Joseph H. Carens is Professor of Political Science at the University of Toronto (Ph.D., Yale). He is the author of Culture, Citizenship and Community: A Contextual Exploration of Justice as Evenhandedness (OUP: 2000) as well as three other books and more than 60 articles or book chapters. He is currently writing a book on the ethics of immigration, tentatively titled Who Belongs? Immigration, Democracy and Citizenship.

Abstract
In this paper (which is a chapter from a book manuscript on the ethics of immigration), I explore the principled challenges to open borders that grow out of concerns for community. I begin with the claim that our moral commitments to freedom and equality apply only within the boundaries of the state. Next I consider the relationship between sovereignty and immigration. I then turn to the threats that some say free movement would pose to national security, to democratic values, and to public order. After that, I consider the argument that opening borders fails to give the priority that is due to compatriots. Next, I ask whether preservation of a welfare state might make limits on immigration morally permissible. Then I consider whether the desire to maintain a shared culture can justify restrictions on immigration. Finally, I take up the argument that free movement is incompatible with communal self-determination and with the shared responsibility that flows from collective self-governance and sustains it.

Spoiler alert. I think that none of these objections succeeds in undermining the fundamental case for open borders.

Erick Arenas is a Ph.D. candidate in musicology at Stanford. His research focuses on the relationship between musical culture and ritual life in the capitals of Catholic Europe during the eighteenth and nineteenth centuries.

Before coming to Stanford, Erick studied music history at the University of the Pacific and the University of Oregon. His master’s research dealt with the persistence of liturgical music traditions in nineteenth-century Paris and the music of Charles Gounod.

Erick’s doctoral dissertation, “Johann Michael Haydn and the Missa solemnis of Eighteenth-Century Vienna and Salzburg,” explores the style, tradition, and significance of the elaborate musical rendering of the Mass within the imperial-Viennese and archepiscopal-Salzburg contexts. He seeks to draw greater attention to the central place of sacred music in the Austrian musical legacy, a research area that has been dominated almost exclusively by concert and theatrical music scholarship. As a case study, he examines the achievements of J. M. Haydn (1737-1806), a figure once considered the preeminent composer of liturgical music within the milieu of Joseph Haydn and W. A. Mozart. By shedding light on the extent to which eighteenth-century musical life was still influenced by waning Baroque and Counter-Reformation values, Erick’s project offers one significant lens for a broader examination of the complex musical culture of the Age of Enlightenment.

In Summer 2009 Erick was awarded the FCE Advanced Graduate Student Travel Fellowship in order to study manuscript sources in Austrian music archives.

"Pearl Harbor Memory: Survivor Reflections" was a panel presentation that took place during a "Pearl Harbor: History, Memory, Memorial" summer institute that was sponsored by the AsiaPacificEd Program, East-West Center, Honolulu. The summer institute was part of the Landmarks of American History and Culture Workshop for Schoolteachers supported by the National Endowment for the Humanities (NEH) under the We the People Initiative. Additional support for the program was provided by the Arizona Memorial Museum Association, the National Park Service and the Japan American Society of Hawaii.

Anu Mai Kőll is Professor of Baltic History, Culture and Society and Director of the Centre for Baltic and East European Studies at Sődertőrn University in Stockholm, Sweden. She has written works on Swedish and Baltic agrarian history, economic history and the history of  Soviet repression in the Baltic countries. Her recent research focuses on the impact of persecutions and local people’s participation in repression on civil society after World War II in the Baltic countries. Another field of interest is agrarian politics 1880-1939 in the Baltic Sea Area, where the analysis of family farming, agrarian cooperation and land reforms has been conducted in comparative perspective. She has also studied economic nationalism in the Baltics, with other Central and Eastern European economies. Her publications include Economic Nationalism and Industrial Growth. Kevin Y. Kim is a Ph.D. candidate in History at Stanford University. He specializes in 20th century U.S. foreign relations, with an emphasis on U.S.-Asia relations. He currently is completing a dissertation titled, “Forging the Free World: Korea, U.S. Leaders, and the World, 1948-1954.” This study examines the impact of the Korean War upon the evolution of U.S. national leaders’ foreign policy ideas on strategy, economy, race, and world politics. Influenced by “constructivist” approaches and traditional historical methods, his dissertation explores the Korean War period as a formative moment in the construction of contemporary U.S. liberal and conservative foreign policy beliefs.

Before entering graduate school, Kim was a Fulbright fellow in South Korea from 2001 to 2002, where he taught English in a Daejeon public middle school and studied Korean language and U.S.-Asia relations at various institutions. He also briefly pursued a career in journalism, and has written on culture, domestic politics, and international affairs for publications such as The Nation, The Progressive, Far Eastern Economic Review, South China Morning Post, and The Village Voice.

Kim received his M.A. in History from Stanford University and a B.A. in English and Comparative Literature from Columbia University. He was born and raised in the New York City metropolitan area.
