband raise their two young children on the island of O‘ahu, Hawai‘i.

In addition to the health-protective effects of higher income and social status, better education appears to be an important contributor to good health. However, evidence is limited from developing countries undergoing rapid socioeconomic transition like China. To document the evolution of the educational gradient in health, we analyze the China National Health Services Survey (Ministry of Health, 1998, 2003 and 2008), and the Chinese Family Panel Study (Peking University, 2010). We find patterns consistent with the economic theory of socioeconomic gradients in health, as modified to take account of China's rapid economic, demographic, and epidemiologic transitions over the past quarter century.

2011 Shorenstein-Spolgi Fellow in Comparative Health Policy

Qiulin Chen is a postdoctoral fellow of Shorenstein APARC and a member of the center's Asia Health Policy Program. His main interest of research is health economics and public finance, focusing on policy and outcome comparison of health care systems and Chinese health reform. His dissertation focused on performance comparison between public (or governmental) and private health care financing, between local and central government responsibility on health care, between contracted and integrated health care system. In particular, his dissertation examined under Chinese-style decentralization, known as fiscal decentralization with political centralization, how economic competition affect local government's behaviour on health investment, and why public contracted system obstructs health performance and provides one channel of such effects in terms of preventive care and public health. He is currently involved in a comparative research project on demographic change in East Asia based on the National Transfer Accounts data and analysis.

Chen's recent publication is "The changing pattern of China's public services" (with Ling Li and Yu Jiang) in Population Aging and the Generational Economy: A Global Perspective (Ronald Lee and Andrew Mason, editors), forthcoming 2011. Before studying in Stanford, he has published more than 10 papers in academic journals in Chinese, such as Jing Ji Yan Jiu (Economic Research) and Zhong Guo Wei Sheng Jing Ji (Chinese Health Economics), and 5 book chapters. He has participated in about 20 research projects, such as A Design of Framework for Healthcare Reform in China which is commissioned by the State Council Working Party on Health Reform, Strategy Planning Study of "Healthy China 2020" which is commissioned by the Minister of Health, and Health Challenge in the Aging Society and It's Policy Implication funded by Chinese National Natural Science Foundation.

Chen earned his Ph.D. in Economics from Peking University in 2010, and earned a B.A. in Business Administration from Nanjing University in 2001. From 2004 through 2008, he was Executive Assistant of the Director of the China Centre for Economic Research at Peking University (CCER). He is also a postdoctoral fellow of National School of Development at Peking University (Its predecessor is CCER).

Karen Eggleston is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University and Director of the Stanford Asia Health Policy Program at the Shorenstein Asia-Pacific Research Center at FSI. She is also a Fellow with the Center for Innovation in Global Health at Stanford University School of Medicine, and a Faculty Research Fellow of the National Bureau of Economic Research (NBER). Her research focuses on government and market roles in the health sector and Asia health policy, especially in China, India, Japan, and Korea; healthcare productivity; and the economics of the demographic transition.

Eggleston earned her PhD in public policy from Harvard University and has MA degrees in economics and Asian studies from the University of Hawaii and a BA in Asian studies summa cum laude (valedictorian) from Dartmouth College. Eggleston studied in China for two years and was a Fulbright scholar in Korea. She served on the Strategic Technical Advisory Committee for the Asia Pacific Observatory on Health Systems and Policies and has been a consultant to the World Bank, the Asian Development Bank, and the WHO regarding health system reforms in the PRC.

Klaus Mittenzwei is an agricultural economist at the Norwegian Agricultural Economics Research Institute in Oslo, Norway. He completed his doctorate at the University of Life Sciences, Norway in 2001. His dissertation focused on the role of political institutions as a significant source for explaining agricultural policies. In a current follow-up research project funded by the Norwegian Research Council, he will analyze these findings in greater detail. Other areas of research include modeling the effects of agricultural policies on the economic, environmental and societal objectives of society. In particular, the CAPRI modeling system (covering world agricultural trade and the details of the agricultural policies in the EU-25, Norway and Turkey) is used to understand how agricultural policy reforms affect the often conflicting agricultural policy objectives like farmers’ income, productivity and public goods provided by the agricultural sector.

