The war now being fought in Ukraine has shaken the world and its institutions to the core. With its focus on international affairs and unique relationship to Ukraine and the Ukrainian community, shock and anxiety about the uncertainties of the future have been particulalry keen amongst the students, faculty and staff at the Freeman Spogli Institute for International Studies (FSI).

The weekend after Russia's invasion of Ukraine, students came together at the McFaul residence for a teach-in about the unfolding events. In addition to hearing remarks from FSI's director, Michael McFaul, students had an opportunity to share their thoughts, worries and tears for the senseless violence being perpetrated.

Following this evening of solidarity, we asked students from the FSI community to share their feelings about that night and the larger implications of the evolving conflict. Me Me Khant (Master's in International Policy, '22), Anastasiia Malenko (Political Science and Economics, '23), Calli Obern (MIP, '22) and Mikk Raud (MIP, '22) offered their reflections.


Finding Connection in International Solidarity
 

I recently shared a space with a group of Stanford Ukrainian students who bravely shared their stories — feelings of guilt for being abroad, standing up for their friends fighting at home, calling for solidarity for democracy, losing sleep while worrying for families at home, but above all, the feeling of hope & determination that Ukraine will rise victoriously in the end.

I am a student from Myanmar, and I was in a similar space last February when the Burmese military staged a coup against the government and plunged my home country into violence. I heard my Ukrainian peers fully. I’ll never fully understand what the Ukrainians are going through right now, but I felt connected in our suffering and rage.
 

When you are far from home watching your home burn, it’s the tears, it’s the silence, it’s the tremor in your voice, it’s a hug — that reminds you are not alone.

As the evening ended, there was a moment when one of the Ukrainian students came to me to tell me that he was so sorry for #WhatsHappeningInMyanmar. I told him, “Thank you. I am sorry too. I can only imagine what you are going through.” In response he asked, “But you feel it, yeah?”

For a moment, we stood there, teared up, in silence. It was simply powerful. I felt understood. I felt the support. And this was all while I was trying my best to not make this about Myanmar and to give them space for their own grief and trauma. It was not empty words of sympathy. It was a shared moment.

This is why across-movement international solidarity is important. When you are in it together, when vocabulary falls short to describe the immense trauma you are going through, when you are far from home watching your home burn, it’s the tears, it’s the silence, it’s the tremor in your voice, it’s a hug — that reminds you are not alone.

Living By the Ideals of Democracy


In political science classes at Stanford, we talk a lot about the ideals of democracy and legitimacy, about sovereignty and independence. Ukrainians don’t just talk about these ideas— they live by them.

A week ago, Russia invaded my home, bringing war to a peaceful democracy. Since then, my days and nights have been full of fear. However, my experience as a Ukrainian living abroad doesn't compare to what my friends and family are going through back home. Even under the constant threat of enemy fire, they still manage to help — collecting humanitarian aid,organizing transportation, coordinating national and local volunteering networks.

This way of living did not begin this month. For centuries, my nation has fought heroically for our independence and distinct cultural identity: our people defended Ukrainian symbols in the face of repressions, broke free of the Soviet Union, and shook off dictators time and time again to re-establish our democracy. For the first time, the world sees our fight. You see us face devastation the post-WWII world vowed would never happen again. As Russians bomb cities —destroying kindergartens, hospitals, orphanages, and schools — you witness our resilience. You watch our people take to the streets and stand against the occupying forces trying to enter our cities, singing the national anthem and telling Russians to leave our land.
 

We talk a lot about the ideals of democracy and legitimacy, about sovereignty and independence. Ukrainians don’t just talk about these ideas— they live by them.

This time, our fight is global, and, Ukrainians abroad are united in the fight. In under a week, the Ukrainian community at Stanford has launched a Joint Statement on Russia's War Against Ukraine, obtaining more than 800 signatures so far. We created the StandWithUkraine website with resources in 15 languages on organizations accepting donations, volunteering opportunities, reliable information sources, and templates for political advocacy.

