International Development

FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.

They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.

FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.

FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

Abstract 

Scholars have credited a model of state-led capitalism called the developmental state with producing the first wave of the East Asian economic miracle. Using historical evidence based on original archival research, this talk offers a geopolitical explanation for the origins of the developmental state. In contrast to previous studies that have emphasized colonial legacies or domestic political factors, I argue that the developmental state was the legacy of the rivalry between the United States and Communist China during the Cold War. Responding to the acute tensions in Northeast Asia in the early postwar years, the United States supported emergency economic controls in Japan, South Korea, and Taiwan to enforce political stability. In response to the belief that the Communist threat would persist over the long term, the U.S. strengthened its clients by laying the foundations of a capitalist, export-oriented economy under bureaucratic guidance. The result of these interventions was a distinctive model of state-directed capitalism that scholars would later characterize as a developmental state.

I verify this claim by examining the rivalry between the United States and the Chinese Communists and demonstrating that American threat perceptions caused the U.S. to promote unorthodox economic policies among its clients in Northeast Asia. In particular, I examine U.S. relations with the Chinese Nationalists on Taiwan, where American efforts to create a bulwark against Communism led to the creation of an elite economic bureaucracy for administering U.S. economic aid. In contrast, the United States decided not to create a developmental state in the Philippines because the Philippine state was not threatened by the Chinese Communists. Instead, the Philippines faced a domestic insurgency that was weaker and comparatively short-lived. As a result, the U.S. pursued a limited goal of maintaining economic stability instead of promoting rapid industrialization. These findings shed new light on the legacy of statism in American foreign economic policy and highlight the importance of geopolitics in international development.

An increasing number of policymakers in developing countries have made the mass expansion of upper-secondary vocational education and training (VET) a top priority. The goal of this study is to examine whether VET fulfills the objectove of building skills and abilities along multiple dimensions and further identify which school-level factors help vocational students build these skills and abilities. To fulfill this goal, we analyzed representative, longitudinal data that we collected on more than 12,000 students from 118 schools in once province of central China. First, descriptive analysis shows approximately 90% of VET students do not make any gains in vocational or general skills. In addition, negative behaviors (misbehavior in the classroom, anti-social behavior, and other risky behaviors) are highly prevalent among VET students. A nontrivial proportion of student internships also fail to meet minimum government requirements for student safety and well-being. Perhaps as a result of these outcomes, more than 60% of students express dissatisfaction with their VET programs, as evidenced by eitehr self-reports or dropping out. Finally, using a multi-level model, we find that school inputs (such as school size, teacher qualifications, and per pupil expenditure) are not correlated with vocational and general skill at the end of the school year, or student dropout in the academic year.

Joshua Salomon is a Professor of Health Policy in the Department of Health Policy at Stanford School of Medicine, Senior Fellow in the Freeman Spogli Institute for International Studies, and founding Director of the Prevention Policy Modeling Lab. Trained in health policy and decision science, Dr. Salomon leads multidisciplinary research teams dedicated to producing rigorous, actionable evidence to improve the public’s health and reduce health disparities. His work — supported by the National Institutes of Health, Centers for Disease Control and Prevention, and the Bill & Melinda Gates Foundation — combines data synthesis and mathematical modeling to measure and forecast health outcomes and evaluate public health programs and strategies, with particular emphasis on infectious diseases. He has spearheaded methodological innovation in measurement and valuation of health, infectious disease modeling and forecasting, and cost-effectiveness analysis. His applied modeling work on HIV/AIDS, tuberculosis, viral hepatitis, COVID-19 and other major health challenges informs local, state, national and international policies to improve health and wellbeing, particularly among under-served populations in the United States and around the world.  

Dr. Salomon established the multi-institution Prevention Policy Modeling Lab in 2014 to conduct health and economic modeling that guides reasoned public health decision-making relating to infectious disease. He has co-authored more than three hundred original peer-reviewed research articles and mentored dozens of graduate and post-graduate trainees in health policy, medicine and public health. Prior to joining the Stanford Faculty, Dr. Salomon served as a policy analyst in the Department of Evidence and Information for Policy at the World Health Organization in Geneva, and as Professor of Global Health at Harvard T.H. Chan School of Public Health. As Associate Chair for Academic Affairs and Strategy in the Department of Health Policy at Stanford, he works on faculty recruitment and development, and leads strategic initiatives to promote interdisciplinary collaborative research, practice partnerships and policy translation.

Collaboration

In this recent Stanford Report article, Salomon talks about how he helped gather faculty, trainees, and other researchers from Stanford and elsewhere to lend expertise in infectious disease modeling and data analytics in hopes of informing the public health response to the COVID-19 pandemic locally and nationwide. This quickly-assembled unit used county data to build models that were updated in real-time and shared with county epidemiologists to track the impact of the epidemic, underlying transmission trends, and potential effectiveness of public health measures.

The unit also advised county epidemiologists on developing their own models for planning and envisioning different scenarios. “In the early weeks especially, we were learning more about the virus every day,” Salomon explained, “but we hadn’t yet seen the first peak of what would eventually turn into multiple waves, so there was a lot of uncertainty about when that peak might arrive, how high it could be, and what would happen next.”

