Neo-liberalism, which became a dominant ideology in policy-making in many countries from the early 1980's, is now blamed for worsening inequality and the 2008 world financial crisis. As the recovery process is moving very slowly due to lingering uncertainties from the Euro crisis, going back to the European model of a welfare state is not a feasible policy direction for most countries. Thus, now is the time to seek a new paradigm for a sustainable capitalism and welfare state, Dr. Sang-Mok Suh argues. He proposes 'welfarenomics,' implying a better balance between economics and welfare.

Welfarenomics means promoting a sustainable calitalism through modifying the neo-classical market economy model in three ways: (1) strengthening the role of government in the areas of formulating & implementing national strategy; (2) increasing social values of business activities through developing new CSV (Creating Shared Value) activities; and (3) creating a habitat for co-development through activating civil society. Welfarenomics also implies promoting a sustainable welfare state through modifying the European welfare state model in three ways: (1) building a foundation for 'workfare' through developing customized job programs for welfare beneficiaries; (2) utilizing various welfare programs as means for social innovation; and (3) improving the effectiveness of welfare programs through applying various management concepts to the field of social welfare.

The presentation will cite some of the recent experiences in Korea, but the concept of welfarenomics can be applied to any country in need of achieving both economic growth and social equity.

For the past four decades, Dr. Sang-Mok Suh has been a policy-making expert in both economics and social welfare. After receiving his PhD in economics from Stanford University in 1973, Professor Suh worked at the World Bank for five years and at the Korea Development Institute (KDI), a top South Korean think tank, for ten years as a researcher. His doctoral dissertation was on the relationship between economic growth and income distribution. In 1986, he led the research team at KDI for formulating the National Pension Scheme for Korea. He was vice president of KDI, 1984–1988. As a Korea National Assembly member, 1988–2000, Dr. Suh played the key role of coordinating economic and welfare policies between the ruling party, on the one hand, and the government and opposition parties, on the other. While he was Minister of Social Welfare, 1993–1995, Dr. Suh formulated a comprehensive welfare strategy for Korea for the first time and initiated the Osong Bio Industrial Complex.

Currently Dr. Sang-Mok Suh is Distinguished Professor at Inje University in Korea and chairman of Education & Culture Forum 21.

Amr Adly (Stanford University), “Egypt after June 30th: Between Abortive and Potential Fascism”

Adly is postdoctoral fellow in Stanford CDDRL’s Arab Reform and Democracy Program. He received his Ph.D. in political and social Sciences from the European University. His research focuses on state reform and development in the context of the Middle East. He is currently working on a project about entrepreneurial reforms in Egypt and Tunisia after the Arab Spring.

 

Ayça Alemdaroğlu (Stanford University), “Youth and Politics in Turkey”

Alemdaroglu is a lecturer in Stanford's Introductory Studies Program. She received her Ph.D. in sociology from the University of Cambridge. Her research and teaching interests include social inequality and change, youth experiences, gender and sexuality, experiences of modernity, commercialization of education, nationalism and eugenics. In Winter 2014, she will teach ANTHRO 149A/URBANST144 Tahrir to Taksim: Cities and Citizens in the Middle East.

 

Alexander Key (Stanford University), “Should It Matter What We Call It? Islamic, Democratic, and Spring Politics”

Key is assistant professor of Arabic and comparative literature at Stanford. He received his Ph.D. in Arabic and Islamic Studies from Harvard University. His research focuses on literary and intellectual history of the Arabic and Persian-speaking worlds from the seventh century, together with Western political thought and philosophy. He is currently working on two book projects about the Arabic philosophy of language during the 11th century. Key is founding editor of New Middle Eastern Studies, where he has edited articles on women Iran's nuclear program, Salafi conceptions of citizenship, and art in the Arab Spring. 

 

Kabir Tambar  (Stanford University), “Popular Protest and the Politics of the Present in Turkey”Panelists will discuss the contemporary political situation in the Middle East with special respect to Egypt and Turkey.

Tambar is assistant professor of anthropology at Stanford. He received his Ph.D. from the University of Chicago. As an anthropologist of the Middle East and Muslim world, he has published widely on secular political identities, contemporary appropriations of and challenges to Turkish nationalism, and the politics of devotional affect in Alevi Muslim contexts. His book, The Reckoning of Pluralism: Political Voice and the Demands of History in Turkey, is coming out from Stanford University Press in 2013.

