Gerald Warburg earned his BA in Political Science and Education at Hampshire College and MA in Political Science at Stanford in 1979, where he worked closely with CISAC fellows. He is now Executive Vice President of Cassidy & Associates, a prominent public affairs firm in Washington DC, and has served as a visiting professor at Georgetown University, Penn, Stanford, and Hampshire. He has also recently been appointed Professor of Practice of Public Policy at the University of Virginia’s Frank Batten School of Leadership and Public Policy. Warburg has more than a decade of experience as a senior aide to members of both the U.S. House and Senate leadership. As Legislative Assistant to U.S. Senate Democratic Whip Alan Cranston on Trade, Defense, and Foreign Policy, he coordinated the Senator’s work on the Committees on Foreign Relations, Intelligence, and the International Finance and Monetary Policy Subcommittee of the Banking Committee. Previously, Mr. Warburg served as Legislative Assistant for Energy, Environment and Trade issues to U.S. Representative Jonathan B. Bingham, Chairman of the International Economic Policy and Trade Subcommittee of the House Foreign Affairs Committee. Mr. Warburg was also an aide to U.S. Senator John Tunney on the Joint Committee on Atomic Energy. He is the author of Conflict and Consensus: The Struggle Between Congress and the President Over Foreign Policymaking (Harper & Row, 1989), and a novel (about Stanford China scholars) entitled The Mandarin Club, (Bancroft Press, 2006).

Sangho Moon is professor of Economics and Social Policy at the Department of Public Administration, Sungkyunkwan University. His research interest focuses on evaluating social policy in the context of East Asian Welfare States. He earned his Ph.D. from the University of Wisconsin-Madison and taught at the Tennessee State University. His recent papers appeared in the International Journal of Public Administration, Review of Public Policy, Journal of Health and Human Services Administration, Economic Inquiry, Economics of Education Review, Health Policy, BMC Public Health, Women's Health Issues, and Clinical Research and Regulatory Affairs. http://web.skku.edu/~smoon/

2010-2011 Visiting Scholar

On November 1, 2010 the 2nd annual Symposium on Japanese Entrepreneurship was held in Tokyo, Japan. The purpose of the symposium was to present insights on entrepreneurship to engage broader Japanese interests and further the national discussion. 

The symposium was held jointly by the University of Tokyo and SPRIE-STAJE, and made possible by a joint effort with the Japan Academic Society for Ventures and Entrepreneurs (JASVE) and the Nikkei Shimbun.

Also sponsoring the symposium were Tokyo AIM (the organization of stock exchanges), the Innovation Network Corporation of Japan (INCJ), and the University of Tokyo’s Science Entrepreneurship and Enterprise Development (SEED) - Division of University Corporate Relations (DUCR).

U.S. Ambassador John Roos made the keynote speech at the symposium. Presenting panels on "Risk Money, the Role of Venture Capital, and Exit Strategies" and "Entrepreneurship Education: Help for Japan's Entrepreneurs?" were academic, business and government participants from Keidanren, Sumitomo Corporation, Mitsubishi Estate Corporation, AZCA and the University of Tokyo Enterprise Center, in addition to scholars from Stanford and other universities, including the University of Tokyo.

Following the public symposium, on November 2, there was a closed academic conference with presentation and discussion of new papers in support of the project.

The logic of partitioning the land has dominated the various attempts to settle the Israeli-Palestinian conflict. Several developments in the last few years cast serious doubts regarding the feasibility of partition. This talk seeks to critically explore alternatives to partition in the case of the Israeli-Palestinian conflict. More specifically, it seeks to examine feasible, reasonable, and fairly just alternatives to partition that would secure the national and individual rights, interests and identities of Arabs and Jews alike.

Bashir Bashir is a research fellow at The Van Leer Jerusalem Institute and a Civic Education and Leadership Fellow at Maxwell School of Citizenship at Syracuse University. He holds a Ph.D. and Master’s degree in Political Theory from the London School of Economics and Political Science, and a Bachelor’s degree in Politics, Sociology and Anthropology from the Hebrew University of Jerusalem. He has taught Political Theory at the London School of Economics, Queen's University, and the Hebrew University of Jerusalem.  His primary research interests are democratic theories of inclusion, multiculturalism, civic education, conflict resolution and the politics of reconciliation, historical injustices, Palestinian nationalism, and Israeli politics.  Among Bashir's publications is: Will Kymlicka and Bashir Bashir (eds.), The Politics of Reconciliation in Multicultural Societies (Oxford: Oxford University Press, 2008).

Dr. Gary Mukai is Director of the Stanford Program on International and Cross-Cultural Education (SPICE). Prior to joining SPICE in 1988, he was a teacher in Gunma Prefecture, Japan, and in California public schools for ten years.

Gary’s academic interests include curriculum and instruction, educational equity, and teacher professional development. He received a bachelor of arts degree in psychology from U.C. Berkeley; a multiple subjects teaching credential from the Black, Asian, Chicano Urban Program, U.C. Berkeley’s Graduate School of Education; a master of arts in international comparative education from Stanford University’s Graduate School of Education; and a doctorate of education from the Leadership in Educational Equity Program, U.C. Berkeley’s Graduate School of Education. 

In addition to curricular publications for SPICE, Gary has also written for other publishers, including Newsweek, Calliope Magazine, Media & Methods: Education Products, Technologies & Programs for Schools and Universities, Social Studies Review, Asia Alive, Education About Asia, ACCESS Journal: Information on Global, International, and Foreign Language Education, San Jose Mercury News, and ERIC Clearinghouse for Social Studies; and organizations, including NBC New York, the Silk Road Project at Harvard University, the Japanese American National Memorial to Patriotism in Washington, DC, the Center for Asian American Media in San Francisco, the Laurasian Institution in Seattle, the Japanese American National Museum in Los Angeles, and the Asia Society in New York.

