International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

A regime that is responsive to social unrest is one that takes steps to address social grievances and demands, rather than solely suppressing them. The distinction cannot be applied to authoritarian regimes if they are never responsive and always repressive. But that categorical description does not fit the behavior of the self-described communist regimes in Vietnam and China. When facing public protests triggered by official land seizures, both party-states have sometimes behaved responsively.  But not in the same manner or to the same extent.

Dr. Truong will show how and explain why, despite their many similarities, compared with China, Vietnam has been more responsive, and its responsiveness has been more institutionalized. Drawing on 16 months of field research in the two countries, she will make two arguments rooted in the differing histories of the two countries: In Vietnam, a more responsive party-state was forged in a crucible of accommodation and constraint that distinctively affected the political trajectories of the party and the state.  In China, the party-state’s path to power was riddled with confrontations and the dominance of elite over societal interests. 

Democracies and democratic values are being widely challenged in Asia today. It is accordingly vital that academics and policymakers develop a more nuanced and contextual understanding of authoritarian regimes and their institutional histories and dynamics, including their different ways of dealing with societal pressures. Dr. Truong’s talk and the discussion to follow should serve that goal.

Nhu Truong’s doctoral dissertation, which was nominated for four awards, compares balances of repression and responsiveness under authoritarian rule in historical context in Southeast and Northeast Asia. As a Stanford fellow, she is revising the study for publication. Other writings by her have appeared in the Journal of East Asian Studies and Problems on Communism and in edited books such as Stateness and Democracy in East Asia and State of Land in the Mekong Region. In 2020, as a fellow of the Southeast Asia Research Group, she presented her research at scholarly conferences in political science and Asian studies. Her policy-related activities have included evaluating decentralization in Cambodia for the Asia Foundation, and researching US arms sales to Taiwan for the EastWest Institute. She has a PhD in political science (McGill University), an MPA in public administration (New York University), and an MA in Asian studies (University of Texas at Austin). She will be a Postdoctoral Associate in the Council for Southeast Asian Studies and the Council for East Asian Studies at Yale University in 2021 and an Assistant Professor at Denison University in 2022.

Stephan Haggard is the Krause Distinguished Professor at the School of Global Policy and Strategy at the University of California San Diego. His publications on international political economy include The Political Economy of the Asian Financial Crisis (2000); Developmental States (2018); and Pathways from the Periphery: The Newly Industrializing Countries in the International System (1990). His work with Robert Kaufman on transitions to and from democratic rule includes Backsliding: Democratic Regress in the Contemporary World (Cambridge 2021); Dictators and Democrats: Masses, Elites and Regime Change (2016); Democracy, Development and Welfare States: Latin America, East Asia, Eastern Europe (2008); and The Political Economy of Democratic Transitions (1995). Tuong Vu has been on the faculty of the University of Oregon since 2008 and has held visiting appointments at Princeton University and the National University of Singapore. He is a former co-editor in chief of the Journal of Vietnamese Studies and the founding director of the US-Vietnam Research Center at the University of Oregon. His research has focused on the comparative politics of state formation, revolutions, nationalism, and communism in Northeast and Southeast Asia, and more recently, on Vietnam’s modern history and politics. He is the author and co-editor of six books and numerous journal articles and book chapters. Among his recent and forthcoming books are The Republican Era in Vietnam’s Modern History, vol. 1: From the Idea to the First Republic (1920-1963) (Hawaii, forthcoming), co-edited with Nu-Anh Tran; The Republic of Vietnam, 1955-1975: Vietnamese Perspectives on Nation-Building (Cornell, 2020), coedited with Sean Fear; and Vietnam’s Communist Revolution: The Power and Limits of Ideology (Cambridge, 2017). Nhu Truong joined the Walter H. Shorenstein Asia-Pacific Research Center (APARC) as Shorenstein Postdoctoral Fellow for the 2020-2021 academic year. Her research focuses on authoritarian politics and the nature of communist and post-communist regimes, particularly pertaining to regime repressive-responsiveness, dynamics of social resistance, repertoires of social contention, and political legitimation. As a Shorenstein Fellow, Nhu Truong worked to develop her dissertation into a book manuscript. More specifically, she worked on buttressing the theory by contrasting Cambodia with China and Vietnam, as well as exploring the variable outcomes and knock-on effects of authoritarian responsiveness as groundwork for her next comparative project.