Amr Adly has a Ph.D. from the European University Institute-Florence, Department of political and social sciences (Date of completion: September 2010). His thesis topic was "The political economy of trade and industrialization in the post-liberalization period: Cases of Turkey and Egypt". The thesis was published by Routledge in December 2012 under the title of State Reform and Development in the Middle East: The Cases of Turkey and Egypt.

He has several other academic publications that have appeared in the Journal of Business and Politics, Turkish Studies, and Middle Eastern Studies, in addition to articles in several other periodicals and newspapers in English and Arabic. 

Before joining Stanford, he worked as a senior researcher at the Egyptian Initiative for Personal Rights, heading the unit of social and economic rights, and at the Ministry of Foreign Affairs as a diplomat.

At Stanford, he is leading a research project on reforming the regulatory environment governing entrepreneurship after the Arab Spring in Egypt and Tunisia, which will result in policy papers as well as conferences in the two countries.

Brenda Jarillo Rabling is a Postdoctoral Scholar in the Program of Poverty and Governance. She received her Ph.D. in international and comparative education from the Stanford Graduate School of Education (2013), and, graduated cum laude with a B.A. in economics from the Center for Research and Teaching of Economics (CIDE) in Mexico (2004).

Brenda’s primary fields of interest are economics of education and education policy in United States and Latin America. Her research focuses on (a) interventions to improve the educational outcomes of disadvantaged populations; (b) the impact of poverty and violence on educational outcomes (c) and issues related to young children’s health, development and learning.

Her dissertation consists of three-related research papers that investigate the role of the timing, type and quality of early childhood education programs in reducing the school readiness gap in the United States. Using a novel strategy to account for dynamic selection bias, she estimated the differential effect of the age of entry into preschool, and the effect of switching from one type of care to another on children’s cognitive and socio-behavioral outcomes. Her second paper utilizes a matching estimator approach to evaluate the effectiveness of after-school child care programs to reduce the differences in academic achievement between low-income minority children and their more affluent peers. The last paper estimates how much of the social-class gradient in cognitive and socio-behavioral outcomes is explained by socio-economic disparities in the quality of child care environments. Her dissertation work was supported by the American Educational Research Association Dissertation Grants Program and the Stanford Graduate School of Education Support Grant.

Brenda is currently working on three main projects related to violence and education in Mexico. One investigates the impact of exposure to violent crime on educational outcomes. The second is an assessment of a government-sponsored violence prevention program implemented in public schools since 2007. The third one is an evaluation of a community-based program targeting training and educational opportunities for school dropouts who are unemployed and live in areas where crime, violence and vandalism are common.

Faculty and students of Peking University have been at the forefront of China’s modern history.  The social impact of the university has been enormous.  Its educational philosophy needs to continually evolve, especially as China has developed in the last few decades at historically unprecedented rates.  President Wang will discuss these changes, how the university copes with new challenges, and how the globalization of Peking University fits into his vision for the future.

Wang Enge was appointed President of Peking University in 2013. He obtained his B.S. and M.S. in theoretical physics from Liaoning University in 1982 and 1985 respectively and received his Ph.D. from Peking University in 1990. He served as Director of the Institute of Physics (CAS) (1999-2007), Founding Director of the International Center for Quantum Structures (2000), Director of the Beijing National Laboratory for Condensed Matter Physics (2004-2009), CAS Deputy Secretary-General (2008-2009), and Executive President of CAS Graduate University (2008-2009).  President Wang is a member of the Chinese Academy of Sciences (CAS) and the Academy of Sciences for the Developing World (TWAS), as well as a fellow of the American Physical Society and the Institute of Physics (UK). He has been a JSPS professor of Tohoku University (Japan), an AvH Scholar of Fritz-Haber Institute der MPG (Germany), a KITP Visiting Professor at the University of California, Santa Barbara (USA), a Visiting Professor at the University of California, Berkeley (USA), a Visiting Professor at the International Centre for Theoretical Physics (Italy), and a GCEP Scholar at Stanford University.

Martin Carnoy is the Vida Jacks Professor of Education at Stanford University School of Education. Prior to coming to Stanford, he was a Research Associate in Economics, Foreign Policy Division, at the Brookings Institution. He is also a consultant to the World Bank, Inter-American Development Bank, Asian Development Bank, UNESCO, IEA, OECD, UNICEF, International Labour Office.

