President Trump’s newly named envoy for arms control, Marshall Billingslea, gave a lengthy interview last week on the administration’s approach to nuclear arms negotiations. He stressed bringing in China, struck a pessimistic note about the sole treaty constraining Russian and U.S. nuclear forces, and offered no ideas for getting Moscow to discuss non-strategic nuclear arms.

Unfortunately, the interview reinforces the view that the Trump administration is unlikely to achieve a nuclear deal…or even develop a serious proposal.

About the Event: The United States is steadily losing ground in the race against China to pioneer the most important technologies of the 21st century. With technology a critical determinant of future military advantage, a key driver of economic prosperity, and a potent tool for the promotion of different models of governance, the stakes could not be higher. To compete, China is leveraging its formidable scale—whether measured in terms of research and development expenditures, data sets, scientists and engineers, venture capital, or the reach of its leading technology companies. The only way for the United States to tip the scale back in its favor is to deepen cooperation with allies. The global diffusion of innovation also places a premium on aligning U.S. and ally efforts to protect technology. Unless coordinated with allies, tougher U.S. investment screening and export control policies will feature major seams that Beijing can exploit.

Significant political barriers to implementing na- tional climate policies exist in both the US and China. Successful linkage of regional climate policies in the two countries can help overcome these impediments. Each country can be seen as willing to cooperate with the other to address the global climate challenge, which can help each national government overcome the resistance to formulating its own national climate policy.

Solving the climate challenge involves many years of sustained actions coordinated across the major emitting countries. Like any long journey, it begins with︎ a first step. Coordinating regional policies is such a step.

Applications are open for the China Scholars Program, an intensive, college-level online course on contemporary China for U.S. high school students. The China Scholars Program is offered by the Stanford Program on International and Cross-Cultural Education (SPICE), Stanford University, and is open to rising 10th, 11th, and 12th graders. The Fall 2020 online course will run from late August through December. Applications are due June 15, 2020.

Accepted applicants will engage in a rigorous academic exploration of key issues in China, spanning politics, economics, social issues, culture, and the arts, with an emphasis on the relationship between the United States and China. In real-time conversations with leading scholars, experts, and diplomats from Stanford University and other institutions, participants will be exposed to the cutting edge of U.S.–China relations and scholarship. Students who complete the online course will be equipped with a rare degree of expertise about China and international relations that may have a significant impact on their choice of study and future career.

As in previous sessions of the China Scholars Program, the Fall 2020 cohort will comprise high school students from across the United States. Participants in the current cohort represent states across the nation, including California, Florida, Georgia, Illinois, Michigan, Missouri, Nebraska, New Jersey, New York, and Washington.

The immense diversity of student backgrounds and experiences within each online course allows for an especially rich exchange of ideas and perspectives among the young scholars—a crucial and invaluable component of the learning experience.

“Learning from Stanford’s knowledgeable East Asian studies experts remains one of my most formative educational experiences,” noted Rebecca Qiu, an alum of the program now at Tufts University. She continued, “Synchronous live lectures and lively discussion boards allowed me to learn from our professors and students alike, facilitating tremendous academic growth.”

Chaired by Dr. Robin Cleveland, the commission’s hearing, “China’s Evolving Healthcare Ecosystem: Challenges and Opportunities,” focused on China's domestic healthcare infrastructure and its use of technology in the light of the COVID-19 pandemic. The commission listened as Eggleston reviewed the strides China has made in its national health reforms and highlighted the many challenges its health system now faces. “It is in the interest of Americans and Chinese to have a strong, resilient healthcare system in China,” she said. “The United States should reemphasize scientific, evidence-based health policy and regulation, and encourage China to do so as well.”

The commission’s mandate is to investigate and submit to Congress an annual report on the national security implications of the bilateral trade and economic relationship between the United States and China and to provide recommendations to Congress for legislative action.

