About the Seminar: Domestic migration separates voters into nationally- and locally-minded electorates because migrants differ from non-migrants regarding the strength of their local identities. To demonstrate how migration alters the importance of local identities, I study sub-national variation in the nationalization of local elections: in out-migration areas, strong local identities mean that non-migrant voters are active in local politics and consider locally defined issues when voting, while weak local identities lower migrant voters' ability to do so in in-migration areas. I support my argument using household panel data and comprehensive data on cross-county migration, national and sub-national elections, and civil society organizations in contemporary Germany. My identification strategy uses a shift-share instrument for migration and exploits a large-scale welfare reform in 2005 that lastingly altered domestic migration flows. My focus on local identities calls for a reappraisal of conventional descriptions of contemporary democratic politics, which mostly examines divides in national politics. The paper identifies a new research agenda on the political consequences of domestic migration, which has important implications for our understanding of democratic polarization and local service delivery.

Hans Lueders
About the Speaker: Hans Lueders holds a Ph.D. in Political Science from Stanford University and is currently a Postdoctoral Scholar at Stanford’s Center on Democracy, Development, and the Rule of Law. His research seeks to understand the causes and consequences of political inequality in different political contexts. Hans is currently working on a book project that links political inequality in contemporary democratic societies to domestic migration. Additionally, Hans researches political inequality in closed authoritarian regimes, where state institutions ensure that citizens have little political say. His work identifies little-acknowledged ways through which citizens can still influence politics despite this extreme inequality. Moreover, his research on unauthorized migration in the United States studies political inequality from the perspective of a politically marginalized group. It seeks to understand how unauthorized immigrants navigate life while being politically disenfranchised.  Hans’ work has been published in the Proceedings of the National Academy of Sciences (PNAS), the Journal of Politics, the Journal of Economics, Race, and Policy, and the European Political Science Review, among others.

About the Seminar: Do voters value their political party over democracy? This paper examines how citizens make the trade-off between party loyalty and democracy when a president of their party violates essential democratic norms. Using two large-n original survey experiments, I show that partisanship is a predominant lens through which people view democracy. I find that, while in the aggregate people are fairly sensitive to differences in the severity of norm violations, they often choose their party and their president over support for those norms. Additionally, I demonstrate that members of the Democratic and Republican parties are starkly different in their treatment of democracy; Republican respondents have a higher tolerance for norm violations than Democratic respondents in all scenarios. This paper highlights the influence presidents have over democracy due to strong party allegiance.

 

 

About the Speaker: Alejandra is a PhD candidate in Political Science at Stanford University. She studies how Americans think about democracy in an era of polarized politics and how presidents influence conceptions of democratic norms. Broadly, her research interests include presidential influence, democratic norms, voter behavior, presidential elections, experimental methods, survey methodology, and gender and politics. She graduated from Brigham Young University with a BA in Political Science.

Alejandra Aldridge is a PhD candidate in the Political Science department at Stanford University. Her dissertation examines how partisanship colors citizens' approval of presidential actions that violate democratic norms. Broadly, her research interests include  executive politics, public opinion, democratic norms, experimental methods, survey methodology, and gender and politics. Alejandra graduated from Brigham Young University with a BA in Political Science. On the side, she loves tennis, Crossfit, Sprinkles cupcakes, and dark chocolate.

About the Event: Spying has never been more ubiquitous―or less understood. The world is drowning in spy movies, TV shows, and novels, but universities offer more courses on rock and roll than on the CIA and there are more congressional experts on powdered milk than espionage. This crisis in intelligence education is distorting public opinion, fueling conspiracy theories, and hurting intelligence policy. In Spies, Lies, and Algorithms, Amy Zegart separates fact from fiction as she offers an engaging and enlightening account of the past, present, and future of American espionage as it faces a revolution driven by digital technology.

