The U.S.-China relationship is in a dangerous downward spiral. The crisis in the relationship has spread virtually to every arena, from the intensifying trade war between the two largest economies to their escalating technology rivalry that is rippling into a U.S. government crackdown on foreign influence on research, and from security concerns over China’s growing military power in the Asia-Pacific region to mounting tensions over the antigovernment protests in Hong Kong and over longstanding frictions with respect to Taiwan.

Renowned Chinese politics expert David M. Lampton has been busy discussing these developing issues with academics and policymakers in China, Hong Kong, and Washington, D.C., and researching his book project about Chinese power and rail connectivity in Southeast Asia. In a conversation with APARC’s Associate Director of Communications and External Relations Noa Ronkin, the Oksenberg-Rohlen Fellow at the Freeman Spogli Institute and Shorenstein APARC analyzes the escalating U.S.-China conflict, one that will affect not only bilateral ties, but the regional and world systems beyond.

Q: What risks in the conflict are you most concerned about?

There are a number of problems on the agenda. Certainly trade is top of mind for people in Beijing and Washington. But I think the situation in Hong Kong has great potential to do tremendous harm to the U.S.-China relationship. The predicate is being laid for the possible use of force in Hong Kong. I don't think a decision has been made to do so, and I believe Beijing would prefer not to do so. However, remembering 1989 in Tiananmen, we shouldn't underestimate the willingness of China’s central government to use force to protect its power. You see the increasing spread of demonstrations within Hong Kong, which are very worrisome to the PRC government, and indicators are accumulating that to me signal a significant possibility that the Special Administrative Region and/or Beijing will use tough means to bring demonstrators under control. Such an outcome will, of course, feed into the policy and security anxieties in Washington, not to mention be a tragedy for Hong Kong itself. So, I think Hong Kong is a top concern.

Q: Can you expand on the politics and the context of the U.S.-China trade war?

We're in a situation in which each side thinks it can and will benefit by outwaiting the other. I think Beijing sees at least a significant possibility that Mr. Trump would not be reelected and fervently hopes that's the case. They're in no hurry, thinking that the U.S.-China trade dispute undermines Trump with his natural constituencies and makes his economic story harder to tell to the American people. Beijing believes that, by virtue of the United States’ being a democracy, China has a higher threshold for pain than we do, and so simply inflicting pain on key American constituencies and industries will turn up the political heat on the administration so that compromise would look increasingly attractive to Washington.

The Trump administration, on the other hand, looks at the high percentage of China's GDP that's involved in exports, particularly exports to the United States, which is over three percent. If you subtract the value added of all the components China imports in order to assemble these exports, then still approximately two percent of China's GDP is directly involved in trade with the United States, and the Trump administration believes that China has a lot to lose. The United States is not nearly as dependent on China's exports—that's one of our complaints, that we don't export enough. Therefore Mr. Trump sees Mr. Xi as facing many domestic problems and thinks he can outwait Mr. Xi.

We have then two leaders who are locked into the view that the other is going to blink first. I believe both sides benefit from an economic relationship, but both have the capacity to do without the other if they're forced to. And so I think the trade war can go on for a protracted period.

Q: The trade war, big as it is, is part of a more encompassing rivalry between China and the United States. How do you see this competition between the world’s two superpowers and its consequences?

What has fundamentally happened here—even more important than the economic and cultural dimensions of the U.S.-China dispute—is a deterioration of the security dimension in the relationship. For the first three decades of engagement since the Nixon era, our security relationship with China was generally positive, based first on an anti-Soviet rationale, then counter-terrorism, and finally jointly tackling global issues such as climate change. Up through the Obama administration we had a security rationale for positive relations. Most countries and people prioritize their security, and hence as long as Americans and Chinese could feel the relationship had value for their security, they downplayed thorny issues such as human rights or economic frictions, even though they were unhappy with each other in those other domains.

But as China's military and economic capabilities have increased, so has its assertiveness abroad and its efforts to resolve longstanding disputes in its favor: in the South China Sea, in cross-Strait relations with Taiwan, against Japan, even against South Korea. From its more capable position today, China is pushing the perimeter of U.S. influence back away from the Chinese coast as far as possible, while the United States resists. And so we have a severe security competition that, in turn, has infected the economic relationship, because what makes a competitive military today is largely technological capability, which China is forging ahead with and using to develop new weapons systems. The United States thinks much of this capability is coming through the illicit acquisition of intellectual property and proprietary technology, and through university collaborations and exchanges. So the security competition is ramifying through the economic relationship and the cultural/educational relationship.

