Mobile Phones and Economic Development in Africa
Mobile phones are transforming lives in low-income countries faster than ever imagined. The effect is particularly dramatic in rural areas of sub-Saharan Africa, where mobile phones have often represented the first modern infrastructure of any kind. The iconic image of cell phones in Africa is the market woman, surrounding by her goods while making calls to potential clients in the capital city. Equally common are the slogans of mobile phone companies promising a better life for those who use it.
Yet do these images and slogans reflect the reality of what cell phones can do? Cell phones are being adopted by the rural and urban poor at a surprising rate, far exceeding cell phone companies' projections. An emerging body of research suggests that mobile phones are improving households' access to information and reducing costs, thereby making markets more efficient and increasing incomes. These impacts have occurred without NGOs or donor investments - but as a positive externality from the IT sector.
Governments, donors and NGOs have noticed the potential of information technology in achieving development goals in a variety of sectors, including agriculture, education, health, financial services and governance. Mobile phones can greatly facilitate the effectiveness of development programs, but are needed in partnership with the private sector. And while cell phone coverage reaches over 60% of the population in most African countries, other constraints to cell phone adoption - namely pricing and handset cost - should be addressed.
Jenny Aker has worked extensively in Central, North and West Africa for the past ten years for NGOs, international organizations and universities. Her research uses field work and field experiments to better understand field-driven development problems, primarily by teaming up with NGOs and program implementers in an effort to link research with policy and implementation.
Jenny is currently involved in three main areas of research. The first assesses the impact of information technology (mobile phones) on development outcomes, namely farmers’ and traders’ welfare, market performance, labor outcomes, literacy rates and early warning systems. Based upon her previous work in Niger, she is collaborating with Catholic Relief Services in Niger on Project ABC (Alphabétisation de Base par Cellulaire), which uses cell phones as a learning tool to allow literacy participants to read and write in their local languages via SMS. The project takes a rigorous impact evaluation approach, assessing the impact of cell phones on literacy rates and farmers’ marketing behavior. Her second area of research involves assessing the impact of climate change on farmer-herder conflicts in the Sahel, with a particular focus on Mali. Her third area of research evaluates the impact of specific development interventions -- including food aid distributions, local purchases, and cash vouchers – on producers’ welfare and market performance in the Sahel.
In September 2009, Jenny joined Tufts University as an Assistant Professor in the Economics Department and Fletcher School of Law and Diplomacy.

Dr. Woo, former president of Yeungnam University in Korea, is a 2009-2010 Fulbright Senior Research Schlar. He was a board member of Korean Council for University Education, and a member of Personnel and Policy Advisory Committee of the Civil Service Commisson of Korea.
He received a Ph.D. in Socio-Economic Planning from University of Tsukuba, Japan, an M.S. in Human Settlements Development from Asian Institute of Technology, Thailand, and a B.A. in Public Administration from Yeungnam University, Korea.
Cookstoves and Obstacles to Technology Adoption by the Poor
Programs to distribute improved biomass stoves have traditionally been unsuccessful, despite enormous potential health and climate benefits. This research note helps explain the reasons for this by considering three main prerequisites for technology adoption by the poor. The first success factor is motivation on the part of customers to adopt the new product. When motivation does not exist initially, it must be created through education, social marketing, or improved design. The second essential component is that the product be affordable, be it through disposable income, financing, or subsidies. Finally, the success of a product is dependent on the level of user engagement necessary to take advantage of it.
Improved cookstoves rank poorly on all three dimensions: their benefits are rarely valued highly by customers at the outset, they are expensive, and they require a significant change in lifestyle to be put into use.
These three potential barriers to adoption are relevant to any product aimed at consumers at the "bottom of the pyramid" in income. They help explain why some products (for example, Coca-Cola and cell phones) have penetrated markets rapidly while others such as cookstoves have achieved very limited penetration.
