International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

Maddy Morlino is pursuing a Master’s in International Policy at Stanford University, specializing in international security, immigration, and human rights. At Stanford, she is a Hoover Veteran Fellowship Program research assistant focusing on trafficking in person prevention and response training for the Department of Defense. She is also a research assistant for Lieutenant General H.R. McMaster, co-chair of her program’s Racial Equality, Diversity, and Inclusion Task Force, co-vice president for social impact at DreamxAmerica, and a Knight-Hennessy scholar. Maddy obtained her B.S. in political science with a minor in philosophy from the U.S. Air Force Academy in 2020. Daniel Gajardo, from Santiago, Chile, graduated from Pontificia Universidad Católica de Chile with a bachelor’s degree in civil engineering and a diploma in hydraulic engineering. Daniel aspires to address environmental problems with an interdisciplinary approach, combining social and environmental sciences. He has worked as head of consulting in TriCiclos, a Latin American circular economy company, and he co-founded Engineers Without Borders Chile, a nonprofit seeking to improve the quality of life of underserved communities through the application of humanitarian engineering methodologies. He has been recognized with multiple awards, including Best Graduating Student by Pontificia’s School of Engineering, Best Graduate by Pontificia Universidad Católica de Chile's alumni foundation, and for his leadership skills and social commitment by the Chilean Institute of Engineers.

Chaeri Park is pursuing a Master's degree in International Policy at Stanford, with a concentration in Cyber Policy and Security. She comes to Stanford after working as a foreign service officer for seven years in the Ministry of Foreign Affairs of the Republic of Korea. She was involved in diverse areas of global cooperation from public diplomacy to economic affairs, where she focused on the Northeast Asian region. Chaeri was also posted to the Korean Embassy in Tokyo as a Second Secretary, and spent two years in Japan.

  At Stanford, Chaeri is expanding her area of interest to cybersecurity, propaganda, and emerging technologies. She successfully completed her position as a Student Fellow with the Japanese Diaspora project at the Hoover Institute and a summer internship with the Asia Society Policy Institute (APSI) in Washington D.C., where she worked on projects related to developments of Ethical Artificial Intelligence(AI) and privacy laws in Southeast Asia.   Chaeri graduated from Korea University in 2013 with a Bachelor's degree in Economics and Business Administration. Outside of class, she enjoys playing violin and golfing with her friends.

On October 6, 2021, the APARC China Program hosted the panel program, "Engaging China: Fifty Years of Sino-American Relations." In honor of her recently released book of the same title, Director of the Grassroots China Initiative Anne Thurston was joined by contributors Mary Bullock, President Emerita of Agnes Scott College; Thomas Fingar, Shorenstein APARC Fellow; and David M. About the Event: The Afghan government’s collapse in August demonstrated that two decades of donor-driven state-building efforts failed to build a foundation for a stable, democratic, and prosperous Afghanistan. Why did the United States and its allies fail, and what should donors learn for similar state-building efforts in the future, both large and small?

Spanning the U.S. government’s problematic strategies, inappropriate timelines, and poor understanding of the Afghan context, lessons learned reports by the Special Inspector General for Afghanistan Reconstruction (SIGAR) have warned for years that the Afghan government was exceptionally fragile and that many of the gains alleged by the U.S. officials were hollow and unsustainable. This CISAC seminar will detail how and why the U.S. government should reform its own institutions to more effectively stabilize conflict-affected environments around the world.

About the Speaker: David H. Young is a supervisory research analyst at the Special Inspector General for Afghanistan Reconstruction and a conflict and governance advisor with experience in six conflict/post-conflict environments: Afghanistan, the Sahel, Israel/Palestine, the Balkans, the Caucasus, and Northern Ireland. At SIGAR, he was the lead author of three comprehensive lessons learned reports: 1) A study of U.S. efforts to stabilize contested Afghan communities, 2) A review of U.S. efforts to build credible and transparent Afghan electoral institutions, and 3) the agency’s 20th anniversary report, What We Need to Learn. He was a civilian advisor to ISAF in Nuristan and Laghman provinces during the Afghanistan surge and subsequently served as a governance advisor to the World Bank, the U.S. Institute of Peace, and Afghanistan's Independent Directorate of Local Governance. His writing and commentary has appeared in the New York Times, the Atlantic, the Christian Science Monitor, Foreign Policy, and the Daily Beast, among others.

