The following article is a guest post written by Thea Louise Dai, an alumna of the Spring 2022 China Scholars Program. In April 2022, Thea met Wendy Wen, an alumna of the Spring 2022 Stanford e-China Program. Currently, Thea Louise is a junior at Castilleja School in Palo Alto, California, and Wendy Wen is a junior at Beijing National Day School in Beijing, China.

In April 2022, I met Wendy Wen through a collaboration between the China Scholars Program (CSP) and Stanford e-China. Five months later, we are working together to prepare the first synchronous Zoom discussion at Project 17—a 501(c)(3) nonprofit organization we founded dedicated to initiating global dialogue through synchronous discussions about the 17 Sustainable Development Goals (SDGs) of the United Nations.

The CSP and Stanford e-China collaboration was no doubt my most stimulating academic experience to date. The two programs held four joint discussions on various climate issues over the course of several weeks. With the rare opportunity to bridge geographical and cultural divides, I finally had a chance to apply everything I had learned about China’s history, policies, and current events throughout the program in conversation with actual Chinese students, from whom I learned new perspectives. Although we only had to participate in one of the synchronous discussions, I found myself looking forward to each meeting and rearranging my schedule to attend all four.

The CSP and Stanford e-China collaboration was no doubt my most stimulating academic experience to date.

Wendy recalls that she had a similarly eye-opening experience during the meetings. She noted, “I have always believed that the world’s largest challenges can be solved through global collaboration. After every discussion with the CSP, I left feeling inspired to know that such collaboration is possible, even for high school students.”

After meeting each other through a breakout room conversation, we immediately connected on the need for a global discussion platform targeted towards youth perspectives. Essentially, we hoped to capture the value of our experience with SPICE, and we wanted to make it even more accessible and on a larger scale. We also wanted to clear a pathway for participants to take the next steps to create tangible change on the SDGs after our discussions.

As a result, we conceptualized Project 17 in part to partner with the chapter system of the United Nation Association of the USA (UNA-USA) so that high school and college students have the unique opportunity to connect with UNA-USA officials and members across the United States. Our vision is for all participants to be able to share their perspectives on the SDGs to inform the UNA-USA chapter system. We’re also working with Stanford e-China Instructor Carey Moncaster and CSP Instructor Tanya Lee of SPICE to publish the SDG-related research and reflections of participants on larger platforms.

Project 17 hosts four annual synchronous Zoom discussions, each focused on a particular group of SDGs: Planet, People, Prosperity, and Peace & Partnership. Our first discussion about the planet will take place in November 2022 and run for two hours. Interested students can complete the registration form on the Project 17 website to apply for an opportunity to hear from SDG advocates, learn from NGO leaders, and participate in breakout room discussions with youth leaders around the world. High school and college students based in any country are eligible to participate.

In the span of four months, Project 17’s outreach efforts have reached 51 cities, 47 schools, and five different countries. Participants will build connections with students from different backgrounds and develop a global mindset by engaging with new perspectives. In addition, participants can contribute to asynchronous discussion boards and the Project 17 blog, receive bimonthly newsletters about the SDGs, and receive certified service hours eligible for the President’s Volunteer Service Award.

By incorporating these opportunities into our organization, we hope to create an experience similar to the invaluable experiences that Wendy and I had through the CSP and Stanford e-China. Inspired by SPICE’s impact, we are incredibly excited to start an initiative similarly promoting international and cross-cultural collaboration. Please note that Project 17 is not a Stanford SPICE program.

Although eyeglasses have been considered a cost-effective way to combat myopia, the empirical evidence of its impacts on improving learning outcomes is inconsistent. This paper provides empirical evidence examining the effect of providing eyeglasses on academic performance between provinces with a different economic level in western China. Overall, we find a significant impact in Intention-to-Treat analysis and a large and significant local average treatment effect of providing free eyeglasses to students in the poor province but not in the other. The difference in impact between the two provinces is not a matter of experimental design, implementation, or partial compliance. Instead, we find that the lack of impact in the wealthier provinces is mainly due to less blackboard usage in class and wealthier households. Our study found that providing free eyeglasses to disadvantaged groups boosted their academic performance more than to their counterparts.

The Freeman Spogli Institute for International Studies (FSI) at Stanford University is pleased to announce that Jennifer Pan has been appointed to the position of FSI Senior Fellow, effective September 1. The appointment is concurrent with her promotion to professor at Stanford’s Department of Communication.

At FSI, Pan will work primarily within the Center on China’s Economy and Institutions (SCCEI) and will also be affiliated with the Cyber Policy Center. Her research focuses on political communication and authoritarian politics. She uses experimental and computational methods with large-scale datasets on political activity in China and other authoritarian regimes to answer questions about how autocrats perpetuate their rule; how political censorship, propaganda, and information manipulation work in the digital age; and how peoples’ preferences and behaviors are shaped as a result.

"Jennifer is both a top expert in political communication and authoritarian politics and an outstanding teacher," said FSI Director Michael McFaul. "I’m eager to see how her groundbreaking approach will influence research across the institute and inspire our students in the classroom."