The broader Stanford community has inspired me with their support as well. I appreciated Prof. McFaul's event that brought Ukrainians and MIP students together, especially because it demonstrated the FSI's community's unique ability to help. I hope that this potential can result in concrete actions, including further advocacy, donations, and volunteering. As scholars who have devoted their lives to the study of democracy, your time to act is now: join the fight to save Ukraine and Europe.

Uniting Abroad and at Home


As students of international policy, it is easy to distance ourselves from conflicts around the world. We are taught to examine them analytically through an international relations lens, hypothesizing what might be motivating a leader like Putin, Xi, or Biden to act in a certain way. But having the chance to hear from Ukrainian students and leaders across the Stanford community bridged what we study in the classroom and read in the news with what is actually happening to families and friends on the ground.
 

The international community has shown that it can unite and respond when a foreign state violates international laws and norms – and we must not forget this.

Listening to their stories and learning how we can assist, as policy students and citizens, was a reminder that we are not powerless — public opinion and advocacy can push policymakers to stand up for democracy and against violations of sovereignty and human rights.

Unfortunately, there have been too many instances of unnecessary fighting and occupying of foreign land, including by my own country the United States. The international community has shown that it can unite and respond when a foreign state violates international laws and norms – and we must not forget this should future invasions occur anywhere around the world.

Doing All We Can


The tragedy that is unfolding in Ukraine hits especially close to home for me both physically and emotionally – even more so after hearing all the touching stories of our Ukrainian friends at professor McFaul’s house.

I am from Estonia, another country unlucky enough to have an aggressive Russia as a neighbor. Should Putin meet any success in Ukraine, my homeland very well may be picked as the next target. Ironically enough, Putin’s invasion of Ukraine has only made NATO stronger, and as a member of the alliance, we should feel safe. But I also cannot overlook the irony and am even ashamed that the cost of NATO unity seems to be the complete destruction of Ukraine, who is essentially doing the fighting for all of us. Thousands of Ukrainian lives have ended, and millions will be emotionally damaged forever.

Emotionally, witnessing the thousands of casualties on both sides as a result of one man’s idea of a parallel universe and disregard of human life is heartbreaking. I also fear we are on the verge of making the same mistakes we have already made in the past. While the West has already done a lot to help Ukraine, are we doing enough? In a few months, after potentially thousands more innocent people have been massacred, will we be able to look our Ukrainian friends in the eyes and truly say we did all we could? As of now, it seems like the answer is no.

We are dealing with consequences, not the cause. While it is controversial to advocate for NATO to get directly militarily involved for the defense of Ukraine, there is a good chance that if we don’t intervene now, we will have to do so at a much higher cost in the future. The risk is huge, given Russia’s nuclear arsenal. In that line of thought, my own Estonia would probably be among the first targets, should a NATO-Russia war break out.

But in moments like this, it is important to have a higher risk tolerance than in times of peace. We are past the diplomatic appeasement period. The Russian Army is not the mighty creature it was portrayed to be and can be defeated. But for that to happen, we must all stand up to it, and support the conditions for the Russian population to stand up and reclaim their country from the dictator. There is no more peace in Europe, and peace elsewhere will also not last if Putin is not stopped now. My heart is broken for Ukraine already. I do not want it to be broken again for Estonia or Latvia, or for Germany and France.

As an international policy student and as a citizen of the free world, I invite all Western decision-makers to ask themselves this: when Ukraine may be in complete rubbles, when a ruthless dictator has gotten his way at the cost of an entire nation and is hungry for more, when the history books are written, will I be able to comfortably say that I did everything I could to prevent it? If the answer is no, then it’s time to get back to work. Long live free Ukraine!

The faculty and staff of the Center on Democracy, Development and the Rule of Law (CDDRL) at Stanford University condemn in the strongest terms the unprovoked Russian assault on Ukraine.