Drawing on decades of research and hundreds of interviews with intelligence officials, Zegart provides a history of U.S. espionage, from George Washington’s Revolutionary War spies to today’s spy satellites; examines how fictional spies are influencing real officials; gives an overview of intelligence basics and life inside America’s intelligence agencies; explains the deadly cognitive biases that can mislead analysts; and explores the vexed issues of traitors, covert action, and congressional oversight. Most of all, Zegart describes how technology is empowering new enemies and opportunities, and creating powerful new players, such as private citizens who are successfully tracking nuclear threats using little more than Google Earth. And she shows why cyberspace is, in many ways, the ultimate cloak-and-dagger battleground, where nefarious actors employ deception, subterfuge, and advanced technology for theft, espionage, and information warfare.

Condoleezza Rice is the Tad and Dianne Taube Director of the Hoover Institution and a Senior Fellow on Public Policy. She is the Denning Professor in Global Business and the Economy at the Stanford Graduate School of Business. In addition, she is a founding partner of Rice, Hadley, Gates & Manuel LLC, an international strategic consulting firm.

From January 2005 to January 2009, Rice served as the 66th Secretary of State of the United States, the second woman and first black woman to hold the post. Rice also served as President George W. Bush’s Assistant to the President for National Security Affairs (National Security Advisor) from January 2001 to January 2005, the first woman to hold the position.

Rice served as Stanford University’s provost from 1993 to 1999, during which time she was the institution’s chief budget and academic officer. As Professor of Political Science, she has been on the Stanford faculty since 1981 and has won two of the university’s highest teaching honors.

From February 1989 through March 1991, Rice served on President George H.W. Bush’s National Security Council staff. She served as Director, then Senior Director, of Soviet and East European Affairs, as well as Special Assistant to the President for National Security. In 1986, while an International Affairs Fellow of the Council on Foreign Relations, Rice also served as Special Assistant to the Director of the Joint Chiefs of Staff.

She has authored and co-authored numerous books, most recently To Build a Better World: Choices to End the Cold War and Create a Global Commonwealth (2019), co-authored with Philip Zelikow. Among her other volumes are three bestsellers, Democracy: Stories from the Long Road to Freedom (2017); No Higher Honor: A Memoir of My Years in Washington (2011); and Extraordinary, Ordinary People: A Memoir of Family (2010). She also wrote Political Risk: How Businesses and Organizations Can Anticipate Global Insecurity (2018) with Amy B. Zegart; Germany Unified and Europe Transformed: A Study in Statecraft (1995) with Philip Zelikow; edited The Gorbachev Era (1986) with Alexander Dallin; and penned The Soviet Union and the Czechoslovak Army; 1948-1983: Uncertain Allegiance (1984).

In 1991, Rice co-founded the Center for a New Generation (CNG), an innovative, after-school academic enrichment program for students in East Palo Alto and East Menlo Park, California. In 1996, CNG merged with the Boys & Girls Club of the Peninsula, an affiliate club of the Boys & Girls Clubs of America (BCGA). CNG has since expanded to local BGCA chapters in Birmingham, Atlanta, and Dallas. Rice remains an active proponent of an extended learning day through after-school programs.

Since 2009, Rice has served as a founding partner at Rice, Hadley, Gates, & Manuel LLC, an international strategic consulting firm based in Silicon Valley and Washington, D.C. The firm works with senior executives of major companies to implement strategic plans and expand in emerging markets. Other partners include former National Security Advisor Stephen J. Hadley, former Secretary of Defense Robert M. Gates, and former diplomat, author, and advisor on emerging markets, Anja Manuel.

In 2022, Rice became a part-owner of the Denver Broncos as a part of the Walton-Penner Family Ownership Group. In 2013, Rice was appointed to the College Football Playoff Selection Committee, formerly the Bowl Championship Series. She served on the committee until 2017.

Rice currently serves on the boards of C3.ai, an AI software company; and Makena Capital Management, a private endowment firm. In addition, she is Vice Chair of the Board of Governors of the Boys & Girls Clubs of America and a trustee of the Aspen Institute. Previously, Rice served on various boards, including Dropbox; the George W. Bush Institute; the Commonwealth Club; KiOR, Inc.; the Chevron Corporation; the Charles Schwab Corporation; the Transamerica Corporation; the Hewlett-Packard Company; the University of Notre Dame; the Foundation of Excellence in Education; the John F. Kennedy Center for the Performing Arts; and the San Francisco Symphony.