Developmental Governance and the African Predicament: Research and Policy in the Obama Era
Professor Joseph previously taught at Emory University, Dartmouth College, the University of California at Los Angeles, the University of Ibadan (Nigeria), and the University of Khartoum (Sudan). He has held research fellowships at Harvard University, Boston University, the Massachusetts Institute of Technology, the Institute of Development Studies (Sussex, UK), Chr. Michelsen Institute (Norway), and the Ecole des Hautes Etudes en Sciences Sociales (France). Joseph has devoted his scholarly career to the study of politics and governance in Africa with a special focus on democratic transitions, state building and state collapse, and conflict resolution.
He directed the African Governance Program at the Carter Center (1988-1994) and coordinated elections missions in Zambia (1991), Ghana (1992), and peace initiatives in Liberia (1991-1994). He has been a longtime member of the Council of Foreign Relations. Joseph is the recipient of numerous fellowships and awards including a Rhodes Scholarship, a Kent Fellowship, and a Guggenheim Fellowship. In 2002-03, he held visiting fellowships at the U.S. Institute of Peace and the National Endowment for Democracy. He was a Fulbright Scholar in France and a Fulbright Professor in Nigeria.
He has written and edited dozens of scholarly books and articles including Radical Nationalism in Cameroun (1977); Gaullist Africa: Cameroon Under Ahmadu Ahidjo (1978); Democracy and Prebendal Politics in Nigeria (1987); State, Conflict, and Democracy in Africa (1999); Smart Aid for African Development (2009) and the Africa Demos series (1990-94). His article, "Africa's Predicament and Academe", was published as a cover story by The Chronicle of Higher Education (March 7, 2003). Christine Min Wotipka is Associate Professor (Teaching) of Education and (by courtesy) Sociology and Director of the Master’s Programs in International Comparative Education (ICE) and International Education Policy Analysis (IEPA) at the Stanford Graduate School of Education. She is Co-Resident Fellow and Co-Founder of EAST House — the Equity, Access, & Society Theme House.
Dr. Wotipka’s research contributes to the comparative scholarship in gender, diversity, leadership, and higher education and has been supported by the National Science Foundation and the Spencer Foundation. Her articles have appeared in such journals as Social Forces, Sociology of Education, Gender & Society, Sociological Forum, and Comparative Education Review.
Before joining the faculty at Stanford in 2006, Dr. Wotipka was a visiting assistant professor/global fellow at the University of California, Los Angeles, and an assistant professor at the University of Minnesota-Twin Cities. Between her undergraduate and graduate studies, she proudly served as a United States Peace Corps volunteer in rural northeast Thailand and worked in the Republic of Korea at an economic research firm. Among Dr. Wotipka’s professional activities, she has consulted on girls' education policies for the Ministry of Education in Afghanistan.
Dr. Wotipka earned her BA (summa cum laude) in International Relations and French at the University of Minnesota-Twin Cities, and MA in Sociology and Ph.D. in International Comparative Education at Stanford University.
Programmers, Managers, and Defense Dollars: The Contrary Networking of "Software Engineering"
"I think that, by and large, the managers wouldn't know a
good technique if it hit them in the face." The prominent computer
scientist Alan Perlis spoke these words at a second NATO-sponsored Software
Engineering conference in 1969. He underscored a conflict that would persist in
the decade that followed that ill-tempered meeting, as computer professionals
organized in the name of "software engineering," many sponsored by the U.S. defense
department. Yet software cost overruns are frequent, and glitches occasionally
turn deadly, leading many to argue that "software engineering" is not yet
worthy of the name.
How should we understand the emergence of software engineering: the agendas of
its proponents, sources of controversy, and its relationship to diverse defense
department interests, including security, reliability, and timeliness, and
costs? This chapter-in-progress addresses this question using both qualitative
historical materials and social network data. The Defense Department's interest
in software research was nurtured by budgetary cuts that followed anti-war
protests in the early 1970, making economics a dominant, if controversial theme
in "software engineering" research. Debates about the meaning and direction of
software engineering often invoked binary divisions, between managers and
technical people, industrialists and academics, pragmatists and theoreticians.
