Abstract:
 
A number of countries have emerged as stable (though minimalist) democracies despite low levels of modernization, lack of democratic neighboring countries and other factors consistently related to democratic stability in the literature. Strikingly many cases of democratization can be accounted for by these mainstream theories of democratization. In this perspective, it is all the more important to understand how some cases have beaten the odds and established and maintained at least an electoral democracy within unfavorable structural settings. Existing studies of deviant democracies are short of explanations. A growing literature suggests that a number of damaging factors have been absent in these countries. However, it offers no actual positive explanation of what drives this surprising process of change. Seeberg will present an overview of deviant democracies and discuss ways to understand the emergence and endurance of democracy in these cases.

Current accounts stress the absence of ‘damaging factors’ as decisive for the successful emergence of democracy. With the project, Michael Seeberg hope to refine existing explanations of democratization while, on the other hand identify the positive drivers that also contributed to new stable democracies. The overall aim is to build a foundation for a better understanding of why some regime changes result in stable democracies whereas others are stuck as hybrid regimes or return to the set of outright autocracies.

Prior to his PhD studies, Michael Seeberg has been a visiting scholar at the University of Washington, Seattle, assistant attaché at the Danish Mission to the United Nations in New York, and a visiting scholar at the Danish Institute for International Studies in Copenhagen, Denmark. He holds an MSc in political science from Aarhus University. Concurrently with his PhD studies, Michael Seeberg is engaged in the Scouts in Denmark, where he is a member of the executive board at the YMCA Scouts, and member of the Steering Committee for the Project supporting Guiding and Scouting in Eastern and Central Europe.

In the first decade of the 21st century, global production of ethanol and biodiesel increased nearly tenfold. If that trend continues, says Rosamond L. Naylor, director of Stanford University’s Center on Food Security and the Environment, national biofuels policies will have an increasingly powerful impact on food prices, food security, energy security, and rural incomes in the developing world.

During a two-hour symposium held on the Stanford campus last Wednesday, Naylor addressed the role of biofuels in global food price volatility and the implications of biofuels development in rural Africa and Asia. Although she acknowledged that global income and population growth have contributed to increased demand for biofuels, she also emphasized “the unbelievable dominance of policy” in driving current trends.

“The main part of this that I think is so significant is the use of mandates,” Naylor said. “Policies such as the United States’ Renewable Fuels Standard (RFS), which sets a national target of using 15 billion gallons of corn-based ethanol per year by 2015, have reshaped price and supply dynamics in both food and fuel markets. “

“When you think about the fact that the US provides half of the world’s corn…the fact that we’re using so much in our gas tanks, biofuels really is changing the nature of global markets,” Naylor said. Policies that fix demand for corn from the ethanol market, she explained, have a destabilizing effect on corn prices, especially in the face of supply shortages.

“When you have mandates you have a quantity that you’re absolutely insisting you use, regardless of the price,” she said. “That inelastic demand leads to more volatile prices with supply shocks.”

Because of the substitutability of basic food commodities, Naylor said, price volatility in the corn market has far-reaching consequences. “Prices of corn ripple through all of the world food economy markets…it affects the demand and supply of wheat and rice and soy, and other things,” she explained. And for poor households in the developing world, she said, “it has big income effects…when you’re spending 70 to 80 percent of your budget on food, you’re going to be hurt the most.”

However, Naylor also noted that biofuel mandates in the developed world could provide valuable market opportunities for developing-country farmers.

In rural Africa and Asia, she said, farmers “see the US having a big mandate, EU having a big mandate, and they think, can they supply into that mandated need?”

For now, it seems, the answer is “maybe.” In Africa, for example, efforts are underway to increase the use of jatropha – an inedible, drought-resistant shrub – as a biofuel feedstock. But Naylor said that low yields and high labor costs are likely to severely limit the economic returns from jatropha-based biofuels.

And in marginal growing conditions, the use of more conventional feedstocks is often restricted by resource availability. In India, for example, where almost all sugarcane is grown under irrigated conditions, expansion of sugarcane area to supply the ethanol market could lead to water shortages. Even if these countries can make large-scale biofuel production economically viable, the benefits to poor farmers could vary widely depending on the structure of the market.

