During a speech at Stanford University on Thursday, April 21, 2022, former U.S. President Barack Obama presented his audience with a stark choice: “Do we allow our democracy to wither, or do we make it better?”

Over the course of an hour-long address, Obama outlined the threat that disinformation online, including deepfake technology powered by AI, poses to democracy as well as ways he thought the problems might be addressed in the United States and abroad.

“This is an opportunity, it’s a chance that we should welcome for governments to take on a big important problem and prove that democracy and innovation can coexist,” Obama said.

Obama, who served as the 44th president of the United States from 2009 to 2017, was the keynote speaker at a one-day symposium, titled “Challenges to Democracy in the Digital Information Realm,” co-hosted by the Stanford Cyber Policy Center and the Obama Foundation on the Stanford campus on April 21.

The event brought together people working in technology, policy, and academia for panel discussions on topics ranging from the role of government in establishing online trust, the relationship between democracy and tech companies, and the threat of digital authoritarians.

Obama told a packed audience of more than 600 people in CEMEX auditorium – as well as more than 250,000 viewers tuning in online – that everyone is part of the solution to make democracy stronger in the digital age and that all of us – from technology companies and their employees to students and ordinary citizens – must work together to adapt old institutions and values to a new era of information. “If we do nothing, I’m convinced the trends that we’re seeing will get worse,” he said.

Introducing the former president was Michael McFaul, director at the Freeman Spogli Institute for International Studies and U.S. ambassador to Russia under Obama, and Stanford alum and Obama Foundation fellow, Tiana Epps-Johnson, BA ’08.

Epps-Johnson, who is the founder and executive director of the Center for Tech and Civic Life, recalled her time answering calls to an election protection hotline during the 2006 midterm election. She said the experience taught her an important lesson, which was that “the overall health of our democracy, whether we have a voting process that is fair and trustworthy, is more important than any one election outcome.”

Stanford freshman Evan Jackson said afterward that Obama’s speech resonated with him. “I use social media a lot, every day, and I’m always seeing all the fake news that can be spread easily. And I do understand that when you have controversy attached to what you’re saying, it can reach larger crowds,” Jackson said. “So if we do find a way to better contain the controversy and the fake news, it can definitely help our democracy stay powerful for our nation.”

The Promise and Perils Technology Poses to Democracy


In his keynote, Obama reflected on how technology has transformed the way people create and consume media. Digital and social media companies have upended traditional media – from local newspapers to broadcast television, as well as the role these outlets played in society at large.

During the 1960s and 1970s, the American public tuned in to one of three major networks, and while media from those earlier eras had their own set of problems – such as excluding women and people of color – they did provide people with a shared culture, Obama said.

Moreover, these media institutions, with established journalistic best practices for accuracy and accountability, also provided people with similar information: “When it came to the news, at least, citizens across the political spectrum tended to operate using a shared set of facts – what they saw or what they heard from Walter Cronkite or David Brinkley.”

Fast forward to today, where everyone has access to individualized news feeds that are fed by algorithms that reward the loudest and angriest voices (and which technology companies profit from). “You have the sheer proliferation of content, and the splintering of information and audiences,” Obama observed. “That’s made democracy more complicated.”

Facts are competing with opinions, conspiracy theories, and fiction. “For more and more of us, search and social media platforms aren’t just our window into the internet. They serve as our primary source of news and information,” Obama said. “No one tells us that the window is blurred, subject to unseen distortions, and subtle manipulations.”

The splintering of news sources has also made all of us more prone to what psychologists call “confirmation bias,” Obama said. “Inside our personal information bubbles, our assumptions, our blind spots, our prejudices aren’t challenged, they are reinforced and naturally, we’re more likely to react negatively to those consuming different facts and opinions – all of which deepens existing racial and religious and cultural divides.”

But the problem is not just that our brains can’t keep up with the growing amount of information online, Obama argued. “They’re also the result of very specific choices made by the companies that have come to dominate the internet generally, and social media platforms in particular.”

The former president also made clear that he did not think technology was to blame for many of our social ills. Racism, sexism, and misogyny, all predate the internet, but technology has helped amplify them.

“Solving the disinformation problem won’t cure all that ails our democracies or tears at the fabric of our world, but it can help tamp down divisions and let us rebuild the trust and solidarity needed to make our democracy stronger,” Obama said.

He gave examples of how social media has fueled violence and extremism around the world. For example, leaders from countries such as Russia to China, Hungary, the Philippines, and Brazil have harnessed social media platforms to manipulate their populations. “Autocrats like Putin have used these platforms as a strategic weapon against democratic countries that they consider a threat,” Obama said.

