About the Speaker: Kaitlin Shilling has spent most of her career working in the non-governmental sector in post-crisis development. At Stanford, she now researches post-crisis reconstruction with a focus on incorporating natural resource management into program design. Before beginning her PhD at Stanford, Shilling spent over a year and a half working for DAI, a development consulting company, on two USAID-funded projects in Jalalabad, Afghanistan. She began as the Director of Finance and Operations for the Afghanistan Immediate Needs Project, and then moved to the Alternative Livelihoods Project to run the Gender and Micro-Enterprise Department. Her work on both of these projects involved collaborating with other NGOs, donors, and UN agencies working in the region. Before moving to Afghanistan, Shilling worked in the home office of DAI for almost two years in the Crisis Mitigation and Recovery Group. Over the course of three short months, popular uprisings have toppled regimes in Tunisia and Egypt, sparked a civil war in Libya and created unrest in other parts of the Middle East. They also have raised a question in many people's minds: Are all authoritarian regimes now threatened by this new democratic wave? In particular, is China, a rising superpower, vulnerable to these forces?  

The Communist government in Beijing is clearly worried. It has limited news coverage of the recent uprisings and has clamped down on democratic activists and foreign reporters, acting pre-emptively against anonymous calls on the Internet for China to have its own "Jasmine Revolution." A recent front-page editorial in the Beijing Daily, an organ of the city's party committee, declared that most people in the Middle East were unhappy with the protests in their countries, which were a "self-delusional ruckus" orchestrated by a small minority. For his part, President Hu Jintao has urged the strengthening of what has been dubbed the "Great Firewall"-the sophisticated apparatus of censorship and surveillance that the regime uses to control access to the Internet.

No social scientist or intelligence analyst predicted the specific timing or spread of the Arab uprising-the fact that it would start in Tunisia, of all places, that it would be triggered by an event like the self-immolation of a vegetable seller, or that protests would force the mighty Egyptian army to abandon Hosni Mubarak. Over the past generation, Arab societies have appeared stolidly stable. Why they suddenly exploded in 2011 is something that can be understood only in retrospect, if at all.

But this doesn't mean that we can't think about social revolutions in a more structured way. Even unpredictable things take place in a certain context, and the present-day situations of China and the Middle East are radically different. Most of the evidence suggests that China is pretty safe from the democratic wave sweeping other parts of the world-at least for now.

Perhaps the most relevant thinker for understanding the Middle East today and China tomorrow is the late Samuel Huntington-not the Huntington of "The Clash of Civilizations," who argued that there were fundamental incompatibilities between Islam and democracy, but the Huntington whose classic book "Political Order in Changing Societies," first published in 1968, laid out his theory of the development "gap."

Observing the high levels of political instability plaguing countries in the developing world during the 1950s and '60s, Mr. Huntington noted that increasing levels of economic and social development often led to coups, revolutions and military takeovers. This could be explained, he argued, by a gap between the newly mobilized, educated and economically empowered people and their existing political system-that is, between their hopes for political participation and institutions that gave them little or no voice. Attacks against the existing political order, he noted, are seldom driven by the poorest of the poor in such a society; they tend to be led, instead, by rising middle classes who are frustrated by the lack of political and economic opportunity.

All of these observations would seem to apply to Tunisia and Egypt. Both countries have made substantial social progress in recent decades. The Human Development Indices compiled by the United Nations (a composite measure of health, education and income) increased by 28% for Egypt and 30% for Tunisia between 1990 and 2010. The number of people going to school has grown substantially; Tunisia especially has produced large numbers of college graduates. And indeed, the protests in Tunisia and Egypt were led in the first instance by educated, tech-savvy middle-class young people, who expressed to anyone who would listen their frustrations with societies in which they were not allowed to express their views, hold leaders accountable for corruption and incompetence, or get a job without political connections.

Mr. Huntington stressed the destabilizing power of new social groups seeking political participation. People used to be mobilized by newspapers and radio; today they are spurred to action by cell phones, Facebook and Twitter, which allow them to share their grievances about the existing system and to learn about the possibilities of the larger world. This change in the Middle East has been incredibly rapid, and it has trumped, for now, old verities about the supposed passivity of Arab culture and the resistance of Islam to modernization.

But do these remarkable developments tell us anything about the possibility for future instability in China?

