The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Soybean production has become a significant force for economic development in Brazil. It has also received considerable attention from environmental and social non-governmental organizations as a driver of deforestation and land consolidation. While many researchers have examined the impacts of soybean production on human and environmental landscapes, there has been little investigation into the economic and institutional context of Brazilian soybean production or the relationship between soy yields and planted area. This study examines the influence of land tenure, land use policy, cooperatives, and credit access on soy production in Brazil. Using county level data we provide statistical evidence that soy planted area and yields are higher in regions where cooperative membership and credit levels are high, and cheap credit sources are more accessible. This result suggests that soybean production and profitability will increase as supply chain infrastructure improves in the Cerrado and Amazon biomes in Brazil. The yields of competing land uses, wheat, coffee, and cattle production and a complementary use, corn production, also help to determine the location of soybean planted area in Brazil. We do not find a significant relationship between land tenure and planted area or land tenure and yields. Soy yields decline as transportation costs increase, but planted area as a proportion of arable land is highest in some of the areas with very high transportation costs. In particular, counties located within Mato Grosso and counties within the Amazon biome have a larger proportion of their arable, legally available land planted in soy than counties outside of the biome. Finally, we provide evidence that soy yields are positively associated with planted area, implying that policies intending to spare land through yield improvements could actually lead to land expansion in the absence of strong land use regulations. While this study focuses on Brazil, the results underscore the importance of understanding how supply chains influence land use associated with cash crops in other countries.

A yearlong U.S. effort to engage nuclear-armed North Korea culminated in the announcements by Washington and Pyongyang of the so-called “Leap Day” understanding on February 29. A fortnight later, North Korea announced it would launch a multi-stage rocket carrying what the reclusive state said was a civilian satellite. After an intensive four weeks of public and private calls on Pyongyang from the other five members of the Six-Party Talks not to proceed, the April 13 launch failed, but triggered unanimous censure from the 16-member UN Security Council. Ambassador Davies will describe the talks leading to the Leap Day understanding, the fallout from North Korea’s aborted launch, and where this leaves our efforts to hold Pyongyang to its denuclearization and other promises. He will also discuss Washington’s views of new leader Kim Jong Un, the likelihood of change in North Korea, and diplomatic prospects in this season of political transition in key Six Party states.
 
Glyn Davies, a career member of the Senior Foreign Service, was appointed by Secretary of State Clinton as Special Representative for North Korea Policy in November 2011.
 
Ambassador Davies joined the Foreign Service in 1980 and has served in numerous posts in Washington and overseas, including the position of Principal Deputy Assistant Secretary of State for the Bureau of East Asian and Pacific Affairs from 2007 to 2009. From 2009 to 2011, he was U.S. Permanent Representative to the International Atomic Energy Agency and United Nations agencies in Vienna.
 
Ambassador Davies holds a BS in Foreign Service from Georgetown University and a masters degree from the National War College in Washington, D.C.

Jennifer Burney, named a National Geographic Emerging Explorer in 2011, continues her work on agricultural solutions for struggling farmers. She observes, for example, that “as great as local organic food may be in my own kitchen, we’ll never feed the whole world that way. Like it or not, ‘Big Agriculture’ is why we’ve been able to sustain a hungry planet; and thanks to investments in technology, significant climate impact has been mitigated.” One key contribution she made was introducing solar irrigation to farmers in Benin, Africa.

Poverty stands prominently at the intersection of water scarcity, smallholder food production, and health in the world’s least developed regions. This project will measure the effects of poverty along the water-food-health nexus among rural households in Kenya, specifically, how differential access to domestic and productive water supplies, along with food security, and HIV and TB disease burden relate to changes in poverty over time among adults living in rural Kenyan households. Goals include measuring interactions between household productive and domestic water use, nutritional outcomes, infectious diseases, and poverty; and identifying  local interventions and policy responses that are likely to have positive spillover effects in any of these domains.

Jennifer (“Jenna”) Davis is a Professor in the Department of Civil and Environmental Engineering and the Higgins-Magid Senior Fellow at the Woods Institute for the Environment, both of Stanford University. She also heads the Stanford Program on Water, Health & Development. Professor Davis’ research and teaching is focused at the interface of engineered water supply and sanitation systems and their users, particularly in developing countries. She has conducted field research in more than 20 countries, including most recently Zambia, Bangladesh, and Uganda.

My academic focus is on global health, health policy, infectious diseases, environmental changes, and population health. Our research primarily addresses how health policies and environmental changes affect health outcomes worldwide, with a special emphasis on population living in impoverished conditions.

Our recent publications in journals like Nature, Lancet, and JAMA Pediatrics include studies on the impact of tropical cyclones on population health and the dynamics of SARS-CoV-2 infectivity in children. These works are part of my broader effort to understand the health consequences of environmental and policy changes.

Collaborating with trainees and leading academics in global health, our group's research interests also involve analyzing the relationship between health aid policies and their effects on child health and family planning in sub-Saharan Africa. My research typically aims to inform policy decisions and deepen the understanding of complex health dynamics.

Current projects focus on the health and social effects of pollution and natural hazards, as well as the extended implications of war on health, particularly among children and women.

Specific projects we have ongoing include:

  • What do global warming and demographic shifts imply for the population exposure to extreme heat and extreme cold events?

  • What are the implications of tropical cyclones (hurricanes) on delivery of basic health services such as vaccinations in low-income contexts?

  • What effect do malaria control programs have on child mortality?

  • What is the evidence that foreign aid for health is good diplomacy?

  • How can we compare health inequalities across countries? Is health in the U.S. uniquely unequal?