He also called out emerging technologies such as AI for their potential to sow further discord online. “I’ve already seen demonstrations of deep fake technology that show what looks like me on a screen, saying stuff I did not say. It’s a strange experience people,” Obama said. “Without some standards, implications of this technology – for our elections, for our legal system, for our democracy, for rules of evidence, for our entire social order – are frightening and profound.”

‘Regulation Has to Be Part of the Answer’


Obama discussed potential solutions for addressing some of the problems he viewed as contributing to a backsliding of democracy in the second half of his talk.

In an apt metaphor for a speech delivered in Silicon Valley, Obama compared the U.S. Constitution to software for running society. It had “a really innovative design,” Obama said, but also significant bugs. “Slavery. You can discriminate against entire classes of people. Women couldn’t vote. Even white men without property couldn’t vote, couldn’t participate, weren’t part of ‘We the People.’”

The amendments to the Constitution were akin to software patches, the former president said, that allowed us to “continue to perfect our union.”

Similarly, governments and technology companies should be willing to introduce changes aimed at improving civil discourse online and reducing the amount of disinformation on the internet, Obama said.

“The internet is a tool. Social media is a tool. At the end of the day, tools don’t control us. We control them. And we can remake them. It’s up to each of us to decide what we value and then use the tools we’ve been given to advance those values,” he said.

The former president put forth various solutions for combating online disinformation, including regulation, which many tech companies fiercely oppose.

“Here in the United States, we have a long history of regulating new technologies in the name of public safety, from cars and airplanes to prescription drugs to appliances,” Obama said. “And while companies initially always complain that the rules are going to stifle innovation and destroy the industry, the truth is that a good regulatory environment usually ends up spurring innovation, because it raises the bar on safety and quality. And it turns out that innovation can meet that higher bar.”

In particular, Obama urged policymakers to rethink Section 230, enacted as part of the United States Communications Decency Act in 1996, which ​​stipulates that generally, online platforms cannot be held liable for content that other people post on their website.

But technology has changed dramatically over the past two decades since Section 230 was enacted, Obama said. “These platforms are not like the old phone company.”

He added: “In some cases, industry standards may replace or substitute for regulation, but regulation has to be part of the answer.”

Obama also urged technology companies to be more transparent in how they operate and “at minimum” should share with researchers and regulators how some of their products and services are designed so there is some accountability.

The responsibility also lies with ordinary citizens, the former president said. “We have to take it upon ourselves to become better consumers of news – looking at sources, thinking before we share, and teaching our kids to become critical thinkers who know how to evaluate sources and separate opinion from fact.”

Obama warned that if the U.S. does not act on these issues, it risks being eclipsed in this arena by other countries. “As the world’s leading democracy, we have to set a better example. We should be able to lead on these discussions internationally, not [be] in the rear. Right now, Europe is forging ahead with some of the most sweeping legislation in years to regulate the abuses that are seen in big tech companies,” Obama said. “Their approach may not be exactly right for the United States, but it points to the need for us to coordinate with other democracies. We need to find our voice in this global conversation.”

At a time when democracies face an onslaught from authoritarianism, we wonder — where on Earth is the world’s largest? Dr. Siddharth Varadarajan has raised the alarm on the decay of democratic liberties in India before many in his time. As the former editor of The Hindu, and the founding editor of The Wire, which has become one of the few fully independent media outlets operating in the ‘new India,’ he is situated at the frontlines of the largest battlefield fought by democrats today.

In conversation with Abeer Dahiya BA/BS ‘22, he shares how to hold a government accountable in an ecosystem where conventional media fails to do so, and how Stanford students can contribute to independent media in their home countries to uphold transparency.

Siddharth Varadarajan is a Founding Editor of The Wire and senior fellow at the Centre for Public Affairs and Critical Theory, New Delhi. Previously, he was the Editor of The Hindu. An economist by training, he studied at the London School of Economics and Columbia University and taught at New York University before returning to India to work as a journalist. He has been a visiting lecturer at the journalism school at the University of California, Berkeley and a Poynter Fellow at Yale University.

Norman Farrell
Norman Farrell is an international Prosecutor with extensive experience in leading and managing large-scale criminal investigations or prosecutions of war crimes, crimes against humanity, genocide and terrorist acts.  He has prosecuted cases arising from serious international crimes in the Former Yugoslavia, Rwanda and Lebanon. Mr. Farrell’s areas of expertise include international humanitarian law, international criminal law and advocacy before international criminal tribunals.

