The Program on Energy and Sustainable Development (PESD) investigates how the production and consumption of energy affect human welfare and environmental quality. Professors assess natural gas and coal markets, as well as the smart energy grid and how to create effective climate policy in an imperfect world. This includes how state-owned enterprises – like oil companies – affect energy markets around the world. Regulatory barriers are examined for understanding obstacles to lowering carbon in energy services. Realistic cap and trade policies in California are studied, as is the creation of a giant coal market in China.

Biofuels such as ethanol offer an alternative to petroleum for powering our cars, but growing energy crops to produce them can compete with food crops for farmland, and clearing forests to expand farmland will aggravate the climate change problem. How can we maximize our "miles per acre" from biomass?

Researchers writing in the May 7, 2009, edition of the journal Science say the best bet is to convert the biomass to electricity rather than ethanol. They calculate that, compared to ethanol used for internal combustion engines, bioelectricity used for battery-powered vehicles would deliver an average of 80 percent more miles of transportation per acre of crops, while also providing double the greenhouse gas offsets to mitigate climate change.
 
"It's a relatively obvious question once you ask it, but nobody had really asked it before," said study co-author Christopher B. Field, director of the Department of Global Ecology at the Carnegie Institution. "The kinds of motivations that have driven people to think about developing ethanol as a vehicle fuel have been somewhat different from those that have been motivating people to think about battery electric vehicles, but the overlap is in the area of maximizing efficiency and minimizing adverse impacts on climate."
 
Field, who is also a professor of biology at Stanford University and a senior fellow at Stanford's Woods Institute for the Environment, is part of a research team that includes lead author Elliott Campbell of the University of California-Merced and David Lobell of Stanford's Program on Food Security and the Environment.

Bioelectricity vs. ethanol

The researchers performed a life-cycle analysis of both bioelectricity and ethanol technologies, taking into account not only the energy produced by each technology, but also the energy consumed in producing the vehicles and fuels. For the analysis, they used publicly available data on vehicle efficiencies from the U.S. Environmental Protection Agency and other organizations.
 
Bioelectricity was the clear winner in the transportation-miles-per-acre comparison, regardless of whether the energy was produced from corn or from switchgrass, a cellulose-based energy crop. For example, a small SUV powered by bioelectricity could travel nearly 14,000 highway miles on the net energy produced from an acre of switchgrass, while a comparable internal combustion vehicle could only travel about 9,000 miles on the highway. (Average mileage for both city and highway driving would be 15,000 miles for a biolelectric SUV and 8,000 miles for an internal combustion vehicle.)
 
"The internal combustion engine just isn't very efficient, especially when compared to electric vehicles," said Campbell. "Even the best ethanol-producing technologies with hybrid vehicles aren't enough to overcome this."

Climate change 

The researchers found that bioelectricity and ethanol also differed in their potential impact on climate change. "Some approaches to bioenergy can make climate change worse, but other limited approaches can help fight climate change," said Campbell.  "For these beneficial approaches, we could do more to fight climate change by making electricity than making ethanol."
 
The energy from an acre of switchgrass used to power an electric vehicle would prevent or offset the release of up to 10 tons of CO2 per acre, relative to a similar-sized gasoline-powered car.  Across vehicle types and different crops, this offset averages more than 100 percent larger for the bioelectricity than for the ethanol pathway. Bioelectricity also offers more possibilities for reducing greenhouse gas emissions through measures such as carbon capture and sequestration, which could be implemented at biomass power stations but not individual internal combustion vehicles.
 
While the results of the study clearly favor bioelectricity over ethanol, the researchers caution that the issues facing society in choosing an energy strategy are complex. "We found that converting biomass to electricity rather than ethanol makes the most sense for two policy-relevant issues: transportation and climate," said Lobell. "But we also need to compare these options for other issues like water consumption, air pollution, and economic costs."
 
