Health and the Environment

Exponential advances in the life sciences, particularly in the realm of biotechnology, have been held to raise the classic concerns of "dual-use" research: the same technologies that propel scientific advances critical to human health, the environment and economic growth also could be misused to develop biological weapons, including for bioterrorism.  However, there is significant disagreement as to whether this depiction appropriately frames the nature of the problem.  Some scientists have characterized the prevailing policy discourse on the life sciences as the "half-pipe of doom," a bipolar approach that artificially disaggregates and decontextualizes the promise and peril of advances in the life sciences.  The panel will discuss proposals to address such concerns, focusing on whether the Intergovernmental Panel on Climate Change (IPCC) offers a transferable model of scientific and policy consensus-building for issues of safety and security of biotechnology.      

Stephen J. Stedman joined CISAC in 1997 as a senior research scholar, and was named a senior fellow at FSI and CISAC and professor of political science (by courtesy) in 2002. He served as the center's acting co-director for the 2002-2003 academic year. Currently he directs the Ford Dorsey Program in International Policy Studies at Stanford and CISAC's Interschool Honors Program in International Security Studies. His current research addresses the future of international organizations and institutions, an area of study inspired by his recent work at the United Nations. In the fall of 2003 he was recruited to serve as the research director of the U.N. High-Level Panel on Threats, Challenges and Change. Upon completion of the panel's report, A More Secure World: Our Shared Responsibility, Annan asked Stedman to stay on at the U.N. as a special advisor with the rank of assistant secretary-general, to help gain worldwide support in implementing the panel's recommendations. Following the U.N. world leaders' summit in September 2005, during which more than 175 heads of state agreed upon a global security agenda developed from the panel's work, Stedman returned to CISAC. Before coming to Stanford, Stedman was an associate professor of African studies at the Johns Hopkins University School of Advanced International Studies in Washington, D.C. He has served as a consultant to the United Nations on issues of peacekeeping in civil war, light weapons proliferation and conflict in Africa, and preventive diplomacy. In 2000 Scott Sagan and he founded the CISAC Interschool Honors Program in International Security Studies. Stedman received his PhD in political science from Stanford University in 1988.

Donald Kennedy is the editor-in-chief of Science, the journal of the American Association for the Advancement of Science, and a CESP senior fellow by courtesy. His present research program entails policy on such trans-boundary environmental problems as: major land-use changes; economically-driven alterations in agricultural practice; global climate change; and the development of regulatory policies.

Kennedy has served on the faculty of Stanford University from 1960 to the present. From 1980 to 1992 he served as President of Stanford University. He was Commissioner of the US Food and Drug Administration from 1977-79. Previously at Stanford, he was as director of the Program in Human Biology from 1973-1977 and chair of the Department of Biology from 1964-1972.

Kennedy is a member of the National Academy of Sciences, the American Academy of Arts and Sciences, and the American Philosophical Society. He served on the National Commission for Public Service and the Carnegie Commission on Science, Technology and Government, and as a founding director of the Health Effects Institute. He currently serves as a director of the Carnegie Endowment for International Peace, and as co-chair of the National Academies' Project on Science, Technology and Law. Kennedy received AB and PhD degrees in biology from Harvard University.

Drew Endy is a synthetic biologist with the Stanford Department of Bioengineering. He was a junior fellow and later an assistant professor in the Department of Biological Engineering at MIT prior to coming to Stanford in September 2008 as an assistant professor in the Department of Bioengineering. Endy's research focus is on synthetic biology. With researchers at MIT he works on the engineering of standardized biological components, devices, and parts, collectively known as "BioBricks." He is one of several founders of the Registry of Standard Biological Parts, and invented an abstraction hierarchy for integrated genetic systems. Endy is known for his opposition to limited ownership and supports free access to genetic information. He has been one of the early promoters of open-source biology, and helped to start the Biobricks Foundation, a non-profit supporting open-source biology.

Tarun Chhabra is a JD candidate and Paul and Daisy Soros Fellow at Harvard Law School, and a doctoral candidate in international relations at Oxford University.  Tarun previously worked in the Executive Office of UN Secretary-General Kofi Annan, and on the staff of Annan's High-level Panel on Threats, Challenges and Change.  He also served as a consultant-advisor to the Norwegian Foreign Ministry on nuclear non-proliferation and disarmament initiatives. He was a Fulbright Scholar in Russia at the Moscow State Institute for International Relations (MGIMO) and received a Marshall Scholarship to study at Merton College, Oxford, where he earned a MPhil in international relations and was an instructor in international relations at Stanford House.  He holds a BA from Stanford University, where he worked at the Martin Luther King, Jr., Papers Project and was in the honors program at CISAC. Tarun is a Fellow of the Truman National Security Project and a member of the International Institute for Strategic Studies.

