International Development

FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.

They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.

FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.

FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

Last fall, SPICE provided me an opportunity to design and organize its first post-collegiate online course. The Stanford-Hiroshima Collaborative Program on Entrepreneurship (SHCPE’s Japanese-friendly pronunciation, “shu-ppe”) was conducted in collaboration with the Hiroshima Business and Management School (HBMS) at the Prefectural University of Hiroshima (PUH). HBMS offers the only Master of Business Administration (MBA) program in Japan’s western region of Chugoku and Shikoku. Interacting with amazing individuals on both sides of the Pacific, this unique experience brought me priceless moments.

Innovation in Itself

SHCPE, a course to help nurture entrepreneurial thinking, was an innovation in itself. The program was born out of Governor Hidehiko Yuzaki’s vision to design and implement a social challenge to help accelerate Hiroshima’s regional growth. Harnessing the resources of Stanford and Silicon Valley, the new online class was launched to empower the students and to revitalize the business sector in Hiroshima. SPICE created the curricular content and HBMS provided the learning environment designed to maximize the academic experience for the students. As the course’s curriculum designer, I leveraged the expertise of my fellow SPICE online instructors and applied design thinking, a method developed by Stanford faculty, practiced widely in Silicon Valley, and popularized globally to understand the end-user, challenge our assumptions, and reconstruct alternative perspectives to generate innovative ideas.

Bridging Silicon Valley and Hiroshima

SHCPE’s 18 MBA students in Hiroshima met every Saturday morning for three hours from September 28 to November 16, 2019 to connect online with Japanese entrepreneurs, professionals, and scholars in Silicon Valley. The first virtual class focused on discussing the mindset expected for the course as well as the conceptual framework. In the following six weeks, we welcomed guest speakers who shared their diverse experiences. What were their prior experiences, expertise, and insights? What resources did they have to achieve their goals? What were the major promoters and impediments to their journeys? Through active exploration of these questions, the students were exposed to real-life case studies to analyze Silicon Valley’s ecosystem and think critically about entrepreneurial competence and qualification. The course was conducted entirely in Japanese.

The guest speakers engaged and energized the HBMS students. Akira Onozato spoke about the evolution of Silicon Valley over the past three decades. His diverse experiences as a serial entrepreneur painted a rich picture of the San Francisco Bay Area’s growth cycle. Akira’s story provided a great segue to Rika Nakazawa’s lecture on the mindset and culture surrounding startups. Rika highlighted grit, tolerance of failure, and branding as important assets of successful entrepreneurs. Dr. Fumiaki Ikeno spoke on the landscape and trends in the medical device industry. He pointed to Japan’s declining productivity and economic competitiveness and discussed the persistent fear of failure as a major impediment to promoting entrepreneurship. As an active venture capitalist on both sides of Pacific, Seiji Miyasaka explained the funding schemes and financial cycles surrounding the investment climate of startups. Using case studies, he highlighted the role of investors who act as coaches to aspiring entrepreneurs. Tatsuki Tomita’s definition of a startup was shaped by his own experiences of starting multiple companies. His discussion of the pivot pyramid provided a visual guideline for how startups can experiment with ideas and find their product-market fit. Tasha Yorozu shared her expertise as a legal counsel, walking through the steps of starting a business in Silicon Valley. Along with Jumpei Ishii, a visiting legal counsel from Japan, Tasha further discussed their observations of successful startup practices and common pitfalls. The diversity of SHCPE guests represented the vibrant Silicon Valley community. 