My summer internship experience at the Asia Society Policy Institute (ASPI) was remote due to the pandemic. It was nonetheless a memorable experience as I got to explore cybersecurity issues around Southeast Asia. ASPI is a think-tank under the umbrella of the Asia Society family, which aims to explain the diversity of Asia to the United States and the complexity of the United States to Asia. It heightens understanding between the two regions and tackles major policy challenges confronting the Asia-Pacific in security, prosperity, and sustainability by providing solution-oriented recommendations and ideas for such challenges.

At Asia Society Policy Institute (ASPI), I delved into policies and developments around the data privacy issue in Malaysia, Indonesia, Vietnam, Thailand, and Singapore. I learned how these countries bring up policies and collaborate bilaterally, regionally, and globally to tackle problems around cybersecurity. My summer internship experience also enriched my knowledge and understanding of the world.

Working at ASPI

The internship started in June 2021, around the end of the spring quarter, and continued through the end of summer. There were a total of four interns in the Washington D.C. office. I mainly worked with a small team of three - Elina, my supervisor, Chris, my co-intern, and I - which focused on cybersecurity issues.

My supervisor, Elina Noor, an inspiring expert in cyberspace, especially in the Southeast Asia region, led the team with great insights and leadership. Along with my co-intern, Chris, we spent the entire three months working on a project that studies Ethical Artificial Intelligence (AI) and Data for Inclusive Development in Southeast Asia. The project itself is expected to continue for a year, and we were in the early stages of the project. 

As a security research intern, I collected data and assisted the research. Additionally, I focused on building-up fundamental understanding of the project - determining the stages of development each country is in, how they respond to the global trend and issues, and what criteria need to be included in analyzing the different characteristics of each country, considering both the local context and the global trend. In the next nine months, the project will survey countries’ positions on these issues, assess the importance and impact of the topic, and highlight the significance of engaging in international developments. I am excited for the final product to come forth, a collaborative work of all people involved in this project.

Other responsibilities also came along the way. I had the opportunity to find the correlation between the South China Sea dispute and cyber incidents between the countries claiming sovereignty over the region. These incidents are ambiguous to identify, and the attribution is not always clear. It was also challenging to make a data set from scratch as it was a whole new experience. However, I managed to conclude that cyber incidents spiked around the time of the major disputes around the South China Sea. No secret that the Global Economy class taught by Professor Aturupane from Fall 2020-21 helped me make sense of the data set and read graphs!

The interns in the New York and Washington D.C. office took turns doing daily press scans, following up with news from the Northeast to the Middle East. It was amazing to learn how Asia, as one big continent, held such a diverse set of news and events occurring each day. I also accumulated lists of people in congress, embassies, and the government to share the op-eds from ASPI. Most of these administrative works were done as a team effort, and I met a larger ASPI family through the experience.

Ending My Internship

Working at ASPI was a rewarding way to spend my summer. I owe special thanks to Elina and Chris, who were incredibly supportive and made me feel like I was making a significant contribution to the institution. I was also rewarded with knowledge and insights into new topics in Asia and its relations with the world, mainly focusing on the U.S. It provided great insight into the developments of cybersecurity issues and data privacy around Southeast Asian countries. It was a fantastic opportunity to apply what I learned at Stanford to real-world policy problems. I thoroughly enjoyed my internship this summer and feel ready to embark on new challenges that will come forth in my career path.

When President Joe Biden meets with his Chinese counterpart President Xi Jinping next week, they will both want to show the world that the two countries have common and compatible objectives and that cooperation is possible, says Stanford scholar Thomas Fingar.

While there are real differences between the two countries, global threats exist that require joint effort to address, such as nuclear proliferation and the danger of new arms races, said Fingar in an interview with Stanford News Service.

In anticipation of the upcoming summit scheduled for Monday, Fingar discusses what to expect when the two leaders meet and what goals Biden will want to work towards as it fits with his larger objectives for the U.S.

