Abstract: 
While the debate rages on regarding the role of social media technologies within the Egyptian revolution of 2011, and more generally the larger wave of ‘Arab Spring’ protests, the more relevant question of today is whether the 18 days of revolt may have done more for social media than vice versa. In different manners, social media technologies appear to be central to this discussion. From the Muslim Brotherhood’s use of technology to engage global publics, to activist uses of social media to build grassroots networks which bypass the barriers of infrastructure and access, or blogger uses of social media to impact older top-down media, social media technologies represent critical sites for analysis and critique. Building on two years of ethnographies and interviews, this paper identifies three key themes by which social media technologies shape political power: 1. Moving Past Bubbles, 2. Linking Older and Newer Media, and 3. Digital Subversion.

Dr. Ramesh Srinivasan, Assistant Professor at UCLA in Design and Media/Information Studies, studies and participates in projects focused on how new media technologies impact political revolutions, economic development and poverty reduction, and the future of cultural heritage. He recently wrote a front page article on Internet Freedom for the Huffington Post, an Op/Ed in the Washington Post on Social Media and the London Riots, an upcoming piece in the Washington Post on Myths of Social Media, and was recently on NPR discussing his fieldwork in Egypt on networks, actors, and technologies in the political sphere. He was also recently in the New Yorker based on his response (from his blog: http://rameshsrinivasan.org) to Malcolm Gladwell’s writings critiquing the power of social media in impacting revolutionary movements. He has worked with bloggers who were involved in overthrowing the recent authoritarian Kyrgyz regime, non-literate tribal populations in India to study how literacy emerges through uses of technology, and traditional Native American communities to study how non-Western understandings of the world can introduce new ways of looking at the future of the internet. His dissertation research has been funded by the U.S. Fulbright Program, the Boren Fellowship, and the National Science Foundation. A second area of research is labor governance under globalization, where he has examined private initiatives to improve working conditions in the global garment, toy, and electronics supply chains.

Abstract:

The sanguinary Sri Lankan civil war was brought to a close in May 2009. The means adopted to bring an end to this conflict have come under considerable external criticism on the grounds of the indiscriminate use of force. Regardless of how the conflict was terminated, its end should have enabled the regime in Sri Lanka to reassure the minority Tamil community that their interests would not be overlooked in its wake. Instead the country has witnessed waves of ethnic triumphalism and dissenters have faced intimidation. Unless these trends are reversed, despite the existence of the formal trappings of democracy, the future of Sri Lanka as a viable democratic state could well be in jeopardy.

Speaker Bio:

Sumit Ganguly is a professor of political science and holds the Rabindranath Tagore Chair in Indian Cultures and Civilizations at Indiana University, Bloomington. He has previously taught at James Madison College of Michigan State University, Hunter College and The Graduate Center of the City University of New York and the University of Texas at Austin. Professor Ganguly has been a Fellow at the Woodrow Wilson International Center for Scholars in Washington, DC, a Visiting Fellow at the Center for International Security and Cooperation and at the Center on Democracy, Development and the Rule of Law at Stanford University, a Guest Scholar at the Center for Cooperative Monitoring in Albuquerque and a Visiting Scholar at the German Institute for International and Area Studies in Hamburg.

He was also the holder of the Ngee Ann Chair in International Politics at the Rajaratnam School for International Studies at Nanyang Technological University in Singapore in the spring term of 2010.  Additionally, he is a Senior Fellow at the Foreign Policy Research Institute in Philadelphia. Professor Ganguly serves on the editorial boards of Asian Affairs, Asian Security, Asian Survey, Current History, the Journal of Democracy, International Security and Security Studies. A specialist on the contemporary politics of South Asia is the author, co-author, editor or co-editor of 20 books on the region.  

His most recent books are India Since 1980 (with Rahul Mukherji), published by Cambridge University Press and Asian Rivalries: Conflict, Escalation and Limitations on Two-Level Games (with William Thompson) published by Stanford University Press. He is currently at work on a new book, Deadly Impasse: India-Pakistan Relations at the Dawn of a New Century for Cambridge University Press.

His article on corruption in India was just published in the January 2012 issue of the Journal of Democracy, and he is currently writing a new book with Bill Thompson entitled The State of India (for Columbia University Press) which seeks to assess India's prospects and limitations of emerging as a great power

This paper evaluates the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) of 2005. MGNREGA provides last-resort employment to rural Indians and guarantees beneficiaries one hundred workdays per year, which consist of building and maintaining local infrastructure. I find that that although the program has had strong short-term results, as it currently stands it will likely not generate lasting impacts. Due to a lack of skills development and durable infrastructure, workers remain dependent on the scheme for income, and the maintenance of infrastructure is dependent on continued program funding. In addition, poor oversight allows for corruption and decreases effectiveness. I describe MGNREGA’s weakest areas, as well as provide recommendations for how to refine them.

