International Relations

FSI researchers strive to understand how countries relate to one another, and what policies are needed to achieve global stability and prosperity. International relations experts focus on the challenging U.S.-Russian relationship, the alliance between the U.S. and Japan and the limitations of America’s counterinsurgency strategy in Afghanistan.

Foreign aid is also examined by scholars trying to understand whether money earmarked for health improvements reaches those who need it most. And FSI’s Walter H. Shorenstein Asia-Pacific Research Center has published on the need for strong South Korean leadership in dealing with its northern neighbor.

FSI researchers also look at the citizens who drive international relations, studying the effects of migration and how borders shape people’s lives. Meanwhile FSI students are very much involved in this area, working with the United Nations in Ethiopia to rethink refugee communities.

Trade is also a key component of international relations, with FSI approaching the topic from a slew of angles and states. The economy of trade is rife for study, with an APARC event on the implications of more open trade policies in Japan, and FSI researchers making sense of who would benefit from a free trade zone between the European Union and the United States.

The presentation summarizes preliminary findings of my research project on Allied policy towards resistance groups during World War II and its impact on post-war political and ideological divisions.

The research is linked with a multiplicity of historical problems: the western Allies’ balance of political and military considerations during World War II; the Anglo-American cooperation and competition in the field of intelligence; the use of special operations as an instrument of foreign policy, especially in regard to countries where the development of resistance movements had a strong impact on post-war settlement (e.g. Yugoslavia, Greece and Poland); the politics of communist movements between war and revolution in Central and Eastern Europe; the relationship between the Western Allies and the Soviet Union and the Allies’ perception of the latter.

The particular contribution of the project is to bring together aspects which are usually addressed separately: the different national scenarios, whose connections and mutual influence will be investigated; the two Western intelligence agencies, which have been researched mostly in separate ways by scholars of the corresponding nationalities; the Soviet and Western allies’ policies.

Tommaso Piffer is a Marie Curie Postdoctoral Fellow at the Davis Center for Russian and Eurasian Studies at Harvard and at the University of Cambridge. Among his publications is a biography of Alfredo Pizzoni, the political chief of the Italian Resistance (Il Banchiere della Resistenza, 2005), an account of the relationship between the Allies and the Italian Resistance during World War II (Gli Alleati e la Resistenza Italiana, 2010) as well as several essays. He also edited a book in memory of Victor Zaslavsky on Totalitarian societies and democratic transition (Società totalitarie e transizione alla democrazia, 2011, with Vladislav Zubok) and the collection of essays on the political mass murder of Porzus (Porzus. Violenza e resistenza sul confine orientale, 2012). He is an affiliate at the Harvard Center for European Studies and a contributor to the cultural insert of the Italian newspaper Corriere della Sera.

Workshop Goals

On the first day, develop a set of research interventions (surveys, experiments, archival searches, participant observations, etc.) that will gain some leverage in measuring differential policies in Europe and their impact on integration, however specified; or in examining the various immigrant populations to measure their differential success in integration, however specified. Each of the participants (either singly or in collaboration) will write up one or two research proposals that lay out the outcomes of interest and the strategy for explaining variation on those outcomes.  Discuss problems and opportunities for each of the submitted proposals and fulfill this first goal.

The second goal of the workshop, and the subject for the second day, to think through three related issues. The first is how to frame the set of proposals in a way that they all fit into a well-defined framework, as if each proposal were a piece of a coherent puzzle. The second is to think through funding sources for this set of interventions that would allow us to conduct the research we proposed and to continue collaborating across these projects. The third is to explore whether there are scholars whose work we know who should be invited to join our group and become part of the grant proposing team.

Working towards a jointly authored volume might be another way to aggregate our research projects. All of this discussion depends on the complementarities that emerge from our discussions on Wednesday. David will chair the Thursday discussion.

David Laitin is the James T. Watkins IV and Elise V. Watkins Professor of Political Science and a co-director of the Immigration Policy Lab at Stanford. He has conducted field research in Somalia, Nigeria, Spain, Estonia and France. His principal research interest is on how culture – specifically, language and religion – guides political behavior. He is the author of “Why Muslim Integration Fails in Christian-heritage Societies” and a series of articles on immigrant integration, civil war and terrorism. Laitin received his BA from Swarthmore College and his PhD from the University of California, Berkeley.