Fingar is a Shorenstein fellow at The Walter H. Shorenstein Asia-Pacific Research Center (APARC), which is part of the Freeman Spogli Institute for International Studies. He is leading a multi-year study, China and the World, that seeks to better understand China’s global engagement.

Fingar returned to Stanford in 2009 after having served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. Fingar served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2000-01 and 2004-05), principal deputy assistant secretary (2001-03), deputy assistant secretary for analysis (1994-2000), director of the Office of Analysis for East Asia and the Pacific (1989-94) and chief of the China Division (1986-89). Between 1975 and 1986 he held several positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.

Where does diplomacy between the U.S. and China now stand?

Friction between Beijing and Washington did not put an end to diplomatic exchanges, but having markedly different approaches has inhibited the two sides. Simply stated, the United States has sought to work on specific global and bilateral problems to achieve priority objectives such as limiting greenhouse gases and reducing the dangers of unconstrained nuclear, space and cyber competition. China has maintained that “building trust” and improvement of the overall bilateral relationship are prerequisites for progress on specific issues. Developments in the run-up to the summit, such as the joint climate statement in Glasgow, suggest that Beijing has relaxed its preconditions.

How does the summit symbolize a diplomatic reset?

Both symbolically and substantively, the summit will empower lower-level officials in both countries to work on issues within their purview. This is more significant in China, where clear signals from the top are necessary for subordinates to engage, but it will also help to mitigate paralysis on the U.S. side resulting from competing visions of how best to address China-related issues.

What issues will be top of mind for Biden and Xi?

Both will want to diminish exaggerated characterizations of bilateral friction as evidence that we have entered a new Cold War and may be on the verge of conflict, and that cooperation on any issue is impossible. We have very real disagreements, but we also have many common or compatible objectives. Helping domestic and external audiences to understand that things are not nearly as dire as many observers contend will be a priority objective. Beyond that, I think clarifying matters of greatest concern to the other side and establishing mechanisms to address them will be on the agenda.

What areas can they agree on and where can they make progress?

They are likely to find it easier to agree on issues requiring joint effort than on the best way to address issues like nuclear proliferation (Iran and North Korea), new weapons systems and the danger of new arms races (hypersonic glide vehicles, cyber and kinetic threats to nuclear surveillance and command and control systems) and transition to cleaner energy sources.

What areas will spark disagreement and will these issues come up?

I suspect that both leaders will feel compelled to raise all of the high salience concerns in their countries. For Biden, that list includes Xinjiang, Hong Kong, PRC [People’s Republic of China] actions near Taiwan and the rollback of opportunities for Americans in China. Xi will raise U.S. military operations around China’s periphery, arms sales and relations with Taiwan, restrictions on visas for Chinese citizens and Chinese investment in the U.S., among other issues.

What would signal that the meeting was productive?

The fact that it has occurred will be significant because it will open the door to other, hopefully, less contentious exchanges across a broad spectrum of issues. Easing of travel restrictions should be easy to achieve but of more than symbolic importance. I doubt that the meeting is designed to solve any of the difficult issues in our relationship.

What do you think about Biden’s approach to China?

I agree with the President’s focus on his largely domestic “Build Back Better” agenda. Spending the time, effort and political capital necessary to secure approval of measures to address infrastructure, energy, education, childcare, internet access and a host of social justice, pandemic and voter protection issues are, in my opinion, more important than trying to improve relations with China for the sake of improving the relationship. Where working with China is necessary and/or perceived to be possible for achieving other domestic and foreign policy goals, he should do so. I think the fact that this summit is taking place is a sign that he is attempting to do that, but I judge that he is unwilling to jeopardize his ability to achieve higher priority objectives by making concessions to Beijing merely to create the appearance of a better relationship.

Saumitra Jha is an associate professor of political economy at Stanford Graduate School of Business, and, by courtesy, of economics and of political science at Stanford School of Humanities and Sciences; and convenes the Stanford Conflict and Polarization Lab. He is also a senior fellow at the Center for Democracy, Development and Rule of Law within the Freeman-Spogli Institute for International Affairs.