Chris Field is the founding director of the Carnegie Institution's Department of Global Ecology, Professor of Biology and Environmental Earth System Science at Stanford University, and Faculty Director of Stanford's Jasper Ridge Biological Preserve. He also is co-chair of Working Group 2 of the Intergovernmental Panel on Climate Change (IPCC) and will lead the fifth assessment report on climate change impacts, adaptation, and vulnerability.  The author of more than 200 scientific publications, Field’s research emphasizes impacts of climate change, from the molecular to the global scale. Field’s work with models includes studies on the global distribution of carbon sources and sinks, and studies on environmental consequences of expanding biomass energy. Field has served on many national and international committees related to global ecology and climate change and was a coordinating lead author for the fourth assessment report of the Intergovernmental Panel on Climate Change. Field has testified before House and Senate committees and has appeared on media from NPR “Science Friday” to BBC “Your World Today”. He is a member of the US National Academy of Sciences. Field received his PhD from Stanford in 1981 and has been at the Carnegie Institution for Science since 1984.

Stephen Stedman is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) and the Center on Democracy, Development and the Rule of Law (CDDRL), an affiliated faculty member at CISAC, and professor of political science (by courtesy) at Stanford University. He is director of CDDRL's Fisher Family Honors Program in Democracy, Development and Rule of Law, and will be faculty director of the Program on International Relations in the School of Humanities and Sciences effective Fall 2025.

In 2011-12 Professor Stedman served as the Director for the Global Commission on Elections, Democracy, and Security, a body of eminent persons tasked with developing recommendations on promoting and protecting the integrity of elections and international electoral assistance. The Commission is a joint project of the Kofi Annan Foundation and International IDEA, an intergovernmental organization that works on international democracy and electoral assistance.

In 2003-04 Professor Stedman was Research Director of the United Nations High-level Panel on Threats, Challenges and Change and was a principal drafter of the Panel’s report, A More Secure World: Our Shared Responsibility.

In 2005 he served as Assistant Secretary-General and Special Advisor to the Secretary- General of the United Nations, with responsibility for working with governments to adopt the Panel’s recommendations for strengthening collective security and for implementing changes within the United Nations Secretariat, including the creation of a Peacebuilding Support Office, a Counter Terrorism Task Force, and a Policy Committee to act as a cabinet to the Secretary-General.

His most recent book, with Bruce Jones and Carlos Pascual, is Power and Responsibility: Creating International Order in an Era of Transnational Threats (Washington DC: Brookings Institution, 2009).

Chris Field is the Perry L. McCarty Director of the Stanford Woods Institute for the Environment.

His research focuses on climate change, ranging from work on improving climate models, to prospects for renewable energy systems, to community organizations that can minimize the risk of a tragedy of the commons.

Field has been deeply involved with national and international scale efforts to advance science and assessment related to global ecology and climate change. He served as co-chair of Working Group II of the Intergovernmental Panel on Climate Change from 2008-2015, where he led the effort on the IPCC Special Report on “Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation” (2012) and the Working Group II contribution to the IPCC Fifth Assessment Report (2014) on Impacts, Adaptation, and Vulnerability.

Field assumed leadership of the Stanford Woods Institute for the Environment in September 2016. His other appointments at Stanford University include serving as the Melvin and Joan Lane Professor for Interdisciplinary Environmental Studies in the School of Humanities and Sciences; Professor of Earth System Science in the School of Earth, Energy & Environmental Sciences; and Senior Fellow with the Precourt Institute for Energy. Prior to his appointment as Woods' Perry L. McCarty Director, Field served as director of the Carnegie Institution for Science's Department of Global Ecology, which he founded in 2002. Field's tenure at the Carnegie Institution dates back to 1984.

His widely cited work has earned many recognitions, including election to the U.S. National Academy of Sciences, the Max Planck Research Award, the American Geophysical Union’s Roger Revelle Medal and the Stephen H. Schneider Award for Outstanding Science Communication. He is a fellow of the American Academy of Arts and Sciences, the American Association for the Advancement of Science, and the Ecological Society of America.

Field holds a bachelor’s degree in biology from Harvard College and earned his Ph.D. in biology from Stanford in 1981.

Global meat production has tripled in the past three decades and could double its present level by 2050, according to a new report on the livestock industry by an international team of scientists and policy experts. The impact of this "livestock revolution" is likely to have significant consequences for human health, the environment and the global economy, the authors conclude.

