About the Stanford International Policy Review (SIPR)
The Stanford International Policy Review (SIPR) is an international affairs and public policy journal housed in the Ford Dorsey Master's in International Policy. We look for pieces that analyze some of the world’s most important and challenging problems with compelling data and evidence. We pride ourselves on advancing commentaries, analyses, and research that reflect the varied viewpoints of our writers and propose ways forward for the appropriate parties.
SIPR publishes pieces online in each of Stanford’s fall and spring academic quarters. SIPR also hosts events throughout the year at Stanford to engage scholars and policy practitioners on a variety of international policy topics relevant to the selected theme of the journal issue.

Olivia Hampsher-Monk

Olivia has been on the editorial team since the autumn of 2022. She is studying for a Master’s in International Policy focusing on governance and development. Prior to Stanford Olivia worked for 9 years in the UK Civil Service. She started on their graduate fast stream, rotating through a number of domestic security-focused roles before taking up a role as a senior policy adviser on modern slavery. Immediately before Stanford, she was heading up an analysis team in the Cabinet Office. She has a BSc in Mathematics with Philosophy from Durham University. Justin Yates
Editor
Justin joins the editorial team in the winter of 2023. He is currently pursuing a Ford Dorsey Master's in International Policy after obtaining his B.S. in Aeronautical Engineering from the U.S. Air Force Academy. After completing his studies at Stanford, Justin will attend Euro-NATO Joint Jet Pilot Training and become a pilot in the United States Air Force. Pamella Eunice Ahairwe

Pamella Eunice Ahairwe joined the editorial team in the winter of 2023. She is currently pursuing a Master’s in International Policy at Stanford University. Pamella also holds an MA in Economics from the University of Botswana, and a BA in Development Economics from Makerere University, Uganda. Before Stanford, She worked as a Policy Officer at the European Centre for Development Policy Management in the Netherlands. She also did her Economics traineeship at the European Investment Bank in Luxembourg as part of the African, Caribbean, and Pacific Program. You can reach Pamella at pahairwe@stanford.edu.
Francesca Verville
Editor
Francesca Verville joins the editorial team in the fall of 2023. She is a Knight-Hennessy Scholar and second-year Master’s in International Policy student specializing in International Security. Her work focuses on strategic arms control, NATO air defense policy, and the Eastern European security environment more broadly. Prior to her time at Stanford, Francesca graduated from the United States Air Force Academy with a B.S. in Political Science and a minor in Russian. Upon completion of graduate school, she will transition to Euro-NATO Joint Jet Pilot Training to become a pilot in the United States Air Force. Rachel Desch
Editor
Rachel Desch joined the editorial team in autumn 2023. She is pursuing a Master’s in International Policy with a focus on governance and development and is a Knight-Hennessy Scholar. Rachel graduated from the University of North Carolina at Chapel Hill (UNC) with B.A. in Economics and Peace, War, and Defense. Prior to Stanford, Rachel worked on a variety of national security issues within the U.S. government.
