PESD Director Frank Wolak will be among a number of speakers participating at Stanford Institute for Economic Policy Research's Policy Forum - "Using Economics to Confront Climate Change."

Frank will be moderating a discussion of difficult challenges posed by the rapidly rising use of coal in India and China, and challenges to trade policy as studied by PESD researchers Richard Morse, Mark Thurber, and Jeremy Carl.

Frank A. Wolak is a Professor in the Department of Economics at Stanford University. His fields of specialization are Industrial Organization and Econometric Theory. His recent work studies methods for introducing competition into infrastructure industries -- telecommunications, electricity, water delivery and postal delivery services -- and on assessing the impacts of these competition policies on consumer and producer welfare. He is the Chairman of the Market Surveillance Committee of the California Independent System Operator for electricity supply industry in California. He is a visiting scholar at University of California Energy Institute and a Research Associate of the National Bureau of Economic Research (NBER).

Professor Wolak received his Ph.D. and M.S. from Harvard University and his B.A. from Rice University.

The Pulitzer Prize-winning author of Ghost Wars and The Bin Ladens offered the 2010 Payne Distinguished Lecture on March 4, 2010, at FSI, with a focus on Pakistan. President of the New America Foundation and a staff writer at the New Yorker, Coll formerly served as the managing editor of the Washington Post and has spent more than 20 years studying the geo-politics of Pakistan and the region.

During his talk, Coll chose to address four major issues:

  • Why have Pakistan's Army, Security, and Intelligence Services chosen to support the Taliban and other groups with known terrorist ties?
  • What is the changing nature of Islamist militarism inside Pakistan?
  • Where is the United States headed in its efforts to change Pakistan's behavior and how does Pakistan see its own interests?
  • What is the current status of Pakistan's relationship with India and what are the prospects for Indo-Pakistani reconciliation?

In a riveting and lively discussion with the audience, Coll noted that his key objective was to help create a fuller, more nuanced understanding of an exceedingly complex political, military, and cultural dynamic on the ground in Pakistan.

Woman by Woman: New Hope for the Villages of India"
(27 minutes) India/USA - documents the stories of women in some of the least developed areas of rural India as they progress toward personal freedom. The film presents Janani, a group that trains women to become family planning counselors in their villages. These women become role models by having the confidence to go beyond traditional boundaries.
Following the screening Academy Nominated filmmaker Dorothy Fadiman will talk about her work in the US and abroad with the UNAFF Founder and Executive Director Jasmina Bojic.

Eric Brewer is Professor of Computer Science at the University of California Berkeley where he leads the Technology and Infrastructure for Emerging Regions (TIER) research group.

Eric spoke about the role for technology in effective development strategies at the base of the pyramid.

The history of development to date has been characterized by large agencies funding big projects with strings attached, usually in the form of debt or demands for political allegiance. These kinds of projects are hampered by their scale and the requirement to work with corrupt governments. They typically include little role for new technology as projects move slowly and lack the expertise to facilitate this.

Outside the sphere of traditional development, technology is having a major impact on economic prosperity. The mobile phone revolution, driven by bottom up demand, provides enormous advantages to any worker operating in a large radius. A taxi driver given a mobile phone, for example, will increase his revenue by 60% on average. Other bottom-up businesses have seen major success. The Village Phone scheme, which runs as a franchise model with capital coming from microfinance, now covers the majority of Bangladeshi villages. A village phone lady will make on average two times the income she would have done from farming.

However, the mobile phone remains a largely urban phenomenon since cellular networks require a certain density of users before they can economically justify the installation of a base station. The availability of an internet connection is crucial for the viability of businesses and services in rural areas.  WiFi-based Long Distance networks (WiLDNet) are emerging as a potential low-cost alternative to traditional connectivity solutions for rural regions. Unlike mesh networks, which use omni-directional antennas to cater to short ranges, WiLD networks are comprised of point-to-point wireless links that use directional antennas with line of sight over long distances.

Eric's Berkeley research team has partnered with Aravind Eye Hospital in Theni in the southern India state of Tamil Nadu to use this technology to address the problem of blindness in the region, 70% of which is treatable. The long-distance wireless network they have installed is allowing eye specialists to interview and examine patients in five remote clinics via high-quality video conferencing. 25,000 patients have recovered sight using this system and it is set to expand to 50 centers covering 2.5 million people.

Eric's team has also worked on software that addresses local educational needs in developing regions. In poorly resourced schools, students will often be sharing a mouse and computer screen with a group of others. Metamouse gives each student their own mouse to use; when answering questions all users must agree on a location before progressing. This encourages collaboration between students and has had impressive results in boys in particular, with a 50% improvement in scoring compared to each user having their own PC.

The Indian economy has expanded at a fairly steady and rapid rate in the past fifteen years, and part of that expansion has been a greatly increased demand for university graduates, particularly for those in technical fields. As of 2008, India was the largest producer and exporter of IT enabled services in the developing world. At the same time, Indian higher education has also expanded rapidly, both in the number of students enrolled and number of institutions—now four times the number in the US and Europe and more than twice that of China. The growth of private colleges in technical and business fields is an important feature of India’s higher education expansion, but it needs to be interpreted carefully. The rapid expansion of unaided colleges affiliated with universities is gradually transforming the role of public universities into regulating, degree-granting institutions and away from teaching or research (Kapur, 2009). Further, the form that higher education expansion took in India in the 2000s resulted in a steady reduction in public spending per student in higher education in the early 2000s. 

State authorities appear increasingly willing to grant support for private unaided colleges to become autonomous universities, thereby loosening the regulatory power over the institutions’ decision making.  At the same time, many signals (including the government’s 2012 higher education enrollment target of 15 percent of age cohort—approximately 21 million students) point toward considerable expansion of public universities and colleges over the next 4-5 years. The total number of students in all these institutions together, however, will be small compared to the total output of India’s technical colleges.

Given this background and some preliminary data we have from student and institutional surveys and interviews in Indian technical colleges and universities, we try to address several important issues in Indian higher education:

  1. What is the essence of the higher education financing system established by government policies and what can we infer from that financing system about government goals for higher education in the next ten years?
  2. How are colleges, their faculty, and their students reacting to these policies?
  3. What can be said about the current quality of Indian technical/engineering education and its prospects for the future?
  4. What can we conclude from the Indian case about the driving forces shaping higher education and where they are likely to take it?
