As if the alleged Iranian plan to kill Saudi Arabia’s ambassador to the U.S. wasn’t strange and sinister enough, it offered an outlandish twist: American officials say the Iranian plotters wanted to hire a Mexican drug cartel to carry out the murder.

The charges laid out earlier this week are raising questions about how the United States should respond to Iran, skepticism about the Mexican underworld’s possible involvement and concerns about the growing, borderless network of global terrorism.

Mariano-Florentino Cuéllar, a law professor and co-director of the Center for International Security and Cooperation at the Freeman Spogli Institute for International Studies, and Beatriz Magaloni, an associate professor of political science and affiliated faculty of FSI’s Center on Democracy, Development and the Rule of Law, discuss the developing events.

President Obama is vowing to impose tougher sanctions on Iran. What good will they do?

Cuéllar: Countries use sanctions to achieve multiple goals. Sanctions often put pressure on the regime and disrupt the regime’s capacity to move money, pay for resources, and offer goods and services on the international market. Even if they are imperfectly enforced, sanctions can affect particular individuals or organizations within states. Separately, sanctions signal the resolve of the nation imposing them, and thus the United States can force discussion among governments and diplomats regarding how the international community will respond to a state violating international norms.

Do Mexican drug cartels have the ability and willingness to be the hired guns in global terrorist operations?

Magaloni: Drug cartels are increasingly diversifying their portfolios of crime. They’re not exclusively engaging in the trading of drugs. They’re also engaged in many other criminal activities, including kidnapping, and extortion. And some have engaged in human trafficking.

Can this extend to acts of terror beyond Mexico? At this moment – with the evidence I see – I find it difficult to believe.

Mexican drug gangs do not seem to have that much capacity to operate in the U.S. There is an implicit agreement between government officials in some states and the cartels, and that’s what allows them to operate, often with impunity. But right now, I don’t think they can orchestrate the same type of terror once they cross the border because they do not have the same networks in the US.

How do you expect the criminal case to play out?

Cuéllar:  The criminal complaint alleges that accused individuals sought the assistance of a Mexican drug cartel. Instead of negotiating with that organization, however, the accused ended up interacting with a confidential informant working for American law enforcement agencies. Prosecutors will nonetheless focus on the motivation of the accused and the possibility that individuals with such goals might succeed in forging alliances with transnational criminal organizations in the future.  

How is the criminal activity in Mexico affecting security in the region?

Cuéllar: Although Mexico is a country that faces considerable challenges involving security and state capacity, it is certainly not Somalia or Afghanistan. And the Attorney General indicated that the Mexican government worked closely with U.S. authorities investigating the alleged criminal conspiracy. Nonetheless, Mexico has become a focal point for the activity of certain large criminal organizations with the ability to operate across large territories and to harness different forms of expertise. 

While these criminal networks certainly affect the security environment in both Mexico and the United States, there is often something of a paradox in the nature of the threat they pose. The organizations with the greatest capacity to engage in complicated operations across borders tend to be the ones with the tightest hold on lucrative pieces of the drug trade. And they are probably the most skeptical of getting involved in something that will draw a massive response from the United States.

What may complicate the situation is that some of the criminal organizations are beginning to fragment in response to changing dynamics in illicit markets and conflict with Mexican authorities. Fragmentation tends to weaken hierarchies, disrupting the ability of leaders to discipline the subordinates capable of engaging in violent activity. Continuing fragmentation may further affect the security context, as individuals and smaller organizations compete for resources and seek new markets for illicit activity.

After 9/11, the administration of US President George W Bush initiated the era of the global war on terror. For many, this was a misguided response to terror attacks. But before the decade was over, US forces invaded two countries and are now fighting shadow wars in Yemen, Somalia, and Pakistan, while an air war continues in Libya. Pentagon commands cover the entire planet, and US military assistance programmes are active in almost every country.

 Wars reorder politics and values. They remake that which is taken to be true and right. They render the world unrecognisable from what it was when the balloon went up. That is why epochs of world history are so often marked off by the dates of wars. How should we understand the era of 9/11? In what historical timeline does it belong?

