In 2013, China president Xi Jinping launched a massive reclamation and construction campaign on seven reefs in the Spratly Islands in the South China Sea. Beijing insisted that its actions were responsible and in accord with international law, but foreign critics questioned Xi’s real intentions. Recently available internal documents by China’s leader reveal his views about war, the importance of oceans in protecting and rejuvenating the nation, and the motives underlying his actions in the South China Sea. Central to those motives and actions is China’s rivalry with the United States and the grand strategy needed to determine its outcome. To this end, Xi created five externally oriented military theater commands, one of which would protect newly built assets in the South China. Simultaneously, China’s actions in the Spratlys complicated and worsened the US-China rivalry, and security communities in both countries recognized that these actions could erupt into armed crises. A permanent problem-solving mechanism would allow them to move toward a positive shared future.

The building of the Berlin Wall in 1961 shocked the world. Ever since, the image of this impenetrable barrier between East and West, imposed by communism, has been a central symbol of the Cold War.

Based on vast research in untapped archival, oral, and private sources, Burned Bridge reveals the hidden origins of the Iron Curtain, presenting it in a startling new light. Historian Edith Sheffer's unprecedented, in-depth account focuses on Burned Bridge-the intersection between two sister cities, Sonneberg and Neustadt bei Coburg, Germany's largest divided population outside Berlin. Sheffer demonstrates that as Soviet and American forces occupied each city after the Second World War, townspeople who historically had much in common quickly formed opposing interests and identities. The border walled off irreconcilable realities: the differences of freedom and captivity, rich and poor, peace and bloodshed, and past and present. Sheffer describes how smuggling, kidnapping, rape, and killing in the early postwar years led citizens to demand greater border control on both sides--long before East Germany fortified its 1,393 kilometer border with West Germany. It was in fact the American military that built the first barriers at Burned Bridge, which preceded East Germany's borderland crackdown by many years. Indeed, Sheffer shows that the physical border between East and West was not simply imposed by Cold War superpowers, but was in some part an improvised outgrowth of an anxious postwar society.

Event Recap: German Minister of Defense Ursula von der Leyen Visits Stanford

In her March visit to Stanford University, Ursula von der Leyen, Minister of Defense for the Federal Republic of Germany, spoke to members of the Stanford community about the consequences of current international security challenges for Germany and for Europe. In recent months, some in Germany have advocated border closures as a solution to the ongoing migration crisis. Von der Leyen was highly critical of such measures because they necessitate closing intra-European Union borders thereby limiting the freedom of movement within the European Union, something she heralds as one of the greatest achievements of European integration.

As an alternative to the simplistic border closure approach, von der Leyen advocated a more nuanced approach, consisting of four broad steps. First, she said that the EU member states must clarify the meaning of “asylum,” and that those wishing to migrate to Germany or some other European country but who are not fleeing persecution must go through the regular migration process. Second, she stated that in order to maintain border-free travel across the Schengen area, the member states must reinforce external borders in an effort to combat human smuggling, human trafficking, and organized crime. The third step in von der Leyen’s approach was to enhance multilateral cooperation. She highlighted increased NATO naval patrols in the Mediterranean, the EU-NATO-Turkey summit meeting, and commitment to raising funds to feed and shelter refugees as examples of such cooperation. Finally, she said that Europe and its allies must deal with the root causes of the refugee flows by bringing peace and stability to both Iraq and Syria and by stopping ISIS. Doing so, she argued, will require military means, at least initially, and also requires increased coordination among the many disparate actors currently involved in the conflict. In order to successfully deal with the ongoing crisis, she argued, people must have a viable future in their own countries.

A medical doctor by training, von der Leyen spoke fondly of the time that she and her family spent at Stanford in the nineties. She became a member of the Christian Democratic Union (CDU) in 1990 and became active in politics shortly after returning to Germany from Stanford. Since that time, she has served at the local, lander, and federal levels of government and was first appointed to the cabinet in 2005. Prior to her 2013 appointment as Minister of Defense, von der Leyen served as the Minister of Family Affairs and Youth (2005-2009) and as the Minister of Labour and Social Affairs (2009-2013).

Featured Faculty Research: Ken Scheve

We would like to introduce you to some of The Europe Center’s faculty affiliates and the projects on which they are working. Our featured faculty member this month is Ken Scheve, who is a Professor of Political Science and Director of The Europe Center.

