In politics, shoddy theories never die. In the Middle East, one of the oldest is that Palestine is the "core" regional issue. This zombie should have been interred at the beginning of the Arab Spring, which has highlighted the real core conflict: the oppressed vs. their oppressors. But the dead keep walking.

"The plight of the Palestinians has been a root cause of unrest and conflict in the region," insisted Turkish President Abdullah Gul in the New York Times last week. "Whether these [recent] uprisings lead to democracy and peace or to tyranny and conflict will depend on forging a lasting Israeli-Palestinian peace." Naturally, "the U.S. has a long overdue responsibility" to forge that peace.

Writing in the Financial Times, former U.S. National Security Adviser Brent Scowcroft intoned: "The nature of the new Middle East cannot be known until the festering sore of the occupied territories is removed." Read: The fate of democracy hinges on Palestine.

So do "Iran's hegemonic ambitions," he insinuated. This is why Tehran reaches for the bomb? Syria, too, will remain a threat "as long as there is no regional peace agreement." The Assad regime is slaughtering its own people for the sake of Palestine? And unless Riyadh "saw the U.S. as moving in a serious manner" on Palestine, Mr. Scowcroft warned, the Saudis might really sour on their great protector from across the sea. So when they sent troops into Bahrain, were they heading for Jerusalem by way of Manama?

Freedom does not need the enemy at the gate. Despots do, which is why they happily let the Palestinian sore fester for generations.

Shoddy political theories—ideologies, really—never die because they are immune to the facts. The most glaring is this: These revolutions have unfolded without the usual anti-American and anti-Israeli screaming. It's not that the demonstrators had run out of Stars and Stripes to trample, or were too concerned about the environment to burn Benjamin Netanyahu in effigy. It's that their targets were Hosni Mubarak, Zine el Abidine Ben-Ali, Moammar Gadhafi and the others—no stooges of Zionism they. In Benghazi, the slogan was: "America is our friend!"

The men and women of the Arab Spring are not risking their lives for a "core" issue, but for the freedom of Egypt, Tunisia, Libya and Syria. And of Iran, as the Green revolutionaries did in Tehran in 2009.

Every "Palestine-first" doctrine in the end comes down to that fiendish "Arab Street": The restless monster must be fed with Israeli concessions lest he rise and sweep away our good friends—all those dictators and despots who pretended to stand between us and Armageddon. Free Palestine, the dogma goes, and even Iran and Syria will turn from rabid to responsible. The truth is that the American and Israeli flags were handed out for burning by those regimes themselves.

This is how our good friends have stayed in power: Divert attention and energy from oppression and misery at home by rousing the masses against the enemy abroad. How can we have free elections, runs a classic line, as long as they despoil our sacred Islamic lands? This is why anti-Americanism and anti-Semitism are as rampant among our Saudi and Egyptian allies as among the hostile leaders of Iran and Syria.

The Palestinians do deserve their own state. But the Palestine-first strategy reverses cause and effect. It is not the core conflict that feeds the despotism; it is the despots who fan the conflict, even as they fondle their U.S.-made F-16s and quietly work with Israel. Their peoples are the victims of this power ploy, not its drivers. This is what the demonstrators of Tahrir Square and the rebels of Benghazi have told us with their silence on the Palestine issue.

So Palestine has nothing to do with it? It does, though not in the ways insisted by Messrs. Gul and Scowcroft. The sounds of silence carry a different message: "It's democracy, stupid!" Freedom does not need the enemy at the gate. Despots do, which is why they happily let the Palestinian sore fester for generations.

Israel, which has reacted in utter confusion to the fall of Mubarak, might listen up as well. If democracies don't have to "busy giddy minds with foreign quarrels," as Shakespeare has it in Henry IV, then Israel's reformed neighbors might at last be ready for real, not just cold peace. Mr. Mubarak was not. Nor is Mr. Assad of Syria, who has refused every Israeli offer to hand back the Golan Heights. If you rule at the head of a tiny Alawite minority, why take the Heights and give away a conflict that keeps you in power? Peace at home—justice, jobs and consent—makes for peace abroad.

Still, don't hold your breath. Yes, democracy is where history is going, but it is a long, perilous journey even from Tunis to Tripoli, let alone all the way to Tehran.