Ambitious Goals, Complex Challenges

Reforms over the past two decades, noted Eggleston, have brought China’s health system closer to a level of reliability and accessibility commensurate with the country’s dramatic economic growth. The government has already achieved its goal of providing universal health coverage and has made significant progress in many of the areas outlined in its “Healthy China 2030” blueprint, including tackling health disparities between regional and urban/rural population subgroups and building a more comprehensive and higher quality health service delivery system.

Still, China faces many daunting challenges, from dealing with COVID-19 and its aftermath to other urgent and lingering needs, such as tackling its looming demographic crisis and promoting healthy aging, addressing patient-provider tensions and trust, and changing provider payment to promote “value” rather than volume. If China is to make its investments in universal health coverage and rapid medical spending growth sustainable, said Eggleston, then it must build an infrastructure that increases health system efficiency, strengthens primary care, reforms provider payment system, and protects the most vulnerable from illness-induced poverty.

Constructive policies in support of health system improvements in both the United States and China could strengthen the global capacity to control future pandemics and avoid the devastating social and economic effects of future outbreaks on the scale of COVID-19.

Technology and COVID-19 Response

Like other countries, China’s government and private sector have utilized various technologies in response to the COVID-19 crisis, such as telemedicine, “internet-plus” healthcare, and contact tracing applications, and are deploying digital and biotechnologies in efforts focused on epidemic mentoring and on treatment and vaccine development. Eggleston noted that the response to COVID-19 “will leave an indelible mark on health policies for decades to come,” not only in terms of technology adoption but also organizational innovation. One would hope to see future prioritization in resource allocation and renewed investment in the diagnosis and treatment of health system weaknesses, she added.

Recommendations for Congress

In all our policies and interactions, Eggleston concluded her testimony, we should remember that China is large and diverse, that local government agencies are those that make many important decisions in health policies as in other policies, and that the “Chinese people” are not synonymous with any given leader. “Avoid politicizing the COVID-19 pandemic and other health and humanitarian issues,” she noted. “In other geopolitical considerations in bilateral US-China relations, uphold U.S. interests while encouraging the PRC to be active as a globally responsible stakeholder.”

The U.S. government should encourage China and its scientists and firms to work collaboratively with multilateral efforts to prevent and control future pandemics, she argued. Specific recommended actions include supporting efforts to strengthen primary care and population health interventions with proven cost-effectiveness; sharing experiences with regional, community-based efforts to address the social determinants of health and promote multisector policies for healthy aging; encouraging public-private collaborative governance arrangements to strengthen the health sector in China; promoting transparent peer review of research and international collaboration between Chinese and American scientists, medical educators, health systems researchers, and technology developers; and collaborating with Chinese counterparts to address regional issues of population health importance, such as health problems in the DPRK and integration of public health priorities into China’s Belt and Road Initiative.

To celebrate its May release, contributors Karen Eggleston, Barry Naughton, and Andrew Walder will join editors Thomas Fingar and Jean Oi for a panel discussion of their volume Fateful Decisions: Choices That Will Shape China’s Future (Stanford University Press).  China has enjoyed an extraordinary run of rapid growth and development over the last 40 years.  Yet, as Fingar and Oi point out, China’s future is hardly set in stone.  Sustained economic growth, social welfare and stability will depend upon tough policy decisions confronting Beijing’s leaders today in what is a watershed moment.  Casting doubt on Beijing’s aversion to major reforms and its return to certain Mao-era policy tools, Oi and Fingar argue that China’s challenges are not only complex, but high-stakes – challenges that have become even more daunting in the aftermath of COVID-19.  As China battles the difficulties caused by an aging population, the loss of comparative economic advantage, a politically entrenched elite, and a population with rising expectations, today’s policy decisions will weigh heavily on its future. Topics explored in the volume include China's healthcare challenges in a slowing economy, its global ambitions and track record, economic aims and realities, the country’s mounting governance pressures, and more.

