Peter Martin joins us to discuss his recent book, China's Civilian Army: The Making of Wolf Warrior Diplomacy. Chinese diplomacy in the past several years has become more assertive and its diplomats have used sharper language, earning them the title "wolf warriors." The book traces the roots of China's approach to diplomacy back to the communist revolution of 1949 and tells the story of how it's evolved through social upheaval, famine, capitalist reforms and China's rise to superpower status. It draws on dozens of interviews and -- for the first time -- on the memoirs of more than 100 retired Chinese diplomats.

Peter Martin is a political reporter for Bloomberg News. He has written extensively on escalating tensions in the US-China relationship and reported from China's border with North Korea and its far-western region of Xinjiang. He previously worked for the consultancy APCO Worldwide in Beijing, New Delhi, and Washington, where he analyzed politics for multinational companies. In Washington, he served as chief of staff to the company's global CEO. His writing has been published by outlets including Foreign Affairs, the National Interest, the Guardian, the Jamestown China Brief, the Diplomat and the Christian Science Monitor. He holds degrees from the University of Oxford, Peking University and the London School of Economics.
Marisa Kellam researches the quality of democracy with a focus on Latin America and a growing interest in East Asia. Her research links institutional analysis to various governance outcomes in democracies along three lines of inquiry: political parties and coalitional politics; mass electoral behavior and party system change; and democratic accountability and media freedom. She has published her research in various peer-reviewed journals, including The British Journal of Political Science, Comparative Political Studies, Party Politics, Electoral Studies, and Political Communication. Originally from Santa Rosa, California, Marisa Kellam earned her Ph.D. in political science from UCLA and spent several years as an assistant professor at Texas A&M University. Since 2013, she has been Associate Professor at Waseda University in Tokyo, Japan, where she also served as Director of the English-based degree programs for the School of Political Science & Economics. Currently she is a steering committee member for the V-Dem Regional Center for East Asia.
Stanford Libraries and the Stanford Center on China’s Economy and Institutions hosted the 2021 Dr. Sam-Chung Hsieh Memorial Lecture featuring Professor Barry Naughton speaking on The Summer of 2021: Consolidation of the New Chinese Economic Model.
During the summer of 2021, a “regulatory storm” shook markets in China. While the crackdown had its most immediate effects on private education, internet business, and finance, the government has also rolled out new policies to shape manufacturing and infrastructure, and even household fertility and income distribution. In this talk, Naughton interprets these actions as an extension of the ongoing Chinese government effort to exercise “grand steerage” of the economy. The new policies of summer 2021 in fact represent the consolidation of a new model, in which the Chinese government decisively steers a predominantly market economy.

Barry Naughton is the So Kwan Lok Chair of Chinese International Affairs at the School of Global Policy and Strategy at UC San Diego. He is one of the world’s most highly respected economists working on China. He is an authority on the Chinese economy with an emphasis on issues relating to industry, trade, finance and China's transition to a market economy.
Naughton’s recent research focuses on regional economic growth in China and its relationship to foreign trade and investment. He has addressed economic reform in Chinese cities, trade and trade disputes between China and the United States and economic interactions among China, Taiwan and Hong Kong.
Naughton has written the authoritative textbook “The Chinese Economy: Transitions and Growth,” which has now been translated into Chinese. His groundbreaking book “Growing Out of the Plan: Chinese Economic Reform, 1978-1993” received the Ohira Memorial Prize, and he most recently translated, edited and annotated a collection of articles by the well-known Chinese economist Wu Jinglian. Naughton writes a quarterly analysis of the Chinese economy for China Leadership Monitor.
The family of Dr. Sam-Chung Hsieh donated his personal archive to the Stanford Libraries' Special Collections and endowed the Dr. Sam-Chung Hsieh Memorial Lecture series to honor his legacy and to inspire future generations. Dr. Sam-Chung Hsieh (1919-2004) was former Governor of the Central Bank in Taiwan. During his tenure, he was responsible for the world's largest foreign exchange reserves, and was widely recognized for achieving stability and economic growth. In his long and distinguished career as economist and development specialist, he held key positions in multilateral institutions including the Asian Development Bank, where as founding Director, he was instrumental in advancing the green revolution and in the transformation of rural Asia.
At first, I almost didn’t apply to the Reischauer Scholars Program (RSP). As someone with primarily Eastern European heritage, I doubted that I had a unique perspective to add to a coalition of students dedicated to learning more about Japan’s rich culture, economics, history, and society. In my mind, my personal experience couldn’t have been further from the course’s content. However, as a recent graduate of the RSP, my experience has completely shattered my previous misconceptions. Stanford’s RSP isn’t just an online program that gives students a comprehensive, in-depth view of Japan—it brings together a community of academically and socially diverse individuals from across the United States, along with their manifold perspectives, to build future leaders in the U.S.–Japan relationship.