After describing these debates from the ground up, I use network analysis to
provide bird's eye view: to what extent were commonly evoked dualisms reflected
in practices of publication, and how did this change as the field became
institutionalized? More broadly, can network analysis contribute meaningfully
to a historical account employing "thick description," and if so how?
Rebecca Slayton is a lecturer in the Science, Technology and Society Program at Stanford University and a CISAC affiliate. In 2004-2005 she was a CISAC science fellow. Her research examines how technical judgments are generated, taken up, and given significance in international security contexts. She is currently working on a book which uses the history of the U.S. ballistic missile defense program to study the relationships between and among technology, expertise, and the media. Portions of this work have been published in journals such as History and Technology and have been presented at academic conferences. As a postdoctoral fellow in the Science, Technology, and Society Program at the Massachusetts Institute of Technology, in 2004 she completed an NSF-funded project entitled Public Science: Discourse about the Strategic Defense Initiative, 1983-1988.
As a physical chemist, she developed ultrafast laser experiments in condensed matter systems and published several articles in physics journals. She also received the AAAS Mass Media Science and Engineering Fellowship in 2000, and has worked as a science journalist for a daily paper and for Physical Review Focus. She earned her doctorate in chemistry from Harvard University in 2002.
Eric Roberts, after receiving his Ph.D. in Applied Mathematics from Harvard University in 1980, taught at Wellesley College from 1980-85, where he chaired the Computer Science Department. From 1985-90, he was a member of the research staff at Digital Equipment Corporation’s Systems Research Center in Palo Alto, California, where he conducted computer science research, focusing on programming tools for multiprocessor architectures. In September 1990, Roberts joined the Stanford faculty, where he is now Professor of Computer Science and the John A. and Cynthia Fry Gunn University Fellow in Undergraduate Education.
From 1990 to 2002, Professor Roberts was Associate Chair and Director of Undergraduate Studies for Computer Science. In that capacity, he was the principal architect of Stanford’s introductory programming sequence, which for many years held the distinction of being the largest course at Stanford. He has also written four computer science textbooks that are used at many colleges and universities throughout the world. His research focuses on computer science education, particularly for underserved communities. From 1998 to 2005, Roberts was Principal Investigator for the Bermuda Project, which developed the computer science curriculum for Bermuda’s public secondary schools.

Malaysia at the Crossroads: Race-based Politics, the Emergence of a Multiracial Alternative and the Road Ahead
Although its people are mainly Muslim, Malaysia is notably diverse. Many communities of faith live together in relative harmony. Yet ethnic tensions and decades of authoritarian rule have undermined national unity and a sense of shared purpose. Since the watershed election of 2008, a revived political opposition and an active civil society have increasingly challenged the divisive politics of race and religion in Malaysia. But severe obstacles still thwart full democratization and genuine pluralism.
In his talk, Nik Nazmi Nik Ahmad will analyze the complexities of Malaysia’s race-based political system, the prospects of the country’s multiracial opposition, and what these dynamics imply for the future of democracy in Malaysia.
Nik Nazmi Nik Ahmad was elected to the Selangor State Assembly in Malaysia in March 2008 as a candidate of the opposition People’s Justice Party (Partai Keadilan Rakyat). His roles in Keadilan include membership in the party’s National Youth Executive Committee. In 2006-08 he served as private secretary to Keadilan’s de facto leader at the time, Anwar Ibrahim.
Nik Nazmi is a columnist at the Malaysian Insider and the founder of SuaraAnum.com, a web magazine for young Malaysians. He has been widely published in, and interviewed by, Malaysian and international media. He read law and earned his LLB (Honors) from King's College, University of London. While in London he joined British Muslims in protesting the occupation of Palestine and the war in Iraq. His undergraduate work was done at the UEM Foundation College in Selangor, where he was elected president of the Student Council. His secondary education was at the Malay College of Kuala Kangsar, which has been called “the Eton of the East.” During his student career, he was active in multiple extra-curricular settings, including Muslim and social-service organizations and English-language debating teams. He was born in Malaysia in 1982.