He has conducted numerous professional development seminars nationally (including extensive work with the Chicago Public Schools, Hawaii Department of Education, New York City Department of Education, and school districts in the San Francisco Bay Area and Los Angeles County) and internationally (including in China, France, Indonesia, Japan, Korea, Laos, Malaysia, Myanmar, the Philippines, Singapore, Spain, Thailand, and Turkey).

In 1997, Gary was the first regular recipient of the Franklin Buchanan Prize from the Association for Asian Studies, awarded annually to honor an outstanding curriculum publication on Asia at any educational level, elementary through university. In 2004, SPICE received the Foreign Minister’s Commendation from the Japanese government for its promotion of Japanese studies in schools; and Gary received recognition from the Fresno County Office of Education, California, for his work with students of Fresno County. In 2007, he was the recipient of the Foreign Minister’s Commendation from the Japanese government for the promotion of mutual understanding between Japan and the United States, especially in the field of education. At the invitation of the Consulate General of the Republic of Korea, San Francisco, Gary participated in the Republic of Korea-sponsored 2010 Revisit Korea Program, which commemorated the 60th anniversary of the beginning of the Korean War. At the invitation of the Nanjing Foreign Languages School, China, he participated in an international educational forum in 2013 that commemorated the 50th anniversary of NFLS’s founding. In 2015 he received the Stanford Alumni Award from the Asian American Activities Center Advisory Board, and in 2017 he was awarded the Alumni Excellence in Education Award by the Stanford Graduate School of Education. Most recently, the government of Japan named him a recipient of the Order of the Rising Sun, Gold and Silver Rays.

He is an editorial board member of the journal, Education About Asia; advisory board member for Asian Educational Media Services, University of Illinois at Urbana-Champaign; board member of the Japan Exchange and Teaching Alumni Association of Northern California; and selection committee member of the Elgin Heinz Outstanding Teacher Award, U.S.–Japan Foundation.

Prince Hans-Adam II has dedicated his reign to bring Liechtenstein into the modern international community. Under his leadership Liechtenstein has joined the United Nations and the European Economic Area with the European Union.

In 2003 Prince Hans-Adam II was able to accomplish the monarchy’s constitutional reform, after the failure of parliamentary negociation, with a plebiscite outcome of a majority of voters in favor of the Princely House’s constitutional proposal.

Having appointed Hereditary Prince Alois his permanent deputy for exercising the duties of Head of State of the Principality of Liechtenstein, Prince Hans-Adam II has returned to devoting himself more to managing the assets of the Princely House.

 

Event Synopsis:

HRH Prince Hans-Adam II asserts that to survive, states must reflect a new model geared toward preventing wars, serving not only the privileged but the whole population, promoting democracy and the rule of law, and being globally competitive. To achieve this, the state must operate like a service company. It must avoid behaving like a monopoly, including with regards to its territory. The prince cites legislation he introduced to allow each of Liechtenstein's 11 communities to vote on whether to remain with or leave the principality and outlines other relevant examples from Europe. In the "service company" model of states, defense spending fueled by taxpayer money will be unnecessary. Many current government functions would be privatized or transferred to local communities, with the exception of foreign policy, law and order, education, and state finances. He details all four of these areas, discusses ways in which they intersect, and outlines suggested reforms to legislative systems to achieve these goals.

The prince makes a special case for private education funded by state vouchers to parents; for indirect taxation by the state and the opportunity for local communities to impose direct taxes; and for using tax surpluses and proceeds from selling unwanted state property to pay down the national debt. Above all, he emphasizes a "lean and transparent" state that can be financed by only a small fraction of GDP, with funds flowing directly to local communities. In conclusion, he predicts that the state - and even monarchies - will survive the millennium, but not in the traditional model or large, centralized states.


A discussion session raised such questions as: Who "owns" a state operating like a service company? What options exist to deal with the growing global imbalance of wealth? Should healthcare and waste disposal/natural resource management be provided by the state or privatized? Does Lichtenstein derive any direct benefits from its association with the European Economic Community? Is Liechtenstein large enough to have an impact on world politics with its foreign policy, or is foreign policy an area better handled at a higher level like that of the EU? What is the current situation of minorities in Europe?

The European Union’s efforts to export its model of regional integration have often been contrasted with the persistently top-down character of the Association of the Southeast Asian Nations.  Few, however, have examined the actual pattern of interest representation inside ASEAN and the extent to which it has been influenced by EU norms. 

The findings are surprising:  Neither has the EU actively promoted its essentially liberal-pluralist brand of interest representation in Southeast Asia, nor have ASEAN elites been inclined to adopt it, notwithstanding domestic pressures to make the Association more “people-centered.”  ASEAN elites have instead equipped the organization with a top-down, state-centered political culture with corporatist and organicist features reminiscent of Europe before World War II.

Jürgen Rüland is a professor of political science at the University of Freiburg, whose Southeast Asia Program he chairs with support from the German Federal Ministry of Education and Research.  He also heads the Advisory Council of the German Institute of Global and Area Studies (Hamburg).  Together with Christl Kessler, he was awarded the William Holland Prize for the best article published in Pacific Affairs in 2006.  His research interests include Southeast Asian regionalism, interactions between different regions, and processes of cultural appropriation.  He will be at Stanford from September through December 2010