It is certainly true that the dry tinder of social discontent is just as present in China as in the Middle East. The incident that triggered the Tunisian uprising was the self-immolation of Mohamed Bouazizi, who had his vegetable cart repeatedly confiscated by the authorities and who was slapped and insulted by the police when he went to complain. This issue dogs all regimes that have neither the rule of law nor public accountability: The authorities routinely fail to respect the dignity of ordinary citizens and run roughshod over their rights. There is no culture in which this sort of behavior is not strongly resented.

This is a huge problem throughout China. A recent report from Jiao Tong University found that there were 72 "major" incidents of social unrest in China in 2010, up 20% over the previous year. Most outside observers would argue that this understates the real number of cases by perhaps a couple of orders of magnitude. Such incidents are hard to count because they often occur in rural areas where reporting is strictly controlled by the Chinese authorities.

The most typical case of outraged dignity in contemporary China is a local government that works in collusion with a private developer to take away the land of peasants or poor workers to make way for a glittery new project, or a company that dumps pollutants into a town's water supply and gets away with it because the local party boss stands to profit personally. Though corruption in China does not reach the predatory levels of certain African or Middle Eastern countries, it is nonetheless pervasive. People see and resent the privileged lives of the nation's elite and their children. The movie "Avatar" was a big hit in China in part because so many ordinary Chinese identified with the indigenous people it portrayed whose land was being stolen by a giant, faceless corporation.

There is, moreover, a huge and growing problem of inequality in China. The gains from China's remarkable growth have gone disproportionately to the country's coastal regions, leaving many rural areas far behind. China's Gini index-a standard measure of income inequality across a society-has increased to almost Latin American levels over the past generation. By comparison, Egypt and Tunisia have a much more equal income distribution.

According to Mr. Huntington, however, revolutions are made not by the poor but by upwardly mobile middle-class people who find their aspirations stymied, and there are lots of them in China. Depending on how you define it, China's middle class may outnumber the whole population of the United States. Like the middle-class people of Tunisia and Egypt, those in China have no opportunities for political participation. But unlike their Middle Eastern counterparts, they have benefited from a dramatically improving economy and a government that has focused like a laser beam on creating employment for exactly this group.

To the extent that we can gauge Chinese public opinion through surveys like Asia Barometer, a very large majority of Chinese feel that their lives have gotten better economically in recent years. A majority of Chinese also believe that democracy is the best form of government, but in a curious twist, they think that China is already democratic and profess to be satisfied with this state of affairs. This translates into a relatively low degree of support for any short-term transition to genuine liberal democracy.

Indeed, there is some reason to believe that the middle class in China may fear multiparty democracy in the short run, because it would unleash huge demands for redistribution precisely from those who have been left behind. Prosperous Chinese see the recent populist polarization of politics in Thailand as a warning of what democracy may bring.

The fact is that authoritarianism in China is of a far higher quality than in the Middle East. Though not formally accountable to its people through elections, the Chinese government keeps careful track of popular discontents and often responds through appeasement rather than repression. Beijing is forthright, for example, in acknowledging the country's growing income disparities and for the past few years has sought to mitigate the problem by shifting new investments to the poor interior of the country. When flagrant cases of corruption or abuse appear, like melamine-tainted baby formula or the shoddy school construction revealed by the Sichuan earthquake, the government holds local officials brutally accountable-sometimes by executing them.

Another notable feature of Chinese government is self-enforced leadership turnover. Arab leaders like Tunisia's Zine al-Abidine Ben Ali, Egypt's Mr. Mubarak and Libya's Col. Moammar Gadhafi never knew when to quit, hanging on 23, 30 and 41 years, respectively. Since Mao, the Chinese leadership has rigidly adhered to terms of about a decade. Mr. Hu, the current president, is scheduled to step down in 2012, when he is likely to be replaced by Vice President Xi Jinping. Leadership turnover means that there is more policy innovation, in sharp contrast to countries like Tunisia and Egypt, which have been stuck for decades in the rut of crony capitalism.

The Chinese government is also more clever and ruthless in its approach to repression. Sensing a clear threat, the authorities never let Western social media spread in the first place. Facebook and Twitter are banned, and content on websites and on China-based social media is screened by an army of censors. It is possible, of course, for word of government misdeeds to get out in the time between its first posting by a micro-blogger and its removal by a censor, but this cat-and-mouse game makes it hard for a unified social space to emerge.

A final critical way in which China's situation differs from that of the Middle East lies in the nature of its military. The fate of authoritarian regimes facing popular protests ultimately depends on the cohesiveness and loyalty of its military, police and intelligence organizations. The Tunisian army failed to back Mr. Ben Ali early on; after some waffling, the Egyptian army decided it would not fire on protesters and pushed Mr. Mubarak out of power.

