International Development

FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.

They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.

FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.

FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

About the Event: A struggle is currently being waged for the soul of the West: to determine whether America and Europe can recover instincts for joint action or if they are doomed to pursue divergent paths. Much damage has been inflicted during the past four years, but the election of Joe Biden as president augurs well for the prospect of potentially the most trans-Atlanticist administration in decades. Yet, reinvigorating and reimagining the trans-Atlantic relationship will be an uphill battle. Success in that will affect, among other things, the West's ability to deal with Russia.

Based on their book, Partners of First Resort: America, Europe, and the Future of the West, David McKean and Bart M. J. Szewczyk will lay out a path for a trans-Atlantic renaissance to restore a community based on the same liberal objectives that animated the West and built a more peaceful, prosperous, and politically inclusive world order. America and Europe still need each other as partners of first resort, out of strategic necessity and commonality of interests. Moreover, the world needs a vibrant and energetic West to protect its fundamental values from illiberal forces. Modernizing the institutional links will help better address common challenges.

 

About the Speakers: 

David McKean served as Director of Policy Planning at the U.S. Department of State, and U.S. Ambassador to Luxembourg. He is currently a senior fellow at the German Marshall Fund. He is the author of four acclaimed political histories and biographies, and a forthcoming book: Watching Darkness Fall: Franklin Roosevelt and His Ambassadors in Europe (St. Martin’s Press, 2021)  

Bart M.J. Szewczyk (SHEF-chick) served as Member of the Policy Planning Staff at the U.S. Department of State and Senior Policy Advisor to the U.S. Ambassador to the UN, as well as Adviser on Global Affairs at the European Commission’s think-tank. He is adjunct professor at Sciences Po in Paris and author of two forthcoming books: Europe’s Grand Strategy (Palgrave Macmillan 2020) and European Sovereignty and Legitimacy(Routledge 2020).

ANTITRUST AND PRIVACY CONCERNS are two of the most high-profile topics on the tech policy agenda. Checks and balances to counteract the power of companies such as Google, Amazon, and Facebook are under consideration in Congress, though a polarized political environment is a hindrance. But a domestic approach to tech policy will be insufficient, as the users of the large American tech companies are predominantly outside the United States. We need to point the way toward a transnational policy effort that puts democratic principles and basic human rights above the commercial interests of these private companies.

These issues are central to the eight-week Stanford University course, “Technology and the 2020 Election: How Silicon Valley Technologies Affect Elections and Shape Democracy.” The joint class for Stanford students and Stanford’s Continuing Studies Community enrolls a cross-generational population of more than 400 students from around the world.

Just over ten years after becoming the first U.S. ambassador to Japan to participate in the Hiroshima Peace Memorial Ceremony in 2010, Ambassador John Roos spoke about his experiences with 26 high school students in Stanford e-Japan from throughout Japan. In his October 16, 2020 online talk, Ambassador John Roos noted that his tenure in Japan—2009 to 2013—was defined by three major issues: (1) the 2011 Great East Japan Earthquake or 3/11; (2) Operation Tomodachi (“friend” in Japanese) during which the U.S. Armed Forces helped in disaster relief following the 3/11 crisis; and (3) the Hiroshima Peace Memorial Ceremony on August 6, 2010.

Regarding the first and second issues, Ambassador Roos recalled, “I was proud that the United States was there to help the people in Japan who obviously faced one of the biggest crises in your history… Vice President Biden came to Japan and the two of us traveled up to the Tohoku region because he wanted to see firsthand how he could help and how the United States could help, and I saw him interacting with not only the leaders but the people of the Tohoku region.” In addition to Operation Tomodachi, the youth-focused Tomodachi Initiative—a public-private partnership between the U.S.-Japan Council and the U.S. Embassy in Tokyo, with support from the Government of Japan—was born out of support for Japan’s recovery from the 2011 Great East Japan Earthquake. Regarding the third issue, Ambassador Roos shared, “I was the first United States ambassador to go to the Hiroshima commemoration ceremony. And I did that because I felt it was important to show respect for all of the victims of World War II and particularly obviously the victims of Hiroshima and Nagasaki. I did it because I felt that it was helping to promote President Obama’s agenda of the elimination of all nuclear weapons.”