Q: If the competition between the two superpowers is here to stay, what steps, at home and abroad, are essential to achieve stable coexistence with China?

We have assumed that a huge, complex authoritarian society such as China has many disadvantages, which it does, but we're in danger of not realizing what it can achieve nonetheless. I'm worried about the competition with China because I don't think we are taking the right steps to put ourselves in the best possible competitive position, and I don’t mean just militarily.

If you consider the space race against the Soviet Union, there was a galvanizing vision of a serious competitor, yet there nonetheless was an abiding belief that we could prevail if we properly organized ourselves with discipline, commitment, and allocation of resources. We need the same sort of galvanizing spirit, not grounded in seeing China as an enemy, but in the realization that we Americans make up but four percent of the world's people and that if we're going to keep a strong position economically, intellectually, and socially, then we have to perform better than others, because we're just too small a percentage of the world's people. And I don't think anybody believes we're performing at our peak today.

Competition in general is a good thing. We surely recognize this in our own domestic lives, and free trade theories in international economics recognize that competition is an engine for positive forward motion. So I don't think we should be afraid of competing with China. Our society has been designed for competition from the ground up. And China has tremendous problems: demographic problems, educational quality problems, and debt problems. But what we must avoid is a destructive competition in which we're hurting our own ability to innovate by attempting to keep China from advancing. For instance, targeting foreign students in American research institutions and labs is a major problem.

Q: You have been studying China’s Belt and Road Initiative (BRI) and its implications across the Asia-Pacific. What are some of the takeaways from your research so far?

The Chinese learned a lesson from U.S. policy in the post-WWII era, namely, that you build your own greatness by integrating other countries into your economy and by building their strength. The Chinese are now looking at their underdeveloped periphery and think, "How can we build the new connectivity in the 21st century that will make China central to all countries along its enormous periphery and beyond?" BRI is therefore a big umbrella concept, based on the notion that you create economic growth through building infrastructure, and particularly transportation and communications, in an attempt to increase China's comprehensive national power and centrality in the emerging global system. It could be described as an “all roads lead to Rome concept.”

Some argue that BRI is a strategy, a master plan. And here's where I think we get it wrong. It isn't really a plan. China has created this umbrella policy concept, has said it will devote resources to it, but local provinces, state enterprises, private enterprises, foreign governments all are in effect lobbying Beijing to approve their pet projects that are shoved under this umbrella. So, you see a big vision painted by Beijing, but an extremely entrepreneurial system below Beijing is trying to grab as much of this money and opportunity, and build their locality into this vision. It's a combination of spontaneous combustion at the middle and lower levels and a grand general idea at the top.

Right now what we're seeing is the implementation of numerous projects—some are unmitigated fiascos, some are successful to a limited degree, and some are likely to become quite successful. There will be a sorting out process. In fact, Beijing, for its own welfare, is already starting to constrain the system and apply more economic analysis to differentiate between good and bad projects. But because BRI is so entrepreneurial and so many people at the bottom are trying to grab a piece of this policy, it's very difficult for Beijing to get its arms around all that's going on.

I think that one of the policy implications of BRI is that we—the United States, the West, American allies—must realize that BRI isn't necessarily a bad idea. This is how development occurs: big infrastructure projects create urbanization, pathways for production chains, and so forth. And if we were to sit back and say, "This is destined to fail," or "The Chinese are biting off more than they can chew," or essentially decide that we have a "no” policy, then we will essentially abandon what I believe is largely a sound concept. The U.S. government is, I think, beginning to understand that it has to respond with something, not nothing. The United States needs to use its creativity, capital, and capacity to get others to cooperate and be more active in showing our private sector where it can get involved.