Taxing the RichKen earned his Ph.D. from Harvard University in 2000 and joined the faculty at Stanford University in 2012. Ken's research interests are in the fields of international and comparative political economy and comparative political behavior with particular interest in the behavioral foundations of the politics of economic policymaking. An example of this research is his recent book, Taxing the Rich: A History of Fiscal Fairness in the United States and Europe, which he co-authored with David Stasavage of New York University. In this book, Scheve and Stasavage tackle a subject of considerable political conflict: taxes on the richest members of society. There has been a great deal of debate about what government should do in this area, but we know far less about the reasons why some governments actually do tax the rich and others do not. Scheve and Stasavage address this question by examining income, inheritance, and other taxes from 1800 to the present in a set of twenty countries.

The core argument of the book is that countries tax the rich when the public thinks the state has failed to treat citizens as equals and in so doing has privileged the rich. Scheve and Stasavage begin with the premise that debates about taxation revolve around self-interest (no one likes paying taxes), economic efficiency, and fairness. They argue that fairness considerations center on what it means for the state to treat citizens as equals in income tax policy. Historically, they demonstrate that there are three main fairness arguments that have been used for or against taxing the rich. Equal Treatment arguments claim that everyone should be taxed at the same rate just like everyone has one vote. Ability to Pay arguments contend that states should tax the rich at higher rates because they can better afford to pay when compared with everyone else. Compensatory arguments suggest that it is fair to tax the rich at higher rates when it compensates for unequal treatment by the state in some other policy area. They argue that over the last two centuries compensatory arguments have been the most powerful arguments in favor of taxing the rich.

Examining the history of income taxation, Scheve and Stasavage find that compensatory arguments were important in the early development of income tax systems in the 19th century when it was argued that income taxes on the rich were necessary to compensate for heavy indirect taxes that fell disproportionately on the poor and middle class. But the most significant compensatory arguments over the last two centuries have been arguments to raise taxes on the rich to preserve equal sacrifice in wars of mass mobilization. These conflicts, particularly World War I and World War II, led states to raise large armies, often through conscription, and citizens and politicians alike adopted compensatory fairness arguments to justify higher taxes on income and wealth. Mass war mobilization led governments of both left and right to tax the rich.

Scheve and Stasavage show that governments have neither taxed the rich just because inequality is high, nor have they done so simply because the poor and middle classes outnumber the rich when it comes to voting. The main occasion when governments have moved to tax the rich is during times of mass mobilization for war, especially in democracies in which the norm of treating citizens as equals is held more strongly. They demonstrate that the real watershed for taxing the rich for many countries came in 1914. The era of the two world wars and their aftermath was one in which governments taxed the rich at rates that would have previously seemed unimaginable.

Throughout the book, Scheve and Stasavage show that when countries shift from peace to war, or the reverse, there has also been a big shift in the type of fairness arguments made in favor of taxing the rich. During times of peace, debates about whether it is fair to tax the rich center on competing equal treatment and ability to pay arguments. During times of war, supporters of taxing the rich have also been able to make compensatory arguments. If the poor and middle classes are doing the fighting, then the rich should be asked to pay more for the war effort. If some with wealth benefit from war profits, then this creates another compensatory argument for taxing the rich. These compensatory arguments had the biggest impact in democracies that are founded on the idea that citizens should be treated as equals. The fact that war had a much bigger impact on taxes on the rich in democracies than in autocracies also suggests that the rich weren’t being taxed out of simple necessity. It was because war determined what types of fairness arguments could be made.

The findings in Taxing the Rich have implications for the future of income taxation: Don’t expect high and rising inequality to necessarily lead to a return to the high top tax rates of the post-war era. What really matters is what people believe about how inequality is generated in the first place. If it is clear that inequality has risen because the government has failed to treat citizens as equals in the first place, then there is room for convincing compensatory arguments. Today, in an era where military technology favors more limited forms of warfare — drones rather than boots on the ground — the wartime compensatory arguments of old are no longer available. Absent new compensatory arguments, Scheve and Stasavage expect some to argue for taxing the rich based on ability to pay, but this probably won’t suffice to produce radically higher tax rates. More politically plausible reforms include those that involve increasing taxes on the rich by appealing to the logic of equal treatment to remove deductions, exemptions, and cases of special treatment. Featured Graduate Student Research: Melissa Kagen

We would like to introduce you to some of the graduate students that we support and the projects on which they are working. Our featured graduate student this month is Melissa Kagen (German Studies). Melissa is a Ph.D. candidate in the Department of German Studies at Stanford University. Prior to beginning her doctoral studies at Stanford, Melissa earned an MA in Humanities from the University of Chicago and a BA in Literary Arts from Brown University.