This attack was not motivated by any legitimate security concerns on the part of Moscow. Rather, it was designed to undermine the current democratically-elected government in Ukraine, and demonstrate the impossibility of democracy anywhere in Russia’s neighborhood. President Putin has stated clearly that he does not believe in Ukraine’s right to exist as an independent, sovereign nation; rather, he believes it is part of a greater Russia. For all the flaws in Ukrainian democracy, the vast majority of Ukrainians cherish their independence and do not want to be absorbed into a kleptocratic dictatorship.

CDDRL has a special relationship with Ukraine. For more than a decade, we have hosted a series of leadership programs that included many, many Ukrainians. These programs include the Draper Hills Summer Fellows Program, the Leadership Academy for Development, and the Ukrainian Emerging Leaders Program. We made these investments in citizens of Ukraine out of a belief that Ukraine constituted the front line in a struggle over democracy globally. There are today about 150 Ukrainian graduates of our different programs, and among them, we have many close friends and colleagues who remain in their country today fighting bravely against Russia’s unprovoked aggression. All of them are in grave danger today. In the coming days and weeks, we will do whatever we can to support them, and can only wish for the best in these very dark times.

We hope that the US government, our NATO allies, and all countries and people who cherish democracy will do their utmost to push back against this Russian aggression, and help to restore an independent, democratic Ukraine.

Since the 2014 Russian annexation of Crimea and the onset of a Russian-backed separatist war in the Donbas region, Ukraine has been fighting a simultaneous battle for its democratic future. Pressure on Ukrainian democracy has increased, however, with the build-up of Russian military forces on Ukraine’s borders in recent months. Russia’s latest actions have prompted various reactions from the United States, the EU, and other Western allies, but the varying severity of these responses have raised concerns they may well not be sufficient to deter Putin from a further incursion into Ukraine. 

Regardless of the security guarantees that Russian President Putin claims to want, what is most at stake is the democratic future of Ukraine.


CDDRL has had a long investment in Ukraine’s success as a democracy. Our Ukrainian Emerging Leaders Program (UELP), a 10-month academic training fellowship that brings policy-makers, legal professionals, entrepreneurs, and leaders of civil society organizations from Ukraine to study at Stanford, was founded in 2016. Its goal is to help address enduring development challenges in Ukraine and across the broader region. Our two other practitioner-based training programs – the Leadership Academy for Development and the Draper Hills Summer Fellows Program (DHSF) – count hundreds of Ukrainian emerging civic leaders and social entrepreneurs among their alumni.  Most recently, in the fall of 2021, in partnership with the Freeman Spogli Institute for International Studies, CDDRL hosted former Ukrainian Prime Minister Oleksiy Honcharuk as the Bernard and Susan Liautaud Visiting Fellow

As the situation at the Russia-Ukraine border continues to evolve, we are bringing together our Ukrainian alumni to amplify their voices through public conversations about the crisis. Stay tuned for information about a forthcoming event.

Any conversation about Ukraine’s future must include Ukrainian voices.


It is not NATO or the European Union that have driven Ukraine’s political path since the dissolution of the Soviet Union in 1991. It is, of course, Ukrainians themselves who have been the driving force behind the country’s democratic path.

As a journalist who covers conflict, today I am 100% consumed by the current situation in Ukraine. It is my job to explain what’s going on to a global audience, as well as to the Ukrainian one. Yet I and other Ukrainian professionals feel a bit trapped. The situation is so uncertain, we cannot afford to cancel all other plans; we are always busy with so many things happening, we can neither cancel nor fully engage. I am saddened that so much of our strength and energy is wasted on this situation. And on top of everything we are thinking about our families and considering various scenarios. As for myself – I am on duty.

Russia’s demands are not about Ukraine, they are about changing the international security architecture, canceling the ‘open door’ policy by NATO, which undermines the whole idea of the alliance. If Russia is allowed to invade further (and by the way Russia has already occupied parts of Ukrainian territories since 2014) – we are essentially agreeing that it’s acceptable to conquer other states by force.

The key takeaways for me are that we really should be discussing the current international relations system and to what extent it is able to protect countries outside of these alliances, and young democracies when they are threatened and bullied. This is a discussion not only about Eastern Europe.

