International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

Minoru Aosaki, "Banking System and Sovereign Risk in Japan"

After the financial crisis of 2008, European financial markets have experienced sharp increases of sovereign risk. This adversely affected the solvency of banking institutions as they suffered losses from their sovereign holdings and deterioration in their funding conditions. Meanwhile, Japan's sovereign market remained stable, but market participants were cautious as the country’s debt-to-GDP ratio is the highest in the world, and its banking sector holds as much as 44% of domestic sovereign debt. The question is how Japanese policy makers should address the sovereign risk in the banking system. In pursuit of this question, Aosaki compares the market environment in Japan and the Euro Area, examining the reasons banks hold sovereign bonds and the channels that connect sovereign risk with the banking system.

Prashant Pandya, "Cell-based Therapies -- Current Trends and Future Prospects"

Stem cells have been the subject of considerable excitement and debate over the last decade. Stem cell therapy is emerging as a potentially revolutionary new way to treat disease and injury, with wide-ranging medical benefits. Stem cell research provides the opportunity to advance our understanding of human biology and treatment of various diseases. In Pandya’s research, he shares his experience about major challenges related to the commercial development of stem cell therapies and key technology drivers. This research is based on consultations with several prestigious regulatory agencies—including the U.S. Food and Drug Administration, European Medicines Agency, and Therapeutic Goods Administration of Australia—as well as interviews with 45 CEOs and senior scientists of large and small biotech companies and professors from leading universities across five countries. Pandya’s research reveals that there are many intriguing aspects of stem cells still remaining to be elucidated. Stem cells have the potential to treat an enormous range of diseases and conditions that plague millions of people and offer exciting promise for future therapies. But significant technical hurdles remain that will only be overcome through years of intensive research, and successful commercialization of cell-based therapies requires more than proving safety and efficacy to regulators. Ultimately the therapy must be commercially viable.

Ramnath Ramanathan, "Designing Toxicology Studies for Small Interfering Ribo Nucleic Acid"

The field of medicine has improved drastically over the period of time. Medical treatment has evolved from using plant extracts to chemical drugs to stem cell and gene therapies. Discovery of small interfering Ribo Nucleic Acid (siRNA) was one of the most important recent breakthroughs in the field of medicine. This was due to siRNA’s capability of posttranscriptional gene silencing by destruction of mRNA and thereby reducing the protein synthesis. Though the efficacy studies conducted in vitro and in animal models are promising, there have also been circumstances where there were adverse effects including mortality of animals treated with siRNA. Since RNA interference is a relatively new technique, it is very important to understand the toxicity involved before using it as a therapy. For this purpose, toxicology studies have to be designed in order to address all questions on the safety aspects of siRNA. In addition to the traditional toxicity studies, several other tests will have to be conducted. These additional studies will have to address issues specific to siRNA therapy such as immune activation, formation of tetraplex DNA, down regulation of non-target mRNA, interaction with cellular proteins, etc. Through Ramanathan’s work, he has designed a battery of toxicology studies to understand the side effects so that only relatively safe therapy is tried on humans during clinical trials. Ramanathan will present his findings.

Karl Eikenberry is the Payne Distinguished Lecturer at the Freeman Spogli Institute for International Studies. Within FSI he is an affiliated faculty member with the Center on Democracy, Development, and the Rule of Law (CDDRL) and the Center for International Security and Cooperation (CISAC), and an affiliated researcher with the Europe Center. Before coming to Stanford, he served as U.S. Ambassador to Afghanistan from May 2009 to July 2011, where he led the civilian side of the surge directed by President Obama to reverse Taliban momentum and help set the conditions for transition to full Afghan sovereignty.

Prior to his appointment as Chief of Mission in Kabul, Ambassador Eikenberry had a 35-year career with the U.S. Army, retiring with the rank of Lieutenant General in 2009.  His operational posts include service in the continental U.S., Hawaii, Korea, Italy, and Afghanistan, where he served as Commander of the American-led Coalition Forces from 2005-2007.

Ambassador Eikenberry also served in various political-military positions, including service as Deputy Chairman of the North Atlantic Treaty Organization (NATO) Military Committee in Brussels.

His military awards include the Defense Distinguished and Superior Service Medals, Legion of Merit, Bronze Star, Ranger Tab, Combat and Expert Infantryman badges, and master parachutist wings. He has received numerous civilian awards as well.

