On December 21, the United Nations General Assembly voted down a Russian-proposed resolution calling for support for the INF Treaty. That Moscow gambit failed, in large part because Russia is violating the treaty by deploying prohibited missiles.

This bit of diplomatic show came one week after Russian officials said they would like to discuss INF Treaty compliance concerns. That could be—not is, but could be—significant. Washington should test whether those suggestions represent just more Kremlin posturing or a serious effort to save the treaty.

THE INF TREATY

Ronald Reagan and Mikhail Gorbachev signed the INF Treaty in 1987. It resulted in the elimination of some 2,700 U.S. and Soviet missiles. The treaty continues to ban the United States and Russia from having ground-launched missiles of intermediate range (500-5,500 kilometers) as well as from having launchers for such missiles.

In 2014, the U.S. government publicly charged that Russia had violated the treaty by developing and testing a ground-launched intermediate-range cruise missile. In early 2017, U.S. officials said the Russian military had begun deploying it.

From 2013 to late 2017, Russian officials claimed that they did not know what missile Washington had in mind. After a U.S. official revealed that the Russian designator for the offending missile was 9M729, Russian officials conceded that the 9M729 ground-launched cruise missile existed but asserted that its range did not exceed 500 kilometers.

On December 4, NATO foreign ministers stated that the development and deployment of the 9M729 constituted a material breach of the INF Treaty. Secretary of State Pompeo the same day said that, if Russia did not return to compliance within 60 days, the United States would suspend its obligations under the treaty, meaning that it would face no treaty bar to testing and deploying its own intermediate-range missile. U.S. suspension of its obligations would relieve Russia of the requirement to observe its obligations.

The treaty seemed fixed on a path for demise.

SIGNS OF POSSIBLE LIFE?

Then, on December 14, Reuters reported that a Russian foreign ministry official had said Moscow envisaged the possibility of mutual inspections to resolve the sides’ compliance concerns. The next day, the Associated Press and TASS said Defense Minister Shoygu had sent Secretary of Defense Mattis a message proposing “open and specific” talks on compliance issues.

As with the failed U.N. resolution, these statements could just represent posturing. Indeed, given the lack of serious engagement for nearly five years, it likely is part of Moscow’s effort to ensure that blame for the INF Treaty’s end falls on Washington.

There is, however, a small chance that the Russians seek a settlement. U.S. officials should explore this, if for no other reason than that a failure to do so would increase the prospects that Washington bears the responsibility for the agreement’s collapse in the eyes of publics and allies.

The big question: Are the Russians willing to exhibit the 9M729 and provide a technical briefing to American experts on why the missile’s range does not exceed 500 kilometers? That invariably would entail questions about the capacity of the missile’s fuel tanks and power of its engine. U.S. experts might also ask why, if the 9M729 can fly no further than 500 kilometers, Russia built the missile when it already deploys the modern 9M728, a ground-launched cruise missile whose range is also less than 500 kilometers.

Working out the details for this kind of exhibit and briefing would require some patience and delicacy. It would require agreeing to procedures not specified in the INF Treaty. It would also require steps to ensure that U.S. experts had the opportunity to view a 9M729, not something else. But the State Department, Defense Department, and intelligence community have bright people who could figure out how to make this work.

Of course, if the 9M729’s range exceeds 500 kilometers, the treaty requires its elimination. Senior American officials, however, have allowed for the possibility that Russia might satisfy U.S. concerns by modifying the missile so that it could not fly to intermediate ranges.

WOULD HAVE TO BE MUTUAL

Russian readiness to conduct the exhibit poses one test. A second test is for the American side. While denying that they have violated the INF Treaty, Russian officials charge that the United States has committed three violations. Two of the charges lack any real foundation, and Russians themselves seem to be setting them aside.

They continue, however, to press a third charge. The Russians assert that the Mk-41 launcher used by the Aegis Ashore missile defense facility in Romania can hold and launch offensive cruise missiles of intermediate range in addition to the Mk-41’s stated purpose of containing and launching SM-3 missile interceptors.

