"The Stanford Report" covered the recently launched Stanford Human Rights Education Initiative, which brings human rights curriculum into the classrooms of California community colleges to transform students into globally-conscious citizens. Piloted in partnership with the Program on Human Rights, the Stanford Program on International and Cross-Cultural Education (SPICE), and the Division of International Comparative and Area Studies, the Initiative appoints human rights fellows to develop new curriculum for broader application in California and beyond.

Stanford helps bring human rights to community college classrooms

Globalization has meant that the whole world is connected to the whole world's problems. Yet most of today's students live in a world no bigger than a cell phone keypad.

So how do you explain to them that the clothes on their backs may be sewn by slave labor in Asia, or how international human trafficking may be behind an Internet porn site?

Tim Maxwell, an award-winning poet who teaches at the College of San Mateo, said the basic task of reading is becoming harder each year for the Facebook generation. "To bring unpleasant and challenging ideas into their world is really difficult," he said. He described "young people's increasing use of social media and other technologies that, rather [than] widening their worlds, effectively narrows them" to what is pleasurably entertaining.

The remedy? In an unusual move, Stanford is linking arms with educators in California community colleges for a four-year project called Stanford Human Rights Education Initiative.  Following a conference last June on "Teaching Human Rights in an International Context," which launched the project, Stanford has named eight new "Human Rights Fellows" from California's community colleges. Maxwell is one of them.

For more than 12.4 million young Americans, teaching takes place in one of the nearly 1,200 community colleges across the nation – and about a quarter of those community colleges are in California. But few major universities have engaged these institutions.

The new initiative will train students to be engaged as global citizens, said William Hanson, another fellow, who holds a law degree from Columbia and teaches at Chabot College. "We have to find a way to wriggle in."

With a stipend and "visiting scholar" status, the human rights fellows will work with the Stanford Program on International and Cross-Cultural Education (SPICE) and the Division of International Comparative and Area Studies (ICA) to develop human rights curricula, plan human rights conferences and develop the initiative's website. The human rights curriculum they design could, they hope, seed similar programs across the country and the world.

She said that human rights is typically pigeonholed as a "soft subject" in the social sciences or humanities, but such funneling "misses engineering students and IT students and math students."

For example, she said, students of computer science or statistics could be engaged in mapping human trafficking or drug smuggling. Young economists could study the supply-and-demand dynamics of crime.

The effort "to speak a language that speaks to all of the disciplines" could result in a human rights curriculum that extends into the high school and even the elementary school level, Stacy said. Moreover, the planned website with an online curriculum could help educators the world over – even an isolated educator sitting in Uzbekistan, she said.

For the Stanford faculty and staff who created the course, the beginnings go back a long way and are the fruition of years of experience, research and thought.

Gary Mukai's experience of human rights violations was firsthand: the director of SPICE recalls a childhood as a farm worker whose Japanese-American parents, also farm workers, had been detained by their country during World War II. "I grew up puzzled about many of their stories, and their stories certainly influenced my interest in developing educational materials about civil and human rights for young students," he said.

For instance, he recalled uncles and other relatives who volunteered or were drafted by the U.S. Army from behind barbed wire. Or stories about his relatives who received posthumous medals for their sons' service while they still lived behind barbed wire.

Richard Roberts, a Stanford professor of history, remembered reading William Hinton's Fanshen: A Documentary of Revolution in a Chinese Village, years ago. The questions it raised fascinated him: "Who will teach the teacher? Where do we learn? Who do we learn from? Who has the power to teach?"

He said universities typically teach an "isolated, really small segment" of the general population. Roberts, who studies domestic violence and human trafficking in Africa, said that when it comes to human rights, "That's not enough. We have to go beyond the rarefied segment."

One of the people on this frontline of teaching is Enrique Luna, a history instructor at Gilroy's Gavilan College. For him, Stanford represents something of a return: his father had been a cook at the university's dorms. Now Luna is an educator who looks for opportunities for students to participate with direct aid in their local communities and also with groups such as the Zapatistas of Chiapas and the Tarahumara of northern Mexico.

To reach his students, he said, he creates loops "back and forth between reading and doing." When students are doing, they have a reason to read, and when they read, they are able to fix their understandings through application. "They do their best work when they're doing something. That's where the other disciplines pour in," he said.

A lunchtime session last summer was popping with ideas: Hanson was enthusiastic about possibly broadcasting Stanford lectures on human rights on his college's television station.

