For decades the ability to ascertain whether states are hiding germ weapons programs has been nonexistent because the 1975 bioweapons ban has no inspection measures. Yet, in 1995 a small United Nations inspection corps pulled off a spectacular verification feat in the face of concerted resistance from Iraq's Saddam Hussein and popular skepticism that it was even possible to conduct effective biological inspections. Working from sketchy intelligence, the inspectors busted open Iraq's cover stories and wrested a confession of biowarfare agent production from Baghdad. This compelling story is told through the firsthand accounts of the inspectors who, with a combination of intrepidness, ingenuity, and a couple of lucky breaks, took the lid off Iraq's bioweapons program.


About the speaker: Dr. Amy Smithson is a Senior Fellow at the Washington, D.C. Office of CNS. She chairs the Global Affairs Council on Nuclear, Biological, and Chemical Weapons for the World Economic Forum. Before joining CNS, Ms. Smithson worked at the Center for Strategic and International Studies and the Henry L. Stimson Center, where in January 1993 she founded the latter's Chemical and Biological Weapons Nonproliferation Project to serve as an information clearinghouse, watchdog, and problem-solver regarding chemical and biological weapons issues. Previously, she worked for Pacific-Sierra Research Corporation and the Center for Naval Analyses. Dr. Smithson received her Ph.D. in political science from George Washington University, an M.A. in international relations from Georgetown University, and a B.A. in political science and Russian from the University of North Carolina, Chapel Hill.

On March 6, Justin Dillon, musician, film director and consultant to the State Department Office to combat human trafficking, spoke about open source activism and the work of slaveryfootprint.org to build a world free of slaves. Mr. Dillon presented at the eighth installment of the Program on Human Rights Sanela Diana Jenkins International Speakers Series at Stanford’s Bechtel Center.

Mr. Dillon recounted how he was deeply moved and decided to take action against trafficking after he and his band, Tremolo, toured Russia in the 90s and came across scores of young women lured abroad with the promise of a better life and bogus job offers. “As a musician, in the middle of chaos, I want to bring order,” he explained. “When I returned, I wanted people to feel what I feel,” Mr. Dillon added. He explained that the roots of his music, soul and jazz, are also products of slavery and the cry for recognition and help. He understood that it was natural to use music against modern day slavery.

Mr. Dillon explained that his first efforts were to help raise awareness of the problem and help organizations in the US that were addressing the issue of human trafficking. He hosted benefit concerts and came with the idea of a documentary that combined both critically acclaimed artists and social luminaries. “Although I am not a celebrity, I was impressed by the people that agreed to talk to me,” Mr. Dillon said. He also advised students “don’t ask for permission to change the world.” The result of this work, the film Call+ Response, was sold out in the theaters and widely acclaimed.

Explaining that open source activism is a thought and a value, Mr. Dillon suggested that organizations working against trafficking need to think more innovatively. They can learn from the environmental platform and adapt it to fight slavery. He reminded the audience that businesses spend a lot of money trying to work out what consumers want and that we live in a historically important time when consumers can tell companies what they want: a world free of slaves.

Abstract

The brief war between Georgia and Russia in August 2008 provoked vigorous international reactions among the European states as consequence of the sudden shift in the strategic balance. This article argues for a focus on the great powers France, Germany and Britain as crucial actors for understanding the policy reactions towards Russia. It argues furthermore that reactions must be explained from the perspective of experience based on past geopolitics which translate the external pressures into concrete foreign policy: France oriented towards the creation of a strong EU as global actor, Germany influenced by her self-imposed restraint in foreign affairs and Britain influenced by Atlanticist commitments in her balancing behaviour. Beyond the Russo-Georgian war, the article points to an interest-based foreign policy approach towards Russia in the longer term driven by a great power concert with the Franco-German axis as stable element but increasingly with backing from Britain, thus contributing to transatlantic foreign policy convergence on the issue.

As the U.S. presidential election campaign moves into full bore, what role will foreign policy play in the national debate and the presidential election? Does foreign policy matter to voters or do international issues take a back seat to domestic concerns?  How does the election affect the conduct of foreign policy?

Here to shed light on the presidential election and U.S. foreign policy are three prominent commentators, with moderator Coit Blacker.