Pan’s book, “Welfare for Autocrats: How Social Assistance in China Cares for its Rulers,” shows how China’s pursuit of political order transformed the country’s main social assistance program, Dibao, for repressive purposes. Her work has appeared in peer-reviewed publications such as the American Political Science Review, American Journal of Political Science, Comparative Political Studies, Journal of Politics, and Science.

“Jennifer Pan is one of the most exciting, creative and innovative scholars in the field of social media and network analysis,” said Nathaniel Persily, co-director of the Cyber Policy Center. “She has written foundational works relating to the internet in China and has very important research underway concerning the effect of social media on politics in the United States.”

Pan graduated summa cum laude from Princeton University in 2004 and obtained a Ph.D. from Harvard University in 2015. Prior to Stanford, Pan was a consultant at McKinsey & Company. She was also a fellow at Stanford’s Center for Advanced Study in the Behavioral Sciences from 2019 to 2020.

Julia Wei

Julia Tao Wei is a global affiliate visiting scholar at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2022-23. Wei has worked in the financial industry for over 20 years and has vast experiences across a variety of financial products including commercial banking business, corporate finance, cross-border M&A, derivative products, private equity and asset management.  Since 2015, as a founding partner, Wei has led the Discovery Capital (Hong Kong) team focusing on non-performing asset investments and maintained partnership of the family office of Winsome Group (Hong Kong). Her previous experience included many years at investment banks such as Mizuho Bank, UBS, BNP Paribas and BOCGI. We is an active social activist, member of the Chinese General Chamber of Commerce, and advisor of think tanks, including D&C Think Tank. She received her bachelor's degree of economics from Hangzhou Dianzi University and studied in an MBA program at Waseda University in Tokyo. She is fluent in Mandarin, English and Japanese.

Chiu Fai Stanley Choi is a global affiliate visiting scholar at the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for 2022-23. Choi is the founder of Head & Shoulders Financial Group based in Hong Kong. He has over 25 years of experience across the area of derivatives, private equity and blockchain. Currently, he has shifted his focus to personal investments becoming a major shareholder of Air Asia, a leading budget airline in Asia, and China Reinsurance, the largest reinsurance company in China. Choi earned his Master of Science (MS) at the University of Illinois at Urbana Champaign and his Doctor of Business Administration (DBA) at City University of Hong Kong.

Background: The importance of breastfeeding in low- and middle- income countries is well recognized, yet the importance of postnatal mental health on breastfeeding practices and beliefs in these settings has been understudied. This study investigates the associations between maternal mental health problems, breastfeeding beliefs and breastfeeding practices in rural China.

 

Methods: Cross-sectional data were collected in November and December 2019 from 742 mothers of infants under 6 months old in rural Sichuan Province, China. Maternal mental health (depression, anxiety, and stress symptoms) was assessed using the Depression, Anxiety, and Stress Scale (short form). Breastfeeding beliefs were assessed using the Iowa Infant Feeding Attitude Scale and Breastfeeding Self-Efficacy Scale (short form). Breastfeeding practices were assessed through a 24-h dietary recall questionnaire. Ordinary least squares regression, multiple logistic regression and heterogeneous effects analyses were used to identify associations between symptoms of mental health problems and breastfeeding outcomes.

 

Results: The average age of sample infants was 2.7 months. Among mothers, 13% showed symptoms of depression, 16% anxiety, and 9% stress. The prevalence of exclusive breastfeeding in the previous 24 h was 38.0%. Depression symptoms were significantly associated with breastfeeding attitude and breastfeeding self-efficacy. Anxiety and stress symptoms were significantly associated with breastfeeding self-efficacy. There were no significant associations between symptoms of mental health problems and exclusive breastfeeding. The heterogeneous effects analyses revealed that less educated mothers with symptoms of stress had lower odds of exclusive breastfeeding than educated mothers without symptoms of stress. Mothers of younger infants had higher odds of exclusive breastfeeding than the mother of older infants, regardless of depression, anxiety, or stress symptoms.

 

Conclusion: Symptoms of maternal mental health problems are significantly associated with breastfeeding attitude and self-efficacy; however, these symptoms are not associated with breastfeeding practices. Maternal educational level and infant age may play a role in mothers’ breastfeeding practices. To improve breastfeeding practices, interventions should employ a multi-dimensional approach that focuses on improving maternal mental well-being and considers demographic characteristics.

The belief that China presents a challenge, if not an outright threat, to U.S. national security is increasingly prevalent in elite and public discourse. The main points of contention lie in the degree to which China threatens U.S. national security, how exactly China may challenge U.S. national security, and uncertainty about how the answers to these questions may change over time (which is fundamentally a debate about the drivers of Chinese strategy).

In this chapter, included in the volume The China Questions 2: Critical Insights into US-China Relations​ Harvard University Press, 2022), Oriana Sklayar Mastro focuses on the direct and indirect ways the People's Republic of China poses a threat to U.S. national security today.