Another human rights fellow, Sadie Reynolds from Cabrillo College in Aptos, was just happy for the time to think and reflect. "It's hard to articulate hopes this early in the planning. I have a selfish hope of learning about this model so I can apply it in the classroom." She said she will present what she's learned at Stanford to a workshop at Cabrillo.

Those on the frontline of teaching don't get such opportunities very often:  "It's difficult to find time to develop this at community colleges," she said.

Maxine Burkett is an Associate Professor of Law at the William S. Richardson School of Law, University of Hawai‘i and serves as the inaugural Director of the Center for Island Climate Adaptation and Policy (ICAP), at the University of Hawai‘i Sea Grant College Program.

Professor Burkett’s courses include Climate Change Law and Policy, Torts, Environmental Law, Race and American Law, and International Development. She has written in the area of Race, Reparations, and Environmental Justice. Currently, her work focuses on "Climate Justice," writing on the disparate impact of climate change on vulnerable communities, in the United States and globally. Her March 2007 conference "The Climate of Environmental Justice," at the University of Colorado, brought together leading academics, activists, and legal practitioners in the Environmental Justice field to consider the emerging interplay between race, poverty, and global warming.

Professor Burkett has presented her research on Climate Justice throughout the United States and in West Africa, Asia, Europe and the Caribbean. She most recently served as the Wayne Morse Chair of Law and Politics at the Wayne Morse Center, University of Oregon, as the Fall 2010 scholar for the Center’s “Climate Ethics and Climate Equity” theme of inquiry. She is the youngest scholar to hold the Wayne Morse Chair.

As the Director of ICAP, she leads projects to address climate change law, policy, and planning for island communities in Hawai‘i, the Pacific region, and beyond. In its first eighteen months, ICAP has completed several climate change adaptation related policy documents for Hawai‘i and other Pacific Island nations, specifically the Federated States of Micronesia. It has also hosted numerous outreach and education programs on island resiliency and climate change and engaged planning agencies in all four counties in Hawai‘i and seven state agencies and offices, as well as several federal entities and many state legislators. Most notably, ICAP has partnered with the Hawai‘i State Office of Planning to conduct early planning and assessment for a statewide Climate Change Adaptation Plan.

Professor Burkett attended Williams College and Exeter College, Oxford University, and received her law degree from Boalt Hall School of Law at the University of California, Berkeley. She has worked in private practice in Honolulu with Davis, Levin, Livingston and Paul, Johnson, Park & Niles, and served as a law clerk with The Honorable Susan Illston of the United States District Court, Northern District of California. Prior to her appointment at the University of Hawai‘i, Professor Burkett taught at the University of Colorado Law School. Professor Burkett is from the island of Jamaica, and now she and her husband raise their two young children on the island of O‘ahu, Hawai‘i.

In addition to the health-protective effects of higher income and social status, better education appears to be an important contributor to good health. However, evidence is limited from developing countries undergoing rapid socioeconomic transition like China. To document the evolution of the educational gradient in health, we analyze the China National Health Services Survey (Ministry of Health, 1998, 2003 and 2008), and the Chinese Family Panel Study (Peking University, 2010). We find patterns consistent with the economic theory of socioeconomic gradients in health, as modified to take account of China's rapid economic, demographic, and epidemiologic transitions over the past quarter century.

Qiulin Chen is a postdoctoral fellow of Shorenstein APARC and a member of the center's Asia Health Policy Program. His main interest of research is health economics and public finance, focusing on policy and outcome comparison of health care systems and Chinese health reform. His dissertation focused on performance comparison between public (or governmental) and private health care financing, between local and central government responsibility on health care, between contracted and integrated health care system. In particular, his dissertation examined under Chinese-style decentralization, known as fiscal decentralization with political centralization, how economic competition affect local government's behaviour on health investment, and why public contracted system obstructs health performance and provides one channel of such effects in terms of preventive care and public health. He is currently involved in a comparative research project on demographic change in East Asia based on the National Transfer Accounts data and analysis.

Chen's recent publication is "The changing pattern of China's public services" (with Ling Li and Yu Jiang) in Population Aging and the Generational Economy: A Global Perspective (Ronald Lee and Andrew Mason, editors), forthcoming 2011. Before studying in Stanford, he has published more than 10 papers in academic journals in Chinese, such as Jing Ji Yan Jiu (Economic Research) and Zhong Guo Wei Sheng Jing Ji (Chinese Health Economics), and 5 book chapters. He has participated in about 20 research projects, such as A Design of Framework for Healthcare Reform in China which is commissioned by the State Council Working Party on Health Reform, Strategy Planning Study of "Healthy China 2020" which is commissioned by the Minister of Health, and Health Challenge in the Aging Society and It's Policy Implication funded by Chinese National Natural Science Foundation.