Stephen Stedman joined CISAC in 1997 as a senior research scholar, and was named a senior fellow at FSI and CISAC and professor of political science (by courtesy) in 2002. He served as the center's acting co-director in 2002-03. Stedman is the former director of Stanford's Ford Dorsey Program in International Policy Studies and is a director of 'Managing Global Insecurity,' a joint project with Stanford, New York University and the Brookings Institution. 

Stedman's research addresses the future of international organizations and institutions, an area of study inspired by his work at the United Nations. In 2003, he was recruited to serve as the research director of the U.N. High-Level Panel on Threats, Challenges and Change. The panel was created by then U.N. Secretary-General Kofi Annan to analyze global security threats and propose far-reaching reforms to the international system. Upon completion of the panel's report, A More Secure World: Our Shared Responsibility, Annan asked Stedman to remain at the U.N. as an assistant secretary-general to help gain worldwide support in implementing the panel's recommendations. Following the U.N. world leaders' summit in September 2005, during which more than 175 heads of state agreed upon a global security agenda developed from the panel's work, Stedman returned to CISAC.

Before coming to Stanford, Stedman was an associate professor of African studies at the Johns Hopkins University School of Advanced International Studies in Washington, D.C. In 1993, he was a Fulbright Senior Research Scholar at the University of the Western Cape in South Africa, where he studied the negotiations for a new constitution. He was an election observer in Angola in 1992 and in South Africa in 1994. He has served as a consultant to the United Nations on issues of peacekeeping in civil war, light weapons proliferation and conflict in Africa, and preventive diplomacy.

Stedman has taught courses on international conflict management, war in the 20th century, and the Rwandan genocide. In 2000, Scott Sagan and he founded the CISAC Interschool Honors Program in International Security Studies. From 1997 to 2003, Stedman and his wife, Corinne Thomas, were the resident fellows in Larkin House, the second largest all-frosh residence. Stedman received his PhD in political science from Stanford in 1988.

He is director of CDDRL's Fisher Family Honors Program in Democracy, Development and Rule of Law, and will be faculty director of the Program on International Relations in the School of Humanities and Sciences effective Fall 2025.

In 2011-12 Professor Stedman served as the Director for the Global Commission on Elections, Democracy, and Security, a body of eminent persons tasked with developing recommendations on promoting and protecting the integrity of elections and international electoral assistance. The Commission is a joint project of the Kofi Annan Foundation and International IDEA, an intergovernmental organization that works on international democracy and electoral assistance.

In 2003-04 Professor Stedman was Research Director of the United Nations High-level Panel on Threats, Challenges and Change and was a principal drafter of the Panel’s report, A More Secure World: Our Shared Responsibility.

In 2005 he served as Assistant Secretary-General and Special Advisor to the Secretary- General of the United Nations, with responsibility for working with governments to adopt the Panel’s recommendations for strengthening collective security and for implementing changes within the United Nations Secretariat, including the creation of a Peacebuilding Support Office, a Counter Terrorism Task Force, and a Policy Committee to act as a cabinet to the Secretary-General.

His most recent book, with Bruce Jones and Carlos Pascual, is Power and Responsibility: Creating International Order in an Era of Transnational Threats (Washington DC: Brookings Institution, 2009).

India’s Muslims account for 13.4 percent of the country’s 1.2 billion population and constitute its largest minority group. Since the country’s independence in 1947 and right up to the present decade, the Muslim community in various parts of the country has suffered hundreds of violent, sectar­ian attacks. A recent peak involved the Gujarat riots of 2002, when 2,000 Muslims were killed in a state-sponsored pogrom. When the ruling party in Gujarat state, the Bharatiya Janata Party (BJP), was subse­quently re-elected to power in the province with a larger electoral margin than before, it raised fears that the discrimination and violence were acquiesced to by the major­ity Hindu community.

These fears dissipated in 2004 when the BJP lost power in national elections, ap­parently in part because of its sectarian policies. However, the loss of life and assets in the Gujarat riots has raised the question of how the weakened Muslim community could recover.  

In response, and in fulfillment of an elec­toral promise to Muslims, in 2005, the new national government in India, led by the Congress party, created a committee, termed the “Prime Ministers’ High-Level Committee on the Social, Economic and Educational Status of the Muslim Com­munity in India,” to study the status of the Muslim community to enable the state to identify areas of intervention. Informally known as the Sachar Committee, named after its Chairperson, Rajendra Sachar, the Committee submitted a report in 2006. 