Michael H. Armacost is the Shorenstein Distinguished Fellow at FSI’s Walter H. Shorenstein Asia-Pacific Research Center, a position he has held since 2002. He is the former president of the Brookings Institution, former under secretary of state for political affairs and former U.S. ambassador to Japan and the Philippines. 

David Brady is deputy director and Davies Family Senior Fellow at the Hoover Institution. He is the Bowen and Janice Arthur McCoy Professor of Political Science and Leadership Values in Stanford's Graduate School of Business, a professor of political science in the School of Humanities and Sciences, and a senior fellow at the Freeman Spogli Institute and the Stanford Institute for Economic Policy Research. He is a specialist on U.S. national elections. 

David M. Kennedy is the Donald J. McLachlan Professor of History, Emeritus at Stanford and Faculty Co-Director of the Bill Lane Center for the American West. Most famously, Professor Kennedy won the 2000 Pulitzer Prize for History for his book  Freedom from Fear: The American People in Depression and War, 1929-1945 (1999).

Coit Blacker is a senior fellow emeritus at the Freeman Spogli Institute for International Studies, the Olivier Nomellini Professor Emeritus in International Studies at the School of Humanities and Sciences, and a Bass University Fellow in Undergraduate Education. He served as director of FSI from 2003 to 2012. From 2005 to 2011, he was co-chair of the International Initiative of the Stanford Challenge, and from 2004 to 2007, served as a member of the Development Committee of the university's Board of Trustees.

During the first Clinton administration, Blacker served as special assistant to the president for National Security Affairs and senior director for Russian, Ukrainian and Eurasian affairs at the National Security Council (NSC). At the NSC, he oversaw the implementation of U.S. policy toward Russia and the New Independent States, while also serving as principal staff assistant to the president and the National Security Advisor on matters relating to the former Soviet Union.

Following his government service, Blacker returned to Stanford to resume his research and teaching. From 1998 to 2003, he also co-directed the Aspen Institute's U.S.-Russia Dialogue, which brought together prominent U.S. and Russian specialists on foreign and defense policy for discussion and review of critical issues in the bilateral relationship. He was a study group member of the U.S. Commission on National Security in the 21st Century (the Hart-Rudman Commission) throughout the commission's tenure.

In 2001, Blacker was the recipient of the Laurence and Naomi Carpenter Hoagland Prize for Undergraduate Teaching at Stanford.

Blacker holds an honorary doctorate from the Russian Academy of Sciences' Institute of Far Eastern Studies for his work on U.S.-Russian relations. He is a graduate of Occidental College (A.B., Political Science) and the Fletcher School of Law and Diplomacy (M.A., M.A.L.D., and Ph.D).

Blacker's association with Stanford began in 1977, when he was awarded a post-doctoral fellowship by the Arms Control and Disarmament Program, the precursor to the Center for International Security and Cooperation at FSI.

David Brady is deputy director and senior fellow at the Hoover Institution. He is also the Bowen H. and Janice Arthur McCoy Professor of Political Science and Ethics in the Stanford Graduate School of Business and professor of political science in the School of Humanities and Sciences at the university.

Brady is an expert on the U.S. Congress and congressional decision making. His current research focuses on the political history of the U.S. Congress, the history of U.S. election results, and public policy processes in general.

His recent publications include, with John Cogan, "Out of Step, Out of Office," American Political Science Review, March 2001; with John Cogan and Morris Fiorina, Change and Continuity in House Elections (Stanford University Press, 2000); Revolving Gridlock: Politics and Policy from Carter to Clinton (Westview Press, 1999); with John Cogan and Doug Rivers, How the Republicans Captured the House: An Assessment of the 1994 Midterm Elections (Hoover Essays in Public Policy, 1995); and The 1996 House Elections: Reaffirming the Conservative Trend (Hoover Essays in Public Policy, 1997). Brady is also author of Congressional Voting in a Partisan Era (University of Kansas Press, 1973) and Critical Elections in the U.S. House of Representatives (Stanford University Press, 1988).

Brady has been on continuing appointment at Stanford University since 1987. He was associate dean from 1997 to 2001 at Stanford University; a fellow at the center for Advanced Study in the Behavioral Sciences from 1985 to 1986 and again in 2001-2; the Autrey Professor at Rice University, 1980-87; and an associate professor and professor at the University of Houston, 1972-79.