Mr. Farrell was appointed the Prosecutor of the Special Tribunal for Lebanon in March 2012.  Prior to this appointment, Mr Farrell was Deputy Prosecutor since 2008 at the International Criminal Tribunal for the former Yugoslavia (ICTY).  Mr. Farrell held positions in the Office of the Prosecutor at the ICTY from 1999-2008 that include the Prosecutor’s Legal Director, Senior Appeals Counsel and Head of the Appeals Section. He represented, on appeal, the Office of the Prosecutor in a number of cases before the ICTY Appeals Chamber including the first prosecution for genocide in Prosecutor vs. Kristic.

From 1999-2003 he was, simultaneously, Prosecution Appeals Counsel on cases before the International Criminal Tribunal for Rwanda (ICTR) on genocide and violations of international humanitarian law in Rwanda. From 2002-2003 he was the Head of the Appeals Section of the Office of the Prosecutor at the ICTR.

From 1996-1999, Mr. Farrell worked for the International Committee of the Red Cross (ICRC) in Bosnia as a delegate, subsequently in Ethiopia, Kenya and Tanzania as the Regional Legal Advisor.  In 1998, he was Legal Advisor on international humanitarian law and international criminal law for the ICRC in Geneva, Switzerland.

Before his involvement in international law, Mr Farrell was Crown Counsel at the Crown Law Office - Criminal in Toronto, Canada and has appeared as Counsel before the Ontario Court of Appeal and Supreme Court of Canada.

Mr. Farrell holds a Master of Laws (LLM) from Columbia University in New York, and a Bachelor of Laws (LLB) as well as B.A (Hons) from Queens University, Kingston, Ontario. He was admitted to the Law Society of Ontario in 1988.

In a memo from March 2021, Secretary of Defense Lloyd Austin outlined new mandates for the Department of Defense to modernize, encourage innovation and “invest smartly for the future” in order to meet the dynamic threat landscape of the modern world. Writing in the same memo, he acknowledged that this goal cannot be met without the cooperation of stakeholders from across the board, including private industries and academic institutions.

In keeping with that priority, on April 5, 2022, Deputy Secretary of Defense Kathleen Hicks and her team joined a cross-departmental roundtable of faculty and students to hear more about Stanford's efforts to bring Silicon Valley-style innovation to projects at the Department of Defense and its interagencies.

These students are working under the umbrella of the Gordian Knot Center for National Security Innovation (GKC), a new program at the Center for International Cooperation and Security (CISAC) at the Freeman Spogli Institute for International Studies (FSI). GKC aims to coordinate resources at Stanford, peer universities, and across Silicon Valley’s innovation ecosystem in order to provide cutting-edge national security education and train national security innovators.


This is a great place to be doing this. Here in Silicon Valley, there’s a huge amount of opportunity and ecosystem available across both Stanford and the broader research community and commercial sector.

At the core of GKC is a series of classes and initiatives that combine STEM skills with policy know-how in a way that’s meant to encourage students to leverage entrepreneurship and innovation in order to develop rapid, scalable solutions to national security issues. Students from both undergraduate and graduate level programs, regardless of their prior experience in national defense, are encouraged to participate.

“We’re really trying to empower students to pursue national security-relevant work while they’re here at Stanford,” explains Joe Felter, GKC’s director, co-founder, and senior research scholar at CISAC. FSI and CISAC have deep roots in this type of innovative, interdisciplinary approach to policy solutions GKC is working to implement. Michael McFaul, FSI’s director, is a founding faculty member and principal investigator for GKC, and David Hoyt, the assistant director of GKC, is an alumnus of the CISAC honors program.

Results from GKC’s classes have been very encouraging so far. Working through "Hacking for Defense," a GKC-affiliated class taught out of the MS&E department, Jeff Jang, a new Defense Innovation Scholar and MBA student, showed how implementing a rapid interview process and focusing on problem and customer discovery has allowed his team to create enterprise software for United States Air Force (USAF) fleet management that has vastly improved efficiency, reduced errors and enabled better planning capabilities into the workflow. Their product has been given numerous grants and awards, and the team has received signed letters of interest from 29 different USAF bases across the world.

In another GKC class, "Technology, Innovation, and Great Power Competition,” Abeer Dahiya and Youngjun Kwak, along with Mikk Raud, Dave Sprague and Miku Yamada — three students from FSI’s Ford Dorsey Master’s in International Policy program (MIP) — have been tackling the challenges involved in developing a domestic U.S. semiconductor strategy. They were among the student teams asked to present the results of their work to Dep. Sec. Hicks during her visit.