Active Learning and Knowledge Construction

While these professionals provided informative accounts of their expertise, SHCPE’s ultimate goal was to help each HBMS student to develop a mindset of an active learner. The MBA students were constantly challenged to think critically about the weekly theme, and work in pairs or teams to discuss assigned topics. The experience offered a dynamic and interactive learning environment for the Japanese students in their 30s, 40s, and 50s who had been accustomed to traditional lecture-style formats. SHCPE’s curriculum based on design thinking adopted an inquiry-based learning pedagogy, which engaged every student through weekly assignments and in-class discussions. During the first class, the students were informed that SHCPE would not teach them entrepreneurship. Instead, this course would provide them with the opportunity to reconstruct their knowledge of entrepreneurship and innovation based on what they observe, hear, and feel during the class. In addition, the students were required to provide feedback after each class, which was utilized to redesign the lesson plans for the following week.

This active and experiential mindset was envisioned by Dr. Gary Mukai, Director of SPICE and a renowned Japan–U.S. educator. “At SPICE, we provide students an opportunity to own their learning experience. Education is about empowering the students,” Dr. Mukai asserts. This tradition comes from the American philosopher and education reformist John Dewey, who said, “I believe finally, that education must be conceived as a continuing reconstruction of experience; that the process and the goal of education are one and the same thing.” SHCPE’s inaugural curriculum aimed to implement this philosophy through direct, real-life interaction with founders and movers in Silicon Valley, and through the iterative process to deconstruct and reconstruct their knowledge on entrepreneurship.

Innovation Through Education

What SHCPE aimed to achieve was innovation through education. The weekly three-hour online class was roughly divided into three parts: guest lecture, class discussion, and interview. Prior to the interview session, a pre-assigned team of three students met with me in a separate online room and brainstormed their interview questions. For the majority of the students, it was their very first time to formally interview a person, and the experience brought a novel learning opportunity to think critically about entrepreneurial competence. Many commented on the challenge and the excitement of getting to know strangers by engaging them in a thoughtful conversation. The weekly interview highlighted the philosophy, aspiration, and raw sentiments of the guest speakers, evoking passion, energy, and empathy among the students.

Through observations and discussions, the SHCPE participants built their own knowledge and understanding of what constitutes entrepreneurship. To conclude the eight-week course, I had the chance to visit Hiroshima to offer the last SHCPE class in person, and to observe first-hand their reaction to the curriculum design. Meeting the students as well as the HBMS faculty and staff who supported SHCPE, was an incredibly rewarding experience. My class focused on education and empowerment. The students discussed in teams how they might develop a curriculum to promote entrepreneurship in Hiroshima. Much to everyone’s delight, one of the students expressed his hope to apply what he learned in this course and serve as an angel investor to support local startups. The class culminated with a closing ceremony during which each student was presented an official Certificate of Completion. My trip to Hiroshima also provided a valuable opportunity to visit Governor Yuzaki as well as PUH President Ken-ichi Nakamura, who emphasized the importance of adding a real-life, global perspective to the HBMS curriculum. Programs such as SCHPE were made possible through these leaders’ foresight and support.

SHCPE strived to adopt the pedagogy of active learning and the toolsets of design thinking to implement Governor Yuzaki’s vision of “learning innovation.” The course appears to have succeeded in helping to realize his vision as one student reflected upon his experience:

This class does not intend to offer answers [to the question what entrepreneurship is]. Instead, it urges the students to constantly think on their own and engage themselves in learning. This is very different from the Japanese traditional pedagogy, which relies on rote memorization and mechanical process of practice problems. This class highlighted the fundamental difference in the philosophy of how we look at education, and I enjoyed this eye-opening experience.

SHCPE ’19 concluded with much enthusiasm. SPICE looks forward to continuing its partnership with HBMS to build upon the invaluable lessons learned from the inaugural program. With Stanford e-Hiroshima, an online course for high school students managed and taught by my colleague Rylan Sekiguchi, SPICE will continue its efforts to empower the people in Hiroshima.