Four years after the report has been writ­ten, far from acting on its findings, not a single area of intervention has been moot­ed by the state, even as the report remains largely ignored by the media and other or­gans of civil society. Why is this and what does it tell us about the future of India’s Muslims?

Visiting Scholar Program on Arab Reform and Democracy

Ahmed Benchemsi is a visiting scholar at Stanford University's Program on Arab Reform and Democracy at the Center on Democracy, Development and the Rule of Law. His focus is on the democratic grassroots movement that recently burgeoned in Morocco, as in Tunisia and Egypt. Ahmed researches how and under what circumstances a handful of young Facebook activists managed to infuse democratic spirit which eventually inspired hundreds of thousands, leading them to hit the streets in massive protests. He investigates whether this actual trend will pave the way for genuine democratic reform or for the traditional political system's reconfiguration around a new balance of powers - or both.  

Before joining Stanford, Ahmed was the publisher and editor of Morocco's two best-selling newsweeklies TelQuel (French) and Nishan (Arabic), which he founded in 2001 and 2006, respectively. Covering politics, business, society and the arts, Ahmed's magazines were repeatedly cited by major media such as CNN, BBC, Al Jazeera and more, as strong advocates of democracy and secularism in the Middle East and North Africa.

Ahmed received awards from the European Union and Lebanon's Samir Kassir Foundation, notably for his work on the "Cult of personality" surrounding Morocco's King. He also published op-eds in Le Monde and Newsweek where he completed fellowships.

Ahmed received his M.Phil in Political Science in 1998 from Paris' Institut d'Etudes Politiques (aka "Sciences Po"), his M.A in Development Economics in 1995 from La Sorbonne, and his B.A in Finance in 1994 from Paris VIII University.

Aila M. Matanock is a Ph.D. candidate in political science at Stanford.  Her current research is on bringing militant groups into elections in conflicted states and, more broadly, on effective governance for minimizing conflict.  She is currently compiling an observational dataset on militant groups worldwide, while also conducting survey experiments, primarily in Colombia.  Before coming to Stanford, she was employed by the RAND Corporation to conduct research on terrorism and proliferation.  She received an undergraduate degree magna cum laude in Social Studies from Harvard University, and also worked with the Belfer Center's Managing the Atom Project and with the Los Alamos National Laboratory during that time.

Janine Zacharia was born in New Hyde Park, New York and received her bachelor's degree from Middlebury College in Middlebury, Vermont. In 1995, she became a correspondent for the Jerusalem Report in Israel, covering Yitzhak Rabin's 1995 assassination and Israeli elections. She became a news-wire reporter for Reuters in Jerusalem in 1998. She moved to Washington in 1999 to serve as the bureau chief of the Jerusalem Post. She reported on a series of Middle East summits starting with the Shepherdstown, West Virginia Syrian-Israeli peace talks in 2000. She also regularly wrote for The New Republic during this time and was a cable news analyst. Bloomberg News hired her as its diplomatic correspondent in 2005. Over the past several years, she has reported on U.S. diplomacy abroad and traveled to more than 40 countries with U.S. Secretary of State Condoleezza Rice and other senior administration officials. In October 2007, she accompanied Benazir Bhutto on her return to Pakistan where militants killed 140 of her supporters during an attack on the former prime minister

In September, Crystal Chang and Jeremy M. Menchik will join the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) as its Shorenstein Fellows for the 2011–2012 academic year. 



Crystal ChangCrystal Chang, a PhD candidate with the Department of Political Science at the University of California, Berkeley, is currently completing her dissertation on China's growing independent automotive industry. Her research examines Chinese automakers alongside historical case studies from Japan and Korea. During her time at Shorenstein APARC, she will expand her dissertation to include a comparative study of India's contemporary automotive industry, which, like China's, has experienced domestic and international success. She will also continue research that she is currently conducting about China's private energy sector, with a focus on the solar power industry. Chang holds an MPIA degree in international management from the University of California, San Diego, and a BA in international relations from Stanford University.



Jeremy M. MenchikJeremy Menchik, a PhD candidate with the Department of Political Science at the University of Wisconsin-Madison (UW-Madison), is finishing his dissertation, which poses the question: what is the basis for religious tolerance in Indonesia, and why does it sometimes break down? He addresses this question through a study of Indonesian civil society and of three of the country's largest and oldest Islamic organizations: Nahdlatul Ulama, Muhammadiyah, and Persatuan Islam. Menchik has conducted extensive field research in Indonesia during the course of his graduate studies. At Shorenstein APARC, he will prepare his dissertation for publication and develop related projects on Islamic law, political tolerance, and political symbolism in Indonesian elections. Menchik holds an MA in political science from UW-Madison and a BA, also in political science, from the University of Michigan.