“The implications of biofuel development are going to be quite different,” Naylor said, “depending on the organization of the value chain.”

Dr. Siwa Msangi, a Senior Research Fellow with the International Food Policy Research Institute, agreed. In comments following Naylor’s presentation, Msangi said biofuel development contributes most effectively to rural income growth “when you can have vertical integration…people all along the value chain have to be making money.”

Msangi also noted that commodity price increases, including those driven by ethanol mandates, could benefit small farmers if they are controlled and predictable. “Sharp, fast, sudden price rises – those are the ones that are bad for consumers,” he explained. But prices rises “can be positive…especially if those price rises can be gradual and sustained over time, because that gives people the opportunity to mobilize resources to make use of higher returns.” For example, small farmers at the local or national level can increase their production of crops in high demand for biofuel production.

The emerging connections between agriculture and energy markets are complex, Msangi said, but can be advantageous if handled carefully. “If there are good opportunities for agribusiness, I think there’s a case for taking them,” he said, “but also for being aware of the context and all the issues.”

International Scholars in Residence at the Humanities Center 2012-2013

Distinguished scholars from Egypt, New Zealand, South Africa, and Turkey have been chosen as joint Stanford Humanities Center/FSI international visitors.

The Stanford Humanities Center and the Freeman Spogli Institute for International Studies (FSI) are pleased to announce that four international scholars have been chosen to come to Stanford in 2012-13 as part of a jointly sponsored international program entering its fourth year. Nominated by Stanford departments and research centers, the international scholars will be on campus for four-week residencies. They will have offices at the Humanities Center and will be affiliated with their nominating unit, the Humanities Center, and FSI.

A major purpose of the residencies is to bring high-profile international scholars into the intellectual life of the university, targeting scholars whose research and writing engage with the missions of both the Humanities Center and FSI.

The following scholars have been selected for the upcoming academic year:

Maha Abdel-Rahman (April 2013) is a Lecturer in Development Studies at the University of Cambridge, and an Egyptian academic and activist. She holds a PhD from the Dutch Institute of Social Studies. While at Stanford, she will research the relationship between social movements and civil society in Egypt, and will give seminars based on her book project, On Protest Movements and Uprisings: Egypt’s Permanent Revolution. She was nominated by the Abbasi Program in Islamic Studies.

Mohamed Adhikari (May 2013) is an Associate Professor in the Historical Studies Department at the University of Cape Town, South Africa.

Mohamed Adhikari (May 2013) is an Associate Professor in the Historical Studies Department at the University of Cape Town, South Africa. He will explore the relationship between European settler colonialism and genocide in hunter-gatherer societies, and will bring to campus a comparative perspective on genocide, race, identity and language. His latest publication, The Anatomy of a South African Genocide: The Extermination of the Cape San Peoples (2010) was the first to deal with the topic of genocide in the South African context. He will also present from his edited book, Invariably Genocide?: When Hunter-gatherers and Commercial Stock Farmers Clash, due for publication in 2013. He was nominated by the Center for African Studies.

Nuray Mert (October 2012) is an Associate Professor of Political Science and International Relations at Istanbul University. She is a political observer and contributor to Turkey’s major newspapers (Milliyet and Hûrriyet Daily News), one of the few contemporary Turkish public intellectuals with an academic background and a journalist’s investigative mind. An outspoken critic on sensitive issues in the Turkish context such as rights of minorities (the Kurdish Question), freedom of religion and of press, she will lecture on the geopolitical implications of the Arab Spring for Turkey and the Middle East, and on Turkey’s accession to the European Union in light of the financial crisis of the Euro-zone. She was nominated by the Mediterranean Studies Forum.