Event Synopsis:

The End of Hungarian Democracy? International Implications
October 21, 2011

After an introduction by Professor Dornbach, Professor Wittenberg asserts that while a spirit of bipartisan ship is a nice feature of the U.S. legislature, it is not a fundamental requirement of democracy and  has historically not characterized the Hungarian parliament. He traces a decades-long tradition of ruling parties using Parliament to limit the presence and influence of minority parties. The current Fidesz government, which ended up with 2/3 of the seats after the 2012 election, now has a supermajority necessary to alter the constitution. Professor Wittenberg attributes Fidesz’s victory to three factors: the incompetence of older right wing parties, partly resulting from lack of governing experience during last four decades of Socialist rule; 2) the arrogance of the Socialist party; and 3) a simple lack of alternatives for voters. Wittenberg points out that Hungary’s complex electoral system resulted in more Fidesz parliamentary seats than the party’s actual popularity with voters would predict. He concludes that the 70% of parliamentary vote won, cumulatively, by extreme nationalist parties, does not bode well for the future of liberal politics in Hungary.

Professor Scheppele describes how the Fidesz party under the leadership of (Victor) Orban has taken its victory as a “mandate to change everything,” often in ways that will allow Fidesz to stay in power in the future. The constitution was amended 10 times during the party’s first year in power. Key changes included reducing the size and jurisdiction of constitutional courts, limiting media activities, allowing election commission representatives to be appointed with a 2/3 majority, and fast tracking the process of voting on new laws to approximately 3 days, leaving little room for discussion and debate. Scheppele echoes Professor Wittenberg’s argument that many voters simply did not have an attractive alternative to Fidesz, which would be less of a danger if the country’s constitution were not so easy to amend. She predicts that Hungary’s current situation should offer lessons to other countries on how to design constitutions.

Professor Halmai concludes the panel by crediting the arrogance (and corruption) of the Socialist coalition with the success of Fidesz in the 2010 elections. He highlights three central problems with the new constitution: 1) It leaves questions regarding who is to be subject to the constitution – for example, does this include the Roma population within Hungary, or Hungarian-Americans living within the United States? 2) The constitution intervenes in the private lives of Hungarians with respect to religion, marriage, abortion, etc. 3) It limits constitutional courts to narrower jurisdictions. He also laments the lack of consensus within the Hungarian government on a set of liberal democratic values.

A discussion session raised such questions as: What prospects are there for pushback from the European Union against some of the recent constraints on rule of law in Hungary? Does the fact that the Hungarian constitution considers the 1.4 million Hungarian-Americans in the United States as Hungarian citizens raise any legal challenge from the U.S.? Does the fact that Hungary has to operates within the frameworks of the European Union and NATO put constraints on its actions with regards to democracy and the constitution? Where does Fidesz’s funding come from?

Dr. Gary Mukai is Director of the Stanford Program on International and Cross-Cultural Education (SPICE). Prior to joining SPICE in 1988, he was a teacher in Gunma Prefecture, Japan, and in California public schools for ten years.

Gary’s academic interests include curriculum and instruction, educational equity, and teacher professional development. He received a bachelor of arts degree in psychology from U.C. Berkeley; a multiple subjects teaching credential from the Black, Asian, Chicano Urban Program, U.C. Berkeley’s Graduate School of Education; a master of arts in international comparative education from Stanford University’s Graduate School of Education; and a doctorate of education from the Leadership in Educational Equity Program, U.C. Berkeley’s Graduate School of Education.

In 1997, Gary was the first regular recipient of the Franklin Buchanan Prize from the Association for Asian Studies, awarded annually to honor an outstanding curriculum publication on Asia at any educational level, elementary through university. In 2004, SPICE received the Foreign Minister’s Commendation from the Japanese government for its promotion of Japanese studies in schools; and Gary received recognition from the Fresno County Office of Education, California, for his work with students of Fresno County. In 2007, he was the recipient of the Foreign Minister’s Commendation from the Japanese government for the promotion of mutual understanding between Japan and the United States, especially in the field of education. At the invitation of the Consulate General of the Republic of Korea, San Francisco, Gary participated in the Republic of Korea-sponsored 2010 Revisit Korea Program, which commemorated the 60th anniversary of the beginning of the Korean War. At the invitation of the Nanjing Foreign Languages School, China, he participated in an international educational forum in 2013 that commemorated the 50th anniversary of NFLS’s founding. In 2015 he received the Stanford Alumni Award from the Asian American Activities Center Advisory Board, and in 2017 he was awarded the Alumni Excellence in Education Award by the Stanford Graduate School of Education. Most recently, the government of Japan named him a recipient of the Order of the Rising Sun, Gold and Silver Rays.