Born in Birmingham, Alabama, Rice earned her bachelor’s degree in political science, cum laude and Phi Beta Kappa, from the University of Denver; her master’s in the same subject from the University of Notre Dame; and her Ph.D., likewise in political science, from the Graduate School of International Studies at the University of Denver.

Rice is a Fellow of the American Academy of Arts and Sciences and has been awarded over fifteen honorary doctorates.

The Honorable Keiichi Higuchi, Deputy Consul General of Japan in San Francisco, made opening comments. “I commend each and every one of you for your hard work and dedication to complete your program in spite of your regular school responsibilities,” he remarked. “You have demonstrated your initiative and determination to further your understanding of Japan and the United States. However, this should not be the end but just the beginning of your journey. I strongly encourage you to continue your studies, and I hope that your experiences in these programs will inspire you to think about a career involving Japan and the United States. I look forward to the day when I hear that some of you will be actively engaged in furthering the Japan–U.S. relationship in your careers and in your lives.”

He continued, “I would like you to know that the special expertise and knowledge that you gained makes you uniquely qualified to take a leading role in promoting Japan–U.S. relations… With young people like you, I have full confidence that the Japan–U.S. relationship will continue to grow and thrive for many years to come.”

Following Deputy Consul General Higuchi’s comments, the student honorees made presentations based on their research papers and expertly fielded questions from the audience.

Yu Higashisawa, Osaka University North American Center for Academic Initiatives, commented, “It’s been a pleasure and honor to be invited to Japan Day for several years. It’s wonderful to see that SPICE has provided a platform for high school students in Japan and the United States to exchange ideas and build relationships remotely. The presentations by the honorees of the RSP and Stanford e-Japan always amaze me and open my eyes to new perspectives. They are ready to go out into the world and make changes in our future!”

Funahashi hopes that her students will someday have the opportunity to study abroad at universities like Osaka University, and Brown and Kotani hope that their students will someday have the opportunity to study abroad at universities like Stanford in the United States.

About the Event: The dramatic scenes the world witnessed during the fall of Kabul in 2021 following the withdrawal of US and allied forces from Afghanistan nearly coincided with the twentieth anniversary of the 9/11 attacks by Al Qaeda and the subsequent US and allied invasion of Afghanistan. The United States committed trillions of dollars, dispatched soldiers, diplomats and spies across the globe, and made dramatic alterations to domestic and international law to combat terrorism. The material, humanitarian and normative consequences of two decades of war have been significant, both globally and in Afghanistan specifically. In this panel, Dr. Felter, Dr. Mir and Professor Zegart will assess U.S. responses during the global war on terror, identify unexpected outcomes and lessons learned, and ultimately weigh the costs and benefits of this two-decade struggle against terrorism.

 

About the Speakers: 

Joe Felter is a William J. Perry Fellow at the Center for International Security and Cooperation and research fellow at the Hoover Institution.  From 2017 to 2019, Felter served as US deputy assistant secretary of defense for South Asia, Southeast Asia, and Oceania. There he was the principal advisor for all policy matters pertaining to development and implementation of defense strategies and plans in the region and responsible for managing bilateral security relationships and guiding Department of Defense (DoD) engagement with multilateral institutions.  

 

Asfandyar Mir is a senior expert in the Asia Center at USIP. Previously, heheld various fellowships at the Center for International Security and Cooperation at Stanford University. His research interests include the international relations of South Asia, U.S. counterterrorism policy and political violence — with a regional focus on Afghanistan and Pakistan. Asfandyar Mir’s research has appeared in peer-reviewed journals, such as International Security, International Studies Quarterly and Security Studies. He received his doctorate in political science from the University of Chicago and a master’s and bachelor’s from Stanford University.

His research interests are in the international relations of South Asia, US counterterrorism policy, and political violence, with a regional focus on Afghanistan and Pakistan. Dr. Amy Zegart is the Morris Arnold and Nona Jean Cox Senior Fellow at the Hoover Institution. The author of five books, she specializes in U.S. intelligence, emerging technologies, and national security. At Hoover, she leads the Technology Policy Accelerator and the Oster National Security Affairs Fellows Program. She also is an associate director and senior fellow at the Stanford Institute for Human-Centered AI; a senior fellow at the Freeman Spogli Institute; and professor of political science by courtesy, teaching 100 students each year about how emerging technologies are transforming espionage.