Nhu Truong’s dissertation explains how and why the two most similar communist, authoritarian regimes of China and Vietnam differ in their responsiveness to mounting unrest caused by government land seizures. Authoritarian regimes manage social unrest not merely by relying on raw coercive power, but also by demonstrating responsiveness to social demands. Yet, not all authoritarian regimes are equally responsive to social pressures. Despite their many similarities, Vietnam has exhibited greater institutionalized responsiveness, whereas China has been relatively more reactive. Theory and empirical findings based on 16 months of fieldwork and in-depth comparative historical analysis of China and Vietnam illuminate the divergent institutional pathways and the nature of responsiveness to social pressures under communist and authoritarian rule.

Nhu Truong obtained her Ph.D. in comparative politics in the Department of Political Science at McGill University, with an area focus on China, Vietnam, and Southeast Asia. She received an MPA in International Policy and Management from New York University, Wagner Graduate School of Public Service, an MA in Asian Studies from the University of Texas at Austin, and a BA in International Studies from Kenyon College. Prior to embarking on her doctoral study, she had work experience in international development in Vietnam, Cambodia, and policy research on China.

At Stanford, in addition to his work for the Southeast Asia Program and his affiliations with CDDRL and the Abbasi Program in Islamic Studies, Donald Emmerson has taught courses on Southeast Asia in East Asian Studies, International Policy Studies, and Political Science. He is active as an analyst of current policy issues involving Asia. In 2010 the National Bureau of Asian Research and the Woodrow Wilson International Center for Scholars awarded him a two-year Research Associateship given to “top scholars from across the United States” who “have successfully bridged the gap between the academy and policy.”

Emmerson’s research interests include Southeast Asia-China-US relations, the South China Sea, and the future of ASEAN. His publications, authored or edited, span more than a dozen books and monographs and some 200 articles, chapters, and shorter pieces.  Recent writings include The Deer and the Dragon: Southeast Asia and China in the 21st Century (ed., 2020); “‘No Sole Control’ in the South China Sea,” in Asia Policy  (2019); ASEAN @ 50, Southeast Asia @ Risk: What Should Be Done? In the course of his career, he has taken part in numerous policy-related working groups focused on topics related to Southeast Asia; has testified before House and Senate committees on Asian affairs; and been a regular at gatherings such as the Asia Pacific Roundtable (Kuala Lumpur), the Bali Democracy Forum (Nusa Dua), and the Shangri-La Dialogue (Singapore). Places where he has held various visiting fellowships, including the Institute for Advanced Study and the Woodrow Wilson International Center for Scholars. 



Emmerson has a Ph.D. in political science from Yale and a BA in international affairs from Princeton. He is fluent in Indonesian, was fluent in French, and has lectured and written in both languages. He has lesser competence in Dutch, Javanese, and Russian. A former slam poet in English, he enjoys the spoken word and reads occasionally under a nom de plume with the Not Yet Dead Poets Society in Redwood City, CA. He and his wife Carolyn met in high school in Lebanon. They have two children. He was born in Tokyo, the son of U.S. Foreign Service Officer John K. Emmerson, who wrote the Japanese Thread among other books.

The recent White House summit meeting between President Biden and Japanese Prime Minister Yoshihide Suga signaled to the world, and especially to China, that the U.S.-Japan alliance is strong and ready for intensifying competition in Asia.

For the first time in more than 50 years, the Japanese and American leaders mentioned Taiwan in their joint statement. China immediately responded with strong words, as expected, but since has moderated its tone. Furthermore, Chinese leader Xi Jinping participated in the U.S.-organized Leaders Summit on Climate the week after the Biden-Suga meeting and took a collaborative stance, a hopeful sign that competition will not eliminate the possibility of some collaboration and that climate change is an area where Beijing, Tokyo and Washington can work together.

But the U.S. and Japan still have at least three concerns about China: Beijing’s continued posturing on Taiwan and the Senkaku Islands; its significant leverage in economic relations; and its repression of human rights in Xinjiang, Hong Kong and beyond. How should the alliance handle these important issues? 

On the security front, America’s return to multilateralism under Biden is a welcome development for Japan and other like-minded states in the region. The U.S.-Japan alliance is obviously central in the coalition of democratic nations concerned about China’s ambitions. The primary goal of these countries ought to be walking the thin line between demonstrating their resolve to counter any aggressive behavior by China with force and avoiding any unnecessary provocation against China. 