We're in a transition stage. I think that one of the big problems right now is that it's hard to induce our allies to cooperate when we’re badgering them about defense expenditures and so forth. We need a remake of our foreign policy process before we'll be able to consistently pursue a vision for development. On some projects we might even choose to cooperate with the Chinese. In fact, we're already cooperating through the World Bank, the Asian Development Bank, and even indirectly through the Asian Infrastructure Investment Bank, which has gotten almost all U.S. allies involved with it. So we shouldn't absolutely oppose China on all fronts, but evaluate the alternatives and tradeoffs in each particular case.

Q: Your current book project focuses on China’s development of high-speed rail between southern China and Singapore. What have you found in researching this project?

My core interest has always been Chinese politics, and particularly what I call the "implementation problem." That is, the realization that what Beijing says isn't necessarily implemented faithfully down the hierarchy in localities, despite the assumption that, because China is authoritarian, there ought to be a high correlation between what the top says and what the bottom actually does. The idea to build connectivity between China and the seven continental Southeast Asian nations south of it makes for a fascinating implementation case study. The underlying question for my book is: “Does China have the capacity to pull off such a gigantic initiative?”

In the case of this particular railway connectivity vision linking China and seven Southeast Asian neighbors, the idea was not Chinese, but rather, a vision of Southeast Asians themselves. In the past, China didn't have the technology, capital, or frankly the inclination to build somebody else's rail system. Around 2012, however, China decided to step out and build infrastructure beyond its borders, and essentially adopted the Southeast Asian idea of rail connectivity. What interests me is the implementation question: if it's difficult to get things done within China itself, how do you create an interconnected system that transits seven more countries, from Thailand, Malaysia, and Singapore, through Myanmar, Laos, Vietnam, and Cambodia? It's a fantastically complicated project, with financing, environmental, and displaced population problems, among many others.

The results so far are mixed, but you would be surprised at the progress that China has made. I believe that within a few years, certainly before 2030, there will be a high-speed and conventional-speed rail system that connects south China to at least Bangkok and another link that connects Singapore to Kuala Lumpur, with the major uncertainty being the stretch from Kuala Lumpur to Bangkok. It’s less clear whether it will also eventually go through Myanmar and Vietnam. But the Chinese are well on the way to finishing the Laos railroad and began construction on some railroad in Thailand, so I think that probably by 2025 you'll see a railroad to Bangkok, which would be a major change in the economic geography of the region. What bothers me is seeing the United States mired in our own preoccupation with ourselves and not reacting in a way that is most productive for our future given what China is doing and how other countries are moving forward.

Tesalia Rizzo holds a Ph.D. in Political Science at the Massachusetts Institute of Technology (MIT). Her research focuses on the demand and supply side of political mediation. Specifically, on how political (formal, informal or clientelist) intermediaries shape citizens’ attitudes and political engagement. She also works with non-governmental practitioners in Mexico to develop and test policies that disincentivize citizen reliance on clientelist and corrupt avenues of engaging with government and strengthen citizen demand for accountability. Her work with Mexican practitioners was awarded the 2017 Innovation in Transparency Award given by the Mexican National Institute for Access to Information (INAI). She is also a Research Fellow at MIT GOV/LAB and the Political Methodology Lab, at MIT. She is a graduate of the Instituto Tecnológico Autónomo de México (ITAM) in Mexico City. Prior to arriving at Stanford, she was a pre-doctoral fellow at the Center for US-Mexican Studies at University of California, San Diego and will join the Political Science Faculty at the University of California, Merced in 2020.

Thirty years ago this week, I watched the news from Beijing and started shredding my bedding. It was the night before my college graduation, I had been studying Chinese politics, and news had broken that college students just like us had been gunned down in Tiananmen Square after weeks of peaceful and exhilarating democracy protests—carried on international TV. In the iconic square where Mao Zedong had proclaimed the People’s Republic decades before, bespectacled students from China’s best universities had camped out, putting up posters with slogans of freedom in Chinese and English. A “goddess of democracy” figure modeled after the Statue of Liberty embodied their hopes—and ours—for political liberation in China.

On my campus back then were just a handful of students majoring in East Asian studies. Learning of the brutal crackdown in Beijing, we somehow found one another, gathered our friends, and stayed up making hundreds of white armbands for classmates to wear at commencement the next day. Grappling with the cold realities of the “real world” we were about to enter, we didn’t know what else to do. So we tore sheets and cried for what might have been.