Democracy is one of the primary threats for Putin. Russia invaded Ukraine because of our choice to be a free, democratic country. That’s why the war between Ukraine and Russia is not a regional conflict – it is an important part of a larger war for democracy. 

Global democracy has been in a recession for at least the last 15 years due to a lack of democratic leadership around the world. It looks like the West has forgotten about the real value of democracy and has taken it for granted. This was a mistake and Ukraine is already paying a big price for it. Ukraine is now a beacon of democracy for millions of people in Eastern Europe and Asia, and we cannot lose this battle. 

I want Ukraine to be a successful, free country but Putin is trying to destroy it. I'm not scared and I am ready to fight for democracy.

Russia under Putin has finally turned back into an empire. Unfortunately, the empire cannot remain stable. Putin thinks in terms of the Soviet Union. But now Russia does not have enough resources to play a full game, so the Kremlin is betting on war.

This is not about the war between Russia and Ukraine – it is about the war between authoritarianism and democracy. Thus, Ukraine acts in an unexpected role as an outpost that protects the values of the free world. Putin does not fear NATO, but the values of freedom in the post-Soviet space because it threatens his authoritarian regime.

We are preparing for a new armed attack by Russia. Recently, the President of Ukraine gave a press conference to foreign media, which raised many questions. However, there is something that the Kremlin cannot understand and that is underestimated in the West: People in America and the EU have lived for years with efficient and stable state institutions. We have never had such a luxury in Ukraine, so we are not used to relying on the government at critical moments.

I have been working in the field of human rights for more than twenty years, the last eight of which were focused on the war with Russia, so I have no illusions. Human rights defenders, journalists, and civil society activists will be the first targets of Russia's armed aggression. We have seen this before during the seizure of Crimea and Donbas when in order to gain rapid control of the region a non-violent minority was physically destroyed or driven out for their resistance. I have talked to my fellow human rights defenders, and I can say the following: We will stay in Ukraine and protect human rights as much as we can.

The Russian aggression against Ukraine and potential military invasion is not only about Ukraine. It is about democracy prevailing in the former CIS region and Ukraine being a success story. A truly independent and successful Ukraine is a major threat to Putin’s autocratic regime in Russia and his short and long-term prospects in the region. 

We, Ukrainians, are ready to fight for our values, our freedom, our dignity, our country, our land, and the future of our children. We have done so in 2014 and have continued to do so for eight years. There is no other way for us to move forward.

In 1946 George Kennan famously wrote the following about the Soviet state: "impervious to the logic of reason it is highly sensitive to the logic of force. For this reason, it can easily withdraw – and usually does when strong resistance is encountered at any point."

In 2022, this description is still fitting for the self-declared successor of the USSR – Putin's Russia. The best way to provoke Putin now is to show weakness. The best way to achieve peace is to demonstrate strength by preparing a devastating sanctions package against Russia and delivering modern weapons to Ukraine.

There are two competing points of view here in Ukraine on what is going on. The first is that Ukraine is a bargaining chip between Russia and "the West.” This means there will be no exacerbation of war, just bluffing.  

Second is that Putin for some reason felt that this was the right time to push for his agenda and started to raise the stakes, but "the West" appeared to be more united than ever before, providing Ukraine with lethal weapons and making strong claims. This means he may find himself in a stalemate with no choice except to invade Ukraine and become a pariah in the international community. 

It looks like president Zelensky believes in the first scenario. But the relevant emptiness on Kyiv streets in recent days shows that Ukrainians do not always share the government's view.

Democracy is the best thing that we have in the modern world. But democracy needs to be trained – much like muscles on your body – or else it will become weak.

In a time of economic stress, pandemic, and uncertainty people seek simple explanations and decisions– that is the Achilles' heel of democracy. And in combination with disinformation and easy money, autocratic regimes can take hold. That's how the Soviet Union and modern Russia manipulated the Western world and did it with great success.