“Attending this class has been one of the highlights of my time at Stanford,” says Mikk Raud (MIP ‘22). “It’s been a great example of how important it is to run interdisciplinary courses and bring people from different fields together.”

He continues, “As a policy student, it was very insightful for me to learn from my peers from different programs, as well as make numerous visits to the engineering quad to speak to technical professors whom I otherwise would have never met. After meeting with and presenting to Deputy Secretary Hicks and hearing about the work other students are doing, it really hit home to me that the government does listen to students, and it really is possible that a small Stanford group project can eventually lead into significant changes and improvements of the highest levels of policy making.”

This kind of renewed interest in national security and defense tech among students is precisely what the Gordian Knot Center is hoping to foster. Building an interconnected innovation workforce that can “think deeply, [and] act quickly,” GKC’s motto, is a driving priority for the center and its supporters.

The Department of Defense recognizes the value of this approach. In her remarks, Dep. Sec. Kathleen Hicks acknowledged that reshaping the culture and methodologies by which the DoD runs is as imperative as it is difficult.

“My life is a Gordian knot, day in and day out at the Defense Department,” she quipped. Speaking seriously, she reminded the audience of the tremendous driving power DoD has had in creating future-looking national security defenses.  “Because of its sophistication, diversity, and capacity to innovate, the U.S. Defense Industrial Base and vibrant innovation ecosystem remains the envy of the world,” Hicks emphasized. “Every day, people like you are designing, building, and producing the critical materials and technologies that ensure our armed forces have what they need.”

But she also recognized that the challenges facing the DoD are real and complex. “There are many barriers in front of the Department of Defense in terms of what it takes to operate in government and to make the kinds of shifts we need in order to have the agility to take advantage of opportunities and partner effectively.” She reiterated that one of her key priorities is to accelerate innovation adoption across DoD, including organizational structure, processes, culture, and people.

Partnerships with groups like the Gordian Knot Center are a key component to breaking down the barriers to innovation facing our national institutions and rebuilding them into new, more adaptable bridges forward. While the challenges facing the Department of Defense remain significant, the work of the students in GKC’s classes so far proves that progress is not only possible, but can be made quickly as well.

With NATO reenergized and the United States having to recommit some resources in Europe, how should Japan counter an expansionist China, an emboldened North Korea, and a potentially hamstrung Russia to realize its vision of Free and Open Indo-Pacific? What might be the endgame in Ukraine and how would it impact the clash of liberal and authoritarian forces in the Indo-Pacific region? Featuring two leading experts on world politics and Japan’s foreign policy, this panel tackles these questions and charts a way forward for Japan.

Yoko Iwama is Professor of National Graduate Institute for Policy Studies (GRIPS). She is also the director of Security and Strategy Program and Maritime Safety and Security Program at GRIPS. 

She graduated from Kyoto University in 1986 and earned her PhD in Law. Having served as Research Assistant of Kyoto University (1994–97), Special Assistant of the Japanese Embassy in Germany (1998–2000), and Associate Professor at GRIPS (2000), she was appointed Professor at GRIPS in 2009. She was a student at the Free University of Berlin between 1989-1991, where she witnessed the end the reunification of the two Germanies. 

Her specialty is international security and European diplomatic history centering on NATO, Germany, and nuclear strategy. 

Her publications include John Baylis and Yoko Iwama (ed.) Joining the Non-Proliferation Treaty: Deterrence, Non-Proliferation and the American Alliance, (Routledge 2018); “Unified Germany and NATO,” (in Keiichi Hirose/ Tomonori Yoshizaki (eds.) International Relation of NATO, Minerva Shobo, 2012). 

Her newest book The 1968 Global Nuclear Order and West Germany appeared in August 2021 in Japanese. She is working on a co-authored book on the origins and evolution of the nuclear-sharing in NATO and a co-authored book on the Neutrals, the Non-aligned countries and the NPT.

Hiroyuki Akita is a Commentator of Nikkei. He regularly writes commentaries, columns, and analysis focusing on foreign and international security affairs. He joined Nikkei in 1987 and worked at the Political News Department from 1998 to 2002 where he covered Japanese foreign policy, security policy, and domestic politics. Akita served as Senior & Editorial Staff Writer from 2009 to 2017, and also worked at the “Leader Writing Team ” of the Financial Times in London in late 2017. 