He is an editorial board member of the journal, Education About Asia; advisory board member for Asian Educational Media Services, University of Illinois at Urbana-Champaign; board member of the Japan Exchange and Teaching Alumni Association of Northern California; and selection committee member of the Elgin Heinz Outstanding Teacher Award, U.S.–Japan Foundation.

This conference will look at modern revolution as a historical script invented in the course of the seventeenth and eighteenth centuries and then elaborated and improvised upon in the nineteenth and twentieth centuries. Rather than asking which is the first modern revolution, or what stages all revolutions may (have to) go through, we will examine revolution as a way of defining and acting upon a particular situation, a narrative frame that political actors explicitly adopted and extended as giving meaning to their goals and strategic choices. To call oneself a revolutionary after the eighteenth century, in other words (or a counter-revolutionary too, for that matter), was to embrace a genealogy and script for action that could be changed or improvised upon, but was necessarily accepted before it could be adjusted or extended in a new context. The aim of the conference will be to see the extent to which modern revolutions can be analyzed and interpreted in this way as so many variations on a common theme. From this perspective, "scripting revolution" would also be about modes of historical writing and narration.

I became interested in Russia at the height of the Cold War and initially studied Russia and Russian with an eye to the foreign service. History lured me way, especially after spending a junior semester at Leningrad State University in 1970 and having the chance to travel around the Soviet Union a bit. In graduate research and since coming to Stanford in 1982, I have focused on the early modern period (from the fourteenth century through the eighteenth). In almost all my work I have been explored the question of how politics worked in an autocracy. Theoretically I am interested in how early modern states, particularly empires, tried to create, at best, social cohesion and, at least, stability, by ritual, ideology, law and the measured use of violence. My early research focused on structures of power at the Kremlin court and the influence of kinship and marriage in politics and on social values from Muscovy to the Enlightenment (Kinship and Politics: The Making of the Muscovite Political System 1987); these themes encouraged my abiding interest in the roles of women in political ideology and practice. I have written two books on legal culture, one on disputes over honor (By Honor Bound 1999) and one on the practice of the criminal law (Crime and Punishment in Early Modern Russia 2012). Here I’ve contrasted the letter of the law with the workings of local courts, how people used the law, how judges and other officials played roles in the system, how the law was written and interpreted. In all this I’ve tried to place Russia in a comparative context where appropriate, trying to break down clichés of Russia being fundamentally different from European history or unknowable.

My current work goes in several directions. One is a turn to the visual -- I have written several articles on the production and use in Russia of icons, frescos and miniatures as a medium for political communication. I am now finishing up a project on images of Russia produced by foreign engravers in early print publications and maps. The tension in these images between stock tropes of the engraver's trade and eye-witness information, is one fascinating aspect; another is the challenge to assess the impact of text and image on the reader. All in all, I have found that most illustrated works about Russia present a more nuanced understanding than the image of “despotism” that has caught a lot of scholarly attention. Finally, I am interested in how Russia functioned as an empire. I recently published a synthetic history (The Russian Empire 1450-1801 2017) of Russia as a “Eurasian politics of different empire,” and I plan to follow up this theme and return to the practice of the law by studying the implementation of Catherine II’s judicial reforms (1775) in the non-Russian provinces.

Amir Weiner's research concerns Soviet history with an emphasis on the interaction between totalitarian politics, ideology, nationality, and society. He is the author of Making Sense of War, Landscaping the Human Garden and numerous articles and edited volumes on the impact of World War II on the Soviet polity, the social history of WWII and Soviet frontier politics. His forthcoming book, The KGB: Ruthless Sword, Imperfect Shield, will be published by Yale University Press in 2021. He is currently working on a collective autobiography of KGB officers titled Coffee with the KGB: Conversations with Soviet Security Officers. Abbas Milani is the Hamid and Christina Moghadam Director of Iranian Studies at Stanford University and a visiting professor in the department of political science. In addition, Dr. Milani is a research fellow and co-director of the Iran Democracy Project at the Hoover Institution.

Prior to coming to Stanford, Milani was a professor of history and political science and chair of the department at Notre Dame de Namur University and a research fellow at the Institute of International Studies at the University of California at Berkeley. Milani was an assistant professor in the faculty of law and political science at Tehran University and a member of the board of directors of Tehran University's Center for International Studies from 1979 to 1987. He was a research fellow at the Iranian Center for Social Research from 1977 to 1978 and an assistant professor at the National University of Iran from 1975 to 1977.