Te Maire Tau (February 2013) is an Associate Professor of History at the University of Canterbury in New Zealand.
Te Maire Tau (February 2013) is an Associate Professor of History at the University of Canterbury in New Zealand. His work explores the role of myth in Maori culture, the resolution of boundaries between the Maori and the New Zealand government, and where tribal/indigenous knowledge systems fit within the wider philosophy of knowledge. During his residency, he will examine how Pacific peoples adapted western knowledge systems, not just with regard to western technology but in more theoretical areas such as the pre-Socratic philosophers and the 19th century scientists. He will also focus on the migration of traditions from the Tahitian-Marquesas Island group to the outer lying island of Polynesia (New Zealand, Hawaii). He was nominated by the Woods Institute for the Environment.

In addition to the jointly-sponsored program with FSI, the Humanities Center will also bring international visitors from France and India as part of the international programs at the Humanities Center.

Denis Lacorne (January 2013) is a prominent French public intellectual and Professor of Political Science at CERI (Centre d’Etudes et de Recherches Internationales) Sciences Po in Paris. Lacorne will give presentations on French and American notions of religious toleration, deriving from his latest book on US and French secularism which demonstrates that, despite some striking similarities between US secularism and French laïcité, the secularization of French society has followed a different path from that of American society. He was nominated by the French Culture Workshop, and the History Department.

Himanshu Prabha Ray (April 2013) is an historian of Ancient India at Jawaharlal Nehru University in New Delhi, where she works in the fields of ancient India and maritime archaeology. During her residency, she will discuss and finalize her current book project, Return of the Buddha:  Ancient symbols for modern India, as well as her research on the creation of a public discourse around Buddhism in the colonial and post-colonial period in India. The Buddha, in her account, is not statically located in history, but rather contested within settings of colonialism, post-colonialism and nation-building. She was nominated by the Classics Department, with the support of the Department of Religious Studies, the Center for South Asia, the Ho Center for Buddhist Studies, and the Archaeology Center.

This day long conference is based on a major study of higher education expansion and quality in the world's four largest developing economies-Brazil, Russia, India, and China-known as the BRIC countries. These four economies are already important players globally, but by mid-century, they are likely to be economic powerhouses. Whether they reach that level of development will depend partly on how successfully they create quality higher education that puts their labor forces at the cutting edge of the information society. It is difficult to imagine large economies reaching advanced stages of development in the 21st century without high levels of innovative, well-trained, socially oriented professionals.

The study places particular emphasis on how the BRICs are expanding engineering higher education and the quality and equity of that expansion. Evaluating the potential success of the BRIC countries in developing highly skilled professionals is not the only reason to study their higher education systems. We want to learn how these governments go about organizing higher education because this can tell us a lot about their implicit economic, social, and political goals, and their capacity to reach them. Although the BRICs are acutely aware of their new role in the global economy, their governments must negotiate complex political demands at home, including ensuring domestic economic growth, social mobility, and political participation. Because more and better higher education is positively associated with all these elements, BRIC governments' focus on their university systems has become an important part of their domestic economic and social policy.

The conference involves all the authors of the study from China, India, Russia, and the United States, as well as expert discussants from Brazil and the United States. The various panels of the day-long discussion will focus on various aspects of change in the higher education systems in the BRICs.

Rafiq Dossani was a senior research scholar at Stanford University's Shorenstein Asia-Pacific Research Center (Shorenstein APARC) and erstwhile director of the Stanford Center for South Asia. His research interests include South Asian security, government, higher education, technology, and business.  

Dossani’s most recent book is Knowledge Perspectives of New Product Development, co-edited with D. Assimakopoulos and E. Carayannis, published in 2011 by Springer. His earlier books include Does South Asia Exist?, published in 2010 by Shorenstein APARC; India Arriving, published in 2007 by AMACOM Books/American Management Association (reprinted in India in 2008 by McGraw-Hill, and in China in 2009 by Oriental Publishing House); Prospects for Peace in South Asia, co-edited with Henry Rowen, published in 2005 by Stanford University Press; and Telecommunications Reform in India, published in 2002 by Greenwood Press. One book is under preparation: Higher Education in the BRIC Countries, co-authored with Martin Carnoy and others, to be published in 2012.