The June 4, 1989, massacre was a horrifying spectacle that the Chinese government has sought to erase from national memory ever since. But, 30 years later, contemplating what might have been is more important than ever. In hindsight, Tiananmen Square serves as a continuing reminder about just how much China has defied, and continues to defy, the odds and predictions of experts. The fact is that generations of American policy makers, political scientists, and economists have gotten China wrong more often than they’ve gotten China right. In domestic politics, economic development, and foreign policy, China has charted a surprising path that flies in the face of professional prognostications, general theories about anything, and the experience of other nations.

As a 2018-19 Postdoctoral Fellow in Contemporary Asia at the Shorenstein Asia-Pacific Research Center, I have been working on my book manuscript Pathways to Power: Opposition Party and Coalition Building in Multiethnic Malaysia. The book examines the dilemmas faced by opposition parties in authoritarian regimes as they try to build electoral and political power. In this brief blog post, I’ll discuss the motivation for the book project, the main argument, and some of its findings.
 
Competitive authoritarian regimes, where opposition parties compete against powerful incumbents that skew political and electoral institutions in their favor, are the most common type of non-democratic regime today. As conceptualized by political scientists Steven Levitsky and Lucan Way, competitive authoritarian regimes feature the trappings of democracy, including regular elections and multiparty political competition, but with an electoral playing field that heavily favors the ruling government. Ruling powers in these regimes use a variety of tools to stay in power, including electoral fraud, targeted arrests or harassment of opposition leaders, and subtler strategies to divide and coopt potential opposition.
 
Nevertheless, opposition parties in such regimes sometimes succeed in growing substantial electoral support against the authoritarian odds. My book analyzes how and why some opposition parties are able to do so – and provides a novel explanation for the conditions under which opposition parties build broad-based and coordinated electoral challenges. I examine two key electoral strategies used by opposition parties: Individual strategies used by parties to win over new voters from the ruling government, and collective strategies, where opposition parties coordinate or build coalitions with each other in elections. Even as these two strategies allow parties to win over new blocs of voters away from the ruling government, I focus on the dilemmas that these strategies create for the opposition. First, parties face different constraints in trying to appeal to new voters while maintaining the issues and identities around which they mobilize core support. Second, individual and collective electoral strategies are in fundamental tension with each other. When parties coordinate with each other in elections, I argue that they are less likely to broaden their individual base of support. As a result, coordination and coalition building constrains the ability of individual parties to develop a broad base of support across territory and among new demographics.
 
The manuscript examines these dilemmas through tracing opposition party emergence and growth in Malaysia. Malaysia is an interesting and important case for several reasons. First, a single party, the United Malays National Organization (UMNO), dominated the country’s ruling coalitions from the country’s independence in 1957 until 2018. But against this backdrop of extraordinary stability, Malaysia’s opposition parties gradually built up electoral power to the point of unseating UMNO from national power for the first time in 2018. Second, Malaysia is a country of incredible diversity: Its largest ethnic group, the Malays, makes up about half of the population, and it contains significant ethnic minority populations of Chinese, Indian, and other indigenous groups. This made the challenges faced by the opposition even more pronounced as they sought to expand support across ethnoreligious lines while also building cross-cleavage coalitions. I draw on diverse evidence from my fieldwork in Malaysia, including in-depth interviews with party elites and leaders from all major parties, data on elections at the subnational and national level, as well as evidence from political campaigns, party congresses, and archival research.
 
The empirical chapters trace the strategies of four opposition parties: The Democratic Action Party (DAP), Pan-Malaysian Islamic Party (PAS), The People’s Justice Party (PKR), and The United Indigenous Party of Malaysia (Bersatu) in the period of 1999-2018 as they sought to respond to new electoral opportunities to scale up their support. I examine their varying attempts to expand their individual appeal, while showing how their increasingly coordinated electoral challenges paradoxically strengthened their reliance on existing ethnoreligious bases of support. I analyze how these strategies set the stage for their success in the 2018 elections, where three of these four parties won power and formed a new national government. Another empirical chapter brings the theoretical argument to bear on additional cases, providing an in-depth examination of three other cases of authoritarian regimes to demonstrate the generalizability of the argument beyond Malaysia. 
 