"The livestock industry is massive and growing," said Harold A. Mooney, co-editor of the two-volume report, Livestock in a Changing Landscape (Island Press). Mooney is a professor of biology, senior fellow at the Woods Institute for the Environment and senior fellow at FSI, by courtesy.

"This is the first time that we've looked at the social, economic, health and environmental impacts of livestock in an integrated way and presented solutions for reducing the detrimental effects of the industry and enhancing its positive attributes," he said.

Among the key findings in the report are:

  • More than 1.7 billion animals are used in livestock production worldwide and occupy more than one-fourth of the Earth's land.
  • Production of animal feed consumes about one-third of total arable land.
  • Livestock production accounts for approximately 40 percent of the global agricultural gross domestic product.
  • The livestock sector, including feed production and transport, is responsible for about 18 percent of all greenhouse gas emissions worldwide. 
Impacts on humanity

Although about 1 billion poor people worldwide derive at least some part of their livelihood from domesticated animals, the rapid growth of commercialized industrial livestock has reduced employment opportunities for many, according to the report. In developing countries, such as India and China, large-scale industrial production has displaced many small, rural producers, who are under additional pressure from health authorities to meet the food safety standards that a globalized marketplace requires.

Beef, poultry, pork and other meat products provide one-third of humanity's protein intake, but the impact on nutrition across the globe is highly variable, according to the report. "Too much animal-based protein is not good for human diets, while too little is a problem for those on a protein-starved diet, as happens in many developing countries," Mooney noted.

While overconsumption of animal-source foods - particularly meat, milk and eggs - has been linked to heart disease and other chronic conditions, these foods remain a vital source of protein and nutrient nutrition throughout the developing world, the report said. The authors cited a recent study of Kenyan children that found a positive association between meat intake and physical growth, cognitive function and school performance.

Human health also is affected by pathogens and harmful substances transmitted by livestock, the authors said. Emerging diseases, such as highly pathogenic avian influenza, are closely linked to changes in the livestock production but are more difficult to trace and combat in the newly globalized marketplace, they said.

Environmental impacts

The livestock sector is a major environmental polluter, the authors said, noting that much of the world's pastureland has been degraded by grazing or feed production, and that many forests have been clear-cut to make way for additional farmland. Feed production also requires intensive use of water, fertilizer, pesticides and fossil fuels, added co-editor Henning Steinfeld of the United Nations Food and Agriculture Organization (FAO).

Animal waste is another serious concern. "Because only a third of the nutrients fed to animals are absorbed, animal waste is a leading factor in the pollution of land and water resources, as observed in case studies in China, India, the United States and Denmark," the authors wrote. Total phosphorous excretions are estimated to be seven to nine times greater than that of humans, with detrimental effects on the environment.

The beef, pork and poultry industries also emit large amounts of carbon dioxide, methane and other greenhouse gases, Steinfeld said, adding that climate-change issues related to livestock remain largely unaddressed. "Without a change in current practices, the intensive increases in projected livestock production systems will double the current environmental burden and will contribute to large-scale ecosystem degradation unless appropriate measures are taken," he said.

Solutions

The report concludes with a review of various options for introducing more environmentally and socially sustainable practices to animal production systems.

"We want to protect those on the margins who are dependent on a handful of livestock for their livelihood," Mooney said. "On the other side, we want people engaged in the livestock industry to look closely at the report and determine what improvements they can make."

One solution is for countries to adopt policies that provide incentives for better management practices that focus on land conservation and more efficient water and fertilizer use, he said.

But calculating the true cost of meat production is a daunting task, Mooney added. Consider the piece of ham on your breakfast plate, and where it came from before landing on your grocery shelf. First, take into account the amount of land used to rear the pig. Then factor in all the land, water and fertilizer used to grow the grain to feed the pig and the associated pollution that results.

Finally, consider that while the ham may have come from Denmark, where there are twice as many pigs as people, the grain to feed the animal was likely grown in Brazil, where rainforests are constantly being cleared to grow more soybeans, a major source of pig feed.

"So much of the problem comes down to the individual consumer," said co-editor Fritz Schneider of the Swiss College of Agriculture (SHL). "People aren't going to stop eating meat, but I am always hopeful that as people learn more, they do change their behavior. If they are informed that they do have choices to help build a more sustainable and equitable world, they can make better choices."

Livestock in a Changing Landscape is a collaboration of the FAO, SHL, Woods Institute for the Environment, International Livestock Research Institute (ILRI), Scientific Committee for Problems of the Environment (SCOPE), Agricultural Research Center for International Development (CIRAD), and Livestock, Environment and Development Initiative (LEAD).