Scientists are making progress in helping millions of wheat farmers adapt to hotter conditions, but the gains have been uneven, reports a new study led by Stanford University. New approaches to breeding are needed to withstand increasingly common heat waves and keep pace with growing global food demand.

Wheat is the most widely grown crop in the world; unfortunately it is also one of the most sensitive to future global warming. Scientists around the world strive to develop new wheat varieties each year that incorporate improved features, much like car companies release new models each year. Different strategies are commonly used; some target fully irrigated conditions that favor very high yields, while others focus on dry and hot conditions where yield maintenance under stress is a priority.

The team, which includes scientists from Stanford and the International Maize and Wheat Improvement Center (known as CIMMYT), evaluated 25 years of data from historical trials around the globe and analyzed the outcome of different past breeding approaches to help prioritize future strategies. The fully irrigated nursery, known as the elite spring wheat yield trials, produces varieties that are released for the majority of wheat farmers in countries like India and Egypt each year. While cultivars selected under stressed conditions showed significant yield progress at higher temperatures, the elite trials did not.

“There has been very impressive progress in improving yields for the elite varieties at the cooler temperatures that wheat prefers,” explains lead author Sharon Gourdji, a post-doctoral scholar in Stanford’s department of Environmental Earth System Science and Center on Food Security and the Environment (FSE).

“However, to date, our analysis shows a lack of yield gains for these varieties in hot environments over the past 25 years. Along with the gains in cool conditions, this means that the yield difference between cool and hot conditions is getting larger.”

"I think we have learned that the current main approach to breeding won't quite cut it in terms of adapting wheat to climate change,” said co-author David Lobell, assistant professor in Environmental Earth System Science and FSE center fellow. “That is useful information as breeding centers try to raise their game to contend with long-term warming."

Lobell notes that there are good reasons why improved heat tolerance for the elite varieties has not happened naturally.

“Breeding is tough since scientists are aiming for so many traits at once – for example, disease resistance, high yields, and good quality for bread making. Adding heat tolerance is like telling a scout looking for a superstar athlete, ‘by the way, make sure he’s a straight A student’,” said Lobell.

One important lesson from the study is that sifting through historical data can help identify what works and what does not.

“It can often be a hard sell to have breeders take the time to send their data back once they have selected their varieties and moved on,” explains CIMMYT wheat physiologist and co-author Matthew Reynolds. “This study clearly demonstrates the advantage of having these data to assess progress. It shows the genetic potential of wheat to adapt to warmer-than-usual conditions, and reinforces the value of screening under stress as a strategy for adaptation to climate change.”

The progress in the nursery targeted towards stress conditions shows that it is possible to make sizable gains in improving heat tolerance. But whether this can be combined with continued high performance under cooler conditions remains to be seen.

“It is critically important for farmers that they not only survive the bad or hot years, but that they can take full advantage of the favorable years” says Gourdji. “What is needed is a breeding strategy that can successfully achieve both.”

There is considerable optimism that India will continue to grow economically, address the crippling poverty that the majority of the population still faces and become a great nation. Dr. Gupta will first analyze India's energy security by examining the different energy sectors and evaluate to what extent it can meet its energy needs. Dr. Gupta will then analyze the economic, geographical and technology advantage that China holds over India and what India must do to address these challenges.


Dr. Rajan Gupta is a theoretical physicist at Los Alamos National Laboratory and a Laboratory fellow. He currently serves as Program Manager of the High Energy Physics Program an LANL and previously served as Group Leader of Elementary Particles and Field Theory. He obtained his Masters in Physics from Delhi University, India, and earned his Ph.D. in Theoretical Physics from The California Institute of Technology in 1982. The main thrust of his research is to understand the fundamental theories of elementary particle interactions. Dr. Gupta has also worked extensively on a project related to the mapping of global energy systems. He has published over 125 research papers and is a fellow of the American Physical Society. During 2007 he served as the chair of the LANL energy council, helped create a strategic plan for LANL's investment in energy R&D and advocated for energy security to be made a part of the core LANL mission.

China and India are, by far, the two most populous countries in the world. As a result of declining fertility, increasing life expectancy, and the progression of large cohorts to the older ages, both of them, like all other countries, have aging populations. However, China’s total fertility rate began to fall much earlier and faster than India’s, and its life expectancy began to rise much earlier. As a result, China is aging rapidly, with the ratio of working-age to dependent population set to decline. In India, the ratio is still rising.