Melissa KagenMelissa's research interests include nineteenth and twentieth century German and Austrian opera and fiction, Jewish studies, and performance studies, as well as digital humanities. In her dissertation, Melissa examines the concept of "Wandering" - an important theme since Wagner's work - in modernist German opera. She considers the distinctive conceptions of German and Jewish wanderers in four operas written by German-speaking Jews prior to World War II. These operas include Der Ferne Klang (1912) by Franz Schreker, Die Tote Stadt (1920) by Erich Wolfgang, Moses und Aron (1933) by Arnold Schoenberg, and The Eternal Road (1937) by Kurt Weill. Supported by The Europe Center, Melissa conducted research in Germany and Austria during summer 2015. During this time, she traveled to libraries and archives to access works related to her dissertation research. A highlight of her research trip was seeing a performance of Der Ferne Klang in Manheim. Because this opera is rarely performed and is not available on DVD, this was the first time Melissa had ever seen a performance of Der Ferne Klang. Another crucial outcome of her archival work was the realization that in Die Tote Stadt, the protagonist himself does not wander, but rather the spaces wander around him. This realization was crucial to her novel discussion of this work. Melissa will be presenting her completed project in May and graduating in June. She hopes to return to Europe this summer to work on a related project.

Stanford Student Sarah Flamm Participates in Model WTO

In April Stanford University student Sarah Flamm traveled to Switzerland to participate in the 19th annual Model World Trade Organization program. Here is Sarah’s description of her experience:

I had the pleasure of representing the delegation of the United States at the 19th annual Model World Trade Organization (WTO) this April. With the generous support of SIEPR and The Europe Center at the Freeman Spogli Institute, I traveled to Switzerland to join 60 graduate and undergraduate students from different parts of the world to deliberate over the Government Procurement Agreement (GPA). The simulation took place at the University of St. Gallen and the WTO headquarters in Geneva. Over the course of an intense week, we delegates negotiated and drafted amendments to the GPA to reflect changing national and international priorities and values.

Government procurement refers to purchases of goods and services made by government agencies with public money for public purposes. This topic is more interesting and polemical than one might initially suspect. Federal procurement represents a huge market ($530 billion in the United States), making its impact quite consequential. The goal of the GPA is to facilitate and to open trade opportunities and to ensure that governments follow the principles of non-discrimination, transparency, and procedural fairness in procurement. It is one of the few agreements where the United States has allowed itself to be subject to international arbitration, favoring the benefits of market access. Government procurement is also symbolically important as it reflects how nations choose to spend their money and whom they decide to support.

I represented the delegation of the United States, along with four others students from Belgium, Switzerland, China, and Hong Kong. We were each assigned to represent the United States on different committees, which included Green Procurement, Anti-corruption, African Participation, Small and Medium Enterprises (SMEs), and Social Issues. I served on the Social Issues Committee, which addressed priorities in government procurement as they relate to labor standards, minority rights and discrimination, among others. On the Social Committee I had two main negotiation goals: 1) insert the term "social issues" into the GPA text in order to empower governments to explicitly take social responsibility into account when awarding government contracts, and 2) define "social issues" to mean meeting minimum labor standards, notably to comply with two International Labour Organization conventions - Convention 105 on the Abolition of Forced Labour and Convention 182 on the Worst Forms of Child Labour. Over the course of six moderated negotiation rounds, we discussed these as well as priorities raised by other countries. The negotiations varied from meticulous arguments over text, to practical discussions on how to create allowances for developing countries that currently rely on child and cheap labor, making them presently unable to meet the requirements of developed countries in order to compete for contracts.