 

Established in 2002 through the generosity of Walter H. Shorenstein, the Shorenstein Fellowship in Contemporary Asia is an exciting opportunity for junior scholars to spend a year at Shorenstein APARC, engaging with other scholars and experiencing the world-class resources—ranging from libraries to events—that Stanford University has to offer. Shorenstein APARC looks forward to welcoming Chang and Menchik to the center in the coming academic year.

On March 1, the Program on Human rights welcomed David Pressman to the Stanford campus, where he spoke during the eighth installment of the Sanela Diana Jenkins Speaker Series. Pressman, the former Chief of Staff to the Deputy Secretary of Homeland Security, was recently appointed by Obama to serve as the first-ever Director for War Crimes and Atrocities on the National Security Council at the White House.

Drawing both from his experience as an advocate during the crisis in Darfur and from his current role as a government official, Pressman discussed the challenges of making the oft-quoted promise of  "never again" a reality. Pressman argued that the United States has begun to and must continue to adopt more proactive and preventative measures to respond to humanitarian crises as they happen.

Pressman discussed his efforts to create an established process to identify areas where diplomatic efforts of the United States could help prevent or mitigate atrocities. In such a system, the NSC would collect and compile data from NGO's and intelligence agencies to analyze indicators that could predict when and where mass atrocities are likeliest to occur. With this information, the United States could better allocate its resources and engage diplomatically with other states who may be better positioned or equipped to handle the mounting crises.

Speaking more broadly about the demands of his job, Pressman said that it is an extremely exciting time to be working in his position. He detailed the government's massive efforts to prevent the outbreak of violence in the wake of the recent referendum in Sudan, which he described as a marked shift in policy focus toward prevention from the typical reactive measures of the past. He described the recent referral of Muammi Qaddafi to the International Criminal Court as a "watershed moment" for the United States' relationship with the international community in terms of human rights enforcement.

Nevertheless, he mentioned the many areas around the world in which mass atrocities are widespread - Côte d'Ivoire, Kenya, and Burma, among others -  and emphasized the need for continued progress toward a world where "never again" is more than a catch slogan.

Over the course of three short months, popular uprisings have toppled regimes in Tunisia and Egypt, sparked a civil war in Libya and created unrest in other parts of the Middle East. They also have raised a question in many people's minds: Are all authoritarian regimes now threatened by this new democratic wave? In particular, is China, a rising superpower, vulnerable to these forces?  

The Communist government in Beijing is clearly worried. It has limited news coverage of the recent uprisings and has clamped down on democratic activists and foreign reporters, acting pre-emptively against anonymous calls on the Internet for China to have its own "Jasmine Revolution." A recent front-page editorial in the Beijing Daily, an organ of the city's party committee, declared that most people in the Middle East were unhappy with the protests in their countries, which were a "self-delusional ruckus" orchestrated by a small minority. For his part, President Hu Jintao has urged the strengthening of what has been dubbed the "Great Firewall"-the sophisticated apparatus of censorship and surveillance that the regime uses to control access to the Internet.

No social scientist or intelligence analyst predicted the specific timing or spread of the Arab uprising-the fact that it would start in Tunisia, of all places, that it would be triggered by an event like the self-immolation of a vegetable seller, or that protests would force the mighty Egyptian army to abandon Hosni Mubarak. Over the past generation, Arab societies have appeared stolidly stable. Why they suddenly exploded in 2011 is something that can be understood only in retrospect, if at all.

But this doesn't mean that we can't think about social revolutions in a more structured way. Even unpredictable things take place in a certain context, and the present-day situations of China and the Middle East are radically different. Most of the evidence suggests that China is pretty safe from the democratic wave sweeping other parts of the world-at least for now.

Perhaps the most relevant thinker for understanding the Middle East today and China tomorrow is the late Samuel Huntington-not the Huntington of "The Clash of Civilizations," who argued that there were fundamental incompatibilities between Islam and democracy, but the Huntington whose classic book "Political Order in Changing Societies," first published in 1968, laid out his theory of the development "gap."