For a variety of reasons that encompass but also extend beyond demographic factors, both countries have experienced rapid economic growth, though China’s rate has been much higher than India’s. With the two populations aging at different rates, the relative economic growth paths of the two countries may also change.

This conference features research papers addressing the economic determinants or consequences of population aging in China or India. Some focus on China or India; some compare the two. A lunchtime panel will feature roundtable discussion of invited researchers.

The conference is sponsored by the Program on the Global Demography of Aging, the South Asia Initiative, the Asia Center, the Harvard-Yenching Institute, the Harvard China Fund, and the Weatherhead Center for International Affairs (all at Harvard University), and the Walter H. Jeremy Goldhaber-Fiebert, PhD, is a Professor of Health Policy, a Core Faculty Member at the Center for Health Policy and the Department of Health Policy, and a Faculty Affiliate of the Stanford Center on Longevity and Stanford Center for International Development. His research focuses on complex policy decisions surrounding the prevention and management of increasingly common, chronic diseases and the life course impact of exposure to their risk factors. In the context of both developing and developed countries including the US, India, China, and South Africa, he has examined chronic conditions including type 2 diabetes and cardiovascular diseases, human papillomavirus and cervical cancer, tuberculosis, and hepatitis C and on risk factors including smoking, physical activity, obesity, malnutrition, and other diseases themselves. He combines simulation modeling methods and cost-effectiveness analyses with econometric approaches and behavioral economic studies to address these issues. Dr. Goldhaber-Fiebert graduated magna cum laude from Harvard College in 1997, with an A.B. in the History and Literature of America. After working as a software engineer and consultant, he conducted a year-long public health research program in Costa Rica with his wife in 2001. Winner of the Lee B. Lusted Prize for Outstanding Student Research from the Society for Medical Decision Making in 2006 and in 2008, he completed his PhD in Health Policy concentrating in Decision Science at Harvard University in 2008. He was elected as a Trustee of the Society for Medical Decision Making in 2011.

Past and current research topics:

  1. Type 2 diabetes and cardiovascular risk factors: Randomized and observational studies in Costa Rica examining the impact of community-based lifestyle interventions and the relationship of gender, risk factors, and care utilization.
  2. Cervical cancer: Model-based cost-effectiveness analyses and costing methods studies that examine policy issues relating to cervical cancer screening and human papillomavirus vaccination in countries including the United States, Brazil, India, Kenya, Peru, South Africa, Tanzania, and Thailand.
  3. Measles, haemophilus influenzae type b, and other childhood infectious diseases: Longitudinal regression analyses of country-level data from middle and upper income countries that examine the link between vaccination, sustained reductions in mortality, and evidence of herd immunity.
  4. Patient adherence: Studies in both developing and developed countries of the costs and effectiveness of measures to increase successful adherence. Adherence to cervical cancer screening as well as to disease management programs targeting depression and obesity is examined from both a decision-analytic and a behavioral economics perspective.
  5. Simulation modeling methods: Research examining model calibration and validation, the appropriate representation of uncertainty in projected outcomes, the use of models to examine plausible counterfactuals at the biological and epidemiological level, and the reflection of population and spatial heterogeneity.

Three student researchers with Stanford Health Policy have been awarded the Lee B. Lusted Student Prizes by the Society for Medical Decision Making.

The cash prizes, which were awarded in October, recognize outstanding presentations of original student research.

First-year doctoral student Sze-chuan Suen won the Lusted Award for Best Student Presentation in the area of Health Services and Policy Research.  Suen’s abstract, Dynamic Transmission Microsimulation of Tuberculosis in India to Assess the Future Impact of Treatment Programs, explores the connection between tuberculosis treatment and the growing burden of multi-drug resistant TB in India. Co-authors included Eran Bendavid, an affiliate of Stanford Health Policy; and Jeremy Goldhaber-Fiebert, a core faculty member of SHP, which is a center at the university’s Freeman Spogli Institute for International Studies. Bendavid and Goldhaber-Fiebert are both assistant professors of medicine.

Fourth-year doctoral student Lauren Cipriano won the Lusted Award for Best Student Presentation in the area of Applied Health Economics. Her abstract, Optimal Information Acquisition Policy in Dynamic Healthcare Policy: Application to HCV Screening, demonstrates how a complete policy lifecycle analysis of Hepatitis C screening can maximize its social value. Cipriano illustrated the practical value of her theoretical framework using an HCV model developed by Stanford doctoral student Shan Liu and Goldhaber-Fiebert.

