Ambassador Eliasson sets out the current status of Europe-US relations and acknowledges the wide range of daunting problems the world must face today. He emphasizes the need for an enhancement of the transatlantic relationship, as well as the need for multilateral cooperation. Mr. Eliasson also reinforces the importance of a continued awarenesss of the economy, the environment, and ethics.

Synopsis

Although unsure whether there will in fact be a new transatlantic agenda, Ambassador Eliasson repeatedly highlights that it is crucial that it does happen if we are to challenge the ‘huge’ issues of today. Mr. Eliasson notes the current financial climate and its possible effects on the social and political spheres as worrying. He also expresses particular concern at what he calls ‘fortress building,’ which involves protectionism and intolerance. Mr. Eliasson goes on to explain that as it stands, current US-Europe relations are dominated by mutual interest on security and the economy. However, to Mr. Eliasson, this relationship is marred by several issues. Inside the EU, democracy is in a predicament with politicians being accountable nationally while the issues are international. Moreover, Mr. Eliasson feels that the nature of the US and Europe relationship is not representative of the responsibility it should carry by being the most prosperous regions of the world.

How is this transatlantic relationship to move forward? If we are to arrive at what Mr. Eliasson describes as ‘scenario 1,’ which involves long term thinking, regulation, an emphasis on ethics, and a realization of interdependence in an internationally cooperative system, then Mr. Eliasson argues this requires reform. Mr. Eliasson argues it is urgent not to separate politics and economics. In dealing with a financial crisis, we must employ a multilateral approach and learn lessons for the future, particularly not fearing international regulation in a globalized economy. Mr. Eliasson also explains we can avoid this protectionist ‘fortress building’ by embracing ‘multipolarity.’ Mr. Eliasson underscores the importance of tolerance and good governance as central to progress. In addition, Mr. Eliasson reinforces that the problems of today are on such a massive scale that they must be dealt with internationally, as well as regionally and in the private sector.

Dealing with such issues, which involve collective engagement in Afghanistan and a cooperative approach in Africa, is what Mr. Eliasson believes must be added as a ‘third pillar’ to the US and Europe’s relationship. Mr. Eliasson also stresses concrete action on poverty by the US and Europe as central to this effort. In particular, he places emphasis a program for education of women and the establishment of clean water access. Mr. Eliasson believes that such efforts, which would add a pivotal ethical dimension to the transatlantic agenda, would enhance the reputation of democracy across the globe through concrete action.

In engaging with the audience in a question-and-answer session, one of the most emphasized subjects was diplomatic standards for international relations. Mr. Eliasson strongly reinforced the notion that the transatlantic agenda should stand with clear ethical standards. Other issues addressed included Iran's nuclear capabilities, religion, and the role of Russia.

About the Speaker

Ambassador Jan Eliasson was until July 1, 2008 Special Envoy of the United Nations Secretary-General for Darfur. Previously, Jan Eliasson was President of the 60th session of the United Nations General Assembly 2005-2006. He was Sweden’s Ambassador to the United States, 2000-2005. Mr. Eliasson was Minister for Foreign Affairs of Sweden in 2006.

Mr. Eliasson served from 1994 to 2000 as State Secretary for Foreign Affairs, a key position in formulating and implementing Swedish foreign policy. Earlier, 1988-1992, he was Sweden’s Ambassador to the United Nations in New York. During this period, he also served as the Secretary-General’s Personal Representative for Iran/Iraq.

In 1992, Mr. Eliasson was appointed the first United Nations Under-Secretary-General for Humanitarian Affairs and was involved in operations in Somalia, Sudan, Mozambique and the Balkans. He also took initiatives on landmines, conflict prevention and humanitarian action.

1980-1986, Mr. Eliasson was part of the UN mediation missions in the war between Iran and Iraq, headed by former Prime Minister Olof Palme. In 1993-94 Mr. Eliasson served as mediator in the Nagorno Karabakh conflict for the Organization for Security and Co-operation in Europe (OSCE). He has been Visiting Professor at Uppsala University and Göteborg University in Sweden, lecturing on mediation, conflict resolution and UN reform.