Her award-winning research includes the leading academic study of intelligence failures before 9/11: Spying Blind: The CIA, the FBI, and the Origins of 9/11 (Princeton, 2007) and the bestseller Spies, Lies, and Algorithms: The History and Future of American Intelligence (Princeton, 2022), which was nominated by Princeton University Press for the Pulitzer Prize. She also coauthored Political Risk: How Businesses and Organizations Can Anticipate Global Insecurity, with Condoleezza Rice (Twelve, 2018). Her op-eds and essays have appeared in Foreign Affairs, Politico, the New York Times, the Washington Post, and the Wall Street Journal.

Zegart has advised senior officials about intelligence and foreign policy for more than two decades. She served on the National Security Council staff and as a presidential campaign foreign policy advisor and has testified before numerous congressional committees. Before her academic career, she spent several years as a McKinsey & Company consultant.

Zegart received an AB in East Asian studies from Harvard and an MA and a PhD in political science from Stanford. She serves on the boards of the Council on Foreign Relations, Kratos Defense & Security Solutions, and the American Funds/Capital Group.

Dr. Melissa Salm earned her Ph.D. in Sociocultural Anthropology with an emphasis in science and technology studies from UC Davis. In support of her thesis, Dr. Salm conducted multi-sited fieldwork across Peru, examining how the 'One Health' model was incorporated into epidemiological field investigations of zoonoses and integrated into global health governance tools for systematizing global health security capacities across the Americas. Her research was funded by the NIH-FIC, for which she conducted a qualitative study identifying the definitions, practices, and visions of 'global health' among PI's in Latin America and the Caribbean compared to those of PI's in North America.

In her research, Dr. Salm examines conceptualizations and operationalizations of risk in the biosciences and biosecurity management. Her guiding questions are: in what concrete ways do controversial techniques for predicting viral risks, such as GOF/PPP, translate into effective pandemic preparedness and response measures? What tools must be invented and standardized to facilitate coordinated institutional responses to public health threats and to move pro-actively from a state of preparedness to response?

J. Luis Rodriguez is an assistant professor of international security and law at George Mason University’s Schar School for Policy and Government. He studies the security preferences and strategies of the Global South, comparing how developing countries design norms of humanitarian intervention, nuclear nonproliferation and disarmament mechanisms, and regulations on emerging technologies. My first book manuscript examines why Latin American countries, traditionally wary of great power interference, shifted their stance on interventions and endorsed a norm that legitimized the use of military force to protect populations.

Dr. Rodriguez is an adjunct non-resident fellow at the Program on Nuclear Issues at the Center for Strategic and International Studies and an affiliate of Stanford University’s Center for International Security and Cooperation. His publications include pieces in International Affairs, Third World Quarterly, The Bulletin of Atomic Scientists, and The Washington Post. He holds a Ph.D. and an M.A. in Political Science from Johns Hopkins University and a B.A. in International Relations from El Colegio de Mexico. Before his academic career, he served as a junior advisor to the Mexican Vice-Minister for Latin American Affairs.

Dr. Ronald E Robertson received his Ph.D. in Network Science from Northeastern University in 2021. He was advised by Christo Wilson, a computer scientist, and David Lazer, a political scientist. For his research, Dr. Robertson uses computational tools, behavioral experiments, and qualitative user studies to measure user activity, algorithmic personalization, and choice architecture in online platforms. By rooting his questions in findings and frameworks from the social, behavioral, and network sciences, his goal is to foster a deeper and more widespread understanding of how humans and algorithms interact in digital spaces.

Prior to Northeastern, Dr. Robertson obtained a BA in Psychology from the University of California San Diego and worked with research psychologist Robert Epstein at the American Institute for Behavioral Research and Technology.