Jens Hainmueller's research has appeared in journals such as the American Political Science Review, American Journal of Political Science, Journal of the American Statistical Association, Review of Economics and Statistics, Political Analysis, International Organization, and the Journal of Statistical Software, and has received awards from the American Political Science Association, the Society of Political Methodology, the Midwest Political Science Association.

Hainmueller received his PhD from Harvard University and also studied at the London School of Economics, Brown University, and the University of Tübingen. Before joining Stanford, he served on the faculty of the Massachusetts Institute of Technology.

Rapidly changing circumstances continue to shape relations on the Korean peninsula and in East Asia. North Korea has repeatedly engaged in provocative behavior, and the constant flux of political, social, and economic affairs in the region has also created challenges for long-standing alliances.

This research project seeks to examine the interests and policy environments of South Korea, North Korea, and their neighbors. Issues addressed will include the role of North Korea, nuclear proliferation, Japan’s economic future, the rise of China, and Korean reunification.

A central focus of the research efforts at Shorenstein APARC is to analyze the bridges linking Asia and the United States. As the Asian diaspora continues to grow in America and across the world, new possibilities have emerged for migrants who become integrated into their host societies while remaining engaged with their home societies. Such trans-migration creates new innovation and trade opportunities for both Asia and the United States, as a positive-sum game where both sides benefit.

This summer Stanford’s Center on Democracy, Development, and the Rule of Law (CDDRL) is welcoming new leadership to oversee the growth and development of the Program on Arab Reform and Democracy (ARD), one of the Center's principal research programs examining contemporary issues of political development in the Arab world.

Lisa Blaydes, assistant professor of political science at Stanford, will assume the role of faculty co-director, working together with CDDRL Director Larry Diamond to help shape the program's research agenda. Blaydes will be joined by Hesham Sallam, currently a CDDRL pre-doctoral fellow completing his Ph.D. in government at Georgetown University. He will serve as the program's new associate director, assuming operational management and developing the program's research initiatives and activities at Stanford and throughout the Arab world, in partnership with the faculty co-directors. Sallam is also joining CDDRL as a research associate. In that capacity he will produce research and publications on questions related to political and economic reform in the Arab World.

Sallam is replacing ARD's founding director Lina Khatib, who left CDDRL last year to assume directorship of the Carnegie Endowment for Peace's Middle East office in Beirut.

"We are very excited to have Hesham Sallam assuming this leadership role in the ARD program, and joining the research staff of CDDRL,” said Diamond. “Hesham is not only a superb scholar of Arab politics and political economy, but has also been deeply engaged in analytic and public policy debates about the future of the region. His deep knowledge and broad credibility in the field will be strong and immediate assets to the program, and will help us build on the strong foundation laid by our founding program leader, Lina Khatib."

“I am extremely delighted to join the CDDRL and FSI family,” said Sallam. “I look forward to working closely with the Stanford community, faculty, students, and staff, to expand interdisciplinary discussions of Arab politics and society on campus.”

“By enhancing its intellectual engagement with scholars and activists in Arab world, ARD will continue to nuance our understanding of conflicts over political, social and economic rights in the region by supporting critical scholarship and by developing innovative research agendas,” he said.

Sallam’s dissertation examines how Islamist movements have impacted the politics of economic reform in Egypt before and after the Arab uprisings in 2011. His previous research has received the support of the United States Institute of Peace and the Social Science Research Council. Sallam also serves as co-editor of the Jadaliyya, a leading online magazine, which invites critical debate and analysis of current events in the Arab world from academics, activists and journalists. 

Diamond expressed great enthusiasm over the addition of Lisa Blaydes to the program’s faculty leadership. “Over the past several years, Lisa has rapidly emerged as one of the most original and influential scholars of politics and social change in the Arab world,” he said. “She brings to the program intense intellectual curiosity, scholarly distinction and a keen interest in advancing social science studies of the Arab world."

Blaydes, a specialist in comparative politics and politics in the Middle East, recently published the book, Elections and Distributive Politics in Mubarak’s Egypt, which examines the complex relationships among regimes, rent-seeking elites and citizens fostered by authoritarian elections.