Shorenstein Asia-Pacific Research Center at FSI. She is also a fellow with the Stanford Center for Innovation in Global Health and a faculty research fellow of the National Bureau of Economic Research (NBER). Eggleston earned her PhD in public policy from Harvard University, studied in China for two years, and was a Fulbright scholar in South Korea. Her research focuses on comparative health systems and health reform in Asia, especially China; government and market roles in the health sector; supply-side incentives; healthcare productivity; and economic aspects of demographic change.

Fingar is a graduate of Cornell University (AB in government and history) and Stanford University (MA and PhD, both in political science). Barry Naughton is the So Kwanlok Professor at the School of Global Policy and Strategy, University of California–San Diego. Naughton’s work on the Chinese economy focuses on market transition; industry and technology; foreign trade; and political economy. His first book, Growing Out of the Plan, won the Ohira Prize in 1996, and a new edition of his popular survey and textbook, The Chinese Economy: Adaptation and Growth, appeared in 2018. Naughton did his dissertation research in China in 1982 and received his PhD in economics from Yale University.

 

Jean C. OiJean C. Oi is the William Haas Professor of Chinese Politics in the Department of Political Science and a senior fellow in the Freeman Spogli Institute for International Studies at Stanford University. She directs the China Program at the Walter H. Shorenstein Asia-Pacific Research Center and is the Lee Shau Kee Director of the Stanford Center at Peking University. Oi has published extensively on China’s reforms. Recent books include Zouping Revisited: Adaptive Governance in a Chinese County, coedited with Steven Goldstein (Stanford University Press, 2018), and Challenges in the Process of China’s Urbanization, coedited with Karen Eggleston and Yiming Wang (2017). Current research is on fiscal reform and local government debt, continuing SOE reforms, and the Belt and Road Initiative.

Walder is the Denise O’Leary and Kent Thiry Professor of Sociology in the School of Humanities and Sciences, and a senior fellow in the Freeman Spogli Institute for International Studies at Stanford University. A political sociologist, Walder has long specialized in the study of contemporary Chinese society and political economy. After receiving his PhD at the University of Michigan, he taught at Columbia, Harvard, and the Hong Kong University of Science and Technology. At Stanford he has served as chair of the Department of Sociology, director of the Asia-Pacific Research Center, and director of the Division of International, Comparative, and Area Studies in the School of Humanities and Sciences. His most recent books are Fractured Rebellion: The Beijing Red Guard Movement (2009), China under Mao: A Revolution Derailed (2015), and Agents of Disorder: Inside China’s Cultural Revolution (2019).

U.S.-China relations had deteriorated long before the coronavirus outbreak. Over the last decade, many observers have concluded that China’s actions in the foreign policy arena have become more assertive, ambitious, and worrisome to the U.S.-led international order. APARC Fellow Thomas Fingar, however, argues that China’s foreign policy has changed far less than its rhetoric and the characterization of many commentators suggest. “I don’t think China is eager to displace the United States,” he says in our recent video Q&A.

Fingar considers how the difficult choices facing the Chinese leadership – now exacerbated by the coronavirus pandemic – are poised to determine the future course of the country’s international behavior and what successful management of the relationship with China requires. “The requirement for them and us,” he emphasizes, “is to figure out how to transform the international order into something more sustainable, and the tragedy of the last three years is that we have surrendered much of the leadership role and a great deal of the confidence others have in the wisdom of the United State.” Watch:

These issues are the focus of Fingar’s chapter, “Sources and Shapers of China’s Foreign Policy,” in the new volume Fateful Decisions: Choices that Will Shape China’s Future, now out from Stanford University Press. Coedited by Fingar and APARC’s China Program Director Jean Oi, this volume is part of APARC’s monograph series with SUP.

Fingar argues that China’s foreign policy and international behavior are key components of Beijing’s overall objectives to maximize opportunities for economic growth and modernization. As economic growth slows and Beijing finds it increasingly difficult to meet its domestic challenges, incentives to continue to work with and within the U.S.-led international order remain compelling. In Fingar’s view, the realities of interdependence and the perceived need to maintain high rates of growth and ambitious developmental targets constrain Beijing to maintain more-or-less the same foreign policy practices it has followed since the dawn of the Reform and Opening era.

