Angela Merkel was sworn in as Chancellor on November 22, 2005. She is the first woman and the first East German to hold this office. From 2002-2005, Chancellor Merkel was the Chairwoman of the Christian Democratic Union (CDU) parliamentary group in the German Bundestag. She has been the Chairwoman of the Christian Democratic Union since 2000, and served as the General Secretary of the CDU from 1998 to 2000. In 2007, Merkel was the President of the European Council and chaired the G8, participating in the negotiation of the Treaty of Lisbon and the Berlin Declaration. In 2008, Nicolas Sarkozy presented Merkel the Charlemagne Prize for her work to reform the European Union.

Viewed from the realist perspective of mainstream international political economy, economic and elite-based political integration are the keys to building a region; “soft” or “normative” questions of identity can be ignored.  Contesting that view, Dr. Pietsch will argue that research on regionalism, especially in Southeast Asia, could benefit from a focus on the nature and role of national and regional identity in that process. Compared with the growing body of scholarship on European identity as a means of understanding “Europeanization,” regional identity in Southeast Asia is still underexplored. Addressing this gap is important especially in relation to issues of democratization such as human rights, migrant labor, access to citizenship, environmental sustainability, gender equality, and corruption. These questions necessarily invoke national cultural and political values and their implications for regional identity.

Drawing on relevant theories, Dr Pietsch will use AsiaBarometer data to examine public opinion on democratization, national identity, and regional cooperation in Southeast Asia. Her preliminary findings underscore the need to broaden scholarship on regionalism in Southeast Asia to encompass both cultural and political manifestations of identity. In addition, she will show how identity helps explain why ASEAN-style regionalism is often thought by analysts to have succeeded in economic and security terms but to have failed in the consciousness of Southeast Asians themselves.

Dr. Juliet Pietsch is a senior lecturer in political science in the Australian National University’s School of Politics and International Relations. She studies broad patterns of social and political behaviour in Australia and East Asia. Recent publications include Dimensions of Australian Society (co-authored, 2010), and "Generational Change: Regional Security and Australian Engagement with Asia," The Pacific Review (co-authored, 2010).

Mankind has regularly witnessed the immense destruction wrought by natural disasters. Similarly destructive to human life are man-made atrocities, like war and genocide. Those who are lucky enough to have survived either type of cataclysmic event must then begin the process of confronting and reconciling the memories of the catastrophe that befell them.  Public commemorations of these events have run the gamut from poetry and works of art to government sponsored “truth commissions” and institutional reform.

The ways in which people chose to memorialize hardship, whether organized by a group or expressed by an individual, offer illuminating insights into the human psyche and post-conflict justice and also provide valuable information about a society, government or culture.

Several Stanford groups are sponsoring a series of events and research projects designed to explore the many facets of the human phenomena called ‘memory’. Scholars participating in the endeavor, entitled “Contemporary History and the Future of Memory,” represent a broad spectrum of disciplines, but share a common objective: to analyze the range of ways that people have coped with adversity in the past so that future communities may benefit their experience. Attention to the role that memory plays in helping people move beyond tragedy is especially pertinent now as citizens of Chile and Haiti transition from survival to recovery after the devastating earthquakes that took place in each country.

“Contemporary History and the Future of Memory” began in the spring of 2008 with the launch of a multi-year research and public policy program sponsored by Stanford’s Forum on Contemporary Europe (FCE) and the Division of Literature, Cultures, and Languages (DLCL.) The aim of that program, as described on the DLCL website, is to investigate “how communities that have undergone deep and violent political transformations try to confront their past.”

In the fall of 2009 the Program on Human Rights at the Center on Democracy, Development, and the Rule of Law joined the initiative, bringing with them expertise in reconciliation, a fundamental phase in the cycle of memory.  The series title was amended to “History, Memory & Reconciliation” in recognition of their contribution. This year’s events featured a visit by Gayatri Chakravarty Spivak, the internationally renowned scholar of comparative literature from Columbia University, who addressed the subject of cultural and linguistic memory. During the spring quarter human rights and memory will be addressed in separate events by two guest scholars. Cambridge Anthropologist Harri Englund gave a talk on April 6th and University of Chile Law professor José Zalaquett will take part in several events on April 22nd and 23rd, including a lecture on Post-Conflict International Human Rights: Bright Spots, Shadows, Dilemmas.