Observing the high levels of political instability plaguing countries in the developing world during the 1950s and '60s, Mr. Huntington noted that increasing levels of economic and social development often led to coups, revolutions and military takeovers. This could be explained, he argued, by a gap between the newly mobilized, educated and economically empowered people and their existing political system-that is, between their hopes for political participation and institutions that gave them little or no voice. Attacks against the existing political order, he noted, are seldom driven by the poorest of the poor in such a society; they tend to be led, instead, by rising middle classes who are frustrated by the lack of political and economic opportunity.

All of these observations would seem to apply to Tunisia and Egypt. Both countries have made substantial social progress in recent decades. The Human Development Indices compiled by the United Nations (a composite measure of health, education and income) increased by 28% for Egypt and 30% for Tunisia between 1990 and 2010. The number of people going to school has grown substantially; Tunisia especially has produced large numbers of college graduates. And indeed, the protests in Tunisia and Egypt were led in the first instance by educated, tech-savvy middle-class young people, who expressed to anyone who would listen their frustrations with societies in which they were not allowed to express their views, hold leaders accountable for corruption and incompetence, or get a job without political connections.

Mr. Huntington stressed the destabilizing power of new social groups seeking political participation. People used to be mobilized by newspapers and radio; today they are spurred to action by cell phones, Facebook and Twitter, which allow them to share their grievances about the existing system and to learn about the possibilities of the larger world. This change in the Middle East has been incredibly rapid, and it has trumped, for now, old verities about the supposed passivity of Arab culture and the resistance of Islam to modernization.

But do these remarkable developments tell us anything about the possibility for future instability in China?

It is certainly true that the dry tinder of social discontent is just as present in China as in the Middle East. The incident that triggered the Tunisian uprising was the self-immolation of Mohamed Bouazizi, who had his vegetable cart repeatedly confiscated by the authorities and who was slapped and insulted by the police when he went to complain. This issue dogs all regimes that have neither the rule of law nor public accountability: The authorities routinely fail to respect the dignity of ordinary citizens and run roughshod over their rights. There is no culture in which this sort of behavior is not strongly resented.

This is a huge problem throughout China. A recent report from Jiao Tong University found that there were 72 "major" incidents of social unrest in China in 2010, up 20% over the previous year. Most outside observers would argue that this understates the real number of cases by perhaps a couple of orders of magnitude. Such incidents are hard to count because they often occur in rural areas where reporting is strictly controlled by the Chinese authorities.

The most typical case of outraged dignity in contemporary China is a local government that works in collusion with a private developer to take away the land of peasants or poor workers to make way for a glittery new project, or a company that dumps pollutants into a town's water supply and gets away with it because the local party boss stands to profit personally. Though corruption in China does not reach the predatory levels of certain African or Middle Eastern countries, it is nonetheless pervasive. People see and resent the privileged lives of the nation's elite and their children. The movie "Avatar" was a big hit in China in part because so many ordinary Chinese identified with the indigenous people it portrayed whose land was being stolen by a giant, faceless corporation.

There is, moreover, a huge and growing problem of inequality in China. The gains from China's remarkable growth have gone disproportionately to the country's coastal regions, leaving many rural areas far behind. China's Gini index-a standard measure of income inequality across a society-has increased to almost Latin American levels over the past generation. By comparison, Egypt and Tunisia have a much more equal income distribution.

According to Mr. Huntington, however, revolutions are made not by the poor but by upwardly mobile middle-class people who find their aspirations stymied, and there are lots of them in China. Depending on how you define it, China's middle class may outnumber the whole population of the United States. Like the middle-class people of Tunisia and Egypt, those in China have no opportunities for political participation. But unlike their Middle Eastern counterparts, they have benefited from a dramatically improving economy and a government that has focused like a laser beam on creating employment for exactly this group.

To the extent that we can gauge Chinese public opinion through surveys like Asia Barometer, a very large majority of Chinese feel that their lives have gotten better economically in recent years. A majority of Chinese also believe that democracy is the best form of government, but in a curious twist, they think that China is already democratic and profess to be satisfied with this state of affairs. This translates into a relatively low degree of support for any short-term transition to genuine liberal democracy.

Indeed, there is some reason to believe that the middle class in China may fear multiparty democracy in the short run, because it would unleash huge demands for redistribution precisely from those who have been left behind. Prosperous Chinese see the recent populist polarization of politics in Thailand as a warning of what democracy may bring.