Amidst negotiations, our delegation consulted with David Bisbee, who is the Attaché at the U.S. Mission to the WTO. He advised on negotiations and strategy, and upon conclusion of the negotiations we met with him in person at the U.S. embassy in Geneva. It was interesting to represent a country that is not very enthusiastic about multilateral bodies such as the WTO. In reality, the United States would likely have abstained from voting to include the Social Issues language that we had promoted because of the fear that it would open the door to discrimination. At the end of the week, we met with lawyers from the WTO Secretariat in Geneva who gave us detailed feedback on the new GPA text we had created. This provided an opportunity to better understand whether our results were realistic and how they compared to real negotiation outcomes. We also learned about the procedure for ratification of the amended document.

Simulations like Model WTO differ from reality in that country representatives are often more willing to compromise than they would in reality, but this also allowed for an expanded policy space for our countries to come up with workable solutions. This experience has piqued my interest in one day representing the labor and trade priorities of the United States on the global stage.

The coordinated suicide bombings that killed more than 30 people and wounded 250 more at an international airport and downtown subway station in Brussels on Tuesday were “shocking but not surprising” and shared many of the hallmarks of previous European terror attacks, according to Stanford terrorism experts.

“My research shows that in general, terrorist plots in Europe involve larger numbers of conspirators than do plots in the United States,” said Martha Crenshaw, a senior fellow at Stanford’s Center for International Security and Cooperation (CISAC).

Belgian authorities said that as many as five people may have been directly involved in the bombings, including two Belgian-born brothers with violent criminal records, and that several suspects were linked to the same terrorist network that carried out the deadly Paris attacks last November.

“It is common for terrorist conspiracies anywhere to be formed from prior social groupings – friends and relatives,” said Crenshaw.

“The bonds that link individuals are not entirely ideological by any means. Criminal backgrounds are also not surprising. Indeed prison radicalization is a well-known phenomenon.”

A Notorious Neighborhood

Many of the suspects in the Brussels bombings had ties to the inner-city neighborhood of Molenbeek, a majority Muslim enclave of mostly Moroccan descent with a long history as a logistical base for jihadists.

“Brussels and particularly Molenbeek is one of those places that comes up a lot when you’re talking about counter terrorism,” said Terrence Peterson, a postdoctoral fellow at CISAC.

“You do have terrorism networks that use these areas, in the same way that organized crime does, to thrive…It seems to be the place where all the networks are locating in part because Belgian security hasn’t been very effective in fighting terrorism.”

Foreign Fighters Bring the War Home

Belgium is a small nation, with a population of around 11 million people, but it has the highest per capita percentage of any Western country of foreign fighters who have joined the battle in Iraq and Syria, according to a recent report, which estimated the total number at 440.

“People were even saying it was not a matter of if, but when Belgium was attacked,” said Joe Felter, a CISAC senior research scholar and former Colonel in the U.S. Army Special Forces.

“You’ve got a high concentration of radicalized individuals in that neighborhood of Brussels, so logistically it was easier for them to recruit, plan and coordinate the execution of these attacks. Local residents loading up explosive packed suitcases in a cab and driving across town to the airport exposes them to much less risk of compromise than would a plot requiring cross border preparation and movement by foreign citizens.”

Felter said he was concerned that the Brussels bombings, for which the Islamic State group has claimed responsibility, would inspire copycat attacks in other countries.

“The real risk now is these home-grown, self-directed terrorist attacks,” he said.

“A successful attack like this, with all its media attention and publicity, is only going to inspire and motivate more attempts going forward.”

Former U.S. Secretary of State and presidential candidate Hillary Clinton said European nations needed to do a better job of sharing intelligence to track foreign fighters as they returned home, during a foreign policy speech at Stanford’s Freeman Spogli Institute for International Studies on Wednesday.

“The most urgent task is stopping the flow of foreign fighters to and from the Middle East,” Clinton said.

“Thousands of young recruits have flocked to Syria from France, Germany, Belgium and the United Kingdom. Their European passports make it easier for them to cross borders and eventually return home, radicalized and battle-hardened. We need to know the identities of every fighter who makes that trip and start revoking their passports and visas.”

Turkey’s president announced at a press conference on Wednesday that his country had deported one of the suspected Brussels bombers back to the Netherlands last year with a clear warning that he was a jihadi.

Identifying Hot Spots

Clinton said authorities also needed to work to improve social conditions in problem areas such as Molenbeek.

“There…has to be a special emphasis on identifying and investing in the hot spots, the specific neighborhoods, prisons and schools where recruitment happens in clusters as we’ve seen in Brussels,” Clinton said.