In China, the People's Liberation Army is a huge and increasingly autonomous organization with strong economic interests that give it a stake in the status quo. As in the Tiananmen uprising in 1989, it has plenty of loyal units around the country that it could bring into Beijing or Shanghai, and they would not hesitate to fire on demonstrators. The PLA also regards itself as the custodian of Chinese nationalism. It has developed an alternative narrative of 20th-century history that places itself at the center of events like the defeat of Japan in the Pacific war and the rise of a modern China. It is very unlikely that the PLA would switch sides and support a democratic uprising.

The bottom line is that China will not catch the Middle Eastern contagion anytime soon. But it could easily face problems down the road. China has not experienced a major recession or economic setback since it set out on its course of economic reform in 1978. If the country's current property bubble bursts and tens of millions of people are thrown out of work, the government's legitimacy, which rests on its management of the economy, would be seriously undermined.

Moreover, Mr. Huntington's scenario of rising but unfulfilled expectations among the middle class may still play out. Though there is a labor shortage among low-skill workers in China today, there is a glut of the college educated. Every year into the future, China will graduate more than seven million people from its universities, up from fewer than a million in 1998, and many of them are struggling to find work suitable to their self-perceived status. Several million unemployed college graduates are far more dangerous to a modernizing regime than hundreds of millions of poor peasants.

There is also what the Chinese themselves call the "bad emperor" problem. China's historical achievement over the centuries has been the creation of high-quality centralized bureaucratic government. When authoritarian rulers are competent and reasonably responsible, things can go very well. Indeed, such decision-making is often more efficient than in a democracy. But there is no guarantee that the system will always produce good rulers, and in the absence of the rule of law and electoral checks on executive power, there is no way to get rid of a bad emperor. The last bad emperor, commonly (if quietly) acknowledged as such, was Mao. We can't know what future tyrant, or corrupt kleptocrat, may be waiting in the wings in China's future.

The truth is that, much as we might theorize about the causes of social revolution, human societies are far too complex, and change too rapidly, for any simple theory to provide a reliable guide. Any number of observers dismissed the power of the "Arab street" to bring about political change, based on their deep knowledge of the Middle East, and they were right every year-up until 2011.

The hardest thing for any political observer to predict is the moral element. All social revolutions are driven by intense anger over injured dignity, an anger that is sometimes crystallized by a single incident or image that mobilizes previously disorganized individuals and binds them into a community. We can quote statistics on education or job growth, or dig into our knowledge of a society's history and culture, and yet completely miss the way that social consciousness is swiftly evolving through a myriad of text messages, shared videos or simple conversations.

The central moral imponderable with regard to China is the middle class, which up to now has seemed content to trade political freedom for rising incomes and stability. But at some point this trade-off is likely to fail; the regime will find itself unable to deliver the goods, or the insult to the dignity of the Chinese people will become too great to tolerate. We shouldn't pretend that we can predict when this tipping point will occur, but its eventual arrival, as Samuel Huntington might have suggested, is bound up with the very logic of modernization itself.

Lina Khatib is the manager and co-founder of the Program on Arab Reform and Democracy at Stanford University's Center on Democracy, Development, and the Rule of Law. She is an expert on Middle East politics and media and has published widely on topics such as new media and Islamism, political media and conflict in the Arab world, and the political dynamics in Lebanon and Iran. She is also a Research Fellow at the USC Center on Public Diplomacy at the Annenberg School. She is currently writing a book titled Image Politics in the Middle East for IB Tauris, which examines the power struggles among states, political leaders, political parties, civil society groups, and citizens in the region. She has also recently led a research project on US public diplomacy towards the Arab world in the digital age. She is the author of two books, Filming the Modern Middle East: Politics in the Cinemas of Hollywood and the Arab World (2006), and Lebanese Cinema: Imagining the Civil War and Beyond (2008) and has published widely on Middle East politics. 

In this seminar, she will talk about how Lebanon reached the political crisis it is in right now, the political strategy that has led to it, and what this means for Lebanon's political future.

On February 8, Dr. Dan Chirot, Job and Gertrud Tamaki Professor of International Studies at the University of Washington, was the featured speaker at a special CDDRL seminar held on the unfolding crisis in Cote d'Ivoire. CDDRL hosted this event to bring attention to the instability and violence that has resulted in the aftermath of the November 2010 presidential elections, which left this West African country in  political stalemate and chaos after nearly a decade of civil war. Chirot's work has focused on social change and ethnic violence in Francophone West Africa, where he has spent considerable time researching and living in Cote d'Ivoire. Chirot spoke to a diverse audience, which included members of the Stanford community and a number of Ivorian nationals who brought a great deal of local context and perspective to the seminar discussion. The passion and interest that this topic generated, reminded CDDRL of the importance of providing a platform for global crises of democracy, governance, and development.