Rosamond Naylor is the William Wrigley Professor in Earth System Science, a Senior Fellow at Stanford Woods Institute and the Freeman Spogli Institute for International Studies, the founding Director at the Center on Food Security and the Environment, and Professor of Economics (by courtesy) at Stanford University. She received her B.A. in Economics and Environmental Studies from the University of Colorado, her M.Sc. in Economics from the London School of Economics, and her Ph.D. in applied economics from Stanford University. Her research focuses on policies and practices to improve global food security and protect the environment on land and at sea. She works with her students in many locations around the world. She has been involved in many field-level research projects around the world and has published widely on issues related to intensive crop production, aquaculture and livestock systems, biofuels, climate change, food price volatility, and food policy analysis. In addition to her many peer-reviewed papers, Naylor has published two books on her work: The Evolving Sphere of Food Security (Naylor, ed., 2014), and The Tropical Oil Crops Revolution: Food, Farmers, Fuels, and Forests (Byerlee, Falcon, and Naylor, 2017).

She is a Fellow of the Ecological Society of America, a Pew Marine Fellow, a Leopold Leadership Fellow, a Fellow of the Beijer Institute for Ecological Economics, a member of Sigma Xi, and the co-Chair of the Blue Food Assessment. Naylor serves as the President of the Board of Directors for Aspen Global Change Institute, is a member of the Scientific Advisory Committee for Oceana and is a member of the Forest Advisory Panel for Cargill. At Stanford, Naylor teaches courses on the World Food Economy, Human-Environment Interactions, and Food and Security.

Located in Kenya, Kibera is one of Africaʼs largest urban slums. Homes in Kibera typically lack running water. Water shortages occur frequently, and buyers need to find new water vendors. Shortages drive prices up. This project aims to improve the welfare of Kiberans by exploiting ubiquitous, low-cost mobile access to improve limited, high-cost water access. Mixing practical purpose with field-experimental social science, the project aims to enable buyers to use mobile phones to acquire low-cost information about water, location, price, and quality. By pooling water information from multiple sources, it provides information beyond what other search methods deliver.

Joshua Cohen is a professor of law, political science, and philosophy at Stanford University, where he also teaches at the d.school and helps to coordinate the Program on Liberation Technology. A political theorist trained in philosophy, Cohen has written extensively on issues of democratic theory—particularly deliberative democracy and the implications for personal liberty, freedom of expression, and campaign finance—and global justice. Cohen is author of On Democracy (1983, with Joel Rogers); Associations and Democracy (1995, with Joel Rogers); Philosophy, Politics, Democracy (2010); The Arc of the Moral Universe and Other Essays (2011); and Rousseau: A Free Community of Equals (2011). Since 1991, he has been editor of Boston Review, a bi-monthly magazine of political, cultural, and literary ideas. Cohen is currently a member of the faculty of Apple University.

Terry Winograd is a co-leader of the Liberation Technology program at CDDRL and Professor of Computer Science in the Computer Science Department at Stanford University. His research focus is on human-computer interaction design, especially theoretical background and conceptual models. He directs the teaching programs and HCI research in the Stanford Human-Computer Interaction Group, and is also a founding faculty member of the Hasso Plattner Institute of Design at Stanford.

Prof. Winograd was a founding member and former president of Computer Professionals for Social Responsibility. He is on a number of journal editorial boards, including Human Computer Interaction, ACM Transactions on Computer Human Interaction, and Informatica. Some of his publications includes Understanding Computers and Cognition: A New Foundation for Design (Addison-Wesley, 1987) and Usability: Turning Technologies into Tools (Oxford, 1992). 

Terry Winograd received a B.A. in Mathematics from The Colorado College in 1966 and Ph.D. in Applied Mathematics from M.I.T in 1970.

She was an editor of The Oxford Companion to American Military History (New York: Oxford University Press, 2000), which takes a social and cultural perspective on war and peace in U.S. history. That volume was chosen as a Main Selection of the History Book Club.

Eden's book Whole World on Fire: Organizations, Knowledge, and Nuclear Weapons Devastation (Ithaca: Cornell University Press, 2004; New Delhi: Manas Publications, 2004) explores how and why the U.S. government--from World War II to the present--has greatly underestimated the damage caused by nuclear weapons by failing to predict damage from firestorms. It shows how well-funded and highly professional organizations, by focusing on what they do well and systematically excluding what they don't, may build a poor representation of the world--a self-reinforcing fallacy that can have serious consequences, from the sinking of the Titanic to not predicting the vulnerability of the World Trade Center to burning jet fuel. Whole World on Fire won the American Sociological Association's 2004 Robert K. Merton Award for best book in science, knowledge, and technology.

Eden has also written on life in small-town America. Her first book, Crisis in Watertown (Ann Arbor: University of Michigan Press, 1972), was her college senior thesis; it was a finalist for a National Book Award in 1973. Her second book, Witness in Philadelphia, with Florence Mars (Baton Rouge: Louisiana State University Press, 1977), about the murders of civil rights workers Schwerner, Chaney, and Goodman in the summer of 1964, was a Book of the Month Club Alternate Selection.

Målfrid Braut-Hegghammer is an Associate Professor of Political Science at the University of Oslo. She first joined CISAC as a visiting associate professor and Stanton nuclear security junior faculty fellow in September 2012, and was a Stanford MacArthur Visiting Scholar between 2013-15. Between 2008 and 2010 she was a predoctoral and postdoctoral fellow at Harvard University's Belfer Center for Science and International Affairs. Braut-Hegghammer received her PhD, entitled “Nuclear Entrepreneurs: Drivers of Nuclear Proliferation” from the London School of Economics in 2010. She received the British International Studies Association’s Michael Nicholson Thesis Prize that same year for her work.