Toward that end, the most promising framework is the Quad that includes India and Australia in addition to Japan and the U.S. The first-ever leader-level meeting in March elevated the Quad’s status significantly. While it still is a long way from becoming a NATO-like security apparatus — and it’s not even clear if that’s the consensus goal — it could help stabilize the region by creating a credible counterweight to check China’s territorial ambitions.

Beyond the Quad, the inclusion of other like-minded stakeholders such as South Korea and ASEAN countries on security matters is important. With South Korean President Moon Jae-in’s visit to Washington planned in late May, a good first step for the Biden administration would be to invest some diplomatic capital in mending fences between Japan and South Korea. A full-scale reconciliation between the two regional powers is unlikely this year; Suga faces elections in the fall, for which he needs to consolidate the conservative base, and Moon is a lame duck with limited political power. But some reconciliation would be welcome for the U.S. as it seeks to resurrect the trilateral alliance with Japan and South Korea to complement the Quad in deterring China’s ambitions and addressing the threat posed by North Korea. 

In the economic domain, China is arguably even more difficult to contain, being the largest trade partner for virtually all the countries in the region. Decoupling from China was a key theme at the Biden-Suga summit, but this is a task that has proven much easier said than done. From semiconductors to rare earth minerals, the battle for key materials for the 21st century economy will only intensify, and China’s grand scheme in the Belt and Road Initiative needs to be countered by a similarly grand long-term strategy that would flesh out the Free and Open Indo-Pacific vision.

In this regard, the U.S.-Japan Competitiveness and Resilience Partnership can be quite consequential. In addition to pledging cooperation on “sensitive supply-chain” issues, it outlines the agenda for technological innovation that cuts across security and economic domains, making it a critical tool in the competition with China. This is because whoever develops an edge in transformational technologies — such as artificial intelligence, 5G infrastructure, and outer space development — will enjoy diplomatic and military advantages as well as economic profits. The combined $4.5 billion investment in the partnership is a good first step to ensuring that the U.S. and Japan retain an innovation advantage. Additional expenditures likely will be necessary, though, considering China’s commitment in these areas.

On human rights, Japan and America take different approaches. While the U.S. has called the situation in Xinjiang a genocide and imposed sanctions there, as well as in Myanmar following the military coup, Japan has taken a more subdued stance. This is a standard approach for Tokyo, which prefers to emphasize engagement with violating governments.

The Biden administration seems to accept Suga’s strategy of engagement, and perhaps the diplomatic channel that this approach provides can be useful in negotiating some kind of settlement. However, the strategy of engagement that has produced some benefits in countries such as Thailand and possibly Myanmar is unlikely to be as effective with China. Furthermore, several Western corporations are facing boycotts in China for taking a stand against forced labor in Xinjiang. If Japanese corporations avoid paying the price and continue business as usual, Tokyo might face greater pressure to take some action. Given the central importance of the Chinese market for Japanese businesses, this could give rise to significant tension between Tokyo and Washington. 

On all these dimensions, for Japan and the U.S. to be effective in countering China, both Biden and Suga would have to consolidate domestic support. Biden’s first 100 days generally were seen as successful, with COVID-19 vaccine distribution going smoothly and Congress passing ambitious spending bills. Besides, Biden has at least until the midterm elections in November 2022 to move things forward.

The timetable is less friendly for Suga, who needs to win the Liberal Democratic Party (LDP) presidential election in September and hold a House of Representatives election by October. His fate will be shaped in large measure by his government’s pandemic response and how that influences economic fortunes, and to a lesser extent the success of the Tokyo Olympics. Most Tokyo insiders predict that he will remain in office past October, citing weak opposition both in and outside of the ruling LDP. If, however, COVID-19 vaccine distribution does not move forward by the fall, as projected by the government, and the economy continues to slide, that could still trip him up.

Only with domestic political stability and economic prosperity can Tokyo and Washington take the next steps in projecting strength vis-à-vis China, and that is the best deterrent against China’s expansionist ambitions and toward ensuring peace and stability in the Indo-Pacific area.

The Autocratic Middle Class studies the post-communist middle classes – not as a force for democracy, but as a source of support for autocracy and authoritarian resilience. It helps to explain why authoritarianism deepened across the ex-Soviet region over a period when the middle class was rapidly expanding; why anti-Putin protests in Russia have thus far failed to achieve a critical mass; and why it has been so difficult to consolidate democracy in Ukraine. Drawing on attitudinal surveys, unique data on protest participation, and extensive fieldwork in the former Soviet Union, this book shows that state dependence weakens the middle classes’ incentives to prefer and pursue democracy and sheds light on why development doesn’t necessarily lead to democratization.