Providing a historical analysis of the region, Chirot described Cote d'Ivoire in its early years as the "greatest success story in post-independence Africa." An economic boom resulted from Cote d'Ivoire's competitive advantage in exporting their cash crop, cocoa, to French and other Western markets bringing rising GDP and prosperity levels. Chirot continued to describe the preferential economic relationship Cote d'Ivoire enjoyed with France, who considered this former colony a linchpin in its Africa strategy. Patronage networks began to form under the tutelage of Cote d'Ivoire's first president Felix Houphouet-Boigny and corruption among local elites was endemic. Chirot then described the upset that followed in the 1970's when globally competitive markets led to the deterioration of the trading position Cote d'Ivoire had traditionally held. Economic growth was curtailed and compounded with mounting  demographic pressures and land disputes, which surfaced multi-ethnic tensions in a country where over 60 dialects are spoken.

The 1990s brought a period of successive upheaval and instability to Cote d'Ivoire after the death of President Houphouet-Boigny in 1993, resulting in a coup d'etat, and massive devaluation of the national currency. President Laurent Gbagbo head of the Ivorian Popular Front, was swept into office in 1999 as the country descended into a civil war that splintered it into  three sections that loosely followed ethnic and regional identity. With rebel groups governing the north and west of the country, and President Gbagbo residing in the southern commercial and political hubs, chaos and violence ensued as thousands were killed, displaced, and made victims to this disaster.

Chirot described the 2010 election as representing the promise of hope but only delivering more chaos and uncertainty to a country that was once the most stable in West Africa. He explained that opposition leader, Alassane Ouattara Alassane who hails from the north, was the internationally recognized victor in elections that were monitored by the Independent Electoral Commission. Gbagbo has refused to accept the results as Ouattara was overwhelmingly favored in the north and generally does not enjoy support from the southern power center of the country. Neither side is willing to make any concessions to the other and this deadlock and political stalemate has exacerbated the instability that has left Cote d'Ivoire in a state of crisis.

During the discussion period, there was some debate concerning the election results, the role of outside actors (namely the French), and the legitimacy of the reporting mechanisms. Amidst the controversy of the election results, Chirot made the claim that there is "an absence of leadership necessary to remedy this situation," and that some form of power sharing will be need to be negotiated if a peaceful resolution of the standoff is to be achieved.  Neither candidate has "clean hands" and there are clearly political and economic interests behind each man, who refuses to relinquish control over these patronage networks and influence as the country remains divided. Chirot reminded the audience that it is important to look beyond the perceived victor in this election and focus on how to bring stability and accountability back to Cote d'Ivoire after years of neglect.

Joel Beinin is Donald J. McLachan Professor of History and Professor of Middle Eastern History at Stanford University. He received his M.A. from Harvard University and Ph.D. from the University of Michigan- Ann Arbor.  His research focuses on workers, peasants, and minorities in the modern Middle East and on Israel, Palestine, and the Arab-Israeli conflict. He has written or edited seven books, most recently Workers and Peasants in the Modern Middle East (Cambridge University Press, 2001) and The Struggle for Sovereignty: Palestine and Israel, 1993-2005 (with Rebecca Stein, Stanford University Press, 2006). In 2002, he served as President of the Middle East Studies Association of North America.

Lisa Blaydes is Assistant Professor of Political Science at Stanford University. She received her M.A. from Johns Hopkins University and Ph.D. from University of California-Los Angeles. Among her publications are Elections and Distributive Politics in Mubarak's Egypt (Cambridge University Press, 2011), "Women's Electoral Participation in Egypt: The Implications of Gender for Voter Recruitment and Mobilization" (with Safinaz El Tarouty , Middle East Journal, 2009), and "Spoiling the Peace?: Peace Process Exclusivity and Political Violence in North-central Africa" (with Jennifer De Maio, Civil Wars, 2010). Her research interests include comparative politics, Middle Eastern politics, and political economy.