Data-intensive technologies such as AI may reshape the modern world. We propose that two features of data interact to shape innovation in data-intensive economies: first, states are key collectors and repositories of data; second, data is a non-rival input in innovation. We document the importance of state-collected data for innovation using comprehensive data on Chinese facial recognition AI firms and government contracts. Firms produce more commercial software and patents, particularly data-intensive ones, after receiving government public security contracts. Moreover, effects are largest when contracts provide more data. We then build a directed technical change model to study the state's role in three applications: autocracies demanding AI for surveillance purposes, data-driven industrial policy, and data regulation due to privacy concerns. When the degree of non-rivalry is as strong as our empirical evidence suggests, the state's collection and processing of data can shape the direction of innovation and growth of data-intensive economies.

David Yang’s research focuses on political economy, behavioral and experimental economics, economic history, and cultural economics. In particular, David studies the forces of stability and forces of changes in authoritarian regimes, drawing lessons from historical and contemporary China. David received a B.A. in Statistics and B.S. in Business Administration from University of California at Berkeley, and PhD in Economics from Stanford. David is currently a Prize Fellow in Economics, History, and Politics at Harvard and a Postdoctoral Fellow at J-PAL at MIT. He also joined Harvard’s Economics Department as an Assistant Professor as of 2020.

Join us for a talk with agricultural and development economist Christopher B. Barrett, this quarter’s visiting scholar with the Center on Food Security and the Environment. Barrett is the Stephen B. and Janice G. Ashley Professor of Applied Economics and Management and an International Professor of Agriculture with Cornell’s Dyson School of Applied Economics and Management.

Professor Barrett will discuss food systems advances over the past 50 years that have promoted unprecedented reduction globally in poverty and hunger, averted considerable deforestation, and broadly improved lives, livelihoods and environments in much of the world. He’ll share perspectives on the reasons why, despite those advances, those systems increasingly fail large communities in environmental, health, and increasingly in economic terms and appear ill-suited to cope with inevitable further changes in climate, incomes, and population over the coming 50 years. Barrett will explore the new generation of innovations underway that must overcome a host of scientific and socioeconomic obstacles.
 
Also a Professor of Economics in the Department of Economics, Barrett is co-editor in chief of the journal Food Policy, is a faculty fellow with David R. Atkinson Center for a Sustainable Future and serves as the director of the Stimulating Agriculture and Rural Transformation (StART) Initiative housed at the Cornell International Institute for Food, Agriculture and Development.

Richard Heydarian in conversation with Don Emmerson

In this seminar, scholar/journalist Richard Heydarian will discuss the principal arguments and ideas in his just-published book on the Indo-Pacific.  He will do so in conversation with Southeast Asia Program director Don Emmerson.  Propositions to be discussed will include:  The 21st century will not belong to China. There will be no Pax Sinica in the Indo-Pacific. China’s bid for primacy will fail due to its overbearing hubris abroad and its massive challenges at home.  Its effort to create a “neo-tributary” system in East Asia will not succeed, as evidenced by pushback regarding the Belt and Road Initiative and the South China Sea.  Neither China nor America will dominate the Indo-Pacific.  More likely to develop there is “an uneasy, fluid network of interlocking alliances, partnerships, and rivalries” in which middle powers such as Japan will figure prominently in efforts to address urgent and visceral challenges such as global warming and information war.  Most needed in the longer run will be a coalition of powers able jointly to “hold the line against the coming anarchy that will sweep the Indo-Pacific mega-region” if nothing is done to rescue it from the political, socioeconomic, environmental, and technological risks and dangers that lie ahead.  Copies of his latest book, from which these arguments are drawn, will be available for sale.