Bryn Rosenfeld is Assistant Professor of Government at Cornell University. Her research interests include political behavior, development and democratization, protest, post-communist politics, and survey methodology. Her new book, The Autocratic Middle Class examines how middle-class economic dependence on the state impedes democratization and contributes to authoritarian resilience. She is the recipient of a Juan Linz Best Dissertation Prize and a Best Article Award honorable mention, both by the American Political Science Association’s Democracy & Autocracy Section. Her work appears in the American Political Science Review, the American Journal of Political Science, the Journal of Politics, Comparative Political Studies, and Sociological Methods & Research. She holds a PhD from Princeton.

The Oksenberg Conference, held annually honors the legacy of the late Professor Michel Oksenberg (1938–2001) who was a senior fellow at Shorenstein APARC and the Freeman Spogli Institute for International Studies. Professor Oksenberg also served as a key member of the National Security Council when the United States normalized relations with China, and consistently urged that the United States engage with Asia in a more considered manner. In tribute, the Oksenberg Lecture recognizes distinguished individuals who have helped to advance understanding between the United States and the nations of the Asia-Pacific.

Kurt M. Campbell serves as Deputy Assistant to the President and Coordinator for Indo-Pacific Affairs on the United States National Security Council. He was previously Chairman and CEO of The Asia Group, LLC, a strategic advisory and capital management group. From 2009 to 2013, he served as the Assistant Secretary of State for East Asian and Pacific Affairs, where he is widely credited as being a key architect of the “pivot to Asia.” For advancing a comprehensive US strategy that took him to every corner of the Asia-Pacific region, Secretary Hillary Clinton awarded him the Secretary of State’s Distinguished Service Award (2013) — the nation’s highest diplomatic honor. Campbell was formerly the CEO and Co-Founder of the Center for a New American Security and concurrently served as the Director of the Aspen Strategy Group and Chairman of the Editorial Board of the Washington Quarterly. He is the author or editor of ten books including Difficult Transitions: Why Presidents Fail in Foreign Policy at the Outset of Power and Hard Power: The New Politics of National Security. He received his BA from UC San Diego and his Doctorate in International Relations from Brasenose College at Oxford University.

Laura Rosenberger serves as Special Assistant to the President and Senior Director for China and Taiwan on the United States National Security Council (NSC). Rosenberger was most recently the director of the Alliance for Securing Democracy and a senior fellow at The German Marshall Fund (GMF) of the United States. Before she joined GMF, she was foreign policy advisor for Hillary for America, where she coordinated development of the campaign’s national security policies, messaging, and strategy. Prior to that, she served in a range of positions at the State Department and the NSC. As chief of staff to Deputy Secretary of State Anthony Blinken and later as then-Deputy National Security Advisor Blinken’s senior advisor, she counseled on the full range of national security policy. In her role at the NSC, she also managed the interagency Deputies Committee, the U.S. government’s senior-level interagency decision-making forum on our country’s most pressing national security issues. Rosenberger also has extensive background in the Asia-Pacific region, particularly Northeast Asia. She served as NSC director for China and Korea, managing and coordinating U.S. policy on China and the Korean Peninsula, and in a variety of positions focused on the Asia-Pacific region at the Department of State, including managing U.S.–China relations and addressing North Korea’s nuclear programs. She also served as special assistant to Under Secretary of State for Political Affairs Bill Burns, advising him on Asia-Pacific affairs and on nonproliferation and arms control issues. Rosenberger first joined the State Department as a presidential management fellow.

On April 21, 2021, the APARC China Program hosted Professor Erin Baggott Carter, Assistant Professor in the Department of Political Science and International Relations, University of Southern California, and Visiting Scholar at the Stanford Center on Democracy, Development and the Rule of Law. Her program, "When Beijing Goes to Washington: Autocratic Lobbying Influence in Democracies," explored how lobbying from China and China-based companies can affect policy in the United States. Professor Jean Oi, William Haas Professor of Chinese Politics and director of the APARC China Program, moderated the event.