During his diplomatic career, Mr. Eliasson has been posted to New York (twice) Paris, Bonn, Washington (twice) and Harare, where he opened the first Swedish Embassy in 1980. He served as Diplomatic Adviser to the Swedish Prime Minister 1982-1983, and as Director General for Political Affairs in the Swedish Ministry for Foreign Affairs 1983-1987.

Mr. Eliasson has authored and co-authored numerous articles and books and is a frequent lecturer on foreign policy and diplomacy. He is recipient of honorary doctorate degrees from i. a. American University, Washington, D.C., Uppsala University and Göteborg University, Sweden. He has been decorated by a number of Governments.

He is the Chairman of the Anna Lindh Memorial Fund of Sweden and is Member of the Advisory Group to the International Committee of the Red Cross (ICRC), Geneva.

Born in Göteborg, Sweden, in 1940, Mr. Eliasson was an exchange student in the United States 1957-1958. He graduated from the Swedish Naval Academy in 1962 and earned a Master’s degree in Economics and Business Administration in 1965.

Jacob N. Shapiro is Assistant Professor of Politics and International Affairs at Princeton University. His primary research interests are the organizational aspects of terrorism, insurgency, and security policy. Shapiro's ongoing projects study the balance between secrecy and openness in counterterrorism, the causes of militant recruitment in Islamic countries, and the relationship between public goods provision and insurgent violence in Iraq and Afghanistan. His research has been published in International Security, International Studies Quarterly, Foreign Policy, Military Operations Research, and a number of edited volumes. Shapiro is a Harmony Fellow at the Combating Terrorism Center at the United States Military Academy. Professor Shapiro served as a Naval Reserve officer with the Office of Naval Intelligence and the Naval Warfare Development Command. On active duty he served at Special Boat Team 20 and onboard the USS Arthur W. Radford (DD-968). Ph.D. Political Science, M.A. Economics, Stanford University. Lieutenant Colonel David Ottignon is a national security affairs fellow for 2008-2009 at the Hoover Institution. LTCOL Ottignon represents the U.S. Marine Corps. Ottignon graduated from Ithaca College and was commissioned in the Marine Corps in 1987 as a combat engineer. He participated in Operation Restore Hope in Somalia, Operation Enduring Freedom in the Philippines, and most recently, in Operation Iraqi Freedom from 2007 to 2008. Other previous assignments include service in the U.S. Pacific Command, Assistant Professor of Military Science at the University of Rochester and Commanding Officer, 2d Combat Engineer Battalion, 2d Marine Division. He has earned his MBA from the Simon School, University of Rochester and a Masters in National Security and Strategic Studies from the Naval War College. Martha Crenshaw (speaker) is a senior fellow at CISAC and FSI and a professor of political science by courtesy. She was the Colin and Nancy Campbell Professor of Global Issues and Democratic Thought and professor of government at Wesleyan University in Middletown, Conn., from 1974 to 2007. Her current research focuses on innovation in terrorist campaigns, the distinction between "old" and "new" terrorism, how terrorism ends, and why the United States is the target of terrorism. She serves on the Executive Board of Women in International Security and chairs the American Political Science Association (APSA) Task Force on Political Violence and Terrorism. She has served on the Council of the APSA and is a former President and Councilor of the International Society of Political Psychology (ISPP). In 2004 ISPP awarded her its Nevitt Sanford Award for Distinguished Scientific Contribution and in 2005 the Jeanne Knutson award for service to the society. She serves on the editorial boards of the journals International Security, Orbis, Political Psychology, Security Studies, and Terrorism and Political Violence. He has conducted field research in Somalia, Nigeria, Spain, and Estonia. His latest book is Identity in Formation: The Russian-Speaking Populations in the Near Abroad. He is currently working on a project in collaboration with James Fearon on civil wars in the past half-century. From that project, "Ethnicity, Insurgency, and Civil War" has appeared in the American Political Science Review. Nations, States, and Violence presents a revisionist view of the sources of nationalism, the relationship of the nation to culture, and the implications of nationalism and cultural heterogeneity for the future of the nation-state. It accepts the now-standard view that national identities are not inherited traits but constructed communities in order to serve political ends. But the resulting national identities do not emerge from some metaphorical plebiscite as had been suggested by some; rather they result from efforts by people to coordinate their identities with people who share at least some cultural traits with them. Coordination leads to powerful social and cultural ties that are hard to unravel, and this explains the persistence of national identities.