On March 18, 2021, the California Department of Education adopted the Ethnic Studies Model Curriculum. Chapter 3 of the Model Curriculum includes a section on “Native American Studies.” During a June 18, 2021 webinar, three Native and Indigenous scholars reflected on some of the key themes noted in the section and commented on the state of ethnic studies in their regions. The educators were:

Kasumi Yamashita served as the moderator of the panel. The webinar was divided into three sections: (1) personal stories about the scholars’ Native and Indigenous identities and cultural backgrounds; (2) understandings of ethnic studies in the continental United States, Hawaiʻi, and Japan; and (3) insights and take-aways for K–12 educators to create more diverse, equitable, and inclusive learning environments for students.

In section one, the scholars commented on various factors that contributed to the formation of their identities. These factors ranged from being raised biculturally in the Navajo Nation bound by his traditional Dine’ (Navajo) culture and mainstream Western education in the United States (Begay); to ancestral ties to Ainu Moshir or Moshiri (“Land of the Ainu,” northern region of Honshu, Hokkaido, Kuril Islands, Sakhalin, and southern Kamchatka Peninsula) as well as Hawaiʻi (Hayashi-Simpliciano); and to being a fourth-generation settler in Hawaiʻi with ancestral ties to Japan, but not learning of her Ainu heritage until adulthood (Edwards).

In section two, the scholars placed importance upon epistemology when considering the field of ethnic studies and teaching in general. Begay also emphasized ontology in the Dine’ philosophy, which has shaped his teaching. Hayashi-Simpliciano underscored the importance of teacher education and professional development in preparing educators to be welcoming of various cultural identities in their classrooms. Edwards noted that in Japan ethnic diversity is primarily viewed through the presence of people from other countries, with the assumption that Japanese are ethnically homogeneous, which has shaped the teaching of ethnic diversity in Japan.

In section three, the scholars provided numerous insights and take-aways for K–12 educators. Begay noted that in their teaching, Navajo Nation educators keep the four sacred mountains in mind. Hayashi-Simpliciano reflected that in her Hawaiian language immersion school, the educators are not “doing ethnic studies” but rather “doing heritage restoration.” Edwards argued that Indigenous studies—whether in Japan, Hawaiʻi, or the U.S. mainland—should not be taught just in ethnic studies or relegated to a specific subject; rather Indigenous studies should be interwoven with all subjects.

Following the webinar, many teachers from across the United States commented that the topics that were shared are relevant not only to teachers in California but also to those in other states as well. Reflecting on the webinar, Dr. Kristyn Nicole Mahealani Hara, Outreach & Academic Coordinator at Stanford Global Studies, stated, “I found the speakers very engaging and learned a lot from their inspiring insights on the linkages between their lived experiences, Indigenous ontologies and epistemologies, and ways of foregrounding diversity, equity, and inclusion in educational practice. I especially appreciated their wisdom on ways of honoring the cultural heritage of students so that classrooms—and, by extension, schools—can be safe spaces for self-expression, healing, and learning, and the importance of integrating Indigenous knowledge across diverse fields of study.” SPICE encourages educators to review the resources recommended below.

This article recaps a June 18, 2021 webinar that featured three Native and Indigenous scholars and includes recommendations for using the webinar recording in classrooms.

Jim Dempsey is senior policy advisor to the Stanford Program on Geopolitics, Technology and Governance and a lecturer at the UC Berkeley School of Law, where he teaches a course on cybersecurity law in the LLM program. Until May 2021, Jim was Executive Director of the Berkeley Center for Law & Technology. In 2012, after Senate confirmation, he was appointed by President Barack Obama as a part-time member of the U.S. Privacy and Civil Liberties Oversight Board, an independent agency within the federal government charged with advising senior policymakers and overseeing the nation’s counterterrorism programs. He served in that position until January 2017, while also running BCLT.

From 1997 to 2014, Dempsey was at the Center for Democracy & Technology (CDT), a non-profit public policy organization focused on privacy and other issues affecting the internet, where he held a number of leadership positions. Prior to that he was deputy director of the Center for National Security Studies (1995-1997) and assistant counsel to the House Judiciary Committee (1985-1995), focusing on privacy, FBI oversight, and surveillance issues. 

Jim graduated from Yale College and Harvard Law School.