“The Arab world is at a critical juncture,” said Blaydes. “Although mass protests have transformed public political consciousness, the long-term impact of the protest movement on more concrete forms of power has yet to be determined. Policy-relevant scholarly research such as that conducted by the Program on Arab Reform and Democracy may help us to identify pathways to political reform.”

Blaydes and Sallam, together with Diamond, participated in the most recent ARD Program conference on political change in the Arab world. Held in collaboration with the Center for Research on Globalization and Democratic Governance at Koc University in Turkey, the conference brought together leaders in policy, academia and government to address issues of violence and government transitions in the region following continuous civil unrest and political uncertainty.

Founded in 2010 with annual support from the Moulay Hicham Foundation, CDDRL's Program on Arab Reform and Democracy aims to be a hub for intellectual capital about issues related to good governance, social change and political reform in the region, producing rigorous and policy-relevant academic research. Conferences and seminars in the U.S. and the Arab world provide innovative forums for academics and policy-makers to advance new ideas and approaches to the most pressing issues facing the region today.

About the Speakers

Ken Gullicksen (MBA '94) is an experienced technology executive who has been involved in the formation and growth of several prominent Silicon Valley companies. At Evernote, Ken serves as COO, heading-up Evernote Business, the company's SMB and team-focused service. He is also responsible for investor relations, corporate development and the global sales and support teams. Prior to joining Evernote, Gullicksen spent over a decade as a general partner at Morgenthaler Ventures where, among other accomplishments, he led the first Silicon Valley venture round in Evernote and served on Evernote’s Board of Directors.

Gullicksen began his career as an engineer at Sun Microsystems before shifting focus to business strategy, market development, and engineering management at companies including Nortel Networks, Hitachi-Raychem Display Systems, and Sun Microsystems. He holds an MBA from Stanford Graduate School of Business and a BS in electrical engineering from San Jose State University.

Amy Gu (MBA '09) has extensive experience in running start-up in the mobile internet space in China with focus in making world a better place with the technology innovation. Gu has established Evernote corporate presence in China and directed the strategy initiatives with the goal to make Evernote “the best second brain to Chinese users.”

Currently Gu runs Evernote's full operation in China, including marketing, business development, IT operation, customer support and product improvement. Prior to joining Evernote, Ms. Gu founded two internet start-ups in China and worked in China Mobile and British Telecom developing strategic partnership and product design. Gu has an MBA degree from Stanford Graduate School of Business.

William Barnett is the Thomas M. Siebel Professor of Business Leadership, Strategy, and Organizations at the Graduate School of Business, Stanford University. Barnett studies competition among organizations and how organizations and industries evolve globally. He is conducting a large-scale project that seeks to explain why and how some firms grow rapidly in globalizing markets. After receiving his PhD in Business Administration from the University of California, Berkeley in 1988, Barnett was an Assistant Professor at the University of Wisconsin, Madison School of Business.

In 1991, Barnett came to the Stanford Business School as an Assistant Professor. He became an Associate Professor in 1994 and received tenure in 1996, and has been a full professor since 2001. Barnett has also twice been a Fellow at the Center for Advanced Study in the Behavioral Sciences, and is a Senior Fellow at the Woods Institute for the Environment at Stanford University. Barnett serves as associate editor or editorial board member for several academic journals.

The Obama administration’s “rebalance” to Asia is about much more than China’s rise and changing role in the region, but US-China relations are an integral part of the new policy and the way it is perceived and characterized by others in the Asia-Pacific region.  The keynote address and comments by American and Chinese scholars with years of government experience will examine the objectives and implications of the “rebalance” and what it means for the United States, China, and US-China relations.

Kenneth LieberthalDr. Kenneth Lieberthal is a senior fellow in Foreign Policy and Global Economy and Development at Brookings. From 2009-2012, Lieberthal served as the director of the John L. Thornton China Center. Lieberthal was a professor at the University of Michigan for 1983-2009. He has authored 24 books and monographs and over 70 articles, mostly dealing with China. He also served as special assistant to the president for national security affairs and senior director for Asia on the National Security Council from August 1998 to October 2000. His government responsibilities encompassed U.S. policy toward Northeast, East and Southeast Asia. His latest book, Bending History: Barack Obama’s Foreign Policy (co-authored with Martin Indyk and Michael O’Hanlon), was published by the Brookings Press in March 2012. Leiberthal earned his B.A. from Darthmouth College, and his M.A. and Ph.D. from Columbia University

Mike ArmacostWelcome remarks - Dr. Michael Armacost is the Shorenstein Distinguished Fellow. He has been at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) since 2002. In the interval between 1995 and 2002, Armacost served as president of Washington, D.C.'s Brookings Institution, the nation's oldest think tank and a leader in research on politics, government, international affairs, economics, and public policy. Previously, during his twenty-four year government career, Armacost served, among other positions, as undersecretary of state for political affairs and as ambassador to Japan and the Philippines. 