Richard Javad Heydarian’s latest book is The Indo-Pacific: Trump, China, and the New Struggle for Global Mastery (2020). Earlier publications include Asia’s New Battlefield (2015), How Capitalism Failed the Arab World (2014), and articles and interviews in many outlets including The Atlantic, The Economist, Foreign Affairs, The New York Times, The Guardian, The Wall Street Journal, and The Washington Post. He has interviewed heads of state and senior policy-makers across the Indo-Pacific, and has taught political science at Ateneo de Manila University and De La Salle University in the Philippines, and most recently was a visiting research Fellow at National Chengchi University in Taiwan. About this Event: Since the United States left the Iran nuclear deal in May 2018, the Trump administration has pursued a maximum economic pressure campaign toward Iran. The U.S. use of sanctions has gone far beyond what previous administrations have done to try to change Iran's policies, targeting large swathes of the Iranian economy, high-ranking Iranian government officials, and threatening other countries if they do not curtail their own private sector's activities with Iran. The economic consequences of these measures, particularly for Iran's domestic economy, Iran's ability to procure food and medicine from abroad, and for Iran's flagship energy industry, have been profoundly disruptive. The U.S. economic pressure strategy has also had direct impacts on the global shipping and energy industries. To better understand the impacts of the current U.S. strategy toward Iran, Elizabeth Rosenberg will discuss how the Trump administration has used unprecedented economic coercion, and how U.S. partners and adversaries have responded. She will focus on what role sanctions are likely to play going forward and whether they will be used now as a form of deescalation or escalation in U.S.-Iran tensions, which are particularly heightened following the U.S. killing of Qods Force commander Qasem Soleimani. 

 

About the Speaker: Elizabeth Rosenberg is a Senior Fellow and Director of the Energy, Economics, and Security Program at the Center for a New American Security. In this capacity, she publishes and speaks on the national security and foreign policy implications of the use of sanctions and economic statecraft as well as energy market shifts. Current geographic areas of focus include Iran, Russia, China, North Korea, and Venezuela. She has testified before Congress on an array of banking and trade issues, and on energy geopolitics and markets topics. She is widely quoted by leading media outlets in the United States and abroad.

From May 2009 through September 2013, Ms. Rosenberg served as a Senior Advisor at the U.S. Department of the Treasury, to the Assistant Secretary for Terrorist Financing and Financial Crimes, and then to the Under Secretary for Terrorism and Financial Intelligence. In these senior roles, she helped to develop and implement financial and energy sanctions. Key initiatives she helped to oversee include the tightening of global sanctions on Iran, the launching of new, comprehensive sanctions against Libya and Syria and modification of Burma sanctions in step with normalization of diplomatic relations. She also helped to formulate anti-money laundering and counter-terrorist and counter-proliferation financing policy and oversee financial regulatory enforcement activities.

Prior to her service in the U.S. government Ms. Rosenberg was an energy policy correspondent at Argus Media in Washington D.C., analyzing U.S and Middle Eastern energy policy, regulation and trading. She spoke and published extensively on OPEC, strategic reserves, energy sanctions and national security policy, oil and natural gas investment and production, and renewable fuels.

Ms. Rosenberg received an MA in Near Eastern Studies from New York University and a BA in Politics and Religion from Oberlin College.

Outside CNAS, Elizabeth Rosenberg is providing exclusive advice on foreign policy and national security as an informal advisor to the Elizabeth Warren campaign.

When I first visited Kawasaki City, I was immediately struck by the multicolored character for 川or “kawa” (river) in the Chinese characters for川崎 (Kawasaki) that appears on signs, buildings, posters, and even storm drain covers. I learned from Kawasaki Mayor Norihiko Fukuda that the multicolored 川 symbolizes the importance that Kawasaki City places upon diversity.

 

Kawasaki City is a large industrial city in the greater Tokyo area with a population of approximately 1.5 million, making it Japan’s sixth most populous city after Tokyo. It is one of Japan’s most ethnically diverse cities. Many Japanese multinational companies are based in Kawasaki. In 2014, the U.S. multinational company Johnson & Johnson opened the Tokyo Science Center in Kawasaki.