"There is a big strategic decision our country and others are making: whether to encourage development of vehicles that run on ethanol or electricity," said Campbell. "Studies like ours could be used to ensure that the alternative energy pathways we chose will provide the most transportation energy and the least climate change impacts."

State-owned enterprises (SOEs) play an important role in China’s industrialization achievement and support social service functions in the planning era.  After China entered the marketing era, SOEs declined substantially and are in need of reform.  Ding believes SOEs should be restructured and that supernumeraries and social services functions should be separated from the primary mission of SOEs into society.  Ding’s research emphasizes recommendations found in corporate social responsibility that exists in China.


Mitsutoshi Kumagai “Impact on Growing On-line Video Services on Pay TV Business Model”

Recently, YouTube is not the only online video service many people enjoy.  Big players of traditional broadcasting industries are making strategic approaches in online space.  Kumagai’s presentation reviews and assesses those challenges in TV industries and its value as advertisement media.

Tadashi Ogino, “Smart Meters in the United States and Japan”

A smart meter is an advanced electric meter that measures the electricity usage in more detail than a conventional meter. Utility companies and customers can use this data for energy efficiency. A smart meter is a key component for the next generation electric grid.  Many smart meters have already been installed in the US, but smart meters are not used in Japan. Ogino analyzes the current situation of smart meter projects in the US and in Japan. He tries to understand why smart meters are not prominent in Japan.

Recently in Japan, women entrepreneurs have been becoming one of the career choices for women. As an employee of Nissouken, which provides entrepreneurship program, Takashima is trying to reveal women entrepreneurs' habitat and tendency through comparative research.

Jiecheng Cheng, “Knowledge Management of the Petroleum Enterprise”

Knowledge management as an effective tool to retain, capture, share and reuse organization knowledge.  This is important in dealing with the problem of lost knowledge caused by a company’s growth, employee turnover, retirement, and the quandary caused by information explosion.  Petroleum enterprises are more knowledge intensive and could benefit from knowledge management.  Cheng’s research presents the concept and theory of knowledge management, the needed technologies, the role of the people, the key practical issues, and the future of knowledge management. 

Yoshiko Moriguchi, “Demand Response by Smart Meters”

A smart meter is generally defined as a type of advanced electrical meter that enables to monitor the energy consumption at real time base or near real time base. It has the additional features more than simple automated meter reading and can provide customers with the feedback to encourage their actions for saving energy and money.  In North America and Europe, many studies have been conducted to address the relation of data feedback and customer’s behaviors. Japanese utilities just started to consider installation of smart meters, therefore, this research will address the topics that can be referred to demand response by smart meters for residential customers in Japan.

Boyoung Shin, “Korea's Public Policy Profile Amidst Regime Change: Analysis of President Noh's  Real Estate Policy”

After nearly half a century of conservatives in power, Korea’s center left party (the NCNP and the MDP ) won the presidential elections in 1997 and 2002 consecutively and became the ruling party until the beginning of 2008. This major transformation of power struggle structure in Korea subsequently led characteristic changes in the public policy making tendency of its administration. Yet, Korea still was in the midst of the Neo-liberalized way of economical and social structural reform that was guided by IMF since the1997 financial crisis.  In his research Shin examines the Noh administration’s challenge to compensate its supporters by exploring its particular public policy:  “Real Estate Policy of Noh Administration”.

Michael May is Professor Emeritus (Research) in the Stanford University School of Engineering and a senior fellow with the Freeman Spogli Institute for International Studies at Stanford University. He is the former co-director of Stanford University's Center for International Security and Cooperation, having served seven years in that capacity through January 2000.

May is a director emeritus of the Lawrence Livermore National Laboratory, where he worked from 1952 to 1988, with some brief periods away from the Laboratory. While there, he held a variety of research and development positions, serving as director of the Laboratory from 1965 to 1971.