What attracted you to the CDDRL Postdoctoral Fellowship program? I was drawn to the post-doctoral program at CDDRL by the broad range of experts at FSI and across the entire Stanford community. My research interests touch on a wide range of substantive and methodological issues, and I'm very excited to work with experts on a similarly broad range of areas. I was also attracted to CDDRL's focus on bridging the gap between academic scholarship and real-world policy applications.

What do you hope to accomplish during your nine-month residency at the CDDRL? My primary goal is to make progress in converting my dissertation, which is about policing and sectarian conflict in Iraq and Israel, into a publishable academic book. To this end, I intend to spend time honing my theoretical argument about the incentives and constraints generated by sectarian inclusiveness in the police and testing this argument using new and existing data. I also intend to continue progress on ongoing research on policing under low state legitimacy in the Philippines, and to lay the groundwork for follow-up research on the Iraqi police.

In addition, the members of the CDDRL community combine disciplinary approaches, technical expertise, and area knowledge to address substantively important and theoretically interesting questions. I am very excited to learn from the community.

What do you hope to accomplish during your nine-month residency at the CDDRL? I will revise and expand my dissertation as I prepare it for publication. The dissertation highlights the role of strong local business associations as key institutions for resolving the distributional and monitoring challenges posed by taxation. Yet, it does not explain the origins of those associations. I will address this question by exploring the histories of local business associations in Southeast Asia, particularly those which exhibit surprising strength or weakness despite expectations to the contrary. 

Fun fact: My summer job in college was to umpire American Legion baseball.

Dr. Forbes chairs the Steam Engineering Companies of Forbes Marshall, India’s leading Steam Engineering and Control Instrumentation firm. 

Dr. Forbes was an occasional Lecturer and Consulting Professor at Stanford University from 1987 to 2004, where he developed courses on technology in newly industrializing countries. He received his Bachelors, Masters and PhD degrees from Stanford University.

Dr. Forbes is on the Board of several educational institutions and public companies. He is the Chairman of Centre for Technology, Innovation and Economic Research in Pune. He has long been an active member of CII and has, at various times, chaired the National Committees on Higher Education, Innovation, Technology and International Business. He was President of CII from 2016-2017.

In 2016, the Walter H. Shorenstein Asia-Pacific Research Center, in collaboration with the Stanford Center for South Asia, launched a series of public lectures to broaden our understanding and discussion of contemporary India — its enormous domestic potential and problems, its place in the region and the world, and the ambitious agenda of the new Modi administration. Building on the strong engagement of those issues from across the university community and beyond, we are continuing the series, with generous support from the U.S. India Business Council, in the 2017-2018 academic year. Health insurance holds the promise of improving population health and survival and protecting people from catastrophic health spending. Yet evidence from lower- and middle-income countries on the impact of health insurance is limited. We investigated whether insurance expansion reduced adult mortality in rural China, taking advantage of differences across Chinese counties in the timing of the introduction of the New Cooperative Medical Scheme (NCMS). We assembled and analyzed newly collected data on NCMS implementation, linked to data from the Chinese Center for Disease Control and Prevention on cause-specific, age-standardized death rates and variables specific to county-year combinations for seventy-two counties in the period 2004–12. While mortality rates declined among rural residents during this period, we found little evidence that the expansion of health insurance through the NCMS contributed to this decline. However, our relatively large standard errors leave open the possibility that the NCMS had effects on mortality that we could not detect. Moreover, mortality benefits might arise only after many years of accumulated coverage.

Hurricane Harvey and Irma have brought home to everyone the impact of climate change on our economy, our society, and our daily lives. Curtailing climate change is an urgent issue, one that requires international cooperation. In this session experts from Japan and the United States discuss some of the lessons that have been learned from Asia’s experiences. In the case of Japan, following the period of high growth (1960s-1980) which made Japan an economic power house, the government took strong steps to clean up polluted air and water. The Fukushima nuclear power plant disaster in 2011 forced Japan to take even more aggressive action to reduce energy consumption and lessen its impact on the global environment. In contrast, the United States, the world’s largest economy, is one of the world’s largest polluters and recently made headlines when it withdrew from the Paris Agreement negotiated at the 2015 United Nations Climate Change Conference (COP2). California, and other state and municipal governments, are now taking the lead in US efforts to deal with climate change. Speakers will address questions on strategies for limiting carbon emissions and possibilities for future international cooperation on climate change.

Rural areas of China have made remarkable progress in reducing adult mortality within the past 15 years yet broadened health insurance was not a casual factor in that decline, according to a new study by an international research team that includes Asia Health Policy Program Director Karen Eggleston.

The New Cooperative Medical Scheme (NCMS), a government-subsidized insurance program that began in 2002-03, expanded to cover all of rural China within a decade. Examining NCMS and cause-specific mortality data for a sample of 72 counties between 2004 and 2012, the researchers found that there were no significant effects of health insurance expansion on increased life expectancy.

The study, published in the September issue of Health Affairs, showed results consistent with previous studies that also did not find a correlation between insurance and survival, although much research confirms NCMS increased access to healthcare, including preventive services, and shielded families from high health expenditures.

Commenting on the study, Eggleston said population health policies remain central to China’s efforts to increase life expectancy and to bridge the gap between rural and urban areas.

Eggleston also noted that multiple factors beyond the availability of health care determine how long people live, and anticipates the research team will continue to explore the impacts of NCMS by extending the study to look at infants and youth.