With the vision of Mayor Fukuda and support from Kawasaki City, SPICE has launched Stanford e-Kawasaki, an online course that is offered to high school students in Kawasaki. Stanford e-Kawasaki’s main course topics are diversity and entrepreneurship. Stanford e-Kawasaki Instructor Maiko Tamagawa Bacha recently noted, “The Kawasaki students have shown strong interest in these timely and relevant topics and are always actively engaged in discussions. One of the great things about Stanford e-Kawasaki is that it provides a place where students feel free and encouraged to express themselves. It also provides an important opportunity for students to reflect on their own society by learning about the United States. I look forward to our continued learning together for the rest of the course.” The course began in fall 2019 and a closing ceremony will be held in March 2020.

Maiko Tamagawa Bacha Maiko Tamagawa Bacha
Bacha is a graduate of the University of Tokyo and the Middlebury Institute of International Studies at Monterey. Prior to joining SPICE, she worked for the Ministry of Foreign Affairs of Japan for 14 years. In her most recent role as Advisor for Educational Affairs at the Consulate General of Japan in San Francisco, she had the opportunity to work closely with SPICE to support the Reischauer Scholars Program and Stanford e-Japan.

Like Bacha, Mayor Fukuda has also done formal studies in the United States. As a graduate of Furman University in South Carolina, Mayor Fukuda experienced life in the United States firsthand. Mayor Fukuda reflected, “I am grateful to SPICE at Stanford University… for starting this program for high school students in Kawasaki City. I am encouraged to learn that the students are actively learning and engaged in discussions on topics related to diversity and entrepreneurship. I strongly hope that they will grow to be men and women of high caliber, who are keen to experience their lives with broad perspectives.” With the presence of many multinational corporations in Kawasaki, Mayor Fukuda witnesses the interdependence of Japan and the world every day and fully appreciates the significance of topics like diversity and entrepreneurship to the U.S.–Japan relationship.

Abstract:

China’s cyberspace and technology regime is going through a period of change—but it’s taking a while. The U.S.–China economic and tech competition both influences Chinese government developments and awaits their outcomes, and the 2017 Cybersecurity Law set up a host of still-unresolved questions. Data governance, security standards, market access, compliance, and other questions saw only modest new clarity in 2019. But 2020 promises new laws on personal information protection and data security, and the Stanford-based DigiChina Project in the Program on Geopolitics, Technology, and Governance, is devoted to monitoring, translating, and explaining these developments. From AI governance to the the nexus of cybersecurity and supply chains, this talk will summarize recent Chinese policymaking and lay out expectations for the year to come.

About the Speaker:

Graham Webster is editor in chief of the Stanford–New America DigiChina Project at the Stanford University Cyber Policy Center and a China digital economy fellow at New America. He was previously a senior fellow and lecturer at Yale Law School, where he was responsible for the Paul Tsai China Center’s U.S.–China Track 2 and Track 1.5 dialogues for five years before leading programming on cyberspace and technology issues. In the past, he wrote a CNET News blog on technology and society from Beijing, worked at the Center for American Progress, and taught East Asian politics at NYU's Center for Global Affairs. Webster holds a master's degree in East Asian studies from Harvard University and a bachelor's degree in journalism from Northwestern University. Webster also writes the independent Transpacifica e-mail newsletter.

Graham Webster

Graham Webster is a research scholar in the Program on Geopolitics, Technology, and Governance and editor-in-chief of the DigiChina Project at the Center for International Security and Cooperation at Stanford University. He researches, writes, and teaches on technology policy in China and US-China relations.

Before bringing DigiChina to Stanford in 2019, he was its cofounder and coordinating editor at New America, where he was a China digital economy fellow. From 2012 to 2017, Webster worked for Yale Law School as a senior fellow and lecturer responsible for the Paul Tsai China Center’s Track II dialogues between the United States and China and co-taught seminars on contemporary China and Chinese law and policy. While there, he was an affiliated fellow with the Yale Information Society Project, a visiting scholar at China Foreign Affairs University, and a Transatlantic Digital Debates fellow with New America and the Global Public Policy Institute in Berlin. He was previously an adjunct instructor teaching East Asian politics at New York University and a Beijing-based journalist writing on the Internet in China for CNET News. 