My path to the RSP began in Model United Nations (MUN) and my tenth-grade world history class that encouraged me to delve deeper into the political and ideological theories that govern and shape our society. Japan was a major focus for multiple of my MUN conferences, where I descended into multiple Wikipedia rabbit-holes on a wide range of topics, from Japan’s stance on sustainable development to socio-political effects on Japanese gender equality quotas. Furthermore, throughout my dual enrollment in a MicroMasters program in international jurisprudence and a course on East Asian culture and law, I learned more about the intricacies of Japan’s Eurocentric depiction in the geo-political sphere. In the international law resources I was exposed to, Japan was often portrayed as “lawless,” while the Western legal system was presented as the “key” to maintaining a proper rule of law in East Asia. Through the latter course which focused on the intersection between Japanese culture and law, Japanese law was accurately shown as an extension of the rich Japanese culture I had learned about in my history classes; in this regard, each cultural facet needed to be taken into account with the legal theory of the state. Since then, I’ve been hooked on understanding the role of implicit motives in shaping international policy and cultural precedent in jurisprudence. At the RSP, I have been able to pursue my passions alongside like-minded peers.

From the first week of the RSP, the diversity of students was evident. Each of my fellow peers offered their own outlook on topics ranging from “Religions in Japan” to “The Power of Popular Culture.” Across online forums and virtual classrooms, complex concepts were thoroughly discussed through witty back-and-forth banter, new ideas were buttressed by comprehensive research, and interconnected themes were explored via collaboration. The RSP’s inclusive and dynamic environment was one of my favorite aspects of the program. Weekly Zoom meetings with our instructor, Ms. Naomi Funahashi, and my peers allowed me to grasp unfamiliar concepts and take a deep dive into the things I didn’t previously know through active engagement. Moreover, at each virtual classroom, we had the opportunity to meet government officials, business leaders, and scholars at the forefront of U.S.–Japan relations. Each speaker’s ideas will forever retain importance to my understanding of the Japanese American experience, which remains equally relevant in the modern day.
The RSP’s commitment to educating the future leaders of the U.S.–Japan relationship is shown in its culmination. Near the final months of the 20-week RSP, students are given the opportunity to explore a topic of their choosing related to Japan or the U.S.–Japan dynamic. In my final paper, titled “The Rite of Rights: An Examination of Socio-Cultural Precedent in Japanese Law,” I coalesced my RSP education with my interest in international and Japanese jurisprudence. Even after its conclusion, the RSP continues the discussion on U.S.–Japan relations for the years to come by compiling and sharing all the research papers written within that year’s program.
Ultimately, I am grateful to the Reischauer Scholars Program for creating a mosaic of different experiences and cultures by bringing together my peers. Throughout my involvement in the RSP, I have strengthened my belief in the cross-cultural intersections that bind us all together. It is through these bonds, along with empathy and compassion, that the RSP helps students weave themselves into the U.S.–Japan international tapestry, shaping the world.
The next session of the Reischauer Scholars Program will run from February to June 2022. The application will open September 6, 2021.

U.S.-China economic relations have grown increasingly fraught and competitive. Even amidst intensifying tensions, however, our two major economies remain intertwined. While keeping alert to national security concerns, the economic strength of the United States will depend on brokering a productive competition with China, the world’s fastest growing economy. Precipitous decoupling of trade, investment, and human talent flows between the two nations will inflict unnecessary harm to U.S. economic interests--and those of California.