It is useful to begin by recalling some of what seemed true on September 10, 2001. The US enjoyed the unquestioned global supremacy of the "unipolar moment". The "end of history" beckoned, in which liberal democracy and free markets promised peace and prosperity everywhere for all time. The West and its international organisations managed the world, ultimately for the general good. Globalisation was bringing people closer together.

Today, each of these verities lies broken. The failure to understand the 1990s and the significance of the end of the Cold War has left us unable to understand what has been happening in the decade since 9/11.

Renewed global military commitments have hastened an inevitable US decline. The unrestrained power of finance capital is wrecking economies and societies across the Western world. Europe lies prostrate, bereft of anything approaching serious leadership, mired in the divisive politics of austerity and racist, anti-immigrant populism. The great international institutions have sat on the sidelines of the crises roiling the world. The communications technologies that were supposed to lead to mutual understanding instead assist revolts and terrorism, rioters and financial speculators, when they are not being used by states to spy on their own citizens, or by corporations to increase the number of consumer products people desire.

How is it that the received wisdom about the nature of world politics was so badly wrong? What did we fail to see and why?

The great conceit that blinds us is the idea that the powerful make history just as they please. We are particularly prone to this error when thinking about international politics. Assisted by opinion columnists and think tank gurus, we tend to view the world from the perspective of decision makers in the great powers. What should the West do about Libya? How should the US respond to state failure in Yemen or the Iranian bomb? What should the G-20 do about the debt crisis?


'Like cowboys at the rodeo'

In the domestic politics of our own countries, it is easy for us to see that politicians are like cowboys at the rodeo: hanging on for dear life before a force of nature tramples them underfoot. The "bull" that throws them could be a long-simmering social crisis, a downturn of the business cycle, or some series of events over which no one exercises control. The skill of the politician determines how long they can hang on, but we are left in little doubt as to where the real power lies.

We are forced to confront the underlying social structures, historical legacies, and economic relations that determine our fates. Human agency, too, has its say, but it is not only that of the great leaders that matter. Ordinary people and the social and political movements they create can drive events and force the "policymakers" to respond. But fate usually works against human purposes. Rarely do either the powerful or those who resist them achieve quite what they intended.

A wonderful example of the impoverished vocabulary with which we think about international politics is the idea that "Reagan won the Cold War". The vast apparatus that is a modern state is reduced to its leader - "Thatcher", "Gorbachev". Agency, the power to shape events, rests firmly in the hands of this leader, who is located in the global North. A range of violent struggles, fought almost entirely in the global South, are subsumed under one term which denies there was even a war at all. Most of all, a tidy end - 1989 - is imagined in which, needless to say, the good guys won.

Epoch-defining dates like 1989 or 9/11 invoke various imagined histories and geographies. But too often the dates with which we order world politics are curiously Eurocentric. It is European exploration, the French revolution, a Congress in Vienna, and German invasions, for example, which mark out the globe's historical eras: 1492, 1789, 1815, 1914, 1939.

We are thus singularly unable to grasp the global histories and social relations that delivered us to 9/11. Within the conventional terms of analysis of international relations, it is almost impossible to see the great social, political and economic struggles between the global North and South that have driven modern world politics. European imperialism and the prodigious efforts to incorporate ever more peoples and places, ever more domains of life, into the capitalist world system lie at the origins of these global histories.

It is crucial to underscore that imperialism, capitalism and the modern world they together did not simply emanate from Europe. They were joint productions with the non-European world, albeit amid unequal power relations. Imperialism requires collaborators, while capital needs labour. The first factories were not built in England, but in the Caribbean, producing sugar with African slaves.

The World Wars gutted European imperial power and unleashed struggles for independence across the global South, led almost everywhere by the anti-imperialist left. For over forty years revolutionaries and insurgents, death squads and soldiers, carried on a deadly combat.

 

The fall of the left

The global significance of 1989, broadly speaking, was the defeat in both the North and the South of the political left, of those political movements that sought to replace, contain, or redirect the expansive energies of capital in accordance with humane values.

