On May 16, 2012, President Dilma Rousseff inaugurated the Truth Commission (Comissão da Verdade) and announced the Access to Information Law (Lei de Acesso à Informação).  Inspired by other Truth Commissions in other countries such as Argentina, Chile, Peru, Guatemala and El Salvador, the Brazilian Truth Commission has its own distinctive characteristics that respond to specific national political culture and costumes. Understanding these characteristics is fundamental to recognize how these laws may represent and advance the process of accountability for human rights violations in Brazil and the challenges that still persist due to opposing positions between the Legislative and Executive powers that have recognized these violations and a conservative Judiciary supported by the military.

James Fearon is the Theodore and Frances Geballe Professor in the School of Humanities and Sciences and a professor of political science. He is a Senior Fellow at FSI, affiliated with CISAC and CDDRL. His research interests include civil and interstate war, ethnic conflict, the international spread of democracy and the evaluation of foreign aid projects promoting improved governance. Fearon was elected to the National Academy of Sciences in 2012 and the American Academy of Arts and Sciences in 2002. Some of his current research projects include work on the costs of collective and interpersonal violence, democratization and conflict in Myanmar, nuclear weapons and U.S. foreign policy, and the long-run persistence of armed conflict.

South of Mount Fuji, along Japan’s central eastern coast, sits Shizuoka Prefecture. Home to green tea plantations, hot springs resorts, and Yamaha pianos and motorcycles, Shizuoka Prefecture is a vibrant agricultural, tourist, and manufacturing region. It is also home to Katsunori Hirano, a current Corporate Affiliates Visiting Fellow at the Shorenstein Asia-Pacific Research Center (Shorenstein APARC).

Hirano was born and has lived most of his life in Shizuoka Prefecture, and has worked for the prefectural government for nearly 20 years. He specialized in energy and environmental policy while pursuing a master’s degree in urban affairs and public policy at the University of Delaware (UD). His research explored ways to apply watershed management framework concepts to forest resources management in Japan. While at Stanford, he is studying biodiversity conservation and enhancement while also seeking to re-envision the path to a clean and safe sustainable future.

Last year’s Fukushima nuclear disaster has inspired him to explore ways for Japan to reduce its dependency on nuclear energy. Under the direction of political science professor Phillip Lipscy, Hirano is currently researching incentive mechanisms for financing energy efficiency and renewable energy in place in the United States.

At the very beginning of his UD program, Hirano learned about the distinction between “economic growth” and “development.” “People tend to use the Japanese-language terms interchangeably,” he says.

He is currently exploring case studies from Costa Rica and Bhutan—two countries that have been successfully managing biodiversity—in his search for sustainability models. He says the United States also offers a variety of practical examples of environmental and social sustainability. This year, Hirano plans to study the lifestyle of Amish villagers in Pennsylvania.  
 
Hirano also actively participates in Shorenstein APARC-organized visits to local companies and government organizations such as Facebook and San Francisco City Hall. He says that such site visits help broaden his thinking about innovation and sustainability.

Hirano will continue taking Stanford courses related to his research, attending on-campus workshops and seminars, and speaking with the many people he meets through his campus activities. “Stanford’s extraordinary breadth of teaching and research resources is just wonderful. To me, the learning opportunities that Stanford offers are limitless,” he says, adding that the value of in-person learning far outweighs book-based knowledge.

As Hirano pursues his research at Stanford on energy efficiency and renewable energy and searches for a redefinition of sustainable development, he hopes Japan will begin to pursue social-based development. “I believe that the challenges posed by the Fukushima experience will help inspire Japan to lead the world in creating a sustainable future for generations to come.”

On February 6, FSI is hosting an orientation for Stanford sophomores and juniors* (in 2011-12) interested in applying for the 2012 FSI undergraduate field research internships.