Robert Crews is Associate Professor of History and Director of the Center for Russian, East European and Eurasian Studies at Stanford University. He received his M.A. from Columbia University and Ph.D. from Princeton University. He is the author of For Prophet and Tsar:  Islam and Empire in Russia and Central Asia (Harvard University Press, 2006) and co-editor of The Taliban and the Crisis of Afghanistan (with Amin Tarzi, Harvard University Press, 2008).  He was named by the Carnegie Corporation of New York as one of the 2009 Carnegie Scholars selected for influential ideas and enhancing public discourse about Islam.

The catastrophe unfolding in the Ivory Coast is due to the fact that the committed backers of both candidates are unwilling to accept anything other than complete vindication and victory by their man.  A substantial portion of the ordinary population would just like a resolution of the issue and peace, but because this is all tied to questions of land ownership, government support to different regions, and competing elite claims tied into increasingly strong ethnic and regional identities, a substantial portion also feel that it would be a disaster if their man were not president.  It is pretty obvious that Mr. Ouattara won, and that Mr. Gbagbo has been devious, even dishonest, for a long time. But simply giving the presidency to Mr. Ouattara would hardly solve the country's problem.  There has to be power sharing with various regions getting a cut of government programs, and a good bit of local autonomy if any kind of peace is to be achieved. 

Even if Gbagbo goes, some of those around him have to have a share of power.  The same is true for those who back Ouattara.  I think that personally Ouattara is a better man, but many of those around him are no better than those around Gbagbo.  There are local warlords in various parts of the north, for example, who are just as frightening as the "young patriots" who do the killing for Gbagbo in Abidjan.  To understand the difficulties facing this country requires some background to explain what happened when civil war broke out in 2002, and a discussion of why just making either Mr. Gbagbo or Mr. Ouattara president is not an ideal solution. 

An electoral victory by Mr. Ouattara was bound to produce a backlash by those who will not accept a northern Muslim president and who are afraid to lose everything if Mr.  Gbagbo goes.  Standing on legalisms and claiming that either side is cl!  early right gets us nowhere.  None of the contending political forces in this country have clean hands, including Mr. Bedie, the former president who threw his support to Mr. Ouattara in the second round of the election after coming in third in the first round. 

In some ways, even though it takes very specific local knowledge to understand what is happening, the tragedy in this country resembles the situation in quite a few other African cases as well.  Decades of poor governance and corruption have exacerbated ethnic and religious tensions, and too few of the leading politicians are willing to act for the greater good rather than for their own and their supporters' narrow interests.

Daniel Chirot, Job and Gertrud Tamaki Professor of International Studies at the University of Washington, has authored books about social change, ethnic conflict, Eastern Europe, and tyranny.  His most recent works are the co-authored Why Not Kill Them All?  about political mass murder (Princeton University Press, 2nd edition, 2010), and a short text on ethnic conflicts, Contentious Identities (Routledge, 2011).   He has edited or co-edited books on Leninism's decline, on entrepreneurial ethnic minorities, on ethnopolitical warfare, and on the economic history of Eastern Europe.  He founded the journal East European Politics and Societies and has received help in his research and writing from the US State Department, the Guggenheim, Rockefeller, and Mellon Foundations.  He has done some work for, among others, the US Government, the National Endowment for Democracy, and the Ford Foundation.  In 2003, 2004, and 2006 he did some consulting for CARE in Cote d'Ivoire.  He has also worked in Niger and elsewhere in West Africa.  In 2004/05 he was a Senior Fellow at the United States Institute of Peace working on the study of African conflicts.  He has a BA from Harvard and a PhD in Sociology from Columbia.

The 21st century has been branded the century of the worldwide return of ethnonationalisms. Conflicts based on cultural differences are boiling up in many regions, leading to civil wars and to the breakup of states. Many of these conflicts are direct and indirect consequences of modernization and transnationalization; and they are usually as complex as they are enduring and difficult to settle, because rooted in the "deep“ dimensions of culture and religion. The result is in many cases a conflict pattern where political solutions are often only of temporary value, because the far deeper rooted ethnic and cultural dimensions sooner or later undermine them and spiral the conflict up again. As a consequence, there is a new debate today about the advantages of partition and separation, and an increasing number of scholars and politicians seems to believe that the still most humane lasting solution for ethno-cultural conflicts is to institutionally divide ethnic groups once and for all, accepting to a certain extent (non-recurring) ethnic cleansing and new flows of refugees. Answering such approaches (like the one of Jerry Z. Muller propagated paradigmatically in Foreign Affairs, March/April 2008), Roland Benedikter presents a functioning and long-term proven model from Central Europe, where different ethnic groups have managed it to find a unique institutional arrangement that permits them to live together without territorial and political partition. In presenting core features of the model of autonomy of the Autonomous Province of South Tyrol, a border region between Northern Italy and Austria where three ethnic groups coexist and have made the area formerly ridden by civil wars (until 1972) now one of the wealthiest regions of Europe, Roland Benedikter shows how cornerstones of this model may be successfully applied also to other ethnic conflict regions.