Russia always was and still is an authoritarian country. Nowadays under the autocratic Putin regime, we see increased militarization and pressure on independent people to stop their activities or face being arrested. 

Ukrainians, whose territories have been occupied by Russia, whose language and culture was under imperial pressure, whose identity is now denied now by Russia’s leadership, whose millions of people were killed in famines and wars know the real face of this country. The reforms we have made in Ukraine since 2014 are vitally important, from anti-corruption to decommunization. This conflict is not only about Ukraine, but about stopping Putin’s vision of  “Russkyi mir” from spreading throughout the region. 

We Ukrainians have made three attempts to wrench ourselves away from Russian influence: in 1991, 2004, and 2013-14. We have been at war with "unidentified little green men" for the last 8 years. We lose our best people to protect our country from Putin’s ambitions, and yet still fight. The question is what will prevail: corruption and kleptocracy from Putin or the democratic values that millions of Ukrainians have sacrificed for.

The war that Russia started in 2014 is hybrid in nature. Misinformation and cyber-attacks by Russia have become commonplace in Ukraine since then. Of course, Ukrainians feel worried today about the latest news, but we see the support of international partners, including supplies of weapons. We hope that these weapons will not have to be used and that the latest signals from Russia are just another attempt to intimidate Ukraine and the global community.

For our part, we at the National Agency on Corruption Prevention (NACP) are preparing for a new Russian cyber-attack. The NACP maintains several strategic portals, such as a register of e-declarations of all public officials, and has access to 17 other government databases. It is important for us that these data do not fall into the hands of the enemy. The last big cyber-attack did not affect us significantly because of the high level of training of our IT specialists. Therefore, we are confident that we will be able to resist future attacks.

While the West is trying to negotiate a de-escalation of Russia’s buildup of forces on the borders of Ukraine, Putin renegotiates the world order. It’s not only Ukraine’s NATO integration he is concerned with. Putin wants informal veto power in NATO and the EU as well as a quiet funeral ceremony for the rule-based international order. The West needs two things to counteract such a scenario. First, unity and readiness to defend its redlines, which can be costly.  Second,  a long-term comprehensive strategy to withstand Putin. Because even if we succeed in stopping his invasion now, make no mistake, it will not be his last move.

Stanford welcomes Ukrainian emerging leaders after COVID-19 disruption

The Complicated History Between Russia and Ukraine
 

Ukraine played a key role in the collapse of the Soviet Union, and it came out as the biggest independent country of the former Soviet states. Ukraine decided to be a democracy, thankfully, and this has been our path for the last thirty years.

This is a great achievement for our nation, because if you look around our country, even among hundreds of other successful European countries, there are not many other good examples of democracy. They have problems: Turkey has problems; Belarus has problems; Kazakhstan as well. We have some problems with corruption, but we are still an electoral democracy with fair elections.

Now, unfortunately, Russia understands itself as the successor, or empire, coming after the Soviet Union, and Putin has said many times that this collapse was the biggest catastrophe in the last twenty years of the last century. For him, Ukraine’s success is a tragedy.

For Putin, it's very dangerous to have examples of successful democratic countries, especially Slavic Orthodox Christian countries with close ties to Russia. Putin needs the Russian people to believe that democracy is a weak, failing idea that doesn’t work.

Putin has invaded Ukraine before during the annexation of Crimea. He tried to divide Ukraine into a Russian, authoritarian Ukraine and a European, democratic Ukraine. But he failed. Our civil society worked hard to create voluntary military and paramilitary organizations and units, and Ukrainians pushed back as a nation.

And that was a moment when Putin understood, finally, that he lost Ukraine not only as an economic partner, but ideologically. Ukrainians chose freedom. We chose democracy. And for Putin, it's very dangerous to have examples of successful democratic countries – especially Slavic Orthodox Christian countries with close ties to Russia – like Ukraine. Putin needs the Russian people to believe that democracy is a weak, failing idea that doesn’t work.