Four Stanford scholars co-chair “History, Memory & Reconciliation.” They are French Professor Elisabeth Mudimbe-Boyi, Assistant Professor of English Saikat Majumdar, Law School lecturer and FSI fellow Helen Stacy, and Roland Hsu, Assistant Director of FSI’s Forum on Contemporary Europe.

"Freedom and solidarity and partnership belong together," German Chancellor Angela Merkel told a capacity crowd at Stanford on April 15 in her only public speech during a four-day visit to the United States. "They must be indivisible for us to master the challenges ahead." Merkel was introduced by Stanford President Emeritus Gerhard Casper who said the Chancellor was considered to be "among the most powerful, most thoughtful, and most principled stateswomen and statesmen in the world." In her speech, Merkel chose to address "21st century responsibilities which can only be successfully met by acting together," with a focus on the common global security challenge, addressing the international financial and economic crisis effectively, and meeting the challenge of climate change and global warming, which she termed "one of the great challenges of mankind."

Twenty years have passed since the Berlin Wall fell and Angela Merkel – then a budding politician who grew up in communist East Germany – first saw the potential and promise of a free world.

Now the chancellor of Germany, Merkel says freedom can only flourish with international cooperation aimed at making the world safer, cleaner and more economically stable.

"Freedom and solidarity and partnership belong together," Merkel told a capacity crowd at Stanford's Dinkelspiel Auditorium on Thursday after being introduced by President Emeritus Gerhard Casper. "They must be indivisible for us to be able to master the challenges ahead."

But Merkel's speech – the only one she delivered during a four-day trip to the United States – showed that those alliances often come at a cost. Speaking hours after four German troops were killed in fighting in Afghanistan, Merkel expressed her condolences while calling the war a "mission that guarantees our freedom and security."

"It is a sad experience for us in Germany," she said. "It is an experience we share with you in the United States."

With polls showing the war becoming increasingly unpopular in Germany, Merkel said she accepts and respects "doubts" about whether the conflict is necessary or right. But her commitment to fighting the war is unwavering.

She told the audience at Dinkelspiel that the fallout of the international financial crisis "will be with us for a long time to come." But strengthening global trade agreements, steering away from protectionism and bolstering innovation will put financial markets back on the right course, she said.

European financial woes are a volatile topic in Germany right now. The country has offered to pitch in about $11 billion for a Greek economic rescue package, a move that has sparked criticism of Merkel's government.
The bailout poses a serious political risk, as Merkel’s political party faces regional elections in Germany's biggest state on May 9. The party of Christian Democrats must win in order to maintain its majority in the Bundesrat, parliament's upper house.

Merkel did not directly address the Greek economic situation during her speech, but she did stress the need for countries to work together and share responsibility for strengthening the world's financial future.
"We need a new global financial architecture," she said. "We need rules that prevent a whole community of nations from being damaged because individuals have made mistakes."

She said the players behind the world's largest markets have to take an interest in emerging economies and "sit down and reflect together with them" how to establish a strong and prosperous global economy.

A scientist by training, Merkel earned a doctorate in physics and worked as a chemist at a scientific academy in East Berlin. While she was a student, Stanford "was just a far, far-away scientific paradise unreachable from behind the Iron Curtain." And when the Berlin Wall came down, she found herself pulled to a life of politics.

But first, she and her husband celebrated their newfound freedom by doing what they had long dreamed of. They visited California. The chancellor reminisced about the trip as she concluded her speech at Dinkelspiel, standing in front of a backdrop displaying Stanford's German motto: Die Luft der Freiheit weht.

The wind of freedom blows.

Soviet policy in Eastern Europe during the final year and immediate aftermath of World War II had a profound impact on global politics. By reassessing Soviet aims and concrete actions in Eastern Europe from the mid-1940s through the early 1950s, Kramer’s essay touches on larger questions about the origins and intensity of the Cold War. The essay shows that domestic politics and postwar exigencies in the USSR, along with Iosif Stalin’s external ambitions, decisively shaped Soviet ties with Eastern Europe. Stalin’s adoption of increasingly repressive and xenophobic policies at home, and his determination to quell armed insurgencies in areas annexed by the USSR at the end of the war, were matched by his embrace of a harder line vis-à-vis Eastern Europe. This internal-external dynamic was not wholly divorced from the larger East-West context, but it was, to a certain degree, independent of it. At the same time, the shift in Soviet policy toward Eastern Europe was bound to have a detrimental impact on Soviet relations with the leading Western countries, which had tried to avert the imposition of Stalinist regimes in Eastern Europe. The final breakdown of the USSR’s erstwhile alliance with the United States and Great Britain was, for Stalin, an unwelcome but acceptable price to pay.