Dr. Carnoy is a labor economist with a special interest in the relation between the economy and the educational system. To this end, he studies the US labor market, including the role in that relation of race, ethnicity, and gender, the US educational system, and systems in many other countries. He uses comparative analysis to understand how education influences productivity and economic growth, and, in turn, how and why educational systems change over time, and why some countries educational systems are marked by better student performance than others'. He has studied extensively the impact of vouchers and charter schools on educational quality, and has recently focused on differences in teacher preparation and teacher salaries across countries as well as larger issues of the impact of economic inequality on educational quality.

Currently, Dr. Carnoy is launching new comparative projects on the quality of education in Latin America and Southern Africa, which include assessing teacher knowledge in mathematics, filming classroomsm and assessing student performance. He is also launching major new project to study changes in university financing and the quality of engineering and science tertiary education in China, India, and Russia.

Dr. Carnoy received his BA in Electrical Engineering from California Institute of Technology, MA and PhD in Economics from the University of Chicago.

Abstract:

In the coming decade new oil discoveries in Africa will leave fragile democracies vulnerable to corruption, patronage and rent seeking behavior. In a piece co-written in Foreign Affairs, CDDRL Director Larry Diamond and Research Associate Jack Mosbacher advocate a new scheme to directly distribute oil revenue to citizens in the form of taxable income. This oil-to-cash system would strengthen accountability and increase citizens ownership of state resources.

Larry Diamond is a senior fellow at the Hoover Institution and at the Freeman Spogli Institute for International Studies, where he directs the Center on Democracy, Development, and the Rule of Law. Diamond also serves as the Peter E. Haas Faculty Co-Director of the Haas Center for Public Service at Stanford. He is the founding co-editor of the Journal of Democracy and also serves as Senior Consultant (and previously was co-director) at the International Forum for Democratic Studies of the National Endowment for Democracy. During 2002-3, he served as a consultant to the U.S. Agency for International Development (USAID) and was a contributing author of its report Foreign Aid in the National Interest. He has also advised and lectured to the World Bank, the United Nations, the State Department, and other governmental and nongovernmental agencies dealing with governance and development. His latest book, The Spirit of Democracy: The Struggle to Build Free Societies Throughout the World (Times Books, 2008), explores the sources of global democratic progress and stress and the prospects for future democratic expansion.

At Stanford University, Diamond is also professor by courtesy of political science and sociology. He teaches courses on comparative democratic development and post-conflict democracy building, and advises many Stanford students. In May 2007, he was named "Teacher of the Year" by the Associated Students of Stanford University for teaching that "transcends political and ideological barriers." At the June 2007 Commencement ceremony, Diamond was honored by Stanford University with the Dinkelspiel Award for Distinctive Contributions to Undergraduate Education. He was cited, inter alia, for fostering dialogue between Jewish and Muslim students; for "his inspired teaching and commitment to undergraduate education; for the example he sets as a scholar and public intellectual, sharing his passion for democratization, peaceful transitions, and the idea that each of us can contribute to making the world a better place; and for helping make Stanford an ideal place for undergraduates."

Jack Mosbacher is a Research Associate at the Freeman Spogli Institute for International Studies at Stanford University, where he works with Larry Diamond on democratization trends in Africa. A 2012 Stanford graduate, Jack participated in the Undergraduate Honors Program with the Center on Democracy, Development, and the Rule of Law. His thesis, "Bracing for the Boom: Translating Oil into Development in Uganda," won the Departmental Best Thesis Award, and his work has appeared in Foreign Affairs, The Los Angeles Times, and the Washington Quarterly.

Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of Political Science and Sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At the Hoover Institution, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Project on the U.S., China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development and the Rule of Law, which he directed for six and a half years. He leads FSI’s Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI’s Cyber Policy Center. He served for 32 years as founding co-editor of the Journal of Democracy.

Diamond’s research focuses on global trends affecting freedom and democracy and on U.S. and international policies to defend and advance democracy. His book, Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, analyzes the challenges confronting liberal democracy in the United States and around the world at this potential “hinge in history,” and offers an agenda for strengthening and defending democracy at home and abroad.  A paperback edition with a new preface was released by Penguin in April 2020. His other books include: In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China’s Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, China, Taiwan the Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India’s Democracy (2024, with Sumit Ganguly and Dinsha Mistree).