Dr. Dr. Dr., is European Foundation Fellow 2009-2013, in residence at the Orfalea Center for Global and International Studies of the University of California at Santa Barbara, with duties as the European Foundations Research Professor of Political Sociology. His main field of interest is the multidimensional analysis of what he calls the current "Global Systemic Shift", which he tries to understand by bringing together the six typological discourses (and systemic order patterns) of Politics, Economy, Culture, Religion, Technology and Demography. Roland is currently working on two major book projects: One about the "Global Systemic Shift", and one about the "Contemporary Cultural Psychology of the West", the latter comparing culturo-political trends in the European and American hemispheres. With both projects he is also involved in European Policy Advice.

As a little girl Susie Linfield was captivated by a book she discovered on her parents' bookshelf entitled The Black Book of Polish Jewry. Published in the early 1940s, it included photos of starving Jews in the ghettos. “I was grieved by them. I was shamed by them. But I was also sort of compelled by them,” says Linfield, the director of the Cultural Reporting and Criticism Program at New York University. Decades later, she reflected again on the way photographs informed her view of war and atrocities as she examined the photos emerging from the Balkans, Rwanda, and other trouble spots. In her new book, The Cruel Radiance: Photography and Political Violence (University of Chicago Press), Linfield returns to this theme. She recently gave a talk at Stanford as part of the Stanford Ethics & War Series (2010-2011), sponsored in part by the Center for International Security and Cooperation, and she spoke with CISAC about changes in photojournalism, the political context behind warfare, and what she calls “the ethics of seeing.” Excerpts:

CISAC: In your book you look at two different approaches to war photography—that of Robert Capa, the Hungarian war photographer of the 1930s and 1940s, and the modern war photographer James Nachtwey, who has chronicled more recent conflict. How are world events reflected in their photography?

Linfield: One of the observations in my book is that war and its related atrocities are photographed in a much more graphic way than they used to be. The level of atrocity and bodily disfigurement that we are now used to seeing in photographs is something very different than the kind of photojournalism that was done in the 1920s through the 1950s. That connects in some ways to the lessening of political certainty. In other words, the kind of political and ideological factors that used to determine war are much less prevalent in a lot of the wars that are being fought now. If you look at the war in the Congo, it’s just a horrific, horrific situation with millions of people killed. But it’s very hard to understand that war in any sort of traditional political paradigm, certainly not the paradigm of something like the Spanish civil war. There, one could understand the political dynamics and certainly feel solidarity with one side or another. With a lot of the wars we're presented with now, I think that kind of solidarity and political clarity is very, very hard to come by. So I think what we’re presented with visually is the bodily disfigurement, the tortured bodies, but without any kind of political context in which to understand it.

CISAC: How are today’s photos perceived by viewers, as opposed to back in Capa’s time?

L: I think there’s much more resistance to seeing photographs now than there was in Capa’s time. And again I think that’s connected to the lack of political clarity. People aren’t really sure why they’re seeing them or what to think when they do, and I think that has turned into a resentment against photography and against photojournalism in particular—that we’re just being assaulted by these meaningless images. These images aren’t meaningless. But they do take a lot of work to try to understand.

CISAC: How is this tied to ethics?

L: I think there is something I would call the ethics of seeing. To me that’s not an instantaneous thing. It would be very connected to the idea of really trying to delve into the histories that these photographs suggest and really trying to understand them and understand the causes of the violence. And in terms of the ethics of showing, I am much less critical of photojournalists than I think a lot of other critics are, especially with someone like James Nachtwey. He’s accused of being a pornographer, exploiting—his stuff is disgusting, unbearable, unwatchable. And it is disgusting and unbearable in certain ways, but I don’t think he’s a pornographer. And I don’t think he’s a nihilist. I think he’s showing us images that are very, very difficult to look at. And they’re very, very difficult to look at for two reasons. One, the explicitness of them is very, very painful. To see bodies that tormented is extraordinarily painful. And I think they’re also difficult to look at because it’s very hard to have a political context in which to understand these images. In a certain sense we’re sort of left with our troubled emotions, but not really knowing what to do with them.