Dr. Milani is the author of Eminent Persians: Men and Women Who Made Modern Iran, 1941-1979, (Syracuse University Press, Syracuse, NY, 2 volumes, November, 2008); King of Shadows: Essays on Iran's Encounter with Modernity, Persian text published in the U.S. (Ketab Corp., Spring 2005); Lost Wisdom: Rethinking Persian Modernity in Iran, (Mage 2004); The Persian Sphinx: Amir Abbas Hoveyda and the Riddle of the Iranian Revolution (Mage, 2000); Modernity and Its Foes in Iran (Gardon Press, 1998); Tales of Two Cities: A Persian Memoir (Mage 1996); On Democracy and Socialism, a collection of articles coauthored with Faramarz Tabrizi (Pars Press, 1987); and Malraux and the Tragic Vision (Agah Press, 1982). Milani has also translated numerous books and articles into Persian and English.

Milani received his BA in political science and economics from the University of California at Berkeley in 1970 and his PhD in political science from the University of Hawaii in 1974.

Andrew G. Walder is the Denise O'Leary and Kent Thiry Professor at Stanford University, where he is also a senior fellow in the Freeman Spogli Institute for International Studies. Previously, he served as Chair of the Department of Sociology, Director of the Walter H. Shorenstein Asia-Pacific Research Center, and Head of the Division of International, Comparative and Area Studies in the School of Humanities and Sciences.

Walder has long specialized in the sources of conflict, stability, and change in communist regimes and their successor states. His publications on Mao-era China have ranged from the social and economic organization of that early period to the popular political mobilization of the late 1960s and the subsequent collapse and rebuilding of the Chinese party-state. His publications on post-Mao China have focused on the evolving pattern of stratification, social mobility, and inequality, with an emphasis on variation in the trajectories of post-state socialist systems. His current research is on the growth and evolution of China’s large modern corporations, both state and private, after the shift away from the Soviet-inspired command economy.

Walder joined the Stanford faculty in 1997. He received his Ph.D. in sociology at the University of Michigan in 1981 and taught at Columbia University before moving to Harvard in 1987. From 1995 to 1997, he headed the Division of Social Sciences at the Hong Kong University of Science and Technology.

Walder has received fellowships and grants from the Guggenheim Foundation, the National Science Foundation, the National Academy of Sciences, the Henry Luce Foundation, the Ford Foundation, the Social Science Research Council, and the Center for Advanced Study in the Behavioral Sciences. His books and articles have won awards from the American Sociological Association, the Association for Asian Studies, and the Social Science History Association. He is an elected member of the American Academy of Arts and Sciences.

His recent and forthcoming books include  Fractured Rebellion: The Beijing Red Guard Movement  (Harvard University Press, 2009);  China Under Mao: A Revolution Derailed  (Harvard University Press, 2015);  Agents of Disorder: Inside China’s Cultural Revolution  (Harvard University Press, 2019); and  A Decade of Upheaval: The Cultural Revolution in Feng County  (Princeton University Press, 2021) (with Dong Guoqiang); and Civil War in Guangxi: The Cultural Revolution on China’s Southern Periphery (Stanford University Press, 2023).

Edith Sheffer joined the History Department faculty in 2010, having come to Stanford as an Andrew W. Mellon Fellow in the Humanities in 2008.  Her first book, Burned Bridge: How East and West Germans Made the Iron Curtain (Oxford University Press, 2011), challenges the moral myth of the Berlin Wall, the Cold War’s central symbol. It reveals how the barrier between East and West did not simply arise overnight from communism in Berlin in 1961, but that a longer, lethal 1,393 kilometer fence had been developing haphazardly between the two Germanys since 1945.

Her current book, Soulless Children of the Reich: Hans Asperger and the Nazi Origins of Autism, investigates Hans Asperger’s creation of the autism diagnosis in Nazi Vienna, examining Nazi psychiatry's emphasis on social spirit and Asperger's involvement in the euthanasia program that murdered disabled children. A related project through Stanford's Spatial History Lab, "Forming Selves: The Creation of Child Psychiatry from Red Vienna to the Third Reich and Abroad," maps the transnational development of child psychiatry as a discipline, tracing linkages among its pioneers in Vienna in the 1930s through their emigration from the Third Reich and establishment of different practices in the 1940s in England and the United States. Sheffer's next book project, Hidden Front: Switzerland and World War Two, tells an in-depth history of a nation whose pivotal role remains unexposed--yet was decisive in the course of the Second World War.