A Struggle Broader Than One Country
 

This buildup of Russian troops along the Ukrainian border is not juist a regional conflict, and it's not just about NATO. It’s a battle between two conceptually different systems: the authoritarian system and the democratic system. It’s an attack towards democracy and the Western world. Our values in the Western world are a threat for Mr. Putin himself.

Putin is trying to shape the situation and to undermine the trust among countries and among people. He's trying to create destabilizing situations like an immigration crises, organize sabotages among the military, have political murders, and so on and so forth.

This buildup is only one element of this game to create one more additional crisis to attract attention, and to create a situation where Western leaders have to decide and make very hard decisions. Putin is trying to show that, “If I do attack, nobody will protect you. All of these values you have are just fairy tales. The West is weak, the West is insincere. When they tell you that values matter, it’s a lie because the only real value is money. There is no democracy.”

The Role of the West in Supporting Democracies
 

For Putin, the weak reaction from the West to the aggression towards Ukraine was a signal that it was acceptable to act like this. That's why Putin is raising the stakes and why he will continue to raise the stakes every year. Right now, the sanctions policy and general Western policy is creating a situation where time is playing against the victim, not against the aggressor.

Putin’s strategy is to wait, to use all his resources to undermine his democratic opponents, and to make sure that the next politicians in the western world will be more flexible. And maybe in 10 years or 15 years when the annexation of Crimea has become deep history, he will find some new trade-off with the next generation of democratic leaders.

This is why there needs to be a new model of smart or cascading sanctions where the EU adopts a package of sanctions for some period of time, maybe five, seven or ten years, and every next wave, every next package of sanctions will automatically come into power if the problem is not solved. So every single day, it automatically raises the price for the aggressor.

Supporting fragile democracies is not just about making a morally right choice; these countries on the frontlines that have paid an additional price – an additional tax, if you will, for democracy, and have taken on additional burdens, because they choose the democratic path. Whether it’s Ukraine or other countries, we need Western support now in a much bigger way than we have it now.

My summer internship experience at the Asia Society Policy Institute (ASPI) was remote due to the pandemic. It was nonetheless a memorable experience as I got to explore cybersecurity issues around Southeast Asia. ASPI is a think-tank under the umbrella of the Asia Society family, which aims to explain the diversity of Asia to the United States and the complexity of the United States to Asia. It heightens understanding between the two regions and tackles major policy challenges confronting the Asia-Pacific in security, prosperity, and sustainability by providing solution-oriented recommendations and ideas for such challenges.

At Asia Society Policy Institute (ASPI), I delved into policies and developments around the data privacy issue in Malaysia, Indonesia, Vietnam, Thailand, and Singapore. I learned how these countries bring up policies and collaborate bilaterally, regionally, and globally to tackle problems around cybersecurity. My summer internship experience also enriched my knowledge and understanding of the world.

Working at ASPI

The internship started in June 2021, around the end of the spring quarter, and continued through the end of summer. There were a total of four interns in the Washington D.C. office. I mainly worked with a small team of three - Elina, my supervisor, Chris, my co-intern, and I - which focused on cybersecurity issues.

My supervisor, Elina Noor, an inspiring expert in cyberspace, especially in the Southeast Asia region, led the team with great insights and leadership. Along with my co-intern, Chris, we spent the entire three months working on a project that studies Ethical Artificial Intelligence (AI) and Data for Inclusive Development in Southeast Asia. The project itself is expected to continue for a year, and we were in the early stages of the project. 

As a security research intern, I collected data and assisted the research. Additionally, I focused on building-up fundamental understanding of the project - determining the stages of development each country is in, how they respond to the global trend and issues, and what criteria need to be included in analyzing the different characteristics of each country, considering both the local context and the global trend. In the next nine months, the project will survey countries’ positions on these issues, assess the importance and impact of the topic, and highlight the significance of engaging in international developments. I am excited for the final product to come forth, a collaborative work of all people involved in this project.