Chen earned his Ph.D. in Economics from Peking University in 2010, and earned a B.A. in Business Administration from Nanjing University in 2001. From 2004 through 2008, he was Executive Assistant of the Director of the China Centre for Economic Research at Peking University (CCER). He is also a postdoctoral fellow of National School of Development at Peking University (Its predecessor is CCER).

Karen Eggleston is a Senior Fellow at the Freeman Spogli Institute for International Studies (FSI) at Stanford University and Director of the Stanford Asia Health Policy Program at the Shorenstein Asia-Pacific Research Center at FSI. She is also a Fellow with the Center for Innovation in Global Health at Stanford University School of Medicine, and a Faculty Research Fellow of the National Bureau of Economic Research (NBER). Her research focuses on government and market roles in the health sector and Asia health policy, especially in China, India, Japan, and Korea; healthcare productivity; and the economics of the demographic transition.

Eggleston earned her PhD in public policy from Harvard University and has MA degrees in economics and Asian studies from the University of Hawaii and a BA in Asian studies summa cum laude (valedictorian) from Dartmouth College. Eggleston studied in China for two years and was a Fulbright scholar in Korea. She served on the Strategic Technical Advisory Committee for the Asia Pacific Observatory on Health Systems and Policies and has been a consultant to the World Bank, the Asian Development Bank, and the WHO regarding health system reforms in the PRC.

Dr. Gary Mukai is Director of the Stanford Program on International and Cross-Cultural Education (SPICE). Prior to joining SPICE in 1988, he was a teacher in Gunma Prefecture, Japan, and in California public schools for ten years.

Gary’s academic interests include curriculum and instruction, educational equity, and teacher professional development. He received a bachelor of arts degree in psychology from U.C. Berkeley; a multiple subjects teaching credential from the Black, Asian, Chicano Urban Program, U.C. Berkeley’s Graduate School of Education; a master of arts in international comparative education from Stanford University’s Graduate School of Education; and a doctorate of education from the Leadership in Educational Equity Program, U.C. Berkeley’s Graduate School of Education.

In 1997, Gary was the first regular recipient of the Franklin Buchanan Prize from the Association for Asian Studies, awarded annually to honor an outstanding curriculum publication on Asia at any educational level, elementary through university. In 2004, SPICE received the Foreign Minister’s Commendation from the Japanese government for its promotion of Japanese studies in schools; and Gary received recognition from the Fresno County Office of Education, California, for his work with students of Fresno County. In 2007, he was the recipient of the Foreign Minister’s Commendation from the Japanese government for the promotion of mutual understanding between Japan and the United States, especially in the field of education. At the invitation of the Consulate General of the Republic of Korea, San Francisco, Gary participated in the Republic of Korea-sponsored 2010 Revisit Korea Program, which commemorated the 60th anniversary of the beginning of the Korean War. At the invitation of the Nanjing Foreign Languages School, China, he participated in an international educational forum in 2013 that commemorated the 50th anniversary of NFLS’s founding. In 2015 he received the Stanford Alumni Award from the Asian American Activities Center Advisory Board, and in 2017 he was awarded the Alumni Excellence in Education Award by the Stanford Graduate School of Education. Most recently, the government of Japan named him a recipient of the Order of the Rising Sun, Gold and Silver Rays.

He is an editorial board member of the journal, Education About Asia; advisory board member for Asian Educational Media Services, University of Illinois at Urbana-Champaign; board member of the Japan Exchange and Teaching Alumni Association of Northern California; and selection committee member of the Elgin Heinz Outstanding Teacher Award, U.S.–Japan Foundation.

C. Jason Wang, M.D., Ph.D. is a Professor of Pediatrics and Health Policy and director of the Center for Policy, Outcomes, and Prevention at Stanford University.  He received his B.S. from MIT, M.D. from Harvard, and Ph.D. in policy analysis from RAND.  After completing his pediatric residency training at UCSF, he worked in Greater China with McKinsey and Company, during which time he performed multiple studies in the Asian healthcare market. In 2000, he was recruited to serve as the project manager for the Taskforce on Reforming Taiwan's National Health Insurance System. His fellowship training in health services research included the Robert Wood Johnson Clinical Scholars Program and the National Research Service Award Fellowship at UCLA. Prior to coming to Stanford in 2011, he was an Assistant Professor of Pediatrics and Public Health (2006-2010) and Associate Professor (2010-2011) at Boston University and Boston Medical Center. 