Professor Baggot Carter based her talk on a dataset drawn from the public records of the US Foreign Agents Registration Act, which includes over 10,000 lobbying activities undertaken by the Chinese government between 2005 and 2019. According to Baggot Carter, the evidence suggests that Chinese government lobbying makes legislators at least twice as likely to sponsor legislation that is favorable to Chinese interests. Moreover, US media outlets that participated in Chinese-government sponsored trips subsequently covered China as less threatening. Coverage pivoted away from US-China military rivalry and the CCP’s persecution of religious minorities and toward US-China economic cooperation. These results suggest that autocratic lobbying poses an important challenge to democratic integrity. Watch now:

About the Event: Media and public discussions tend to understand Russian politics as a direct reflection of Vladimir Putin’s seeming omnipotence or Russia’s unique history and culture. Yet Russia is similar to other autocracies—and recognizing this illuminates the inherent limits to Putin’s power. About the Speaker: Timothy Frye is the Marshall D. Shulman Professor of Post-Soviet Foreign Policy at Columbia University and Co-Director of the International Center for the Study of Institutions and Development at the Higher School of Economics, Moscow. He is also the Editor of Post-Soviet Affairs.

Professor Frye received a B.A. in Russian language and literature from Middlebury College in 1986, an M.I.A. from Columbia's School of International and Public Affairs in 1992, and a Ph.D. from Columbia in 1997. He served as the Director of the Harriman Institute from 2009-2015 and as Chair of the Political Science Department from 2016-18.

What are China's intentions in the South China Sea? In The 2020-21 Wilson China Fellowship: Essays on the Rise of China and Its Implications, Oriana Skylar Mastro uses a two-part analytical framework to outline why she believes China is trying to establish de facto control over the South China Sea. This means sovereignty over the disputed islands and the ability to dictate the rules of behavior in the surrounding waters. These intentions are detrimental to U.S. and allied interests. Mastro goes on to provide a list of recommended measures the United States can take to prevent Beijing from incrementally advancing its control over the South China Sea including:

  • The United States should expand and increase the tempo of its military operations in the SCS to show that China has not dissuaded the United States by increasing the risk to U.S. forces.
     
  • In the military realm, the United States should prioritize coalition building to ensure a free and open South China Sea.
     
  • The United States should specify that its U.S. alliance commitments extend to protection of countries’ rights within their EEZs.
     
  • To further increase costs to China, the United States could warn Beijing that it may reconsider its neutral position on the sovereignty of the South China Sea disputed islands to support claimants with less expansive and restrictive EEZ claims unless China moderates its EEZ claims and agrees to international law positions on maritime rights.
     
  • The United States should respond immediately to each aggressive act China takes in these waters, regardless of its target. Moreover, the United States should be sure to respond even when a treaty ally is not involved—this would stress that the United States is serious about protecting international norms, regardless of who the transgressors are and what the violation is.
     
  • When China commits an act of aggression or coercion, the Chinese assets or organizations involved should not determine the U.S. response. Instead, the United States should feel free to respond to paramilitary actors as it would to military actors.
     
  • To reconstitute its deterrent, the United States should seek military access to new partner facilities in the SCS. The United States should also improve the quality of other claimants’ maritime reconnaissance and surveillance capabilities and build their defensive capabilities.
     
  • Lastly, the United States should spearhead and prioritize a diplomatic solution to the South China Sea disputes, with or without China. Countries in the region disagree with China’s interpretation of international law. If the rest of the claimants agree about the islands’ sovereignty and the rights granted by those islands and ask the international community to help enforce the agreement, China will have difficulty pushing its claims and pressuring states unilaterally to concede to its demands. If Beijing refuses to follow these rules, Washington should form a coalition to restrict China’s access to technology and related information. Washington should even threaten to expel Beijing from the relevant international regimes.

“How can we engage with North Korea on human rights?” That is the question Robert R. King, former U.S. special envoy for North Korean human rights issues at the U.S. Department of State, has long been focused on. King, a visiting scholar and Koret Fellow at APARC in fall 2019, rejoined the Korea Program to discuss his new book, Patterns of Impunity.

In this volume, he provides an inside look into his time as special envoy, traces U.S. involvement and interest in North Korean human rights, offers insights into the United Nations’ role in addressing the North Korean human rights crisis, and discusses the challenges of providing humanitarian assistance to a country with no formal relations with the United States and where separating human rights from politics is virtually impossible.

King was joined by his longtime colleague Jung-Hoon Lee, South Korea's former Ambassador for Human Rights and the ROK’s inaugural Ambassador-at-Large for North Korean Human Rights. Watch their conversation:

The Role of the Special Envoy

As the Biden administration begins to review policy towards North Korea in earnest, King’s book and perspectives are particularly timely. Drawing on over a decade of experience, King explains how the role of the special envoy provides a unique opportunity to influence the policy agenda on human rights. As a senior member within the U.S. State Department, the envoy is in a position to both elevate the importance of rights violations to policymakers in Washington and provide feedback on how policy decisions impact the situation on the ground.     