During his talk, Ambassador Roos coupled his sharing of specific personal recollections with general insights on being the U.S. ambassador to Japan. For example, he explained that the role of the U.S. ambassador to Japan is twofold. First, the U.S. ambassador’s responsibility is to protect and look after the health and safety of the Americans that live in Japan—about 150,000 of them—including another 50,000 U.S. military personnel and their dependents. Second, nurturing and looking after the relationship between Japan and the United States, of course, is critical. He not only touched upon economic, political, and security relations but also emphasized the importance of student-to-student exchange. Concerning the latter, he is concerned that students from the United States are not spending enough time in Japan, and students in Japan are not spending enough time in the United States.

His insights profoundly connected to a student from Kyoto who commented, “When I am older, I hope to become a diplomat and maybe even an ambassador, so I’m really excited to get to talk to you today.” She continued, “What do you think makes a successful ambassador?” Ambassador Roos replied, “I hope you become the ambassador to the United States… Obviously, an ambassador needs to deal with all of the different policy issues and many difficult issues, but I think the most important thing is—and you may not expect this—but it is to listen… and to learn and to hear all sides of the equation… to show empathy.”

The current fall 2020 session of Stanford e-Japan is the 12th offering of the course since 2015. Stanford e-Japan is made possible by Mr. Tadashi Yanai, Chairman, President, and CEO of Fast Retailing Co., Ltd. Mr. Yanai and Ambassador Roos share a mutual concern for the need for students in Japan and the United States to spend more time in each other’s countries.

As a closing question, Stanford e-Japan Instructor Meiko Kotani asked Ambassador Roos what he expects from Japanese high school students and what role he thinks they should play to foster the U.S.–Japan relationship. Roos responded, “Well, first of all, let me tell you how impressed I am by this group of students. The reason I am doing this session at 9:00pm on a Friday night is because I think you are the future of the relationship. So I encourage you to find ways to connect with the younger generation of [the United States] because in the end, we need you. We need the best and brightest minds, not only in the United States but in Japan and the rest of the world to confront some pretty big challenges we have in the world right now… When I listen to you, it gives me a tremendous amount of hope, and so I’m just honored to have had the opportunity to talk with you.”

After Ambassador Roos signed off, the students shared some points that especially resonated with them. Among these were the deep respect that Ambassador Roos has for Japan and his visit to all 47 prefectures; the importance he placed upon the need for high school students in Japan to communicate with high school students in the United States; the importance he placed upon the leadership of the United States to be humble despite its power; and the importance of empathy. And since 2020 marks the 75th anniversary of the end of World War II, the following words that Roos stated seemed to especially resonate with the students: “President Obama said that we may not eliminate nuclear weapons in his lifetime or my lifetime. I hope in your lifetime.”

This workshop is designed to develop skills that participants can use to write public policy case studies and to develop a case library that can be used in teaching programs. The workshop will be offered online, both synchronously and asynchronously.     

The first sessions will involve an introduction to participant-centered learning and case study writing, as well as a full discussion of a selected case. The workshop will involve "how to" lessons on each stage in the case writing process, interspersed with group activities and discussions. We will discuss several existing cases, combined with a “post-mortem” of what worked and what did not.  

We will address issues such as how to refine a case topic and learning objectives, how to prepare for case study research, how to collect qualitative data through interviews, what material should be included and what should be left out of case studies, and how to build participant engagement into the way a case is written.

Valerie Wu, a student at the University of Southern California and an alum of SPICE’s Reischauer Scholars Program (RSP), Sejong Korea Scholars Program (SKSP), and China Scholars Program (CSP), recently interviewed Dr. Tanya Lee, instructor of CSP, for US-China Today, a publication of USC U.S.-China Institute.

In the September 26 interview, Lee shares insightful comments on her experiences teaching the CSP, including insights on the importance of studying China for everyone, regardless of their eventual career; and how she identifies topics for the course. In addition, Lee references SPICE’s newest course, Stanford e-China (SeC), which was developed for high school students in China and focuses on “Technologies Changing the World: Design Thinking into Action.” Lee and SeC instructor Carey Moncaster are engineering a collaboration between CSP and SeC students in November, in which they will work on a “green technology” project together, exploring practical solutions to sustainability issues they see in their own communities. The students will also be connecting informally over social media and are very eager to make contact with their counterparts overseas.

Looking back at her experience in the CSP, Wu commented, “The interdisciplinary, global thinking that I cultivated as a student at SPICE has become a fundamental aspect of my academic career. As a Narrative Studies and Law, History & Culture double major with an interest in China, the academic mentorship I received through the CSP highlighted the ways that intellectual study intersects with all these different ways of thinking about a certain topic. The way an issue is framed, specifically the way that we apply our own interpretation to it, reflects not only our understanding of culture, but also our place in it.” For Lee, witnessing students like Wu continue their study of China in college makes her feel more optimistic about future U.S.–China relations, despite the current tension between the two countries.