In recent years, Webster's writing has been published in MIT Technology Review, Foreign Affairs, Slate, The Wire China, The Information, Tech Policy Press, and Foreign Policy. He has been quoted by The Wall Street Journal, The New York Times, The Washington Post, and Bloomberg and spoken to NPR and BBC World Service. Webster has testified before the US-China Economic and Security Review Commission and speaks regularly at universities and conferences in North America, East Asia, and Europe. His chapter, "What Is at Stake in the US–China Technological Relationship?" appears in The China Questions II (Harvard University Press, 2022).

Webster holds a bachelor's in journalism and international studies from Northwestern University and a master's in East Asian studies from Harvard University. He took doctoral coursework in political science at the University of Washington and language training at Tsinghua University, Peking University, Stanford University, and Kanda University of International Studies.

Bio:

Noriyuki Shikata holds a B.A. in Law from Kyoto University and Master of Public Policy (MPP) from Harvard Kennedy School of Government. Most recently, he was the Envoy Extraordinary and Minister Plenipotentiary, Deputy Chief of Mission, Embassy of Japan in China. His other prior positions include: Deputy Director General, Asian and Oceanian Affairs Bureau; Director, Economic Treaties Division, International Legal Affairs Bureau; and Director, Second North America Division, North America Bureau. Mr. Shikata has also been a Visiting Professor at Kyoto University’s Graduate School of Law/Public Policy. He is currently at Harvard conducting research on an emerging U.S. policy toward China and the Indo-Pacific region. His Twitter handle is: @norishikata.

On January 11, 2020 Taiwan held its presidential and legislative elections. Many observers expected the People’s Republic of China (PRC) to run an online disinformation campaign during the lead-up to the election in support of their preferred candidate, Han Kuo-yu, who was challenging incumbent Tsai Ing-wen. Such concerns were increased by demonstrated PRC online disinformation targeting the Hong Kong protests, and claims by an alleged PRC spy saying he led disinformation efforts targeting Taiwan during the 2018 elections. 

In this talk, we delve into case studies that highlight the role social media plays in disinformation at large in the Taiwanese information environment. We examine that while the fears of disinformation were generally not realized, we did find evidence of coordinated inauthentic behavior on Facebook, in particular on fan Pages and Groups for the two candidates. Our findings hold implications for researchers trying to distinguish authentic hyper-partisan domestic activism from coordinated disinformation.

Carly Miller

Carly Miller is a social science researcher at the Stanford Internet Observatory. In addition to covering the Taiwanese election, she assists the team in other digital forensic research and thinking about how researchers external to social media platforms think about disinformation campaign and concepts such as attribution. Before coming to Stanford, Carly was a Team Lead at the Human Rights Investigations Lab at Berkeley Law School where she worked to unearth patterns of various bad actors’ media campaigns. Carly received her BA with honors in political science from the University of California, Berkeley in May 2019.

Vanessa Molter is a Research Assistant at SIO and a Master in International Policy candidate at Stanford University, where she focuses on International Security in East Asia. At SIO, she monitors and writes on the Taiwanese social media environment. Previously, she has studied Taiwanese security affairs at the Institute for National Defense and Security Research in Taipei, Taiwan, a government-affiliated defense think-tank. Vanessa is fluent in Mandarin and holds a B.S. in International Business and East Asian studies from Tubingen University, Germany.

The past four decades have witnessed unprecedented economic growth and rapidly rising food demand in China. This paper provides an introduction to readers with useful information summarising the development of China’s agricultural sector and the transformation of its rural economy over the 40 years of economic reform. It is, however, impossible to cover all aspects of this recent and rich history in a single journal special issue. Nevertheless, we are of the view that these papers address the most fundamentally important and insightful topics including: land reform and rural development; technology progress and productivity growth; changing food consumption patterns; rural education and human capital accumulation; and poverty alleviation.