During the Cold War, Western powers had to maintain social welfare systems at home lest communism begin to look attractive. The Soviets, meanwhile, tried and failed to demonstrate that they too could produce washing machines, refrigerators and other consumer items. With the collapse of the USSR, neoliberalism was unleashed and could begin in earnest to do away with welfare states in the West. "Shock therapy" was delivered to the former Soviet bloc countries, while the debt crisis was used to control many economies in the global South. No longer did the West have to secure Third World allies with lavish aid.

The defeat of the left produced two outcomes which have defined the last twenty years and will continue to make history over the next twenty.

The end of the Cold War did not mean the end of the dire social consequences of unrestrained capitalism. The grievances, the injustices, the poverty, the anger, the continued reduction of everything human to the bottom line, to something that can be bought or sold, all this remained, even intensified. But now it was not the left that would make political lemonade out of these lemons, but the right; not communists, but religious fundamentalists, both Christian and Islamic. This is where the Tea Party belongs, feeding on the misdirected resentments of those devastated by unregulated capitalism.

The second outcome of 1989 is a dramatic increase in the political power of capital. Across the Western world, but most especially in the US, politicians are in hock to Big Money, while corporate media fundamentally shapes political debate.


Blinkered worldview

The problem with this, as Karl Marx would have told us, is that while capitalists know what is in the interest of their specific business, they are unable to cooperate for the good of the system as a whole. To maintain a capitalist society of a kind anyone would want to live in requires tremendous public investment and infrastructure; a neutral, professional and active civil service; and a strong framework of effective, lawful regulation.

Few capitalists want to pay taxes for all this, or subject their industries to significant regulation. Give capitalists as a class too much political power, and they will enfeeble government with their special interests, lobbyists, and kept politicians. The consequence is the drama currently on display: the self-destruction of the West and its economies. It is plainly obvious that Western societies are in dire need of modernisation, investment, and strategies for growth and employment. But the political forces that might fight for these have long since been vanquished. Anguished experts like Paul Krugman are left accurately to foretell a doom that the political systems of the West willfully do nothing to avoid.

It is this self-inflicted crisis that drives the timing of the scale-down of the global war on terror currently underway. After all, nation-building at home or abroad requires taxes. Rather than occupying countries in a "forward strategy for freedom", as Bush termed the invasion of Iraq, the war on terror will transform into the police, spy and special operations war Western liberals had originally called for in 2001.

Unifying the eras of the Cold War, the 1990s, and the decade following 9/11, are reinvigorated efforts to control the politics, economies and populations of the global South in the wake of the collapse of formal empire in 1945. Wars of tremendous folly and human cost have marked this entire period, in Korea, Vietnam, Algeria, Mozambique, and across Central and Latin America, among others. Bush's travesties in Iraq and Afghanistan will likely bring this series to an historical close. The tentative approach to Libya is a transition to a future of reduced Western ambition in the global South.

The retreat of the West from extensive and effective political and military efforts to control the global South - a history which began in the 16th century - rings the death knell of Western world power. The decade since 9/11 is the penultimate chapter in this history.

Since the terrorist attacks of September 11, 2001, there has been considerable debate with respect to the utility and the consequences of the global campaign against terrorist financing. While some analysts have downplayed the potential efficacy of trying to dry up terrorist funds as a method of curbing further operations, in the aftermath of September 11, the Bush administration stepped up action on the second front of the war on terrorism. The USA PATRIOT Act and the International Emergency Economic Powers Act ("IEEPA") provided federal officials with new legislative powers to freeze assets of entities and individuals identified as financing terrorist organizations. Launched on October 25, 2001 Operation Green Quest froze more than ten billion dollars in global assets in the United States linked to alleged terrorist organizations and individuals. In addition, according to the Department of the Treasury's Terrorist Assets Report, of the $1.6 billion in assets of state sponsors of terrorism located in the United States, $1.5 billion were frozen by US economic sanctions. At the time about 142 nations came on board and blocked seventy million dollars worth of assets within their borders, and most continue to express open support for the American led effort aimed at "starving the terrorists of funding."