May was a technical adviser to the Threshold Test Ban Treaty negotiating team; a member of the U.S. delegation to the Strategic Arms Limitation Talks; and at various times has been a member of the Defense Science Board, the General Advisory Committee to the AEC, the Secretary of Energy Advisory Board, the RAND Corporation Board of Trustees, and the Committee on International Security and Arms Control of the National Academy of Sciences. He is a member of the Council on Foreign Relations and the Pacific Council on International Policy, and a Fellow of the American Physical Society and the American Association for the Advancement of Science.

May received the Distinguished Public Service and Distinguished Civilian Service Medals from the Department of Defense, and the Ernest Orlando Lawrence Award from the Atomic Energy Commission, as well as other awards.

His current research interests are in the area of nuclear terrorism, energy, security and environment, and the relation of nuclear weapons and foreign policy. A few of his specific projects are listed here:

May was the principal investigator on a Department of Homeland Security (DHS) project that CISAC conducted in cooperation with the Naval Postgraduate School centering on organizational learning research for the DHS. The project focused on learning from exercises, following up CISAC's previous work with the DHS on the federal-state-local coordination exercise Topoff-2. With CISAC affiliate Roger Speed, May completed a chapter, "Assessing the United States's Nuclear Posture," in U.S. Nuclear Weapons Policy: Confronting Today's Threats, copublished by CISAC and Brookings. An earlier version of the chapter appeared in the Bulletin of Atomic Scientists.

May is continuing work on creating a secure future for civilian nuclear applications. In October 2007, May hosted an international workshop on how the nuclear weapon states can help rebuild the consensus underlying the Nuclear Non-Proliferation Treaty (NPT). Proceedings and a summary report are available online or by email request. May also chaired a technical working group on nuclear forensics. The final report is available online.

In April 2007, May in cooperation with former Secretary of Defense William J. Perry and Professor Ashton Carter of Harvard hosted a workshop on what would have to be done to be ready for a terrorist nuclear detonation. The report is available online at the Preventive Defense Project. A summary, titled, "The Day After: Action Following a Nuclear Blast in a U.S. City," was published fall 2007 in Washington Quarterly and is available online.

In this new working paper PESD research affiliate Danny Cullenward studies the required rates of growth and capital investments needed to meet various long-term projections for CCS. Using the PESD Carbon Storage Database as a baseline, this paper creates four empirically-grounded scenarios about the development of the CCS industry to 2020. These possible starting points (the scenarios) are then used to calculate the sustained growth needed to meet CO2 storage estimates reported by the IPCC over the course of this century (out to 2100).

Under the aegis of the Forum on Contemporary Europe, Ambassador Jan Eliasson, former U.N. Special Envoy to Darfur, visited Stanford and FSI to offer a new model for global crisis management of a wide range of issues, from piracy to global poverty.   As the former president of the U.N. General Assembly, Eliasson called for concerted action by NATO, the European Union, the U.N., and other actors on pressing security and humanitarian issues.  Arguing that current security and humanitarian challenges are greater than at any time in recent memory, Eliasson urged that world powers, along with international institutions, seek new leadership from the Obama administration grounded in recognition of the global impact of regional crises. 

To make his case for seeing the global in the regional, Eliasson raised the specter of the escalating sea piracy off the coast of Somalia.  Pirates in that region launch from the shores of a failed state – a polity that has degenerated into rival war-lord militias after combined forces of U.N. and Western powers lost their appetite for engagement, and turned their attention elsewhere.  While much of the world is refocused on the wars in Iraq and Afghanistan, multinational corporations are increasingly subject to and pay out multi-million dollar ransoms for the release of ship crews and cargoes that include the world’s commercial arms shipments.  The piracy has grown beyond instances of local plunder, into crime that threatens one of the most heavily trafficked shipping lanes between western and emerging markets.  Merchant marine as well as naval fleets have been forced to change course, altering global transportation and security routes.  Most recently, Eliasson’s call for international leadership would seem to have been heeded by nations attending the international summit in Brussels on the piracy crisis.  At the summit, the E.U. foreign policy chief, the U.N. Secretary General, and U.S. officials joined with more than sixty countries – including Iraq – to pledge over $200 million in aid to the Somali government for security and development.  This international cooperation, and attention to root causes, would seem to be the first sign of the kind of vision that Ambassador Eliasson urges for new and more comprehensive response.

