Since Thailand’s coup of September 2006, which forced the controversial government of billionaire businessman Thaksin Shinawatra out of office, pro- and anti-Thaksin forces have waged an intense battle for control of the government. Rural people in Thailand have played an important role in this struggle, but the nature of their politics is poorly understood. On the one hand there are breathless accounts of agrarian class struggle, while on the other hand rural protest is dismissed as the product of elite manipulation and financial inducement. These paradigms are unhelpful because they ignored the emergence of a new political relationship between the state and the rural population. Sustained economic growth since the 1960s had lifted rural households to levels of income and consumption previously unimagined. They are no longer mainly challenged by food insecurity but by the need to diversify economically and improve productivity. The state plays a key role in addressing these challenges through an array of subsidy, welfare, and community development schemes. Modern peasant politics in Thailand are motivated not by an antagonistic relationship with the state but by a desire to draw the state into mutually beneficial transactions. The classic frameworks for explaining peasant political behavior, based on rebellion or resistance, are impediments to understanding this new style of political behavior. Prof. Walker will propose instead an alternative model of rural “political society” based on the relationship between a persistent peasantry and a subsidizing state.  Copies of Thailand's Political Peasants will be available for signing and sale by the author following his talk.

Andrew Walker is an anthropologist who has worked in northern Thailand since the early 1990s. His latest book is Thailand’s Political Peasants: Power in the Modern Rural Economy (2012). His many earlier publications include “Royal Succession and the Evolution of Thai Democracy,” in Montesano et al., eds, Bangkok May 2010: Perspectives on a Divided Thailand (2011); Tai Lands and Thailand: Community and State in Mainland Southeast Asia (edited, 2009); Forest Guardians, Forest Destroyers: The Politics of Environmental Knowledge in Northern Thailand (co-authored, 2008); and The Legend of the Golden Boat: Regulation, Trade and Traders in the Borderlands of Laos, Thailand, China and Burma (1999). He also co-founded and co-convenes New Mandala, a widely read and highly regarded blog that offers fresh perspectives, both analytic and anecdotal, on mainland Southeast Asia.

Frances C. Moore is a PhD student in the Emmett Interdisciplinary Program in Environment and Resources at Stanford University. She is working with David Lobell and Larry Goulder to study how farmers are likely to adapt to climate change so as to reduce its negative effects. Understanding the likely rate and effectiveness of this autonomous adaptation is important for accurately estimating the future impact of climate change on agricultural production and food security. Fran is combining experimental, statistical, and field-based methods from economics, anthropology and psychology with climate data and models in order to better model adaptation in agriculture.

Fran’s previous work focused on the negotiation of international climate agreements and she has published several articles on the mitigation potential of short-lived greenhouse gases in developing countries and on the negotiation of international adaptation policy. Fran is a Stanford Interdisciplinary Graduate Fellow, a former Switzer Foundation Fellow and a former NSF Graduate Research Fellow. She holds a Masters of Environmental Science from the Yale School of Forestry and Environmental Studies and a B.A., summa cum laude, in Earth and Planetary Science from Harvard University.

Christopher MacLennan is currently the Director General of Thematic and Sectoral Policy at the Canadian International Development Agency (CIDA).  He is responsible for leading the Agency’s policy development related to various sectors of international development programming including democracy promotion, food security, economic growth, governance and human rights.  Dr. MacLennan led the team that built the policy framework for the G8 Muskoka Initiative on Maternal, Newborn and Child Health in 2010 and represented Canada’s contribution to the 2012 G8 New Alliance on Food and Nutrition Security at Camp David.  Previous to working at CIDA, Christopher has held various positions in the Government of Canada, including at the Privy Council Office, the arm of the Canadian government that directly supports the Prime Minister and Cabinet.  Research interests include donor approaches to democratic assistance, international human rights development and federalism in multinational states.  Dr. MacLennan holds a Ph.D. from the University of Western Ontario specializing in constitutional development and international human rights and has numerous publications including Toward the Charter:  Canadians and the Demand for a National Bill of Rights, 1929-1960.

Seafood plays a critical role in global food security and protein intake. The global supply of seafood increasingly comes from aquaculture - the farming of fish, shellfish, and aquatic plants. China is the dominant leader in this field, supplying about two-thirds of global aquaculture production. China also consumes an estimated one-third of global aquaculture output, a figure that is expected to increase as the country proceeds along its developmental trajectory.

Effective water management is one key element of agricultural innovation and growth. This talk: outlines evolving and changing good global practices with respect to water management and agriculture; examines developments in both water and agriculture in Africa; and suggests avenues which might be explored in improving water management and increasing agricultural productivity in Africa.

 is the Gordon McKay Professor of the Practice of Environmental Engineering and Environmental Health at Harvard University where he directs the Harvard Water Security Initiative. He teaches undergraduate and graduate courses on water management and development. In 2010 he was nominated for the Joseph R. Levenson Prize for exceptional teaching of Harvard undergraduates.