Jha’s research has been published in leading journals in economics and political science, including EconometricaQuarterly Journal of EconomicsAmerican Political Science Review and Journal of Development Economics, and he serves on a number of editorial boards. His research on ethnic tolerance has been recognized with the Michael Wallerstein Award for best published article in political economy from the American Political Science Association in 2014 and his coauthored research on heroes with the Oliver Williamson Award for best paper by the Society for Institutional and Organizational Economics in 2020. Jha was honored to receive the Stanford MSx Teacher of the Year Award, voted by the students program in 2020.

According to the Freedom House project’s 2021 Freedom in the World assessment, 2020 saw a sharp acceleration in the global decline of democracy. By their measure, fewer than a fifth of the world’s population now live in fully free countries. This is part of a longer trend of democratic decline and rising authoritarianism that’s been underway across the globe for the last 30 years.

Why is this happening? That’s the question Ben Rhodes, former Deputy National Security Advisor for Strategic Communications and Speechwriting under President Barack Obama, tries to tackle in his new book, After the Fall: Being American in the World We’ve Made.

Rhodes joined FSI Director Michael McFaul on the new season of the World Class Podcast to discuss the book and the stories it tells of incredible individuals pushing back against autocratic regimes around the world.

On the inspiration for the book:


I wanted to investigate this trend of nationalist authoritarianism through the prism of people, particularly [people] in opposition who are living it. I ended up looking at Hungary, Russia, China, and the U.S., all of which I think are representative of a kind of a different flavor of the same authoritarian trend that we're getting. That's really what the whole book is: me pulling on this thread of what is the interconnection between why this is happening, and how are people thinking about it? How can I approach it not as just pure analysis, but through the stories of these human beings?

On why nationalism and authoritarianism is spreading globally:


The first was the excess of globalization, the excess of capitalism, and the creation of exploding inequality happening at the same time that globalization is kind of encroaching on people's national identity or tribal identity

Another trend through line was the post-9/11 securitization of the American superpower. When we turn our national purpose into this war on terror, not only do we militarize our engagement with the world, which I think was generally bad for democracy, but we also provide a template and a justification for autocrats to expropriate that for their own purposes.

Then lastly, technology is big difference maker in the sense that these platforms that at first were connecting people became the perfect vehicles for disinformation and surveillance

On China:


China may look different [from regimes like Russia or Hungary], but I don't think they're nearly as different as people think. Right? You have to look at Xi Jinping, first and foremost, as a nationalist Chinese leader, not a communist Chinese leader. And in his brand of nationalism, he's very similar to Putin, and Orban, and Trump, and all the other leaders I could have done in this book.

How did [the Chinese Communist Party] survive post-Tiananmen? They reestablished who they were as a Chinese Nationalist Party. They had been a revolutionary communist party, then they give up a big chunk of the communism to move to capitalism

On authoritarianism in America:


In this country, you have a major political party, that has completely gone off the deep end. They're literally setting up a playbook where they can overturn the results of an election through the laws they’re are passing at the state level. And if Trump does come back, which is a 50-50 proposition, he's clearly going to run and it will be another 50-50 election, right? And even if he loses, maybe they'll succeed this time overturning the result. They will start from such a more advanced authoritarian position than even in 2016 when he was elected.

On the future:


There's a lot of reason to be concerned that the overall trajectory of society globally is still moving in the wrong direction. What makes me optimistic, though, is that I don't believe that that's how most people want to live. And I also find, in most places – not all places, but most places – generationally, there's an overwhelming preference to not live like that. If we can hold the line and weather the storm for the next few years, and begin to figure out some structural things like, I do think we can come through in the backend to a place where the pendulum starts swinging pretty hard in the other direction.

Oya Dursun-Özkanca is the Endowed Chair of International Studies Professor of Political Science at Elizabethtown College and the author of Turkey–West Relations: The Politics of Intra-alliance Opposition (Cambridge University Press 2019), and The Nexus Between Security Sector Reform/Governance and Sustainable Development Goal-16: An Examination of Conceptual Linkages and Policy Recommendations (The Geneva Centre for Security Sector Governance 2021). Her edited volumes include The European Union as an Actor in Security Sector Reform (Routledge, 2014) and External Interventions in Civil Wars (with Stefan Wolff, Routledge, 2014).

In Fall 2021, she is a visiting scholar at the Weatherhead Center for International Affairs, Harvard University.