Eva Enns, who finished her PhD in June, won the Lusted Award for Best Student Presentation in the area of Quantitative Methods and Theoretical Developments.  Enns’s abstract, Calibration Methods for Inferring Transition Probabilities from Cross-sectional Studies, presents an iterative algorithm that accurately and consistently infers transition probabilities from multiple cross-sectional prevalence estimates. Enns, a recent Stanford graduate and first-year faculty member at the University of Minnesota, completed this project while at Stanford, in collaboration with SH-trainee Suzann Pershing, Stanford doctoral student Yang Wang and Goldhaber-Fiebert.

Stanford investigators’ research presentations at the conference covered a wide range of clinical topics from infectious diseases to emergency care. They also contributed new methods and frameworks to help policymakers decide how best to allocate scarce resources for problems such as determining the cost-effectiveness of competing HIV management strategies and quantifying the mortality rates of high-risk groups infected with chronic Hepatitis C.

Among SHP’s participants were a number with top-ranked, plenary abstracts. Former SHP trainee and current Stanford faculty member, M. Kit Delgado, was acknowledged for his top-ranked abstract, which established that current helicopter scene transport for trauma victims is not as cost-effective as ground transport. Goldhaber-Fiebert was also recognized for his top-ranked abstract, which developed calibration methods to infer rates of exposure for time-varying risk factors from household surveys using the example of smoking in India.

SHP affiliates who gave oral presentations and posters included: Daniella Perlroth, Dena Bravata, and Lauren Shluzas. Trainees Kevin Erickson and Zachary Kastenberg were recognized as Lee B. Lusted Award finalists for their original research in the field of Applied Health Economics, and recent Stanford graduate, Sabina Alistar, was named a finalist in the area of Health Services and Policy Research.  Other trainees and former trainees who presented included Serena Faruque, Suzann Pershing, Jonathan Glazer Shaw, Grace Hunter, Jessie Juusola, and Crystal Smith-Spangler. Co-authors and faculty mentors on many of these projects include SHP director, Douglas Owens; former SHP director, Alan Garber; and Stanford professors Margaret Brandeau, Mary Goldstein, Glenn Chertow, Bendavid and Goldhaber-Fiebert.

The Society for Medical Decision Making brings researchers, educators and others in health care together in a mission of improving health outcomes through the advancement of proactive systematic approaches to clinical decision-making and policy-formation in health care. The value the society places on interdisciplinary scholarship and methodological excellence mirrors SHP’s focus on conducting rigorous, multi-disciplinary research that lays the foundation for better domestic and international health policy and health care.

“Knowing the dedication of our students and faculty to tackling important topics with sophisticated analysis, I was not surprised with our results at this year’s annual meeting. But it really was a wonderful moment to hear each Lusted Prize winner’s name, followed by their Stanford affiliation,” said Kathryn McDonald, SHP’s executive director. “Our entire Stanford contingent shared a sense of pride since everyone supports each other’s work.”

Professor Hidehiko Ichimura of the University of Tokyo will share recent results from his research on the health of older adults and the retirement process in Japan. His research draws upon a unique data source, the Japanese Study of Aging and Retirement (JSTAR). This rich dataset provides information on how middle-aged and elderly Japanese live in terms of economic, social, and health outcomes, and how these interact with their family status. The JSTAR project aims to provide longitudinal data enabling detailed policy-relevant comparisons to other industrialized countries (e.g. the Survey on Health, Aging and Retirement in Europe, the U.S. Health and Retirement Study, the English Longitudinal Study on Aging, and similar surveys now launched in Korea, China, and India).

Professor Ichimura received his BA in economics from Osaka University in 1981 and his PhD in economics for the Massachusetts Institute of Technology in 1988. He has taught at the University of Minnesota, the University of Pittsburgh, and University College London. He is currently a professor in the Graduate School of Public Policy and Graduate School of Economics at the University of Tokyo.

Wheat is a staple crop throughout much of India, but in many areas it is commonly sown past the optimum yield window. A study led by FSE associate director David Lobell uses satellite measurements to estimate a decade’s worth of sow dates in wheat-growing areas of India.

The study finds, among other developments, that wheat was sown one week earlier by 2010 than it was at the beginning of the decade, a change that explains 5% in country-wide yield gains. It also predicts that yield benefits from sow date shifts will likely diminish in the next decade.

"There's an important, one time boost farmers have gotten recently from moving into the optimum sowing window, but the data suggest this effect will run out of steam in the coming years," says Lobell.