Other European countries such as Denmark, which has also been struggling to deal with a high percentage of foreign fighters, are trying to proactively to discourage citizens from travelling to Syria to fight, said Anja Dalgaard-Nielsen, former executive director of the Danish Security and Intelligence Service and a CISAC affiliate.

“Politicians are likely to talk about tougher legislation, but there are also measured voices, calling for a strong, long term preventive effort against radicalization to prevent problems from growing out of hand,” said Dalgaard-Nielsen.

“Police need to prioritize community outreach and long term trust building to try to ensure the collaboration of minority groups and socioeconomically disadvantaged communities in the effort against terrorism.”

Stanford political science professor David Laitin, who recently published the book “Why Muslim Integration Fails in Christian-Heritage Societies,” in collaboration with Claire Adida and Marie-Anne Valfort, said his research found that Muslims faced higher discrimination in the economy, in society and in the political process compared to Christians from similar immigrant backgrounds.

“But there is no evidence that higher degrees of discrimination lead Muslims into the unspeakable acts that members of an inhuman cult are performing in the name of Islam,” said Laitin, who is the James T. Watkins IV and Elise V. Watkins professor in the School of Humanities and Sciences.

“From what we have tragically seen, the attractiveness of the present murderous cult does not derive from everyday discrimination," he said. "Research has shown that it is not the poor and downtrodden who are radicalized in this way; but rather reasonably educated second-generation immigrants from largely secular backgrounds.”

Europe Divided

Laitin said he expected to see many European countries tighten their border controls in response to the Brussels attacks, as well as greater support in the United Kingdom for the movement to leave the European Union in the upcoming referendum.

“The biggest short-term effect, in my judgment, will be the erosion of one of the great achievements of European integration, namely Schengen, which promised open borders throughout the continent,” Laitin said.

“I foresee greater security walls that will come to divide European countries.”

Fighting a Hostile Ideology

Felter said that while it was undoubtedly important to improve intelligence sharing and invest in greater security measures as part of concerted efforts to target ISIS and interdict future terrorist plots, the key to undermining support for and defeating ISIS was combating its perverted version of Islam.

And, he said, that effort would have to come largely from within the Islamic community itself.

“The symptoms may be suicide bombers in airports, but the root cause is this hostile ideology that’s being pushed on these at-risk individuals through aggressive radicalization and recruitment efforts carried out largely via the internet that then inspires them to carry out these self-directed, ISIS-inspired attacks,” Felter said.

“There’s got to be a longer-term effort to address the root causes of this, to discredit and delegitimize the appeal of this ideology that they’re promulgating online and through social media that’s inspiring these young men and women to go off and commit these horrible acts in the misguided belief that it is their religious obligation to do so.”

At the March 1st Stanford OpenXChange event, “When the World is Aflame,” FSI Director and Senior Fellow, Michael McFaul challenged students and the campus community to get informed and get involved with global issues that they are passionate about. As a response to overwhelming interest, we present ways to get engaged on the Syrian Refugee Crisis, and refugees worldwide. The most important way to get involved is to know something. Educate yourself about the situation. Read the news, know the push and pull factors, and know the role that your government, international NGOs, intergovernmental organizations, and your community play in supporting refugees around the world.

How big is the current global refugee crisis?

The UN High Commissioner for Refugees estimates that as of 2015, there are 14.4 million refugees around the world, and an additional 32.3 million internally displaced people (IDP) living within the borders of their own countries. The total number of displaced people worldwide is the highest it has been since the end of World War II. At 4.8 million people, Syrian refugees make up one third of the total global refugees right now. However, large numbers of refugees are forced to move because of conflicts, ethnic persecution and climate change around the world, including large numbers from war in Afghanistan and the horn of Africa, criminal violence in Central America, ethnic conflicts in Southeast Asia, and rising sea levels on the Pacific Islands.

What has caused the surge in refugees from Syria?

Refugees don’t choose to leave. Syrians are fleeing a complex civil uprising and oppressive government actions. Taking the time to understand the root causes of this crisis is one of the most valuable things you can do. This is as simple as reading the news. Where do refugees go?

Many refugees do not have a passport or legal travel document and cannot obtain one from their government. Unable to board a plane, they flee their country of origin over land or water. As a result, almost half (1.8 million) of Syria’s refugees currently reside in neighboring Turkey, and over a million more in tiny Lebanon, where one fifth of the country’s population is now from Syria. The UNHCR maintains robust statistical datasets on these trends.