King outlines several avenues where U.S. policymakers can increase pressure on North Korea to address the ongoing human rights crisis in the country. Predominantly among them is the recommendation to support the work on human rights already done by the UN and UN agencies, such as the reporting of Special Rapporteur Tomás Quintana.

“North Korea is very sensitive about its international legitimacy,” King notes. “Working through the UN and with UN agencies gives greater validity and acceptability to the human rights issues and puts greater pressure on North Korea to follow international norms.”

King’s other recommendations center more directly on the people of North Korea. He urges ongoing support for initiatives and agreements that foster access to information and proper distribution of resources and aid for North Koreans within the country along with freedom of movement for those who are attempting to leave and face crossing hostile borders into China. 

Responsibilities in Seoul

Speaking as King’s counterpart and colleague in South Korea, Jung-Hoon Lee echoed the need for visibility and accountability — both globally and in South Korea — for the DPRK's human rights crisis. “In the public eye and the global context, the human rights condition in North Korea is not very familiar. Why? There’s no access. The North Korean society is completely cocooned. There are terrible human rights conditions in other parts of the world, but there is access in those cases to see what is going on. In North Korea, there are only testimonials. There are no pictures or documentaries of the gulags and atrocities. That’s why it is so important that we keep raising this issue.”

For Lee, this means working with and through many of the same channels that King points to, such as the UN, and recognizing as a global community the scale of the crimes against humanity being committed.

But it also means accepting responsibilities closer to home. Lee firmly rejects the opinion raised by the South Korean Foreign Minister that refocusing on North Korean human rights and reappointing an ambassador to fill Lee’s now-vacant position is “useless.” Such indifference towards human rights issues in North Korea is damaging, warns Lee, citing the scrutiny South Korea suffered during the recent Tom Lantos Human Rights Commission hearings before the U.S. Congress.

The Road Towards Accountability

Human rights are only one facet of U.S. policy toward North Korea, but we undermine the overall relationship with the North if the United States abandons human rights in pursuit of security or economic goals, writes King in his book. "Policy toward North Korea involves interrelated issues that we frequently separate for analytical purposes or because they are dealt with in different ways or by different means. But these issues are interconnected, and they are not really separable."

Ultimately, any meaningful action to address North Korea's human rights violations will require coordinated efforts from international organizations, national governments, and civic organizations. In the third and final part of the Korea Program’s spring 2021 series on human rights in North Korea, forthcoming on May 20, leaders from the private sector will discuss the challenges of bringing together independent actors and organizations to raise awareness and call for accountability in North Korea. Ambassador Shivshankar Menon is a Distinguished Fellow at the Centre for Social and Economic Progress, New Delhi, and a Visiting Professor at Ashoka University. His long career in public service spans diplomacy, national security, atomic energy, disarmament policy, and India’s relations with its neighbours and major global powers. Menon served as national security advisor to the Indian Prime Minister from 2010 to 2014, and foreign secretary of India from 2006 to 2009. Previously, he served as ambassador and high commissioner of India to Israel (1995-1997), Sri Lanka (1997-2000), China (2000-2003) and Pakistan (2003-2006). From 2008 to 2014, he was also a member of India’s Atomic Energy Commission. A career diplomat, he also served in India’s missions to the International Atomic Energy Agency in Geneva and the United Nations in New York. He is the author of Choices: Inside the Making of Indian Foreign Policy, published in 2016, and his latest book, India and Asian Geopolitics; The Past, Present, was published in April 2021. He is a graduate of St. Stephens College of the University of Delhi, where he studied ancient Indian history and Chinese. He speaks Chinese and some German.

Dr. Arzan Tarapore is the South Asia research scholar at the Shorenstein Asia-Pacific Research Center at Stanford University, where he leads the newly-restarted South Asia research initiative. He is also a senior nonresident fellow at the National Bureau of Asian Research. His research focuses on Indian military strategy and contemporary Indo-Pacific security issues. He previously held research positions at the RAND Corporation, the Observer Research Foundation, and the East-West Center in Washington. Prior to his scholarly career, he served for 13 years in the Australian Defence Department. Arzan holds a PhD in war studies from King’s College London.
