Against the backdrop of export-led growth of some economies -- most notably China and India -- human development issues in Asia tend to be overlooked. The 2006 report Trade on Human Terms, produced by the United Nations Development Programme, finds that trade has contributed to further increasing the inequality both between and within countries. In addition, it warns that many of the region's open economies, particularly the East Asian success stories, are creating far fewer jobs, especially for youth and women, and experiencing "jobless growth." Many of the developing countries in the Asia-Pacific are now net importers of agricultural products; food security has thus become an emerging issue.

While Asia and the Pacific have embraced globalization, the regions poor are being left behind and will be so without determined action by governments. The report recommends that those countries adopt bold new policies that harness trade and economic growth, suggesting an "eight-point agenda" that includes investing for competitiveness; adopting strategic trade policies; restoring a focus on agriculture; combating jobless growth; and others.

Asia - Pacific Human Development Report 2006

Dr. Hafiz A. Pasha is UN assistant secretary-general and UNDP assistant administrator and director of the Regional Bureau for Asia and the Pacific. He has served as the commerce and trade minister, minister for finance and economic affairs, deputy chairman of the Planning Commission, and education minister in three government administrations in Pakistan.

Prior to his government work, Dr. Pasha was the vice chancellor/president of the University of Karachi and dean and director of the Institute of Business Administration in Karachi, Pakistan.

Dr. Pasha has published extensively in the fields of trade, public finance, social development, and poverty reduction. He has an M.A. from Cambridge University and a Ph.D. from Stanford University.

Pasha was recently awarded the Congressional Medal of Achievement by the Philippines Congress in recognition of his work on poverty reduction, achievement of the Millennium Development Goals (MDGs) by the Asia-Pacific countries and his role in leading UNDP's response to the 2004 tsunami tragedy.

The debate over the India nuclear deal has been too one-dimensional. Nearly all commentary has focused on whether this proposal would undermine efforts to contain the proliferation of nuclear weapons. Dissent along these lines has been based on a series of largely overblown claims. And the singular focus on proliferation has allowed the debate to lose sight of other ways that this deal is in the interests of the United States and India alike.

Chief among those other reasons is environmental. The fuller use of commercial nuclear power, if done to exacting standards of safety and protection against proliferation, can play an important role as part of a larger strategy to slow the growth in emissions of the gases that cause global warming. That's because nuclear power emits essentially no carbon dioxide (CO2), the most prevalent of these so-called "greenhouse gases." While this benefit is hardly the chief reason for initiating this deal, with time it will become one of the main benefits from the arrangement. The nuclear deal probably will lead India to emit substantially less CO2 than it would if the country were not able to build such a large commercial nuclear fleet. The annual reductions by the year 2020 alone will be on the scale of all of the European Union's efforts to meet its Kyoto Protocol commitments. In addition, if this arrangement is successful it will offer a model framework for a more effective way to engage developing countries in the global effort to manage the problem of climate change. No arrangement to manage climate change can be adequately successful without these countries' participation; to date the existing schemes for encouraging these countries to make an effort have failed; a better approach is urgently needed.

The main question that we examine in this chapter is whether policy makers, farmers, and traders in China have met and will be able to meet the growing demand for high-valued fruits and vegetables. Such questions, of course, have great implications for producers of fruits and vegetables in the US and other nations. To answer these questions, we explore three main issues. First, we briefly describe changes to China's policy approach to managing agriculture. The objective of this inquiry is to understand how the environment within which producers make decisions has changed during the past two decades. Second, we track the changes in agricultural supply in China. In this section we seek to understand how producers have responded over the past ten years to rising demand in both the domestic and external economies. Finally, we examine both enabling factors and constraining elements that will either push China towards or inhibit China from becoming the major supplier of horticultural products domestically and globally.

Leopold Engleitner of Austria is one of the oldest living Holocaust survivors. Born in 1905 in Salzburg, Mr. Engleitner became a Jehovah's Witness in his late twenties. In 1938 when the Anshluss (the inclusion of Austria into "Greater Germany" by the Nazi regime) occurred in Austria, Mr. Engleitner found himself imprisoned a number of times for what the Nazis claimed was a promotion of an unacceptable religious faction. Rather than being released from prison he was placed into Nazi "protective custody" and sent to a concentration camp. Mr. Engleitner spent the next five years in three different concentration camps. He was subjected to severe physical labor and demeaning treatment from both the Schutzstaffel (the Nazi defense squadron) and fellow prisoners. Throughout his internment, Mr. Engleitner was offered freedom in return for signing a declaration renouncing his beliefs. Time and time again, he refused. Finally, in June 1943, he was offered his freedom in exchange for working solely in agriculture for the remainder of his life. On July 15, 1943, he was released from the Ravensbrück concentration camp.