The book seeks to make three contributions to the academic literature. First, it brings a new theoretical perspective to the study of political competition under authoritarianism that sheds light on the determinants of opposition party success and failure. Second, it provides evidence and analysis of the factors leading to Malaysia’s unprecedented transition of government in 2018. Finally, it provides new insights into a broader literature on party adaptation in multiethnic societies and the study of the relationship between opposition parties and democratic transition.

Abstract: Sound strategy requires alignment of ends, ways, and means. A significant gap in ends (the objectives to be achieved) and means (the resources to be applied towards that objective) result in risk and likely policy failure. Few policies over the last decade have had a wider gap between ends and means than Syria. Declared U.S. objectives – “Assad must go” – were not matched by the resources for achieving that objective nor considered thought as to how it might realistically be achieved. This situation has worsened in the Trump administration as the declared objectives have increased but the available resources and political commitment have decreased. McGurk will discuss Syria policy across both administrations based on his own experience leading the U.S. response to ISIS. He has traveled to Syria extensively and calls for an urgent realignment of ends and means to drawn down risk to the United States. The lessons to be drawn are then applied to other foreign policy challenges and offer a ready formula for assessing the declared objectives of U.S. policy.  The talk will be based on McGurk’s recent article in the May/June issue of Foreign Affairs magazine.

 

Speaker's Biography: Brett McGurk is the Frank E. and Arthur W. Payne Distinguished Lecturer at the Freeman Spogli Institute and Center for Security and Cooperation at Stanford University.

 

McGurk’s research interests center on national security strategy, diplomacy, and decision-making in wartime.  He is particularly interested in the lessons learned over the presidencies of George W. Bush, Barack Obama, and Donald Trump regarding the importance of process in informing presidential decisions and the alignment of ends and means in national security doctrine and strategy.  At Stanford, he will be working on a book project incorporating these themes and teaching a graduate level seminar on presidential decision-making beginning in the fall of 2019.  He is also a frequent commentator on national security events in leading publications and as an NBC News Senior Foreign Affairs Analyst. 

 

Before coming to Stanford, McGurk served as Special Presidential Envoy for the Global Coalition to Defeat ISIS at the U.S. Department of State, helping to build and then lead the coalition of seventy-five countries and four international organizations in the global campaign against the ISIS terrorist network.  McGurk was also responsible for coordinating all aspects of U.S. policy in the campaign against ISIS in Iraq, Syria, and globally.

 

McGurk previously served in senior positions in the George W. Bush and Barack Obama administrations, including as Special Assistant to President Bush and Senior Director for Iraq and Afghanistan, and then as Deputy Assistant Secretary of State for Iraq and Iran and Special Presidential Envoy for the U.S. campaign against the Islamic State under Obama.

 

McGurk has led some of the most sensitive diplomatic missions in the Middle East over the last decade. His most recent assignment established one of the largest coalitions in history to prosecute the counter-ISIS campaign. He was a frequent visitor to the battlefields in both Iraq and Syria to help integrate military and civilian components of the war plan. He also led talks with Russia over the Syria conflict under both the Trump and Obama administrations, initiated back-channel diplomacy to reopen ties between Iraq and Saudi Arabia, and facilitated the formation of the last two Iraqi governments following contested elections in 2014 and 2018.

 

In 2015 and 2016, McGurk led fourteen months of secret negotiations with Iran to secure the release of Washington Post reporter Jason Rezain, U.S. Marine Amir Hekmati, and Pastor Saad Abadini, as well as three other American citizens.

 

During his time at the State Department, McGurk received multiple awards, including the Distinguished Honor Award and the Distinguished Service Award, the highest department awards for exceptional service in Washington and overseas assignments.

 

McGurk is also a nonresident senior fellow in the Middle East Program at the Carnegie Endowment for International Peace.

 

McGurk received his JD from Columbia University and his BA from the University of Connecticut Honors Program.  He served as a law clerk to Chief Justice William H. Rehnquist on the U.S. Supreme Court, Judge Denis Jacobs on the U.S. Court of Appeals for the 2d Circuit, and Judge Gerard E. Lynch on the U.S. District Court for the Southern District of New York.