Understood as the result of coordination dynamics, the implications of national homogeneity and heterogeneity are explored. The book shows that national heterogeneity is not, as it is sometimes accused of being, a source of hatred and violence. Nonetheless, there are advantages to homogeneity for the production of public goods and economic growth. Whatever the positive implications of homogeneity, the book shows that in the current world, classic nation-states are defunct. Heterogeneity is proliferating not only due to migration but also because small groups in many states once thought to be homogeneous are coordinating to demand national recognition. With the prohibitive costs of eliminating cultural heterogeneity, citizens and leaders need to learn how best to manage, or even take advantage of, national diversity within their countries. Management of diversity demands that we understand the coordination aspects of national heterogeneity, a perspective that this book provides.

In addition to providing a powerful theory of coordination and cultural diversity, the book provides a host of engaging vignettes of Somalia, Spain, Estonia, and Nigeria, where the author has conducted original field research. The result is a book where theory is combined with interpretations of current issues on nationalism, economic growth, and ethnic violence.

Somalia is once again on the front page--and the news isn't pretty. Since 2003, the country's seaside capital of Mogadishu has served as an arena for a battle of gladiators, pitting U.S.backed warlords against guntoting Islamic revolutionaries. With no capable or legitimate state to counter it, the Union of Islamic Courts emerged victorious last June, only to be felled in December by an enfeebled transitional government, formed in exile and backed by the Ethiopian military. A recent spate of assassinationstyle killings and suicide bombings herald the arrival of a new resistance movement intent on ejecting these foreign forces and the African Union troops now being dispatched to the country. Caught in the midst of this violent morass is Somalia's longsuffering population of 8.5 million, seeking order from whomever can provide it, simply hoping that the bully who comes out on top will care enough to reverse the country's economic collapse.

Somalia may be garnering headlines today, but the country's strife parallels the bloodshed in far too many of Africa's struggling nations.

The increasing sectarian conflict in Iraq and the rise of Islamist parties like Hamas and Hezbollah have put American efforts to democratize the Middle East on hold and raised doubts among experts and policy makers about whether democracy is compatible with the Muslim faith. But in a campus appearance yesterday afternoon, former Malaysian Deputy Prime Minister Anwar Ibrahim offered an ardent defense of democracy in the Muslim world, telling a standing-room-only crowd in Bechtel Conference Center that "men and women are born free, even in the Islamic construct."

Alternating between serious and sporting through his two-hour speech, Ibrahim broached many of the issues aggravating relations between Islam and the West, including gender relations, American foreign policy, cultural assimilation in Europe and Pope Benedict XVI's recent comments about Islam. However, he was most outspoken regarding his home country - he was a political prisoner in Malaysia for over four years - and rejected the race - and religious-based affirmative action policies that benefit the Malay majority there.

Returning repeatedly to the topic of Muslim democracy, Ibrahim drew from historical references and personal experiences, citing the democratic regimes of Indonesia and Iran of 1950s.

"There was no debate then whether democracy was compatible with Islam," he said. "Fifty years later, we have our leaders in the Muslim world telling us we're not ready."

The fundamental nature of democracy and human rights is universal, Ibrahim emphasized, adding that problems begin with cultural miscommunication.

"We have to debunk and reject the notion, held by Muslims and non-Muslims alike, that to support democracy and freedom is to support America, "he said. "And it is important for Americans to realize democracy is a value cherished as much by Muslims as it is by Americans."

"Misperceptions are unfortunate," he added, elaborating on his impressions of American culture. "This is a country full of contradictions. The level of sophistication and intellectual flavor is unparalleled. So why must people be so prejudiced? Why is misunderstanding so pervasive? To say that Muslims are entirely anti-America is wrong."