Three internships are available for Beijing, China, and up to five for the southwestern highlands of Guatemala. The internship program will support two separate multidisciplinary teams of Stanford undergraduates to carry out field research projects that address chronic global underdevelopment. Working with an established research program in each country and supervised by one or more Stanford principal investigators, the undergraduate research teams will spend approximately two weeks on location and four to six weeks planning and completing projects in the U.S. Travel, accommodations, insurance and incidentals will be fully funded.

The program is intended to engage undergraduates in collaborative research designed to:

  • introduce undergraduates to issues of global chronic underdevelopment;
  • promote mentoring relationships between FSI faculty and students;
  • enable undergraduates to contribute to FSI's policy-relevant research; and
  • foster collaboration across disciplines at the undergraduate level

Eligibility and Application

The program is open to Stanford juniors and seniors (in AY 2011-12) with a minimum GPA of 3.3. Students may apply directly via email.

Student applicants will be required to submit:

  • a statement of interest;
  • curriculum vitae, resume, or summary of related experience; and
  • copy of transcript (unofficial copy acceptable)
  • reference letter from faculty member

Preference will be given to students previously involved in service learning, poverty alleviation, or similar pursuit. The selection committee will strive to assemble a team of students reflecting divergent academic interests, ideally one from each of the social, natural, and applied sciences.

Final candidates should be prepared to obtain the appropriate visas and vaccinations and to travel abroad on the approximate dates:

  • Guatemala: August 1 - 15, 2012
  • China: June 19 - July 3, 2012

Project Requirements

Members of the student research team will be expected to work collaboratively to:

  • develop, and obtain faculty approval for, a research proposal that will add to or enhance the ongoing research of either Rural Education Action Project (REAP) in China, or the Children's Global Health Program in Guatemala, both programs within FSI;
  • carry out the research over a two-week period abroad under the supervision of both a Stanford faculty member and a graduate student or medical resident;
  • write a project report analyzing and interpreting the team's research findings; and
  • prepare a poster or slide presentation describing the research project that will be presented at FSI's fall 2012 open house.

Financial Support and Resources

The program will provide a stipend of $1,000 per student, plus a budget for the team's research materials and supplies, and reimbursement for air travel, lodging, meals, insurance, visas, and incidentals for work abroad. At Stanford, the team will be furnished with office space in Encina Hall and access to a desktop computer to meet, prepare, and complete the project.

* Highly qualified freshmen with the requisite background and superb language skills may be considered.

Abstract

Mobile phone coverage and adoption has grown substantially over the past decade, primarily in sub-Saharan Africa. In the absence of public goods infrastructure in many countries, mobile phone technology has the potential to reduce communication and transaction costs and improve access to information, goods and services, particularly for remote rural populations. Research suggests that mobile phone coverage has had positive impacts on agricultural and labor market efficiency in certain countries, but empirical microeconomic evidence is still limited. This paper presents the results of several mobile phone-related field experiments in sub-Saharan Africa, whereby mobile phones have been used for learning, money transfers and civic education programs. These experiments suggest that mobile phone technology can result in reductions in communication and transaction costs, as well as welfare gains, in particular contexts. Nevertheless, mobile phone technology cannot serve as the “silver bullet” for development, and careful impact evaluations of mobile phone development projects are required. In addition, mobile phone technology must work in partnership with other public good provision and investment to achieve optimal development outcomes. 

Speaker Bio:

Jenny C. Aker is an assistant professor of economics at the Fletcher School and department of economics at Tufts University. She is also a non-resident fellow at the Center for Global Development and a member of the Advisory Board for Frontline SMS.

After working for Catholic Relief Services as Deputy Regional Director in West and Central Africa between 1998 and 2003, Jenny returned to complete her PhD in agricultural economics at the University of California-Berkeley. Jenny works on economic development in Africa, with a primary focus on the impact of information and information technology on development outcomes, particularly in the areas of agriculture, agricultural marketing and education; the relationship between shocks and agricultural food market performance; the determinants of agricultural technology adoption; and impact evaluations of NGO and World Bank projects. Jenny has conducted field work in many countries in West and Central Africa, including Benin, Burkina Faso, Burundi, DRC, The Gambia, Ghana, Liberia, Mali, Mozambique, Niger, Nigeria, Rwanda, Senegal, Sierra Leone and Sudan, as well as Haiti and Guatemala.