 Akita graduated from Jiyu Gakuen College in 1987 and Boston University (M.A.). From 2006 to 2007, he was an associate of the US-Japan Program at Harvard University, where he conducted research on US-China-Japan relations. In March 2019, he won the Vaughn-Ueda International Journalist Award, a prize for outstanding reporting of international affairs. He is an author of two books in Japanese: “Anryu (Power Game of US-China-Japan)”(2008), and “Ranryu (Strategic Competition of US-Japan and China)”(2016).

Over much of the last four decades, China's economy has ballooned, growing to become the world's second-largest economic power behind the United States, when measured by GDP. Yet alongside the rapid growth came mounting local government debt. While foreign observers have long recognized China’s local government debt as a risk, only recently did the Chinese Communist Party call out the problem as alarming. 

Why have central authorities allowed local government debt to grow with such little direct intervention? The answer to this question has much to do with a “grand bargain” between China's central government and localities during the 1994 fiscal recentralization reform, according to a new study, "China’s Local Government Debt: The Grand Bargain," published in the January issue of The China Journal.  The study’s co-authors are Stanford political scientist Jean Oi, a senior fellow at FSI and director of the China Program at APARC, Adam Liu, a former doctoral student of Oi, and Yi Zhang.

The Origins of China's Massive Local Government Debt

The 1994 reform left localities with a tremendous fiscal gap. But then Beijing in fact gave localities enough autonomy to seek funding independently and the green light to create new backdoor financing institutions that counteracted the impact of fiscal decentralization, show Oi and her colleagues. They call this dynamic a “grand bargain.” The bargain’s purpose was to garner regional cooperation in fiscal and financial recentralization campaigns. The result, as the co-authors document, was far from the intended outcome. The policy resulted in greater decentralization, as local leaders used backdoor financing to meet expenditure responsibilities and bolster local development.

The study offers a fresh interpretation of the political economy surrounding the 1994 fiscal reform and a new understanding of the grand bargain, in which secretive financing was the quid pro quo offered to localities to sustain their incentive for local state-led growth after 1994. Oi and her colleagues draw upon municipal and county data as well as interviews and memoirs of key party leaders, architects of the 1994 fiscal reform, to support their assertions about the dynamics of China's economic rise and the local debt problem. Their findings highlight the "paradoxical political dynamics" of China’s political economy. As the 1994 fiscal reform recentralized tax revenues, "countervailing policies substantially promoted decentralization and fiscal empowerment of localities and decreased the transparency of local financial arrangements."

Granting localities the right to operate local state banks was a necessary but insufficient step for establishing the backdoor financing needed to sustain the grand bargain. Local governments needed a middleman to circumvent the bans on borrowing.

The grand bargain led to China's continued growth. The drawback, however, was that this economic growth has been accompanied by the accumulation of local government debt with little transparency and central control. When the global financial crisis impacted growth rates, local deficits and debts spiked. In response, Beijing began to shut down backdoor financing and opened front-door options that were transparent and under the control of national authorities — but with limited success.

Reining in Local Government Financing Vehicles

The researchers posit that "only beginning in 2017 did the Communist Party’s own Central Leading Group on Finance and Economic Affairs and various government-related media begin to label local government debt as a threat to the economy, raising the alarm bells by calling it a 'gray rhino,' a likely high-impact threat that was being ignored." Why, then, didn’t Beijing quickly put a stop to local government debt? Why did central authorities wait until 2015 to put measures in place, and wait even longer to identify local government debt as an economic threat?

Oi and her colleagues explain that studies of policy implementation and regulation in China tell us that the national government faces information asymmetry problems, where localities can subvert upper-level directives because the center has imperfect knowledge of what local agents are doing. Such subversion is most likely when local interests are not aligned with Beijing’s. Now, in the wake of the COVID-19 pandemic, the question is whether the pendulum will swing back toward more tolerance of local debt for the sake of economic growth.

All indications, the authors agree, suggest that during COVID-19 and its aftermath, especially as China also has vowed to win and maintain the fruits of the battle against poverty “at all costs,” localities are going to need extra resources, borrowed or not. The center’s pendulum, at least for now, is swinging further away from fiscal discipline toward local incentives and growth.

Evading Institutional Reforms

Oi and her colleagues contend that the expansion of local government debt is a feature of China's developmental model, which aims to "circumvent rather than tackle difficult institutional reform, kicking the can down the road, opting for an easier fix to avoid the potentially high political costs.” 