FSI's Center for Democracy, Development and the Rule of Law (CDDRL) is pleased to announce the launch of a new research project entitled, "Promoting Popular Sovereignty in Statebuilding," to be conducted during the 2010-11 academic year.  Led by Ben Rowswell, a Canadian diplomat currently on leave as a Visiting Scholar at CDDRL, the project will draw on lessons from Afghanistan, Iraq and other countries recovering from conflict. Funding has been generously provided by the Canadian Department of Foreign Affairs and International Trade through the Global Peace and Security Fund.

Through a practitioner's lens, this project will develop a new approach to statebuilding that focuses on the local population and the need to foster accountability from those who exercise power over it-both state institutions and their sources of international support. It will examine constraints to effective statebuilding, particularly the emphasis placed on national sovereignty and the rush to transition. The final output of this research will be a volume for publication that will inform policy and programming approaches that help statebuilding efforts generate lasting stability.

A highlight of this project will be a two-day symposium held at CDDRL on February 25 and 26, 2011.  This event will bring Afghan officials, diplomats, the military, academia and non-governmental organizations to Stanford University to exchange experiences, review lessons and test conclusions suggested by the research. 

"It would be hard to find a more experienced, principled, and yet pragmatic practitioner than Ben Rowswell to lead this effort," said CDDRL Director Larry Diamond.  "Ever since I met him in Iraq in 2004, I have been deeply impressed with Ben's intellect, humanity, and operational ability."

Rowswell's experience in statebuilding spans three conflicts, from Somalia (1993) to Iraq (2003-05) and most recently Afghanistan (2008-10).  From 2009 to 2010, Rowswell served as Representative of Canada in Kandahar, at the heart of the Afghan conflict. In this position he directed the Kandahar Provincial Reconstruction Team, leading more than 100 American and Canadian diplomats, aid workers, civilian police and other experts. Prior to that, he served as Deputy Head of Mission of Canada's embassy in Kabul.

War Photographer is director Christian Frei's 2001 film that followed photojournalist James Nachtwey. Natchtwey started work as a newspaper photographer in New Mexico in 1976 and in 1980, he moved to New York to begin a career as a freelance magazine photographer. His first foreign assignment was to cover civil strife in Northern Ireland in 1981 during the IRA hunger strike. Since then, Nachtwey has devoted himself to documenting wars, conflicts and critical social issues. He has worked on extensive photographic essays in El Salvador, Nicaragua, Guatemala, Lebanon, the West Bank and Gaza, Israel, Indonesia, Thailand, India, Sri Lanka, Afghanistan, the Philippines, South Korea, Somalia, Sudan, Rwanda, South Africa, Russia, Bosnia, Chechnya, Kosovo, Romania, Brazil and the United States.

The film received an Academy Award Nomination for "Best Documentary Feature" and won twelve International Filmfestivals.

Born in New York in 1977, Nir Rosen has been reporting from Iraq since April of 2003 and has spent most of the last seven and a half years in Iraq. He recently returned from a trip to seven provinces in the country. He has also reported from Afghanistan, Pakistan, the former Yugoslavia, Somalia, the Democratic Republic of Congo, Uganda, Kenya, Mexico, Palestine, Lebanon, Syria, Jordan, Yemen, Turkey and Egypt. He has written for magazines such as The New Yorker, Rolling Stone and most major American publications. He has filmed documentaries. He is a Fellow at the New York University Center on Law and Security. His new book, Aftermath: Following the Bloodshed of America's Wars in the Muslim World, is about occupation, resistance, sectarianism and civil war from Iraq to Lebanon to Afghanistan.

As Representative of Canada in Kandahar from 2009 to 2010 he directed the Kandahar Provincial Reconstruction Team, leading a team of more than 100 American and Canadian diplomats, aid workers, civilian police and other experts in strengthening the provincial government at the heart of the Afghan conflict. Having served before that as Deputy Head of Mission in Kabul, Rowswell brings a practitioner's knowledge of Afghanistan and of statebuilding in general to the CDDRL.