U.S. officials respond that the Mk-41 launcher used in Romania (and soon to be deployed at an Aegis Ashore site in Poland) has not been tested with a ground-launched missile. They argue that it thus is not a prohibited intermediate-range missile launcher.

Technically, U.S. officials may be correct. Moreover, nothing suggests that the Aegis Ashore facility hosts anything but SM-3 missile interceptors.

However, the Mk-41 launcher is standard on U.S. Navy warships. On board warships, the Mk-41 holds a variety of weapons in addition to SM-3 interceptors, including the BGM-109C Tomahawk land-attack cruise missile. The Tomahawk has a range of about 1,500 kilometers. Other than that it is launched from the sea rather than land, it shares many similarities with the BGM-109G ground-launched cruise missiles eliminated under the INF Treaty.

Were the Russians instead of the Americans using something like the Mk-41 launcher on land, the U.S. side might well have questions about its compliance with the treaty.

Speaking in mid December, a Russian foreign ministry official ruled out a unilateral demonstration of the 9M729 but seemed to leave open the possibility for mutual measures. If Russian officials were prepared to allow an exhibit and provide a technical briefing on the 9M729, U.S. officials should be prepared to demonstrate the Mk-41 launcher in Romania to Russian experts and explain why it cannot hold cruise missiles. If it can do so, there should be ways to address Moscow’s concerns, either by modifying the shore-based Mk-41 or allowing periodic visits by Russian experts to show that the launchers contain SM-3 missile interceptors only.

Again, working out the details for such a demonstration would take some time, but the sides have experts with the expertise to do so.

AN OPPORTUNITY?

Some may object that this kind of proposal equates Russia’s material breach of the INF Treaty with a question of technical compliance on the American side. Perhaps, but U.S. officials—and European officials, since the treaty affects their security—should ask whether offering to address Russian questions about the Aegis Ashore’s Mk-41 launcher is worth the chance to resolve the 9M729 issue and preserve the INF Treaty.

At worst, if Russia is merely posturing, U.S. officials will be able to cite their effort and finger Moscow’s lack of seriousness. At best, they could preserve a treaty that has made a substantial contribution to U.S., European, and global security.

Washington should take up Moscow’s offer for dialogue. It can do so while allowing the 60-day clock to run, though it might consider allowing more time if technical talks get underway and make progress.

The INF Treaty may still have a glimmer of hope, but someone still needs to act to save it.

Our Report draws attention to a complex but understudied issue: How will climate warming alter losses of major food crops to insect pests? Because empirical evidence on plant-insect-climate interactions is scarce and geographically localized, we developed a physiologically based model that incorporates strong and well-established effects of temperature on metabolic rates and on population growth rates. We acknowledged that other factors are involved, but the ones we analyzed are general, robust, and global (13).

Parmesan and colleagues argue that our model is overly simplistic and that any general model is premature. They are concerned that our model does not incorporate admittedly idiosyncratic and geographically localized aspects of plant-insect interactions. Some local effects, such as evidence that warmer winters will harm some insects but not others, were in fact evaluated in our sensitivity analyses and shown to be minor (see the Report's Supplementary Materials). Other phenomena, such as plant defenses that benefit some insects and threaten others, are relevant but are neither global nor directional. Furthermore, because Parmesan et al. present no evidence that such idiosyncratic and localized interactions will outweigh the cardinal and universally strong impacts of temperature on populations and on metabolic rates (13), their conclusion is subjective.

We agree with Parmesan and colleagues that the question of future crop losses is important and needs further study, that targeted experimental data are needed (as we wrote in our Report), and that our estimates are likely to be conservative (as we concluded, but for reasons different from theirs). However, we strongly disagree with their recommendation to give research priority to gathering localized experimental data. That strategy will only induce a substantial time lag before future crop losses can be addressed.