Amb. Eikenberry is a graduate of the U.S. Military Academy, holds master's degrees from Harvard University in East Asian Studies and Stanford University in Political Science, and was a National Security Fellow at the Kennedy School of Government at Harvard.

He is a trustee of the International Institute for Strategic Studies and a member of the Council on Foreign Relations and the Council of American Ambassadors. He recently received the George F. Kennan Award for Distinguished Public Service from the National Committee on American Foreign Policy. He has published numerous articles on U.S. military training, tactics, and strategy and on Chinese military history and Asia-Pacific security issues.

After stirring international media attention and drawing criticism from its neighbors and the United States, North Korea’s controversial launch of a rocket under the guise of installing an “Earth observation” satellite in orbit took place on Apr. 13.

David Straub, associate director of Stanford’s Korean Studies Program, assesses the likely responses of the United States and other concerned countries, and provides historical context for the actions of North Korea’s leadership.

How is the launch going to impact North Korea’s relations with the United States and other countries?

We have already “been there, done that.” This will be the third North Korean test of a long-range rocket in six years. Shortly after the launches in 2006 and 2009, the North Koreans tested their first nuclear devices. The concern is that they will again use the expected international condemnation of their launch as a pretext for conducting another nuclear test.

But sometimes experience changes perspective. The United States and other countries will want to try to respond to the rocket test in a way that complicates any North Korean effort to justify a new nuclear test.

The international community really cannot remain silent, because United Nations Security Council (UNSC) Resolution 1874, which was passed in 2009, forbids North Korea from conducting precisely this kind of launch. I anticipate the UNSC will meet to discuss the situation but will not be able to issue a formal resolution. It will probably wind up issuing only a UNSC presidential statement criticizing the launch. China is the main obstacle. It does not approve of North Korea’s activities, but it is more concerned that putting great pressure on North Korea will result in instability. 

The United States, South Korea, and Japan will continue to consult and coordinate closely with one another. They may take additional measures to collect intelligence about North Korea’s nuclear and missile programs. They may also look to bolster their cooperation on missile defense, and take further steps to restrict North Korea’s access to nuclear- and missile-related materials and technology. They may apply additional economic sanctions to show their disapproval of North Korea’s actions.

Do you think the launch is going make it more difficult for North Korea to conduct trade and obtain aid and development assistance?

North Korea’s behavior now is part and parcel of its behavior over the past several decades. For the North Korean regime, the wellbeing of its people is clearly a secondary priority compared to its own survival.

At least since the end of the cold war, North Korea has faced a dilemma: Open up or fail, or open up and fail. In other words, it needs to open up to receive outside investment and technology if it is ever to have a successful economy. If it does not do that, the regime is unsustainable over the long run. But North Korea’s leaders fear that opening to the outside world would bring down their regime because it will expose the country’s weaknesses to its people. In order to get out of this dilemma, they have reached for weapons of mass destruction—particularly nuclear devices and the missiles they hope eventually can carry them. That is why there is no indication the North Korean leadership is prepared to completely give up those programs, at least on any terms that the United States, Japan, or South Korea could accept.

This is a long-term challenge for the United States and its allies. We have to see the situation for what it is, and deal with it accordingly. That means we must never “accept” North Korea’s possession of nuclear weapons and long-range missiles. As long as North Korea maintains these programs, we must make it clear that we will not establish diplomatic relations or ease sanctions. But that also does not mean that we should not continue to hold out to North Korea the possibility of a negotiated settlement, should it really be prepared to completely give up these programs.  

What are some of the key things to keep in mind about North Korea’s recent actions and about the country in general?

To understand what North Korea is doing, we have to get back to basics. The fundamental situation stems from the 1945 division of the Korean Peninsula into two separate states. North Korea’s Stalinist-style system developed into a totalitarian dictatorship with a personality cult, and it has been spectacularly unsuccessful, especially compared to its rival state South Korea.

The leaders in North Korea are reasonably well-informed and intelligent people. They saw what happened to the Soviet Union and its satellite states in the late 1980s and early 1990s, and decided it would not happen to them. For them, the lesson was: Do not open up or even receive aid, unless it is completely controlled to minimize outside influences. Most of the North Korean elite believes their regime is the legitimate Korean regime. They also understand that regime collapse could well mean absorption of the North by the South, and the possibility that they could go on trial for crimes against their own people. I anticipate that most of the elite will try very hard to hold the regime together in the coming years, even if it means continuing to pursue nuclear and missile programs and threatening and even attacking South Korea again.