Among his accomplishments, he was selected as the student speaker for Harvard Medical School Commencement (1996).  He received the Overseas Chinese Outstanding Achievement Medal (1996), the Robert Wood Johnson Physician Faculty Scholars Career Development Award (2007), the CIMIT Young Clinician Research Award for Transformative Innovation in Healthcare Research (2010), and the NIH Director’s New Innovator Award (2011). He was recently named a “Viewpoints” editor and a regular contributor for the Journal of the American Medical Association (JAMA).  He served as an external reviewer for the 2011 IOM Report “Child and Adolescent Health and Health Care Quality: Measuring What Matters” and as a reviewer for AHRQ study sections.

Dr. Wang has written two bestselling Chinese books published in Taiwan and co-authored an English book “Analysis of Healthcare Interventions that Change Patient Trajectories”.  His essay, "Time is Ripe for Increased U.S.-China Cooperation in Health," was selected as the first-place American essay in the 2003 A. Doak Barnett Memorial Essay Contest sponsored by the National Committee on United States-China Relations.

Currently he is the principal investigator on a number of quality improvement and quality assessment projects funded by the Robert Wood Johnson Foundation, the National Institutes of Health (USA), Health Resources and Services Administration (HRSA), and the Andrew T. Huang Medical Education Promotion Fund (Taiwan).

Dr. Wang’s research interests include: 1) developing tools for assessing and improving the quality of healthcare; 2) facilitating the use of innovative consumer technology in improving quality of care and health outcomes; 3) studying competency-based medical education curriculum, and 4) improving health systems performance.

The decades-long political winter in the Arab world seemed to be thawing early this year as mass protests toppled Tunisian President Zine el-Abidine Ben Ali and Egyptian President Hosni Mubarak and it appeared that one Arab dictatorship after another might fall during the so-called Arab Spring. Analogies were quickly conjured to the collapse of dictatorships in Europe and Latin America in the 1970s; Korea, Taiwan, and the Philippines in the 1980s; and Eastern Europe and Sub-Saharan Africa in the 1990s—the transformative “third wave” of global democratization. Many scholars and activists reasonably imagined that a “fourth wave” had begun.  At this momentous inflection point, which may well define the future shape of the Arab world, the United States has never faced a more urgent set of opportunities and challenges there. Diamond will discuss the prospects for democratic development that exist alongside the very real risks of Islamist ascension, political chaos, and humanitarian disaster, and suggest principles and long-term strategic thinking the U.S. might employ to increase its legitimacy in the region.

Larry Diamond is a senior fellow at the Hoover Institution and at the Freeman Spogli Institute for International Studies, where he also directs the Center for Democracy, Development, and the Rule of Law. Diamond is co-editor of the Journal of Democracy and a senior consultant to the National Endowment for Democracy. Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad and as an advisor to the Iraq Study Group.  Diamond, author of the Spirit of Democracy and several other works on democratic development, has also edited or co-edited some 36 books on democracy. A renowned teacher and mentor, Diamond, who teaches courses on comparative democratic development and post-conflict democracy building, was named “Teacher of the Year” by the Associated Students of Stanford University and received the prestigious Dinkelspiel Award for Distinctive Contributions to Undergraduate Education in 2007.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Abstract
Paul Kim will share his long journey that has been focused on devising, offering, and evaluating educational access to the underserved children in developing regions of the world. In shedding light on how these fortuitous events, this narrative account of educational progress and change shares the research outcomes of a variety of mobile technology-integration projects at the K-12 level including: (1) literacy development in Mexico, (2) mobile math learning in California and India, (3) executive functioning assessment in Palestine, and (4) mobile science learning in El Salvador and India. Each country and school visited has its own unique story or set of stories and outcomes that can guide future developments of mobile learning technology including educational games, e-books, and other applications.

Paul Kim is the Assistant Dean for Technology & CTO for Stanford University School of Education. He is one of researchers for Programmable Open Mobile Internet (POMI) http://pomi.stanford.edu. He has been conducting research with multidisciplinary approaches and teaching graduate courses on technology-enabled empowerment and entrepreneurship. He is also working with numerous international organizations in developing mobile empowerment solutions for extremely underserved communities in developing countries. In the higher education space, he advises investment bankers and technology ventures focused on e-learning, knowledge management, and mobile communication solutions. His due-diligence engagements include early-stage angel funding and also later-stage private equity-based investments for large education enterprises.

