This article examines the foreign policy views of the Democratic Party of Japan (DPJ), from the party’s founding through its first year in power.

Main Argument

In 2009 the DPJ came to power in Japan, ending a half-century of conservative rule, with the hope of reshaping the post–Cold War order by rebalancing Japanese policy with a greater emphasis on Asia, inspired by a “new Asianism.” Instead, the party’s first year in office was marked by foreign policy tensions— first with the U.S. over bases in Okinawa, followed by clashes with China in the Senkaku Islands. The DPJ has moved painfully along the learning curve from opposition politics to the realities of governance. On both sides of the Pacific, policymakers now believe the rocky transition has led to a restoration of the postwar consensus, particularly regarding the U.S.-Japan security relationship. But it would be wrong to conclude that DPJ policies, shaped during the party’s formative years by key leaders who remain largely in place, have been simply thrown aside. The new Asianism, which should not be understood as a “pro- China” shift but rather as an effort to manage the rise of China, remains a core identity of the DPJ.

Policy Implications

  • There is a real danger that relations between Japan and the U.S. could slide again into a morass. Avoiding that outcome requires a more serious effort to understand the underlying foreign policy identity of the DPJ and dispel illusions about the nature of change in Japan.
  • Rather than seeing the new Asianism as only a threat, policymakers should view it as an opportunity to jointly, and in concert with South Korea, reshape the security order in Northeast Asia.
  • The DPJ’s interest in an East Asian community potentially challenges China for leadership of future regional structures. The party’s focus on Asia, including ties with countries such as India, Vietnam, South Korea, and Australia, could create a security structure in Asia that can cope with the rise of China’s power.
  • The mechanism and basis for dialogue is weaker than ever in the U.S.- Japan alliance. The relationships built up over decades of rule by the Liberal Democratic Party need to be revitalized to adapt to a new era in Japanese politics.

Economic development is a dynamic process in East and Southeast Asia, and one that is inextricably tied to policy.

Two new groundbreaking political economy publications are now available from the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC), and a third is forthcoming in August.

Going Private in China: The Politics of Corporate Restructuring and System Reform, addresses many key reform questions faced over the past two decades by China, as well as by Japan and South Korea. Edited by Stanford China Program director Jean C. Oi, this volume demonstrates the commonalities between three seemingly disparate political economies. In addition, it sheds important new light on China's corporate restructuring and also offers new perspectives on how we think about the process of institutional change.

In Spending Without Taxation: FILP and the Politics of Public Finance in Japan, former Shorenstein Fellow Gene Park demonstrates how the Japanese government established and mobilized the Fiscal Investment Loan Program (FILP), which drew on postal savings, public pensions, and other funds to pay for its priorities and reduce demands on the budget. Referring to FILP as a "distinctive postwar political bargain," he posits that it has had lasting political and economic effects. Park's book not only provides a close examination of FILP, but it also resolves key debates in Japanese politics and demonstrates that governments can finance their activities through financial mechanisms to allocate credit and investment.

The Institutional Imperative: The Politics of Equitable Development in Southeast Asia, by former Shorenstein Fellow Erik Kuhonta, argues that the realization of equitable development hinges heavily on strong institutions and on moderate policy and ideology. He does so by exploring how Malaysia and Vietnam have had the requisite institutional capacity and power to advance equitable development, while Thailand and the Philippines, because of weaker institutions, have not achieved the same levels of success.

Today is the last day of the Year of the Tiger in Vietnam. Tomorrow is the Year of the Cat (while in China it is Year of the Rabbit).

There was so much talk about Vietnam being an Asian Tiger in the past. Now, there is a growing concern about the country getting into the "middle-income trap." There is a real risk that the country might turn out to be just a cat and not a tiger.

The Party is aware of that threat and is struggling to find the right path to accelerated prosperity for the people while maintaining political monopoly.

This talk will be from the perspective of a man on the ground and will try to separate the smoke from the fire and find the heat.

Mr. Kien Duk Trung Pham is currently the Chairman of Red Bricks Group, a private investment firm. He is the founder of the Vietnam Foundation and the Vice Chairman of the VietNamNet Media Group, the leading multi-channel media company in Vietnam. Prior to VietNamNet he was the founding executive director of the Vietnam Education Foundation.

In business, Mr. Pham was a market development executive in Fortune 500 companies as well as an entrepreneur in technology and consulting startups. In government, he served in the executive branch under Presidents Reagan and Bush, as well as in the U.S. Senate. He has established nonprofit foundations to assist college students, orphans, and the handicapped in Vietnam. Mr. Pham is publicly recognized for his leadership and management abilities.

Mr. Pham is active in international affairs. In 1986, he was chosen a Young Leader by the American Council on Germany, and in 1992 a U.S.-Japan Leadership Fellow by the Japan Society. In 1993, he was elected as a term-member of the Council on Foreign Relations and a participant in the American Assembly. Mr. Pham was the founder and chairman of the Vietnam Forum Foundation, a U.S. nonprofit organization that provides college scholarships, schools, and orphanage support in Vietnam. He was also a Board member of the Vietnam Assistance for the Handicapped, a leading humanitarian program to help war victims. In 1996, Mr. Pham was a recipient of the "Never Fear, Never Quit" Award.

Mr. Pham grew up in Saigon, Vietnam. In 1977, at the age of 19, he led his family on a high sea escape and came to the United States where they settled in Colorado. Mr. Pham became a factory worker, learned English, and later attended college on scholarship. He received a BS in marketing and international business from the University of Colorado at Boulder, and won a scholarship to study in England. His graduate degrees, earned concurrently at Stanford University, include an MBA in international and organizational management, an MA in international economics, and a special diploma in public policy management. In 1990, Stanford University named Mr. Pham among of the "Most Outstanding Alumni" in the school's 100 years of history. Mr. Pham is former White House Fellow and a recipient an honorary JD degree from Pfeiffer University.