Ibrahim offered scathing criticism of his fellow Muslims for violent reactions to both the publication of caricatures of Mohammad in a Danish newspaper in 2005 and to the more recent comment by Pope Benedict XVI referring to elements of Islam as "evil and inhuman." The cartoon spawned riots killing 139 in Nigeria, Libya, Pakistan and Afghanistan, while the Pope's remarks fueled a maelstrom of controversy, including the firebombing of Catholic churches throughout the Middle East and the shooting death of a nun in Somalia.

"There is a right to disagree but no one has the right to cause destruction or destroy life," he said. "No one has the right to call for the banning of newspapers."

Acknowledging that his comments were not necessarily indicative of Islamic public opinion, he said, "This view may not be shared by all Muslims, but I am prepared to confront them."

Ibrahim's penchant for speaking his mind and sticking to his principles has dogged the leader through a career of controversy. As a young Malaysian activist in the 1970s, he was arrested during a student protest and spent 20 months in a detention camp. Following a meteoric political ascent, he was named Deputy Prime Minister in 1993, and many expected that he was Prime Minister Mahathir bin Mohammad's chosen successor.

But their relationship turned sour, and in Sept. 1998 Ibrahim was stripped of party membership and incarcerated under charges of corruption and sodomy. The charges were eventually overturned and he was released in Sept. 2004.

Regarding Malaysian politics today, Ibrahim expressed distaste toward his nation's system of bumiputera - a system of economic and social policies designed to favor ethnic Malays.

"I reject affirmative action based on race," he said. "Our policies should benefit the poor and the marginalized."

Finally, he described the need for engagement between the Islamic world and the West, criticizing the "extreme" foreign policy of the United States and its refusal to negotiate with regimes like Hamas.

"That policy is flawed," he said, adding that "to refuse to engage is a recipe for disaster."

Even in the absence of a sudden and dramatic shift on the battlefield toward a definitive victory, there may still be a slight opening, as narrow as the eye of a needle, for the United States to slip through and leave Iraq in the near future in a way that will not be remembered as a national embarrassment. Henry S. Rowen comments in the New York Times.

In the old popular song about the rout by Americans at New Orleans during the War of 1812, the British "ran so fast the hounds couldn't catch 'em." Even allowing for patriotic hyperbole, it can hardly be argued that the British extricated themselves with a great deal of dignity, particularly given that another battle in the same war inspired the American national anthem.

The impact of that defeat on the British national psyche is now obscure, but nearly two centuries later, as the Americans and their British allies seek to extricate themselves from Iraq, the story of how a superpower looks for a dignified way out of a messy and often unpopular foreign conflict has become a historical genre of sorts. As the pressure to leave Iraq increases, that genre is receiving new and urgent attention.

And in the shadow of the bleak and often horrific news emerging from Iraq nearly every day, historians and political experts are finding at least a wan hope in those imperfect historical analogies. Even in the absence of a sudden and dramatic shift on the battlefield toward a definitive victory, there may still be a slight opening, as narrow as the eye of a needle, for the United States to slip through and leave Iraq in the near future in a way that will not be remembered as a national embarrassment.

Most of the recent parallels do not seem to offer much encouragement for a confounded superpower that wants to save face as it cuts its losses and returns home. Among them are the wrenching French pullout from Algeria, the ill-fated French and American adventures in Vietnam, the Soviet humiliation in Afghanistan and the disastrous American interventions in Beirut and Somalia.

Still, there are a few stories of inconclusive wars that left the United States in a more dignified position, including the continuing American presence in South Korea and the NATO peacekeeping mission in Bosnia. But even those stand in stark contrast to the happier legacy of total victory during World War II.

The highly qualified optimism of these experts about what may still happen in Iraq - let's call it something just this side of hopelessness - has been born of many factors, including greatly reduced expectations of what might constitute not-defeat there. The United States already appears willing to settle - as if it were in a relationship that had gone sour but cannot quite be resolved by a walk out the door, punctuated with a satisfying slam.