Other editors of the report are Laurie E. Neville (Stanford University), Pierre Gerber (FAO), Jeroen Dijkman (FAO), Shirley Tarawali (ILRI) and Cees de Haan (World Bank). Initial funding for the project was provided by a 2004 Environmental Venture Projects grant from the Woods Institute.

Until recently, consumers had no way to find out the full impacts of the products they consumed. However, with advances in information technologies, product assessment methodologies, and web and mobile platforms, there is now a real potential to radically increase transparency in consumer markets and global supply chains. Dara O'Rourke, Associate Professor at UC Berkeley, will discuss an experiment in providing information to the public about the environmental, social, and health impacts of products and companies: GoodGuide. GoodGuide's award-winning web and iPhone apps have been featured recently in the New York Times, Newsweek, Time, and even Oprah's Magazine! Dara will discuss GoodGuide's long-term vision, current strategies, and the information technologies they are applying to this challenge.

Dara O’Rourke is an Associate Professor at the University of California, Berkeley, and the co-founder of GoodGuide. Dara’s research focuses on systems for monitoring the environmental, labor, and health impacts of global production systems. His research has been featured in The New York Times, The International Herald Tribune, The Boston Globe, The Los Angeles Times, The Economist, Business Week, Newsweek, Time, and TechCrunch. Climate change is projected to have adverse impacts on public health. Cobenefits may be possible from more upstream mitigation of greenhouse gases causing climate change. To help measure such cobenefits alongside averted disease-specific risks, a health impact assessment (HIA) framework can more comprehensively serve as a decision support tool. HIA also considers health equity, clearly part of the climate change problem. New choices for energy must be made carefully considering such effects as additional pressure on the world's forests through large-scale expansion of soybean and oil palm plantations, leading to forest clearing, biodiversity loss and disease emergence, expulsion of subsistence farmers, and potential increases in food prices and emissions of carbon dioxide to the atmosphere. Investigators must consider the full range of policy options, supported by more comprehensive, flexible, and transparent assessment methods.

Projects to enhance health security and child survival in Africa with improvements in water and sanitation, examine why poor business-management practices persist in India, study the relationship of legal courts to politics and human rights, and understand why the Middle East has lagged in economic progress were recent recipients of grants totaling just under $1 million from Stanford's Presidential Fund for Innovation in International Studies.

"These projects have great potential to advance academic knowledge, social capital and human development around the world, and to create a healthier, more promising future for hundreds of millions of people," President John Hennessy said. "When we launched The Stanford Challenge, we committed to marshal university resources to address the great challenges of the 21st century in human health, the environment and international affairs, and it is gratifying to see the response from our remarkable faculty."

The 2008 projects and their principal investigators follow:

Enhancing Health Security Through Infrastructure and Behavioral Intervention: Water, Sanitation and Child Survival in Africa. Alexandria Boehm and Jenna Davis, Civil and Environmental Engineering; Abby King, Health Research and Policy and Medicine; Gary Schoolnik, Medicine and Microbiology and Immunology. The project seeks to improve the health and well-being of the 1.2 billion people in low-income countries who lack access to clean water and the 2.6 billion who lack access to sanitation services, with a focus on mortality reduction in children. It will be carried out in sub-Saharan Africa, where the toll of water- and sanitation-related illness on health is severe, and will investigate the extent to which information and education about water and sanitation at the household level motivates behavior changes that result in reduced morbidity. Results will inform international efforts to design and implement effective water supply and sanitation interventions for more than 400 million Africans currently lacking access.

Why Are Indian Firms Poorly Managed? A Survey and Randomized Field Intervention. Nicholas Bloom and Aprajit Mahajan, Economics; Thomas C. Heller and Erik Jensen, Law School; John Roberts, Graduate School of Business. The biggest single reduction in poverty in the history of mankind was achieved by the industrialization of China since 1978, which lifted almost 500 million people out of poverty. India has not experienced this level of poverty reduction because its manufacturing firms have not achieved the productivity gains seen in China. Recent evidence suggests one key factor is the poor management practices adopted by Indian firms. This project examines why poor management practices persist in India and are much more common there. It focuses in particular on evaluating the relative importance of informational, legal and development barriers. The project will undertake a field survey of Indian firms to evaluate their knowledge of modern management techniques and a field intervention aimed at upgrading management practices in a randomized sample of Indian firms, comparing their progress to a control group of untouched firms.