But sooner or later major change is inevitable in such a rigid system. This requires the concerned countries to have a clear-headed analysis of the situation, take a long-term perspective, and consistently implement a principled policy. It is very challenging to do this with so many countries involved. But it can be done. Over the long term, the strengths of democracies far outweigh their weaknesses in dealing with countries like North Korea.

Abstract:

This article elaborates the notion of ‘nuclear idiosyncrasy’ as a specific understanding of what nuclear weapons and energy are, what they stand for and what they can do. It then assesses the persistence of nuclear idiosyncrasy over time and its effects on French nuclear policies in the United Arab Emirates (UAE) and Iran. Based on interviews in France, Geneva and the UAE, this article contributes to three debates within foreign policy analysis and nuclear history. Is a regional approach necessary to understand the framing of foreign policies in the twenty-first century? Does a change in leadership fundamentally affect the orientations of nuclear policies? Are the risks of nuclear proliferation in the Middle East and the measures to prevent it similarly understood by all the players in the international community? First, it shows that French nuclear policies in the Middle East are not shaped by dynamics specific to the region as the often invoked notion of an ‘Arab policy of France’ would suggest. Secondly, in-depth analysis leads one to reject the idea of a major change between the nuclear policies of Presidents Chirac and Sarkozy. Thirdly, persistent French nuclear idiosyncrasy leads also to rejection of the idea of convergence towards a shared understanding of the proliferation threat in the Middle East.

Professor James T.H. Tang is Dean and Professor of Political Science, School of Social Sciences, Singapore Management University (SMU). He is a specialist in international relations with special reference to China/Hong Kong and the Asia-Pacific region. Prior to joining SMU he was Professor in the Department of Politics and Public Administration at the University of Hong Kong (HKU). A graduate of HKU, he obtained his M.Phil in International Relations at Cambridge University, and Ph.D. from the London School of Economics and Political Science. Professor Tang began his academic career at the National University of Singapore in 1988 where he had his first full-time academic appointment. He joined HKU in 1991 and served as Head of the Department of Politics and Public Administration (1999-2002), Dean of Social Sciences (2002-2006), and founding director of the Master of International and Public Affairs programme. Professor Tang also held visiting appointments at leading universities in China, the UK, and the US and was a Visiting Fellow at the Brookings Institution in Washington D.C. (2005-06). Professor Tang has published extensively in his field and serves on the editorial boards of a number of academic journals including Asian Politics and Policy, Journal of East Asian Studies, Pacific Review, Political Science and International Affairs of the Asia-Pacific. He is currently working on a project about the implications of the rise of China for international relations theory and regional governance in East Asia.

On April 11, South Koreans go to the polls to select all 299 members of their unicameral National Assembly. Politicians, journalists, and scholars are closely observing the election for what it may say about the direction of the country, one of Asia's most dynamic democracies. A coalition of progressive parties is hoping for a major win, which would greatly increase the left's influence after four years of conservative party domination and also boost its chances in the December 19 presidential election. Progressives are calling for increased social welfare spending at home and a new sunshine policy toward North Korea; meanwhile, conservatives are stressing fiscal responsibility and insisting that North Korea must move toward denuclearization before receiving aid from the South.

Daniel C. Sneider, associate director for research at Stanford's Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC), will lead a conversation with Professor Gi-Wook Shin to analyze the effect of regional, generational, and economic divides on the election outcome, and the implications for the presidential campaign and South Korea's future domestic and external policies, including relations with the United States.