Alongside the dampening of hopes, there has also been a fair amount of historical revisionism regarding the darker tales of conflicts past: a considered sense that if the superpowers had made different decisions, things could have turned out more palatably, and that they still might in Iraq.

Maybe not surprisingly, Vietnam is the focus of some of the most interesting revisionism, including some of it immediately relevant to Iraq, where the intensive effort to train Iraqi security forces to defend their own country closely mirrors the "Vietnamization" program in South Vietnam. If Congress had not voted to kill the financing for South Vietnam and its armed forces in 1975, argues Melvin R. Laird in a heavily read article in the current issue of Foreign Affairs, Saigon might never have fallen.

"Congress snatched defeat from the jaws of victory by cutting off funding for our ally in 1975," wrote Mr. Laird, who was President Nixon's defense secretary from 1969 to 1973, when the United States pulled its hundreds of thousands of troops out of Vietnam.

In an interview, Mr. Laird conceded that the American departure from Vietnam was not a pretty sight. "Hell, the pictures of them getting in those helicopters were not good pictures," he said, referring to the chaotic evacuation of the American embassy two years after Vietnamization was complete, and a year after Nixon resigned. But on the basis of his what-if about Vietnam, Mr. Laird does not believe that all is lost in Iraq.

"There is a dignified way out, and I think that's the Iraqization of the forces over there," Mr. Laird said, "and I think we're on the right track on that."

Many analysts have disputed the core of that contention, saying that large swaths of the Iraqi security forces are so inept they may never be capable of defending their country against the insurgents without the American military backing them up. But Mr. Laird is not alone in his revisionist take and its potential application to Iraq.

William Stueck, a history professor at the University of Georgia who has written several books on Korea, calls himself a liberal but says he buys Mr. Laird's basic analysis of what went wrong with Vietnamization.

Korea reveals how easy it is to dismiss the effectiveness of local security forces prematurely, Mr. Stueck said. In 1951, Gen. Matthew Ridgeway felt deep frustration when Chinese offensives broke through parts of the line defended by poorly led South Korean troops.

But by the summer of 1952, with intensive training, the South Koreans were fighting more effectively, Mr. Stueck said. "Now, they needed backup" by Americans, he said. By 1972, he said, South Korean troops were responsible for 70 percent of the front line.

Of course, there are enormous differences between Iraq and Korea. Korean society was not riven by troublesome factions, as Iraq's is, and the United States was defending an existing government rather than trying to create one from scratch.

Another intriguing if imperfect lesson can be found in Algeria, said Matthew Connelly, a Columbia University historian. There, by March 1962, the French had pulled out after 130 years of occupation.

That long colonial occupation, and the million European settlers who lived there before the bloody exodus, are major differences with Iraq, Mr. Connelly noted. But there were also striking parallels: the insurgency, which styled its cause as an international jihad, broke down in civil war once the French pulled out; the French, for their part, said theirs was a fight to protect Western civilization against radical Islam.

Like President Bush in Iraq, President Charles de Gaulle probably thought he could settle Algeria in his favor by military means, Dr. Connelly said. In the short run, that turned out to be a grave miscalculation, as the occupation crumbled under the insurgency's viciousness.

Over the long run, though, history treated de Gaulle kindly for reversing course and agreeing to withdraw, Mr. Connelly said. "De Gaulle loses the war but he wins in the realm of history: he gave Algeria its independence," he said. "How you frame defeat, that can sometimes give you a victory."

The Americans in Beirut and the Soviets in Afghanistan are seen, even in the long view, as cases of superpowers paying the price of blundering into a political and social morass they did not understand.

For the Soviets, that mistake was compounded when America outfitted Afghan rebels with Stinger missiles capable of taking down helicopters, nullifying a key Soviet military superiority. "I don't think they had a fig leaf of any kind," said Henry Rowen, a fellow at the Institute for International Studies at Stanford who was assistant secretary of defense for international security affairs from 1989 to 1991. "They just left."