Bernhard Rammerstorfer, also of Austria, is an author and film producer. Mr. Rammerstorfer met Leopold Engleitner in 1994 and consequently wrote his biography, Unbroken Will: The Extraordinary Courage of an Ordinary Man. Mr. Rammerstorfer also produced an accompanying film documentary. In 2006, he produced another documentary entitled, "Unbroken Will Captivates the United States".

In recent years, Mr. Rammerstorfer and Mr. Engleitner have traveled the world, holding lectures at various universities, schools and memorial sites in Austria, Switzerland, Germany, Italy, and the United States. In 2004, they made presentations at Columbia University, the U.S. Holocaust Memorial Museum and the Simon Wiesenthal Center.

David Lobell is the Benjamin M. Page Professor at Stanford University in the Department of Earth System Science and the Gloria and Richard Kushel Director of the Center on Food Security and the Environment. He is also the William Wrigley Senior Fellow at the Stanford Woods Institute for the Environment, and a senior fellow at the Freeman Spogli Institute for International Studies (FSI) and the Stanford Institute for Economic Policy and Research (SIEPR).

Lobell's research focuses on agriculture and food security, specifically on generating and using unique datasets to study rural areas throughout the world. His early research focused on climate change risks and adaptations in cropping systems, and he served on the Intergovernmental Panel on Climate Change (IPCC) Fifth Assessment Report as lead author for the food chapter and core writing team member for the Summary for Policymakers. More recent work has developed new techniques to measure progress on sustainable development goals and study the impacts of climate-smart practices in agriculture. His work has been recognized with various awards, including the Macelwane Medal from the American Geophysical Union (2010), a Macarthur Fellowship (2013), the National Academy of Sciences Prize in Food and Agriculture Sciences (2022) and election to the National Academy of Sciences (2023).

Prior to his Stanford appointment, Lobell was a Lawrence Post-doctoral Fellow at Lawrence Livermore National Laboratory. He holds a PhD in Geological and Environmental Sciences from Stanford University and a Sc.B. in Applied Mathematics from Brown University.

The need to meet food demand while protecting environmental quality and natural resources for future generations is a scientific challenge that has been grossly underestimated, and this theme provides a unifying framework for my research. Agricultural systems must ultimately contribute to solving the most pressing environmental problems facing humankind because agriculture is practiced on 33% of the earth's surface. Hence, the ultimate goal of my research and educational programs is to ensure that increases in food production do not compromise the quality of soil and water resources or threaten the ecological integrity of natural ecosystems. Current projects focus on understanding process controls on carbon sequestration in agricultural soils, energy efficiency of major rainfed and irrigated cropping systems in the north-central USA, the potential for ecological intensification of maize-based cropping systems, and use of crop simulation models to improve crop and soil management decisions. As a member of interdisciplinary research teams, our goal is to seek fundamental knowledge about the dynamic, interactive effects of climate and crop/soil management practices on short- and long-term performance of agroecosystems-with a focus on carbon sequestration, greenhouse gas emissions, nitrogen and energy efficiency, and crop productivity.

The project studies the impact of China's current economic transition on its agricultural economy with special reference to the consequences of trade liberalization and of changing trade flows. The project will track impacts on social conditions and on the environment in China's rural areas as well as on markets in the rest of the world, with particular emphasis on the EU. For this, the research considers (a) the dynamic, rapid pace of the transition; (b) the size and geographical diversity of the country; and (c) the effect of the changes on the rest of the world. The research opts for a quantitative approach, supplemented by qualitative investigations, and focuses on three themes: trade, social conditions, and environment. On trade, the research aims to account for the size of China's trade and take a closer look at trade between the EU and China with scenario simulations over the period 2000-2030, by establishing a linkage between (a) the Chinagromodel, a spatially explicit equilibrium model that comprehensively depicts China's farm sector in 2433 counties, while connecting these through trade and transportation flows; (b) the GTAPmodel of world trade; (c) FEA-27, a model of EU-agriculture for 27 members states. The research on social conditions proceeds by linking geo-referenced household surveys to a population census of China and a detailed geographical data set, relying on a suitable adaptation of poverty mapping methodology, so as to trace impacts at household level. Finally, we use agro-ecological assessment tools to quantify the environmental pressures resulting from intensified livestock industry as well as from intensified horticulture production. Findings on the three themes are subsequently integrated to arrive at policy suggestions that account for efficiency, equity and sustainability considerations. Throughout the project, a policy dialogue and dissemination program, conducted in both China and the EU, maintains communication with policy makers.

Engaging developing countries is essential to creating meaningful international regimes to address climate change. We assert that this engagement requires developed countries to broker greenhouse gas emissions abatement plans that accommodate developing countries' energy and development goals. Here we explore two deals: the first to replace coal-fired electricity capacity with natural gas in China, and the second to develop India's nuclear power program. Our analysis indicates that these energy infrastructure investments have the potential to bring about substantial CO2 emissions reductions, and underscore the need for further, more robust analysis of these and similar deals.