If voters in Ukraine elect television star Volodymyr Zelensky president Sunday, as seems almost certain, that should please the Kremlin, which in the course of supporting rebels in the eastern regions of Ukraine has made clear its dislike for incumbent Petro Poroshenko. Zelensky, a political neophyte who plays a teacher unexpectedly elected president in the TV show “Servant of the People,” handily won the first round of the election March 31. Polls suggest he will beat the president in the runoff by as many as 30 points, and to the Kremlin, he must seem like a much more malleable figure.

That doesn’t mean he will be. Champagne corks popped in Moscow in November 2016 when Donald Trump unexpectedly won, and he has been a major disappointment for Putin, who wanted a change in Washington’s Russia policy. Zelensky could foil the Russians in exactly the same way.

Zelensky has no policy track record. During the campaign, he avoided detailed platform proposals, media interviews or political rallies, preferring instead to let his TV persona define his image. He could make mistakes — huge mistakes — as president. But he is no dummy: He built a successful business empire, and he may not be as prone to manipulation as Putin would want.

Jamie O’Connell is a Lecturer in Residence at Stanford Law School. He teaches and writes on political and legal development and has particular expertise in law and development, transitional justice, democratization, post-conflict reconstruction, and business and human rights. Until 2018, he was a Senior Fellow of the Honorable G. William and Ariadna Miller Institute for Global Challenges and the Law at the University of California, Berkeley, School of Law, as well as a Lecturer in Residence, teaching both law and undergraduate students.

O’Connell has worked on human rights and development in over a dozen countries in Africa, the Americas, Asia, and Europe, under the auspices of the United Nations, local and international non-governmental organizations, and academic institutions. He co-founded International Professional Partnerships for Sierra Leone, a non-governmental organization that worked with the government of Sierra Leone to enhance the performance of its agencies and civil servants. Earlier in his career, O’Connell studied international business as a researcher at Harvard Business School, publishing numerous case studies. He has directed the Human Rights Clinic at the University of Sierra Leone and taught as a visitor at Harvard Law School and Columbia Law School. O’Connell clerked for the Honorable James R. Browning on the U.S. Court of Appeals for the Ninth Circuit and is admitted to practice in California (inactive status) and New York. In 2016-17, he was a visiting professor and Fulbright Senior Scholar at the University of Valencia (Spain) Faculty of Law.

Abstract: Ambassador Koster will address the following political-military issues during his lecture. How has the security environment in Europe evolved since 2014, with growing instability and insecurity in the North Africa and the Middle East, and an assertive Russia in the East? How has Europe and NATO reacted to these challenges? Policies, structures and capabilities have been adapted, but will it be enough to restore peace and stability in Europe ? How will the demise of the arms control architecture affect all of this in the years to come?

 

Speaker's Biography: Ambassador Timo S. Koster is a career diplomat at the Dutch Ministry of Foreign Affairs. As of November 2018, Mr. Koster assumed his position as Ambassador-at-large for Security Policy & Cyber. Prior to this, since 2012, he was Director for Defence Policy and Capabilities at NATO HQ in Brussels.

After finishing his law degree at the University of Amsterdam, Ambassador Koster joined the diplomatic academy of the Ministry of Foreign Affairs of the Netherlands in 1991. His first appointment was at the Royal Netherlands Embassy in Nairobi, Kenya. Back in The Hague from 1994, he served in several positions within the Ministry, including a stint as Private Secretary to the Minister for European Affairs, before moving to the Royal Netherlands Embassy in London, as Head of Economic Department, between 1998 and 2001.

In 2001, Ambassador Koster became Acting Director for European Integration at the Ministry of Economic Affairs, after which he served as a Project Director at the Ministry for Foreign Affairs. In 2003 Mr. Koster was appointed Deputy Ambassador at the Royal Netherlands Embassy in Athens, Greece. In 2008 he moved to Brussels where he served as Defence Advisor at the Netherlands Permanent Representation to NATO until 2012 when he moved to the position of Director Defence Policy & Capabilities in the NATO International Staff.

Ambassador Koster is affiliated to the Atlantic Council Washington DC as a non-resident Ambassadorial Fellow at the Brent Scowcroft Centre for International Strategy and Security.

Timo S. Koster is married with two sons and two daughters.