However, China’s decision to pursue its interests by working within the U.S.-led international order does not mean that it would remain a largely passive participant coerced (in Beijing’s view) to abide by rules and institutions that would restrain Beijing’s freedom of action, says Fingar. Beijing expects China to play a more influential role in shaping the global order, but it does not (yet) aspire to lead it.

In 2008, the U.S. National Intelligence Council (NIC) published the fourth installment in its effort to identify “megatrends” likely to shape world events a decade or more into the future. Shorenstein APARC Fellow and China expert Thomas Fingar, the then chairman of the NIC, oversaw that report, Global Trends 2025. The unclassified report uses scenarios to illustrate some of the ways in which the factors driving world events – from climate change to demographic decline to changing geopolitical powers – may interact to generate challenges and opportunities for future decisionmakers. One of these scenarios is the emergence of a global pandemic that bears a chilling resemblance to COVID-19.

We sat down with Fingar for an online conversation about the NIC report and its pandemic scenario, the government action it spurred, the United States’ failed initial response to the COVID-19 outbreak, and the implications of the current crisis for U.S.-China relations. Watch:

Twelve years after its publication, the NIC’s "Potential Emergence of a Global Pandemic" scenario (p. 75) has proven to be woefully accurate:

“The emergence of a novel, highly transmissible, and virulent human respiratory illness for which there are no adequate countermeasures could initiate a global pandemic. If a pandemic disease emerges by 2025, […] it probably will first occur in an area marked by high population density and close association between humans and animals, such as many areas of China and Southeast Asia […] Slow public health response would delay the realization that a highly transmissible pathogen had emerged […] Despite limits imposed on international travel, travelers with mild symptoms or who were asymptomatic could carry the disease to other continents. Waves of new cases would occur every few months. The absence of an effective vaccine and near-universal lack of immunity would render populations vulnerable to infection.”

It was not a prediction, recalls Fingar, but rather an attempt to urge policymakers to think “beyond tomorrow,” past the end of their administration, and to stimulate strategic thinking about how to reinforce positive trends and change or ameliorate negative ones. If the report and its global pandemic scenario are precise, he notes, it is because the NIC’s effort involved the best specialists within the U.S. intelligence community and engaged numerous and varied groups of non-U.S. Government experts.

Yet the United States has been unprepared for the COVID-19 pandemic and the crisis is now worsening U.S.-China tensions. To address the crisis, however, argues Fingar, both countries must cooperate in the international fora. “Let that be the way that builds towards a better bilateral relationship.”

Dr. Karen Eggleston
Karen Eggleston is a senior fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University, and director of the Stanford Asia Health Policy Program and deputy director of the Shorenstein Asia-Pacific Research Center at FSI. She is also a fellow with the Center for Innovation in Global Health at Stanford University School of Medicine, and a faculty research fellow of the National Bureau of Economic Research (NBER). Eggleston earned her PhD in public policy from Harvard University and has MA degrees in economics and Asian studies from the University of Hawaii and a BA in Asian studies summa cum laude (valedictorian) from Dartmouth College. Eggleston studied in China for two years and was a Fulbright scholar in Korea. Her research focuses on government and market roles in the health sector and Asia health policy, especially in China, India, Japan, and Korea; healthcare productivity; and the economics of the demographic transition. She served on the Strategic Technical Advisory Committee for the Asia Pacific Observatory on Health Systems and Policies, and has been a consultant to the World Bank, the Asian Development Bank, and the WHO regarding health system reforms in the PRC.

Dr. Hongbin Li
Hongbin Li is the James Liang Director of the China Program at the Stanford King Center on Global Development, and a senior fellow of Stanford Institute for Economic Policy Research (SIEPR). Hongbin Li obtained a PhD in economics from Stanford University in 2001 and joined the economics department of the Chinese University of Hong Kong (CUHK), where he became full professor in 2007. He was also one of the two founding directors of the Institute of Economics and Finance at the CUHK. He taught at Tsinghua University in Beijing 2007-2016 and was C.V. Starr Chair Professor of Economics in the School of Economics and Management. He also founded and served as the executive associate director of the China Data Center at Tsinghua. He also co-directs the China Enterprise Survey and Data Center at Wuhan University, which conducts the China Employer-Employee Survey (CEES).