Numerous countries have transitioned away from state socialism since the fall of Communism in the Soviet Union and its satellite states two decades ago. At the core of this phenomenon, suggests Andrew G. Walder, is “a radical change in the definition, enforcement, and allocation of various rights over property.” In the chapter “Transitions from State Socialism: A Property Rights Perspective” (The Sociology of Economic Life, 2011), Walder examines property rights changes within the context of the transition from state socialism in Hungary, China, and Vietnam.

At first glance, the U.S. decision to escalate the war in Vietnam in the mid-1960s, China's position on North Korea's nuclear program in the late 1990s and early 2000s, and the EU resolution to lift what remained of the arms embargo against Libya in the mid-2000s would appear to share little in common. Yet each of these seemingly unconnected and far-reaching foreign policy decisions resulted at least in part from the exercise of a unique kind of coercion, one predicated on the intentional creation, manipulation, and exploitation of real or threatened mass population movements. In Weapons of Mass Migration, Kelly M. Greenhill offers the first systematic examination of this widely deployed but largely unrecognized instrument of state influence. She shows both how often this unorthodox brand of coercion has been attempted (more than fifty times in the last half century) and how successful it has been (well over half the time). She also tackles the questions of who employs this policy tool, to what ends, and how and why it ever works.

Who should fight? It is no idle question in an era in which thousands of U.S. troops are fighting and dying in Afghanistan and Iraq to protect Americans back home. In fact, the answer has profound consequences for the way policymakers make decisions about how these wars are waged. On Dec. 2, scholars from Stanford, the University of Chicago, and the School of Advanced International Studies at Johns Hopkins University examined this issue as part of the Stanford Ethics & War Series (2010-2011), co-sponsored by the Center for International Security and Cooperation. Their conclusion: there is a wide and troubling divide between the 2.4 million Americans who volunteer to serve in the military and the many millions more who choose not to.

The statistics are revealing: During World War II, some 16 million men, and several thousand women, served in the military, representing 12 percent of the U.S. population. They came from all walks of life, and those who stayed home made sacrifices of their own for the greater war effort. But while the U.S. population has more than doubled since then, the military is now just 4 percent of the size it was in the 1940s. At the same time, today's wars require virtually no sacrifice at home, and those who enlist come from an extremely narrow demographic segment of the U.S. population. According to Stanford historian David Kennedy, who spoke at the event, in 2007, only 2.6 percent of enlisted personnel had exposure to college, compared to 32 percent of men age 18 to 24 in the general population. The military is disproportionately composed of racial, ethnic, and other demographic minorities, he noted. The political elites making the decisions about warfare seldom have children serving. Among the 535 elected members of Congress in 2008 only 10 had children in the military.

The implications of this are vast. A lack of personal familiarity for many Americans with the military breeds to some puzzling behavior, says Eliot Cohen, the Robert E. Osgood Professor of Strategic Studies at the Paul H. Nitze School of Advanced International Studies. Congressmen say they can't imagine U.S. troops committing the kinds of atrocities recorded at the Abu Ghraib prison in Iraq; left-leaning anti-war advocates at Moveon.org refer to General David Petraeus, the highly regarded commander of the wars in Iraq and Afghanistan, as General Betray Us. More than that, a large gap between those who make the decisions about war and those who fight it raises serious questions about accountability. The Vietnam-era draft inspired thousands of Americans to push back against Washington's decisions to expand the war. Conversely, the existence of the all volunteer army, in effect since 1973, may have one been one reason for the relatively smaller level of protest in the run up to, and the execution of the wars in Afghanistan and Iraq. Indeed, at a 2006 Oval Office meeting with President George W. Bush, Kennedy said the president told him that if the draft had been in place he "would have been impeached by now."

The gap also raises concerns about civic unity. Earth-shaking events such as World War II and Sept. 11 brought citizens together, says Jean Bethke Elshtain, the Laura Spelman Rockefeller Professor of Social and Political Ethics in the Divinity School at the University of Chicago. But sustaining that unity is extremely difficult, and becomes even more so when one segment of the population is willing to give its life to protect Americans while the vast majority go on with their lives without making any sacrifice of their own. To Elshtain, this raises a basic issue of fairness and social justice. There is a general lack of equity, she says, when "some families bear a radically disproportionate burden of service and sacrifice." As their peers "study or work or frolic, they die" in Iraq or Afghanistan.

Redressing this imbalance is an extraordinary challenge. Surely a draft would help. But it raises ethical questions of its own. There is also no political will to reinstate it. Nor, says Cohen, is it necessary or even desirable from a military perspective. A better set of solutions, he suggests, would start with expanding the depth and scope of relations between civilians and military personnel. He recommends siting military bases around the country so that civilians in New England, say, where there is virtually no military presence, can have greater exposure to an institution about which many of them know very little. Elite universities such as Stanford and Harvard, which have long prohibited on-campus ROTC activities, should start revisiting and revising their policies so that over time the military will have a wider diversity of background. Doing so might enrich the campus experience, and it could also lead to a stronger military in which the highly educated graduates of America's elite educational institutions would take a greater role influencing America's elite military institutions. For now, Kennedy observes, we have effectively "hired some of the least advantaged of our fellow countrymen to do some of our most dangerous business." And we continue down this path at our peril.