A series of events over the last few years, including attempts to deny non-Muslim rights to use the term "Allah," arson attacks on Christian churches, curbs on conversions of Muslims, and confiscation of bibles, alert us to disconcerting trends that have emerged in Muslim-Christian relations in multicultural Malaysia.  The purpose of this presentation is to analyze the underlying drivers behind these events, and to understand how and why the Christian community has mobilized in recent years in the face of perceived constriction of religious space.

Joseph Chinyong Liow is Associate Dean and Professor of Comparative and International Politics at the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore.  He was a visiting scholar at Stanford in 2007.  Among his forthcoming publications are “Malaysia’s 2008 General Election: Understanding the New Media Factor,” Pacific Review; “Creating Cadres:  Mobilization, Activism, and the Youth Wing of the Pan-Malaysian Islamic Party,” Pacific Affairs; and “Islamist Ambitions, Political Change, and the Price of Power:  Recent Successes and Challenges for the Pan-Malaysian Islamic Party,” Journal of Islamic Studies.  Earlier works include Islam, Education, and Reform in Southern Thailand: Tradition and Transformation (2009); Piety and Politics:  Islamism in Contemporary Malaysia (2009); and Islam in Southeast Asia (co-ed., 4 vols, 2009).  His PhD is from the London School of Economics.

Reo Matsuzaki is a postdoctoral fellow at Stanford University’s Center on Democracy, Development, and the Rule of Law. His research interests lie at the intersection of comparative politics and history of East Asia, with a focus on colonialism and its legacies. His current book project, based on several years of archival research in multiple countries, examines variation in institution-building outcomes within colonial occupations, particularly in the areas of police and education. At the heart of his investigation is a comparison of two historic cases of state-building—the Japanese occupation of Taiwan (1895-1945) and the U.S. occupation of the Philippines (1898-1942)—which resulted in contrasting state-building outcomes despite the existence of comparable starting conditions. Starting in January 2013, he will be an assistant professor of political science at Trinity College in Hartford, Connecticut.

The SPRIE conference on "China 2.0: Transforming Media and Commerce" was held at the Graduate School of Business at Stanford University, in the heart of Silicon Valley, on Friday, September 30, 2011. The conference focused on the driving forces and global implications of the rapid growth of China's internet industry.

China is home to nearly half a billion internet users, twice the online population in the US. Already home to two of the world’s top five internet firms by market valuation, China is giving birth to innovative start-ups and powerhouse billion dollar firms in social networking, games, media, and e-commerce. These companies thriving in China are increasingly impacting the global digital economy. Fueling the rise of China’s internet firms are venture capitalists who are leading new investment models and strategies which are shaping the VC industry and the most dynamic—and profitable—internet sectors in China.

Featured speakers included internet pioneers, trailblazer investors across the Pacific, and young entrepreneurs who are shaping the rise of China 2.0.

Jack Ma - Chairman and CEO of Alibaba Group, delivered the closing keynote address. Alibaba Group includes online marketplace Alibaba ($4.8 billion market cap,ticker 1688:HK), retail and payment platforms (Taobao, Alipay), cloud computing services, China Yahoo, etc. In 2009, Jack Ma was recognized as one of the "TIME 100: The World's Most Influential People" by TIME, one of "China's Most Powerful People" by BusinessWeek and one of the "Top 10 Most Respected Entrepreneurs in China" by Forbes Chinese edition.

 


Joseph Chen (MBA '99) - Chairman and CEO of Renren Inc. offered a keynote speech. Renren.com is one of China’s leading social networking sites, which completed its IPO on the NYSE (ticker: RENN) in May 2011 and now has a market cap of $2.6 billion. Joseph Chen is a pioneer of China's internet industry. Before founding Renren Inc., he was the co-founder, chairman and chief executive officer of ChinaRen.com, a first-generation SNS in China and one of China's most visited websites in 1999.

Since joining Stanford in 1987, she has led international research programs at the intersection of business, technology, and policy at the Graduate School of Business and the Shorenstein Asia Pacific Research Center. She is an expert on innovation and entrepreneurship for high technology regional development and has co-edited four books and co-directs an executive education program for international policymakers.