Sneider currently directs the Center's project on Nationalism and Regionalism and the Divided Memories and Reconciliation project, a three-year comparative study of the formation of historical memory in East Asia. His own research is focused on current U.S. foreign and national security policy in Asia, and on the foreign policy of Japan and Korea. Sneider was named a National Asia Research Fellow by the Woodrow Wilson International Center for Scholars and the National Bureau of Asian Research in 2010. He is the co-editor, with Shin, of History Textbooks and the Wars in Asia: Divided Memories, from Routledge, 2011. In addition, he is the co-editor of Cross Currents: Regionalism and Nationalism in Northeast Asia, Shorenstein APARC, distributed by Brookings Institution Press, 2007; of First Drafts of Korea: The U.S. Media and Perceptions of the Last Cold War Frontier, 2009; as well as of Does South Asia Exist?: Prospects for Regional Integration, 2010. Prior to coming to Stanford, Sneider was a long-time foreign correspondent. Gi-Wook Shin is the William J. Perry Professor of Contemporary Korea in the Department of Sociology, senior fellow at the Freeman Spogli Institute for International Studies, and the founding director of the Korea Program at the Walter H. Shorenstein Asia-Pacific Research Center (APARC) since 2001, all at Stanford University. In May 2024, Shin also launched the Taiwan Program at APARC. He served as director of APARC for two decades (2005-2025). As a historical-comparative and political sociologist, his research has concentrated on social movements, nationalism, development, democracy, migration, and international relations.

In Summer 2023, Shin launched the Stanford Next Asia Policy Lab (SNAPL), which is a new research initiative committed to addressing emergent social, cultural, economic, and political challenges in Asia. Across four research themes– “Talent Flows and Development,” “Nationalism and Racism,” “U.S.-Asia Relations,” and “Democratic Crisis and Reform”–the lab brings scholars and students to produce interdisciplinary, problem-oriented, policy-relevant, and comparative studies and publications. Shin’s latest book, The Four Talent Giants, a comparative study of talent strategies of Japan, Australia, China, and India to be published by Stanford University Press in the summer of 2025, is an outcome of SNAPL.

Shin is also the author/editor of twenty-seven books and numerous articles. He serves on councils and advisory boards in the United States and South Korea and promotes policy dialogue between the two allies. He regularly writes op-eds and gives interviews to the media in both Korean and English.

Before joining Stanford in 2001, Shin taught at the University of Iowa (1991-94) and the University of California, Los Angeles (1994-2001). After receiving his BA from Yonsei University in Korea, he was awarded his MA and PhD from the University of Washington in 1991.

Daniel C. Sneider is a lecturer in international policy at Stanford's Ford Dorsey Master’s in International Policy and a lecturer in East Asian Studies at Stanford. His own research is focused on current U.S. foreign and national security policy in Asia and on the foreign policy of Japan and Korea.  Since 2017, he has been based partly in Tokyo as a Visiting Researcher at the Canon Institute for Global Studies, where he is working on a diplomatic history of the creation and management of the U.S. security alliances with Japan and South Korea during the Cold War. Sneider contributes regularly to the leading Japanese publication Toyo Keizai as well as to the Nelson Report on Asia policy issues.

Sneider is the former Associate Director for Research at the Walter H. Shorenstein Asia-Pacific Research Center at Stanford. At Shorenstein APARC, Sneider directed the center’s Divided Memories and Reconciliation project, a comparative study of the formation of wartime historical memory in East Asia. He is the co-author of a book on wartime memory and elite opinion, Divergent Memories, from Stanford University Press. He is the co-editor, with Dr. Gi-Wook Shin, of Divided Memories: History Textbooks and the Wars in Asia, from Routledge and of Confronting Memories of World War II: European and Asian Legacies, from University of Washington Press.

Abstract:
A largely dysfunctional American immigration system is only poorly explained by simple depictions of the political economy of lawmaking on this issue, blaming factors such as deliberate economic policy choices, longstanding public attitudes, explicit presidential decisions, or general gridlock. Instead, the structure of immigration law emerges from intersecting effects of three separate dynamics — statutory compromises rooted in the political economy of lawmaking, organizational practices reflecting the political economy of implementation, and public reactions implicating the responses of policy elites and the larger public to each other. Together, these factors help constitute an immigration status quo characterized by intense public concern, continuing legal controversies, and powerful obstacles to change. (1) Particularly since 1986, American immigration statutes have created a legal arrangement essentially built to fail, giving authorities regulatory responsibilities that were all but impossible to achieve under existing law. (2) Implementation has been characterized by organizational fragmentation, with policy changes involving one agency producing externalities not owned by that agency, and limited presidential power to change enforcement or implementation. And (3) the interplay of unrealistic statutory goals, enforcement, and growing public concern engenders a polarizing implementation dynamic, where agencies’ incapacity to enforce existing law tends to spur polarized political responses producing legislation that further exacerbates agency difficulties in meeting public expectations.