During 2002–03, Diamond served as a consultant to the US Agency for International Development (USAID) and was a contributing author of its report, Foreign Aid in the National Interest. He has advised and lectured to universities and think tanks around the world, and to the World Bank, the United Nations, the State Department, and other organizations dealing with governance and development. During the first three months of 2004, Diamond served as a senior adviser on governance to the Coalition Provisional Authority in Baghdad. His 2005 book, Squandered Victory: The American Occupation and the Bungled Effort to Bring Democracy to Iraq, was one of the first books to critically analyze America's postwar engagement in Iraq.

Among Diamond’s other edited books are Democracy in Decline?; Democratization and Authoritarianism in the Arab WorldWill China Democratize?; and Liberation Technology: Social Media and the Struggle for Democracy, all edited with Marc F. Plattner; and Politics and Culture in Contemporary Iran, with Abbas Milani. With Juan J. Linz and Seymour Martin Lipset, he edited the series, Democracy in Developing Countries, which helped to shape a new generation of comparative study of democratic development.

Brian Johnsrud is finishing his PhD in Stanford’s interdisciplinary Program in Modern Thought and Literature, under the supervision of Amir Eshel (Comparative Literature), Fred Turner (Communication), Sam Wineburg (Education and History), Lina Khatib (Middle Eastern Studies), and Sandra S-J Lee (Medical Anthropology). 

Brian’s research considers how the Crusades and other violent histories have served as popular metaphors for relations between the U.S. and Middle East since the First Gulf War. In particular, he explores how those analogies are employed and mediated to affect realms like U.S. national intelligence reports, conspiracy theory novels like Dan Brown’s The DaVinci Code, genetic ancestry studies conducted by IBM and National Geographic's Genographic Project in Lebanon, and Iraqi primary school textbook revision by the U.S. after 2003. 

Brian's research interests in digital humanities have led to a platform he is currently developing through a collaboration between Stanford University and MIT: LacunaStories.com. The mixed-media, online platform creates an collaborative research ecosystem for academics, students, and the general public to engage with and respond to texts, media, and other resources related to 9/11.

Diane H. Steinberg is a visiting scholar at the Center on Democracy, Development, and the Rule of Law at Stanford University’s Freeman Spogli Institute for International Studies, and she is affiliated with Stanford’s Division of International, Comparative and Area Studies.  She provides instructional assistance to California community college faculty, who are selected to be Fellows in the Stanford Human Rights Education Initiative program, as they develop college-level interdisciplinary curricula related to international human rights.  She also serves as the Online Forum Coordinator for the Human Rights & International Criminal Law Online Forum.  Since 2003, Dr. Steinberg has been Research Director for Ed Research Group, an independent education research organization that evaluates the effectiveness of educational programs and policies.  Her recent research has focused on school reform policies that advance high quality, equitable education in urban school districts.  She has consulted with local, state, and federal government agencies and contributed to independent reviews of school desegregation plans for the Federal District Court in Northern California.  Dr. Steinberg received a B.A. in Psychology with honors and distinction from Stanford University, an M.A. in Education from the Stanford Graduate School of Education, and a Ph.D. in Education from the University of California, Berkeley.

Yanling (Linda) HE joins the Walter H.Shorentein Asia-Pacific Research Center (Shorenstein APARC) during the 2013-14 academic year from Sun Yat-sen University, where she serves as Professor at the School of Government, and Co-Director of the Center for Chinese Public Administration Research (CCPAR).

Her research interests encompass topics of urban governance, Chinese political and administrative reform, and civil society development in China. During her time at Shorenstein APARC, Yanling will participate in a comparative study of social stability during China’s urbanization process.

Yanling is currently the co-director of the Center for Chinese Public Administration Research (CCPAR) at Sun Yat-sen University, which is strongly supported by the Ministry of Education and is the leading research center in development for public administration in China. Yanling also serves as one the chief-editors with the Journal of Public Administration, China. She is actively involved with the community as a public policy consultant in a number of local governments across China.

Yanling has a multi-disciplinary educational background: holding a PhD in Sociology; a MA in Public Administration; and a BA in Philosophy.