In Beirut, the Americans entered to protect what they considered a legitimate Christian-led government and ended up, much as in Iraq, in the middle of a multipronged civil conflict. In October 1983, a suicide attack killed 241 American servicemen at a Marines barracks, and four months after that, with Muslim militias advancing, President Ronald Reagan ordered the remaining marines withdrawn to ships off the coast, simply saying their mission had changed. The episode has been cited by Vice President Dick Cheney as an example of a withdrawal that encouraged Arab militants to think the United States is weak.

Today, even as expectations for Iraq keep slipping, some measure of victory can still be declared even in a less-than-perfect outcome, said Richard Betts, director of the Saltzman Institute of War and Peace Studies at Columbia. For example, he said, an Iraqi government that is authoritarian but not totalitarian might have to do.

The key point, he said, is that under those circumstances, the outcome "doesn't look like a disaster even if it doesn't look good."

As the conflict in Iraq reminds us, nation building confounds its architects' designs with almost predictable regularity. Investments of time, resources, and specialized knowledge have not enabled large-scale political engineering. Instead, would-be nation builders have been frustrated by a proliferation of unintended consequences and their inability to elicit societal participation in their projects. Results depend more upon initial conditions prior to an intervention than the nation builder's exertions upon arrival.

Hence, the U.S. has performed most poorly when its mission required the most work (e.g., Somalia, Haiti, Iraq). Conversely, it has done best where it did less (Germany, Japan), deferring to old-regime civil servants and upgrading already functional institutions. Given the humbling record of Western powers at navigating the perils of macro-level political planning, the "how" of nation-building should be considered, in the formulation of Defense Secretary Donald Rumsfeld, a known unknown.

More likely, it is a known unknowable. The extent of unintended consequences and contingency in largescale political engineering makes disappointment certain and disaster likely.

Twentieth-century experiences belie the notion that nation-building successes will solve the problem of state failures. Forces trying to impose regime change and raise new state structures immediately grapple with societal inertia and their own deficit in understanding local politics.

This dilemma pushes would-be nation builders down one of two undesirable paths. Either they recognize their inability to restructure indigenous political arrangements or they attempt to do so in vain. Despite plans of change at the outset of nation building, those executing the project soon embrace a change of plans.

Thus, even the most committed states have been hampered by an inability to develop political capacity on the ground and improve upon the initial endowments of the country being occupied. Institutional value-added has been minimal, reflecting the problem of state instability back upon those who expected to solve it.

These patterns raise serious doubts about the chances of success in even the most well-intentioned of regimechange missions. They demarcate the limits of projecting state power abroad, whether for humanitarian or security purposes. The failures of imposed regime change lead to the conclusion that indigenous gradual political development-with all of its potential for authoritarianism and civil unrest-may be the optimal path for sustainable democratization and state building.

When comparing the uneven history of post-colonial development with the poor record of nation building we are left paraphrasing Churchill's endorsement of democracy as the worst kind of government except for the alternatives: Sovereign political development may be the worst form of government except for all those kinds of nation building that have been tried.

Infrastructural weakness is not a technical problem surmountable through systematic review of prior experiences. Indeed, the notion of "learning past lessons" deceptively implies that the current generation of academics and policymakers can succeed where their predecessors failed. The idea that nation building is a flawed but salvageable project prejudges its fundamental viability.

Once we have set our sights on rescuing an enterprise that has repeatedly frustrated its architects and their subjects, we screen out alternatives that more effectively serve the same development goals. We also risk funneling research down an intellectual cul-de-sac, at great cost in time, resources, and lives lost for those participating in failed regime-change missions. Therefore, a more productive direction for contemporary interest in nation building may mean backing up and reassessing the core problem of weak states, on one hand, and the limits of foreign intervention, on the other. Ensuring a positive impact on the country considered for intervention requires orienting the enterprise away from the takeover of state functions and toward the short-term provision of aid to local communities.

Apart from the futile pursuit of infrastructural power or the doomed deployment of despotic power (coercion), one can envision a third kind of influence, "regenerative power," which is exercised during relief efforts, such as emergency assistance following natural disasters.