Mark Kramer is Director of the Cold War Studies Program at Harvard University and a Senior Fellow of Harvard’s Davis Center for Russian and Eurasian Studies. He has taught at Harvard, Yale, and Brown Universities and was formerly an Academy Scholar in Harvard's Academy of International and Area Studies and a Rhodes Scholar at Oxford University.

Professor Kramer is the author of Crisis in Czechoslovakia, 1968: The Prague Spring and the Soviet Invasion; Soldier and State in Poland: Civil-Military Relations and Institutional Change After Communism; Crisis in the Communist World, 1956: De-Stalinization, the Soviet Union, and Upheavals in Poland and Hungary; The Collapse of the Soviet Union; and Income Distribution and Social Transfer Policies in the Post-Communist Transition: Changing Patterns of Inequality. He is completing another book titled From Dominance to Hegemony to Collapse: Soviet Policy in East-Central Europe, 1945-1991, which, like his earlier books on the Soviet bloc, draws heavily on new archival sources from the former Communist world.

José Zalaquett is a Chilean lawyer and legal scholar known for his work defending human rights in Chile during the regime of General Pinochet. During Chile's transition to democracy, he served on the National Truth and Reconciliation Commission where he investigated and prosecuted human rights violations committed by the military regime. He has served as President of the Inter-American Commission on Human Rights and as the head of the International Executive Committee of Amnesty International. He currently co-directs the Human Rights Centre at the University of Chile, serves on the board of the International Centre for Transitional Justice, and is a member of the International Commission of Jurists. He has been awarded UNESCO's Prize for Human Rights Education and Chile's National Prize for Humanities and Social Sciences.

Professor Karl has published widely on comparative politics and international relations, with special emphasis on the politics of oil-exporting countries, transitions to democracy, problems of inequality, the global politics of human rights, and the resolution of civil wars. Her works on oil, human rights and democracy include The Paradox of Plenty: Oil Booms and Petro-States (University of California Press, 1998), honored as one of the two best books on Latin America by the Latin American Studies Association, the Bottom of the Barrel: Africa's Oil Boom and the Poor (2004 with Ian Gary), the forthcoming New and Old Oil Wars (with Mary Kaldor and Yahia Said), and the forthcoming Overcoming the Resource Curse (with Joseph Stiglitz, Jeffrey Sachs et al). She has also co-authored Limits of Competition (MIT Press, 1996), winner of the Twelve Stars Environmental Prize from the European Community. Karl has published extensively on comparative democratization, ending civil wars in Central America, and political economy. She has conducted field research throughout Latin America, West Africa and Eastern Europe. Her work has been translated into 15 languages.

Karl has a strong interest in U.S. foreign policy and has prepared expert testimony for the U.S. Congress, the Supreme Court, and the United Nations. She served as an advisor to chief U.N. peace negotiators in El Salvador and Guatemala and monitored elections for the United Nations. She accompanied numerous congressional delegations to Central America, lectured frequently before officials of the Department of State, Defense, and the Agency for International Development, and served as an adviser to the Chairman of the House Sub-Committee on Western Hemisphere Affairs of the United States Congress. Karl appears frequently in national and local media. Her most recent opinion piece was published in 25 countries.

Karl has been an expert witness in major human rights and war crimes trials in the United States that have set important legal precedents, most notably the first jury verdict in U.S. history against military commanders for murder and torture under the doctrine of command responsibility and the first jury verdict in U.S. history finding commanders responsible for "crimes against humanity" under the doctrine of command responsibility. In January 2006, her testimony formed the basis for a landmark victory for human rights on the statute of limitations issue. Her testimonies regarding political asylum have been presented to the U.S. Supreme Court and U.S. Circuit courts. She has written over 250 affidavits for political asylum, and she has prepared testimony for the U.S. Attorney General on the extension of temporary protected status for Salvadorans in the United States and the conditions of unaccompanied minors in U.S. custody. As a result of her human rights work, she received the Doctor of Humane Letters, honoris causa from the University of San Francisco in 2005.