In 1995 and 2000 he received the Congressional Quarterly Prize for the "best paper on a legislative topic." In 1992 he received the Dinkelspiel Award for Excellence in Undergraduate Teaching from Stanford University, and in 1993 he received the Phi Beta Kappa Award for best teacher at Stanford University.

Brady taught previously at Rice University, where he was honored with the George Brown Award for Superior Teaching. He also received the Richard F. Fenno Award of the American Political Science Association for the "best book on legislative studies" published in 1988-89.

He is a member of the American Academy of Arts and Sciences.

Brady received a B.S. degree from Western Illinois University and an M.A. in 1967 and a Ph.D. in 1970 from the University of Iowa. He was a C.I.C. scholar at the University of Michigan from 1964 to 1965.

The physiological factors underlying links between health and socioeconomic position in the Russian population are important to investigate. This population continues to face political and economic challenges, has experienced poor general health and high mortality for decades, and has exhibited widening health disparities. Dr. Dana A. Glei and colleagues used data from a population-based survey of Moscow residents 55 and older to investigate whether physiological dysregulation mediates the link between socioeconomic status and health. She will discuss the the results of their study, which revealed large educational disparities in health outcomes and physiological dysregulation, especially in men.

Dana A. Glei is a senior research investigator at Georgetown University and has worked on the Social Environment and Biomarkers of Aging Study (Taiwan) since 2001. From 2002 to 2009, she also served as project coordinator for the Human Mortality Database, a collaborative project involving research teams at the University of California, Berkeley and the Max Planck Institute for Demographic Research. Over the past 18 years, she has published articles on a variety of topics related to health, mortality, marriage and the family, and poverty. Her current research focuses on sex differences in health and mortality, the impact of stressors on subsequent health, and how bioindicators mediate the links between psychosocial factors and health outcomes. She has an MA from the University of Virginia and a PhD from Princeton University.

China’s “rise” has elicited envy, admiration, and fear among its neighbors and more distant countries. Much of what has been written about the modalities and impact of China’s increased activism on the world stage comes close to depicting what has happened (and what presumably will happen in the future) as determined almost entirely by goals, approaches, and instruments conceived in Beijing and implemented as designed by their Chinese authors. Such descriptions and explanations minimize or ignore the other side of the equation, namely, what individuals, corporate actors, and governments in other countries do to attract, shape, exploit, or deflect Chinese involvement. The "China and the World" project will redress the imbalance by examining the actions of China’s partners and ways in which initiatives and reactions from partners have shaped Chinese policy and the outcome of engagements with other countries.

The ultimate objective of this study is to understand and anticipate China’s behavior on the world stage. But China’s objectives, methods, and impacts vary from one region to another, and differences between regions are as interesting and as important as are practices and patterns common to all parts of the globe. Describing and explaining regional differences (as well as differences among countries in the same region) is therefore a useful, if not necessary, prerequisite for examining behavior and interactions at the global level.

North America, to be sure, is arguably the most important partner and shaper of China’s international behavior in the decades since Deng Xiaoping launched the policy of “reform and opening” that has transformed China. The reason for not focusing specifically on the United States in this study is that U.S.-China relations have been studied more extensively than any other Chinese relationship. However, the extent and nature of U.S. relations with countries in all regions make it imperative to consider U.S.-China relations in each region and their role, if any, in shaping China’s relationships with other countries.

The “China and the World” project will focus initially on Northeast Asia and Southeast Asia.  China has a long history and deeply varied relationship with these two regions. At the next stage, the project will examine China’s relationship with South Asia. Additional regions, such as Central Asia, may be added.

The project will begin with a one-and-a-half day workshop on March 19–20, 2012, convened in Beijing at the new Stanford Center at Peking University. It will focus on China’s relationships with Japan, Korea, and Russia in Northeast Asia. The participation of scholars from Southeast Asia and North America will help ensure that the core questions developed at the workshop are broadly applicable to other regions as well.