The fact is that authoritarianism in China is of a far higher quality than in the Middle East. Though not formally accountable to its people through elections, the Chinese government keeps careful track of popular discontents and often responds through appeasement rather than repression. Beijing is forthright, for example, in acknowledging the country's growing income disparities and for the past few years has sought to mitigate the problem by shifting new investments to the poor interior of the country. When flagrant cases of corruption or abuse appear, like melamine-tainted baby formula or the shoddy school construction revealed by the Sichuan earthquake, the government holds local officials brutally accountable-sometimes by executing them.

Another notable feature of Chinese government is self-enforced leadership turnover. Arab leaders like Tunisia's Zine al-Abidine Ben Ali, Egypt's Mr. Mubarak and Libya's Col. Moammar Gadhafi never knew when to quit, hanging on 23, 30 and 41 years, respectively. Since Mao, the Chinese leadership has rigidly adhered to terms of about a decade. Mr. Hu, the current president, is scheduled to step down in 2012, when he is likely to be replaced by Vice President Xi Jinping. Leadership turnover means that there is more policy innovation, in sharp contrast to countries like Tunisia and Egypt, which have been stuck for decades in the rut of crony capitalism.

The Chinese government is also more clever and ruthless in its approach to repression. Sensing a clear threat, the authorities never let Western social media spread in the first place. Facebook and Twitter are banned, and content on websites and on China-based social media is screened by an army of censors. It is possible, of course, for word of government misdeeds to get out in the time between its first posting by a micro-blogger and its removal by a censor, but this cat-and-mouse game makes it hard for a unified social space to emerge.

A final critical way in which China's situation differs from that of the Middle East lies in the nature of its military. The fate of authoritarian regimes facing popular protests ultimately depends on the cohesiveness and loyalty of its military, police and intelligence organizations. The Tunisian army failed to back Mr. Ben Ali early on; after some waffling, the Egyptian army decided it would not fire on protesters and pushed Mr. Mubarak out of power.

In China, the People's Liberation Army is a huge and increasingly autonomous organization with strong economic interests that give it a stake in the status quo. As in the Tiananmen uprising in 1989, it has plenty of loyal units around the country that it could bring into Beijing or Shanghai, and they would not hesitate to fire on demonstrators. The PLA also regards itself as the custodian of Chinese nationalism. It has developed an alternative narrative of 20th-century history that places itself at the center of events like the defeat of Japan in the Pacific war and the rise of a modern China. It is very unlikely that the PLA would switch sides and support a democratic uprising.

The bottom line is that China will not catch the Middle Eastern contagion anytime soon. But it could easily face problems down the road. China has not experienced a major recession or economic setback since it set out on its course of economic reform in 1978. If the country's current property bubble bursts and tens of millions of people are thrown out of work, the government's legitimacy, which rests on its management of the economy, would be seriously undermined.

Moreover, Mr. Huntington's scenario of rising but unfulfilled expectations among the middle class may still play out. Though there is a labor shortage among low-skill workers in China today, there is a glut of the college educated. Every year into the future, China will graduate more than seven million people from its universities, up from fewer than a million in 1998, and many of them are struggling to find work suitable to their self-perceived status. Several million unemployed college graduates are far more dangerous to a modernizing regime than hundreds of millions of poor peasants.

There is also what the Chinese themselves call the "bad emperor" problem. China's historical achievement over the centuries has been the creation of high-quality centralized bureaucratic government. When authoritarian rulers are competent and reasonably responsible, things can go very well. Indeed, such decision-making is often more efficient than in a democracy. But there is no guarantee that the system will always produce good rulers, and in the absence of the rule of law and electoral checks on executive power, there is no way to get rid of a bad emperor. The last bad emperor, commonly (if quietly) acknowledged as such, was Mao. We can't know what future tyrant, or corrupt kleptocrat, may be waiting in the wings in China's future.

The truth is that, much as we might theorize about the causes of social revolution, human societies are far too complex, and change too rapidly, for any simple theory to provide a reliable guide. Any number of observers dismissed the power of the "Arab street" to bring about political change, based on their deep knowledge of the Middle East, and they were right every year-up until 2011.