We draw a lesson from models projecting future climates. Those models lack the “complexity and idiosyncratic nature” of many climate processes, but by building from a few robust principles, they successfully capture the essence of climate patterns and trends (4). Similarly, we hold that the most expeditious and effective way to anticipate crop losses is to develop well-evidenced ecological models and use them to help guide targeted experimental approaches, which can subsequently guide revised ecological models. Experiments and models should be complementary, not sequential.

Reconciling higher freshwater demands with finite freshwater resources remains one of the great policy dilemmas. Given that crop irrigation constitutes 70% of global water extractions, which contributes up to 40% of globally available calories (1), governments often support increases in irrigation efficiency (IE), promoting advanced technologies to improve the “crop per drop.” This provides private benefits to irrigators and is justified, in part, on the premise that increases in IE “save” water for reallocation to other sectors, including cities and the environment. Yet substantial scientific evidence (2) has long shown that increased IE rarely delivers the presumed public-good benefits of increased water availability. Decision-makers typically have not known or understood the importance of basin-scale water accounting or of the behavioral responses of irrigators to subsidies to increase IE. We show that to mitigate global water scarcity, increases in IE must be accompanied by robust water accounting and measurements, a cap on extractions, an assessment of uncertainties, the valuation of trade-offs, and a better understanding of the incentives and behavior of irrigators.

Handbook of International Food and Agricultural Policies is a three-volume set that aims to provide an accessible reference for those interested in the aims and implementation of food and farm policies throughout the world. The treatment is authoritative, comprehensive and forward looking. The three volumes combine scholarship and pragmatism, relating academic writing to real-world issues faced by policy-makers. A companion volume looking at the future resource and climate challenges for global agriculture will be published in the future.

Volume I covers Farm and Rural Development policies of developed and developing countries. The volume contains 20 country chapters together with a concluding comprehensive synthesis of lessons to be drawn from the experiences of the individual countries.

Volume II examines the experience of countries with food policies, including those dealing with food safety and quality and the responsibility for food security in developing countries. The chapters address issues such as obesity, nutritional supplements, organic foods, food assistance programs, biotech food acceptance, and the place of private standards.

Volume III describes and explains the international trade dimension of farm and food policies — both at the bilateral and regional level — and also the multilateral rules that influence and constrain individual governments. The volume also looks at the steps that countries are together taking to meet the needs of developing and low-income countries.

The volumes are of value to students and researchers interested in economic development, agricultural markets and food systems. Policy-makers and professionals involved in monitoring and regulating agricultural and food markets would also find the volumes useful in their practical work. This three-volume set is also a suitable source for the general public interested in how their food system is influenced by government policies.

On November 25, Russian border patrol ships rammed a Ukrainian naval tug and then fired upon and seized it along with two Ukrainian gunboats that were legally attempting to pass through the Kerch Strait into the Sea of Azov. Russia then temporarily closed the strait to all Ukrainian shipping. What is the significance of these Russian actions for Ukraine and, more broadly, for the West, and how should the West respond?  

Stanford's Ukrainian Emerging Leaders Program at the Center on Democracy, Development and Rule of Law, the Europe Center together with FSI faculty members has organized a special panel discussion to address these issues on Wednesday, November 28 at 4:30 pm in the Rueben Hills conference room on the 2nd floor of Encina Hall in the East Wing.

The emergence of a global digital ecosystem has been a boon for global communication and the democratization of the means of distributing information. The internet, and the social media platforms and web applications running on it, have been used to mobilize pro-democracy protests and give members of marginalized communities a chance to share their voices with the world. However, more recently, we have also seen this technology used to spread propaganda and misinformation, interfere in election campaigns, expose individuals to harassment and abuse, and stir up confusion, animosity and sometimes violence in societies. Even seemingly innocuous digital technologies, such as ranking algorithms on entertainment websites, can have the effect of stifling diversity by failing to reliably promote content from underrepresented groups. At times, it can seem as if technologies that were intended to help people learn and communicate have been irreparably corrupted. It is easy to say that governments should step in to control this space and prevent further harms, but part of what helped the internet grow and thrive was its lack of heavy regulation, which encouraged openness and innovation. However, the absence of oversight has allowed dysfunction to spread, as malign actors manipulate digital technology for their own ends without fear of the consequences. It has also allowed unprecedented power to be concentrated in the hands of private technology companies, and these giants to act as de facto regulators with little meaningful accountability. So, who should be in charge of reversing the troubling developments in our global digital spaces? And what, if anything, can be done to let society keep reaping the benefits of these technologies, while protecting it against the risks?