About the Event: As relations between the West and Russia have sharply deteriorated in recent years, Germany has taken a leading role in shaping Europe's policy response, particularly that of the European Union.  That has included a tougher approach toward Kremlin misbehavior, such as various economic and other sanctions.  At the same time, Berlin has sought to keep an open line of communication with Moscow.

Amb. Thomas Bagger will discuss how Berlin views the challenge posed by Russia and how the West should respond.

 

About the Speaker: Thomas Bagger holds the rank of ambassador and is Diplomatic and Foreign Policy Advisor to the President of the Federal Republic of Germany.  He joined the German diplomatic service in 1992 and has served abroad in Prague, Ankara and Washington.  Before taking up his current position, he headed the Foreign Ministry's Policy Planning Office.

In October, the Justice Department sued Google for violating antitrust laws.These antitrust concerns are motivated by the potential economic harms caused by the tech giants’ monopoly positions, but there might be greater reason to worry about the political harms that the platforms pose to American democracy because of their control over the modern information ecosystem. If the antitrust laws are designed to address economic harms, how should policymakers confront the political harms from dominant digital platforms?

Join us on November 18th at 10 a.m. PST to discuss recommendations from the new White Paper of the Stanford Working Group on Platform Scale, where we will assess how today’s digital platforms pose threats to American democracy and a proposal for how creative technological interventions might mitigate the platform’s growing power. Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.

On September 29, the APARC China Program hosted Thomas Fingar and Stephen Stedman for the program “Rebuilding International Institutions.” The program, which was moderated by China Program Director Jean Oi, examined the future of international institutions such as the United Nations (UN), World Trade Organization (WTO), and World Health Organization (WHO) in our evolving global political landscape. While Fingar and Stedman acknowledged that such institutions facilitated attainment of unprecedented peace and prosperity after WWII, they also asked difficult questions: Are these institutions still adequate? And if not, how will we change them?

Shorenstein APARC Fellow Thomas Fingar kicked off the session by asking whether or not US-China tensions would impede cooperation on major global challenges, or if those challenges were so serious as to render such rivalries immaterial. Perhaps the most obvious example of such a crisis is the current COVID-19 pandemic. The efforts to curb the virus’ spread not only by individual countries, but also by international organizations like the WHO, have proven largely inadequate. According to Fingar, our existing institutions need to be reformed or supplemented to deal with these types of threats. However, such an overhaul of our international systems will be difficult, he says.

How, then, will we go about such a massive project? Stephen Stedman, Deputy Director at Stanford’s Center on Democracy, Development, and the Rule of Law (CDDRL), responded by explaining that the current failure of international cooperation makes such undertakings tough. Globalization has been a double-edged sword: On one hand, more contact, perhaps inherently, leads to increased tension. The resurgence of traditional notions of sovereignty in 2010, kickstarted by the opposition of countries like Russia and China to what was seen as UN overreaching, has led to a reduction of international cooperation overall. On the other hand, Fingar posits that our interconnectedness may force us toward cooperation despite rivalries as we face more and more transnational threats. International institutions create rules to organize and manage our many interconnected relationships so that we can deal with our problems effectively and reduce friction.

Stedman also pointed to the upcoming US elections and the major impact their outcome will have on how these problems are addressed—or not. In the last four year, the United States has pulled back significantly from international institutions and agreements, leaving a gap that China has started to fill. Furthermore, despite the US’s retreat from international responsibility, the country still remains a critical actor in global initiatives. China’s embrace of a global leadership role is not inherently negative, but its future relationship with the US will need to be “managed in a way that you get greater cooperation and not just paralysis.” Stedman says that it is likely that progress will need to be made on a bilateral front in order to have productive conversations about international issues with China.

Concluding on an optimistic note, Fingar voiced his hope that the current tensions and negative perceptions between rivals might ultimately “be mitigated by success in dealing with a common problem,” because “experience does shape perceptions.”

A key element of the workshop is that participants will work to develop their own case study. The workshop faculty will provide coaching and feedback that will progress throughout the workshop. During the five-week period between the two three-day blocks, participants will be expected to meet in their case-writing groups and develop outlines of their case studies. At the end of the workshop, participants will have an opportunity to present preliminary versions of their cases and get feedback from the entire group.