Regenerative power involves neither the adoption of domestic state functions nor physical coercion. It denotes the ability of a state to develop infrastructure under the direction of the local population. For example, it means rebuilding a post office, but not delivering the mail. It is typified by the U.S. response to natural disaster relief within its own borders and abroad.

Regenerative power turns nation building on its head. Rather than imposing a blueprint from outside, participants respond to the needs of the affected community. It is restorative rather than transformative. There is no preexisting master plan for what the "final product" will be, but rather an organically evolving process in which the assisting group serves at the direction of the people being assisted.

The exercise of regenerative power is inherently limited in scale since it depends on local engagement rather than elite planning. It is inimical to macro-level ambitions but it also acquires a bounded effectiveness that imposed regime change lacks. Where nation building attempts to overwrite existing organization and only belatedly incorporates local understanding, disaster relief efforts and regenerative projects begin from the assumption that local communities know best their own needs. Existing social networks and patterns of authority are an asset, not a hindrance, and local know-how offers the principal tool for resolving local crises.

Rather than pursuing the often destructive delusion of interventionist state transformation, regenerative power starts from an interest in using state power for constructive purposes and a sober assessment of the limits of that aim. The assisting foreign groups serve under the direction of indigenous political leaders toward the achievement of physical reconstruction and emergency service provision.

With remarkable prescience Rumsfeld commented in October 2001, "I don't know people who are smart enough from other countries to tell other countries the kind of arrangements they ought to have to govern themselves."

The experience of twentieth century U.S. interventions and ongoing operations in Iraq supports his insight. Proponents of nation building or shared sovereignty arrangements have exaggerated the ability of powerful states to foster institutions in developing countries. The empirical record, from successful outcomes in Germany and Japan to dismal failures across the global south, shows the societies alleged to be most in need of strong institutions have proven the least tractable for foreign administration. Rather than transmitting new modes of organization, would-be nation builders have relied upon existing structures for governance.

This dependence on the very context that was intended for change reveals how little infrastructural power nation builders wield. They are consistently unable to implement political decisions through the local groups. Contrary to recent arguments that sustained effort and area expertise can enable success, nation building has foundered despite such investments.

Understanding that nation building is a "known unknowable" is crucial for redirecting intervention where it can be more effective. Advocates of humanitarian assistance should consider the merits of smaller, regenerative projects that can respond better to uncertainty and avoid the perils of large-scale political engineering.

Ambassador Dobbins will review the American and United Nation's experience with nation building over the past sixty years and explore lessons for Iraq, Afghanistan and beyond. He will draw upon the just completed RAND History of Nation Building, the first volume of which deals with U.S. led missions from Germany to Iraq. The newly released second volume covers U.N.-led operations beginning with the Belgian Congo in the early 1960's. Dobbins will compare the U.S. and U.N. approaches to nation building, and evaluate their respective success rates.

Ambassador Dobbins directs RAND's International Security and Defense Policy Center. He has held State Department and White House posts including Assistant Secretary of State for Europe, Special Assistant to the President for the Western Hemisphere, Special Adviser to the President and Secretary of State for the Balkans, and Ambassador to the European Community. He has handled a variety of crisis management assignments as the Clinton Administration's special envoy for Somalia, Haiti, Bosnia, and Kosovo, and the Bush Administration's first special envoy for Afghanistan. He is principal author of the two-volume RAND History of Nation Building.

In the wake of Sept 11, 2001, Dobbins was designated as the Bush Administration's representative to the Afghan opposition. Dobbins helped organize and then represented the U.S. at the Bonn Conference where a new Afghan government was formed. On Dec. 16, 2001, he raised the flag over the newly reopened U.S. Embassy.

Earlier in his State Department career Dobbins served twice as Deputy Assistant Secretary of State for Europe, as Deputy Chief of Mission in Germany, and as Acting Assistant Secretary for Europe.

Dobbins graduated from the Georgetown School of Foreign Service and served 3 years in the Navy. He is married to Toril Kleivdal, and has two sons.