Two Stanford graduates with close ties to FSI’s centers have been named 2012 Rhodes Scholars. A third was selected as a Mitchell Scholar.

Anand Habib was a graduate of the 2011 CISAC honors program in international security studies and a 2010 Dachs undergraduate intern. Habib and Katherine Niehaus – who is now a research assistant for a CHP/PCOR project evaluating whether HIV medication increases the risk of cardiovascular disease – will study at the University of Oxford in England under the Rhodes program. 

Philippe de Koning, who will study in Ireland as a Mitchell fellow, wrote a manuscript about Japan’s defense and financial crisis with Shorenstein APARC faculty member Phillip Lipscy. Lipscy, a political scientist, was de Koning’s advisor through his undergraduate career and also advised him on his senior thesis. De Koning was also a 2010 CISAC honors student.

Habib is working on community health programs at St. Joseph's Clinic in Thomassique, Haiti, under a one-year global health fellowship awarded by Medical Missionaries. The nonprofit organization is a volunteer group of more than 200 doctors, nurses, dentists, and others who work to improve the health of the poor in the United States and throughout the world.

In 2011, he won a Deans' Award for Academic Accomplishment, which honors extraordinary undergraduate students for "exceptional, tangible" intellectual achievements. One of the professors who nominated him for the award described him as a "superb critical thinker" whose work is characterized by "creative genius" and "mature insights," adding that he "exemplifies exactly the kind of deeply informed, pragmatic and caring leadership that the world needs and Stanford enables."

As a Stanford student, Habib worked on behalf of politically and medically disenfranchised people in India, Mexico and Guatemala. His field research internship in Guatemala’s indigenous region during summer 2010 was carried out under the supervision of Paul Wise, professor of pediatrics and FSI senior fellow, as part of FSI’s Dachs mentored undergraduate research program.  On campus, he turned the Stanford tradition of the annual Dance Marathon into a vehicle dedicated to addressing the HIV/AIDS pandemic by engaging not only Stanford students but also local communities and corporations, raising more than $100,000. His exceptional work was recognized by his participation in the Clinton Global Initiative University Conference in April, 2011.

Katherine "Kate" Niehaus, 23, of Columbia, S.C., earned a bachelor's degree in biomechanical engineering in 2010 and a master's degree in bioengineering in 2011 – both at  Stanford. Her class and research work focused on biomechanics and her interests lie in its applications to high technology entrepreneurship.

She plans to pursue a doctorate of philosophy in systems approaches to biomedical science at Oxford.

At Stanford, Niehaus captained Stanford's varsity track and cross country teams, won the Pac-10 5,000 meters, and won Academic-All American status. She also served as a mentor and tutor for students in low-income families.

Working with faculty in the Center for Health Policy, Kate led a project to evaluate how well newer HIV antiretroviral drugs work compared with older drugs.  Her work was among the first to evaluate comprehensively all of the trials of new drugs in treatment of experienced patients, and showed that these drugs have substantial benefits.

Philippe de Koning, 22, of Paris, France, earned a bachelor's degree in international relations at Stanford in 2010. He plans to pursue a master's degree in international security and conflict resolution at Dublin City University.

He is a Herbert Scoville Jr. Peace Fellow at the Nuclear Threat Initiative in Washington, D.C. The nongovernmental organization works to prevent nuclear, chemical, and biological threats from materializing. De Koning is researching nuclear materials security and the U.S.-China dialogue on nuclear issues.

De Koning, who earlier was awarded a Fulbright Scholarship, spent the 2010-2011 academic year at Hiroshima University in Japan. He examined various components of Japanese security policy, with emphasis on current evolution of Japanese Self-Defense Forces, policies on nuclear issues and approaches toward peacekeeping.