The resulting process over the last few decades persistently favored expansion in the provision of border enforcement resources. This development is widely supported or at least tolerated by most political actors, even though it fails to address the core institutional problems of the status quo. Beyond what these developments tell us about immigration, they also reveal much about (a) how statutory entrenchment in the United States is affected by political cycles capable of eroding the legitimacy of public agencies, and (b) how powerful nation-states control, in limited but nonetheless significant ways, the transnational flows affecting their well-being and security.

Katharina Zellweger will share her insights into North Korea based on her experience as a development and humanitarian aid worker and a resident of Pyongyang. Closely interacting with North Koreans daily, Zellweger lived in Pyongyang for five years as the North Korea country director for the Swiss Agency for Development and Cooperation (SDC). She is a Swiss national with over 30 years of experience in humanitarian work from an Asian base. Her primary engagement has been with China and North Korea.

While heading the SDC program in Pyongyang, Zellweger focused on sustainable agricultural production to address food security issues, income generation to improve people's livelihoods, and capacity development to contribute to individual and institutional learning.

Before joining SDC, Zellweger worked nearly 30 years at the Caritas Internationalis office in Hong Kong, where she pioneered the organization's involvement in China and North Korea. In recognition of her work in North Korea, the Vatican made Zellweger a Dame of St. Gregory the Great in 2006. 

Zellweger holds a master's degree in international administration from the School of International Training in Brattleboro, Vermont, and a Swiss diploma in trade, commerce, and business administration. She also apprenticed with Switzerland’s national agricultural management program.

Zellweger joined the Korean Studies Program as the 2011—12 Pantech Fellow to conduct research on the transformation, especially social and economic change, of North Korea and its society.

Most measures of governance appear to focus on the situation of the average citizen, operating under the implicit assumption that societies offer the same level of governance to all citizens. In fact, though, countries vary substantially in the degree to which they favor some groups of citizens over others, and with respect to the size of favored groups. The political arrangements in countries drive these differences. In non-democracies, for example, rulers might be constrained by large and institutionalized ruling parties, or not, implying that a fraction or very small fraction of the society enjoys relatively high levels of governance. In democracies, political competition might hinge on the credible commitments that politicians make to very small groups of citizens (in highly clientelist countries) or very large groups (where programmatic political parties organize political competition). Failure to take these circumstances into account can lead to an underestimate of governance in non-democracies and an over-estimate in democracies.
 
About the speaker:
 
PHILIP KEEFER is a Lead Research Economist in the Development Research Group of the World Bank. Since receiving his PhD in Economics from Washington University at St. Louis, he has worked continuously on the interaction of institutions, political economy and economic development. His research has included investigations of the impact of insecure property rights on economic growth; the effect of political credibility on the policy choices of governments; and the sources of political credibility in democracies and autocracies.

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science.

Dr. Fukuyama has written widely on issues in development and international politics. His 1992 book, The End of History and the Last Man, has appeared in over twenty foreign editions. His book In the Realm of the Last Man: A Memoir will be published in fall 2026.

Francis Fukuyama received his B.A. from Cornell University in classics, and his Ph.D. from Harvard in Political Science. He was a member of the Political Science Department of the RAND Corporation, and of the Policy Planning Staff of the US Department of State. From 1996-2000 he was Omer L. and Nancy Hirst Professor of Public Policy at the School of Public Policy at George Mason University, and from 2001-2010 he was Bernard L. Schwartz Professor of International Political Economy at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. He served as a member of the President’s Council on Bioethics from 2001-2004. He is editor-in-chief of American Purpose, an online journal.

Dr. Fukuyama holds honorary doctorates from Connecticut College, Doane College, Doshisha University (Japan), Kansai University (Japan), Aarhus University (Denmark), the Pardee Rand Graduate School, and Adam Mickiewicz University (Poland). He is a non-resident fellow at the Carnegie Endowment for International Peace. He is a member of the Board of Trustees of the Rand Corporation, the Board of Trustees of Freedom House, and the Board of the Volcker Alliance. He is a fellow of the National Academy for Public Administration, a member of the American Political Science Association, and of the Council on Foreign Relations. He is married to Laura Holmgren and has three children.