The hardest thing for any political observer to predict is the moral element. All social revolutions are driven by intense anger over injured dignity, an anger that is sometimes crystallized by a single incident or image that mobilizes previously disorganized individuals and binds them into a community. We can quote statistics on education or job growth, or dig into our knowledge of a society's history and culture, and yet completely miss the way that social consciousness is swiftly evolving through a myriad of text messages, shared videos or simple conversations.

The central moral imponderable with regard to China is the middle class, which up to now has seemed content to trade political freedom for rising incomes and stability. But at some point this trade-off is likely to fail; the regime will find itself unable to deliver the goods, or the insult to the dignity of the Chinese people will become too great to tolerate. We shouldn't pretend that we can predict when this tipping point will occur, but its eventual arrival, as Samuel Huntington might have suggested, is bound up with the very logic of modernization itself.

The new health reform started in 2009 has shown the determination of the Chinese government, especially the central government, to increase its responsibility in the health sector. The most obvious manifestation of this commitment would be to increase government health expenditure (GHE). But there is still a hot debate about whether the government should allocate more public finds to health or just deepen the marketization of the health sector. Moreover, commitments at the central and local levels are not the same: local government responsibility for GHE is high, and commitments by the central government to increase GHE have not translated into increases in local government GHE as much as proposed in the national health reform.

Our research seeks to answer two questions: What was the actual pattern of GHE? And why did China’s local governments respond as they did? We first discuss the necessity of public financing for health care, and then analyze how intergovernmental economic competition affects local governments’ behavior under “Chinese-style decentralization” (known as fiscal decentralization with political centralization). Empirically, we apply a dynamic panel data model to provincial panel data from 1991 to 2007 to identify the effect of GHE on health performance in each province over time, using infant mortality and some morbidity metrics as health performance variables. We also examine differences across regions, as well as before and after the Severe Acute Respiratory Syndrome (SARS) epidemic of 2003.

Our analysis provides evidence that Chinese-style decentralization negatively impacted GHE. The main findings are as follows:

  1. Increasing GHE did improve health performance, and this improvement was mainly driven by the GHE through the health department directly, not through spending by other governmental departments that also impact health. However, pursuit of economic performance lowered local governments’ GHE, mainly by decreasing GHE through local health departments.
  2. Compared with in the eastern and western regions, this health improvement was not significant in China’s middle regions, where the intergovernmental economic competition leads to much less GHE through health departments.
  3. The outburst of SARS in 2003 further increased the positive effect from GHE through local health departments, while the effect from GHE through other departments was not equally significant.

All these results suggest that adjusting the structure of public health financing, reforming the fiscal system, and improving the performance evaluation system for local governments are critical for the success of China’s on-going health reform.

Qiulin Chen is a postdoctoral fellow of Shorenstein APARC and a member of the center's Asia Health Policy Program. His main interest of research is health economics and public finance, focusing on policy and outcome comparison of health care systems and Chinese health reform. His dissertation focused on performance comparison between public (or governmental) and private health care financing, between local and central government responsibility on health care, between contracted and integrated health care system. In particular, his dissertation examined under Chinese-style decentralization, known as fiscal decentralization with political centralization, how economic competition affect local government's behaviour on health investment, and why public contracted system obstructs health performance and provides one channel of such effects in terms of preventive care and public health. He is currently involved in a comparative research project on demographic change in East Asia based on the National Transfer Accounts data and analysis.

Chen's recent publication is "The changing pattern of China's public services" (with Ling Li and Yu Jiang) in Population Aging and the Generational Economy: A Global Perspective (Ronald Lee and Andrew Mason, editors), forthcoming 2011. Before studying in Stanford, he has published more than 10 papers in academic journals in Chinese, such as Jing Ji Yan Jiu (Economic Research) and Zhong Guo Wei Sheng Jing Ji (Chinese Health Economics), and 5 book chapters. He has participated in about 20 research projects, such as A Design of Framework for Healthcare Reform in China which is commissioned by the State Council Working Party on Health Reform, Strategy Planning Study of "Healthy China 2020" which is commissioned by the Minister of Health, and Health Challenge in the Aging Society and It's Policy Implication funded by Chinese National Natural Science Foundation.

Chen earned his Ph.D. in Economics from Peking University in 2010, and earned a B.A. in Business Administration from Nanjing University in 2001. From 2004 through 2008, he was Executive Assistant of the Director of the China Centre for Economic Research at Peking University (CCER). He is also a postdoctoral fellow of National School of Development at Peking University (Its predecessor is CCER).