How easy is it to get refugee status in the U.S.?

In a word, complicated. So complicated, in fact, that the White House put together this rather pessimistic infographic on the complex and discouraging process of gaining refugee entry into the U.S. The American Immigration Council, a nonpartisan organization, has prepared this more simplified fact sheet on U.S. refugee law and policy.

What can you do right now?

On October 8, 2015, President Obama put out a call to #AidRefugees. There are many ways, both great and small, that you can take up that call to action right here on campus. Get involved with one of the on-campus organizations engaged in advocacy. Enroll in a course on refugees. Attend an event on the refugee crisis. Donate to an international organization working with refugees. Volunteer for a Bay Area non-profit serving refugee communities. Learn about technological innovations that are improving the lives of displaced people. Organize a discussion group in your dorm or community. Write a letter to your congressperson. Tell people about the issue. We have provided a list of links below to help you get involved.

The fifteenth session of the Korea-U.S. West Coast Strategic Forum, held in Korea on November 17, 2015, convened senior South Korean and American policymakers, scholars and regional experts to discuss North Korea policy and recent developments on the Korean Peninsula. Hosted by the Korea Program at the Walter H. Abstract: Many see China as a rival superpower to the U.S. and imagine the country’s rise to be a threat to U.S. leadership in Asia and beyond. Arguing against this zero-sum vision, The China Challenge describes a new paradigm in which the real challenge lies in dissuading China from regional aggression while encouraging the country to contribute to the global order. Christensen shows how nationalism and the threat of domestic instability influence the party’s decisions on issues like maritime sovereignty disputes, global financial management, control of the Internet, cliate change, and policies toward Taiwan and Hong Kong. China’s active cooperation is essential to global governance. If China obstructs international efforts to confront nuclear proliferation, civil conflicts, financial instability, and climate change, those efforts will falter, but even if China merely declines to support such efforts, the problems will grow vastly more complicated.  Given U.S.-China policy since the end of the Cold War, a balanced strategic approach that does not block China’s rise, but rather shapes its choices so as to deter regional aggression and encourage China’s active participation in international initiatives would be a benefit to both nations.

 

About the Speaker: Thomas J. Christensen is William P. Boswell Professor of World Politics of Peace and War and Director of the China and the World Program at Princeton University. From 2006-2008 he served as Deputy Assistant Secretary of State for East Asian and Pacific Affairs with responsibility for relations with China, Taiwan, and Mongolia. His research and teaching focus on China’s foreign relations, the international relations of East Asia, and international security. Before arriving at Princeton in 2003, he taught at Cornell University and MIT. He received his Ph.D. in Political Science from Columbia University. Professor Christensen has served on the Board of Directors and the Executive Committee of the National Committee on U.S.-China Relations and as co-editor of the International History and Politics series at Princeton University Press. He is a life member of the Council on Foreign Relations and a Non-Resident Senior Scholar at the Brookings Institution. In 2002 he was presented with a Distinguished Public Service Award by the United States Department of State.

Please join us as we celebrate the publication of David Laitin and co-authors Claire Adida (UC San Diego) and Marie-Anne Valfort's (Paris School of Economics and the Sorbonne) recent book Why Muslim Integration Fails in Christian-Heritage Societies which will be released in January 2016 by Harvard University Press.  

Amid mounting fears of violent Islamic extremism, many Europeans ask whether Muslim immigrants can integrate into historically Christian countries. In a groundbreaking ethnographic investigation of France’s Muslim migrant population, Why Muslim Integration Fails in Christian-Heritage Societies explores this complex question. The authors conclude that both Muslim and non-Muslim French must share responsibility for the slow progress of Muslim integration.

David Laitin is the James T. Watkins IV and Elise V. Watkins Professor of Political Science and a co-director of the Immigration Policy Lab at Stanford. He has conducted field research in Somalia, Nigeria, Spain, Estonia and France. His principal research interest is on how culture – specifically, language and religion – guides political behavior. He is the author of “Why Muslim Integration Fails in Christian-heritage Societies” and a series of articles on immigrant integration, civil war and terrorism. Laitin received his BA from Swarthmore College and his PhD from the University of California, Berkeley.