Eloise Duvillier is the Program Manager of the Program on Democracy and the Internet at the Cyber Policy Center. She previously was a HR Program Manager and acting HR Business Partner at Bytedance Inc, a rapidly-growing Chinese technology startup. At Bytedance, she supported the globalization of the company by driving US acquisition integrations in Los Angeles and building new R&D teams in Seattle and Silicon Valley. Prior to Bytedance, she led talent acquisition for Baidu USA LLC’s artificial intelligence division. She began her career in the nonprofit industry where she worked in foster care, HIV education and emergency response during humanitarian crises, as well as helping war-torn communities rebuild. She graduated from University of California, Berkeley with a bachelor’s degree in Development Studies, focusing on political economics in unindustrialized societies.

What came to be known as “The Great War” had a profound and lasting impact on the cultural fabric of the nations involved: as Paul Fussell wrote, “its dynamics and iconography proved crucial to the political, rhetorical, and artistic life of the years that followed; while relying on inherited myth, war was generating new myth.” Over the course of the 20th century, the concept of war evolved beyond historically traceable moments and events to include the consideration of war as site and influence shaping every aspect of lived experience. This conference seeks to examine ways in which literature and the arts have taken up and taken apart war and the myths surrounding it -- grappling with it both as subject and context while also considering the ways in which the experience of war molded, mutilated, and morphed artistic forms. Though the word “centennial” often rings of monolithic celebration, it is equally an opportunity to highlight the attempts of writers and artists to contain, contend, or survive war and to question and problematize preconceptions and existing views of war by investigating their inherently bipolar nature.

Abstract: Gen. Yadlin will present the national security challenges facing the State of Israel in the near future and beyond.

After a presentation of the balance of challenges and threats to Israel, Israel's relations with the US and Russia, the two leading superpowers in the Middle East, Gen. Yadlin will examine the four volatile fronts that Israel faces in the coming year: Gaza, Iran's consolidation in Syria and Lebanon, the risk of another round of conflict with Hezbollah, and the Iranian nuclear threat.  With a view to the coming decade, Gen. Yadlin will also present the INSS Plan: a Political-Security Framework for the Israeli-Palestinian Arena.


Speaker Bio: Major General (ret.) Amos Yadlin has been the Director of Tel Aviv University’s Institute for National Security Studies (INSS), Israel's leading strategic Think Tank, since November 2011.    

Maj. Gen. (ret.) Yadlin was designated Minister of Defense of the Zionist Union Party in the March 2015 elections.

Maj. Gen. (ret.) Yadlin served for over 40 years in the Israel Defense Forces, nine of which as a member of the IDF General Staff. From 2006-2010, Maj. Gen. (ret.) Yadlin served as the IDF’s chief of Defense Intelligence. From 2004-2006, he served as the IDF attaché to the United States. In February 2002, he earned the rank of major general and was named commander of the IDF Military Colleges and the National Defense College.

Maj. Gen. (ret.) Yadlin, a former deputy commander of the Israel Air Force, has commanded two fighter squadrons and two airbases. He has also served as Head of IAF Planning Department (1990-1993). He accumulated about 5,000 flight hours and flew more than 250 combat missions behind enemy lines. He participated in the Yom Kippur War (1973), Operation Peace for Galilee (1982) and Operation Tamuz – the destruction of the Osirak nuclear reactor in Iraq (1981).

Yadlin holds a B.A. in economics and business administration from Ben-Gurion University of the Negev (1985). He also holds a Master's degree in Public Administration from the John F. Kennedy School of Government at Harvard University (1994).