Professor Karl has been recognized for "exceptional teaching throughout her career," resulting in her appointment as the William R. and Gretchen Kimball University Fellowship. She has also won the Dean's Award for Excellence in Teaching (1989), the Allan V. Cox Medal for Faculty Excellence Fostering Undergraduate Research (1994), and the Walter J. Gores Award for Excellence in Graduate and Undergraduate Teaching (1997), the University's highest academic prize. Karl served as director of Stanford's Center for Latin American Studies from 1990-2001, was praised by the president of Stanford for elevating the Center for Latin American Studies to "unprecedented levels of intelligent, dynamic, cross-disciplinary activity and public service in literature, arts, social sciences, and professions." In 1997 she was awarded the Rio Branco Prize by the President of Brazil, Fernando Henrique Cardoso, in recognition for her service in fostering academic relations between the United States and Latin America.

THIS has been a remarkable time for the Obama administration. After a year of intense internal debate, it issued a new nuclear strategy. And after a year of intense negotiations with the Russians, President Obama signed the New Start treaty with President Dmitri Medvedev in Prague. On Monday, the president will host the leaders of more than 40 nations in a nuclear security summit meeting whose goal is to find ways of gaining control of the loose fissile material around the globe.

New Start is the first tangible product of the administration's promise to "press the reset button" on United States-Russian relations. The new treaty is welcome. But as a disarmament measure, it is a modest step, entailing a reduction of only 30 percent from the former limit - and some of that reduction is accomplished by the way the warheads are counted, not by their destruction. Perhaps the treaty's greatest accomplishment is that the negotiations leading up to its signing re-engaged Americans and Russians in a serious discussion of how to reduce nuclear dangers.

So what should come next? We look forward to a follow-on treaty that builds on the success of the previous Start treaties and leads to significantly greater arms reductions - including reductions in tactical nuclear weapons and reductions that require weapons be dismantled and not simply put in reserve.

But our discussions with Russian colleagues, including senior government officials, suggest that such a next step would be very difficult for them. Part of the reason for their reluctance to accept further reductions is that Russia considers itself to be encircled by hostile forces in Europe and in Asia. Another part results from the significant asymmetry between United States and Russian conventional military forces. For these reasons, we believe that the next round of negotiations with Russia should not focus solely on nuclear disarmament issues. These talks should encompass missile defense, Russia's relations with NATO, the Conventional Armed Forces in Europe Treaty, the Intermediate-Range Nuclear Forces Treaty, North Korea, Iran and Asian security issues.

Let's begin with missile defense. Future arms talks should make a serious exploration of a joint United States-Russia program that would provide a bulwark against Iranian missiles. We should also consider situating parts of the joint system in Russia, which in many ways offers an ideal strategic location for these defenses. Such an effort would not only improve our security, it would also further cooperation in dealing with the Iranian nuclear threat, including the imposition of consequential sanctions when appropriate.

NATO is a similarly complicated issue. After the cold war ended, Russia was invited to NATO meetings with the idea that the country would eventually become an integral part of European security discussions. The idea was good, but the execution failed. NATO has acted as if Russia's role is that of an observer with no say in decisions; Russia has acted as if it should have veto power.

Neither outlook is viable. But if NATO moves from consensus decisions to super-majority decisions in its governing structure, as has been considered, it would be possible to include Russia's vote as an effective way of resolving European security issues of common interest.

The Russians are also eager to revisit the two landmark cold war treaties. The Conventional Armed Forces in Europe Treaty enabled NATO and Warsaw Pact nations to make significant reductions in conventional armaments and to limit conventional deployments. Today, there is still a need for limiting conventional arms, but the features of that treaty pertaining to the old Warsaw Pact are clearly outdated. Making those provisions relevant to today's world should be a goal of new talks

Similarly, the 1987 treaty that eliminated American and Soviet intermediate-range ballistic missiles was a crucially important pact that helped to defuse cold war tensions. But today Russia has neighbors that have such missiles directed at its borders; for understandable reasons, it wants to renegotiate aspects of this treaty.

Future arms reductions with Russia are eminently possible. But they are unlikely to be achieved unless the United States is willing to address points of Russian concern. Given all that is at stake, we believe comprehensive discussions are a necessity as we work our way toward ever more significant nuclear disarmament.