Professor Baggot Carter based her talk on a dataset drawn from the public records of the US Foreign Agents Registration Act, which includes over 10,000 lobbying activities undertaken by the Chinese government between 2005 and 2019. According to Baggot Carter, the evidence suggests that Chinese government lobbying makes legislators at least twice as likely to sponsor legislation that is favorable to Chinese interests. Moreover, US media outlets that participated in Chinese-government sponsored trips subsequently covered China as less threatening. Coverage pivoted away from US-China military rivalry and the CCP’s persecution of religious minorities and toward US-China economic cooperation. These results suggest that autocratic lobbying poses an important challenge to democratic integrity. Watch now:

Institutional Genes: Confucianism vs. Christianity
This talk was based on a chapter of my ongoing book project titled “Institutional Genes: A Comparative Analysis of Origins of China’s Institutions.” Confucianism / Imperial-Exam-System is one of three what I called institutional genes of China's institutions. As a comparison, Christianity is an institutional gene for other institutions, including constitutional democracy (in the West) on the one hand and totalitarianism (in the Soviet Union), which is implanted into China on the other hand. In this talk, I’ll explain how Confucianism/ Imperial-Exam-System is created and evolved, and why it is an institutional gene that affects today’s institutions in China.

About the Speaker
Chenggang Xu is Visiting Professor at Finance Department, Imperial College London. He is one of the first recipients (joint with Yingyi Qian) of China Economics Prize for contributions in understanding government and enterprise incentive mechanisms for the transition economy of China.
Dr Xu received his PhD in Economics from Harvard in 1991. He is currently a board member of the Ronald Coase Institute (RCI) and a research fellow of the CEPR. He has previously taught at the London School of Economics (1991-2009) as a Reader, at the University of Hong Kong (2009-2016) as Chung Hon-Dak Professor in Economic Development and as Quoin Professor in Economic Development (2008-2016), and as Special-Term Visiting Professor at Tshinghua University (2002-). He has also taught and worked at Harvard (1992-2002), the IMF (1997-1999) and the Chinese Academy of Social Sciences (1982-1992). He was the President of the Asian Law and Economics Association (2010-2012) and World-Class University Professor at Seoul National University (2009-2013). He won the Sun Yefang Economics Prize in 2013. In 2016, he was the joint winner of the China Economics Prize.

Scott Rozelle holds the Helen Farnsworth Endowed Professorship at Stanford University and is Senior Fellow in the Food Security and Environment Program and the Shorenstein Asia-Pacific Research Center, Freeman Spogli Institute (FSI) for International Studies. For the past 30 years, he has worked on the economics of poverty reduction. Currently, his work on poverty has its full focus on human capital, including issues of rural health, nutrition and education. For the past 20 year, Rozelle has been the chair of the International Advisory Board of the Center for Chinese Agricultural Policy, Chinese Academy of Sciences (CAS). In recent years Rozelle spends most of his time co-directing the Rural Education Action Project (REAP). In recognition of this work, Dr. Rozelle has received numerous honors and awards. Among them, he became a Yangtse Scholar (Changjiang Xuezhe) in Renmin University of China in 2008. In 2008 he also was awarded the Friendship Award by Premiere Wen Jiabao, the highest honor that can be bestowed on a foreigner.

The Political Economy of Policy Experimentations in China
Policy learning, often involving experimentations, is an essential component of government's decision making. In this project, we aim to describe and understand China's policy experimentations, which are speculated by many to have played a vital role in fostering China's reform and growth. We collect comprehensive data on policy experimentations conducted in China over the past 4 decades by 139 ministries and commissions. In sum, our results suggest that policy experimentations take place under various political and bureaucratic constraints, which could limit the scope and bias the direction of policy learning.

About the Speaker
David Yang is an Assistant Professor of Economics at Harvard University, as well as a Faculty Research Fellow at the National Bureau of Economic Research (NBER) and Global Scholar at the Canadian Institute for Advanced Research (CIFAR). His research focuses on political economy, behavioral and experimental economics, economic history, and cultural economics. In particular, David studies the forces of stability and forces of changes in authoritarian regimes, drawing lessons from historical and contemporary China.

The program, entitled "U.S.-China Relations in the Biden Era," explored the future of US-China relations based on experience from past administrations. Under former President Trump, U.S. relations with China evolved into outright rivalry. In his talk, Dr. Wright discussed whether this rivalry will continue and evolve during a Biden administration by analyzing the roots of strategic competition between the two countries and various strands of thinking within the Biden team. According to Wright, the most likely outcome is that the competition between the two countries will evolve into a clash of governance systems and the emergence of two interdependent blocs where ideological differences become a significant driver of geopolitics.