Briscoe's career has focused on the issues of water, other natural resources and economic development. He has worked as an engineer in the government water agencies of South Africa and Mozambique; as an epidemiologist at the Cholera Research Center in Bangladesh; and as a professor of water resources at the University of North Carolina. In his 20-year career at the World Bank, he held high-level technical positions, including Country Director for Brazil (the World Bank’s biggest borrower). Mr. Briscoe's role in shaping the governance and strategy of the World Bank is the subject of a chapter in the definitive recent history of the Bank, Sebastian Mallaby's The World's Banker (Penguin, 2006).

 is an Assistant Professor of Science, Technology, Engineering, and Policy in the School of International Relations and Pacific Studies at the University of California, San Diego. She is also an affiliate of Stanford University's Center on Food Security and the Environment (FSE), where she was previously a postdoctoral researcher. Jennifer is a physicist by training whose research focuses on simultaneously achieving global food security and mitigating climate change. She designs, implements, and evaluates technologies for poverty alleviation and agricultural adaptation, and she studies the links between energy poverty and food and nutrition security, the mechanisms by which energy services can help alleviate poverty, and the environmental impacts of food production and consumption. Much of Jennifer's current research focuses on the developing world.

This research area explores the national and international land and water laws that govern land tenure and property rights in sub-Saharan African countries, with the aim of understanding how large-scale land investments influence the tenure security, and therefore food security, of local farmers. The World Bank and others have identified a large agro-ecological region of African known as the Guinea Savannah as well-positioned for major agricultural development.

During a daylong Moving Mountains Symposium a stellar roster of demographers, scientists, economists and activists will attempt to answer the big question about maximum population, and they will also tell us what can be done to ensure we live in a tenable world, one in which solitude is not extirpated. They will touch on subjects like water tables, food security, women's education, immigration, and human longevity.

FSE director Roz Naylor will address the challenges of feeding the growing world. Other participants include Stanford's Paul Ehrlich, author of “The Population Bomb” and long-time leading voice on the population issue, who will talk about what will happen when the population bomb explodes.

Rosamond (Roz) Naylor is the William Wrigley Professor, Emerita, of Global Environmental Policy in the Doerr School of Sustainability; and founding Director of the Center on Food Security and the Environment (FSE) at Stanford University. Her research focuses on policies and practices to improve global food security and protect the environment on land and at sea. She has been involved in numerous field-level research projects around the world with her students and has published widely on issues related to global food systems, food policy, and aquaculture. She is the co-chair of The Blue Food Assessment, an international initiative aimed at providing a comprehensive scientific evaluation of the sustainability, nutrition, equity, and justice dimensions of aquatic foods cultured and captured in freshwater and marine environments within the global food system. She is a Member of the National Academy of Sciences, a Fellow of the American Association for the Advancement of Science (AAAS), Fellow of the Ecological Society of America (ESA), a Pew Marine Fellow, and a Leopold Leadership Fellow. She is also the Chair of the Board of Directors for the Aspen Global Change Institute and a member of the Scientific Advisory Committee for Oceana. At Stanford, she teaches courses on The World Food Economy, Human Society and Environmental Change, and Food and Security.

This presentation will describe the NRC’s mission, the traditional approach to regulation of nuclear power facilities, and the NRC’s more recent use of probabilistic risk assessment (PRA) in regulation. The presentation will also explore uncertainties in PRA and the role they play in NRC decision making.


About the speaker: The Honorable George Apostolakis was sworn in as a Commissioner of the U.S. Nuclear Regulatory Commission (NRC) on April 23, 2010, to a term ending on June 30, 2014.


Dr. Apostolakis has had a distinguished career as an engineer, professor and risk analyst. Before joining the NRC, he was a professor of Nuclear Science and Engineering and a professor of Engineering Systems at the Massachusetts Institute of Technology. He was also a member and former Chairman of the statutory Advisory Committee on Reactor Safeguards of the NRC.


In 2007, Dr. Apostolakis was elected to the National Academy of Engineering for "innovations in the theory and practice of probabilistic risk assessment and risk management." He has served as the Editor-in-Chief of the International Journal Reliability Engineering and System Safety and is the founder of the International Conferences on Probabilistic Safety Assessment and Management. He received the Tommy Thompson Award for his contributions to improvement of reactor safety in 1999 and the Arthur Holly Compton Award in Education in 2005 from the American Nuclear Society.


Dr. Apostolakis is an internationally recognized expert in risk assessment. He has published more than 120 papers in technical journals and has made numerous presentations at national and international conferences. He has edited or co-edited eight books and conference proceedings and has participated in many probabilistic risk assessment courses and reviews.


Dr. Apostolakis received his diploma in electrical engineering from the National Technical University in Athens, Greece in 1969. He earned a master's degree in engineering science in 1970 and a Ph.D. in engineering science and applied mathematics in 1973, both from the California Institute of Technology.