In 2009, he was a member of the Stanford delegation to the United Nations Climate Change Conference in Copenhagen.

From Haiti, Habib discussed his current position, his plans in Oxford, and how his CISAC thesis relates to his work. 

What are you currently working on? 

I am currently working on a global health fellowship with an NGO that operates a clinic in Haiti's Central Plateau. As part of the fellowship I am helping to manage a number of community and public health projects including fortified salt (to counter iodine deficiency and filariasis), a point-of-use potable water system, a malnutrition intervention program, and a small system of community health committees and community health workers. For the past two months, I've taken on a number of administrative functions along with my co-fellow, who is also a recent college graduate. I started the fellowship shortly after graduation at the end of June 2011 and I am slated to be in Haiti until the end of June 2012.

What will you do at Oxford?

I proposed two one-year Masters programs: a masters in public policy from Oxford's new Blavatnik School of Government, and an M.Sc. in medical anthropology. As of now, I'm thinking of sticking with my proposed programs -- probably pursuing the medical anthropology degree first as it is a bit more theoretical. I think it would be better to have the more "academic" experience first before gaining the practical tools that an MPP will hopefully afford me. After a short send-off in Washington, D.C., at the end of September 2012, I will fly with the other American Rhodes Scholars-elect to Oxford the first week of October with term beginning shortly thereafter.

How does your work in the CISAC Honors program relate to what you are currently doing, your plans for Oxford, or what you'll be doing afterward? 

My honors thesis has allowed me to contextualize my experiences in Haiti in some fairly amazing ways. Two very persistent issues in Haiti are that of poor governance -- e.g. lack of strong regulatory structures, lack of government effectiveness, etc. -- and ineffective aid modalities, or the ways in which aid is delivered. My thesis was situated exactly at this nexus: how to deliver aid more effectively in order to improve governance. Ninety-nine percent of relief aid after the 2010 earthquake in Haiti was funneled to non-state organizations and only 12 percent of recovery aid went toward supporting government activities. In Haiti, I've witnessed how detrimental a patchwork system of NGO activity can be with little coordination between NGOs and little harmonization of NGO activities with government objectives. It becomes very frustrating at times, because, if my thesis is any indication, things need not be this way if both NGOs and states were engaged in collaborative partnerships -- along the lines of what Dr. Paul Farmer, deputy U.N. special envoy to Haiti, calls "accompaniment."

My initial interest in the topic of global health financing was spurred by work out of Oxford's Global Economic Governance Project. The director of the project, Dr. Ngaire Woods, was actually named the Dean of the Blavatnik School of Government through which the MPP is offered. I'd love to continue exploring the issues broached in my thesis at Oxford -- especially issues of aid effectiveness and sustainable systems of delivering development aid for health. In the future, I hope to become a physician-policymaker, helping to not only deliver care to individuals in difficult conditions around the world, but also in fostering more robust global health governance.

Jorge Olarte is a senior at Stanford University majoring in Political
Science and pursuing the Research Honors Track Program. At Stanford he
has been involved with the Freeman Spogli Institute for International
Studies through the Rural Education Action Program (REAP) and CDDRL’s
Program on Poverty and Governance. His areas of interest include
criminal violence, authoritarian regimes, democratization, governance,
and state building. He is currently studying the patterns of violence
in Mexico throughout the democratization period and the effects of
government interventions on drug trafficking networks. Other research
projects have involved fieldwork in China and Guatemala. During 2010
he studied at Peking University through Stanford’s Bing Overseas
Studies Program.

In 2012, he co-founded the Forum for Cooperation Understanding and
Solidarity (FoCUS), a student-run organization headquartered at
Stanford University and at the Instituto Tecnológico Autónomo de
México (ITAM). Through this partnership, students from both
universities are attempting to develop and strengthen a network of
young leaders committed to improving the academic, cultural and
diplomatic exchange between the United States and Mexico.