 

 

 

Jean OiPanel Chair - Professor Jean Oi is the William Haas Professor in Chinese Politics in the department of political science and a senior fellow of the Freeman Spogli Institute for International Studies at Stanford University. Oi is the founding director of the Stanford China Program at the Walter H. Shorenstein Asia-Pacific Research Center. She leads Stanford's China Initiative, and is the Lee Shau Kee Director of the Stanford Center at Peking University. Oi directed Stanford's Center for East Asian Studies from 1998 to 2005. A PhD in political science from the University of Michigan, Oi first taught at Lehigh University and later in the department of government at Harvard University before joining the Stanford faculty in 1997.

 

 

Karl EikenberryAmbassador Karl Eikenberry is the William J. Perry Fellow in International Security at CISAC, CDDRL, TEC, and Shorenstein APARC Distinguished Fellow; and Former U.S. Ambassador to Afghanistan and Retired U.S. Army Lt. General. Prior to his arrival at Stanford, he served as the U.S. Ambassador to Afghanistan from May 2009 until July 2011, where he led the civilian surge directed by President Obama to reverse insurgent momentum and set the conditions for transition to full Afghan sovereignty. Before appointment as Chief of Mission in Kabul, Ambassador Eikenberry had a thirty-five year career in the United States Army, retiring in April 2009 with the rank of Lieutenant General.  His military operational posts included commander and staff officer with mechanized, light, airborne, and ranger infantry units in the continental U.S., Hawaii, Korea, Italy, and Afghanistan as the Commander of the American-led Coalition forces from 2005-2007.

 

Cui LiruDr. CUI Liru is Senior Advisor to China Institute of Contemporary International Relations, a think-tank in China known for its comprehensive studies on current international affairs and prominent role in providing consulting services to the Chinese government and former President of China Institutes of Contemporary International Relations (CICIR). He is a member of the Committee of Foreign Affairs of the Chinese Peoples’ Political Consultative Conference (CPPCC) and also serves as a member of the Foreign Policy Consulting Committee of the Ministry of Foreign Affairs. He is Vice President of China National Association for International Studies (CNAIS) and serves as Senior Adviser to multiple institutions for the study of national security and foreign relations. As a senior researcher, his specialties cover U.S. foreign policy, U.S.-China relations, international security issues and Chinese foreign policy.

 

Tom Fingar

 

Professor Tom Fingar is the inaugural Oksenberg-Rohlen Distinguished Fellow. From May 2005 through December 2008, he served as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. He served previously as assistant secretary of the State Department’s Bureau of Intelligence and Research (2004–2005), principal deputy assistant secretary (2001–2003), deputy assistant secretary for analysis (1994–2000), director of the Office of Analysis for East Asia and the Pacific (1989–1994), and chief of the China Division (1986–1989). Between 1975 and 1986 he held a number of positions at Stanford University, including senior research associate in the Center for International Security and Arms Control.

 

The Oksenberg Lecture, held annually, honors the legacy of Professor Michel Oksenberg (1938-2001). A senior fellow at Shorenstein APARC and the Freeman Spogli Institute for International Studies, Professor Oksenberg served as a key member of the National Security Council when the United States normalized relations with China, and consistently urged that the United States engage with Asia in a more considered manner. In tribute, the Oksenberg Conference/Lecture recognizes distinguished individuals who have helped to advance understanding between the United States and the nations of the Asia-Pacific.

China’s new leadership must address a host of domestic and foreign policy challenges as it copes with the results of past success and the need to continue the process of reform that began in 1979. China’s rise has raised expectations at home and concerns abroad. In a world that is increasingly interdependent, China must balance the expectations of its people, the perils of attempting to do too many things too quickly, and the need to alleviate fears and sustain the high level of international cooperation that has facilitated the success of the country’s “reform and opening up” policies.