Kathryn Stoner is the Mosbacher Director of the Center on Democracy, Development, and the Rule of Law (CDDRL), and a Senior Fellow at CDDRL and the Center on International Security and Cooperation at FSI. From 2017 to 2021, she served as FSI's Deputy Director. She is Professor of Political Science (by courtesy) at Stanford and she teaches in the Department of Political Science, and in the Program on International Relations, as well as in the Ford Dorsey Master's in International Policy Program. She is also a Senior Fellow (by courtesy) at the Hoover Institution.

Prior to coming to Stanford in 2004, she was on the faculty at Princeton University for nine years, jointly appointed to the Department of Politics and the Princeton School for International and Public Affairs (formerly the Woodrow Wilson School). At Princeton she received the Ralph O. Glendinning Preceptorship awarded to outstanding junior faculty. She also served as a Visiting Associate Professor of Political Science at Columbia University, and an Assistant Professor of Political Science at McGill University. She has held fellowships at Harvard University as well as the Woodrow Wilson Center in Washington, DC. 

In addition to many articles and book chapters on contemporary Russia, she is the author or co-editor of six books: "Transitions to Democracy: A Comparative Perspective," written and edited with Michael A. McFaul (Johns Hopkins 2013);  "Autocracy and Democracy in the Post-Communist World," co-edited with Valerie Bunce and Michael A. McFaul (Cambridge, 2010);  "Resisting the State: Reform and Retrenchment in Post-Soviet Russia" (Cambridge, 2006); "After the Collapse of Communism: Comparative Lessons of Transitions" (Cambridge, 2004), coedited with Michael McFaul; and "Local Heroes: The Political Economy of Russian Regional" Governance (Princeton, 1997); and "Russia Resurrected: Its Power and Purpose in a New Global Order" (Oxford University Press, 2021).

She received a BA (1988) and MA (1989) in Political Science from the University of Toronto, and a PhD in Government from Harvard University (1995). In 2016 she was awarded an honorary doctorate from Iliad State University, Tbilisi, Republic of Georgia.

Nuclear Tipping Point: A Teacher's Guide

The documentary Nuclear Tipping Point tells the story of how four Cold War-era leaders—former Secretary of State George Shultz, former Secretary of Defense Bill Perry, former Secretary of State Henry Kissinger, and former Senator Sam Nunn—came together to address the threat of nuclear power falling into the wrong hands. Produced by the Nuclear Threat Initiative (NTI), the film is narrated by actor Michael Douglas and earned wide media attention when it came out in 2010. 

Now, through a partnership between SPICE and NTI, the film is accompanied by a new teacher’s guide for classroom use of the documentary. The guide underscores the importance of teaching for critical literacy and addresses specific connections to the National Standards for History in the Schools. Student activities include multiple choice quizzes, persuasive writing and analysis, and ideas for creative projects. 

China in Transition: Economic Development, Migration, and Education

China in Transition introduces students to modern China as a case study of economic development. What are the characteristics of the development process, and why does it occur? How is development experienced by the people who live through it, and how are their lives impacted? How do traditional cultural values—such as China’s emphasis on education—contribute to and/or evolve as a result of modernization? Students examine these questions and others as they investigate the roles that migration, urbanization, wealth, poverty, and education play in a country in transition.


Legacies of the Vietnam War

The 20-year war in Vietnam was a prolonged and devastating conflict. In its aftermath, South Vietnamese civilians fled from the Communist takeover on perilous boat journeys that led to the formation of diasporic communities. Others faced lengthy detention in post-war re-education camps. This unit aims to help students learn and appreciate these and other important legacies that have shaped Vietnam and the world at large.


Angel Island: The Chinese-American Experience

Angel Island: The Chinese-American Experience is a graphic novel that tells the story of Chinese immigrants detained at Angel Island Immigration Station in San Francisco Bay between 1910 and 1940. It offers a stark contrast to the more celebrated stories of European immigrants arriving at Ellis Island on the East Coast and poses important questions about U.S. immigration policy, both past and present.


An Introduction to Ukraine

As the second-largest country in Europe, Ukraine has always stood at a crossroads of cultural influences. It is a key part of Europe–and the management of its relationships with other countries (in particular, Russia) is key to the future of the whole of eastern Europe. This unit seeks to provide high school teachers and students with a broad introduction to Ukrainian history with activities that touch upon Ukrainian culture.