Other responsibilities also came along the way. I had the opportunity to find the correlation between the South China Sea dispute and cyber incidents between the countries claiming sovereignty over the region. These incidents are ambiguous to identify, and the attribution is not always clear. It was also challenging to make a data set from scratch as it was a whole new experience. However, I managed to conclude that cyber incidents spiked around the time of the major disputes around the South China Sea. No secret that the Global Economy class taught by Professor Aturupane from Fall 2020-21 helped me make sense of the data set and read graphs!

The interns in the New York and Washington D.C. office took turns doing daily press scans, following up with news from the Northeast to the Middle East. It was amazing to learn how Asia, as one big continent, held such a diverse set of news and events occurring each day. I also accumulated lists of people in congress, embassies, and the government to share the op-eds from ASPI. Most of these administrative works were done as a team effort, and I met a larger ASPI family through the experience.

Ending My Internship

Working at ASPI was a rewarding way to spend my summer. I owe special thanks to Elina and Chris, who were incredibly supportive and made me feel like I was making a significant contribution to the institution. I was also rewarded with knowledge and insights into new topics in Asia and its relations with the world, mainly focusing on the U.S. It provided great insight into the developments of cybersecurity issues and data privacy around Southeast Asian countries. It was a fantastic opportunity to apply what I learned at Stanford to real-world policy problems. I thoroughly enjoyed my internship this summer and feel ready to embark on new challenges that will come forth in my career path.

Based on his recent Oxford University Press book Protecting China's Interests Overseas: Securitization and Foreign Policy, Dr. Andrea Ghiselli will discuss the role of the actors that contributed to the emergence and evolution of China's approach to the protection of its interests overseas. He will show how the securitization of non-traditional security threats overseas played a key role in shaping the behavior and preferences of Chinese policymakers and military elites, especially with regard to the role of the armed forces in foreign policy. 

While Chinese policymakers were able to overcome important organizational challenges, the future of China's approach to the protection of its interests overseas remains uncertain as Chinese policymakers face important questions about the possible political and diplomatic costs associated with different courses of action.

The Quad is stronger than ever. The informal ‘minilateral’ grouping of Australia, India, Japan and the United States has in the past year held its first stand-alone ministerial meeting and its first leaders’ summit, and launched an ambitious project to deliver Covid-19 vaccines. This ‘golden age’ of the Quad is a product of newfound Indian enthusiasm for the grouping, in turn, spurred by the military crisis in Ladakh, where India faces ongoing Chinese troop incursions across the two countries’ disputed border.

But the Quad is not bulletproof. Some experts have suggested that the economic and diplomatic effects of the devastating second wave of the pandemic in India will preoccupy the Indian government, sapping the Quad of capacity for any new initiatives. Others counter that India remains committed to competition with China—which is what really matters for the Quad—although its partners always expected ‘two steps forward, one step back’ from India.

The pandemic may well prove to be a hiccup in the Quad’s evolution, but a potentially much larger disruption may come from the ongoing Ladakh crisis itself. As I argue in a new ASPI Strategic Insights paper, the crisis has greatly increased the risk of a border war between India and China, which would present a defining test of the Quad. A possible war could either strengthen or enervate the Quad—depending on how India and its partners, including Australia, act now to shape the strategic environment.

Risk is a function of likelihood and consequence. The likelihood of war on the India–China border is still low—both countries would prefer to avoid it—but has risen since the crisis began. Both countries have greatly expanded their military deployments on the border and backed them with new permanent infrastructure to resupply and reinforce them. China has proved its revisionist intent with large and costly military incursions, although its specific objectives and plans remain unknown. And the interaction of both countries’ military strategies and doctrines would, on the threshold of conflict, promote escalation.

The consequences of a possible conflict would be dire for both belligerents and for the region. China — assuming it is the provocateur of conflict—would likely face some political rebuke from states that consider themselves its competitors, but it will work strenuously to reduce those costs, and would likely have priced them in to its calculations of whether to fight. India will suffer high tactical costs on the border, and may also suffer wider harm if China uses coercive cyberattacks against strategic or dual-use targets.