Ambassador Eliasson completed his depiction of the most effective international policy responses with a focus on the world problem of poverty.  Drawing on his years of experience in the international and Swedish diplomatic corps, Eliasson explained that in the most impoverished areas of the world, the most effective investment in international aid is that which funds the education of girls and young women.  Teach a girl essential education, and she herself, along with her family, and her community, benefits in manifold ways. Raising his glass, Eliasson noted that great numbers of peoples still do not have access to cheap and clean water – an essential provision for health and development.  Water, and access to its diminishing supply, must be understood by the world’s new leaders as the high stake behind multiple border wars. 

The Forum hosted Ambassador Eliasson at FSI and Stanford for two days of talks to reach multiple audiences.  At a Stanford Speakers Bureau event, Ambassador Eliasson addressed an overflow crowd of students and offered  insights into the crisis in Darfur.  The Forum welcomed the opportunity to bring Ambassador Eliasson, so recently from his mission in Darfur, to spur student interest in the role of international (U.N.) and regional (European Union and African Union) peace keeping operations.  During the same visit to Stanford, the Forum on Contemporary Europe hosted Kerstin Eliasson, Board Member of the European Commission Joint Research Center, and former Assistant Undersecretary of the Swedish Ministry of Education and Science, to speak on research reforms in the European higher education system.  Kerstin Eliasson’s public address was co-hosted with the Forum by the faculty seminar series of the Stanford Institute for Higher Education Research.  The visit by Ambassador Eliasson, and Kerstin Eliasson, was a highlight of spring 2009 research and public dissemination of the Program on Sweden, Scandinavia, and the Baltic Region at the Forum on Contemporary Europe.

With what now seem like almost weekly product scandals, recalls, and supply chain exposes, the public increasingly wants to know more about the products they are putting in, on, and around their families. Until recently, consumers had no way to find out the full impacts of the products they consumed. However, with advances in information technologies, product assessment methodologies, and web and mobile platforms, there is now a real potential to radically increase transparency in consumer markets and global supply chains. Dara O'Rourke, Associate Professor at UC Berkeley, will discuss an experiment in providing information to the public about the environmental, social, and health impacts of products and companies: GoodGuide. GoodGuide's award-winning web and iPhone apps have been featured recently in the New York Times, Newsweek, Time, and even Oprah's Magazine! Dara will discuss GoodGuide's long-term vision, current strategies, and the information technologies they are applying to this challenge.

Dara O’Rourke is an Associate Professor at the University of California, Berkeley, and the co-founder of GoodGuide. Dara’s research focuses on systems for monitoring the environmental, labor, and health impacts of global production systems. His research has been featured in The New York Times, The International Herald Tribune, The Boston Globe, The Los Angeles Times, The Economist, Business Week, Newsweek, Time, and TechCrunch. Dara has served as a consultant to international organizations such as the World Bank, the United Nations Development Programme, the Organization for Economic Cooperation and Development, and a wide range of domestic and international non-governmental organizations. He has degrees in Mechanical Engineering, Political Science, and Energy and Resources, and he previously taught at MIT.

GoodGuide seeks to revolutionize how consumers see and interact with products and companies. GoodGuide provides a suite of tools that offer information about the environmental, social, and health performance of products and companies to consumers at the point of purchase (through web and mobile apps), and that empower people to screen and compare products based on their personal values and concerns. GoodGuide's tools seek to empower millions of consumers to buy products that better match their values, to avoid products that are detrimental to their health, the environment, or issues they care about, and to participate in a more transparent marketplace.