Courts, Politics and Human Rights. Joshua Cohen, Philosophy, Political Science, and Law School; Terry L. Karl, Political Science; Jenny S. Martinez, Law School; Helen Stacy, Law School. This project examines the role of courts as the centerpiece of strategies for promoting human rights by asking if courts should be a preferred human rights venue or if there are other more accessible and effective ways to secure human rights. It addresses three broad themes: the interplay between national, regional and international courts in the protection of human rights; the role of governments and nongovernmental organizations in influencing legal proceedings; and how courts construct historical truth and shape public opinion, memory, attitudes and discourse about human-rights abuses. The multidisciplinary project will span countries, regions, issue areas and historical timeframes to ask what reasonably can be expected from international, regional and domestic courts in safeguarding human rights.

The Middle East and the World Economy. Matthew Harding, Economics; Lisa Blaydes, Political Science. This project examines why the Middle East has lagged in economic progress compared to much of the developing world and the implications of this underdevelopment for two overarching trends in Middle Eastern politics today: authoritarian government and Islamic fundamentalism. The researchers also will examine how political instability originating in the Middle East has affected world oil prices and world markets by constructing economic models of the world economy. The project seeks broadly to understand the macro- and microeconomic determinants of Islamic fundamentalism and authoritarian rule, and the extent to which these two outcomes have affected the stability and prosperity of the world economy. It measures global factors resulting from increased globalization and quantifies their impact on the development of economies in the Middle East.

The $3 million Presidential Fund for Innovation in International Studies was first established in 2005 by the Office of the President and the Stanford International Initiative to support new cross-campus, interdisciplinary research and teaching among Stanford's seven schools on three overarching global challenges: pursuing peace and security, reforming and improving governance at all levels of society, and advancing human well-being.

The first $1 million in interdisciplinary grants was awarded in February 2006; the second round of grants was awarded in February 2007.

"In all three rounds of funding, it has been heartening to see the imaginative and innovative ways that Stanford faculty are combining intellectual forces across disciplines to tackle some of the most pressing and persistent problems of our day," said Coit D. Blacker, chair of the International Initiative Executive Committee and director of Stanford's Freeman Spogli Institute for International Studies. "It is especially gratifying to see the younger faculty competing for these grants, eager to generate new knowledge and new solutions and help train a new generation of leaders."

Priority in funding has been given to teams of faculty who do not typically work together, who represent multiple disciplines and who address issues falling broadly within the three central research areas of the Stanford International Initiative. This unit explores the long-term effects of radiation through the examination of issues surrounding the atomic bombs dropped on Japan in 1945; and the 1986 explosion at the Chernobyl power plant. We hope the unit provides teachers with the tools and background information necessary to more confidently discuss recent events in Japan with their students.

Climate change, as an environmental hazard operating at the global scale, poses a unique and "involuntary exposure" to many societies, and therefore represents possibly the largest health inequity of our time. According to statistics from the World Health Organization (WHO), regions or populations already experiencing the most increase in diseases attributable to temperature rise in the past 30 years ironically contain those populations least responsible for causing greenhouse gas warming of the planet. Average global carbon emissions approximate one metric ton per year (tC/yr) per person. In 2004, United States per capita emissions neared 6 tC/yr (with Canada and Australia not far behind), and Japan and Western European countries range from 2 to 5 tC/yr per capita. Yet developing countries' per capita emissions approximate 0.6 tC/yr, and more than 50 countries are below 0.2 tC/yr (or 30-fold less than an average American). This imbalance between populations suffering from an increase in climate-sensitive diseases versus those nations producing greenhouse gases that cause global warming can be quantified using a "natural debt" index, which is the cumulative depleted CO2 emissions per capita. This is a better representation of the responsibility for current warming than a single year's emissions. By this measure, for example, the relative responsibilities of the U.S. in relation to those of India or China is nearly double that using an index of current emissions, although it does not greatly change the relationship between India and China. Rich countries like the U.S. have caused much more of today's warming than poor ones, which have not been emitting at significant levels for many years yet, no matter what current emissions indicate. Along with taking necessary measures to reduce the extent of global warming and the associated impacts, society also needs to pursue equitable solutions that first protect the most vulnerable population groups; be they defined by demographics, income, or location. For example, according to the WHO, 88% of the disease burden attributable to climate change afflicts children under age 5 (obviously an innocent and "nonconsenting" segment of the population), presenting another major axis of inequity. Not only is the health burden from climate change itself greatest among the world's poor, but some of the major mitigation approaches to reduce the degree of warming may produce negative side effects disproportionately among the poor, for example, competition for land from biofuels creating pressure on food prices. Of course, in today's globalized world, eventually all nations will share some risk, but underserved populations will suffer first and most strongly from climate change. Moreover, growing recognition that society faces a nonlinear and potentially irreversible threat has deep ethical implications about humanity's stewardship of the planet that affect both rich and poor.