Dr. Scott Rozelle
Scott Rozelle is the Helen F. Farnsworth Senior Fellow and the co-director of the Rural Education Action Program in the Freeman Spogli Institute for International Studies at Stanford University. He received his BS from the University of California, Berkeley, and his MS and PhD from Cornell University. Previously, Rozelle was a professor at the University of California, Davis and an assistant professor in Stanford’s Food Research Institute and department of economics. He currently is a member of several organizations, including the American Economics Association, the International Association for Agricultural Economists, and the Association for Asian Studies. Rozelle also serves on the editorial boards of Economic Development and Cultural Change, Agricultural Economics, the Australian Journal of Agricultural and Resource Economics, and the China Economic Review.

Dr. Xueguang Zhou
Xueguang Zhou is the Kwoh-Ting Li Professor in Economic Development, a professor of sociology and a Freeman Spogli Institute for International Studies senior fellow. His main area of research is institutional changes in contemporary Chinese society, focusing on Chinese organizations and management, social inequality, and state-society relationships. One of his current research projects is a study of the rise of the bureaucratic state in China. He works with students and colleagues to conduct participatory observations of government behaviors in the area of environmental regulation enforcement, in policy implementation, in bureaucratic bargaining, and in incentive designs. With colleagues and students, he also studies patterns of career mobility and personnel flow among different government offices to understand intra-organizational relationships in the Chinese bureaucracy.

His research focuses almost exclusively on China and is concerned with: agricultural policy, including the supply, demand, and trade in agricultural projects; the emergence and evolution of markets and other economic institutions in the transition process and their implications for equity and efficiency; and the economics of poverty and inequality, with an emphasis on rural education, health and nutrition.

Rozelle's papers have been published in top academic journals, including Science, Nature, American Economic Review, and the Journal of Economic Literature. His book, Invisible China: How the Urban-Rural Divide Threatens China’s Rise, was published in 2020 by The University of Chicago Press. He is fluent in Chinese and has established a research program in which he has close working ties with several Chinese collaborators and policymakers. For the past 20 years, Rozelle has been the chair of the International Advisory Board of the Center for Chinese Agricultural Policy; a co-director of the University of California's Agricultural Issues Center; and a member of Stanford's Walter H. Shorenstein Asia-Pacific Research Center and the Center on Food Security and the Environment.

In recognition of his outstanding achievements, Rozelle has received numerous honors and awards, including the Friendship Award in 2008, the highest award given to a non-Chinese by the Premier; and the National Science and Technology Collaboration Award in 2009 for scientific achievement in collaborative research.

Another ongoing project is an ethnographic study of rural governance in China. Zhou adopts a microscopic approach to understand how peasants, village cadres, and local governments encounter and search for solutions to emerging problems and challenges in their everyday lives, and how institutions are created, reinforced, altered, and recombined in response to these problems. Research topics are related to the making of markets, village elections, and local government behaviors.

His recent publications examine the role of bureaucracy in public goods provision in rural China (Modern China, 2011); interactions among peasants, markets, and capital (China Quarterly, 2011); access to financial resources in Chinese enterprises (Chinese Sociological Review, 2011, with Lulu Li); multiple logics in village elections (Social Sciences in China, 2010, with Ai Yun); and collusion among local governments in policy implementation (Research in the Sociology of Organizations, 2011, with Ai Yun and Lian Hong; and Modern China, 2010).

Before joining Stanford in 2006, Zhou taught at Cornell University, Duke University, and Hong Kong University of Science and Technology. He is a guest professor at Peking University, Tsinghua University, and the People's University of China. Zhou received his Ph.D. in sociology from Stanford University in 1991.