The authors' primary takeaway is therefore that local government debt in China is not a local problem. Similar to other developing nations that depend upon local partners, China faces a dual-commitment problem: "growing the local economy without debt requires the central state to simultaneously commit to respecting its local agents’ access to and control over the fruits of local development (of which local fiscal resources are the most crucial part), while exercising credible fiscal discipline over precisely the same set of local agents that the center seeks to incentivize.”

For nearly three decades, Chinese central authorities have relied on the grand bargain to boost the nation's economic might. Oi and her colleagues reveal that the problem of local government debt reverberates to the highest echelons of the Chinese state decision makers and continues to present strategic challenges for the economic juggernaut.

The Freeman Spogli Institute for International Studies (FSI) at Stanford University is pleased to announce that Larry Diamond has been named the Mosbacher Senior Fellow in Global Democracy at the Center on Democracy, Development and the Rule of Law (CDDRL) at FSI.

The new position was made possible by a generous gift from the Mosbacher family Nancy, '76, Bruce, '76, JD '79, Emily (Harvard ’16), and Jack, '12 – in recognition of Diamond’s distinguished contributions as a researcher, teacher and mentor.

“As a teacher, scholar, and person, Larry Diamond is an embodiment of Stanford’s highest ideals,” said Bruce Mosbacher. “Our family is honored beyond measure to support Professor Diamond’s vital work in the years to come, and we are gratified that Larry’s impact and legacy now have a permanent home at Stanford University."

Founded 19 years ago, CDDRL is an interdisciplinary center for research on development in all of its dimensions: political, economic, social, and legal, and the ways in which these different dimensions interact with one another. The center bridges the worlds of scholarship and practice to understand and foster the conditions for effective representative governance, promote balanced and sustainable economic growth, and establish the rule of law. Diamond is one of the center’s original founders, and was CDDRL’s director from 2008-2014.

Diamond has served on the Stanford faculty since 1985. He is a senior fellow at FSI and the Hoover Institution and holds courtesy appointments in the departments of political science and sociology. He has taught and mentored thousands of students, including those in the Fisher Family Honors Program at CDDRL, FSI’s Ford Dorsey Master’s in International Policy (MIP) program, and democracy activists from around the world through CDDRL’s Draper Hills Summer Fellows Program, among others at Stanford. Among his many accolades, Larry received the Richard W. Lyman Award in 2013 for his service and generosity to Stanford alumni, as well as the Dinkelspiel Award in 2007 for excellence in teaching and mentoring Stanford undergraduates.

Diamond has also been an institution-builder both inside and outside of Stanford, having made contributions not only to CDDRL and Stanford’s Haas Center for Public Service (where he served as co-director from 2010-2016) but also to the National Endowment for Democracy where he serves as senior consultant to the International Forum for Democratic Studies. He has worked to shape public policy in many ways, from working for the Coalition Provisional Authority in Iraq, to campaigning more recently on behalf of ranked-choice voting initiatives in a variety of American states and cities.

“What Larry presciently labeled a ‘democratic recession’ a decade ago has metastasized into a very dark period for global politics,” said Michael McFaul, the director of the Freeman Spogli Institute for International Studies. “This newly endowed position will ensure FSI continues to be at the cutting edge of research, policy impact and education in the field of global democracy for many years to come.”

During his career of service to FSI and Stanford, Diamond has authored books like The Spirit of Democracy and Ill Winds, countless articles and edited books on democracy in various country and regional settings. He also served as a founding editor of The Journal of Democracy, which has become the most important academic source for writing on the subject.

“I am deeply honored by this generous gift from the Mosbacher family,” said Diamond. “Their extraordinary support will enable us to sustain and deepen our study of global democracy during an era when it faces its greatest challenge in decades. Working closely with brilliant Stanford colleagues, students and visitors is a great privilege, and I look forward to advancing the field well into the future.”

Drawing on insights from recent economic theories of incomplete contracts, we develop a theoretical model on authority relationships in the Chinese bureaucracy by conceptualizing the allocation of control rights in goal setting, inspections, and provision of incentives among the principal, supervisor, and agents. Variations in the allocation of these control rights give rise to different modes of governance and entail distinct behavioral implications among the parties. The proposed model provides a unified framework and a set of analytical concepts to examine different governance structures, varying authority relationships, and the specific principal-agent problems entailed in a bureaucratic setting. We will illustrate this through a case study of authority relationships and ensuing behavioral patterns in the environmental protection arena over a five-year cycle of policy implementation.