Two caveats are in order. First, this focused discussion on challenges and threats may distort the degree to which China threatens the United States. On aggregate, the discussion presents a malign influence from the Perspective of U.S. national security. But it could be much worse. China has resolved many of its territorial disputes peacefully. Beijing has relied mainly on economic and political tools to blunt U.S. influence beyond its immediate region. China is an active member of the vast majority of international institutions. Even though faced with a conventionally superior U.S. military, China has yet to change its minimal no-first-use nuclear doctrine.

Second, while Mastro presents information on trends and trajectories, her focus is on today's challenges. These are likely to expand in scope and increase in intensity over the next five to ten years.

Overreach and Overreaction: The Downward Spiral in the U.S.-China Relations 

Stanford Libraries and the Stanford Center on China’s Economy and Institutions are pleased to present the 2022 Dr. Sam-Chung Hsieh Memorial Lecture featuring Professor Susan Shirk who will be speaking on Overreach and Overreaction: The Downward Spiral in the U.S.-China Relations.  This is an in-person event.

Why did China abandon its successful foreign policy of restraint and shift toward confrontation and unchecked control over its own society? Surprisingly the shift began under Hu Jintao’s collective leadership (2002-12). Under the personalistic leadership of Xi Jinping the trend has intensified. Those who implement Xi's directives compete to outdo one another, provoking an even greater global backlash. To counter China’s overreach, the worst mistake the rest of the world, and the United States in particular, can make is to overreact. Understanding the domestic political drivers of foreign policy in both countries can help us stem the downward spiral in relations.

Susan Shirk

Susan Shirk is Chair of the 21st Century China Center and research professor at the UC San Diego School of Global Policy and Strategy. Shirk’s book, China:  Fragile Superpower helped frame the policy debate on China in the U.S. and other countries. Her articles have appeared in leading academic publications in political science, international relations, and China studies. She previously served as deputy assistant secretary of state (1997-2000) responsible for U.S. policy toward China, Taiwan, Hong Kong and Mongolia. She is director emeritus of the UC Institute on Global Conflict and Cooperation and founded the Northeast Asia Cooperation Dialogue, an unofficial forum for discussion of security issues. Shirk is a graduate of Mt. Holyoke College and received her PhD from M.I.T.


The family of Dr. Sam-Chung Hsieh donated his personal archive to the Stanford Libraries' Special Collections and endowed the Dr. Sam-Chung Hsieh Memorial Lecture series to honor his legacy and to inspire future generations. Dr. Sam-Chung Hsieh (1919-2004) was former Governor of the Central Bank in Taiwan. During his tenure, he was responsible for the world's largest foreign exchange reserves, and was widely recognized for achieving stability and economic growth. In his long and distinguished career as economist and development specialist, he held key positions in multilateral institutions including the Asian Development Bank, where as founding Director, he was instrumental in advancing the green revolution and in the transformation of rural Asia. Proper management of non-communicable diseases (NCDs) is a severe challenge to China's rural health system. This study investigates what influences the poor medical treatment of NCDs (diabetes and angina) by evaluating the “know-do gap” between provider knowledge and practice. To determine whether low levels of provider knowledge low quality of patient care is the primary constraint on the quality of NCDs diagnosis and treatment in rural China. Providers from Village Clinics (VC) and Township Health Centers (THC), and Standardized Patients (SP) were selected by a multi-stage random sampling method. Clinical vignettes were administered to 306 providers from 103 VCs and 50 THCs in rural Sichuan Province. SPs presented diabetes symptoms completed 97 interactions with providers in 46 VCs and 51 THCs; SPs presented angina symptoms completed 100 interactions with providers in 50 VCs and 50 THCs. Process quality, diagnosis quality, and treatment quality were assessed against national standards for diabetes and angina. Two-tailed T-tests and tests of proportions for continuous outcomes and tests of proportions for binary dependent variables were used to compare vignette and SP results. Differences between vignette and SP data calculated the know-do gap. Regression analyses were used to examine the providers/facility characteristics and knowledge/practice associations. THC providers demonstrated significantly more knowledge in vignettes and better practices in SP visits than VC providers. However, levels of knowledge were low overall: 48.2% of THC providers and 28.2% of VC providers properly diagnosed type 2 diabetes, while 23.8% of THC providers and 14.7% of VC providers properly diagnosed angina. With SPs, 2.1% of THC providers and 6.8% of VC providers correctly diagnosed type 2 diabetes; 25.5% of THC providers and 12.8% of VC providers correctly diagnosed angina. There were significant know-do gaps in diagnosis process quality, diagnosis quality, and treatment quality for diabetes (p < 0.01), and in diagnosis process quality (p < 0.05) and treatment quality for angina (p < 0.01). Providers in rural China display low levels of knowledge when treating diabetes and angina. Despite low knowledge, evidence of the know-do gap indicates that low-quality healthcare is the primary constraint on the quality of NCD diagnosis and treatment in rural China. Our research findings provide a new perspective for the evaluation of the medical quality and a technical basis for the development of new standardized cases in the future.

Since the launch of the collaboration, SCCEI and CSIS have hosted a number of featured events, organized briefing sessions for academics to speak directly with policy makers,  launched a new project website, and much more.

We just don’t understand China — if we understood China better, we could make better policy decisions.