His previous conflict experience includes two years as Canada's Chargé d'Affaires in Iraq between 2003 and 2005, and with the UN in Somalia in 1993. He has also served at the Canadian embassy in Egypt and the Permanent Mission to the UN, and as a foreign policy advisor to the federal Cabinet in Ottawa. An alumnus of the National Democratic Institute, he founded the Democracy Unit of the Canadian foreign ministry.

Rowswell is a Senior Associate of the Center for Strategic and International Studies and the co-editor of "Iraq: Preventing a New Generation of Conflict" (2007). He studied international relations at Oxford and at Georgetown University's School of Foreign Service.

Under the aegis of the Forum on Contemporary Europe, Ambassador Jan Eliasson, former U.N. Special Envoy to Darfur, visited Stanford and FSI to offer a new model for global crisis management of a wide range of issues, from piracy to global poverty.   As the former president of the U.N. General Assembly, Eliasson called for concerted action by NATO, the European Union, the U.N., and other actors on pressing security and humanitarian issues.  Arguing that current security and humanitarian challenges are greater than at any time in recent memory, Eliasson urged that world powers, along with international institutions, seek new leadership from the Obama administration grounded in recognition of the global impact of regional crises. 

To make his case for seeing the global in the regional, Eliasson raised the specter of the escalating sea piracy off the coast of Somalia.  Pirates in that region launch from the shores of a failed state – a polity that has degenerated into rival war-lord militias after combined forces of U.N. and Western powers lost their appetite for engagement, and turned their attention elsewhere.  While much of the world is refocused on the wars in Iraq and Afghanistan, multinational corporations are increasingly subject to and pay out multi-million dollar ransoms for the release of ship crews and cargoes that include the world’s commercial arms shipments.  The piracy has grown beyond instances of local plunder, into crime that threatens one of the most heavily trafficked shipping lanes between western and emerging markets.  Merchant marine as well as naval fleets have been forced to change course, altering global transportation and security routes.  Most recently, Eliasson’s call for international leadership would seem to have been heeded by nations attending the international summit in Brussels on the piracy crisis.  At the summit, the E.U. foreign policy chief, the U.N. Secretary General, and U.S. officials joined with more than sixty countries – including Iraq – to pledge over $200 million in aid to the Somali government for security and development.  This international cooperation, and attention to root causes, would seem to be the first sign of the kind of vision that Ambassador Eliasson urges for new and more comprehensive response.

Ambassador Eliasson completed his depiction of the most effective international policy responses with a focus on the world problem of poverty.  Drawing on his years of experience in the international and Swedish diplomatic corps, Eliasson explained that in the most impoverished areas of the world, the most effective investment in international aid is that which funds the education of girls and young women.  Teach a girl essential education, and she herself, along with her family, and her community, benefits in manifold ways. Raising his glass, Eliasson noted that great numbers of peoples still do not have access to cheap and clean water – an essential provision for health and development.  Water, and access to its diminishing supply, must be understood by the world’s new leaders as the high stake behind multiple border wars. 

The Forum hosted Ambassador Eliasson at FSI and Stanford for two days of talks to reach multiple audiences.  At a Stanford Speakers Bureau event, Ambassador Eliasson addressed an overflow crowd of students and offered  insights into the crisis in Darfur.  The Forum welcomed the opportunity to bring Ambassador Eliasson, so recently from his mission in Darfur, to spur student interest in the role of international (U.N.) and regional (European Union and African Union) peace keeping operations.  During the same visit to Stanford, the Forum on Contemporary Europe hosted Kerstin Eliasson, Board Member of the European Commission Joint Research Center, and former Assistant Undersecretary of the Swedish Ministry of Education and Science, to speak on research reforms in the European higher education system.  Kerstin Eliasson’s public address was co-hosted with the Forum by the faculty seminar series of the Stanford Institute for Higher Education Research.  The visit by Ambassador Eliasson, and Kerstin Eliasson, was a highlight of spring 2009 research and public dissemination of the Program on Sweden, Scandinavia, and the Baltic Region at the Forum on Contemporary Europe.