In a costly war, the repercussions may spill over to damage India’s recently developing strategic partnerships, especially with the United States and Australia. Despite generally favorable views of the US, the Indian strategic elite still harbors some latent suspicions. This was highlighted in two episodes in April 2021, when the US Navy conducted a freedom of navigation patrol through the Indian exclusive economic zone, and when the US was slow in delivering Covid-19 vaccine raw materials and other relief. Both instances quickly receded from the Indian public imagination—thanks to quick correctives from Washington—but they did reveal that, under some conditions, Indian perceptions of its new partnerships can be quickly colored by distrust.

A China–India border war may create exactly those conditions. There is a chance that conflict may result in a redoubled Indian commitment to the Quad, if New Delhi judges that it has no option but to seek more external assistance. Conversely, unless a conflict is managed well by India and its partners, it is more likely to result in Indian disaffection with the Quad. India deepened Quad cooperation during the Ladakh crisis partly as a deterrent signal to China, and partly because the Quad is still full of promise. However, after a conflict—when China hasn’t been deterred and has probably imposed significant costs on India—the Quad’s utility would have been tested, and probably not ameliorated India’s wartime disadvantage.

The task before Quad governments is to be sensitized to this risk and implement mitigation strategies before a possible conflict, to buttress the coalition in advance. As I outline in the ASPI paper, they could do this at three levels. First, they could offer operational support—such as intelligence or resupply of key equipment, as the US already has done in the Ladakh crisis—although Quad partners’ role here would be limited. Second, they could provide support in other theatres or domains—with a naval show of force, for example, although cyber operations would probably be more meaningful in deterring conflict or dampening its costs. Third, they could provide political and diplomatic support — signaling to Beijing that a conflict would harm its regional political standing.

For Quad members, the main goal would be to deter conflict in the first place, and, failing that, to preserve the long-term strategic partnership with India for the sake of maintaining as powerful and energetic a coalition as possible to counterbalance China in the long term.

The Ladakh crisis between China and India seems to have settled into a stalemate, marked by somewhat reduced tactical tensions and continuing fruitless talks on disengagement—but its trajectory could again turn suddenly, even flaring into a limited conventional war. Despite a limited disengagement, both sides continue to make military preparations near the Line of Actual Control (LAC) to increase their readiness for potential conflict. While China proved its revisionist intent with its 2020 incursions, its specific goals and plans remain opaque. The broader political context is marked by distrust and hostility, and bilateral relations are at their lowest ebb in decades. War remains unlikely—both sides can ill-afford the distraction from higher national priorities and have demonstrated a recent keenness to step back from the brink. But, with growing capabilities and unclear intent, and with military operations no longer impaired by winter, the Ladakh crisis may still escalate to conflict.

The crisis has been full of surprises. Despite observing major military maneuvers in China, India didn’t anticipate the multiple incursions across the LAC in May 2020. For weeks thereafter, the Indian Army leadership insisted the incursions were nothing out of the ordinary. After both sides agreed to an early disengagement plan, the crisis took a shocking turn with a deadly skirmish in June — the first loss of life on the LAC in 45 years. India also mustered its own surprises, deploying troops to occupy tactically valuable heights in late August, to gain some bargaining leverage. And the crisis also abated with a surprise, with the sudden announcement of disengagement from heavily militarised stand-off sites around Pangong Tso Lake in February 2021.

Future surprises may yet occur. This paper argues that the risk of China–India conflict is significant because, even if its likelihood is low, its consequences may be considerable. A limited conventional war would be likely to impose significant costs on India, but, depending on the reactions of its partners, it may also reinforce latent Indian suspicions over the utility and reliability of its strategic partnerships. In that way, even a localized limited war on the LAC may have far-reaching implications, if it incidentally drives a wedge between India and its partners in the Quad. Mitigating that risk will require sound policy settings and astute diplomatic and public messaging from Canberra, Washington, Tokyo, and other like-minded capitals.

The remainder of this paper is in three parts: first, why a border war is plausible; second, what costs it would impose on India and how it might stir distrust of India’s Quad partners; and, finally, a framework to mitigate those risks.