Dossani currently chairs FOCUS USA, a non-profit organization that supports emergency relief in the developing world. Between 2004 and 2010, he was a trustee of Hidden Villa, a non-profit educational organization in the Bay Area. He also serves on the board of the Industry Studies Association, and is chair of the Industry Studies Association Annual Conference for 2010–12.

Earlier, Dossani worked for the Robert Fleming Investment Banking group, first as CEO of its India operations and later as head of its San Francisco operations. He also previously served as the chairman and CEO of a stockbroking firm on the OTCEI stock exchange in India, as the deputy editor of Business India Weekly, and as a professor of finance at Pennsylvania State University.

Dossani holds a BA in economics from St. Stephen's College, New Delhi, India; an MBA from the Indian Institute of Management, Calcutta, India; and a PhD in finance from Northwestern University.

Imagine you are on the staff of the National Security Council (NSC) and a naval dispute breaks out on the Korean Peninsula while you are at home celebrating Thanksgiving. You have just three hours to prepare a detailed memorandum summarizing the situation and offering recommendations for how the United States should respond.

This is a major responsibility with a large number of interrelated issues that must be taken into account—how would you proceed?

Stanford students in the winter quarter course U.S. Policy toward Northeast Asia (IPS 244) had the opportunity to step into the challenging role of the NSC senior director for Asia and consider such a security situation. They wrote and presented memoranda on this and an East Asia trade crisis scenario in class, as well as a final memorandum to the president proposing a China policy for his second term. The assignments required students to consider a wide range of global, regional, and domestic factors—many pulled directly from current global events.

Each member of the team of Shorenstein Asia-Pacific Research Center (Shorenstein APARC) Asia experts teaching the course drew on decades of related expertise to write the scenarios.

  • Michael H. Armacost, the Center’s Shorenstein Distinguished Fellow, previously served on the NSC, in the Defense Department, as U.S. ambassador to the Philippines and Japan, and as undersecretary of state for political affairs.
  • Shorenstein APARC associate director for research Daniel C. Sneider, an Asia history expert, spent over 30 years as a journalist reporting on international affairs and security issues, including working as a foreign correspondent in Japan, Korea, India, and Russia.
  • David Straub, associate director of Stanford’s Korean Studies Program, is a former State Department official with long-time expertise in U.S.-Korea relations and North Korea, including participation in the Six-Party Talks on North Korea’s nuclear program.
  • Thomas Fingar, FSI’s Oksenberg-Rohlen Distinguished Fellow, is a China expert and has previously held numerous key U.S. intelligence posts, most recently as the first deputy director of national intelligence for analysis and, concurrently, as chairman of the National Intelligence Council. He also served as assistant secretary of the State Department’s Bureau of Intelligence and Research.

In the first assignment, students read about a proposed China-Japan-South Korea free trade agreement (FTA). Navigating through a web of regional and domestic issues, they advised on how the United States should respond to an appeal from Japan for certain trade concessions in exchange for its backing out of the FTA. The assignment described complex economic and political conditions in May 2013 after elections in the United States, South Korea, and Japan, and a leadership transition in China. The U.S.-Japan alliance was one of many key factors students took into account.

The next memorandum assignment described an inter-Korean naval dispute falling in the crucial weeks between the 2012 U.S. and South Korean presidential elections. It narrated the economic and political situation of each country in precise detail, and set the stage for the dispute with real-life events like the 2010 sinking of the South Korean navy ship the Cheonan. Students were asked to consider the possible role China could play in mediating with North Korea, and how U.S. tensions with Iran could limit its involvement in negotiations.

Shorenstein APARC offers U.S. Policy toward Northeast Asia each winter quarter. The diverse mix of students, combined with the “in-the-field” expertise of the instructors, creates a lively and challenging class environment. IPS 244 goes beyond a traditional academic course to create assignments based on real-life events and global conditions, and place students in the position of thinking like a government official. For the many of them that will go on to pursue government careers, the course serves as an important first-step in training for “scenarios” very similar to those they address in class.
